It was only on the 7th of December last that the ship Slooterdijk appeared at this roadstead, bringing Your High Excellencies' most revered letter of 14 August of the past year, together with its annexes. We earnestly pray you not to take it amiss that we at present thank you in general terms for its favorable content, under the assurance that we shall dutifully comply with everything prescribed therein for our guidance, and defer answering the same point by point until the general description of this Directorate, since the fullness of work prevents us from properly performing everything for this voyage in good order, as is fitting. In that hope, then, we shall at present report nothing other than what concerns this vessel and what else ought to be brought to Your High Excellencies' knowledge without delay; and thus, first of all, that immediately after the arrival of this vessel we made a start with its unloading, in the expectation that we might have dispatched the same before the end of the past year. And although, despite all haste, this could not succeed earlier than today, we nevertheless hope that the ship will arrive at Ceylon in sufficient time to deliver its onboard cargo. Upon the requisition of necessities submitted by the skipper Jan Siewers at the session of 14 December, the extract of which requisition is transmitted to Your High Excellencies among the annexes, we granted to him: 1 coir rope 25 hooks 25 thimbles Mats to mat down the hold 25 lb nails 25 lb tallow 1775 1/2 lb dried fish We hope that Your High Excellencies, in view of the speed that had to be made and the few men available, will kindly approve the number of 50 porters, the attestation of which is forwarded in the original, just as the statement concerning the leakiness of the ship is annexed to the expense account. Upon that statement, and a report subsequently submitted at our session of the 6th instant by our master attendant Clinckaart regarding the condition of the decks—which also is forwarded in copy together with the extract from that resolution—we could not exempt ourselves from having this vessel caulked, and pursuant to the last-mentioned report, from supplying another 25 lb of nails to nail down the copper sheets, as we also did with another 8 fathoms of firewood.

From Surat, the 12th of January Anno 1763, supplied firewood, which the captain requested in a petition that is forwarded in copy, although we have allowed this solely at his own risk, and he must content himself if Your High Mightinesses see fit to charge him for it. In order not to make any mistake in the supply of dried fish, we demanded a report from the steward of what had been supplied thereof in Batavia and in Cochin, of which we offer Your High Mightinesses a copy. The smalschip built for Bengal bears the name Chinsura and departs under proper instructions and under convoy to Ceylon with the ship Sloterdijk, now bound from here to the Ganges. We have provisioned that vessel with everything according to regulation for 4 months, aside from some small items which, although not according to the specified list, nevertheless cannot be dispensed with, and in place of some other trifles which we do not have in stock, the value thereof in cash amounting to 84 guilders and 3 stuivers was handed over to the commander of that vessel. Besides the two mates sent by Your High Mightinesses, we have on From Surat, the 12th of January Anno 1763. that vessel also placed a boatswain's mate and a young sailor, both relieved from here, together with 25 Moorish sailors, whom we could not obtain except under such conditions as are described in the extract from our resolution of the 27th of December, forwarded in copy to Your High Mightinesses. Because we would have been forced to supply that vessel with kedge anchors from the other vessels, since our requisition for the same has not been fulfilled and we have none in stock that are not too heavy, we have, in exchange for two heavier ones, taken as many suitable kedge anchors from the ship Sloterdijk, of which resolution under the said date we also have the honour of offering Your High Mightinesses an extract. Furthermore, we have charged the said smalschip, with all that has been supplied to it, to the Directorate of Bengal by invoice. It is true that among these, the copper, the tin, and the minium were sold for lower prices—the first below the fixed price, and the other two items below the previous sale; From Souratta, the 12th of January, in the year 1763 but on the other hand, the steel, the camphor, the quicksilver, and two types of sugar were sold at higher prices than before, and the other goods fetched as much as at the latest sale. We had difficulty bringing the brokers to such a high bid for the quicksilver that it could yield 50 percent, and it was only after much dispute that we negotiated the price of ƒ 313:17:8 for it, on account of the large quantity that has been and is being brought in by others. However, it was completely impossible for us to bring them to the fixed price for the Japanese copper, since the same reasons still apply that hindered the sale of that mineral brought by the Noordbeveland, and we need make no further excuses as to why it was sold for less than the fixed price. The condition at the sale is that the merchandise must be collected before the last day of August. From Souratta, the 12th of January, in the year 1763 We have the honor to present to Your Right Noblenesses the gross return of the aforementioned sale, from which it is evident that altogether a sum of ƒ 353096:15:— has been gained, and on the spices alone ƒ 123563:10:—, and on the other merchandise ƒ 137313:1:—, thus more on the latter than on the spices by ƒ 13750:2:—; which we flatter ourselves will be pleasing to Your Right Noblenesses. And we hope that Your Right Noblenesses will not take it amiss that on our provisional demand of merchandise for the year 1764 we have again included the nails, notwithstanding Your Right Noblenesses' orders to the contrary, because we hope that their scarcity