From Persia, the 29th of June 1743 The bearer of this was executed according to order (see the report thereof), regarding remaining exempt from leagers and smaller casks, which are and have continuously been employed in the service of this lodge for the fetching of drinking water for certain reasons, so that to our regret we cannot comply with this order. And since shortly before the arrival of the Duijff we saw ourselves communicated with Your Right Excellencies' formidable order and interdict concerning the inspection of the ships, on account of the negligence regarding the inspection by the fiscal, the bearer of this, it was also omitted by the fiscal; but nevertheless it was found performed on the ship the Cornelia, dispatched on the 31st of October of the past year to Your Right Excellencies, as the written report submitted thereof on the aforementioned day further deduces. We shall herewith presently add our humble reply, with Your High Esteemed permission, to the high esteemed considerations of Your Right Excellencies, to once be freed from those burdensome and extortive ship loans, our humble considerations on ship loans; and we say it would be a desirable matter if Your Right Excellencies would please provide us, for the discharging of the ships and the fetching of the necessary water and firewood, both for the ships and this lodge, with 2 to 3 chiampangs, 1 to 2 boats for towing, and the seafaring crew belonging to those vessels, along with 1 to 2 gangs of Moors. But the sending of sloops would cause heavier burdens for the Honorable Company and more trouble for us, because we would constantly be importuned for the loan thereof; and on the other hand, the gifts at Bassoura will be virtually the same as if a ship arrived, according to the reply given by the servants dated the 8th of August 1740 to our question concerning this point asked beforehand by letter of the 5th of May. And the hiring of English, French, or Moorish ships is not only impossible because those vessels, mostly heavily freighted by private merchants, call here in passing and thus depart fully laden for Bassoura or Boucher, having been chartered for those places; so if it now, as happens, should occur that they partially discharge here, the profits would scarcely make up for the freight charges, seeing that the Honorable Company's merchandise consists exceptionally much of large and heavy, voluminous goods, whereas on the contrary it is conditioned with the merchants to be allowed to ship a certain portion of valuable goods along with a much smaller quantity of large packages in such a vessel; to wit, a merchant has a small box of pearls or diamonds, for which he must pay as much freight as if it were a large package, and then he is only granted a certain quantity of voluminous goods; it also being easy to understand that the freight charges must be regulated, since otherwise those merchants could not possibly make their voyages profitable. Now, when it happens that a ship of those nations is completely unloaded here, they will not readily lease the same to us, because they are then usually inclined to be in Bengal or on the Coast, or indeed in China, at an early date. We have already made a trial thereof in the aforesaid year, before the ship the Cornelia was diverted via Boucher to Bassoura due to the leakage of the sloop, but our applied effort was in vain, as we had the honor to inform Your Right Excellencies in our humble letter of the 31st of October of the past year. And as for pre-advising the ships at Muscat or other places, in order to fortify those ship crews with such orders as the circumstances of the time may require: on that it serves most obediently that such would not be very advisable, since presently Muscat along with almost all Arabian sea towns belong to the Persian, but it would be good if the ships remained anchored behind the island of Ormus until the commanders had received word by the boat or skiff to be sent by them to us, whether they could come here peacefully or not. And it would be even better if we received yearly a small ship of 110 to 120 feet expressly for Bassoura and Boucher, outside the demand for this factory, in which all the goods that are requisitioned for the said factories were loaded, when we, if we noticed any difficulty, could dispatch it immediately with an accompanying letter to one of the two places, and could afterwards give the servants the necessary orders over the land route by couriers. Continuation [illegible] has replied to Your High Noble Honours' honored [illegible] will need to fear no monsoon, whenever a complete report of this direction can be made with the Basra ship; were it now the case that we suspected any apprehension regarding its arrival here, we would then send our humble reports for Your High Noble Honours to the residents overland, and in addition give them orders as to how they would have to act with the dispatching of that vessel: this shall be to our humble judgment the best, and most proximate, and safest way to once and for all be freed from that burdensome and oppressive ship-loaning; meanwhile we hope that our lengthy