Zeeland 1 1770 from Coromandel letters 42 Batavia Per the ship De Snoek Receipt of two letters To His High Nobility The High Noble, Great Honourable, Wide-Commanding Lord Petrus Albertus Van der Parra, Governor General, and the Right Noble Lords Councillors of the Dutch Indies a Etc:a Etc:a Etc:a High Noble, Great Honourable, Wide-Commanding Lord and Right Noble Lords One after the other, namely on the 3rd of January and the 22nd of February last, we had the honour to receive via Ceylon Your High Nobilities' most respected missives of the 27th of August and the 18th of November of the recently past year, together with the associated annexes, according to the registers, in respectful reply to which Ps. Thanks for the 4 chests of gold sent, whereof one was left to Ceylon, and a second chest has already been minted there, for which the ministers promised to send back half of the pagodas, as well as everything they might obtain from the sale of the elephants, yet under certain conditions. Reply to Your High Nobilities expresses our gratitude for Your very same carefulness in forwarding 4 gold chests per the ships Velsen and Duijnenburg for the benefit of this government, whereof we, in compliance with Your High Nobilities' venerated instruction in Your very same letters of the 25th of July of the past year, left one chest to the Ceylon ministers, besides a second chest which has already been minted by the same, but for which they in return, by their letters of the 23rd of January last, promised to send to us half of the pagodas proceeding therefrom, as well as all that might be obtained from the sale of the elephants, provided that we should inform them whether one could issue Porto Novo pagodas here in commerce, yet as that coin has already for many years been declared bullion here, we have written them off, or refused the acceptance of that coin. The aforementioned orders have already partly been obeyed, the remainder also stands to be obeyed. And regarding Europe the necessary clarification has been given in the report thereof. The orders contained in the extracts from Your High Nobilities' venerated resolutions we have -. 43 7 partly obeyed already, and brought to execution, as well as, for as far as Europe is concerned, given the required elucidation in our respectful marginal answer to the venerated writing of the Lord Masters, inserted in our latest dispatched advices via Ceylon, of which the copy respectfully accompanies this, the further ordered matters also standing to be taken dutifully into observance, just as regarding the obscurity that occurred to Your High Nobilities The Haselkamp affair was handled in the aforementioned resolutions, and the required elucidation supplied. Request for orders whether one may pay his sureties. Wherein the reasons are mentioned why the widow Devos was charged with half a coir rope in compensation, of which she made use. concerning the funds transferred by two assignations to Batavia by the repatriated former cashier here, Johannes Haselkamp, was extensively dealt with in our resolutions of the 7th of June and the 21st of August, and consequently the required elucidation thereon will, as we trust, have become sufficiently apparent to Your High Nobilities in the report and annexed papers concerning the investigation conducted into the actual circumstances of Haselkamp's affair, regarding the shortage in the treasury, and the liquidation of the same; and we request Your High Nobilities for orders whether satisfaction may be obtained for the injured sureties of the said Haselkamp from the moneys that are still to be found of him here. In the same manner Your High Nobilities, upon receipt of our respectful letters of the 29th of August of the past year, will already have learned for what reasons the widow of the deceased master of equipment here, Cornelis Devos, was charged with half the compensation for the perished coir rope, besides which it is further apparent from the report of the first-signed's inspection of the northern factories dated 16th of July 1767. It is also not unknown to the said widow that her deceased husband had agreed to pay half of that coir rope, but she wished to make use of the fact that the ship Vreedelust had not yet arrived with our submissive advices, regarding which, however, she made a wrong calculation. Regarding the aforementioned errors, it has satisfactorily been made known. Regarding the errors committed both at Palicol 44 1. 1 Concerning the painted neckcloths, and care will be taken that it does not happen anymore. And for the improvement of the cloths. In the same manner Your Right Honourables will already have learned, prior to the receipt of our respectful letters of 24 August of the past year, for what reasons the compensation for the spoiled coir rope was charged here to the widow of the late Master of the Equipage Cornelis de Vos for half of it; besides, it is further evident from the report of the first-signed regarding the inspection of the northern factories dated 16 July 1767. It is also not unknown to the said widow that her late husband had agreed to pay for half of that coir rope, but where she wished to avail herself was of the fact that the ship Vreedelust with our submissive advices had not yet arrived, wherein