stay of this ship, it was thereupon resolved by the Honorable Council upon the proposal of the first-mentioned to dispatch from here a set of the general secret and separate letters, which were then ready, with a further covering letter, by an English vessel that was to depart from here for Madras on the 10th instant, in order to be forwarded from there to Nagapatnam for further transmission to Your High Noblenesses. However, the following day, the Director was informed by the Citizen Johan Hendrik Lodewijk Blume (who, as appears from the aforementioned General Missive, had been granted passage to Batavia on Welgelegen), that he believed he saw an opportunity to purchase a private ship, which he then wished to charter to us, provided that the Company provisioned it at its expense, placed the crew of the wrecked ship upon it, and wherein, after it had been inspected and found capable, as many goods could then be loaded as could conveniently be transported by the same. This proposal being made known to the Members on the same day and showing that it might be obtained for 10 percent of the entire cargo, we judged that the payment of these or somewhat higher charter monies could not bear comparison with the risk one would have to face if all the opium had to be shipped on Welgelegen; and that it was moreover very necessary that 30 chests, which had been wet, should be dispatched as soon as possible to prevent spoilage; so that for these reasons we resolved to proceed to the chartering of such a ship, even if the Director should have to spend slightly more than the calculated 10 percent, which was left deferred to his discretion. But at first this did not have the expected result; for after Blume had made inquiries for some days, he came to report to the Director that such enormous demands were made that he dared not make any offer for it; believing, however, that with exercising a little patience and not appearing overly eager, another opportunity would present itself. Matters thus continued until the 22nd of February, when the Director informed the Members that the aforementioned Blume had found an opportunity to purchase a ship, and that he was willing, after proper inspection of that hull, to charter it to the Company for 15,000 Arcot rupees or 22,500, provided, as stated, the officers and the other crew of the Vrouwe Petronella were placed upon it, and the provisions for undertaking the voyage to Batavia were supplied for the account of the Company; with this proposal the members conformed on the same day, and it was likewise resolved that if the ship was found in condition to make the voyage, Welgelegen (which, as can be seen from an accompanying extract resolution of the above-mentioned date, had to be provided with a new step for the mizzen mast) should be dispatched yet in the latter part of the previous or at the beginning of this month, and to supply the crew with a month's board money and rations as a supplement to what had been consumed during the lay days since the 1st of February; but in order to make the work that had to be performed downriver proceed so much the faster, we gave the commander Gerrit Springer on the very same day his dispatch on board with orders to wait downriver for the papers. During his departure, he called in passing at Calcutta, and with the aforementioned Booms, who had previously been summoned hither by the Director, inspected the ship purchased by Blume, named the Hector. According to their report, which has been entered in the resolution of today's date and is also transmitted in extract, they found the ship itself tight and staunch, but the rigging and most of the ribs defective; but since they judged that these and the lesser defects discovered therein could be repaired within the space of three weeks with a sufficient number of workmen and other people, and that that vessel would then be able to undertake the voyage to Batavia with confidence, and the buyer himself had already made all preparations and promised to do his best so that everything should be ready in time, provided the necessary people were assigned to him, we have, upon the proposal of the first-mentioned, resolved to place all the crew members of the Vrouwe Petronella thereon, and to have that vessel brought up before Bernagoor, to be repaired of its defects as quickly as possible, and subsequently, as we hope, to be dispatched around the ordinary day of departure of the North ship; item to have the passage money paid into the treasury refunded to Blume, since he will now proceed to the Capital with his own ship. When Welgelegen went out to sea. The rent of the bearer hereof has been paid to the owner from the treasury. in the other, with respect to the considerations sent by us herewith from the Noble Ordinary Council Member Schreuder regarding the trade on the Malabar coast. Coming to the point herewith, this serves for respectful communication that the ship Welgelegen set sail from Hijsli on the 8th of this month and, according