will not last forever, and we thus do not lose sight of that item. The condition of the radix China, Your Right Noblenesses will be pleased to observe from the report inserted into our resolution of the 27th of December, and we hope that Your Right Noblenesses From Souratta, the 12th of January, in the year 1763 will be pleased to approve that we have acted in this matter according to the instructions of the most recently received orders, and pursuant thereto, have sent that root back with this vessel to the main settlement, as it is unsaleable here due to its condition and subject to total ruin if kept any longer. From Surat, 12 January Anno 1763 could not be of the least service, as appears from the report of the Commissioners who assisted in the receipt of the equipment goods, which is transmitted herewith in copy, showing that the copper sleeves for the hose are old and worn out, and the pump shoes of the fire engine broken to pieces, for which reason we have been obliged to send back that useful engine, which we need so urgently. Pursuant to the order in Your Right Honourables' latest respected letter, we have thought fit in our meeting regarding this matter to try to sell at public auction the goods that have been lying in our warehouses for more than three years and are subject to decay, provided the Dutch goods fetch 75 and the Indian goods 50 percent, but on the contrary to hold them back, because one was uncertain whether it would square with Your Right Honourables' intention to dispose of them for less, which we also humbly implore to be informed of for the future when we have to sell such goods; and we hope that 17 From Surat, 18 January Anno 1763 it will meet with Your Right Honourables' approval that we also decided at that meeting to retain as much as we judged necessary by calculation, until such time as we could be provided again with other similar goods. We have tried the same at auction, but to no avail, as appears from our resolution of 27 December, in which, as shown by the extract that we have the honour to present to Your Right Honourables, we then resolved to comply with the second article of our aforementioned resolution, namely to send those goods to Batavia, and, in the hope of Your Right Honourables' favourable approval, to retain the purple, the violet, the crimson red of the Dutch, 3 rolls of crimson, 3 ditto purple Chinese velvets, and the remnants of the pieces of cloth, to which, upon the approval of the undersigned Director, at the session of the 6th instant, the gold fabric was also added. How From Surat, 18 January Anno 1763, However much we have tried by all means to procure Arabian horses for Ceylon, we have had the displeasure of seeing all our efforts in vain. We have given commissions on all sides, but without success; but since Your Right Honourables are pleased to say that we may also suffice with Surat horses, the Director finally had the opportunity to buy three fine horses, provided he submitted to the condition made by the seller, namely a fourth horse that he had to take along with them, without doing which he would not part with a single one. We found the fourth horse also quite good and as good as the others, but as we needed only three, we would gladly have dispensed with that condition; but as we would have been deprived of the other three through the stubbornness with which the merchant stood his ground, and considering how very necessary that shipment appears, we resolved on 6 January to take all four of them at the price 19 From Surat, 12 January Anno 1763 at the price of f 7200:—:- and to send them to Ceylon. At the session of the 6th instant, we took into consideration whether the ship Slooterdijk, as it departs from here so late, should be made to call at Cochin or not; and as it was thought that the unloading of 10 chests of cash cannot cause half a day's delay, and we do not know how badly they are needed there, we have deemed it best to let that vessel call at Cochin, and to request the officials there not to detain it a moment longer than is absolutely necessary to remove the cash from it. We are therefore sending a lakh of rupees, f 130,000:—:-, thither, in the hope of acting according to Your Right Honourables' esteemed intention, and that we have not been mistaken when, in the meeting concerning Your Right Honourables' letter, we regarded the order in the postscript to send a thousand rupees to that Commandery as a clerical error. We From Surat, 12 January Anno 1763, We have been able to obtain no more than thirty native sailors for this vessel, and have spoken to the former Pay Bookkeeper Drabbe about this, who at the session of 27 December submitted a report in this regard, in which he demonstrates the reasons for it. The said employee has also delivered a report to us, which we likewise have the honour to send over in copy, in which he shows the difficulties he has had with those people on account of some estate left by a sarang named Taselchan who died on Ceylon, which goods, according to that report, were brought ashore by order of the Honourable Governor of that island and placed into the hands of the Pay Transferrer Tijken. We From Surat, 12 January Anno 1763: We had to authorize our Pay Bookkeeper to certify to those people that we shall hand over to them the proceeds of the goods specified in that report as soon as we know how much they have amounted to; and we pray Your Right Honourables, through Your Right Honourables' orders, to prevent such things from happening again, but that, on the contrary, the goods left by those people may remain aboard the ships, and be sent to us at the first opportunity, in order to hand them over to the heirs or rightful claimants; and furthermore that through Your Right Honourables' goodness we may know how much the said goods fetched upon sale on Ceylon, so that we may satisfy those people. We have found ourselves at a loss concerning the handkerchiefs that Your Right Honourables have been pleased to demand, as in Broach there are indeed colourful, but mostly white.

