However, regarding the spices on which, according to the aforementioned finding, a shortage was discovered, it was resolved—in consideration that, according to the reprinted General Regulation amended and amplified in the Council of the Indies on the 15th August 1764, Title [illegible], Article 11, absolutely nothing may be credited to the administrators on the same—to have the 67¾ lb Cloves 20¼ lb Nutmeg and 8 5/8 lb Cinnamon, which actually fell short in the parcels reweighed by the specially commissioned assistants van der Sluijs and Cadet, reimbursed to the Company by the aforementioned Lafont at the Pattenasche selling price, that is at 10 percent above the Hooghly price, unless the said Lafont could supply some reason for his excuse in this matter that might bring about a change in this decision. And although he, Lafont, in our meeting of the 3rd October made an oral request to be relieved both of this and of the reimbursement imposed upon him by decision of the 12th August for a parcel of Pepper found short upon delivery to a certain merchant, we nevertheless persisted in our disposition, and made him pay into Cash for the pepper f 174:7:— and for the remaining spices f 706:1:8. But we take the liberty to present to Your High Nobilities a petition from the aforementioned Lafont for relief from that charge and restitution of the money paid into Cash, since, concerning the arguments advanced therein and in our aforementioned session regarding the sealing of the bags and chests in which the aforementioned spices had been stored, the commissioned assistants Pieter van der Sluijs and Willem Cadet, who opened the same but made no mention in their reports of the condition of the seals, had secretarial declarations passed under the offer of oath, which are also transmitted among the appendices in authentic copy, for the rest imploring a gracious apostil from Your High Nobilities for the petitioner. had found upon examining the papers that the commissioners who had provided a report regarding the survey had greatly erred concerning the notification of the defective books, because he, upon browsing through the old papers, had found them almost all in a ruined and bad state, so that up to the year 1750, almost nothing could be retrieved from them, being intact on the outside, but on the inside entirely consumed and crumbled to dust by vermin; and, so to speak, containing no leaf that was not torn apart and as if riddled with wormholes. For which reason the employees requested permission to be allowed to burn all the books up to the year 1750, because they were afraid that those bad ones would also damage the less affected ones. We have remarked upon this that the spoiling of so many books denoted no good housekeeping at all, since one, by having aired them now and then, could have prevented very much of this; and because it would sometimes cause embarrassment to burn so many papers at once and all together, we simultaneously ordered the employees to have transcribed those which were only somewhat legible, and thus to remedy the defect, as well as to give us a further statement of those which were crumbled to dust, which was then also promised to us on 27 November, along with a remark from the chief Rietveld that the decay of all those papers was not to be imputed to him, which indeed is also not to be inferred from what we have set down concerning this above, being in any case no more than a delay regarding the past and, for whoever would not draw a lesson from it, a recommendation for the future. But we become so accustomed to the contradictions of those employees, that it only grieves us to trouble Your High Excellencies with it in more than one place. Furthermore, the employees have shown us in their letter of 27 October that the carriage beds of their 6 metal pieces were so plagued by white ants that the same had entirely collapsed into one another, so that those pieces now had to lie flat on the ground, for which reason they have requested us to be provided with six small gun carriages; which we shall then also, because of the further demonstrated necessity, let them have on occasion. Concerning the Carpentry and Repairs, we had the honor in our letter of 19 December to report to Your High Excellencies on such points regarding which Your High Excellencies, by the honored formal rescript of 11 July previously, had to be informed by both us and the employees at Pattena. Thus we have now to report concerning what has occurred since March, when we last reported on this article, that by resolution of 17 June there was inserted a report from the commissioner-overseers of the Buildings, the Council members Lucas Luijdland and Johan Hendrik Zinnek, on account of the inspection made by them, by order of the first undersigned, of the defects in the house that, pursuant to authorization from Your High Excellencies by missive of 27 July 1763, was purchased, and is appropriated for a Hospital, accompanied by a Memorandum or statement signed by the overseer Gregorius Herklots of the required costs for the repair of the same, and a calculation of what that building—both through the purchase of the grounds and the necessary expenses for the improvement of the defects, by the successively submitted and therein cited reports—then came to cost the Company: amounting in all and everything to a considerable sum of F o p so 35258:12 5/8 or f 55532:9:8. In consideration