1/2 percent The renewal of the same all around, according to the report of the servants inserted into the daily register under the 31st of January, caused, although the excessive demand of f 1153:7:9 made us hesitate to proceed without authorization to such expensive repairs, the increase of the defects demanded speedy repair before the arrival of the ships, for the preservation of the goods, wherefore after much debate with the Japanese carpenter, as appears from the notes of the 4th, 5th, and 6th of February, on the 7th through the mediation of the interpreters, we agreed upon the aforesaid f 552:8:9; we request Your Right Honourable High Mightinesses favorably to pass this increase, in which the interest of the Honorable Company was looked after according to our ability, because concerning the costs of repair no fixed determination can be made, as it depends on the greater defects that one year presents over another. 20. May his efforts, constantly active in advancing the Company's interests and the welfare of the inhabitants, be crowned with a happy outcome, and may the decaying state of the Colony, reviving again through his tireless care and wise governance, grow in prestige during his administration and rise to such a degree of splendour that posterity may long enjoy the pleasant fruits thereof, and bless the memory of His High Honour with gratitude as the source of its prosperity! 1/22. Concerning the quarrels of the previous year, Your High Honourable Great Respectabilities are pleased to note that the employment of our slaves and the beating of the coolies seems to have given occasion thereto; we must also admit this, but because the strictest supervision could not prevent the continuous stealing, and this was connived at by the banjos who were duty-bound to guard against it, it caused the former Opperhoofden to consider such means as appeared most salutary to them according to the circumstances of the time, and among these was also the beating of coolies found guilty of thefts, while at the same time the necessary men were taken from the ships to keep a watchful eye on their conduct, distributed along the island; to the former they submitted willingly, because for one that was discovered, they had plenty of opportunity to store the loot in the dwellings of the ottonas and casserossen, and against the latter they knew how to shield themselves by hoodwinking the common Europeans with fruit and other petty gifts; since the stealing thus continued, and one was unable through a significant reduction to give satisfaction to Your High Honours, we decided to make a trial of the employment of our slaves, who, through the treatment to which one is daily exposed here, are filled with a general hatred toward the 35 the Japanese, and took pleasure in checking them in their thefts, and also succeeded extraordinarily well therein, as will appear to Your High Honours from the reduced shortfall on the sugar, which, compared with that of the year 1778, shows a difference of 1 3/8 per cent. We express due thanks to Your High Honourable Great Respectabilities for approving our firmness in demanding and insisting upon proper satisfaction, and the moderation employed to bring that matter to a peaceful conclusion, wherein we only aimed at performing our duty and answering the trust placed in us; however, since Your High Honours recommend on our previous year's instance not to resort to such alarming extremes as the sending back of the ships without conducting trade, and further authorize us to act in such circumstances with the required firmness, provided right was on our side and this was done with prudence and discretion, we would have wished to obtain a more definite explanation of how far one might stretch that firmness, because otherwise it is better to give in connivingly at the beginning than, standing on one's rights, to be obliged in the end to submit to their vexations; to avoid further difficulties, we strictly forbade everyone to beat the coolies during the trading season, so as to be able to insist on satisfaction with greater justification; yet although the coolie who, according to the entry in our daily register on 21 August, throttled the commander of the chiampang while his companions were busy opening the nagulkassen and throwing their filled packs into the water in order to fish them out at night, was sent well-bound with him to the city, and the Governor's secretary on the 23rd thereafter read out his orders against stealing to everyone before the Water Gate in the presence of the under-banjos, coolie-masters, and interpreters, these were nevertheless found to be of too little force to make them completely desist from their customary way of acting. 23. Fo. 35 The requisition of merchandise for the year 1782 to the sum of ƒ297,188:17:8 being so arranged as appears to us sufficient to meet the calculated return and to pay off the customary expenses, we have noted the requested flag cloth in the requisition of necessities, just as in the previous year, and in response to Your High Honours' recommendation to consider dispensing with loss-giving goods, we have reduced the Japanese requisition of silk fabrics in so far as we require for the customary gifts, together with the remaining remnants, but at the same time find ourselves obliged to submit their request to be supplied in the future with Sadraspatnam ray-skins, since the recently received ones were of the worst sort and could hardly serve as a gift. We express our due thanks to Your High Honourable Great Respectabilities for the improvement granted to the assistant Ras, and furthermore take the liberty to inform that, besides the upper- and under-surgeon, we have retained the steward Christian Fredrik Rekke, along with the sailors Petrus Josephus van Bonlijn and Jurgen Anthonij Meijnders, the first to function as press-master, the latter as gardener.
