How many ships the foreign nations have dispatched. sustained enterprise in the upper lands, mentioned in our letter of 7 November of the past year, nothing else has come to our knowledge except that the deputies sent from Calcutta had met the Prince Shuja-ud-Daulah in Benares and were to accompany His Serene Highness to Allahabad. At least so run the latest reports from Patna, which also maintain that up to that time everything had proceeded very peacefully. Indeed, that valuable gifts had already been exchanged back and forth, whereby it also appeared that the matter would be settled and all further preparations for war would be abandoned. Passing over the continuation of the correspondence with the foreign nations for now, we can also conduct ourselves with respect in that regard, insofar as they do not concern matters already cited herein and have some influence on the Company's service: regarding their ships, nothing is known to us other than that the English intend to send seven return ships in total, of which four have already departed, and three more are to follow. Of the said three, one was dispatched via Madras only half laden, and another was so severely damaged by running aground on a shoal that, in order to be repaired with its cargo, it must first make a voyage to Bombay. The matters noted by common resolution of today having been dispatched, and subsequently, upon the proposal of the Honorable, Venerable Mr. Director, having proceeded to the deliberation on the contents of a Calcutta letter dated the 28th of September last, it was seen with no little surprise how the English gentlemen, concerning the share in the saltpeter that their honors had once intended for us for this year, come to refer to a letter of the 7th of June of this year, which was never received here, and consequently resolved to point this out to their honors and once again request clarification regarding this matter; while the remark occurring therein, that that this assembly had misunderstood the sense of their request to the Darbar to make an inquiry into the murder committed in the Burdwan district, and last treated by resolution of the 20th of the preceding month, and had taken it as if those gentlemen had issued orders to that effect, was considered to have originated from a defective translation of the letter of this ministry of the aforementioned date, since it merely expressed thanks for the orders which their honors had given to their own resident and not to the minister of the Darbar; which was then also approved to be submitted to the Governor and Council, without entering into the merits or validity of what was also asserted, as if it could not be presupposed that their honors would take it upon themselves to send orders to people entirely independent of their authority, and to whom they, as well as this ministry, 63 ministry, owed the obedience that pertained to such a higher power. Absent the members Lumer, Lafort, and De Samuaire, the first and last due to indisposition. Promise of the English after the conclusion of the ordinary business noted by the resolution of today's date, having further resumed a letter from the Honorable Lord Harry Verelst, Governor, and the Council at Calcutta dated the 10th instant, principally containing communication that the successive complaints made to Their Honors concerning the gomastahs in the aurangs by letters of the 20th of January, 16th of May, 20th of June, 1st of August, and 1st of October of this year, were placed in the hands of the committee for investigating the disputes in the case subject with the usual though seldom verified assurance that the greatest satisfaction will be obtained if any of their gomastahs are found to be guilty of any 605 18 October how much saltpeter the same will deliver. Representation regarding the latter oppression of our Company servants or obstruction of their trade; secondly, that the quantity of saltpeter which Their Honors came to allocate to us for this season consisted of 23000 maunds. Thus deliberations were held on both matters, and with relation to the first it was considered that nothing else can be done regarding it except to let the matter take its course, and in the hope that the English gentlemen are serious, to request that the aforementioned examination be continued as speedily as possible and what is required therein be provided; but regarding the saltpeter, in accordance with the proposal of the Lord Director, it was agreed to submit to Their Honors that they disadvantage us in that respect, they having assigned 20000 maunds to the French, whereas the English and Dutch Companies have always had an equal right and share in the procurement, and the French out of the 100 maunds never drew more than 15, except at Mow, where the Dutch drew 2/3 and the English 1/3 from the harvest, provided the French provided their portion therefrom; just as all this, and the argument why one ought constantly to be regarded equally in this matter, was further demonstrated in the memorial sent to Calcutta on the 16th of May last, and just as according to the aforementioned partition we ought currently to receive at least 56000 instead of the aforementioned 23000 maunds. Thus it was likewise approved to insist on a larger portion, whether now or in some time, which, as far as the present supply is concerned, will be all