that the repair of these newly discovered defects could brook absolutely no delay, the Director had in advance already given orders to remedy the most necessary ones at once; with which the members in the aforementioned session also conformed, and when it was simultaneously decided to proceed as quickly as possible with the improvement of the remainder. But barely had one put hands to the work, or other defects came to appear again. The Director, being informed of this, commissioned the aforementioned Council members anew to make an inspection of this. In a report that was submitted in Council on 25 July, those commissioners showed that three walls, as well as the stone buttress and gutter that ran before one of the same, and were both entirely broken, needed to be renewed, as the walls were cracked everywhere and had yielded outwards, so that in some of the openings one could poke a cane right through, and the water during the then very heavily falling rain ran not through the usual drains, but out of these cracks, which had so considerably weakened the walls that one had been forced to shore up all the beams, without which one would have run great danger that walls and flat roofs would come crashing down, and thereby great damage would have been caused to the medicinal shop and otherwise, as all this with some lesser defects is cited in detail in the aforementioned report. For which reasons, and because the repair was absolutely necessary if one did not wish to run the risk of seeing everything collapse in the rainy season, which was then at its worst, and thus apart from the harmful consequences that could result from this, expose the Company to even more expenses, we also resolved to have a start made immediately with the improvement thereof. Then, in order to economize the expenses as much as ever possible, to have the two outer walls, marked 4 and 5 on the plan, and the medical shop—since after all no beams needed to rest upon them—bricked up to a thickness of only one and a half feet instead of two and a half feet, whereby the sum of S.r ƒ4880:4½ or ƒ7686:9:—. calculated for that alone would also have to turn out so much less pro rata; We request that Your High Excellencies, on account of the absolute necessity, be pleased to approve this, assuring from our side furthermore that nothing is closer to our heart than to observe frugality in everything, and that it is not without regret that we must proceed to such dispositions. We also resolved, upon the report of the defects in the buildings received on the 17th of June under the date of ult.o February, and on the 14th of October upon a similar paper concerning the condition thereof under the date of ultimo August, to have such defects as had occurred beyond those for whose repair authorization had been obtained from Your High Excellencies, remedied in the most economical manner. In the last-mentioned resolution there is also inserted a memorandum of various extraordinary repairs in the book year Anno 1765/6 amounting to S.a ƒ 5248:10 or ƒ8266:11:8. and in that of the 24th ejusdem of several extraordinary improvements to some buildings within the factory amounting to S.r r 5172:14½ or ƒ8147:6:8. The defects remedied according to the first were made known in the successively received reports of the 30th of November 1763, 15 April 1765, and 9 June 1766, and of the others, noted in the report and the calculation of the committee, the overseers of the buildings Zuijdland and Linner aforementioned, of the 19th of February Anno passato. From Kassimbazaar no other repairs have been reported than what was stated hereinbefore under the coinage, to have been defrayed for the maintenance of the buildings at Karriem Mbaadh. Since then, the servants have permitted the residents to retain 7 to 8000:—. rupees from the cash which the mint had to deliver, for the purchase of materials and payment of laborers in the renewal of the mint master's dwelling, in order to render proper account and justification thereof in due course, and in the meantime to let that amount continue to run in their cash account. But regarding Patna, this article gives quite some material, among other things in the first place concerning the enclosing wall on the southeast side of the Company's factory, which, as appeared from what was communicated in our letter of the 20th of March Anno passato, had completely collapsed, and for the rebuilding of which an amount of S.r ƒ 6820:—:—. or ƒ10741:10:= was initially estimated. But when the third person, Ludolph Hoevenaer, who had the supervision over the repairs, had begun the work and had already laid the foundations along fully two-thirds of the wall, he found the extent of the same to be much greater than the committee, the assistants Pieter van der Sluijsen and Willem Cadet, had stated in their report of the 10th of October 1765, according to which the servants had drawn up the calculation of the 12th of the just-mentioned month. They sent us, alongside their letter of the 4th of April, a notice from the said Hoevenaer to the chief, from which it appeared that the aforementioned committee had stated the wall to be 154 feet shorter than it was actually found to be, which they also affirmed in a further report, which is transmitted in copy with the notice of the aforementioned Hoevenaar, since they state therein that the wall upon measuring was found to be 404 feet long and 25 high, whereas