During the session of 27 May previously, a notarial address from the said Court of Justice was presented and, by resolution of that date, recorded concerning the swearing of declarations of lost anchors and ropes by the person at whose disposal they were granted; the objections and difficulties regarding which we have removed by ordering that the first officers of the ships shall henceforth not swear to those declarations themselves, but to the truth of the loss mentioned therein, as is dealt with in more detail in our said resolution. Submission of the copybooks of the Orphan Chamber. 113. Furthermore, with respect to the boards, there is nothing to report except that a copy of the journal and ledger kept by the Orphan Chamber for 1787/8 was submitted in our meeting of 3 March last and added to the general appendices. The poor fund stood on the aforementioned date previously at ƒ10869:12:8, and proper account was rendered by the poor administrators for the funds managed by them, as appears from what occurs in that respect in our resolutions of 7 August and 24 October 1788. Authorization granted to the Vendue Master to change the conditions. Reference to the resolutions regarding the addition, so far as required, of new ironwork, painting, and everything belonging thereto, each coming to cost f: 7: 63. This appearing to us very moderate, and the said sluices being found as good and sound as one could desire, we have, since the renewal, as said, was absolutely necessary, granted authorization for the further manufacture of as many as are required. Upon the representation made to us by the Vendue Master and the further transactions regarding his duties by resolution of 21 Novb: 1788, we have authorized him to hold the auctions only for cash payment, under such further stipulations as that resolution further shows, to which we request leave to refer. Regarding the further orders that require no other references than briefly noting what they consist of and where they are to be found, such as the dispositions on the price current of the storehouse necessities, and notes concerning them; the granting of a subsistence allowance to a poor widow and child from the Poor Fund; authorization for the preparation of some necessities at the expense of the same; and finally, the alteration of our last year's resolution regarding the chests and packages permitted to the departed: we request leave to refer also to our resolutions of 7e Augs and 24 October 1788, item 7, 20 Feb: and 11 March of this year. With respect to the Foreign Nations, by our resolution of 27 May 1788, a letter was inserted from the Danish Gentlemen concerning the estate of Pieter Frantsen, mentioned more broadly in our last year's description, whereby their Honors again requested our assistance in obtaining the legacies that the Executor in that estate, the Burgher Pieter Hoff, still had to pay out. We have complied therewith as that resolution shows, our reply to those Gentlemen being entered in the subsequent one of 7e' August. Receipt offered for the money of Capt: Geddes. Section 121. The Senior Merchant and Head Administrator the Hon: Anthony Bogaardt having died, we have, in the session of 23 Sept: last, and subject to Your High Mightinesses' approval, appointed anew as such the Senior Merchant and First in the Cloth Warehouse, Johan Willem Salomon van Haugwits, and also allowed him to continue in the last-mentioned office until Your High Mightinesses' further disposition, by reason of the little work that currently needs to be performed therein, and because no further change among the Employees would thereby need to take place. He addresses himself by petition to Your High Mightinesses, wherein he represents that in the year 1766 he was sent hither from Batavia as a Junior Merchant to await employment, and after having performed the duties of ordinary commissioner for some time, was favored by the same with the post of Pay Bookkeeper and Vendue Master, and subsequently with that of Second at Patna, which post he continued until the year 1778, when he was appointed Merchant and First Storekeeper, and in the year 1785 as First in the Cloth Warehouse; and that this Meeting having recently provisionally charged him, as Senior Merchant, with the administration of the office fallen vacant by the death of the aforementioned Head Administrator Bogaart, he respectfully implores the favorable reflection of Your High Mightinesses on his many years of service and requests to graciously confirm him as Head Administrator, adding the appropriate rank and salary of Senior Merchant. being of the actual, as at the secretariat the secretarial office, which fell to his lot by Your High Excellencies' disposition after having passed through all the grades from the lowest clerk upwards, and which he held for fourteen and a half years, after which Your High Excellencies were pleased to dispatch him to the office and rank of his department at present, not without the well-founded expectation of also enjoying the privilege in that clerical office of succeeding as head in case an opportunity presented itself, as happened recently with the demise of the late Head Administrator Bogaardt; yet to his sensitive grief his applications were not taken into consideration, on account of the arrangement which the Director declared to have made and proposed, namely to let the eldest advance, whereby that post, to his prejudice, provisionally fell to the merchant Van Haugwitz, who came to Bengal as an unassigned junior merchant when he was already serving in the secretariat, and subsequently by chance became merchant earlier, though in the service itself much younger than he, Elbracht. So that if length of service merits any consideration, he has no one above him here in Bengal, and this ranking would prejudice him so considerably that, in view of his advanced years and the likely remainder of his life, there is no longer any probability of advancement or promotion, unless Your High Excellencies are pleased to give favorable reflection to this, and, as he is now managing the trade office for the fifth fiscal year, are pleased to let him enjoy, as a generous recompense for the trouble, care, and responsibility attached to his office, that which anyone placed in his position and possessing any ambition might respectfully expect through Your High