763 Note korhalla- Herriapaal Mora Koliema- Goerap. - - -- Rhanpoer- Calculation of the cost of the goods manufactured below at the aurangs Herriapaal and Deniacalie as contracted by the merchants of our Honorable Company with the weavers, being that price which they call Potten, thus excluding the wages of washers and raffagors, the brokers' brokerage, aurang duties, preparation and transport charges. Namely. 1. All the below calculations are in Sicca rupees, and each of the same at 64 ponnis of cowries. 2. The prices of yarn and silk differ greatly from one year to another, indeed from one time to another, sometimes being slightly higher but generally lower than below, originating first: from an abundant or lean crop of cotton; secondly, from a greater or lesser number of spinners, namely when those women find better profit in performing other work; and thirdly and most principally: according to the greater or lesser contracts, in which first case, as currently exists, that thread is kept as high in price as possible for them, to wit for all those who trade at this aurang, except the Honorable English Company, which has fixed the price on each kind of yarn for which it must be delivered to its weavers in preference to all others. Today being 8 days that I have spent in this aurung, I find the circumstances thereof, in 7½ 5½ rupees 5, 6 assistant helpers serving the latter, the women and growing youths often as well, when a loom can be kept steadily in motion. To wit: regard to 767 regard to the interest of the Honourable Company therein to be increasingly constituted in such a manner that I could not postpone a detail thereof until my report to be made at the conclusion of this commission, but deemed it necessary and my duty to draw this up in advance for that purpose. Beginning with the arrival of the English Commissioner Mr Bathoe, I note: that at the start of his operations here, assisted by all the jemadars, shikdars, further chiefs, and lesser servants of the districts, villages, and hamlets of this aurung, he took the following accurate census, namely: Firstly: of the weavers and looms; Secondly: of the number of pieces of linen recently made within a full year; Thirdly: of the pieces and assortments of goods that the Dutch and French Companies, the private merchants of the 3 nations, as well as the natives, had contracted for and received in the last year, each separately; and Fourthly: of the contracts of the aforementioned companies and private merchants for this year and of the ready cash already sent thereon. Having put these papers in order and sent them to Calcutta, he proceeded with the contracts of the past year. He then made all the pykars appear before him, sharply reproaching them with various foul insults over the poor quality of the delivered goods and accusing them of having given the best to the Dutch and others; they boldly replied that they had made the delivery according to the task imposed on them by Mr Hoet, just as they received the pieces from the weavers, so that there had been no time, much less choice of goods, to be able to sort them; but even if a sufficient number of pieces could have been made in advance for sorting, it would have been nothing more than natural that the Dutch and others received better goods, because they paid over 25 percent more than he was willing to agree to with them, whereby the weaver, besides working for them for nothing, even had to suffer losses, finally adding thereto that it was impossible for them to deliver as many pieces of goods to him for this year as in the past year, being 21590 pieces, because this aurung had only produced 42500 pieces in an entire year. Mr Bathoe, stamping with anger, replied to them that he alone wanted to have 42500 pieces, that he would certainly cure them of that bold talk, and thereupon ordered their arrest; yet before they were taken away, they told him further that he had better first drive away the gomastas of the other Companies and those of all private merchants, and take for himself everything that was made in this aurung. Thereupon Mr Bathoe, together with his manager Radamohun Bose, set to work fabricating a distribution of the English Company's contracts for this year, consisting of 25000 pieces of various linens. To each pykar, his task was drawn up on a separate paper: how many and what he would have to deliver daily per month, how many and which weavers were assigned to him for that purpose, each weaver calculated at 1 1/16 per month, all these tasks of the pykars amounting together per annum to 31429 1/8 pieces, thus 6429 pieces to make tirty, of which will be spoken hereafter. All these papers, being 41 pieces, being ready, the pykars were fetched from their arrest and brought to an audience with Mr Bathoe; having appeared there, each was shown his paper and ordered to sign, but they all steadfastly refused, without