reply added hereabouts may not weary Your High Noble Honours, because the importance of the question has come to demand such. From Persia, the 29th of June 1743 by which not only the total ruin of the Honourable Company will be prevented, but its state will flourish once again, even better than in old times, and thus Your Noble High Honours' servants here in this country may also partake in Your Noble High Honours' good grace; and for which we are most humbly imploring by this document. To attain Your Noble High Honours' true intention and necessary aim, with fervent prayers and supplications to Almighty God that His Divine Majesty may one day inspire Your Noble High Honours, as well as all Your Noble High Honours' servants, with such a suitable expedient, but on which highly necessary aim we are presently actively working here in this country, we have seen fit to order Your Honour to take into serious consideration and examine exactly what abuses have crept into the management of the Company in the Indies contrary to the known regulations of the years 1680 and 1681, and which ones, over and above these, are presently still in practice; as well as which remedies have already been implemented against them, and which could and should still be implemented. We shall, as soon as possible, await Your Honour's considerations and report thereon. Below it was written: Agrees with the aforesaid letter. Was signed: Nicolaas Hartman. Extract from the document dated the 28th of September, Anno 1741. Containing the matter resolved by Your Honour, contained in your letter of the 12th of January 1740 to us on the day of the mentioned exorbitant demand made by the beglerbegi to the Gombroon ministers, to deliver a new ship with its accessories, and in addition several equipment goods such as anchors and ropes, iron, etc., which we can sooner approve and accommodate, as Your Honour has acted therein according to the circumstances of the time, than that we could grant such approval over what was written and performed by the aforementioned ministers regarding the further trade and commerce of the Company in this empire. Some of the equipment goods listed opposite were sent to us through the generosity of Their High Honours with the ship Kroenenburg and Ketel, amounting to ƒ 18140: 19: —, which were sold to the crown for ƒ 54570: 17: —, that is, with an advance of 200 7/5 percent, or ƒ 36429: 18: —. Of the aforementioned ƒ 54570: 17: —, up to this month ƒ 48637: —: 14 has been collected, so that at the departure of the bearer of this letter, ƒ 5933: 16: 2 remains outstanding, around whose collection no difficulty currently resides, as the said money comes in daily with 10 to 15 tomans, that is, ƒ 425: —: — to ƒ 627: 10: —, so that we hope to see this debt settled soon. Yet we are very pleased that no ship was sent, because not only would we have had great trouble and difficulty in securing payment for its costs, as is currently evident in collecting the aforesaid cash for the delivered equipment goods, but also because we fear with good reason that once His Majesty discovers the trickery committed by the English in their sale of ships, it will go very hard for them and all ship sellers. What recently occurred can already serve as a warning to the English for the future, as they were forcibly deprived, by order of the King, of 2000 tomans or ƒ 85000: —: —, because in their recent ship sale they overcharged His Majesty, but shared the proceeds with the beglerbegi Taqi Khan, which was reported to the King by Duke Cabalie Khan. The King thereupon ordered that they be made to repay the said money, or else that the said ships should be returned. But because one had already been lost before the arrival of that order, the British remained further unmolested upon payment of the mentioned ƒ 85000: —: —; but how things will turn out for them in the course of time remains to be seen. To say nothing of what they report to Your Honour in their letter of the 25th of February 1739 with regard to mace, that its sale everywhere in this directorship is poor, since in five years no more than 1223 lb was sold; likewise with regard to woollen cloth, that its sale at Gombroon had succeeded fairly well, but at the outer offices poorly. The sale of mace is not only poor, but completely bad and of no account, as since the aforementioned date of the letter in this whole directorship no more than 63¾ lb was sold, of which 7 lb locally and 56¾ lb at Bushehr, making 63¾ lb as stated, as Your Noble High Honours may see in more detail, if pleased, in the annual returns; this costly fruit being used by the natives solely for the preparation of medicines, because they otherwise know no use for it, since they use nutmegs instead of mace in their food. As for the sale of woollen cloths, at the dispatch of our general requisition dated the 31st of March 1741 we had good hopes, wherefore we requested 200 pieces of Dutch and 50 pieces of English cloth from Their High Honours. Upon this, we received 25 pieces with the ship Cornelia, but upon inspection they were found to be of very poor material and extraordinarily expensive. the 