she has nonetheless made an erroneous calculation. Regarding the abuses committed both at Palicol concerning the painted handkerchiefs, as at Jaggernaijkcoeram with respect to the pack of fine bleached salempores, we shall make Your Right Honourables' displeasure known to the chiefs and take the necessary care that such shall occur no more; and we shall further recommend what is necessary, not only here but also at the subordinate factories, for the improvement of the found defects in the textiles sent from this Coast; as also further interdict the Palliacatta chiefs against accepting and sending undemanded textiles fabricated after foreign samples, as was done by them regarding 43 packs of undesired Cambays; and further write off to Jaggernaijkpuram the offered collection of the stamped chintzes being manufactured there, because of their undesirability at Batavia; just as we shall also announce to the Portonovo merchants Your Right Honourables' pleasure to accept no more rejects, on such condition as mentioned in our submissive letters of 18 December 1768. Although during the past financial year, in accordance with what was communicated in our aforementioned recent advices sent via Ceylon on 20 December 1768, in order to recover as much as possible of the debts of those merchants, we were obliged to accept their rejects again, which nevertheless go over for their account with the bearer of this, because already before the receipt of the interdict the merchants were credited for them in the books and their accounts were closed; yet we shall henceforth do so no more, and in the meantime ensure that the loss or lesser value of the rejects sent last year, together with the advances stipulated thereon, be made good to the Honourable Company. What now further concerns the textile trade: the reports from Palliacatta, Palicol, and Jaggernaijkpuram concerning the contracting of the new cloth demand, which were missing upon the dispatch of our recent advices via Ceylon of 20 December of the past year, have since arrived shortly after one another, all reporting the conclusion of the trade contracts thereof for the recently paid prices, as according to the chiefs' writings there was no possibility to contract for any price reduction; even the merchants at the two last-mentioned factories would not let themselves be moved to drop the recently granted increase on the coarse weaves, wherefore we had to condescend therein, in the hope that one will succeed better with the forthcoming contracting. The merchants of Palliacatta, according to the chiefs' letters of 6 December past, accompanying this in copy, out of the Cambays demanded for Batavia according to 25 numbered handkerchief samples, have accepted only 20 of those samples to deliver for the recently paid prices, and have declined the remaining five samples of Nos. 4, 8, 12, 13, and 21 on account of the difficulty of the work, being thus more costly in their value, and therefore could not be made for the recent prices.

Differing thus in new Nagapattinam currency per pack pagodas 10. 9. 28. being that according to 12 patterns for Europe 1 pagoda 3. 22. 50. ƒ 17. 14. 13. ½. per hundred, as a similar difference is subject to the same sort of goods of 12 patterns demanded for Europe, although the patterns thereof consist of less white and black than those demanded for Batavia, but we turned down that requested increase at our session of 29 December, in consideration that if the same were granted the traders, as we by experience have it, will claim an increase again on these or those assortments in a year or two, therefore having instructed the chiefs to persuade the merchants to accept the same for the prices paid the previous year, but if the merchants absolutely would not agree to that, then to state distinctly to us the prices for which they could at the very least deliver the aforesaid sampled assortments, in order then to make a suitable decision thereon, as we then also received in reply through their letters of 25 February last, attached hereto in copy, that the merchants not only persist in their previous decision, but moreover have made known that even if the increase requested by them on the aforesaid patterns, of which they now single out only four, namely Nos. 4, 8, 13 and 21, were granted, they nevertheless were not in a position to accept those fine diverse cambays for delivery, both on account of the poverty and the dispersal of the weavers and of the heaviness, difficulty and slowness of the work, as the chiefs have convinced us by sending the patterns, with the request therefore to be excused from the collection and on the other hand to be permitted to procure the demanded quantity of cambays according to the remaining 21 numbered patterns for the recently regulated prices, all set down more at large in the aforesaid letter of the chiefs, in which they at the same time show the mistaken statement made in their letters of 6 December of the differing prices being paid by the Honorable Company and private individuals for the checkered gingham underpants long 16 and wide 2 cobidos, according to which last statement private individuals spend fully 12 percent more for it than was paid by the Honorable Company, instead of the fully 3 per hundred stated