Hier op ging M=r Bathoe met zijn albeschikt Radamohum Bos. saak aan 't fabriceeren van een verdeelig der Engelse Comp:s, aanbesteeding voor dezen Jare, bestaande in 25000 stucke diverse lywaten ieder pijkaar wiert bij een appart papier zijn Taak gemaakt, hoe veel en wat hij s daagsen per m=t zou hebben te leveren, hoe veel en welke wevers hem daar toe afgestaan wierden, ieder wever op 1 1/16 pr 'smaands gereekent, beloopende alle deze taaken der pijkaars per annum 't zamen 31429 1/8 stuckendus 6429 ps tot 't maken van Tertij, waar van hier na zal gesproken werden. A bitter treatment, truly, for well-to-do people, as the pykaars in these arrengs usually are, there being found among them those who are estimated to possess more than a lakh of rupees; and what were the people to do, they would gladly have resigned their office, but they are forced into it by the English, and thus after the course of several days they also found themselves compelled, in order to escape worse, to sign the agreement arbitrarily prescribed to them. Such was the doing of Mr Bathoe! Who subsequently, after having appointed the brother of the Head Gomasto as first Gomasto of this arreng, and having most earnestly enjoined him to see to it that he received daily from every pijkaar the stipulated tantum of goods conforming to the samples, as well in respect of quality as of length and breadth, thereupon departed from here to Sannamoekje. Passing on from this, let us continue with the conduct here of the aforementioned first Gomasto Moetiram mohun Bossaak, who is the most wicked arch-scoundrel among his countrymen: he resides in Kirpaij as being the principal place of the English in this arreng, having his Under-gomastos in Sjandercona and Sammaat, whither he goes once every week in order to inspect in person the goods received there, and to chastise the pijkaars who have rendered themselves culpable regarding the quantity and quality of the goods, just as yesterday at Sjandercona he had another pijkaar sjamboked almost to death. But in order to produce a clear idea of his violent conduct with respect to the gathering of the linens, I shall cite only two cases that occurred here the day before yesterday. A pijkaar, bringing him his daily task, consisting of 3 pieces, upon examination of the same, 2 pieces were judged passable, but the third being found slightly less than the stipulated width of 2¼ Cob:, this pijkaar, after having stood exposed to mockery like a poor sinner for a couple of hours, had his nose rubbed very painfully across the ground several times over the distance of 2¼ Cob:, and after he had been given to understand that this was only a slight correction because it was the first time, this piece was thrown back at him with the order to provide another before sunset. The man, having no more pieces in his house, was thus forced to buy one from another person at 4 rupees more than the English compensate them, and to bring it to him. The second concerns the forced conduct of the pijkaars with the weavers. When sitting at table with the French gentlemen that day at noon, we heard loud beating and a dreadful screaming at a neighboring pijkaar's; upon inquiry we learned that it was 3 weavers who had each brought a piece of cloth that was slightly inferior in quality to what he, the pijkaar, dared to deliver to the English head gomasto, for they rigidly accept nothing but Aueldom and at best Ceem; he therefore had the pieces tied around the necks of the poor weavers and had them beaten in the cellar with slippers on their faces; thereafter they were driven out of the door with the piece still around their necks under the escort of 3 peons, as we all saw them pass, each one to procure a better piece of cloth in its place, which the poor people then had to buy up again from their fellows at the highest price, the peons, to whom they moreover must pay heavy boarding expenses, not leaving their house before they have received these up to the very hour, together with the better piece of cloth. From this one sees, therefore, not only plainly and clearly the unheard-of despotic conduct of the English towards an otherwise free inhabitant, but also that they unfairly appropriate the very most and the best of the cloth to themselves by violence. Having thus exposed the conduct of the English regarding the method of contracting and the acceptance of the goods as clearly as possible, I proceed to their sorting; nevertheless, before I step to that, I deem it not inappropriate to say something beforehand about their pottons or contract prices, namely that they give no more than 12 ropias for a piece for which we must pay 16 rupees potton, this proposition being certain according to various inquiries made in all sorts of manners, and it may also suffice in this regard. The English then have for this year 3 equal sorts; for example, a piece of 15 rupees potton is credited to the pijkaar at roa 14 for the second sort, the 3rd at r 13, the 4th at ro 12, and the 5th at r 11, and he in turn to the weaver; now the ferty, which this year will consist of the notable number of 6429 pieces, is also accepted, but its price is arbitrarily credited to the pijkaar at 1, 1½ to 3 rupees per piece less than the 5th sort, and he as before to the weaver.