29th of June 1743 Persia also quickly to dispose of them with a reasonable excess profit, the 25th of November followed by another under the said Salisbury, whose cargo likewise consisted of nothing other than woolens and perpetuanas. This has been dealt with by the British in such a manner as will be elaborately detailed further below under the article of the Merchandise and that of the Foreign Nations, wherefore we take the liberty, begging for pardon, to conduct ourselves most obediently according to that, while we must testify to our regret that for the present there is very little hope for their turnover, because of the heavy imports of that fabric by our aforementioned competitors to Isfahan, likewise the arrival of two ships mostly laden with woolens directly from England by the Muscovites over the Volga for the newly established English Company at Gilan on the Caspian Sea; by which these countries are becoming glutted with that manufacture. To ruin the said new British Company, the old one has here in writing ordered their agent, Mr. Nathaniel Whitwell, to undersell the goods sold by the newcomers at Gilan, even if it brings a loss, but whether that will succeed as desired, time must tell; but notwithstanding the mentioned disasters in this trade, we shall, as in duty bound, nevertheless strive to dispose of the woolens on hand here, poor, due to the great import of the English which is an old and well-known excuse, which we leave in its place, so it is indeed not to be understood with a sound mind, much less to be reconciled with the truth, what the above-mentioned ministers, in another letter of the 14th of May 1739 in the marginal reply to our letter of the 17th of September 1737 regarding the coffee, come again to advance: firstly, that one should believe and that the Ceylon sort would always sell better than the Javanese, and secondly, that that fruit would be subject to spoilage, wherefore they have not dared to demand anything newly, other than a small parcel that the Ceylon coffee sells better than the Javanese is because the Ceylon beans are small, round, and greenish, being similar in shape to the Mocha beans, wherefore they are sought after by old coffee adulterators for mixing among the Mocha beans; whereas, on the contrary, the Javanese stand out too much due to their size and flatness, and are thus too noticeable. To Persia, the 29th of June 1743 [Main text:] beans could arrive green, that it might perhaps find a better vent, since green Mocha coffee is likewise preferred by the natives over the old, as they suppose that a pleasant taste resides in it which is lacking in the old, aged kind. Indeed, they are so enticed by the new, greenish coffee that they will readily give 2 mahmudis or ƒ —17:— more per bale than for the aged sort. The Basra residents, in their marginal reply to an inserted extract accompanying their Honors' letter of 20 February last, written by your Right Honorable Worships under date of 25 August 1740 to their High Honors, stated that regarding the vent of the 2000 lb of Ceylon beans sent to them by us with the Duijff, they have good hope of being able to dispose of them at a surplus profit of 50 per cent according to the books; they having been so fortunate, by a little accommodation, to succeed in the sale of 1736 2/3 lb of Javanese ditto at 14 mahmudis or ƒ 5:19:— per 25 lb, thus at ƒ —: 4: 12 1/25 per lb, which yields a surplus profit of 17 3/8 per cent net, but 37 1/3 per cent according to the books. The Bushehr commissioners, by letter of 7 October of the past year, also gave good encouragement regarding the vent of the received 9843 lb of Ceylon fruit; however, by later letters of 30 January last, they state that patience must be exercised regarding the sale of the said beans, since the good encouragement previously held was dispelled by the opening of some bales containing brown and choked ditto, which deterred the interested merchant, so that at present there is no further inquiry for it. Nevertheless, they promise that they will employ all possible diligence, zeal, and means to dispose of that fruit at a reasonable profit, since there is also a scarcity of the Mocha crop there, which we heartily desire so as to be able to inform your Right Honorable Worships of it shortly. The said commissioners have now requested 2000 lb of Javanese beans, and we have requested from Ceylon for our subordinate factories 12000 lb of new greenish, but above all no aged coffee, with which a trial of its vent will first be made. If we are so fortunate, according to our humble opinion and hearty desire, as to succeed well in this, we shall not fail to exert our utmost efforts to accustom the native to that crop, in order that we may at last satisfy what has repeatedly been written by your Right Honorable Worships concerning this important matter. 