Excellencies' equity, namely the succession as Head of the trade office; for which reason he respectfully implores the in every way renowned and powerful protection of Your High Excellencies to succeed as Head Administrator; or, if the aforementioned arrangement must stand, that Your High Excellencies out of benevolent compassion may be pleased to soften his natural sorrow by disposing of him in an honorable and profitable manner, and to employ him either here or elsewhere, and meanwhile kindly favor him with another merchant's post, either First in the cloth warehouse or whatever else might become vacant, and in this manner discharge him from so heavy and responsible a post as he currently holds. Section 126. From the merchant, fiscal, and village master Adrianus Gerardus Krayenhoff there is likewise forwarded a petition, in which he requests to be favored with the post of Head Administrator, with the addition of the ordinary rank and salary pertaining thereto. Section 127. In like manner, by petition of the merchant and second at Kassembazaar, Willem Jan Van Midlum, Your High Excellencies' high, favorable, and kind reflection is implored to be taken into consideration upon the redistribution of the aforementioned Head Administrator's post, in order to be allowed to succeed in the further regulation arising therefrom. Section 128. We take the liberty of recommending all these petitioners to Your High Excellencies' favor, as well as the junior merchant Jan Pieter Boomgardt, who by an accompanying petition requests confirmation as Resident of Patna, to which post we have appointed him in place of Dirk Van Hogendorp, who was relieved to the capital by Your High Excellencies. Section 129. There is also forwarded a petition from the young sailor Gregorius Verklots, who recently arrived here on the ship Straalen and is employed in the clerical service, in which he requests to be benefited with the assistant's board money; as he is a most capable young man and one may reasonably expect everything good from his skill in trade matters, we likewise take the liberty of requesting Your High Excellencies' favorable reflection on this. Section 130. By our resolution of 31 December 1788, we granted permission to Ensign Hans Swanefretz, who arrived here on Straalen in the year 1786, to cross over to Ceylon, as he was of no service here and might possibly be employed there; pursuant to which he has departed thither with the sloop De Chinsurah, as has also the assistant Albert Hendrik Giesler, who by resolution of 13 January of this year was relieved to Europe on account of expiration of time, and will attempt to obtain passage there to the Netherlands, which could not be found here. Section 131. Furthermore, at the session of 30 March last, we permitted the young assistant Leendert Geenemans to cross over to the capital by the bearer of this with suspension of salary, after his request for the same with retention of salary had previously been denied, because he has not served out his contract. Section 132. As the further dispositions regarding the servants require no special repetition herein, we request to be allowed to refer in that respect either to our resolutions of 27 May 1788 and 20 February, 11 and 24 March 1789, or to the accompanying copy deed book. 327 Patria To the Right Honorable Highly Respected Lords The Directors Deputed to the Assembly Of the Seventeen representing The General Dutch East India Company at the Presidial Chamber Amsterdam Right Honorable Highly Respected Lords, On the 9th of March last we had the honor to provide your Right Honorable Lordships, under cover to the Gentlemen Ambassadors of the State in France and England, a detailed report regarding the arrival in the Ganges of the private ship the Antonetta, fitted out at Vlissingen, and what had been done by us with respect to the same up to that date, with the promise to inform your Right Honorable Lordships further at the first opportunity of what was to happen with that vessel. As this opportunity now presents itself through the departure of the English packet boat the Swallow, which will probably arrive in Europe so early that your Right Honorable Lordships will be able to be informed, even before the end of the current year, of everything relating to this extraordinary case, we deemed it necessary to make use thereof for this purpose, with the further transmission of such relevant papers as we judge may serve for your Right Honorable Lordships' consideration and elucidation; this packet is again dispatched under private address of the First Signatory to the Ambassador in England, 39 9 345 England, whereby we may rely upon a speedy and secure transmission. Our aforementioned account regarding the ship the Antonetta runs up to the 8th of March, when we received tidings that the same had been captured during the preceding night by our dispatched sloops without offering any resistance; since then, or on the 10th of that month, it was brought here before the Lodge, and in our meeting held the following day the Fiscal Office was instructed and authorized to maintain the rights and interests of the Company in this matter, to conduct the most accurate investigation into the circumstances of its outfitting, and to proceed toward the confiscation of ship and cargo in such manner as the edicts of the Sovereign and the orders of the Company on this subject dictate. On the same day, there was delivered to the Director a letter from the Captain of that vessel, George Hoare, which we enclose herewith in copy, wherein he says that Messrs. Robert Charnock & Comp: at Vlissingen are his owners, and that he will protest in the strongest terms against our manner of proceeding before he leaves Bengal, in order to enable his said masters to recover the damages they may suffer through the seizure of ship and cargo; to this we have had answered, solely in the name of the Director, that the matter concerning his ship having been made judicial, he must address himself, if he had anything to request, to the Court of Justice or to the Fiscal. Since then we have heard nothing from him, thus also have received no protest as yet, and as we hear he is still at Calcutta. On the 24th of the said month of March, we were informed in writing by the Fiscal that the ordered proceedings had commenced, with a detailed narrative of what transpired regarding the outfitting and voyage of that vessel, as your Right Honorable Lordships may please to observe from the enclosed copy, to which we take the liberty to refer. 