Weavers, nevertheless, after this firtij has once been accepted here, it is again forced upon the pykaars with a profit of 3½ rupees per piece, as happened recently on two occasions with 160, 466, and 270 pieces, or 896 pieces in total. According to the unanimous testimony of the pykaars, this profit was supposedly appropriated by Mr Bathoe at 7/8 and Rada mohum Bossaak at 1/8. Leaving this, however, for what it is worth, only noting that this year the same will already amount to a neat sum of 22519 rupees, which money, apart from the loss he suffers on that delivery, is extorted from the weaver in the most unconscionable manner; for according to the testimony of various persons, many pieces are found among this firtij that would be accepted by others as good and passable pieces. In proof of this, it may serve that the pykaars have resold many of the aforementioned 896 pieces to other merchants here with a profit of 3 and 3½ rupees, thus 6½ to 7 rupees above the price for which they were accepted from the pykaars by Mr Bathoe. Behold, Right Honorable Sir, the conduct pursued here by the Commissary of the English Company with respect to their linens contracted for at this aurang for the current year, which I considered it necessary to present beforehand in order to be able to disclose the state of the contracting of the Dutch Company so much the more easily, or at least to place it in a clearer light. Proceeding then to this, I begin with my arrival at this aurang on the 9th of this month, when I summoned our gomastas who are here and sent a servant to Chandrakona, 3 cors from here, for the same purpose. The following day, coming to me all together, they reported that on account of the aforementioned course of action of the English, they had thus far been able to secure nothing worth mentioning on the contract, furthermore declaring that they saw no chance, unless a change occurred, of procuring even one-fourth of the goods for it. For the English head gomasta here not only sent to every weaver everywhere every other day to inquire what they had in hand, but had also stationed harkaras on all roads to spy on the transport of any goods, which were then immediately seized and the carrier or even the weaver was punished in the most rigorous manner, so that they had not yet been able to obtain a single piece of cotton on that account, but had bought up all the goods they could still acquire, as is customary at this aurang for ordinary goods of 2 covids. And I find myself, to my regret, compelled to say that I fully believe this, since it not only squares with the unanimous testimony, but can also very easily be deduced from reason on account of what was related above; and so much the more if one takes into consideration that there are 24 English private traders at this aurang, among whom there are those whose contracts equal that of our Honorable Company. Reasoning further, let us suppose at the very highest that this aurang produces 50000 pieces of linen. Of this, the English Company, counting the firtij with it, demands 31429 pieces, ours requires 8100 pieces, suppose the French at 2000 pieces, making 41529 pieces in total, so that for all the private traders, including the Armenians and natives, 8471 pieces would remain. Now it is firmly expected that the English Company will obtain their stipulated number of pieces, but it would be groundless to suppose that our Company would also enjoy the same; for the English private traders are far ahead of it, partly through the protection and aid which some enjoy in secret, and partly because it is indifferent to them what they pay for the goods provided they only retain their interest at 9 percent a year on them. In short, all this taken together, and assuming that the circumstances remain thus, as is not otherwise to be expected, I believe and assume, in my judgment on good grounds, that the Honorable Company in the month of October will obtain at the most 1000 pieces of linen, or 1/8 of the entire contract; for at present the gomastas have, in all, counting the flowered goods sent therein, only 500 pieces, and that only because they were here a month before Mr Bathoe's arrival, during which time they were able to make purchases freely and openly, and the greatest part of these 500 pieces was collected. Whereas at present they only now and then, through constant and careful vigilance, obtain a piece which one or another pykaar has left over above his quota, because otherwise the English private traders run off with it. It is therefore also for all these reasons that the pykaars have repeatedly advised and warned their gomastas to take back their advanced monies while there is still time, because the weaver can still reimburse that money at present.