to the report of the Commander Gerrit Springer, reached the open sea in good condition three days thereafter. We hope that our letters dispatched with that vessel on the ultimo of January and the 1st instant have already been delivered to Your High Nobilities long ago, although for the sake of certainty, we enclose the duplicates thereof herewith. Having had the honor in the latter to state the reasons that moved us to proceed with hiring the bearer hereof, the private ship De Hector, we take the liberty to refer thereto; only noting further that the rent money of ƒ22500:—:— has been paid here from the treasury to the owner of that vessel, the citizen Jan Carel Lodewijk Blume residing at that place; and that this amount, calculated on the cargo, comes to only 10 schellingen per 100; thus even slightly less than had been calculated before. In that same letter, we had also shown Your High Nobilities that it was contracted with the lessor, among other things, that the crew members of the Vrouwe Petronella would be placed on his ship; so that, having counted on this, he had hired only one crew of Moors. But at the session of the 27th of this month, a petition was submitted by him in which he indicated that the best European sailors having since deserted, it was not advisable, indeed even impossible, to put to sea with the remaining crew and the aforementioned single crew of Moorish sailors, since apart from the officers they were mostly boys who could perform no service, which is why he would have to hire as many as two more crews of Moors and moreover provide himself with native helmsmen, since virtually no European quartermasters were left. Furthermore, for the security of the Company's cargo, he had provided himself with far more equipment goods than is otherwise customary to use on private ships, and he would thus suffer great loss if he had to pay the monthly wages and rations of all the Moorish sailors whom he, as stated, had to take into service for lack of Europeans and on whom he could not have counted beforehand; requesting therefore for these and other reasons cited in the petition that we accommodate him in this and take two-thirds of the expenses of the Moorish sailors and native quartermasters for the Company's account and also pay him from the treasury the four months' wages which he had been forced to advance in order to gather the necessary men, to account for it upon his arrival at India's capital. Deciding upon this request, we have resolved to leave the principal demand of the petitioner, whether the Company should participate for two-thirds in the expenses of the aforementioned additional crew, to the highly esteemed disposition of Your High Nobilities, but nevertheless, in order not to leave him in distress and not to expose ourselves to danger by risking the Company's valuable cargo in an unmanned ship, to provisionally pay him the expenses for the same from the Company's treasury, to be accounted for in Batavia, when the Fiscal and the commissioners, as well as the Master of the Equippage, have returned from downriver. And to prevent all disputes, we have also decided at the aforementioned session to have a proper charter party drawn up regarding the conditions in general, which was properly signed by us on the one side and by the lessor on the other side, of which an original is attached hereto, and the counterpart remains with him, the lessor. Of the processed silver from the delivery of the ships to be mentioned hereafter, three yield statements, arranged according to the models most recently received, have been sent to us alongside the servants' last-mentioned letters and a further letter of the 13th of the current month: The First, of 2292 bars received per the Oranjezaal from Europe, and of which the mark including the charges cost 31 guilders, 11 stivers, 18 3/8 penning, but yielded 2317 guilders, 5 stivers, 5 3/4 penning, and consequently lost 3/64 per cent and per mark 3 stivers. The other, 1117 bars brought per the Jonge Vrouw Cornelia Jacoba from Batavia, of which the mark of 11 pennings 20 grains cost with the charges 31 guilders, 17 stivers, 1 5/8 penning, and yielded 31 guilders, 6 stivers, 4 3/4 penning, consequently in loss 3/512 per cent and per mark 4 3/4 stivers. At Kassimbazaar, according to the servants' letters of the 5th ultimo, the suppliers of silk fabrics for Japan and Ceylon were paid their amount, or ƒ 24,988:4:8, and those of white linens the small earned interest of ƒ 534:4:–, and according to a further letter of the 24th of the same month, to begin the purchase of Pattenie, they advanced La ƒ 5000:– or ƒ 7875:–, and paid to the supplier of silk fabrics for Europe the interest due to them amounting to ƒ 13,355:4:8. Upon settlement, according to the earlier letter from the servants of 30 January, these were deducted one month and six days of interest on a sum of rs 64000:— 332 and Patna. or ƒ 100,000:-, namely from October to the 6th of November, on which latter date, in