To Their High Nobilities Having duly received Their High Nobilities' separate rescript dated the 13th of this month, and likewise the rescript to the aforementioned letters and to the secret writings sent to Your High Nobilities by the late Commander Meijbaum on 9 January, 22 and 23 May, and 11, 12, and 16 June last, I take the liberty, in reply to the points appearing therein, to state with all respect: That although the account given by the Semanka headmen who were on the expedition to Bancahoeloe does not seem to correspond with the complete truth, especially when one considers the frankness of the English with which these suspected agents were supposedly treated, nevertheless the former resident of Semanka testifies that these people assured him that the narrative they gave agreed in that respect with the full truth. Wherefore he hopes to remain free, in the eyes of Your High Nobilities, from any detrimental suspicions as if he had willfully made himself guilty of supplying false reports, while he on the contrary testifies to have had no other intention than to prevent untruths from reaching Your High Nobilities and to report the certainty of everything, even though this, to his and my particular regret, has resulted in a fruitless dispatch of two armed ships. And because these erroneous reports are the reasons why the measures determined in that regard by Your High Nobilities have been frustrated, especially regarding the objective of thereby capturing or driving away the enemy ships, nevertheless a landing and destruction of the nearest English outposts could have taken place if the officers of the two warships, according to their assertions, had not been obliged to adhere strictly to their instructions, which dictated not to lose sight of Prince's Island, and without which it was impossible for them to undertake an attack. The unfounded reports regarding the strength of the English being largely the cause of having had to abandon retaken Semanka again, one might also blame the great haste made by Captain Halfman and council in abandoning this post and in judging the garrison insufficient, as appears from the reply of the resident Van der Ster which I herewith have the honor to submit to Your High Nobilities, from which it resulted that they only had to defer to loose rumors regarding the enemy's strength without having time to await any genuine reports. The authorization for the payment of 30 Spanish dollars each to the three emissaries who went to Bancahoeloe, namely Limpat, Batien Segingan, and Kiai Daman of Waijnipa, will be observed with all respect as soon as a suitable opportunity presents itself, but those people are presently in the Lampongs. Regarding the whereabouts of the two Malays who were in English pay and were sent hither by the resident of Semanka, I can inform Your High Nobilities with no certainty, since the late Commander Meijbaum, after their arrival here, placed them in the hands of the chief of the Watangers, with instructions not to prevent those people from seeking their livelihood, which has resulted in these persons traveling far into the territory of Bantam in the hope of finding their bread there in the planting of paddy, without the said chief knowing where those people have gone. We were honored with Your High Noble and Great Respected’s esteemed letter of 24 June, and the further papers accompanying it, after the reading of which we made such arrangements as are stated more broadly in the Resolution of the 16th following, and to which we take the liberty to refer hereby. Your High Noble and Great Respected are pleased in the first place to share with us your esteemed decision of 20 August 1780, regarding what was written by the Gentlemen Masters by letter of 7 October 1779, to trade here henceforth, just as in 1765 and 1767, with three ships in two years, with orders to provide our reflections thereon, and how this project would be received by the Japanese, while we also received in response the aforementioned extract of the message from the Fatherland; yet since it contains only the Gentlemen Masters’ considerations for the Noble High Government of the Indies with respect to the management of the Japan trade, and there are no points appearing in it that relate directly to this trading post, or require a further reply, we have therefore deemed it proper to address this reply also to Your High Noble and Great Respected. For that purpose, we have read with due attention the advice submitted by the members of the Noble High Government of the Indies on the proposal of the Gentlemen Masters by missive of 15 October 1773 to the meeting of Your High Nobles, as well as the further considerations of their High and Great Respected contained in that of 30 October 1776. In the former, we find it argued in detail that the number of three ships in two years is sufficient both to fulfill the demands and to collect the required return cargo; that this would serve not only to bring a marked reduction of expenses, but at the same time to retain an entire ship's crew in a time in which its scarcity demanded this to the highest degree; while beside this are presented the consequences that the loss of such a vessel sent alone every other year would bring about through the disruption of trade to the west of India for lack of the required bar copper. However strong the first motives may appear, these objections seem to have persuaded Your High Noble and Great Respected to persist in the annual dispatch of two ships, intending thereby greater regularity in the trade and less risk, against which the Gentlemen