Right Honorable, Highly Esteemed, Far-Commanding Lord and Honorable Lords, Since we had the honor to dispatch to Your Honors our respectful letter of the 24th of December of last year, there have successively arrived here safely the ships Visvliet from Bengal, along with 't Huijs te Boede and Middelburg from the capital of the Indies. With Visvliet, the first undersigned had the honor to receive Your Honors' esteemed original letter of the 5th of August of last year, the duplicate of which had already previously been received with Marienbosch, and in consequence of which the retiring Director De Roth handed over authority to him that very same day, just as the general transfer of the Directorate under that date is to take effect as soon as possible. With the other two ships, there was also safely delivered to us on the 29th of January and the 1st of February, in original and duplicate, Your Honors' further letter of the 9th of October, with all the annexes cited therein and on the register, regarding all of which and the letters received previously, both circular to the ministers of the respective offices and to us in particular, with the documents belonging thereto, we cannot fail on this occasion to briefly provide the necessary answers, in so far as the same has not already taken place with our said predecessor and can be done without a further formal deliberation upon Your Honors' marginal disposition on the memorandum of retrenchment by His Excellency the Governor-General, and some annexes thereof, which the first undersigned deems best to postpone until after the departure of the ships, because he still lacks sufficient local knowledge to properly judge the remarks and representations that have been raised regarding some points, as have arrived in the text, before bringing the same under Your Honors' view in accordance with Your Honors' favorable permission, in order not to make improper use thereof by presenting unfounded or ill-digested requests and proposals, all the more since he has found nothing resolved regarding that matter except in general to obey Your Honors' orders according to duty as far as possible, just as we shall also not fail to do with regard to other subjects that require no further representation herein, such as the cessation of voyages to Mocha and the projected mission to Chindij; the reporting of the freight goods that might be transported by private individuals to the Red Sea; the deduction of the ordinary agio from the wages paid out in the trade books; the summons of the persons who leave the Company's service without permission; the curbing of all useless pomp and splendor; the return of remaining stocks in the warehouses; the enlargement of the general regulation on write-offs of the 1st of July last; the returning of empty powder kegs; the provision of rations to the crew members, and so forth; however, concerning this last matter and the board allowances, due to the dearness of foodstuffs caused by the blockade of the city by the Sevajee forces, which only ended in the latter part of January, without immediately thereupon

From Surat, the 2nd of March Anno 1756 have, a notable decrease in the same having followed at first, as appears from our Resolutions of the 12th of November of the past and the 1st of February of this year, had to postpone until the 1st of this month. Concerning the opulent trade in the realm of Deccan, the Bassein trade by way of Bassein, we must, to our sorrow, inform Your Right Excellencies that the English, having been unwilling to join their naval force with that of the prince Nanna Ballagie Sawaij for the pursuit of the Angria, except under the express condition that the Company's trade at that place should once and for all be forbidden for alleged reasons, this has had such an effect that his highness's generalissimo Ramagie Madeeuw Tonda, who is very much inclined toward them, finally sent positive and urgent orders no longer to tolerate our commissioner Kronenberg there, as will appear more clearly and in greater detail to Your Right Excellencies from the secret dispatch from the same, written under date of the 17th of December of the past year to the outgoing Director De Both, and its enclosure, both attached hereto in copy; the said Kronenberg having returned here on the 15th of January, no progress this year, and for this reason it is not possible for this year to continue the voyage and trade thither. However, in our meeting of the 10th of February, deliberating upon the tenor of Your Right Excellencies' aforementioned formal rescript of the 9th of October 1755, we resolved not to let ourselves be deterred by these machinations and obstructions of our competitors, From Surat, the 2nd of March Anno 1756 Yet one shall accommodate the Deccan merchants. competitors, but to seek another way to accommodate the Deccan merchants; since from Your Right Excellencies' recommendations with respect to that matter we believed we might and must gather that this accords much better with your esteemed intention for the expansion of the Company's