reduction of the ¼ amount of the contracting Memoranda, they received the aforesaid capital for the first time, according to a rough calculation of the delivered lot. We have found the reasons brought forward for this by the servants and recorded at large in our resolution of the 3rd of February, based especially on a deliberate negligence in fulfilling the contracts, to be so fair and just that we completely approved their arrangement; just as we also on the 20th of this month passed a further advance for the collection of Pattenie in the amount of La ƒ 30000: or ƒ 47250:—:—. But since during the sorting it was found entirely not to satisfy the samples, we also inspected the same during the valuation of some linens for India held on the 24th current, and having judged it not at all in accordance with the samples, resolved to return this good to the supplier; and to act in the same manner with the dimities, being likewise of very poor quality. Furthermore, the aforesaid Homeland demand for the year 1766, dated 10 October 1764, has been formally answered according to orders, and the draft thereof was resumed and approved in our meeting on the 16th of this month. The extract regarding the negligent packing has been sent to Pattena. The same is herewith respectfully presented to Your High Noble Lordships, and at the same time communicated that on the aforementioned day it was approved by us to impose a penalty on the careless packing of the linens, and thus to decree that the packers in the cloth hall, head for head, shall forfeit a fine of six months' wages for the packs that have not been handled according to orders, for the benefit of the churchyard here. But this gentleman, who makes it his business to appease us with fair promises, expressed his regret over our complaints and at the same time attempts to present the conduct of the aforementioned Goring in particular, and of theirs in general, as compatible with the orders from Europe for procuring as many goods as they can obtain, and with the influence they have here, further justifying the same in a manner against which enough could be objected if that could be of any help; also appealing to agreements whose breach he thinks cannot be suffered with impunity, but which the employees maintain are of such a nature that one could use them in two different ways. As convincing proof of the arbitrary exercise of power which Mr. Sykes in his letter denied had ever been the foundation of our grievances, citing that they had reason to complain anew about this, because His Honor had recently seen fit to have it published by drumbeat, under heavy penalty, that no reelers who had served with the English may engage themselves with anyone else, whereby, with good reason, a great shortage of such people is feared, as also in the silk fabrics. We take the liberty, regarding this entire matter, to refer further to the letters exchanged between both Chiefs on this subject, to be found in copy among the appendices hereof; from which Your High Excellencies will also perceive that this encountered delay in purchasing is the reason that the employees have not yet been able to send us any samples of silk; that the ordinary suppliers of silk fabrics, who usually already make preparations in the month of January for a new procurement, complain vehemently about the hindrance they encounter in the purchase of silk, whereby the employees had not yet been able to enter into any negotiations with anyone, and had much reason to fear that our trade would have to struggle with actual adversity. According to the employees' letter of the 30th of January, they have sent us, for Japan, 140 pieces plain double armozines, 200 pieces striped ditto, 140 pieces checkered ditto, 130 pieces allegias, 70 pieces schestasses, 80 pieces diverse Persian pattern fabrics, 139 pieces ditto sjoucoutas, 112 pieces ditto chijcannijs; for Ceylon, 25 lb twisted silk in assortment, 25 pieces double plain armozines, 25 pieces single ditto, 40 pieces double taffetas, 50 pieces single ditto, 30 pieces mohunbanies, 30 pieces choeneries, 50 pieces roederwanis; and at the same time communicated that in valuing those goods, they had reduced the price of the taffetas for the last-mentioned place by 15½ stuivers on the double and 8½ stuivers on the single per piece, and this because these goods were nothing other than single armozines, just like those negotiated for Europe, and that they therefore believed they ought pro rata to cost no more than the last-mentioned. Furthermore, that they had likewise reduced the roederwanis, which in fabric and weave were nothing other than single checkered armozines, by 10 stuivers per piece, or by as much as they were rated higher pro rata. And since we were forced to hold the Welgelegen until the first of this month, the aforementioned goods were also shipped therein. And since the remaining expenses consisted solely of Cazea or courier wages, which we could absolutely verify had been paid, we passed the