in their first report they had made it known as only 250 in length and 25 feet in height. In proportion to this greater length, the previous price also had to be increased or proportioned, and Hoevenaar assumed that it would come to stand around S.r ƒ 10200: or ƒ 16065. The chief Lafont had in the meantime given orders to proceed with the work, as it could brook no delay, and we found the raising of the wall so inevitable that on the 25th of the aforementioned month we gave our consent to defraying the aforesaid sum; however, not without expressing our surprise at the inattention not only of the aforementioned committee, but of their servants themselves, from whom one might reasonably expect that with the slightest attentiveness they ought to have noticed such a gross error immediately. Among the extraordinary gifts at Kassimbazaer, there is first counted the complimenting and congratulating of a new Pantsjoutrasche Daroga amounting, according to the letter of 20 May, to ƒ15:15:—. Furthermore, that which, on the occasion that the present Nawab Nejabet Alichan came to the government, had to be delivered since the Wakiel, as appears from the letter of the servants of 23 June, congratulated him on this, presenting a Nesser with the expenses for the servants amounting to ƒ179:11:—; being ƒ15:15:— less than when his late brother was congratulated in this regard; also, the handing over of an Arsdaest of felicitation from the first-mentioned to the said prince could not take place without first presenting again to His Excellency and his servants an equal small sum of ƒ179:11:—; and the Naib Soeba Mahmed Reza Chan having been favored by the King with a Monsol (or salary) of 4000 horsemen, he was, according to the letter of 17 July, likewise congratulated on behalf of the servants, with the presentation of a Nesser of two gold and 5 silver rupees for his Honor, and for the people 25 silver rupees, or in total ƒ94:10:—, thus just as much as that delivered on a similar occasion. Finally, when the aforesaid Great Nawab was confirmed by a firman from the King, it was likewise unavoidable to felicitate him, which also cost just as much as had been spent upon his personal appointment. The extraordinary gifts at Pattena are of somewhat greater extent according to the letter of 9 March. March 1766, the aforesaid Radja Sitaelraij and his people, for their return from the upper lands, were given a nesser with the moera-money that is ordinarily added thereto, or in total ƒ39:7:8, and when he came back from Bengal with a larger retinue to Behaer, ƒ113:8 was delivered; being ƒ26:15:8 more than a similar expenditure in the year 1764. The same gentleman having become a Monsobdaer of 4000 instead of 200 horsemen, that cost the Company, according to the letter of 7 May aforesaid, ƒ63:—:—, or ƒ15:15 less than what was delivered on a similar occasion to the aforesaid Mr. Diris Narijn in the spring, which arose because the latter then had a larger suite of servants than the former. Thereafter, or on 21 June, upon the proclamation of the new Nawab, there was delivered to him, Sitael Raaij, then acting as deputy, to him - ƒ31:10:—. and to his people - ƒ39:7:8. But since the principal ornaments, according to orders, must be sent over to Batavia, we likewise ordered them to deliver the same hither for that purpose, which are now also being transferred with Welgelegen, and for this the main office is also charged the aforementioned sum of f 1283:12:8. Furthermore, in our meeting of the 16th of September, we reviewed and passed a memorandum of the general amount of the various sight gifts and other court expenses supported to the Nabob and other ministers of the court by the Company's Vakil at Kassimbazar, from the 1st of September 1765 to the last day of August 1766, with the prior knowledge of the Chief, amounting in total to f 5123:18:-, or f 527:18:- less than the year before, when the same amounted to f 5651:16:-, but on the other hand f 48:5 more than in the year 1763/4, as they then only amounted to f 5075:13:-; the favorable difference, as appears at the foot of that memorandum, notwithstanding that the extraordinary sight gifts and presents this financial year exceeded the previous one by more than 250 guilders, originating from the economized monthly presents to the servants of the courts of justice and other governors, which certainly cost more at one time and less at another. This memorandum was subsequently combined with another, in which some additional extraordinary expenses and extorted expenditures were entered, among others the payment for the Nazaranah and the obtaining of the Sanad, which document, inserted in our resolution of the 12th of November, shows that the extorted and voluntary dues in the year 1765/6 amounted to f 94138:7:-, being f 81027:7:- more than in the year 1764/5, and which we, as a consequence of our previous disposition on what has successively been communicated in that regard, have passed subject to Your High Excellencies' further favorable approbation. At Patna the court expenses consist primarily in the annual payment of the Peshkash, the sworn certificate of which for the year 1765 was inserted in the resolution of the 31st of March and shows that the same, just as in the year before, amounted to PRs 26410:-:- or f 45595:-, which, as on that matter on account of the said oath not the slightest doubt arises, was also passed. For that