Right Honorable Commanding Sir and Esteemed Councilors, The undersigned Chief Administrator serves to report that with his Journal of 1762 he has progressed up to 16 February last, or up to the time that extracts of the successive resolutions in the Council of Policy were delivered to him, and since it appears from this that his work has thereby been kept back nine and a half months, he finds himself, however reluctantly, finally obliged—in order not to make himself subject to great accountability through tacit silence—to give Your Honors the required notice thereof, adding that he has never failed to address Your Honors regarding this on several occasions and at the same time most earnestly shown Your Honors how the work in general was not only delayed thereby, but that many matters with such housekeeping and management fell into oblivion and were handled incorrectly, because almost everything relied on the memory of the Secretary; he declared for his part not to have such a long memory as to be able to remember that which was resolved so many months ago, and that on this account he protests against it and leaves everything that might occasionally arise from it to the account and responsibility of the one upon whom this is incumbent and who delays the work altogether. The report in question, of which mention was made at the session of the 1st of this month, not yet having been received, and the Secretary keeping to his bed since that day on account of indisposition, the Junior Merchant van Jeger, being as a Commissioner just as accountable as the other, was asked why the same remained behind even longer, since he, as a Member of the assembly himself, well knew how much it was needed and longed for before the ship had appeared, which now, through its late arrival and speedy dispatch, had brought along its own excess of business, without the need for that to be interrupted by work that ought to have been settled long ago, and which indeed requires that one devote one's full attention to it. The said van Jeger countered against this that the Secretary had taken it upon himself to draft that report, since he had always been the speaker and is proficient in the English language, whereby he undoubtedly had understood many things better than van Jeger through translation; at the same time pulling out from his affairs and presenting to His Honor the notes which he had kept after the end of each conference; but since these cannot constitute a complete report, and one thereby remained still unable to deliberate upon it, van Jeger was most seriously ordered to make all haste himself and to notify the Secretary thereof on behalf of the assembly, granting van Jeger his request to have recorded his made offer of the said notes and that he therefore considered that it was not lacking on his part. Friday the 10th of December Anno 1762. Extract from the Resolution taken in the Council of Policy at Souratta. The Lord Director declared that he had convened the Members solely to inform them that the Secretary of Policy had this morning instructed the first sworn Clerk De Wind to say to His Honour, in his name and on his behalf, that it appeared his illness would be of such duration that he would not be able to perform any service during this shipping season; that His Honour had thereupon sent De Wind back to him to tell him that, in case he could not write, he should at least dictate the report in question, for which there is an extreme need, to a scribe, and in the same manner proceed briefly to draft the minutes of the overdue resolutions, and that His Honour would then further ensure that the work was done; that the said First Clerk, returning with an answer to His Honour, reported that the Secretary declared it impossible for him to work, and that he thought one could not demand such a thing of him either, for since even the doctors forbid anyone who gets fevers to read, it would be far more harmful for him to do anything for which he had to employ his brain; that His Honour had thereupon gone to him in person, where, after some exchange of words on that subject, the Secretary, forgetting the respect owed to His Honour, had declared outright with great venom and no less impoliteness that he could not and would not work, absolutely refusing his service, and that His Honour could do as he pleased, even if he wished to appoint another in his place; that His Honour, being unable and not permitted to suffer this without doing injury to the character of his office, had thought fit to submit the matter to the assembly for their judgment, saying that it could not be unknown to the Members how often His Honour had urged the Secretary with kind words, and what patience he had exercised, but how, on the contrary, the conduct of that servant had been continually with respect to the falling behind of his work, which was the only thing His Honour complained of; how many times His Honour had pointed out to him the embarrassment that would arise if, with such a considerable backlog, Heaven should send an illness upon him, but that this too had availed nothing; that now, however, that very case existed, and that too on an occasion when the short time allowed by the presence of this ship is fully needed for the dispatch of the papers that ought to be sent over, but which precious time must meanwhile be spent in clearing the arrears of work, since without the resolutions, from which everything must flow, no letters can be written; that His Honour admonishes the assembly to take note of the inconveniences which such delay entails with respect to the administration and further service of the Honourable Company, of which, as it is daily demonstrated by experience, he will make no detailed account, but requests the council to look more closely at the report of the Honourable Secunde, inserted at the session of the 1st