commerce, after the example of the past year, than if one were to bind oneself strictly or to the letter to the simultaneously established rule that nothing should be sent to that quarter that could be turned over at a profit in Surat, whereby we fear that our traffic in those parts would perish entirely; for manufactured goods constitute almost the only commodity that is not in demand in Surat, but is in demand in the Deccan; it being well understood, however, that all other articles of trade required for the Deccan can indeed also be turned over in Surat, but not at such prices as in the Deccan, nor in such quantities as one can otherwise realize together in this city and around that region, because the merchants, especially in the present state of affairs with respect to the government, will not come from there to Surat for other articles of trade than only those which they cannot obtain, or not in sufficient quantities, in the neighborhood, namely at Bombay from our competitors, who now devote all their skills to accommodating the merchants, and if it were possible, Folio 11 From Surat, the 2nd of March Anno 1756 to be dealt with in greater detail in the secret dispatch. From Surat the 2nd of March Anno 1756: The expenses of the subordinate offices are determined according to the circumstances, but only for the daily gastos, have amounted, whereas against this there was indeed sold 36264 lb of Nordic yarn and 38269 5/8 lb of Hungarian copper, yet the same yields only a profit of 22 1/8 and 24 1/2 per cent, whereas the Japanese yields an advance over the two capitals. The expenses of the subordinate offices, Right Honourable Sirs, are not indiscriminately fixed at ƒ 450, but in proportion to the condition of the places, the extent of the trade conducted there, the establishment required for it, and other diverse circumstances which prevent one from placing them on an equal footing without, so to speak, taking a shot in the dark, assigning too much to the one and too little to the other. Thus one has granted Brootchia only ƒ 300, and Amed-e-Abaad alongside Retsmandui each 450 guilders per month by our Resolutions of the 24th of January 1753, 15th of May and 20th of December 1754, yet this only for the ordinary daily gastos occurring in loco, but not for travel expenses to and fro and all other expenditures of whatever nature, since extraordinary cases may exist which unavoidably drag extraordinary expenses in their wake, which one cannot without the utmost harshness demand the servants to bear themselves. Aside from and besides that such journeys do not happen except upon the transfer of the servants, which may occur frequently or rarely, and that burden thus becomes heavy or light according to whether the service of the Company requires or permits leaving the servants on their appointed post for a short or a long time, so that a factor who happens to be transferred the very next year after his appointment, or whose second, assistant, or surgeon is changed, would have to bear more expenses in a single year than another sometimes in five or six. Please be persuaded that we have too vivid an idea of the respect and obedience we owe you, ever to attempt in the slightest anything that we know beforehand would not accord with Your Right Honours' esteemed intention; and that consequently, even though, as at present, there was nothing to fear from the Angria, we would not have presumed to have the necessities required for Mallabaar delivered to Cochim, had we thought that the prohibition against allowing ships to call at that coast also included such a vessel as carried the necessities for that Commandment. But now seeing that such is Your Right Honours' positive desire, we shall strictly regulate ourselves accordingly. The salary of the junior merchant Sanderus we have, in accordance with Your Right Honourables' honoured order, suspended from the 1st of September 1754, being the day that the vessels on which he was ordered to come hither departed from Kathmandu without him, and at the same time excused him from the Political Council, until such time as word shall be received here of Your Right Honourables' disposal on his defence accompanying this, which we request may be regarded with a favourable eye and from the best perspective, since he has not only acquired a complete local knowledge through his many years of presence in this directorship, but also possesses the required linguistic knowledge and other talents to be employed with fruit in all commissions relating to the native population, in which kind of persons there is no abundance here, any more than elsewhere. Since Your Right Honourables have pleased positively to reject our request to be allowed to retain two chief surgeons here, we shall not importune your said honours with any further remonstrations on that subject, trusting that Your Right Honourables will nevertheless not take it amiss in the least that we retain the chief surgeon Reijnier Bouschut here only so long until the chief surgeon of the directorship, Jan Matthias