Masters proposed as a remedy to divide the copper among the profitable trading posts in such a way that some stock was always left over at Batavia, which, increasing annually, could finally serve to prevent the western trading posts—whose demands had to be met in proportion to the profits obtained there—from being left in embarrassment in case of the loss of a cargo. Furthermore, that by sending three ships in two years, one could oblige the Japanese to deliver eleven thousand picols of copper. However much these considerations might fulfill the salutary purpose of reducing the heavy burdens that the Company must bear at this trading post for the sake of the copper, if one were assured of encountering no opposition in the execution of this project, we nevertheless find by the incoming letter of 25 June 1769 that Your High Nobles had departed from that decision, because the sending of two ships seemed to correspond better with the desire of this nation, which rested on the note in our daily register on 17 June 1768, where the servants say that although the interpreters claimed that the additional grant of one thousand picols of bar copper was caused by the Company, in spite of the previous restriction to 8000 picols, having nevertheless given the customary gifts that year and allowed the court journey to proceed, they had nonetheless learned from their further conversation that this happened primarily because the Governors wanted to have two ships here annually for trade, out of fear that if the misfortune occurred that, upon the dispatch of one ship, it were to be wrecked, His Majesty and the Councilors of the Realm would be deprived of the customary gifts. Wij hebben daar toe met verschuldigde attentie geleesen de advisen door de Leeden der Edele Hoog Indiase Regeering op het Voorstel der Heeren Meesters bij missive van den 15 Octr: 1773. ter Vergadering Van Uw Hoog Edelheedens ingediend, zo meede de nadere Consideratien van Haar Edele Groot Agtb: Vervat bij die van den 30 Octbr: 1776. Bij d' Eerstgemelden vinden wij omstandig betoogd, dat het ge „tal 2. „tal van drie scheepen in twee Iaaren, zo tot Voldoening der Eischen, als afhaal van het benodigd retour toereikend is, dat dit niet alleen zoustrek„ „ken tot een merkelijke vermindering der lasten, maar teffens tot aanhou„ „ding van een geheel Scheepsvolk in een teid, waar in dies Schaarsheid zulk ten hoogsten kwam te vorderen: terwijl daar nevens worden voorgesteld de gevolgen, die het verongelukken van zodanig een bodem als om het andere Iaar alleen versonden was door de stremming van den Hoandel om de West van India, bij gebrek van het benodigd staafkooper zouna zig sleepen: Hoe sterk de eerste motiven ook moogen voorkoomen, schei„ „nen deese bedenkingen Uw Hoog Edele Groot Agtb: te hebben gepersuadeert, bij het jaarlijks afsenden van twee Scheepen te volharden, als daar door meerder regulariteijd in den handel, en minder risico bedoe¬ „lenden, waar teegen de Heeren Meesters als een middel voorstelden, om het Kooper op de Winstgeevende Comptoiren, zodanig te verdeelen, dat „men op Batavia telkens enige voorraad overhield, die Iaarlijks ver„ „meerderenden, eijndelijk zou kunnen strekken, om bij Verlies van een lading de Westersche Comptoiren, welker Eisschen dienden voldaan te worden na maate der advansen die daar behaald wierden, buijten verlee„ „genheijd te laaten. submitting with all due respect, to note in consequence thereof that, considered superficially, in case the same quantity of goods were brought annually as is required to obtain the granted quota, one would suppose from this that it must be a matter of indifference to them whether those goods were sent with one or two ships, provided the funds to satisfy the return cargo and pay the usual expenses were sufficient, so that no unpleasantness was to be feared for the Company in its trade from such a shipment, the more so because that shipment in 1765 and 1767 had succeeded to satisfaction. However, the reasons that oppose this are these: Firstly, the Governors of Nangasacki, favorites of prominent grandees of the realm, are sent hither in order to make their fortune within an administration of three to four years. Annually, after the arrival of the ships, one is replaced by another from Tedo, the departing one, along with the Money Chamber, enjoying the profits from the sale of the imported cargoes, which constitute the principal part of their revenues and, as we are assured, amount to a considerable sum. Although in the year 1764, when the Company's quota of copper was fixed at 8000 picols, they made it known that it was a matter of indifference to them whether one came to trade with one or two ships, this seems to have been caused by their confidence that the Company, in order to prevent the inconveniences that the lack of copper could cause in its trade, since one ship was not sufficient to transport that quantity, would not easily resort to doing so, in which they nevertheless found themselves mistaken by the arrival of one ship in 1765 and one in 1767. The fear now that, in the event of the loss of this ship, they would miss those benefits in the year of their administration, has prompted them to this request to the Chief Crans, which must have been submitted by him in private letters, since we find no note of it in the daily registers of that time, and only in a letter of 30 October 1768 is it mentioned by postscript that His Honor had assured the Governor in writing, at his request, that in the following year only two ships would come to trade, which relates to what was previously proposed to the