instant; that the Secretary, not content with causing him continual displeasure through his laziness, has now even gone so far as to abandon politeness with respect to His Honour; that His Honour judges it no longer time to try to conceal what Their High Excellencies themselves already begin to discover, as can be seen from the palpable passage in Their High Excellencies' latest esteemed letter with respect to the backlog of the resolutions in not sending them over; that the Secretary will certainly enter his illness against this, but that this does not excuse him in this case, since it only began after the first of this month, and therefore nothing has fallen behind during that time except the drawing up of the resolution of that date, but that his resolutions have been in arrears prior to or since the 24th of March, and thus for well over eight and a half months, which cannot be attributed to any illness, not counting the said report, which indeed does not concern him as Secretary, but which nevertheless also provides proof of slowness, about which there has been no small reason to complain, always and especially during the occupation, and which His Honour says he cannot endure; whence it arises that meanwhile, regarding the inconveniences as declared in the above-mentioned report of the Honourable Secunde, His Honour is addressed first, and it would ultimately come down to everything being placed upon His Honour's accountability, because it would be said that he had not held the Secretary to his duty; that therefore the

the interest of the Company and the necessity to preserve everything from decay, had determined His Honour to assert the character of Director, which he had always willingly wished to change into that of a friend when admonishing the Secretary concerning his work, in order to avoid all éclat, and finally that His Honour therefore considers it highly serviceable and necessary to make a change therein, declaring at the same time how much it goes against his heart to have to propose to the council to dismiss from that service a man who has great abilities for the Secretariat, on account of his incomprehensible negligence, and to appoint another in his place. The Council, having listened to all this with attention, and being convinced of many matters, first thought fit to commission two members to go to the Secretary and ask him whether he maintained what he had said to the Director, and why he did not settle his work, and appointed for this purpose the Junior Merchant Sanderus and the fellow Junior Merchant and Cashier Oudenhoorn. These having returned to the meeting, reported that the Secretary admitted it might well be that he had spoken somewhat vehemently to the Director, but that this had to be attributed to the heat of the fever he had; that it was true that the Honourable Director, addressing him more harshly than the condition of a sick man permitted in terms that it appeared to His Honour that he sought to play him a trick and bring him into embarrassment, he had said that he had to endure everything the Honourable Director thought fit, even if he wished to dispose of the Secretariat itself; that he also did not deny his statement about not being able to work or do his duty, but that he denied having refused service, since on the contrary he had said that he would resume it when he became healthy, but that even if he became better from now on, nevertheless, growing older and weaker from year to year, he feared he would not recover his strength so quickly as to take such principal matters in hand immediately. The council, considering everything carefully, recalled how in former times and during the administration of the Right Honourable Councillor Extraordinary Taillefert, complaints had been made on different occasions about the backlog of work, particularly the resolutions, the failure to deliver the necessary extracts in time, and the errors, inconveniences, and other negligences arising therefrom in the service of the Secretary; and although His Right Honourable had frequently expressed to various members the chagrin he had from this, yet the Secretary at that time still managed to settle it again, in order to avoid the resentment of His Right Honourable; but the members also expressed the dissatisfaction that had been felt since the departure of that Right Honourable Commander, seeing all admonitions in that regard not only cast to the wind, but sometimes answered with harsh treatment, as had happened to the Honourable Second some time ago, when he addressed the Secretary in full council for extracts because his work fell behind for lack of the same, receiving the gruff reply that he would take good care that the Second would not wait for him in future, wherefore the said Honourable Second added hereto that the poor compliance thereof had made him decide to submit his grievance in writing, as was done at the session of the 1st of this month, so that evidence thereof might appear. Although furthermore, regarding the agreement between what the often-mentioned Secretary was said to have declared to the Director according to His Honour's account, and what he said in that regard to the commissioned members, the council could do nothing therein but postpone it until the recovery of the Secretary, yet since that alone is not the foundation upon which a necessary redress must be built, but much more the interests of the Company, which, as mentioned above, are in extreme peril through such unheard-of slowness, the reasons cited above were judged more than sufficient to resolve to appoint another in the place of Ruperti as Secretary of Policy; and to the question of the Director whether this ought to take place ad interim or finally, because of the little likelihood of improvement, to understand that Rupperti be finally dismissed from his service and the Secretariat