After I had the honor on the 29th of November last most humbly to present to your High Honors my humble letter accompanied by a Malacca Express, and flattered myself with being able at the beginning of this month to fulfill my duty regarding the dispatch of the pantjalling Edam, I have, to my great regret, been considerably prevented therein, as in the previous year, because not only suddenly all assistants, but also the greater part of this garrison were afflicted by such cold fevers that they had to go to the hospital. Now I take the liberty in all submission to proceed to answer your High Honors' most venerated missive Missive of the 15th of September last, after first observing my duty by respectfully answering two recently received and hereto inserted Extracts of Fatherland General Missives written by the Honorable High Venerable Gentlemen committee of Directors of the General Netherlands Company at the assembly of seventeen to their High Honors the Governor-General and the Councillors of the Indies at Batavia, dated 30 November 1781 and 22 November 1782: §136 In the examination of the papers relating to the residency of Palembang we have again been considerably impeded, because we did not receive the separate letters of the 7th of January and 4th of May, as well as the general one of the 20th of September, to which you refer in your advices of 20 October and the last of December, but above all because there did not come to our hands the general and secret letters of 11 December, of which the first contains the general report of affairs, and the latter, by reason of the difficulties with the Palembang Court discussed therein, would have been of great importance. In the previous year a similar omission took place, for notwithstanding that one then received the secret letter of 10 December 1770, the general letters of the same date could only now be examined; although the same will certainly have been received at Batavia at the same time. Since, however, the ships of the second dispatch both at the beginning of 1779 and 1780 had to be dispatched so late, there would have been enough time between the receipt of the Palembang papers and their dispatch to the Netherlands to have copies made at the capital for those of which one had omitted to prepare transcripts for the Netherlands at Palembang, if one had discovered this omission there. We refer to what was set down on this subject here before under the matter of Banjarmasin #109. not keep on the right track. 137. would then have served for the smuggling trade. § 139: Since you have permitted in earlier years that in case of need there might be a deviation from your order not to issue any passes after the ultimate of April, we do not doubt in the least that you will have approved that issuance in this case: while we hope that, now that the directors have noticed that they could not achieve their aim thereby, an earlier dispatch of the vessels will be the result thereof. § 140: It is here their inattention during the re-weighing of Tin here, whereby the differences can take place, because some have it weighed with the steelyard and others with the balance, both slow and according to the native manner, and careless. Your order to the residents to notify the King that from one of His Highness's vessels 50 piculs of Tin less were delivered than stood recorded on the pass, and to urge him to an earlier dispatch of the vessels, or to make known the number of pieces of Tin alongside the picols, meets with our approval in every way; however, since you reported by letter of 24 October 1778 § 60 that this latter measure, which had been specified in our general missive of the year 1777 § 178 to prevent smuggling, was not to be introduced, as the residents moreover deemed the same not advisable for reasons alleged in their missive of 10 October 1778, and since you in the letter of 7 June found those reasons not unacceptable, although the same did not appear very satisfactory to us, we cannot comprehend what gave occasion to make you change your thoughts regarding that. I flatter myself that my present humble report regarding these islands may in some way answer the highly wise objective. § 141: Although you might conclude from the map of the island of Banca received by you that foreign nations will carry on little smuggling trade upon the same, since the same is surrounded with reefs and cliffs, it can be of little avail to us, as Riouw and Muntok receive our greatest competitors as it were with open arms. § 142: The case of the Captain of the English ship the Indian Queen, Patrick Lindesay, provides evident proof of this with regard to Muntok; this man, having arrived at Palembang in the month of October 1778, was prevented by the residents from carrying on any illicit trade: but having arrived before Muntok in the month of March, he found the opportunity to sell opium and other prohibited wares, and to purchase Tin in exchange; and when he, by the arrival of the Company's cruisers sent thither by the residents for that purpose, was hindered from taking in all the Tin that he had contracted for, he departed for Batavia after having taken two hostages with him; here he was treated by you, according to the letter of 7 May, as an illicit trader, in such a manner that you imagined that he would not return another time; subsequently he resolved to seek out Muntok again, but seeing no chance at that time to execute his intention on account of a cruiser found there, he seized the time when all the Company's cruisers were employed, and then loaded all the Tin that was still lacking from his parcel contracted in March. This case was too manifest for the King now to be able to omit having an exact investigation made into it: the chiefs of Muntok who had been named as guilty thereof had been summoned by His Highness, and it was expected that the same would undergo their deserved punishments. § 143: From the circumstances that took place during the various appearances of Captain John Lindesay, as they have appeared to us from the residents' letters, we imagine that you will find resolved the doubt raised by you with very good reason, because the reappearance of that vessel in March 1779 was unknown to you at that time: namely, how the aforementioned Lindesay, when he had been treated in October 1778 as the residents had reported, had obtained the Tin which it was maintained was in his vessel upon his arrival at Batavia in April 1779. § 144: We approve in every way that, since it was already known at Batavia that the same had attempted to take in a cargo of Tin at Palembang, the late Lord Governor-General, as appears from your resolution of 16 April, had deemed it necessary to treat him as an illicit trader, and therefore had him notified to leave the roads the following day, with permission only to provide himself with a coyang of rice, as well as a vessel with water and firewood: the Commander being ordered to have him observed by a vessel as far as the outer islands.