accounts submitted thereof on the 22nd of the past month, and excused the aforementioned military men from taking the customary oath; the money remaining in their hands, being from the first s„r C=n 34 and from the other ros 38., was returned back into the Cash Office. However, the Corporal who arrived with saltpetre has taken the oath. Furthermore, this is accompanied in copy by our marginal disposition of the aforementioned date, on an extract invoice of charges received per the Vrouw Petronella, trade; likewise in original the report of our trade bookkeeper required at the session of the 29th of July of the past year and likewise submitted on the 16th instant, regarding the state of the account of the Sicca Rupees found deficient, with the appendices annexed to the same. The first requiring no special repetition herein, we have to show regarding the latter paper that thereby it is beforehand demonstrated by the trade bookkeeper on what his previous proposition—as if this account, through its content, relates to the spices—confirmed by oath, and wherein the surplus or deficiency of everything in particular is detailed in full. Both are inserted in our decree of the 3rd of February, and the resolution itself will show that we have ordered to write off the deficiencies of 40 lb of Cloves on a quantity of 4800 lb or 5/6 per cent 28 1/4 lb of Nutmegs on a quantity of 3800 lb or 1/152 per cent 12 1/2 lb of Cinnamon on a quantity of 800 lb nett or 1 3/16 per cent 9 1/2 lb of Pepper on a quantity of 2500 lb or 3/30 per cent and 47 1/4 lb of Tin on a quantity of 15008 lb or 1/27 per cent; but regarding the 2 ells of Satin short on three pieces and 1 1/2 ells of Gold and Silver Mohair of lesser measure on 5 pieces, likewise 9 1/32 ells of Velvet also short on 12 pieces, ordered that these goods, according to their invoice length and the charge to be made, should be entered in the books and thus could be written off again against the gifts account. having been sent back again. could be written off. Of which the woolens on a Pursuant to this order, they have returned all the pieces except for one yellow cloth, after they, according to the missive of the ultimo of February, inspected the same in the presence of the courtier and recorded their own findings, with the views of the Vakil thereupon, in a resolution of the 25th preceding; which paper being inserted in our decision of the 20th instant, we take the liberty to refer thereto. The aforesaid report of the trade bookkeeper having arrived, and it being demonstrated therein in what manner the invoices were entered by him into the books and why he had acted thus with them, we have, deliberating thereon at the session of the 27th of this month, considered ourselves satisfied therewith and deemed it proper to authorize the rectification of the actual errors that were made in booking the aforementioned invoices and were discovered during the examination, as well as to have a balance of each invoice prepared for the elucidation of the Honorable Visitor General, in order to be sent to Batavia in August next. And for the rest, to request Your High Nobilities' order in the future regarding the manner in which the trade bookkeeper proceeded with entering the aforementioned invoices: namely, whether in the future this shall be done as he shows he practiced in the journal of the year 1765/6, by first entering the goods from the inland offices as they cost with the packaging and the usual charges; and then the Hooghly goods with the net purchase amounts according to appraisal; after that entering the packaging of the latter, such as the wax cloth with as many pieces as were used for the bales and the cost thereof, and further the other packaging goods in like manner; furthermore, bringing together the cost of all goods that bear 2½ percent toll, and calculating the same on the summary, and finally to act likewise with the 7 percent interest money, the 3 percent expenses on merchandise, and the 4 percent on Patna returns. Regarding all of which Your High Nobilities, if pleased, will be further elucidated by the report itself, incorporated into the Resolution of the above-mentioned date and moreover accompanying this in extract; and which resolution will also show that the invoice keeper is henceforth assigned as a duty to recalculate and sum up such a compilation or summary sheet as is made by the trade bookkeeper from the invoices, before the trade bookkeeper proceeds to enter the same into his books. On the same day, there also arrived the further report requested at the session of the 24th of October of the past year from the invoice keeper Haghadamius concerning the difference of ƒ1286:16:— between the Cassimbazar trade journal and the returns of minted silver in the year 1764/5. He demonstrates thereby: that his first statement was not erroneous and that this difference actually originates from the fact that the lead used for the purification was charged to the silver, drawing the conclusion that