the same to us, provided the Company does not come short. A farman, before which one must bow with the deepest reverence, and the obedience of which ought to take place just as strictly as if it were a divine command, having been received here with great splendor and respect, and dictating how the kings in former days, taking heed of the peace of the inhabitants and the welfare of the country, out of a special favor and to assist the subjects in their needs, have admitted the worthy European nations to trade according to their sovereign power, in order that the cash and merchandise which they import from their country might be invested and sold to the greatest use and interest, and that on the other hand they might gather the products of this country and take the profits therefrom unto themselves, which must serve for the mutual flourishing of the provinces and benefit of the peoples. But that it had now come to the illustrious knowledge of His Majesty that for some time very little silver or money had been brought into the country by the Europeans, and that on the contrary considerable treasures were carried out of the same, and that since such conduct was utterly contrary to the promotion of the welfare of the country, and the subjects thereby came to suffer distress, the said nations ought to proportion their exports to that which they come to bring in, and should transport nothing beyond the value thereof to their country; that they also, without special consent of the government, should carry no cash out of the country, as upon discovery of the contrary the double value thereof will have to be produced, and anyone who has made himself guilty thereof will be deprived of all rights and privileges granted to them by the successive kings concerning their trade; furthermore, that an accurate list or specification of the imports and exports will have to be delivered to the bakhshbandar or custom-house, in order to come under the eye of His Majesty. Thus it is, that enclosing a copy of the aforesaid farman, we are instructed to regulate ourselves precisely according to its contents, and to report to the bakhshbandar what is imported and again exported, without deviating a hair's breadth from this royal order. Note: the content of the farman contains nothing other than what is recorded above under the parwana. It was dispatched on the 5th of Rabi-us-sani, the ninth year, but unauthenticated. After the reading of which the Director remarked upon the dubiousness regarding the authenticity of the so-called farman, on the one hand because the power of the kings of Hindostan has shrunk so greatly through the domination and tyranny of the English that virtually nothing but the bare name of king has remained; on the other hand, because this mandate, according to all probability fabricated in Murshidabad and originating from the English quiver, was not stamped for conformity with the original, as was otherwise done, or, speaking in our manner, was not authenticated. During the transaction of what is recorded by common resolution of today, a letter dated the 27th instant was received from the Honorable Governor and Council at Calcutta, and it being seen therefrom that Their Honors had not yet received a copy of the paper mentioned in the letter of this assembly under date of the 16th instant and relating to the murder and robbery of money, treated more fully by resolution of that date and some earlier resolutions, but that it appeared to Their Honors to be a matter which could not be accurately determined, whether the crime was committed in the district of Hooghly or Burdwan; but that Their Honors, in order to determine that affair and to convince this administration of the sincerity of their assurances and of their readiness to provide all possible redress in this case, offered to apply their intercession with the Raja of Burdwan to pay half of the robbed sum, provided that it could be obtained from our side with the Nawab that he would pay the other half; thus, after deliberation, it was approved and resolved to accept that offer politely, and at the same time to continue pressing the Nawab further for satisfaction, as well as to await the outcome of the matter with patience. But on the 3rd of this month, when those reports were actually first received, we found ourselves, as an extract of the resolution of that date, with insertion of the report concerning the Amsterdam Chamber, comes to indicate, in quite as great a sea of confusion as before, and therefore not in a state to decide what is necessary thereon; partly because among the errors pointed out from the Netherlands there were some included for which, on the 18th of March 1768, while deliberating upon a report concerning the examination of the trade books of 1766, we had imposed compensation upon the invoice keeper, and partly because on the said day, following the report by the examiners on how the actual balance of the returns did not agree with that which appeared in the books under the last of August 1767, or rather almost all items thereof—some in the number of pieces, but by far the greatest part in the sums of money—and because time was then too short to trace the differences as well as their origin in detail, a decision had already been taken and a separate committee appointed to examine all this thoroughly, without its having