Valk, who has been bedridden since the month of June 1755, is again able to perform his duties properly, or, paying the debt of nature, makes way for him, which owing to his worsened constitution will possibly not last much longer, although while drafting this he is again up and about. One of the two will be allowed to remain. It could not be anything but very agreeable to us to learn of the satisfaction expressed regarding the high amount of net profits in the book-year 1755/56, and that the varieties sent to us are not inferior to the two pieces sent, indeed, if possible, even better. Copy Extract from a further General Letter written by and addressed to the same as before, dated the 10th of October, 1754, concerning the matter of Surat. Regarding the conducting of trade with respect to certain items in particular, we have already communicated our thoughts and approval to Your Honors in our letters of the past year, to which we refer ourselves, so that this matter may presently be dealt with briefly, expressing to that end our satisfaction. Your Honorable and Right Respectables may be pleased to express satisfaction, in this realm in general, as being fully answered to Your Honorable and Right Respectables' expectations with respect to anno 1753/54, since the net profits at that time amounted to a substantial capital of f 505794:8:-. Satisfaction over the net profits in the book-year 1752/53 to the amount of f 500070:1:- being f 124 1/8 percent, obtained notwithstanding the troubles and a nine-month war, as they would otherwise, according to the opinion of the ministers, have been considerably higher; but those of the following book-year 1753/54 we see have fallen noticeably lower, and indeed by a remarkably large sum of f 208331:-, for which, however, the ministers give as the reason that this was caused by a lesser supply of various items of the said merchandise; but since Your Honors had dispatched to this Directorate, and had thus unquestionably and far more amply than in some previous years provided it with the principal items that are in demand and yield the most profit, we likewise expect that the ministers will not only keep the trade active, but even increase and expand it. From Surat, the 2nd of March, anno 1756. We admit that this erroneous proposition cannot well be justified, but we hope nevertheless that no disadvantageous consequences will be drawn from it with respect to our attentiveness in the matter of trade. Expand it, to which the ministers also give us hope, for the reason that they, in their letters dated the 30th of September, 1752, advise Your Honors that everything inside the city of Surat had reached a complete state of peace, although it was uncertain, and thus had to be awaited in time, how long the political friendship between the Nawab Safdar Khan and Sidi Masud Khan would last, and what the English would concoct again. Yet, since for the expansion not only a knowledge of trade but also in particular an assiduous attentiveness is required, we could easily find ourselves deceived in that hope if we were to build it upon, and calculate it according to, the ministers' attention to the matter of the undesirability and increase of the trade in some goods. From Surat, the 2nd of March, 1756. We cannot dispute the soundness of these remarks, and shall dutifully let them serve for our guidance. Some goods which had already been remaining in the warehouses since the year 1747, and concerning which they had requested of Your Honors permission to ease their hands of them somewhat, although according to the report of the former Director Schreuder, apart from some packages of mace, not the least remainders of merchandise were left behind to his successor, indeed the ministers even stated that since the last of August, 1750, nothing more had remained in the warehouses, but everything had been sold out, including the unsaleable goods, and they had therefore also made a requisition anew for those unwanted items, which certainly denotes a gross mistake and unpardonable inattention, for which Your Honors have rightly and seriously reprimanded the ministers. That the ministers, in order to fulfill the request of those of Malabar for obtaining a good quantity of gold ducats, of which one could only obtain at Surat a sum of f 30415:5:- at rupees 4 5/8 weight, of 9 1/4 val each, had seen fit to negotiate bills of exchange here for one hundred thousand rupees drawn on substantial merchants in Mocha, in order to be paid back there by the same in gold ducats, namely for one hundred rupees 26 1/2 weight of gold ducats, we deem that this does not accord with the interest of the Company; for if one exchanges a ducat at Surat for Malabar at rupees 4 1/4 to 4 5/8, then such a ducat comes to cost f 6:18:- to f 6:16:-, but on the occasion of such an exchange contract the ducat comes to stand at slightly less than rupees 4:- or f 6:-; but apart from the fact that it then lies interest-free for a period of 6 months, there also appeared, moreover, to be little likelihood that in the future more such.