interpreters, namely, on account of the loss of the ship Vreedenhoff, to send three ships, to which they did not seem adverse at the time. Since those profits on our cargoes are so considerable, one would suppose that this ought to encourage them to comply scrupulously with what was contracted in the year 1752, and by the delivery of 11000 picols to entice the Company into sending more goods, since this would not only reduce for them the feared risk in the event of the loss of a ship, but with a safe voyage would increase their revenues, so that both their interest and that of the Company rested on a larger supply of goods. And yet this seems to have no influence on their conduct, which is why one would have to believe the declaration of the interpreters that most goods in this realm no longer have their former market, and with a larger supply immediately drop in price, whereby the Governors derive nearly the same profits from a smaller sale as they would expect from a larger one, while on the other hand they find their advantage in delivering the surplus copper, to the prejudice of the Company, to the Chinese at the price of f 24:- per picol, to which indeed some relief was brought by a further grant of one thousand picols upon the urgings of the Chief Crans and what was effected on the authority of Your Right Honorable Grand High Mightinesses by secret missive of 21 June 1767, but of too little importance to make the Company abandon the contracted quantity of 11000 picols. 4 4 ships flowing in from all quarters of the Empire, serve through their business and spending for the maintenance of the inhabitants. All superior and subordinate banjosts appointed to the government, all interpreters, ottonas, kasiras, and those who have even the slightest relation to our island, find their livelihood from the profits on our cargoes. The government partly lives off the Honorable Company's gifts, while the lower class of people, being coolies employed in the unloading and loading of the ships and the delivery of the goods to the island, all of these are thus deprived of their sustenance upon the wrecking of such a vessel. It does not become us to investigate to what extent the Company, for the sake of the profits that the copper yields to the west of the Indies, should be obliged to provide for the livelihood of so many, at a time when the meager profits of the trade make an appropriate economy highly necessary. Leaving this to the more enlightened knowledge of Your Right Honorable Great Worships, we wish only through a detailed account of various matters to present to Your High Honors, in all reverence, the reasons that make us fear that this project, taking effect, will not fulfill the intended purpose. If one further examines the consequences that are to be expected on our side from such an unexpected loss, what principally comes into consideration is that one would be deprived of paying the customary respects at Court, which places us on an equal footing with the most eminent grandees of the Empire. It is true that many expenses were saved thereby, but the Governors, whose interest lies in keeping us away from the Court, would thus obtain the opportunity to portray this incident—of which, since our stay in Japan, an example is only to be found in the year 1720 through the wrecking of the three ships planned hitherward—in Yedo to our disadvantage in such a manner as would seem best to them, in order to make us more and more dependent on them, and at times to have our appearance at Court entirely denied for the future. F. S. 7. 1 denied, which would only be to the prejudice of the Company, if by the cessation of the troubles in the West, the sale of the copper resumed its former course, thus cutting off our opportunity to make the necessary attempts to obtain more, and the reasons why the Governors treat us with greater regard than the Chinese would at the same time cease. For the particular distinction with which an Opperhoofd is received by the most eminent of the Empire fully convinces us that they are ignorant of the treatment inflicted upon us at Dejima. Thus it is not without ground that the Governors, fearing that we might in one way or another find the means to present our complaints concerning both the vexations in the Company's trade and their arbitrary arrangements aside to the grandees, are so attentive in depriving us, during our stay there, of all opportunity that could give rise to this. If one adds to this the inconveniences to which the remaining servants were exposed during an entire year, through the lack of all provisions sent to us from Batavia, of which only a few are to be obtained here at excessive prices; that the Company would at the same time lack most of the servants who, through a stay of many years at this trading post, have acquired the necessary knowledge of the intrigues of the nation and all that relates to trade; all this together seems also to merit some attention. We cannot determine with any certainty wherein would consist the unpleasantries in the trade of which we made mention previously. The dispatch of two ships in 1769, although necessary to collect the copper that was at hand here due to the wreck of the ship Vreedenhoff in 1768, having remained on the same footing until the past year, rendered that threat of no effect. to keep their ships for defense, and thus give no credence to our assurances that the Company, in order to reduce the oppressive burdens it must bear here, had resolved to come to trade with three ships in two years just as in 1765 and 1767, in the confidence that upon the