been possible to accomplish this before the 6th of this month owing to the manifold erroneous and confused proceedings, when the report was received from the persons who had been commissioned for that task, the titular Junior Merchant Willem Kerkman and the ordinary auditor, Assistant Jan Caspar Greegert. However, since it is stated therein, among other things, that many of the pointed-out errors were accounted for in the book year 1767/8, some being accepted in that manner and others not, concerning which light will have to be obtained not only from the invoice keeper, but also from those who are busy with the examination of the trade books of 1767/8; we have once again had to postpone the final decision until after the dispatch of the ship 's Lands Welvaaren, when, or if it be possible before the departure of that vessel, the Trade Bookkeeper Ross and the aforementioned Kerkman will investigate the matter again, and make a further report of their findings and considerations; which we deem more appropriate than by currently taking a resolution here or there, making the confusion even greater and at times such that in the end there would be no working through it. We hope, therefore, by the next opportunity via Batavia, to be able to supply Your Right Honorable Excellencies with the requisite elucidation, and at the same time send the invoices and corrective documents which may provide light for the correction of the errors, meanwhile very humbly begging excuse for the person who committed all these irregularities and has caused Your Right Honorable Excellencies as well as ourselves the utmost displeasure. A certain Anthonij Vorster, formerly stationed as master carpenter in this Directorate, and repatriated in the spring of 1767 per the ship Jongvrouwe Cornelia Jacoba, and having, as has been learned, settled in Amsterdam, would, according to the report made to us by the appointed Orphan Masters, as the affairs concerning orphans principally incumbent upon us, maintain an action or claim on an estate administered by them of a deceased burgher by the name of Cornelis Brengman, whose daughter he had married; and therefore, in order to prove his right thereto, he ought to appear before the Court here at this place; to which end we had also qualified them, since the aforementioned Anthonij Vorster had no one here upon whom the service of writ could be served, to request a citation by edict, which, after proper publication and posting in loco, we take the liberty of sending over in a packet addressed to the Orphan Masters of the Burgher Orphanage of the city of Amsterdam, with a humble request that, if no omission has been committed herein, the same may reach its address, and the boldness we employ not be taken amiss, as we, being inexpert in the actual laws of practice and destitute of examples or precedents in this regard, could find no other way out, and if at fault, must be presumed in such a case to err through ignorance and not intentionally to transgress any regulations or unknown usages; a copy of the letter being enclosed herewith for the pleasing consideration of Your Right Honorable Excellencies. We would on this occasion have no other matter to impart to Your Noble Grand Honorables than that which was reported by us in humble letters of the 8th of November of the past year, dispatched by the ships Vlissingen and Scholtenburg, were it not that, pursuant to our resolution of the 25th of the said month, we still had to make a charge of ƒ 31: 16:- or 1/8 per cent charges, with which the silk consigned to Your Noble Grand Honorable Chamber must yet be burdened, in order as much as possible to balance the account of charges on own shipping, which annually falls behind at the closing of the books, and to prevent the disadvantageous appearance of something that principally or solely originates from a calculation that was proportionally too low on the gathered silk in kind. We have cited the considerations therefor more broadly in our presently departing respectful missive to the illustrious assembly of the Seventeen, to which we refer with respect; deeming it at the same time our duty to show that the presently departing ships IJsselmonde and Bleijenburg each carry a fairly well-assorted cargo of around 8 tons of gold. We hope, therefore, by the latest opportunity via Batavia, to be able to present to Your Right Honourable Excellencies the invoices and other documents that may shed light on the rectification of the errors, meanwhile very humbly requesting pardon for the person who is the cause of all these irregularities and who has aroused the utmost displeasure in Your Right Honourable Excellencies as well as in us. However, regarding the 8 pieces of tukkeries found missing from a bale numbered 167, according to the letter, and number 179, according to the tenor of the declaration sent alongside it by Kornelis van Leuven and company, an opinion having been requested from the staff at Vattena, where this linen was negotiated, concerning the person who was known to them as the unpacker of both the aforementioned bales, and which, due to the missing unpacker's note, could not be verified here so well, as well as the considerations that they, having heard the said persons, could report to us in favour of those people, we have received a reply to both matters by the staff's letters of