Of the return ships destined this year by the Noble High Indian Government via Bengal to the Netherlands, namely: Vlissingen for the presiding Chamber Zeeland By the ships Vlissingen for Zeeland Scholtenburg for Amsterdam turn over Scholtenburg for Amsterdam Ysselmonde for the Meuse and Blijenburg for the Northern Quarter; we berthed the two first-mentioned on the 6th of September last, when the prospect for loading all four appeared fairly good, in order to put to sea around this time or the fixed departure date of 10 November, although at present, due to the now precisely setting-in spring of the new moon, and the monsoon change that has not yet followed, it will likely be three days past the appointed time, understood that they arrive at Hijelij tomorrow or the day after tomorrow, as it may otherwise become even later before they get under sail, just as this and the precautions taken toward a timely shipment and safe storage of the packages, which must be taken over at the said place, are circumstantially noted in an attached Extract of the resolution of the 1st of the current month, according to which we have also given the required communication of this inconvenience to the Assembly of Seventeen, and thus, as rightly fitting, have at the same time submitted to the consideration of their Right Noble High Respects how little it matters whether the departure dates of the return ships are fixed or not, so that, if it might please the Same, a favorable reflection might all the sooner be cast on the change requested in the year 1768 in that regard: meanwhile not being without hope of having the aforementioned ships IJsselmonde and Blijenburg follow on their time in next January, notwithstanding that the slow supply of returns is a matter of constant complaints, and to meet which such measures have been devised as are amply described in the general letter now departing to the aforementioned illustrious Assembly, to which we for the rest with

Subsequently, the Director pointed out the difficulty that presented itself regarding the shipping of the bales that still had to go aboard the return ships Vlissingen and Scholtenburg, and this partly because of the report made to His Honor during the session by the Equipagemeester van Braam, that according to news received this past morning, those vessels had not yet departed from Culpee the day before yesterday because they had not been able to weigh their anchors; and partly on account of the apprehension that must be felt for bad weather, since the change of the monsoon has not followed up to now and the approaching spring tide of the new moon falls precisely around that time that the ships, according to the orders, ought to weigh anchor from Hijelij and get under sail, whereby, as has unfortunately been experienced now for two consecutive years, one sometimes ran the risk, if not of accidents, at least of the bales getting wet from rain driving into the vessels, notwithstanding the precautions that were taken against it; that most of the coarsest and heaviest bales were indeed already aboard, but that no more could now be taken over except after the ships would have arrived at Hijelij; on which account, the aforementioned Director, before proceeding to a decision regarding the shipping or not shipping of the goods, proposed to the assembly first to hear the advice of the aforementioned Equipagemeester as to when, in his opinion, the ships might well be able to get under sail and be at Hijelij; likewise whether the vessels, 33 in case one were willing to dispatch them, could lie safely enough in the creek at the aforementioned roadstead to remain waiting there for some time for the ships, if it cannot be otherwise. And since the members collectively regarded this proposal as the most prudent measure by which one could take one's precautions, the said seaman, being already at hand, was called in and, in accordance with the desire of the aforementioned Director, he first repeated the account given to His Honor, namely that the neap-after-spring of the full moon in the recently concluded month of October had not permitted thinking of unmooring the ships before the 29th or the last day of the spring tide, during which, according to known custom, none of our pilots dared to undertake to get under sail; that they had been busy for two days winding the anchor, but that, according to the report received lately, despite all efforts made, the anchors had not been brought home up to the day before yesterday; and subsequently, in reply to the aforementioned points which His Honor put to him separately, he answered that, to all appearance, whether the anchors had been retrieved or had to be cut, the ships could be under sail today, but that, if the north wind did not come through better than hitherto, they might well have 7 to 8 days of work to reach Hijelij, because to get over the shallows they had to sail against the flood; that as regards the safety of the vessels in the Hijelij creek, he, the Equipagemeester, was of the opinion that once they were there, they could lie as securely as before this lodge, except in case of a tempest or flood of water, against which one could reckon nothing and also conceive no precaution; but 35 that otherwise, in his judgment, it was the best way to let those small vessels await the ships inside the aforementioned creek. After hearing all of which and dismissing the repeatedly mentioned Equipagemeester, the Director declared his opinion to be that one ought immediately to proceed with the shipping of the goods, because the vessels, if dispatched today or tomorrow, by making a little haste, could still be down by the 6th or at the latest the 7th, and thus during the rise of the new moon spring tide, which is far from being as dangerous as the fall of the spring