47 To Persia the 29 June 1743 most obliged, but honorable highly esteemed gentlemen we must to our regret notify you that with the copper trade for the Company, because of the scarcity and excessive dearness, we ought not to have the greatest expectations. We have, by the kindness of Their High Excellencies, through the small ship Kronenburg in the year 1740, received knowledge of the same for the request of the said ministers to the end that a person who has knowledge of silk may be provided to them to serve and assist them in the purchase of that spun yarn (of which they acknowledge not to have the proper knowledge), which very reasonable request comes to our notice. However, since we have not yet been able, allowed, or dared to carry on any trade in silk, as we most humbly communicated recently by submissive letters of 31 October of the past year, the same person has therefore remained outside employment, performing his service here as sergeant. But since this person is for the most part sick to death and his contract has also already expired, he often comes very humbly to beseech us for his discharge. But because we have hope to obtain another shortly according to our requisition of 31 March 1741, we therefore seek to appease that man each time with fair words and promises, since without obtaining another silk expert we dare not undertake to grant him his discharge, the more so because until now, through two royal commands received on the 9th of this month addressed to His Highness Mohamed Tackiechan and granted to us by His Majesty regarding the silk contract and further desires, matters have been referred to us, as is described at length hereinafter under the article of the silk trade. For which reason we, under high, honored, favorable interpretation, take the liberty to refer most obediently thereto, while in the meantime we wholeheartedly desire a wished-for outcome. But we fear that the new English factors in Gilan (where the best silk is produced) will be very detrimental to us in this, since according to the rumors they have agreed with the monarch to export silk instead of money upon payment of 5 percent toll, which harmful contract we fear will also one day fall upon the Company, principally if we stubbornly refuse some conveniences to the Persian or come to trouble the customary gifts. As we then also recommend to the said ministers of Bengal, or some other suitable place in the Indies, to provide such a qualified person; item, what has happened with the rage of the French and English, for according to the writing of the said ministers in the above-mentioned letter of 25 February 1739, it appears that when melting and casting they had found it well to send the copper in cakes to Nagapattinam. At present, the cake copper that was previously to be had at Bushire in abundance for 6 3/4 lb for 10 mahmudis, that is 4 guilders and 5 stivers, has risen to 17 mahmudis, that is 7 guilders, 4 stivers, 8 pence for the said pounds, and the same is still being sought and bought with great greediness by the English at the aforesaid prices, and transported to the Coasts of Coromandel and Malacca, and also Bengal, where according to their report in the said places they still make 2 to 3 percent profit. White money is exchanged against copper peijlen with 25 percent loss, since they find their account better with the latter than the first mentioned specie. We had the opportunity here to obtain a small quantity of that mineral, or 2400 lb, at 15 1/2 mahmudis, that is 6 guilders, 12 stivers, but since a loss of 36 1/4 percent was to be made on it according to the reported Coromandel price, we have therefore refrained from the purchase thereof. For the adjacent favorable approval we are highly obliged, which method has already been put into practice by order of Their High Excellencies. They may well allow that this method be continued, as also that the radix china for better preservation of that root henceforth according to their thoughts be packed in sugar at Batavia, and that when pepper must be sent to Persia, the Bantam sort be employed for that purpose, since the ministers judge it to be the most sought after, and preferable above the Malabar sort. And since the year 1740, through their kindness, we have now received 1,534,327 lb of Bantam pepper, of which under the date of the last of May only 389,026 1/6 lb remains. 7 From Persia, 29 June 1743: First, having already been sent with several ships, we do not doubt that Your Honours will have received them long before the receipt of this. We have read with attention what was set down in Your Honours' general missive of 10 January 1741, with reference to Your Honours' resolution of the 26th of April prior, regarding the payment of moneys from insolvent estates or inheritances of deceased Company servants to their creditors in the Indies by sentence of the judge there, about which we believed we had explained ourselves repeatedly, but especially most recently in our letter of 4 September 1739, so clearly that we had not expected Your Honours would undertake, through sought-after arguments, to thwart our aforesaid orders founded on ancient rules, good reasons, and equity, and to render them entirely fruitless: being much more intent on favouring private trade by a new contrivance in this matter (for, indeed, heavy Indian debts usually arise from that, or the moneys were borrowed for that purpose) than on helping to counter