very much, and they consider it certain that this workman will be completely ruined this year by the English contracting and will be forced to flee, and one can very easily lend credence to this statement of theirs if one considers that on every piece received by them, apart from receiving no weaving wage for it, he must lose 1, 1 1/2 to 2 ropijen on the yarn and the tempera, as they call it, over and above what he must also advance later in making firtij. The flight of the weavers is also already becoming common everywhere, as I hear at least; here in these 8 days, 26 have already packed up and left, with another 23 on the verge of doing so, who the day before yesterday lamented their distress to the Jeeg governing in this place, of the Lord Jeggertseet, but received the answer that although they were his inhabitants, he could nevertheless not protect them in this respect against the violence of the English. Passing herewith to the substance of my commission, I must to my regret advise Your Honors that I have also succeeded very poorly in that regard, at least up to now, as will subsequently appear here from the details thereof. Mr. Bathoe has acted more politically and cautiously here, namely that he has not issued any written, signed orders here, and on every occasion declared that he leaves everyone, especially the Dutch and French Company, the freedom to conduct their business here, but that he had to and would have so many pieces of linen for his society. It was then on the 10th of this month that that I summoned to me the 11 pijkaars here, all our weavers serving the English Company, but it lasted until the evening of the 12th before they appeared before me, and they had gone together several times to the English gomasto Moetiram mohum Bassaak to obtain his approval for an appearance before us, but he had continually answered them, I give you no permission for it, but neither do I forbid you, but finally on the morning of the 12th he had asked them what business they actually had with us, to which they answered that they had of old served the Dutch Company and thus, when the English contracting of the past year had expired, had again accepted money from us for this year; he further, do they also use any force to fetch you, they all declared no; upon this he continued, if they should do that you must tell me, for then I will write it to Mr. Bathoe; I know very well that the Dutch and French have only come to seek unfounded reasons for complaints against us; meanwhile you may go, but be careful. When they were then seated with me, I asked them what the reasons actually were now, since they had always served the Company so well, that our contracting made no better progress; they answered unanimously that I well knew the reasons for it, that they lacked no willingness, but that they first had to finish the English contracting before they could proceed to the fulfillment of ours, and to this they held, no matter how much I pointed out and demonstrated to them in all kinds of ways the unreasonableness of it and their own disadvantage in doing so; at last I told them that they should consider whether an expedient could not be found so that our Company was served at the same time as the English, even if it were only at a quarter; they said that they would do so and inform me further thereof. With this they went away and, notwithstanding all efforts made, could not be brought to me again, as I informed Your Honors in my previous letter. Now I must cite yet another transaction here by Mr Bathoe, and this concerns the silk produced in this vicinity: he has made all the silk-weavers execute moochilkas to be allowed to deliver that spun thread to no one other than them, and to that end advanced them 100, 200, to 300 ropijen according to who the weavers are, to deliver 16 tola for one ropei, which he has resold at 9 tola per ropei, or at a profit of 78 per Cto in current rupees, and it was said that this profit belongs to and is brought to the Burdwan revenues. There, Right Honorable Sir, you have the essence of all reports made to me, accurately and impartially gathered regarding the dealings of the English here as well as the state of this aurung, which, however, I am unable further to verify other than that this corresponds with the various circumstances found, after having maturely weighed everything back and forth against reason to the best of my ability.