of the year 1766, or that part in which the Nabob ordinarily participates, the employees were already approached in July. According to their letter of the 1st of August, Muhammad Reza Khan had even demanded this with emphasis, and declared that he had immediately received the ordinary contribution both here and at Kassimbazar. The Lord Shitap Rai also advised them to make the payment; yet under the pretext that the arrival of the new Chief presently provided other business, they managed to postpone it. We also approved this evasion in our reply of the 12th of the aforementioned month. But we considered the message of Lord Reza Khan to be a trick to dupe the employees if possible; since nothing of such a nature was paid either at Kassimbazar or at this main office, which we presumed was not unknown to Chief Rietveld. Subsequently, owing to the repeated and continuous demands, some disbursements were made in three installments in deduction of this duty, the Great Nabob's share in total amounting to f 25025:-, and that of the Little Nabob likewise amounting to f 17875:-. When the employees resolved on the 12th of August to pay part of the Great Nabob's portion, some grievances were lodged by the departed third person, Ludolph Hoevenaar, against taking the oath which is taken annually for the payment of the Peshkash by all three employees. These were recorded in the aforementioned Patna resolution and noted in detail in our decree of the 26th of the same month, and in substance amount to this: "That he, third person, had already felt scruples at the swearing of the previous memorandum; but that his illness, from which he had then already suffered for a considerable time, having incapacitated him from putting his thoughts on this matter to paper, he had followed without hesitation the examples he found; but that he finally found himself bound in conscience to express the difficulties that had arisen in him; namely: that the demanding of the Peshkash, the means of coercion for extortion, and the motives for paying the same, as well as everything related thereto, were purely court affairs which, as well as the servants employed therein, depended solely on the Chief; without anyone else being authorized to meddle therewith, or without neglecting their duty, being able to engage directly or indirectly in the least of them. That therefore no one but the Chief alone could have sufficient knowledge of the state of affairs, and to what extent it made the payment necessary. At that same meeting, upon explicit questioning by the Chief Rietveld as to whether he had any objections or difficulties in that regard, the Secunde Hardij answered: That he knew of no difficulty in the world to bring forward; for, being satisfied with the Chief's communication on the matter, he proceeded with great peace of mind and in good faith. That previously some thoughts of the aforementioned nature had indeed arisen in him, but that, upon the assurances of the Chief, he had no reason to entertain any further considerations or retain any doubt. And that having always considered the oath to be a sacred declaration, he would never act heedlessly therein either. To all of which the aforementioned Hoevenaar further entered: That the contemplation of such a weighty matter as the invocation of the Lord's Holy Name had made him resolve to demonstrate the unnecessariness of the aforesaid oath, because of the impossibility of obtaining the requisite conditions for the same. That solely for that reason he deemed it his duty to bring this with the required respect to the attention of his Superiors, in order to obtain a change therein. But that he also felt obliged, regarding what was alleged by the Secunde, to testify that not the slightest doubt concerning the good faith with which this matter was handled for the Company had arisen in him, much less had given cause for his consideration. But that precisely the opposite had all the more persuaded him to demonstrate the unnecessariness of the two oaths in question; and finally that the presence of good faith constituted the strongest support of his arguments regarding the unnecessariness of the same. According to the aforementioned Resolution and the letter of the servants of 13 August, we were requested in the name and on behalf of the aforementioned Hoevenaar, based on the aforementioned arguments, that he might be excused from taking the oath in the upcoming instance. Whereupon we, in our already cited meeting of the 26th of the same month, deliberated and considered that this should solely be regarded as a cantankerous obstruction on the part of the often-mentioned Hoevenaar, since in our opinion he ought first to have reflected that the settlement of the peeskes, always being among the ordinary affairs and thus dealt with a third person, the oath had been taken by all his predecessors without the slightest hesitation before its expenditure; and that, if notwithstanding this he felt burdened to take the oath for the settlement of this tribute upon the mere communication of the Chief, he ought politely to have requested that the Vakil and other native servants who were employed in this might be summoned into the meeting whenever they had something to propose in that regard and the opportunity to convene permitted it, in order to make the necessary report; and when the Chief, after the deliberations held on their report, would also be able to