be declared vacant, leaving him the freedom, in case he feels aggrieved by this resolution, to address himself in that regard to Their High Mightinesses. The aforementioned Blaaukamer, knowing by experience that this office brings nothing but much work, which nevertheless does not daunt him, and being currently honored, through the generous favor of Their High Mightinesses, with an employment that is more advantageous and of greater prestige in these lands; added thereto the displeasure of succeeding one of his fellow members of the council in such a manner, wished to be excused, but nevertheless expressed, if there were no other means, his willingness to gladly employ, according to his duty, the modest talent that the goodness of the Director and Council is pleased to find in him and to view through a magnifying glass, in order to serve the Company and give satisfaction to the Council, and to sacrifice his obtained office, in all obedience to the resolutions of the Council, to the necessity which they posited of filling the Secretariat, provided he be absolved before Their High Mightinesses of the suspicion that they might sometimes conceive, that he quit out of any other motives a post that they had done him the honor to entrust to him. Of all of which the new Secretary is granted that notes may be kept. It is resolved to postpone the final transfer of the Secretarial books and papers, at which the former Secretary Ruperti ought to be present because of its importance, until his recovered strength shall permit it. By this arrangement, the office at Brookschia having become vacant, the Junior Merchant and Factor of Kets, Johannes Sanderus, offered himself for it, since that office is not yet established and they have not advanced any further there than before, alongside the Junior Merchant Lodewijk Andries van Seger, both of whom standing outside, it was judged that the last-mentioned could not with any propriety be chosen for it, having only recently been relieved from there at his own request; wherefore Sanderus was nominated for it by common vote. Thereafter the chosen Secretary gave to understand that at the time when this assembly proposed to Their High Mightinesses to re-establish the office in Kets, although he possibly had some right to request that he be granted the honor to re-establish a place for which he made every conceivable effort to place it on a good, firm footing, but which he had to abandon due to the caprices of the prince ruling there, he had nevertheless not done so, because he judged that it would in no way square with the interests of the Company that he should be sent to a country whose sovereign was beforehand known as an irreconcilable enemy; but since this has ceased to be the case today through the death of that prince, and in regard to the contrary is an uncommon friend of his, of which he can produce proofs which he has also made known to the Honorable Sir and most of the members, and as he judges that by the acceptance of another office by the said Sanderus the hitherto titular employment of Factor of Kets becomes vacant, he therefore requested the expectancy thereof in the event that that office should be established. taken regarding him was very harsh and seemed to him to be an effect of the utmost severity, particularly because on the 1st instant, upon the incoming report of the Secunde, they had not proceeded against him in such a manner while he was present, yet now that he was ill and unable to defend himself orally or in writing, they had proceeded to that resolution; that the aforementioned Blaaukamer, having earnestly pointed out to him how much it was his fault that they had been forced to resort to such a resolution, and that he could not comprehend from what causes Ruperli had wished to give occasion for this through such negligence regarding the work of his department, he had fully confessed that, as far as the resolutions were concerned, this was his omission, and that in his capacity as commissioner with respect to the report in question, he could only say that in a matter so delicate, so detailed, and of such weighty importance, he was loath to omit or overlook anything that had been said and was useful to the matter, whereby it had then happened that, having written something, he had frequently, upon recollecting his thoughts, been obliged to cross out and rewrite what had been set down, which had wasted much time; that he took the adopted disposition very much to heart and foresaw very well how detrimental it would be to him, not only in the halting of his further fortune, but also to his health; that he therefore requested that the aforementioned final disposition concerning the secretariat might be annulled, and, solely because he certainly did not find himself in a condition to work, someone be chosen ad interim for that service, promising not only to resume his work upon the recovery of his health, but also in the future to pay better attention to keeping the same up to date, and whatever further depends thereon; and that since the Council had seen fit to dispose so severely regarding him, he, in order to cause that disposition to be mitigated, would do whatever and just as much as his strength permitted him to do, namely to dictate what was still lacking in the report, even if it should hang together like knotted sand, which was something from his hands that he did not like to see, and, besides his weakness, was also one of the reasons why he had said he was unable to dictate, but that he would now have to comfort himself, as it could not be otherwise, because his ideas were very confused through the loss of his health and strength; and that he finally had requested the aforementioned Blaaukamer to present the foregoing to the Honorable Director in his name. The Meeting having heard all this, and having reconsidered the