observe § 145 But how poorly has the beneficial intention of the Lord Governor-General been answered; since the hostages whom he had taken along from Muntok had the opportunity to purchase coarse chintzes and other cloths at Batavia, and since it is more than probable that the aforementioned Lindesaaij will indeed have made use of his absence from on board and his presence at Batavia to conduct some trade there, which, if not illicit in itself, was at least contrary to the prohibition issued by the late Lord Governor-General. § 146 However much one might seem to flatter oneself from His Highness's promise—upon which, however, one cannot always rely equally—that the Muntokkers who had carried on illicit trade with the aforementioned Captain Lindesaaij would be punished, it was, on the other hand, greatly to be feared that the tin trade carried on by some Said's on Riouw would not be checked, since these, by virtue of their pretended descent from Mahameth, had managed to acquire such holy esteem that people did not dare to oppose them, but rather aided them in their enterprises out of religious principles. The Arab priests increase their holy authority from time to time and are the ruin of the realm; but with their false fictions of the power of Mahameth, by which they know how to blindfold the populace and nourish their arbitrariness in all irregularities, which to prevent would require rigorous measures. § 147 Measures of greater force ought therefore to be put into effect in order finally to close down the smuggling trade with vigor. Those proposed for this purpose by the residents appear to your honors, with reason, far too costly to be recouped from the profit on pepper and tin. § 148 We find of most particular remark between what was written in your honor's separate letter of 7 May to Resident De Vries that it appears incomprehensible to your honor that, through the zeal of watchful residents, not a single smuggler could be caught; that this doubt had, however reluctantly, brought your honor to the idea that there were possibly more amateurs to be found in the Palembang Realm to take the pepper and tin for themselves, and that to such an extent that the cruisers did not possess the courage to bring in the vessels; all of which remarks and reflections your honor solely communicated to the resident to ensure that your honor at Batavia would not be the first to begin with confiscation. From this passage we would have to conclude that your honor suspected either the first resident, De Vries, or the second resident, Van der Stengh, or both of them, of illicit trade, were it not that your honor, in the general letter of the same date, noted the aforementioned Resident De Vries as being capable not only of increasing the pepper and tin delivery, but also of putting an end to the smuggling trade, and for those reasons encouraged him to continue in that residency, notwithstanding a request had been made by him to be allowed to repatriate, and that your honor qualified him, in the event he chose to repatriate, to then hand over the post to the second resident. We therefore do not comprehend whom your honor had in mind in that passage, while we wholeheartedly wish that Resident De Vries, through the increase of the pepper and tin deliveries and the prevention of the smuggling trade, will answer to the confidence which your honor has shown to place in him. § 149 As much pleasure as the ample tin delivery has given us, so much are we dismayed at the small quantity of pepper that was brought in by the King's vessels, amounting to only 4112½, or rather 1671 picols less than last year, and this notwithstanding that the residents had been flattered with an altogether rich harvest. The pepper culture declines from year to year, in spite of all serious proposals and exhortations for its furtherance. The true reasons for this, subject to superior judgment, are in my humble opinion: the directors, who manage repeatedly to persuade the King of crop failures and other disasters in this cultivation, while they find infinitely less advantage and more trouble in it than in the tin trade, and thus lose sight of encouraging the planters and providing their payment for that useful berry, whereby the uplander is forced rather to plant rice for his nourishment than pepper, which he must deliver with much trouble and for half the value, yea sometimes for nothing. § 150 According to the residents' thoughts, the pepper cultivation has been neglected due to the planting of rice, to which they had proceeded out of apprehension of shortage now that direct navigation and trade to Java had been prohibited; and however much the King had urged the chiefs of the pepper districts to plant that article, the residents feared that it would not be possible to get it going except with great trouble. § 151 And truly, the arguments adduced by them for this—that the uplanders have free disposal over the rice and are permitted to sell it to whomsoever they wish and at such a price as they can negotiate, whereas they are obliged to deliver the pepper to the King's ministers at an arbitrarily fixed price—appeared to us to be quite plausible. The upland rice is solely and exclusively sufficient for some uplands and a small portion of the destitute inhabitants here; in general, however, and on Banca, Javanese rice is used, of which the import of approximately 1200 coyangs of 6000 lb annually is scarcely sufficient. Your honors seem, however, to be of the opinion that the rice cultivation, to which they had already applied themselves in the years 1738 and 1739, did not [illegible] to the pepper cultivation