the 16th of the past month; and, on the basis of what they showed to us, on the 27th thereafter, as far as we are concerned, we acquitted the unpackers of any compensation or further accountability in this matter, humbly requesting that Your Right Honourable Excellencies, after a favourable consideration of everything pleaded in favour of those poor people by an extract resolution of the last-mentioned date, to be found among the annexes hereto, may be pleased to crown that disposition and accounting with their desired approval. Taking up subsequently that which relates in any way to Ysselmonde, which was addressed for half of the cargo and with the bottom layer to the Chamber of Your Right Honourable Excellencies, another extract resolution of the 18th of October anno passato will show the defects found upon inspection of that keel and the proofs annexed thereto, being the report of the skipper Arendt van der Deure and a declaration of his officers that the repairs were properly carried out and the ship was thus properly placed in a condition to undertake the voyage, among which one may also count the provision of the supplies and other necessities requested by petition on the 6th of this month, as shown by an extract resolution of that date, the principal items of which, besides the usual rations, consist of: 2 heavy anchors, in place of the ones lost according to declarations; 2 heavy ropes, in place of those found unserviceable and cut away; 2 cable ropes, for those broken to pieces according to declarations. All of which declarations, in authentic copies, together with the deeds of persons taken into service or upgraded, also accompany this, as shown by the register of those compiled in the further annexes, upon which is also noted an extract resolution of the 2nd of the past month concerning the passage granted to the Netherlands to the two Armenians named Gregori Kaldaar and Johannes Raphael, the first petitioner with his wife and a maidservant who has an infant with her, the family of these people residing in Amsterdam, and they having paid into the treasury the usual transport money for the journey there and back, as well for themselves as with respect to the maid, and they all, upon his special request, being permitted to cross over on Ysselmonde. Regarding the findings concerning the cargo delivered by that keel, we have disposed in such a manner as Your Right Honourable Excellencies are humbly requested to view by another extract resolution of the 6th of this month, when we had all the shortfalls on the pepper, the lead, tin, and sappan wood written off, as not exceeding the limit set by the general regulations; we had the spices, which were weighed gross according to orders and were also found not to exceed the limit in shortfalls, taken in according to the terms of the orders; as well as having written off the 184 ricebirds that died on the voyage hither. invoice & cargo of the ship Jongvrouwe Kornelia Jacoba, repatriated from here in January 1767; yet to our regret we can report nothing else in that regard, than that these are careless errors, committed by the invoice keeper, whose report, inserted into an extract of a resolution accompanying this, served in our meeting on the 3rd instant, without us having been able to make a final disposition on it, partly because he, following the errors demonstrated from the Netherlands in the invoices since the autumn of 1766, had already been imposed some compensations by our decree of 18 March 1768, when we deliberated over the contents of a report concerning the examination of the trade books of 1766/7, and on the other hand because, on the same day, upon the showing by the examiners that the actual balance of the retouren did not agree with what appeared in the books as of ultimo August 1767 in almost all of its entries, some in the number of pieces, but the largest largest part in the sums of money, and that at the time time was too short to trace the discrepancies as well as their origin, we had already taken a resolution and appointed a separate committee to examine the matter thoroughly, which, however, owing to the numerous erroneous and confused transactions, could not be completed until the 6th of this month, when the report of the persons appointed to that work, the titular junior merchant Willem Kerkman and ordinary auditor the assistant Jan Casper Greegert, came in. But since it is stated therein, among other things, that many of the demonstrated errors in the book year 1767/8 were taken into account, some included in that manner and others not, about which light must therefore be obtained not only from the invoice keeper, but also from whoever is engaged in the examination of the trade books of 1767/8, we have once again had to postpone the final disposition until after the dispatch of the ship 's Lands Welvaaren, whereafter, or if it is possible before the departure of that vessel, the trade bookkeeper Rossen and the said Kerkman shall examine the matter again and make a further report of their findings and considerations; which we deem more appropriate than making a resolution here or there at present, thereby making the confusion even greater and sometimes such that there would ultimately be no getting through it. We therefore hope with the last opportunity via Batavia to be able to send Your Noble Grand Worships