order what was devised in the meeting, whereby, all difficulty being removed, the remaining members could take the oath with just as quiet a conscience as the Chief himself; and wherefore we also, with expressions of displeasure, presented all this to the servants, and to him, Hoevenaar, in particular, to beware carefully of all such reflections, unless he wished to place us under the necessity of letting him experience the unpleasant consequences; the servants being simultaneously ordered to arrange it provisionally as is expressed above. But we have also seen fit to request Your High Noblenesses' decision and orders on this matter for the future, as is done hereby. Concerning our aforementioned remark regarding the pretext made by the much-mentioned Muhammad Reza Khan, as if the usual contribution had been paid to him immediately upon his request here and at Kasimbazar, the servants replied on 3 September that it had by no means been their intention to convey this to us by way of agreement, as if anything of this nature had truly been expended here or there, since the Chief was only too well aware that this pretence was contrary to the truth; but that they nevertheless thought it formed part of their duty to communicate everything that occurred in negotiations concerning the Company's service, without concealing anything thereof, in order to be able to show us what ways and means were used to force one to the expenditure, which had properly been the sole purpose of the previous notification of the Nawab's message. successive the following decisions were taken; namely: To have written off, according to the Resolution of 25 April 1766, in which is inserted the finding concerning four packages of mace received that spring per the ship Ysselmonde from Batavia, the 155¼ lb of dust and sweepings and 26 lb short weight, amounting to 163¾ lb or 26 4/64 per cent, provided that the commissioners, the under-merchant Martinus Koning and bookkeeper Gregorius Herklots, having assisted at the opening and garbling, confirmed the report under oath, and the dust and sweepings along with the labels and packing slips were sent to Batavia. The proof concerning the taking of the required oath being inserted with the resolution of 23 May. According to the order of 11 July, when the finding arrived concerning the 4017 bags containing 572422½ lb of saltpetre brought down from Pattena in the month of March under the escort of Sergeant Balthazar Berling, which were delivered here as 3743 bags and 492831¾ lb, thus with a deficit of 79590 lb or 13 3/10 per cent: to have the amount of forty-two bags, which according to the then also produced attestation of the aforementioned Berling and company were lost due to the wanton negligence of the native Golaal Raaij, who accompanied him as daroga, reimbursed by him at the price that the Company incurs for that saltpetre here including costs; and to demand the same in claim from the principal Dorpmeester Otto Willem Falck. But for the rest, to have the remaining deficit written off, as according to what is noted in the Resolution and accompanying this in authentic copy three notarial declarations, namely one by Ensign George Lodewijk Singelman and company and two executed by the aforementioned Berling and company, it is to be attributed to no one's neglect of duty, but to the sinking of six vessels in a heavy storm, and to have the aforementioned declarations confirmed under oath, as was done according to the minutes of the Council of Justice, inserted with the decision of the 29th of the aforementioned month and also annexed in copy to that attestation. Just as the just-mentioned decision also shows that the aforementioned Golaab Raaij, having become gravely ill in detention, had to be released on bail for his person, and that according to the same decision, upon the verbal report of the aforementioned Dorpmeester that there was not the slightest possibility of obtaining anything from that man here, the Patnasche servants were written to on 12 August to make proper inquiries into his estate, and upon arriving over there, if possible, to have the Company indemnified. Further: To have written off, according to the Resolution of 14 October, after review of a finding submitted by the Head Administrator concerning the opening of 3 packages of mace from the cargo of the Jongvrouwe Cornelia Jacoba, under the aforementioned condition, the 36½ lb short weight, item 89¾ lb of dust and sweepings, amounting together to 126¼ lb or 27 1/3 per cent, for which the oath was also duly taken, see the minute inserted with the resolution of the last day of October. Upon an attestation of a manjee and four rowers, received by Resolution of the 24th of the aforementioned month and transmitted in authentic copy, concerning the shipwreck of their vessel, to have the 224 bags of saltpetre lost thereby written off, provided that the deponents corroborated their declaration with an oath, which was also done in court, according to the copy of the judicial minute annexed to that deposition. To have written off, pursuant to the order of 18 November, 40987 lb or 4¾ per cent deficit on a larger quantity of 6000 bags of saltpetre brought down by the aforementioned Corporal Haar and caused by the wetting of some bags through the seepage of water, as not exceeding the limit determined by the General Regulation. According to the Resolution of 16 December, to have written