it would be better if each bore its own charges; wherefore the difference was indeed no error, but could nevertheless be said to be an improper treatment in the books; we have deemed it proper to let the matter rest here, provided the Company suffers no disadvantage thereby. an act of surety for the Company regarding that which the Patna chief, the Merchant Cornelis Rietveld, must still pay in the compensation for the known shortfall on spices, amounting to ƒ2002:14:8. Furthermore, that pursuant to what was advised in our humble letter of the last of January, that office was charged for the amount of the linens that were accepted in excess of the demand and returned to the attorneys of the chief and the second-in-command here; coming with the expenses to ƒ5447:7:8. Apart from a representation about the errors encountered in this paper, which we had rectified by a further credit calculation of ƒ186:7:8, the servants now try to excuse themselves by stating that the excess procurement of goods had its origin in our unqualified authorization by letter of 26 September to accept firti, which for the Lachoris alone amounted to 79 pieces; and that the case would also be similar with the Bafta de Hilza, of which they say that only 90 sound pieces had been delivered in excess, since the rest had been firti. They requested that we would cast a favorable reflection on this, and, in consideration of the order given, in regard to which they thought they had made a mistake in procuring 90 pieces of sound Bafta, that all the goods, apart from this last number, that were not firti, might again be declared acceptable. Without occupying Your High Nobilities' attention any longer with what the servants further bring forward to support this request, and also without quoting verbatim here the remark that we made thereon pursuant to the decree of the 20th of this month, which can nevertheless be seen in the accompanying copy of the missives, Your High Nobilities may be pleased to know: that we have persisted in our previous disposition not only because from our order of 26 September that consequence cannot be drawn which the servants attempt to produce from it; but also because their own words by letter of December clearly demonstrate that it cannot have been firti, since they ought to have packed them in separate bales and distinguished them by the name of unappraised linens, as was clearly written to them and also observed regarding some. Also among the annexes to this are sent the following legal proceedings concluded by the Council of Justice since our last dispatch of the ultimo of January: namely One by the provisional Fiscal of this Directorate, Otto Willem Falck, against Jan Hendrik and several other persons missing from the Company's service, summoned by edict. Also one by the same against Jacob Helwig, Johan Rijnard Paul, and Johannes Born, prisoners of the Sovereign, the first two for attempted and the last for completed desertion, and suspicion of having tried to entice the two first-mentioned thereto. One by the same against Andries Rooder, former boatswain on the wrecked ship Vrouwe Petronella, who was accused by the ship's boy Pieter Dammes of having wanted to commit the abominable crime of sodomy with him, in that case both being prisoners of the Sovereign. The sentence of the judge in the aforementioned cases is to be found with each file, and approved by the first-signed; and the prisoners Helwig and Born have been handed over in custody to the bearer of this, both having been condemned to banishment on the Island of Edam. The prisoner Paul, after having run the gauntlet for two days, has been declared employable again, and the aforementioned Rooder was released from his detention without costs or damages. Yet Yet the boy Dammes, against whom the Fiscal judged he did not have sufficient grounds to proceed as against a false accuser, but whom he maintained could not be entirely acquitted, was, in accordance with the conclusion, as well for the aforementioned reasons as on account of his youthful years, condemned only in the costs and expenses of justice, and moreover, to undergo an ordinary ship's correction. Besides the aforementioned criminal proceedings, this is also accompanied by the usual covering letter to the Honorable Council of Justice of the Castle of Batavia, concerning a civil lawsuit of Lucas Cramer, bookkeeper in his capacity as plaintiff in attachment, against Rombertus van Mechelen, defendant, and in which case the retired Fiscal Rietveld, as public prosecutor, intervening, has made himself the appellant. On the 19th of this month, a letter was delivered here from the Chief Mate of the Hector, Olke Andringa, to the skipper Steven Booms, wherein he informed him, among other things, of having found himself under the necessity of placing the sailor Pieter Segter in irons, because he had pursued the boatswain with a knife and had intended to stab him; and also according to his appearance had made use of various threats.