the invoices and other documents which may shed light on the rectification of the errors. In the meantime requesting very humble excuse for the person who is the cause of all these irregularities, and has provoked the utmost displeasure for Your Noble Grand Worships as well as ourselves. As regards now the ship Bleijenborg, there there such defects were found on it as are known by an extract of a resolution of 18 October of the past year, which have all been properly repaired, as shown by the report of the skipper and a declaration of his officers annexed to the extract; so that the ship, which has an extraordinary lower layer of saltpeter and, instead of the previously projected larger amount of sappanwood, some firewood has been provided to dunnage the salt, for such reasons as an extract from our resolution of 29 November last indicates, can now undertake the voyage with peace of mind, being properly provided with the provisions and other necessities requested by the skipper Andries Lindt by petition, the principal of which have been delivered: 1 heavy anchor instead of the lost one according to the declaration. 2 heavy ropes for one that parted and another that was found unfit. 1 cable rope, instead of one wound to pieces. Of which delivery an extract of a resolution of the 6th of this month, and the copies of the declarations, item the copies of the deeds of persons amended or taken into service, also constitute the enclosures to this. On the said day also served the findings of the cargo brought from Batavia, which goods are likewise accompanied under an extract of a resolution and will indicate that we have had the ship's officers debited for what falls short over and above the permitted write-off, namely 1¼ percent on the lead, 1/32 percent on the hoop iron, and ½ percent on the spelter; but on the other hand have credited the same for 1/32 percent on the bar iron, item 33 percent on the salt for spillage between shipboard and shore, all according to the tenor of the general regulation, according to which the 1 percent underweight on the last item, with the 13 1/3 percent leakage on the arrack, as well as the perished poultry, have been passed for write-off, said vessel presently carrying from here for the Chamber of Hoorn:

The destination and consignment of the ships named in the margin having already been communicated by our submissive letters of 7 November past dispatched per Vlissingen and Scholtenburg, we would let this serve beforehand to give Your Noble Grand Right Honours, pursuant to the promises made at that time, a report concerning the cause of the differences in the invoice and cargo of the ship Jongevrouwe Cornelia Jacoba repatriated from here in January 1767; but we can to our regret, in that regard, report nothing other than that they are careless errors committed by the keeper of the accounts whose, whose report, inserted in an extract resolution accompanying this, was served in our meeting on the 3rd instant, without our having been able to take a final disposition thereon, partly on account of some of the errors shown from the Netherlands in the invoices since the autumn of 1766 having already been imposed upon him for compensation by our decree of 18 March 1768 when Your Honours deliberated on the contents of a report concerning the examination of the trade books of 1766/7, and partly because we, on the same day upon the report by the examiners that the actual remaining stock of returns did not agree with that which appeared in the books under the last of August 1767 in almost all entries thereof, some in the number of pieces, but the greatest part in the sums of money, and that the time was then too short to trace the differences as well as the origin thereof, had already taken a resolution and appointed a separate committee to investigate the one and the other accurately, accurately, but which, on account of the manifold erroneous and confused transactions, could not be completed earlier than the 6th instant, when the report of the persons appointed to that work, the titular Junior Merchant Willem Kerkman and ordinary recalculator the Assistant Jan Casper Greegert, came in. But whereas it is said therein among other things that many of the errors shown were charged in the book-year 1767/8, some were entered in that manner and others not, wherefore one will consequently not only have to obtain light from the keeper of the accounts, but also from the one who is busy with the examination of the trade books of 1767/8, we have thus had to postpone the final disposition once again until after the dispatch of 's Lands Welvaren, when, or if it be possible before the departure of of that vessel, the trade bookkeeper Bos and the said Kerkman will go over the matter again and make a further report of their findings and considerations, which we deem more appropriate than, by taking a resolution here or there, making the confusion even greater and at times such that in the end there would be no getting through it. We hope therefore to be able to send to Your Noble Grand Right Honours by the latest opportunity via Batavia the invoices and other documents which can shed light on the correction of the errors; meanwhile requesting a very humble excuse for the one who is the cause of all these irregularities and has caused us, as well as you, the utmost displeasure.