off: Firstly, the deficit of 7263 lb or 1 5/8 per cent on a larger quantity of 427500 lb of saltpetre received from Pattena in the month of January 1766. As appears from the extracts from the memorial of the Council of Justice incorporated into our resolution of the 27th of this month, the judicial oaths have been duly administered; and we further have to report that by resolution of the 7th of May there were inserted two memorials of permitted write-offs, the one for the warehouse keepers in the last six months of the financial year 176 4/5 and the first six months of 176 5/6, the other for the dispenser, solely for the goods issued in the first six months of the last-mentioned financial year; which were also passed at the aforementioned session, with the decision that what has been kept over according to a separate note thereof shall be delivered by the administrators to the Company according to the orders and custom; as also by the decree of the 21st of November there is recorded another memorial of short weights and permitted write-offs for the said warehouse keepers under the date of the last of August 1766, which we have decided to validate and have written off the books, since, according to the affirmation of the Head Administrator, there was nothing noteworthy remaining that could be redelivered to the Company. Also, at the last-mentioned meeting, the warehouse keepers Rass and De Meijer, for the faithful management of the spices during the course of the past financial year, and likewise the first-named in the cloth hall, Humbert, together with the said warehouse keepers, took the oath for the coolie wages accounted for by them month by month, according to the tenor of what was enacted by the formal rescript of the 19th of August 1765 and a form drafted in accordance therewith, which we sent to Kassimbazaar on the 25th of October, with instructions to have that oath taken annually there by the warehouse keeper, and to have it taken by the retired provisional warehouse keeper Albert Tobias for the period that he had filled that office; but on the 12th of November we received the reply that the said Tobias, before the receipt of this order, had already done so for the expenditures up to the last of August, with the affirmation that he could comfortably also include therein what he had accounted for as coolie money since that time. From Pattena, it was represented to us by letter of the 9th of March: That the damaged gunny bags, which, as appeared from the advice given in our letter of the 20th of that month, we had not passed for write-off without further elucidation, had already lain for some years partly at Sjoppra and partly at Singia, thus being the responsibility of the successive seconds and thirds there, who, however, had not been able to take more care of them than what they had from time to time put into effect by having them aired now and then, but that had not prevented some from becoming suffocated and others infested by moths; we have therefore, for these reasons, given our consent to the write-off, the said number of damaged ones amounting to 250 pieces at the first place and 130 pieces at the other. Besides this, at that office, upon opening two packages of mace, a shortfall was discovered of 74 lb or 24 percent, as appears from findings and a sworn report inserted with the resolution of the 29th of July, in accordance with which we have had the aforementioned short weight written off. The trade books of the subordinate offices of Kassimbazaar and Pattena were closed in due time and sent hither, and the reports concerning the examination thereof are inserted with our resolution of the 21st of November; and we have nothing else to report concerning them, except that at the first-mentioned office the account of Bhaar silver was 1 florin in arrears, caused by an erroneous entry in the mint yields and upon splitting the expenses for the transport of various lots from this head office, whereby that account, upon taking in the yields, was credited 1 florin too little; the servants have had this liquidated on the account of profit and loss on minted and exchanged specie, and further also had written off, without any sum of money, 9 pieces of garras that in the year 1765, upon entering the appraisals among 200 pieces, had erroneously been placed below the last zero. The books of the Head Office were already so far ready on the 23rd of December that they could be examined, for which purpose we commissioned on the aforementioned day the Council members La Condre and Falck, who have not yet finished that commission. Therewith it will also appear to Your High Nobilities, if it please you, that the outstanding debts, or the debtors running in the books as of the ultimate of August, are still in the exact same state as the Trade Bookkeeper demonstrated in his report inserted by resolution of 15 March 1766, except that the debit of Johannes Bacheracht has since been reduced by ƒ 5259:-, and that of Jan Albert De Wijs, concerning spices, has been transferred to that of Cornelis Rietveld; furthermore, that no light could be obtained from the trade papers regarding the account of the shortfall in Sicca rupees or the actual condition thereof, but that such had to be sought among the secret papers. That the entire deficit of these rupees, according to the journal of the year 1765/6, had consisted of sicca rupees 220030:17 3/4. Whereof the