resolution of this morning regarding the further dismissal of the former secretary, and having weighed everything that could serve the matter, the Fiscal de Jonge and Factor of Brootschia Sanderus voted alternatively, namely that one must persist in the adopted resolution, or choose someone ad interim, provided that for the future a condition be prescribed to the secretary to which he will have to adhere strictly, whereupon, in case of non-compliance therewith, one could always resume the same measures of today, and Ruperti retain his esteem; but because good reasons also militated in favor of a contrary opinion, two members declared that they would join the majority of the votes of the others, which amounted to persisting in the resolution of this morning, for the reason that not much heed was to be given to that promise of improvement by the often-mentioned Ruperti, because after similar promises and declarations made by him, they had seen him lapse into the same fault several times; that they considered they had endured this long enough in several errors of his, and that his conduct gave reason to suspect that he fancied that they did not dare touch him and that everything depended solely on his abilities, which they thought they ought to show otherwise for once, and that through provocations they would lose their patience; and finally that the die was cast and the resolution was taken. The provisional Secretary, being also of the opinion of the Fiscal de Jonge and the Factor Sanderus, added further that, in his view, in this case grace could be preferred to rigor, and attention paid to the request of Huferti and his promise of improvement, whereby he did not deny that one had indeed been deceived many times, but to which one might defer more with reason in this case, because if he had imagined that one had to spare him and had therefore thought that he was not so strictly bound to the aforementioned promise made, he, now convinced of the contrary, would notoriously beware of it in the future; that it therefore seemed to him that one ought not to proceed so severely now, the more so because, considering everything, it was indeed true that they had frequently complained of that negligence of the secretary, which ought to have been noted long ago, but in no papers was anything of the kind noted, nor had any efficacious means ever been employed to counter the same, but they had always left it at complaints; that this means, if the meeting inclined towards leniency, could be to set a specified time within which the resolutions must appear each time, and to which one must pay close attention; that meanwhile he, Blaaukamer, offered to make up the arrears and further perform the duties as long as Hupertie shall be ill, offering further that if it should happen contrary to his expectation that he did not keep his promise, but went his old way again, to come at any time from Brootschia and become Secretary, if the council judged it found none in its service; that he therefore, after the requested excuse by Ruperti, was very much in favor of this manner of acting, but that if the Director

With equal promptitude it will always be observed that, in so far as the remaining space permits after the lading of the Fatherland returns, the Cotton and everything further at hand for Batavia are laden into the vessel that conveys the goods for the Netherlands to Ceylon. It was extremely pleasing to us to see that our plan to have the narrow-ship that we built here for Bengal made with a wrung stern, and to employ the old ironworks of Bloemendaal for that purpose, as both have taken effect, has met with Your High Excellencies' approval; the same has already sailed under convoy of the ship Slooterdijk to Ceylon, from here to the Ganges, having under it.

From Surat, 30 April 1763 The order to send the Batavier to Ceylon would have been obeyed in the third instance, we having authorized the officers of that vessel by instruction to leave that narrow ship on the other side of Cochin if we thought that such might in any way shorten the ship's voyage, in view of its late departure, and provided the ministers at Cochin gave no contrary order to them, being better able in the vicinity than we from afar to judge whether such could take place without danger. We have not been able to comply with Your High Noblenesses' order to send the narrow ship the Batavier to Ceylon for lack of the necessary rigging and equipment, of which that small vessel, as well as all other vessels belonging here, is provided with no more than is strictly necessary to sail in the river and to Broach. This is the sole reason for not fulfilling this order, for although we need this narrow ship very urgently, and Your High Noblenesses permitted by resolution of 20 August 1761 to retain it in that case, and with it the number of vessels in this Directorate determined by the memorandum on economizing was first complete, we could not know, nor was it for us to investigate, what weighty motives moved Your High Noblenesses to designate it for Ceylon. And if the said lack of equipment had not forced us to retain that small vessel, it would have been sent alongside the Sloterdijk, and we would have respectfully requested Your High Noblenesses to allow us to construct another in its place to meet our need. If Your High Noblenesses please to persist in Your High resolution, we humbly request to be provided with equipment by the first arriving ship, and then to be allowed to build another narrow ship as highly necessary for this Directorate; or, if Your High Noblenesses prefer that a new one be built for the use of that Government, we likewise insist upon being provided with the necessary materials for that purpose. We are very much obliged to Your High Noblenesses for passing the specifications of the repairs to the vessels, those of the cost of