and prevent them through an obedient execution of our so often reiterated order. It does not please us to argue afresh at length about that matter, much less to debate the new measures recently devised by Your Honours concerning it, although otherwise enough cogent arguments could be brought forward for that purpose; but we will and desire that our aforesaid order of 4 September 1739 shall forever be simply pursued and observed in all parts, causing to be reimbursed into the Company's treasury everything of that nature that was paid in the Indies and stands mentioned on the transmitted list, without burdening the Company with interest on those moneys; entering the net amount in the ledger to everyone's account without carrying forward the balance, for no attention will henceforth be paid to that, but the current account of the deceased over the balance here in this country will be credited immediately, and everything that has been set in motion pursuant to Your Honours' resolution of 26 April 1740, both for obtaining letters requisitorial and the proceedings already commenced and those that might yet follow, must be suspended immediately and entirely nullified, it being possible and necessary for the Indian creditors to institute their action at the chamber from which their debtors sailed, or else to make a request through the list of authorization to the end that their arrears may be paid to them in the Indies, conformably to the old custom, and which was never refused unless lawful reasons militated to the contrary: which we thus absolutely understand, not being minded to admit any arguments against this again. Regarding this adjoining honoured order, we must to our regret state that it is impossible to follow or observe it in this realm, because sometimes, when the estates of such deceased persons are entangled with the natives, we would be forced, indeed with violence, to the damage and disrespect of the Honourable Company, to pay the debts, since the Persian would care little about our laws; for, Noble, Highly Esteemed Gentlemen (spoken under reverence and due respect), we are in this realm only guest-friends, and therefore also obliged to observe the laws of these countries, but by no means authorized to make new ones or to introduce them; therefore we request in all humility to be excluded from this order and permitted to proceed further with such estates in the future as has formerly always been customary to handle them here in this place. We wish to hope and remain heartily desiring. Having taken into consideration the present constitution of the High Government, and it being considered that, since the Lord Van Imhoff, upon our urgent request, allowed himself to be persuaded to undertake the return voyage to Batavia around next Easter as Governor-General, and consequently the Lord Thedens, whom we must presuppose will now occupy the general's chair through the dismissal granted to the said Governor-General Valckenier pursuant to our letter contained in the past autumn missive dated 2 December, and through the subsequent informal and unqualified sending home of the aforesaid Governor-General Van Imhoff by the said former Governor-General Valckenier, His Honour the Noble, Highly Esteemed Lord Gustaaf Willem Baron van Imhoff has arrived safe and sound at the capital of the Indies long before the appearance of this without having met with any misfortunes, and consequently the general administration over these Dutch regions will also already have been assumed by His Honour, we therefore have the honour to congratulate the said His Honour from the bottom of our hearts upon this honourable and weighty administration, and heartily to wish God's precious blessing in and over his administration, paired with healthy bodily strength, so that this illustrious change may be governed and administered with fame, honour, and lustre, as well as to the well-being of the Honourable Company, by the repeatedly mentioned His Honour.

From Persia, the 29th of June 1743 Meanwhile, according to duty and obligation, we congratulate His Honour, the Right Honourable, Highly Esteemed Johannes Theedens, on obtaining his honourable discharge from the Governor-Generalship, and further wish him happiness, blessing, and prosperity, with humble expressions of thanks for all the favours shown to us during his praiseworthy administration, recommending ourselves further to His Honour's good graces. As the aforementioned Mr. Thedens, by reason of this unforeseen circumstance of sending him back, will have to step down to take up the general directorship, we trust that he will willingly apply himself again to performing the aforesaid general directorship and resume that honourable office as before. And since, through the dismissal granted to the Director-General Jan Paul Schagen in our previous letter, and also because the arrived Ordinary Councillors De Haaze and Van Schinne are to remain here in this country, three seats of Ordinary Councillors have become vacant, we have seen fit hereby to appoint to them the Extraordinary Councillors Elias Guillot, Mr. Nicolaas van Eerendregt, and Maurits van Aarden.