repatriated former Director Bisdom, the senior merchants Armenault and Bacheracht, as well as the estate of Pieter Johan Ribaut, were assessed for reimbursement in the amount of sicca rupees 170000:-:-, and Bastiaanse rupees 22310::- 1/4, but that it nowhere appeared who had to pay the remaining rupees 27720:6 6/7, and that as soon as this should be discovered, he would easily find the end of the clew, however tangled together. We have therefore resolved first to have all secret papers from the year 1761 onward mentioning this case examined, in order to see whether it might perhaps be discerned therefrom who is incumbent to pay the aforesaid sicca rupees 27720:6 6/7, or whether any omission took place in that regard which failed to appear from the books or other papers at the trade office. This report further indicates that the interest money account in the book year 1765/6, compared to the previous one, had advanced by ƒ 122801:7:8, and that of expenses on merchandise by ƒ 13432:18:-. In order to balance this account as much as possible, we had already resolved on the ultimate of December last to burden the Patna return cargo with six percent expenses instead of the ordinary four, because the same comes to stand considerably higher than that with which it has been charged annually until now, and that of expenses on merchandise notoriously had to fall further and further behind, because the debit balance of the former was transferred to the latter, namely, as the Trade Bookkeeper states in his report, with ƒ 18863:10:8. In consequence thereof, the Patna goods shipped in November with the vessels Oranjezaal and Jonge Samuel have also been burdened with an additional 2 percent expenses, and such has been charged to the Amsterdam and Zeeland Chambers in a separate invoice; just as, also pursuant to the resolution of the above-mentioned date, the Chambers participating therein were debited ƒ 2686:10:- for the under-calculated amount on the 390000 lb of pepper shipped in the book year 1765/6 per the return ships, and on the other hand credited ƒ 170:14:8 for the overcharged sappanwood dispatched at the same time, as can be seen more fully in the extract from the decision itself that accompanies this letter; to which we refer ourselves with respect for the rest, as well as to our further disposition on the frequently mentioned report, which seems to require no special repetition herein, except only that regarding the Purchased Buildings account, upon the demonstration by the aforesaid Trade Bookkeeper that it would be much more proper that all expenses for the appropriation of the house that is being converted into a hospital, as well as the woodwork, be written off against this account, because one would then be able to see the entire cost thereof at a single glance every time, and that to that end it was required to order the superintendent of the buildings to submit a memorial of the expenses incurred to date, and an order to the Trade Bookkeeper for write-off, and further that he be ordered to charge to this account everything that might still be disbursed for the completion of this hospital, we have resolved to have action taken in accordance with the aforesaid proposal. submitted report showed that it seemed to him that the aforementioned goods were actually discharged from the ship, as he maintained, by order of the aforementioned Zuijdland, and in which he was further confirmed because regarding the piece of shroud, a draft warrant was to be found at the Equipage office, but which in all likelihood seemed to have been neglected to be entered into the books. Furthermore, that the leagers, according to a report from one of the pilots, were delivered at that time to the sloop de Haaring for use on the voyage to Coromandel. And since the draft warrant serves as sufficient proof that such a signed paper must have existed, though through negligence became lost and thus was not accounted for in the books, we have resolved to have the aforementioned piece of shroud yet taken in, and to hold the authorized agent of the aforementioned Zuijdland accountable for it, either in kind or by reimbursing the costs thereof to the Company. However, regarding the aforementioned leagers, further inquiries will be made and investigated as to where they ended up or were delivered upon the return of the aforementioned sloop. Regarding the unserviceable goods mentioned in the invoice extract of the ship IJsselmonde, concerning which we required the advice of the servants at Kassimbazaar, it appeared to us from their letter of the 10th of December and from the response to an extract sent to them from the aforementioned invoice with its marginal disposition: that the unserviceable flintlocks were not packed in the crate with the other unserviceable goods, but were given along to Corporal Los, who sailed from there in September 1765, as were the arms of two soldiers who passed away there and two who deserted, which had been sent hither to be taken into the armory as serviceable goods; and finally that the scales were likewise not packed in the aforementioned crate with unserviceable goods, but packed in a separate small crate and also handed over to the aforementioned Corporal. And whereas the aforementioned arms, both serviceable and unserviceable, were actually delivered to the armory, but forgotten to be entered into the books and to be sent to the headquarters, and likewise