224 According to the same, as well as what can be inferred from the cargo, among which various consigned goods from diverse persons in England to their friends at Calcutta were found, it appears completely that the ship was loaded at London, and is therefore probably English property; meanwhile, the instituted proceedings have been concluded, and the ship and cargo declared confiscated by the Court of Justice, as shown by the enclosed sentence, to which we also add a copy of the inventory of everything found on and in that vessel. These and the previously transmitted papers being all that we can supply to your Right Honorable Lordships for elucidation in this matter, we hope that the same will be found sufficient for that purpose, and that our actions and conduct in this unprecedented case may meet with your Lordships' approval. wrecked at Arracan, we are taking advantage of an opportunity that presents itself to dispatch this to Palliacatta in a secure manner, both by overland route and by sea, in the hope that it will arrive at that place in time to be presented to Your High Nobilities with the ship departing from there at the beginning of next month. To this end, the original departs today overland, and the duplicate is to follow in a few days by sea opportunity; the latter accompanied by the duplicates of our respectful general and secret dispatches of 31 March and 5 April of the past year, which were sent with the ship Eyk en Linden, and of the receipt of which we have not yet had any notice. The sad news of the aforementioned accident was brought here on the 7th of this month by the captain-lieutenant of that vessel, who arrived here with a sub-lieutenant, four petty officers, and two common sailors in a small English vessel chartered at Arracan. According to his account, that vessel was already at the latitude of Point Palmeros on 13 July last, and from there was driven by heavy weather toward the coast of Arracan, where, after the loss of its rigging, it ran aground on the Broken Islands, was abandoned by the crew, and subsequently smashed on the rocks, without anything of the cargo—indeed, not even the chest with papers—having been salvaged, as appears in more detail from the attached copy of the extract logbook, which the said captain-lieutenant drafted to the best of his recollection and delivered to us. The crew, which with the exception of four men who perished has been saved, is still at Arracan, where a vessel had been chartered by Captain Montanje for the passage of himself and twenty-nine men who had saved themselves in the boat, for one thousand rupees. However, owing to illness arising among the people as well as other circumstances, no more than the aforementioned eight men came hither in it. Since this was therefore not the fault of the lessor of that vessel, we deemed ourselves obliged to honor the contract entered into by Captain Montanje and to pay those 1000 rupees, all the more so because some discredit regarding the Company already appeared to have taken place at Arracan, as the Captain was compelled to draw that sum there from the private money that, according to the verbal account of the captain-lieutenant, was in the ship and had been brought ashore partly on a raft by the people who saved themselves with the boat, and was subsequently taken by the King of Arracan into his custody or keeping. This is all that is known to us thus far of this unfortunate accident, as a letter written to us by Captain Montanje before the departure of the captain-lieutenant and sent overland has not yet been received here, and this officer brought us nothing other than verbal news, since according to him the Captain was unable to write for lack of the necessary utensils, which could not be obtained there. We immediately resolved to employ the necessary means to bring Captain Montanje, along with the remaining crew to the number of 80 heads, hither as well, and to that end we shall with all speed prepare and dispatch a sloop, which has been summoned from below. Since, according to the aforementioned report, the ship was smashed on the rocks, and it appeared to us that much of the cargo might still be salvaged, we likewise resolved to dispatch a delegation to the King with that sloop in order, if possible, to obtain the necessary permission for that purpose and to carry out whatever we might find could be fruitfully effected in that regard. But the day before yesterday, the first-undersigned received a letter from Mr. George Taylor at Calcutta, for whom the captain-lieutenant had brought some letters from his correspondent at Arracan which had been sent to him by the Director, requesting, if any particulars regarding the loss and the present condition of the ship had been obtained, to share them with him; by which letter he indicated that he stood in such connection with the King of Arracan that he could be of service to us in claiming and salvaging a part of the cargo, for which he also offered his services. Thus, we resolved to make a trial of what might be done in this matter through the mediation of that gentleman, and we deputed the member of our assembly, Junior Merchant Heyning, to Calcutta, in order to hear on what conditions Mr. Taylor would be willing to grant his aid and assistance, or mediation, toward claiming and recovering the cargo. Thereupon, we received this morning from the said Junior Merchant Heyning a letter, which we have the honor to enclose in copy herewith, according to which that gentleman agrees to undertake the salvage at his own expense for 15 percent, besides another 10 percent to the Rajah for the export duty, thus 25 percent in total; and if the enterprise fails, to ask nothing for the expenses. We found this condition so advantageous that we immediately authorized the said Junior Merchant Heyning to conclude a contract in our name with that gentleman in this regard, stipulating therein that 25 percent in kind shall be ceded to him of all goods, of whatever nature, that shall thus come to be received here from the cargo through his care, and that within those 25 percent shall also be included the 10 percent to the King or such other claims as he might have.