in their aforementioned previous letters, however much now those representations made by the chiefs agree with the truth, and the mentioned four patterns are slow and also difficult to weave, we have nevertheless decided at our session of the 12th of this month rather to waive the collection of those cloths than to condescend to the requested increase without your Right Reverences' prior special authorization obtained beforehand, as the same has then also been turned down, and the chiefs are authorized to have the required cambays made according to the remaining 21 patterns, and regarding which we request to be honored with your Right Reverences' venerated pleasure, for our guidance for the next contracting, we further referring to the aforesaid decision as well as to the letter dispatched thither on the 13th instant regarding the reasons given by the chiefs and their merchants regarding diverse assortments remaining unfilled on the expired petition dealt with in our previous resolution of 24 December and letter dispatched thither on 8 January following; just as the merchants were threatened regarding the northern cloths, that if no sound

On the information requested from Palicol regarding the arresting of the five merchants who were insolvent and moreover slow to settle their debt to the Honorable Company, mentioned in our recent advices via Ceylon, the Honorable Gentlemen, by their letter of 14 December last, give little hope for the satisfaction of the same for the present, since those traders had testified to being unable to do so as yet, with the promise, however, to satisfy the Honorable Company in time, and that in particular the brothers Cannamoerij Moctaijen and Nawasuwaijen had made a promise regarding the complete settlement of their debt by ultimo August next, with which the chiefs also somewhat flatter themselves, by virtue of the engagement by marriage of the last-named to a well-to-do family in Mazulipatnam, whereby his credit has since begun to pick up considerably, and by which traders substantial quantities of linens were delivered upon their outstanding balance through the assistance of the money brought to them by their aforementioned in-law family; on the other hand, they deem that the sale of the real and personal property of the remaining three merchants, Daaljerij Biddij, Mahamadon Assen, and Bollapregadda Enkana, would, on account of its insignificance, yield nothing worthy of mention, all the more so since the few jewels, gold, and silver works to be found among it were already pawned there in the village as well as in the district of these and other native rulers; and they also deem it even less advisable to send those debtors up here under arrest, because Mahamadoe Assen being a Moor, and Ballapregadda Enkana a Brahmin by caste, and moreover having sprung from a good lineage, the same could not happen without causing a commotion, on which grounds and under which notification it was also decided in our session of 2 February to refrain from using any severe measures toward those traders, but to exercise some patience and to see how they will further conduct themselves, the chiefs having nevertheless in the meantime been most earnestly recommended to attend to the speedy liquidation of those debts, with the notification of our displeasure concerning the conduct of the merchants in general regarding their obstinacy, both in their unwillingness to allow a deduction of the recent price increase added to the coarse cloth and their unwillingness to satisfy that which they were lawfully indebted to the Honorable Company, remaining obstinate on their point without wishing to concede anything whenever it suits their purpose, as is the case regarding the 4 per cent credited to them on the much-enjoyed merchandise, of which, however, further mention will be made in the sequel to this. Obstinacy of the Palicol merchants regarding the disbursement of the excess 4 per cent received. Investigation conducted into the matter and for what purpose the administrative expenses of chialeng, coolie wages, etc. are incurred. The merchants of Palicol persist in their obstinate refusal to restore to the Honorable Company the sum of Pagodas 697. 16. 3/8 or f3139. 11. 6, which was credited to them in excess through an erroneous calculation concerning the 4 per cent added to them on the merchandise taken by them from the Jaggernaikpoeram warehouses against the delivery of cloth, as discussed in our successive previous advices. Notwithstanding that everything has been attempted to this end, there appears to be no possibility of inducing those traders to pay it out, regardless of all efforts made to convince them of their unreasonableness in this regard, though in vain. This has moved the undersigned Governor to investigate and examine this matter more closely and precisely, to discover the true state of affairs, and to see whether there might not be any means to settle this odious matter, which has hitherto caused so much fruitless correspondence back and forth, in the most equitable manner without considerable damage either to the Company or to the merchants. The outcome of this was brought into deliberation at our session of 13 February last, and we have the honor to make a respectful report thereof