the small crate with the scales was brought here but forgotten to be forwarded, we resolved on the 23rd of the aforementioned month to deliver the aforementioned answered extract from the invoice extract to the Chief Administrator and Commander, in order to allow the shipment of the unserviceable goods to take place after all, and to account in the books for those which are still usable. The findings on the Bengal trade books from the year 1764 we placed on the day of their receipt, or the 8th of October, into the hands of the aforementioned Chief Administrator, in order to have the extracts made therefrom at once, and to provide a report thereon as soon as practicable, which however due to other duties has not yet been received. According to a written report from the invoice master Haghadamirs, the headquarters is credited on an invoice of adjustment, among others, with various entries toward the reduction of what the repatriated gentleman, former Director Bisdom, was still indebted in the books, amounting according to the aforementioned report to f26266:12:8, and charged with the f54:2:— for what was counted in cash at Batavia regarding shortfalls found in specie in the year 1763/4, likewise the debt of the former broker Damoeder amounting to f15647:14:8; the latter in accordance with the disposition made on a report from the trade bookkeeper inserted into the resolution of the 29th of July, sent from here in extract on the 22nd of August 1766, namely to have that entry written off here and charged to Batavia, as according to the extract from the aforementioned resolution of this August, having been placed on the account of Mr. Bisdom, and because the recovery thereof here is hopeless, but toward which, however, demands continue to be made. The memorial of general expenses during the financial year 1765/6, along with the comparisons belonging thereto, having been submitted in our meeting on the 16th instant, it appeared to us therefrom that the entire combined charges of the Directorate amount to f536867:7:4, or only f34832:2:— more than in the previous financial year. The general profits, after deduction of what Kassimbazaar is in arrears, amount to f385619:6:8, or f164418:1:8 more than in the year 1764/5. The increased charges deducted from the increased profits, it thus appears that the Directorate, as of the end of August 1766, has advanced by f129586:9:8, which will be shown more clearly in the following demonstration.

At Houghly where the Charges amounted to ƒ304346:2:—, the reduction of ƒ88211:6:— originated principally through a remarkable difference in the Gifts account to the credit of ƒ43075:15:8, and that of expenses of Ships to the Sum of ƒ19891:2:8, the lower expenditure on the Sloops and smaller vessels or ƒ6585:18:— And the lower expenses for Extra ordinary Repairs amounting to ƒ8020:13:— item the lower amount of the ship's wages or ƒ1628:12:—, besides several of less importance extended in the comparison. The Charges at Kassembazaar amounted, according to the report of the servants in their letter of the 12th and the comparisons inserted in the Resolution of 21st November, to ƒ23959:1:—. From the First comparison it appears that as far as the expenses concerning that office in particular are concerned, thus excluding the expenditures for 245 for the Nesserana, the same differ favorably by ƒ1721:9:— compared to the previous accounting year, and from the second that they are ƒ6804:9:— less than stipulated in the Memorandum of Retrenchment, originating from the lower ordinary expenses, Wages on Land and Gifts, all of which differ favorably from the accounting year 1764/5, as was also shown in detail for some smaller items in the aforesaid comparison. At Pattena the Charges this time amount to ƒ77800:15:— and the profits ƒ27222:16:8, so that the Former exceeded the Latter by ƒ50577:18:4, and ƒ43743:11:8 more than in the previous accounting year; against which the profits also amount to ƒ16567:3:12 more than the year before, which, deducted from the higher Charges, show that this office, in the latest accounting year, has fallen behind by ƒ27176:7:12. The Disadvantageous difference in Charges principally originates, according to the advice of the servants of 269 of the 27th October, from an earlier disbursement of the Nawab's share in the Leeskas than ordinary, and the Extraordinary repairs that had to be made in this accounting year, both to the house of the Secunde and several other Buildings; as well as the expenditures incurred on the newly built and partially collapsed ring wall on the East-Northeast side of the Company's Lodge, as the one and the other are shown more fully in a separate comparison, likewise recorded in our Resolution of the 21st November. At Dhakka the expenses from the 1st September 1765 to the last of January 1766 amount to ƒ852:5:—, and for advances in the months of June, July, and August of the previous accounting year ƒ387:—:8, which were only brought up in the Cash account of September 1765, since there was no money in the Cash office in the above-mentioned months; further, there was advanced by the Sircar 24 at Bellazoor from the 1st February 1764 to the last of April 1766 ƒ758:11:—, which, as well as the Dhakka expenses, are specified in two separate memoranda, also submitted by the said Head Administrator on the 16th of this month, which were passed subject to Your Right Honorables' further Approval.