the narrow ship the Batavier and those of the boat made for the barge the Uitwinner. We hope that the care which will be pleased to be taken against the distribution of the Moorish coolies, as well as the trouble which you will kindly take to inform us of the crime whenever a Moor is punished with death, will clear away many difficulties that we from time to time, and almost increasingly, have with that people. Your Right Honourables' esteemed order to send back everything received at Batavia and elsewhere that upon a prompt examination is found to be defective, we shall dutifully observe, and to that end we have caused an extract thereof to be delivered to all administrators or those on whom the receipt of any goods is incumbent, just as was done with the Radix China, and accordingly immediately sent back with Sloterdijk the cochineal, Radix China, and the fire engine found to be unusable. We thank Your Right Honourables for the favorable dispensation from the homeland order to receive nothing but ducatoons in the treasury for bills of exchange drawn on the Netherlands. And we respectfully take the liberty to continue to adhere to what we had the honour to present to Your Right Honourables on 22 December 1761 regarding the storage of spices, all the more because the difficulties raised against it at that time cannot be cleared away by the means that Your Right Honourables are pleased to propose for it, in view of the prejudice that this would cause here in commerce and the lowering of prices that it would absolutely cause whenever the merchants saw that the brokers were storing such considerable quantities of spices in their warehouses, and those servants will also never be persuaded to do so for those reasons. We hope that Your High Nobles will find as much satisfaction in our sale of the powder sugar brought with Sloterdijk, made and communicated in the just-mentioned missive, at f 19:-:- per 100 lbs or an advance of 117 5/8 percent, as we enjoyed, seeing ourselves capable of fulfilling Your High Nobles' expectation in this regard. And it is certain that the incomplete fulfillment of our demand, along with the idea of the brokers that only one ship would arrive, in which we let them rest, contributed much thereto. Although we are convinced of the better quality of the Company's sugar over that of the Portuguese and never fail to cite that weighty argument whenever we encounter such matters in sales, and although it is certain that the best quality is always the best purchase, the indigent common people here do not reason so. The common people here, having little to spend, are content if they get a greater quantity of sugar for the same money without considering that they have been cheated, consulting only their purse. We beg Your High Nobles to believe that we will not let ourselves be diverted by any notions from selling not only the sugar but all goods at the highest prices. And without troubling Your High Nobles with the investigation of whether the ministers on the Malabar are entirely right in maintaining that the sale there causes no detriment to ours, we will only say this: that their last sale of powder sugar, according to what was communicated to us in the ministers' letter of 24 January last, differs from ours by fully 32 1/8 percent, at f 16:58 or 85 percent, which for private traders is well worth the crossing from there to here. For this reason, in the session of 1 December of the past year, we could not disapprove the specification thereof amounting to f 8891:16:8, being f 8:3:8 less than the calculated f 9000:—:—, since upon an exact review of the same we could not detect that anything too much was charged for this work, which was done daily under our eyes. From Souratta the 30th of April 1753 those collected for the Netherlands were inspected, too much of the Company's assortments will fall into the hands of foreign nations, which we can now prevent, because that which is rejected as defective above the third and fourth sorts, we do not let be handed back to the suppliers until after the completion of such a parcel, and against this those people have nothing, as they are only a few and defective pieces, but they would not be satisfied if we were to reject all those cloths that are currently packed for Batavia and which, while being good, lack one or another requisite to be accepted for the Netherlands, and keep them among us for as long as is currently done with the few rejects, to which they would absolutely not consent, because the best time to dispose of them would pass and they would subsequently be left with them. This being their only recourse when the Company does not want those goods, one cannot continuation 81. From Souratta the 30th of April 1763, in all fairness refuse them this, whereas it is nevertheless of importance to counteract such things, just as we were also very fearful of having recently prevented in time that the Portuguese did not make use of the Company's rejected stamps. It is true that the suppliers would run no danger of all this if they delivered nothing but good merchandise, as the Company would then take everything, but we must assure Your High Excellencies that one has little reason to flatter oneself with that after so many undertakings and improvements made and instituted by so many commanders. On the contrary, we point out that this extraordinary rejection would cause a great deterioration in the linens, for the reason that, being able to sell the same at higher or at least as high prices as those they deliver to the Company, and meanwhile having the use of our money, they will gladly see that rejections are richly made. From Souratta the 30th of April 1763, reasons why one follows the usual manner in accepting until further orders, the collection for the year 1762 fairness, to the young, made, or at least it will matter little