to Your Excellencies herewith, and thus initially report: That since one has not been able annually to furnish so many three-image pagodas as are required for the collection of cloth at this factory, ordinarily amounting to between 60 and 80 thousand, because all cloth, except the chintzes and dungarees, must be paid for in that coin; now some years ago, or since one has not been able to obtain so much gold of such a high alloy suitable for minting that coin, it was granted to the merchants, upon the proposal of the chiefs, to take as much spices and other merchandise from the Jaggernaikpoeram warehouses against the delivery of cloth as they saw opportunity to sell for cash to the traders coming from the interior, as well as to barter for cotton and cotton yarn, in order thereby to prevent as much as possible any stagnation in the collection of this factory, which was otherwise feared, since annually no more than a quantity of 30 to 40 thousand pagodas of that specie could be sent thither, from which one even had to withhold and employ a third to a half for the procurement of the red or dyed cloths at Jaggernaikpoeram. The merchants taking merchandise in this manner to the value of 10000 pagodas, received for it, according to the introduced method to the north, to sell the merchandise in new Nagapatnam pagodas with 4 per cent premium, 10400 such pagodas, which they are again obliged to exchange into three-image pagodas at a loss of 14 per cent, if that exchange takes place in the Nagapatnam three-image pagodas; whereas otherwise for Madraspatnam ditto they must pay 18 and more per cent, although there is no difference between the alloy and the stamp, yet the natives, according to their well-known capricious and obstinate nature, are so set upon this that they will trade and calculate in no other coin specie than that of the English. This is also the reason why the Dutch three-image pagodas are about 4 to 5 per cent more disadvantageous in the trade rate against those of the British. Thus the loss to which the Palicol merchants are subject is evident at the outset, upon whose vehement complaints made on that account, the previous administration here, pursuant to the resolution of 7 April 1763, and the subsequent approval of Your Excellencies by honored missive of 4 June 1764, resolved to credit them with 4 per cent premium, and on the Porto Novo pagodas, per hundred. continuation rations: That the merchants are not able to purchase such large quantities of merchandise for cash payment at once, because the inland merchants bring no money, but cotton and ditto yarn, along with other trading goods, which they exchange for spices, copper, and other merchandise. The Company's merchants distribute the cotton and yarn among the weavers, brokers, and others (who are mostly poor and destitute people, and thus of themselves not able to buy the same) and take cloths in return from them to deliver to the Company. Also, one cannot sell the merchandise whenever one wants, but must wait until the opportunity presents itself through the arrival of the inland traders, who wish to exchange their goods for the goods to be found with the Company; then the same are provided at the request of our merchants, when they can come to an agreement with the inland traders on that account. Upon the sale of 10000 pagodas worth of merchandise, one obtains 10400 new Nagapatnam pagodas; exchanging the same into Nagapatnam three-image coin, to which one is obliged to add 14 per cent agio, but in order to make no miscalculation in that respect, we set it at only 13 per cent, whereas on the contrary the agio on that of the English is from 20 to 22 per cent, yielding no more than an amount of R/o 9203. 12. 76. All of which motives caused us on that day to resolve to represent the same at large to Your High Excellencies, as is done herewith in all respect, with the request that it may please Your High Excellencies, for the relief of the aforementioned Palicol merchants, to relieve them of the imposed compensation of the aforementioned R/o 697. 16. 5/8 or f 3139. 11. 1/2. In our latest advices via Ceylon, under this heading, the required elucidation from Jaggernaikpur was recorded regarding the differences that occurred to us concerning the fineness of the silver rupees minted there, that according to the alloy with copper added there, or alloy addition, must be higher in standard than was found here, the chiefs served by their letters of 31 December last that, since they had foreseen that all novelties were subject to criticisms, they had therefore judged it advisable to give a sufficient alloy to the rupees at the beginning of that minting; but that nonetheless, despite that precaution, difficulties had been raised by the merchants, principally by those of Palicol, with respect to their acceptance, as mentioned in the chiefs' earlier letters of 16 of that month, although they at the same time consider the same to be pure caprices and fault-finding; consequently, their aforementioned alleged reasons could find no acceptance with us, and even less do we credit the chiefs' opinion to bring those rupees to the true standard of the Pondicherry ones, as soon as the circulation thereof shall have become established, as demonstrated by them.