Edam, which I have the honor to submit to Your High Noblenesses with this my humble report, along with the books of this office and the goods rendered unfit and unnecessary here, leaving in all submission only two small cruiser vessels and the hired panjajap here. The pantjalling Banca, which returned here in good condition from its cruising round the North and is now employed in the Strait of Banca, and the pantjalling De Snoek as a lookout off Batti Carrang, while the yacht De Spion is stationed at the Kruis River, and the panjajap at the mouth of the Soesang. The pantjalling Edam, employed here since the year 1769 and no longer fit for further use due to its helplessness and rot, subject to highly favorable correction having served with good success, I most obediently request that it may please Your High Noblenesses to allow it to be replaced by a new cruiser vessel for the convenience of this office, and likewise most graciously to pass the most necessary expenses incurred on it amounting to f 498: 14 for the completion of its journey to the main settlement, and the hiring of four native sailors at one ducaton per month, and the ordinary sailors' rations for its crew, for lack of European seafarers, having further taken the liberty to settle the costs of the pantjalling De Nephtunus, broken up here, at the General Office in expectation of a gracious pardon. I graciously request Your High Excellencies to pass these expenses, as well as my necessitated arrangement upon accepting so small a quantity of tin, the reasons for which I take the liberty humbly to elucidate to Your High Excellencies in my secret letter of today's date. The packet boat the Phoenix having been sent here from the Court of Jambi in accordance with the respectfully accompanying two copies of translated letters, with four pieces of iron two-pounder cannons, and one ditto spiked three-pounder piece, I have the honor to bring this respectfully to Your High Excellencies' knowledge. On the occasion that an emissary of the King is dispatched to his envoys at the Capital, I find myself obliged in all submission to bring to the respectful knowledge of Your High Noblenesses that on the 15th of the past month, by the King's First Minister Khemaas Tommongong, there was handed to me a letter handed over in the Strait of Banca to a Palembang vessel navigating this way, in the English language, dated June 1 and signed C. E. Mackler, which I have the honor, together with a receipt enclosed therein in the Chinese language, most humbly to offer to Your High Noblenesses, after having previously taken a copy thereof here, from which Your High Noblenesses may be pleased to observe how, according to the statement of that Englishman, the misappropriation of Tin from the Chinese Juragan Thje Jngtie committed by him, mentioned in my respectful letter of the 12th of May last, was effected. That that Briton was subsequently, on the 24th following, discovered and observed at the latitude of the point of Batoe Carang by one of the cruisers, and on the 27th following sailed to the North and was lost from sight. That a few days thereafter the cruiser was informed by the head of the Sungsang that the English ship that had recently appeared at the point of Batoe Carang was lying under the Banca shore near Muntok. That the cruiser thereupon crossed over directly thither and also found the aforementioned Englishman there, who, according to his estimation, was lying a good three fathoms deeper than previously at the point of Batoe Carang, and thus had likely received Tin from the Muntok people. That he had notified that Briton to move from there and proceed on his voyage, which he had accepted. That during the night lightning struck the mainmast of the Englishman, and he had spent the following day repairing himself and had subsequently set sail, holding course toward the ordinary fairway and to the North, whither he, having followed him, had subsequently lost sight of him. Upon this received report, I immediately gave notice thereof to the First Minister of the King, and requested him to inform the King, who due to indisposition could not be spoken to in person, that the Muntok people having in all likelihood engaged in smuggling trade therewith, His Highness might be pleased to order an exact investigation into it. The Minister admitted my suspicion, and affirmed that he had also already been informed thereof, but that the perpetrators thereof were unknown; he would however submit my request to the King, and cause an exact investigation thereof to be expedited. Shortly thereafter the same reported to me that the King, having already been informed thereof, had expressed himself particularly enraged at the Muntok people, who upon proof of this clandestine trade would be punished most severely, to which end a commission was immediately sent to Muntok, namely the King's former first envoy Kheranga Astra Nindito, and the Chinese Captain Khedemang Koo, who are still occupying themselves on Banca with that investigation, and up to this date have not yet appeared here, nor seem to have reported the least thing thereof, likely seeking means to conceal this matter from the King. That the Belitungers, having unloaded the junk, immediately burned it, and that the people of Muntok, having heard of this, immediately steered thither with their vessels, and returned to Muntok with a great quantity of Chinese goods; where the raw silk was sold for Sp. 1 per catty, Canton gold thread for Sp. 1, and the other goods at the very cheapest rates, and brought here in all secrecy. This matter is kept most secret at court, and as it is asserted, the King had direct knowledge of the perpetration of that atrocity, yet being in the utmost embarrassment that this matter might brew bad consequences for him, he has most strictly forbidden to mention the least thing of it, and deemed it best to keep himself ignorant thereof, and to leave it to chance. The Malay Abdul Maadjie, mentioned in my humble letter of 20 July last, being prevented by indisposition from undertaking the journey to the capital, I have again employed for this purpose the sailor Johan Philip Carel, who has undertaken to execute that journey. In order to encourage him to a further capacity in the Master's service, and to do everything possible to hasten his crossing, I take the liberty of humbly proposing him to Your High Noble Lordships for the quality of quartermaster and commander over a new cruising pantchiallang already projected by Your High Noble Lordships for this trading post.