cessation of the troubles two ships are again to be expected annually, we have as yet no consequences to fear from this; however, according to what appears to us from their usual manner of trading, it is to be suspected that if so many goods are sent with one ship as are required to satisfy 9000 picols of copper along with the Camphor and further expenses, they will accept from that cargo of the most sought-after goods as much as the actual transport along with the expenses shall amount to according to calculation, and leave us sitting with the remainder, especially with the wool manufactures remaining after the sorting of the presents, which, having already been unpacked and inspected, are exposed to much loss and decay upon detention, moreover deducting from us the additional one thousand picols granted in 1768, which permission, although accounted to us as a token of the affection of the court grandees, is solely a scheme of the Governors to achieve their purpose, in order, by continuing the navigation with two ships, to run less danger of missing the most considerable portion of their revenues, or that if no more was sent with such a vessel than was required for the calculated return of 6500 picols and further expenses, and even if they might not proceed to the deduction of the aforesaid one thousand picols, they would nevertheless refuse the following year to allow more than the fixed quota of 9000 picols to follow, on the pretext that this quantity having been granted to the Company for transport each year, it depends on their pleasure whether to accept it or not. Although these considerations are still of a future outlook and rest solely on suppositions, we fear nevertheless that the outcome will verify them only too soon, because daily intercourse teaches us sufficiently what they are capable of to achieve their purpose. Your High Noble Great Honorable might with reason object against this that one ought to provide for this by making appropriate representations, and seriously place before them the unreasonableness of such a manner of trading, but the papers of earlier years show clearly enough how little representations can achieve that are not pressed with the requisite emphasis; one would finally be compelled to make a trial of what effect would be had on them by the execution of the threat, so often proposed yet each time suspended for the sake of the advances on our more and more restricted trade, to depart with the ships without carrying on trade, which measure we make no difficulty in declaring to be the only one from which one may flatter oneself with any improvement, being assured that our arrival is of too much importance to them to force us to such an extremity; it has indeed been pretended in earlier years that our trade was a matter of indifference to them, and that they could be accommodated by the Chinese with what is required, and although this is true regarding some articles, principally the wool manufactures which the English and French bring to Canton in abundance, which, though not of the requisite width, would supply the lack of ours, there are nevertheless many others which they cannot do without, being accustomed thereto through years of use and which come to them solely from us, among which sugar is one of the principal ones, which at the latest sale in the city cost the merchants 160:—:— guilders the picol, while that of the Chinese is little esteemed and is consumed only among the common people, and if these motives might not yet oblige them to give us satisfaction, they have become so accustomed to us through our long-standing residence and peaceful dwelling among them that the advantage of obtaining information through us of the events in Europe and the Indies makes our retention necessary to them, because through intercourse with us and the reading of our books they have acquired too much knowledge not to be mindful that in an age in which navigation, through new discoveries, on firmer grounds

relying on sound reasons, that upon our departure they will be visited by other nations who would not submit so easily to their arbitrary rule and vexatious treatment, which could give rise to new unrest in their Empire, the memory of which lies still too fresh in their minds, and which fear, owing to the proximity of the Russians and their attempts to make further discoveries in the Northern Archipelago of Iapan, increases from year to year. Since this project would not be put into execution unless they carried out the aforementioned vexations, and the trade of the Company were thereby brought to such a decline that for the sake of the profits that the reduced transport of copper still yielded, it would no longer be worth the trouble to continue sending ships to this Empire, the considerations submitted with the opinions at the meeting of the High Government of the Indies in the year 1682, namely with what propriety one might return the following year with the goods brought back, seem not applicable to the present time; the profits that the Company still obtained in those years, although notably diminished by the forced trade by appraisal, appeared too important to make them dependent upon an uncertain outcome, however much the chief merchants also assured that, had their hands not been tied and had they been free to detain the goods, the Japanese would have been forced to give them satisfaction, whereas if one were now to proceed to this, and they, placing no faith in our threats, brought us to such an extreme, this danger was of too little importance to restrain us any longer, and it would only