tide; whereas, if one wished to wait until the ships were at Hijelij, the difficulty would present itself that one might not be able to begin the shipment before the 12th or 13th of this month, when one might well reckon that the spring tide was over, but could not foresee whether it would indeed be such manageable weather as at present; besides and apart from the fact that the orders are positive to arrange everything so that the ships of the first consignment can put to sea on the 10th of November, for which purpose all diligence ought to be applied on our part, at least as long as it does not please the Gentlemen Superiors to see fit to make a change in the fixed departure days, even though, also on account of the aforementioned spring tide, and notwithstanding the goods and papers arriving on board in time, two to three days will pass before the anchor can be weighed; that His Honor, far from delaying the work for that reason, would rather make all haste with it, and for a speedy departure, give place on the vessels, which shall depart at least three by three at the same time, to the command of a sergeant and some lower-ranking military men in order

And since the aforementioned inconveniences clearly show how little it matters whether the departure dates of the ships are prefixed, since, as has already been briefly mentioned here before, they cannot sail before the 12th and a half or 13th, and thus three days past the appointed time, and that even under the assumption that they can be at Hijelij on the 8th or 9th, since otherwise it may well run a few days later: so it was finally, on the proposal of the Director, further resolved to present the one and the other to the Lords and Masters, not in the letter that was already summarized and approved yesterday, but, in order to spare rewriting as much as possible, in a subsequent short letter in which one can at the same time mention whatever might still arise in the meantime and cannot be foreseen for the present. Hereafter, the Honorable Head Administrator produced the findings on the discharged cargoes by the return ships Vlissingen and so forth, reading as follows: Findings of the deficits and defects on the discharged cargo of the after-mentioned ships, which recently arrived here from Batavia, as appears from the reports of the ordinary and specially appointed commissioners: regarding which the undersigned requests the disposition of the meeting for the information of the trade bookkeeper, namely: Per the ship Vlissingen: According to the report of the warehouse master J: M: Ross, in the presence of the ordinary commissioner W:m Kerkman, the following shortweights and defects were delivered in the trade warehouses, namely: 291 3/4 lb Japan bar copper short, being debited on the invoice as 175,000 lb, and only 174,708 1/4 lb received by the warehouse master, thus 291 3/4 lb short, or 1/16 percent round. 83 1/4 lb Dutch lead short, as the invoice dictates 50,000 lb, and only 49,916 3/4 lb was received, consequently 83 1/4 lb short, or 1/6 percent short. 166 3/4 lb Bangka tin short on a lot of 100,000 lb debited on the invoice, and only 99,833 1/4 lb was received, thus 166 3/4 lb short, or 1/6 percent round. 132 lb black pepper short of what the invoice dictates, 5,000 lb, and only 4,868 lb received by the warehouse master, consequently 132 lb short, or 2 2/3 percent short. 22 pieces of porcelain bowl platters out of 5 pieces broken. Cloves on 45 chests, debited on the invoice at 3,692 lb net, and according to the above-mentioned memorandum weighed out to the officers of that vessel at Batavia at 5,830 lb gross, from which deducting the 7 wet chests according to the report of the specially appointed commissioners, the junior merchants Herklots and Iddikinge, which at the main place weighed 913 lb gross, leaves 4,917 lb gross for 38 chests, which here weighed only 4,877 lb, and thus 40 lb gross in shortweight, or 3/16. According to the report of the special commissioners, Ensign Gibout Castel and Adjutant Neuman, in the artillery, 950 lb of gunpowder, or 19 small barrels, were found ruined and unfit for use, calculating on the delivered quantity of 6000 lb in 120 small barrels, being 15 5/6 per cent. The rigging, after exact inspection, was also found to be very very good, except for the fore-topmast, which due to rot near the hounds at the head is completely unfit. Since your vessel is now ready to sail, you shall, as soon as this our order together with the further papers addressed both to the Noble Grand-Venerable Gentlemen Directors and to the Ministers at Cabo de goede Hoop have been handed over to you, immediately proceed on board and take care that when the Fiscal comes on board for the muster, all the ship's company is complete and a proper Muster Roll is ready at hand, in order to be delivered to his Honour after the completion of that work, together with the closed accounts of the absentees. During the drifting downriver you must not only promptly observe the commands of the Pilot in setting sail and coming to anchor, but also appoint competent men who can properly understand his orders and make them known to the Mangies, to prevent all such inconveniences as might be caused by the confused rowing of those vessels, as well as keep a neat record, during the drifting downriver until outside the mouth, of everything that might occur in the meantime, especially if it should happen (which God forbid) that your vessel should run aground, and thereby or otherwise suffer any damage, since you will not only have to give account and reckoning thereof to the Noble High-Venerable Gentlemen Majors in the Fatherland, but also make clear and distinct mention thereof in the letter which you will address to us to notify your getting outside, stating therein also at what time you were brought