Palembang Japan Malacca Sumatra's West Coast List of all such vessels as have departed from here for various destinations on the dates below, showing their cargoes, ammunition, etc., under express conditions not to touch at any other places than their passport dictates, nor to carry or transport any contraband goods under the penalty standing thereon, namely: To His Honour, the Right Honourable and Highly Esteemed Lord, Mr Willem Arnold Alting, Governor-General, together with the Honourable Council Members of the Dutch East Indies. Right Honourable and Highly Esteemed Lord, Honourable Sirs. In our last letter, and presenting this in all respect together with the duplicate letters of the 6th instant by Captain-Lieutenant De Visser, we took the liberty to inform Your Right Honours that we were already busy loading the small vessel Rembang. Now we take the liberty to inform Your Right Honours that the cargo brought by that vessel according to the invoice has been duly delivered, and under God’s guidance, loaded with 1140 picols of black pepper and 1500 picols of tin, returns to the capital; where we shall load at the Sungsang as many kajang mats as the ship's hold will permit, the pepper and tin, with the expenses incurred thereon, rendering a sum of f 52759:1:-, so our cash balance under the date of this letter has remained at 10610 1/32 Spanish dollars. We have, according to highly esteemed orders, loaded as much pepper onto this vessel as could possibly be obtained, and spent the remaining sent cash on tin. Meanwhile, submitting humbly to Your Right Honours' wiser judgment, in our opinion it would greatly benefit the pepper cultivation and its growers if we could be supplied annually with as much cash as was required for the direct payment for that product, and especially if Your Right Honours could find it good to somewhat increase the price thereof, since the native has complained to us several times about the low payment for it, which we therefore feel obliged to humbly bring to Your Right Honours' attention, the more so because we maintain that this could prevent smuggling! Proceeding further to the respectful answer to Your Right Honours' respected letters received by this vessel, we were in the first place greatly pleased with your utmost satisfaction regarding the purchased dragon's blood; however, since that assortment was not to be obtained at present, we preferred to cease its purchase. In our previous very humble letters, we have already taken the liberty to share with Your Right Honours the true reasons for the delayed tin shipment, and thus we hope and plead that Your Right Honours will please rest assured that this delay is by no means to be attributed to our neglect, we having continuously urged the King to send his available vessels, well-armed, to the island of Bangka to secure it from pirates, and have repeatedly brought to his attention the carelessness of his court dignitaries in that respect, and thus predicted the disasters that must arise from this; which has then also had those dreaded consequences, that the pirates have not only once again devastated two tin places, and robbed the mineral lying ready there, but have even alarmed that island on that side to such an extent that the miners for the most part have still not resumed their work, which, if the King in this regard does not...

Supply of mast timbers. The king's statement concerning dismasted ships arriving before the river, and regarding the delivery thereof. The delivery could have greatly expedited the completion here. But with regard to the mast timbers, we must now, with regret, report once more to Your High Noblenesses that the king, for reasons unknown to us, does not wish to enter into this delivery, although we have made every effort to persuade him to do so. However, he declares that he is very willing to provide, without payment, any ships of the Company arriving before the river that might lack those spars, but that the delivery for money, and indeed in a large quantity, was not only very difficult but also impossible for his subjects; thus, in the face of this frank unwillingness of his, we have not been able to insist further. The trade and pay books will be offered by Your High Noblenesses at a further opportunity. Dispatch of 3100 lb of gunpowder. The report regarding this. Court affairs. Servants. A joiner. Exchange of two assistant surgeons. Petition to be allowed to enter the clerical service. As the trade and pay books for the financial year 1787/8 have not yet been copied, we shall have the honor of presenting them to Your High Noblenesses at a later opportunity. Currently, pursuant to the permission granted by Your High Noblenesses, 3100 pounds of gunpowder in 62 pieces of powder kegs are being sent on this vessel to the capital to be remilled, which, according to the accompanying report, has been duly received by the ship's officers. Regarding court affairs, we have nothing notable to report, knowing that we continually remind and recommend to the king, in the most earnest manner, the true interests of satisfying the contingents to the Honorable Company. Regarding the servants who have been advanced in rank and pay, they express their humble gratitude to Your High Noblenesses. However, the soldier Johan Jacob Weis of Tamburg, promoted by Your High Noblenesses to joiner, most humbly beseeches Your High Noblenesses to please cast a favorable reflection upon the accompanying deed, since he was already engaged for that trade in the year 1786 at the capital Batavia in the artisans' quarter, and was sent here in that same year aboard the small vessel De Jonge Oranje Boom in that capacity as provisional artisan. The assistant surgeon Abregt Fredrik Zolner of Berlin, having requested relief by the letter of 28 May last, we have permitted to transfer onto the bearer hereof, in place of the second surgeon Willem Carel Bock of Utrecht, who was stationed there and is currently serving here; which we hope will meet with the approval of Your High Noblenesses. Offering their request, we further ask that Your High Noblenesses may be pleased to grant a favorable fiat to the accompanying petition for the youth Theobaldus Taarvlegter of Amsterdam, boy in the year 1785 with Barbesteijn, as he has already served for over two years in the writing office to our satisfaction. The tin shipment this year is still very small, as the export at present consists of only 16000 picols. But since the native can produce well-founded excuses regarding the insecurity of this strait caused by a multitude of roaming pirates, and the King's promises of a further shipment this month are continually repeated to me, one must therefore await the good effect thereof. Your Noble Honorable's missive to the King I have, both because of my own indisposition and that of the Sovereign himself, had delivered through the First Minister of State. But since I do not dare make your Noble Honorable wait for the answer, which might still be long delayed due to the fickleness of the so well-known Palembang court, I currently merely give notice of its delivery and will make all possible and dutiful instances to encourage His Highness to answer that missive, should your Noble Honorable Valiant choose to wait for it. Meanwhile, I take the liberty to remind your Noble Honorable Valiant that the Commander Mr. van Braam, on a missive sent by his Noble Honorable to the King, received no answer until after his return from Riouw, although the Resident serving here at that time tried to obligate him to this with all possible urgency. Their ignorance and pride are indeed partly the reason that they pay so little regard to the Country's warships; but a contract that has stood for a hundred years is the principal reason that they regard the Company as the sole interested party in this agreement, and it is thus impossible to divert them from that notion. To Mr. van Schuler, who, if it pleases your Noble Honorable Valiant, can inform you largely concerning the one and the other, I take the liberty to refer, yet while testifying that I am exceedingly grateful to your Noble Honorable Valiant for your most well-meaning efforts for the benefit of the Company here.