hasten a withdrawal to which one would soon be forced; the imported ducatoons could serve to settle the expenses if the Court journey were continued, which however seems ill-advised to us in such an event, and if refused, would cause a greater sensation, while one would at the same time notify the Governors that one was indeed forced to come to this decision, now that the Company could no longer subsist because of their extortions; that one intended to return the following year with a ship to hear whether the pass-letters of the former Emperors Gonggin and Haitokujin Samma, which granted us free trade in the Empire, and which were still read to us annually upon our appearance at Court, had been annulled, and no hope of improvement was to be expected; whereupon one would act according to the state of affairs pursuant to the orders that the High Government of the Indies would be pleased to grant on that subject. and delivery of goods, in which equalization of the Honorable Company's weight with Japanese weight no other arrangement could be made, because those weights corresponded with the trial weights, which have been kept sealed in our warehouses from the earliest times; thus, no change having occurred in the Japanese weight, we could not understand that weights received from Batavia since the beginning of this century, and made there according to Japanese Thail weight, would after the lapse of so many years be heavier, which was nevertheless communicated to us concerning the two sent from here in 1779 and found to be each 5/8 lb too heavy upon confrontation with the standard weight. According to the Resolution of 9 August 1780, we decided to quietly equalize all the weights on hand according to those returned corrected, with the necessary caution to prevent the cavils of the Japanese, if after deliberation with the Interpreters no reduction in the prices of the goods was to be feared. After having been in negotiations with them about this, we had the honor to report to Your Right Honorable High Mightinesses in our previous letter that in case those weights, which had remained at Batavia through negligence, had been received back, we would not have undertaken to alter ours because of their proposed difficulties, as this would cause a lowering of prices and many troubles with the suspicious and distrustful Japanese, who annually received and delivered the Company's goods with them. Since Your Right Honorable High Mightinesses nevertheless desired that this be proceeded with, and the disadvantage which the Company would annually suffer in the delivery of goods, if these weights were substantially too heavy, well deserved to be provided for, we took the liberty to request Your Highest to send us new catties weights, considering that if the aforementioned two corrected weights were received from Batavia the following year to equalize ours by them, this would be too noticeable to the Japanese; that it was better to employ the new weights immediately at the scales and to store the old ones together in a warehouse until a suitable opportunity presented itself in idle time, and that if the new weights, which are made in the Artisans' Quarter, should not answer the intended purpose, it was only lost labor, which should not keep us from trying whether one could succeed in this to the advantage of the Company. Your Right Honorable High Mightinesses having favorably complied with this our request, we, according to what was recorded in the Resolution of 16 August of the past year, immediately distributed the new weights at the scales upon receipt, and on the 20th thereafter, when work was not proceeding, confronted them with Japanese Thaijl weight, the report of this difference being inserted in the Resolution of 6 September. Although it made us fear a bad outcome, since the Japanese, before receiving or delivering any goods, weighs our weights one by one against the thail weight of the Money Chamber, and only makes use of those that agree with it, or compensates for the lesser heaviness by adding some Thails onto the pans, we deemed it most advisable to await the outcome, which was soon to be expected, because the ship annually, before it is unloaded, takes in about two thousand picols of copper to be secured against the danger of squalls and storms by a proper ballast. It was thus on 5 September, when the weighing of copper was to begin, that the servants of the Money Chamber, assisted by a number of Banjoses and Interpreters, tested our weights against their thail weight, and having found them all too light, refused to deliver the copper to us with them, which gave rise to the detailed communication in the Resolution of the 6th of that month, to which we respectfully refer. had entered into no contract for the camphor in these new tubs, they were obliged at present to accept the same in the customary tubs, but after obtaining consent from the Lord of the Land before the departure of the ship regarding that delivery, they could conclude an agreement for the future, for the fulfillment of which His Honour would then take care, well knowing that nothing could be brought against this, we have again shipped the required quantity in the customary tubs, but trust to succeed satisfactorily in the following year, and thus finally put an end to the justified displeasure of Your High Right Honourables concerning the loss that the Company comes to suffer annually through this underweight. We shall, after obtaining an answer from the Lord of the Land, before the departure of the servants, communicate its contents in our separate letters. 10.