to them and they will be indifferent in that weighty matter, while upon sale they are immediately provided with cash again and thus always have their hands full of money without paying a single duit of interest. These reasons have caused us, in hopes of Your High Excellencies' approval, to decide on the 14th of December to proceed with the acceptance in the usual manner until such time as we can know whether these our respectful considerations might move Your High Excellencies to revoke that order, and we beg forgiveness that the importance of this principal branch of the Company's trade causes us to view it so circumstantially. We have finally gotten out of the distress, not without difficulty, which we had with reason conceived of not having been able to make any collection for the year 1762, as we have had the honor to inform Your High Excellencies in our humble letter of the 27th of April of the said year. From Surat, the 30th of April 1763, feared to carry off approval, could accept, and by which they claimed to incur more loss than profit, and that they had only gone so far in order to preserve their esteem with Your Right Honorable and us. Although this reduction did not apply generally to all cloths that had not already been contracted for on the 16th of June, except for the Baftas white narrow whole Pro Patria and the silk Patholen of 10 Cista for Batavia, yet was not as great as the increase of the previous year, since the highest diminution is no more than 2 per cent, whereas the increase in the previous year had run up to 5 5/8 per cent, we nevertheless judged that we would give Your Right Honorable more satisfaction by contracting with a small reduction than by sitting still in the expectation that times and circumstances would be more favorable at a subsequent collection; and we pray that it may carry Your Right Honorable's approval, of which we despair the less if Your Right Honorable would deign to cast an eye upon a memorandum annexed to the resolution of the 14th of July, from which it is evident that the prices, in comparison with the year 1753 or other proximate years when collections of one or the other nearest sort were made, are lower than they were then. From Surat, the 30th of April 1763, However, in the year 1760 advantage was taken, as is proper, of the fortune of being able to stipulate a general diminution; but that year having been the lowest among those ten, and not followed by the preceding ones, one was obliged to submit again to the increase that took place in the following year, which was done the more so because the market was not without precedents, unaware of the misfortune of thereby giving displeasure to Your Right Honorable. Those goods which have been declined: The Sawagurries of 9 Wisa, the baftas white broken, and the Bombay stuff we have had to decline, because the first, although differing by f 48.- or 1/8 per cent for the better, are nevertheless still more expensive than the Gentlemen Directors limited, and the second comes to cost about f 100.- per pack higher than they may cost, while the Bombay stuff, just as in the past year, could not be contracted for without a capital increase. From Surat, the 30th of April 1763, Just as we also had to refrain from contracting for yarns, because the first sort differed by 35 5/8 per cent, the second 33 1/3 per cent, and the third 29 1/8 per cent to the disadvantage compared with the year 1760, and this solely due to a lack of spinners. We have, on the other hand, of the 5 packs of Chelas from the new patterns which the Right Honorable and Most Respected Gentlemen Directors were pleased to order with the requisition for the year 1762, dated Middelburg the 9th of October 1761, contracted for 6 packs upon patterns approved in the said section and numbered with the numbers from 22, 23, 24, 25, 26, 27, namely 1 pack of each sort, except that after pattern No. 22, of which we have ordered 50 pieces with red and 50 with blue stripes to be made. The Baftas white narrow and the Baftas narrow whole have not been negotiated here since the year 1739 and are now f 58.11 or 14 1/8 per cent more expensive than the last price paid for them; nevertheless, on the assumption that Your Right Honorable orders them with the prospect of good profit, we have contracted for them, as we have also done for the very same reasons with the Baftas pale blue, the whole Doty, From Surat, the 30th of April 1763, as well as Nicannees long pro patria for India, one shall seek the best photaes for household use, and requests Your Right Honorable's approval on both matters. Doty Doregees, Taty Tonnebegelje, and the brawles lamby with and without silk at the previous prices, as the brokers, summoned to our meeting, declared that they could allow no reduction on them. We have also, out of consideration of the satisfaction that the Gentlemen Directors continuously deign to express concerning the Nicannees long and the important requisition of no less than 60 packs which the Right Honorable Gentlemen are pleased to make thereof, decided to collect them at the current price, although it is less than in the year 1761, yet 11 1/2 per cent more expensive than in the year 1756. For the same reason that has been alleged above concerning the requisition for the homeland, we have also completely contracted for that for India dated Batavia the 18th of August 1761, and decided to select from the photaes the best to satisfy the 6 required packs for household use. We implore Your Right Honorable's favorable approval of these matters, hoping that Your Right Honorable will deign to consider that we From Surat, the 30th of April 1763, have had to adapt ourselves to the times and the market, and to permit us, concerning this article, to refer for the rest to our resolutions transmitted in copy of the 16th of June and the 14th of July of the past year.