The 43 From Surat, 2 March 1756 The complaints that continuously, and now again in the letters from the ministers to Your Excellencies dated 11 April 1752, come before us regarding the bad quality of the medicines annoy us greatly, and therefore it is most necessary that, in order to prevent the same, the necessary provision be made by Your Excellencies, and in so far as Your Excellencies shall find that the ministers, due to the poor quality of those which they received from Batavia, have had to purchase medicines from the English at an excessively high price, Your Excellencies will have to have the same reimbursed and charged to the account of those whose duty it is to take care that sound medicines are sent to the trading posts. From Surat, 2 March Anno 1756. Bengal products remain among the unsaleable goods. Several remain unsold because of high price or poor quality. Reasons why of such considerable quantities as wherewith filled, the second small shipment was sent. For the long pepper, Tierkalie, Hieriata, hartocki, and Loder, brought with Visvliet from Bengal, absolutely nothing more could be negotiated, due to the present unprecedentedly low market, and that it was old stock, which with longer storage ran the risk of spoiling entirely; the new harvest in Bengal being obtainable only in December or January, until which time one did not dare detain the ship Visvliet there, pursuant to the order to let that vessel proceed on its voyage as soon as the monsoon should permit it, as Your Right Honourables undoubtedly will already have been informed by the ministers in that direction. Now remain, besides the manufactures, for which one will seek a profitable outlet, and the artal or aurum pigmentum, only unsaleable cinnamon and the tin, for which one doubts whether the set prices will ever be made here, the more so since the aforementioned mineral is of an inferior quality than what can be obtained from the Company's competitors at more reasonable prices; the benzoin, received both directly from Malacca and with Visvliet from Bengal, which latter is no better nor cheaper than the other; the Cochin China eaglewood, upon whose quality one likewise cannot rely; the false pearls, together with the stick lac, for which as yet no buyers present themselves, and the indigenous pitch, for which one at present will offer no money at all here, and which we therefore have decided to leave in the ships with which it was brought, pending further disposition of Your Right Honourables and the Ceylon Ministers. The Fiscal of this Direction, David Kellij, at our session of 27 January last, presented a written report concerning his conducted inquiry regarding the wrecking of Bloemendaal, of which a copy with the original annexes is transmitted herewith, after review of which papers we thought fit to let the matter rest there, and since one has thus far fruitlessly flattered oneself with the recovery of the bark Jacatra, we have divided the crew assigned to it among the ships present, and likewise resolved on 10 February, with respect to the captain and further quarterdeck officers, to let them cross to Batavia as passengers, with suspension of their salaries from 16 November Anno passato, when they left Dommel beach, until such time as they shall again perform actual service, thus provisionally departing with the bearer of this the Lieutenant Marten Heijdeman, and First Mate George Lodewijk Bijsner. Upon the refusal of the Captains De Nijs and De Graaff to sign their expense accounts, the purser was required to justify himself, and the decisions thereupon are recorded alongside. Upon the findings concerning the cargo of Visvliet, disposed of as recorded in the text. Whereas, as mentioned in our respectful recent dispatch, the Captains of Mariënbosch and Luxemburg refused to sign their expense accounts on the grounds that more fresh meat was charged than had actually been delivered, an explanation in council was demanded from the purser Gusse. Having been submitted to our meeting of the 5th of January last, we considered ourselves satisfied therewith, but nevertheless resolved, in order to prevent such unfounded complaints, to permit that employee henceforth to deliver fresh meat ashore to the crew by the pound at market price. Meanwhile, the aforementioned explanation is enclosed herewith in copy for Your High Excellencies' inspection, wherefore we take the liberty to refer thereto for the rest.