outside and at what depth the Pilot left the ship, where and when the towing vessels left the ship, how many rowers were on each of them, and further in what condition your vessel and crew were at that time, to serve for our information. All of which we most earnestly recommend to you herewith, as well as to treat the Pilot, on whom much depends for the Company, with civility; and thus to cause him not the slightest impoliteness, let alone insolence (about which there have been repeated and very heavy complaints), nor in the least to arrogate any authority over him; bearing in mind that in case of the contrary, we shall not only leave the consequences, as of old, to your account and responsibility, but also give notice thereof to the Noble High-Venerable Gentlemen Majors in the Fatherland, requesting a proper correction of whoever might exceed their bounds in that regard. You shall not remove any anchors or ropes sent out as spare from the vessels without giving us notice thereof in your aforesaid advisory letter, and at the same time sending an affidavit made under oath clearly showing the necessity of what was taken over; bearing in mind that upon violation of this order, you will be reported to the Fatherland as well as to Batavia, and held liable for the compensation of the equipment goods taken over. You must also put your vessel in a proper state of defence before leaving the Ganges, keep your crew at all times well-drilled and ready for action during the voyage, and practice good soldiership and seamanship, without being misled by the display of flags or other signs, so as not to be surprised or deceived by enemies or feigned friends, which, notwithstanding our republic is presently as far as is known in a peaceful state, is nevertheless recommended as a matter of the utmost importance. And whereas the Gentlemen Masters, considering how for some years past various goods in the ships have been spoiled both by leakage and otherwise, have thought fit, in order to prevent this, to draft and frame such an instruction of which a printed copy is ordinarily handed to you; you are therefore most earnestly recommended to follow the orders contained therein literally, with the warning that you shall be liable for all damage that might be caused by the failure to observe this order. In order to continue the voyage as speedily as possible, having reached the latitude of Sunda Strait you shall steer mostly south, as best suits tacking, so as to reach the general South-East trade wind in the southern latitude of 11, 12, 13, and 14 degrees, and then further West-South-West up to the longitude of St. Brandon, and the latitude of 24 to 25 degrees, after deducting the variation of the compass, which is found there to be up to 15 and a half to 16 degrees North-Westering, the better to remain in the trade wind, after which one must run West by South, and West-South-West, to get above Madagascar, where one must try to steer at least 80 to 90 miles above it up to about the longitude of 70 degrees, where the greatest magnetic variation of 24 to 25 degrees is found; having arrived above Madagascar up to the latitude of 27 to 28 degrees, where the currents mostly run to the south, one must sail South-West by West or as westerly as that, until reaching about 35 degrees latitude, thus remaining about 80 miles off the land of Nataal, where about 18 to 18 and a half degrees of variation or North-Westering will be found, from where one must steer westerly to sound the Agulhas reef and the shoals outside it, and thus make Cabo de goede Hoop; serving further for your information that on the chart from Cape Verde to the Cape of Good Hope, the last-mentioned cape is placed at a different longitude, and that in the

the new Mercator chart of the Indian Sea (of both sorts of which you among others are provided), all the coasts and islands have been laid down according to astronomical observations, whereby this chart differs much from that now in use, and consequently work shall be carried out accordingly, as far as the determination of longitude and courses is concerned. Furthermore, you are ordered, as much as seamanship permits, to keep to the prescribed courses and fairway, and upon drifting by current, etc., to take the same again as soon as possible, and not to take any other ways, except in case of emergency or for very good reasons, and to make the same evident in writing and in the logbooks; all on pain of forfeiture of three months' wages by the first commanding Lieutenant, Chief Mate and Second Mates, if they have not protested against it. In making the aforementioned cape, you will have to regulate yourselves concerning the signals according to the Memorandum and marks established thereupon by the Noble Lord Governor TULBAGH, according to the secret Signal Letters accompanying this, which must be surrendered at the Cape; you will find contained in the Instruction mentioned hereinbefore everything that may have to be observed upon approaching the said Cape, Saldanha Bay, Dassen Island, Cape False, etc., as well as in the fourth appendix what must be observed at the Cape roadstead, to which we accordingly refer ourselves. Regarding what you have to observe in case you should miss the Cape, or should judge it unadvisable for the preservation of ship and crew to make that cape, you are referred to the new Instruction for the return ships to be found under Appendix No. 1, whose exact observance is most highly recommended to you. And although by the said Instruction you are indeed explicitly ordered not to trust any flags, and the necessity thereof has already been cited hereinbefore, we nevertheless cannot refrain from adding hereto our special recommendation not to let any people from foreign or unknown ships come on board, much less to go over to such vessels, nor to permit any of the crew to do so, and even upon meeting the Country's Warships, which are commonly sent out to meet the return fleet with refreshments, to demand the letters of the Company before trusting them, in order thus to be able to distinguish friends from enemies. Moreover, it is additionally recommended to you to keep their ship always ready and well prepared against a storm, and to arrange in time that the decks are well cleared, everything made fast, and the tarpaulins nailed down on the uppermost deck, which we expect from you just as much as that you shall continuously have to make the required use, during their voyage from here to the Netherlands, of the ventilator provided to you by the Lords Majors, for the preservation of the health of the ship's crew, as well as at the same time to air the sails as much as practicable to preserve them from decay, and to have them stowed in the bread rooms according to the space that will become available there through the consumption of the provisions, and to keep the remainder, for which there might be no room there, between decks in front of the Gunner's room, and to keep proper note of all this in their journals; being mindful that in case of violation or neglect of this order, such penalties will be imposed upon you by the said Lords Masters as they shall find appropriate according to the exigency of the matter. to rigorously oppose, as shown by the following Extract from their esteemed Missive, dated 18de Maart Anno 1738. In examining the lists of the findings of the spices brought over from the Indies with the return ships in the past year, we have found that the pepper sent to us with the ships Langewyk for Amsterdam and Noordwykerhout for Zeeland (both returned via Bengalen) was delivered with an excessive short weight; namely the first-mentioned with 21½ and the other with 32/½ pro cento: therefore Your Honours are ordered to write to the Director and Council in Bengale to remain as vigilant as possible, to the end that such shortages, which in all likelihood must have been caused by practices of the ship's officers, may no longer be committed, and Your Honours must notify the ship's officers who are to repatriate via Bengale in the future that each of them who is responsible shall, without the slightest leniency, be charged to his account for whatever is delivered short. Thus we wish to have Your Honours warned by this that all short weight on the pepper to be transported by Your Honours shall run for your own account and responsibility. Seeing that the Lords Masters have also expressed their displeasure in their letter of 17de Augustus of the year 1728 that some ships have arrived home whose cannon were partly not in their proper place but struck down into the hold, as appears from the following Extract from the aforesaid missive. Thus we have seen fit to write to Your Honours hereby to make such provisions in the future, and strictly to forbid the officers of homeward-bound ships that they, in order to have more room on the deck or half-deck, or for other similar reasons, shall not be permitted to keep the artillery below in the hold and clear everything out of the way, but the same shall be brought to its proper place and must also be kept there during the voyage, in order to be able to use it and have it at hand in time of need, so that the ships may not be surprised by unexpected encounters with known or unknown enemies, but always be kept in a state of defence. Thus Your Honours will have to ensure that, even though you are permitted by the accompanying Instruction to stow the artillery below for greater stability of the ship as long as Your Honours are around the South, the same must be brought up again immediately after passing that fairway and placed where it belongs. Meanwhile, it also serves for Your Honours' information that the Lords Masters have seen fit to appoint as the Company's Correspondent on Hitland the person William Jurine, to whom Your Honours must address yourselves in case of necessity. Whereas by the Extract of the Batavia Resolution of 24en. October 1752 resting with Your Honours, the High Indian Government recommended to them that upon unloading and loading the ships, a report properly signed by them should be delivered to the Commanders of the outer stations, showing not only when the unloading or loading began, how it proceeded, and when it ended, but also briefly what was carried out or shipped and unladen each day regarding these matters; so Your Honours are hereby recommended, since the preparation of a complete report regarding the loading cannot well be done while Your Honours are present here due to the remoteness of the roadstead, that when the Pilot leaves the ship, you inform us by the letter to be sent with him which and how many vessels with goods may still have been brought on board from the date of the last report that they were ordered, by Extract Resolution of 11den Augustus 1753, to hand over to this Council five days before their dispatch from here, until their arrival at sea, and also when the last vessel arrived or the loading was actually finished, on pain of a fine of two months' wages for the benefit of the Reformed Deaconry Poor at Batavia for those who remain in the least negligent in this regard. Lastly, if it should happen that Your Honours lose your boat before the departure of the Pilot from on board, by storm or otherwise, you shall not only have to inform us thereof with sufficient reason in your advisory letter from sea, but also prove in the Fatherland with a declaration from the ship's council or other valid document that Your Honours truly lost the same due to a storm or other sufficient causes, bearing in mind that in default thereof Your Honours will have to reimburse the value to the Company.
