Present: The Right Honourable Pieter Haksteen, Extraordinary Councillor of the Dutch Indies, Governor and Director of this Coast of Coromandel with the dependencies thereof; The Senior Merchant and Chief Administrator Henricus Leembruggen; The Captain Commandant and Head of the Military Hartwich Bonke; The Merchant and Fiscal Tammerus Cantervisscher; The Merchant, Trade Bookkeeper, and First Warehouse Master Pierre Jean Louis de Filliettaz; The Titular Merchant, Adigar of this outer city, and Mint Master Cornelis Pietersz; The Junior Merchant and Second Warehouse Master Jan Diderik Severin; The Junior Merchant Jan Aspingh; The Junior Merchant and Assayer Jacob van Tessel; and The Junior Merchant and Secretary of Policy Willem Duijnevelt. The Governor, at the opening of this meeting, informed the members that he had expressly convened them to communicate to them the contents of a letter received yesterday from Palicol, dated the 18th of January last. It contained the communication that the English Governor at Mazulipatnam, Alexander Wynch, being then at Ragiemahindrawarom, had by letter of the 12th prior required of the chiefs the copies of the Company's privileges regarding the villages of Palicol and Contera, in order to provide the regents, toll collectors, and others with the necessary orders for the free and unhindered passage of the trade of the Dutch Company in the regions there. To which the chiefs had replied that without the prior knowledge and obtained authorization of this Government they could not comply with that requisition, requesting therefore to be provided with the orders of this Government. They also made known that they were provided with no other privilege documents than only a translated copy of a firman granted to the lesser regents by the Matsimudaar General Madoma, by order of the Golconda King Sultan Abdul Hassan, under date of 10 September 1674, regarding toll-free trade, and an extract from the posthumous memoir of the Coromandel Governor Elias Guillot for his successor Jacob Mossel; and moreover, these being unauthenticated, they could not well make use of them in case of necessity. They requested therefore to be provided with copies of such documents, and also with the orders of this Government as to how they should conduct themselves regarding the aforementioned demand of said English Governor, since they could not state with certainty what the true intention of the British was in the aforementioned demand made. However, from the circumstances that had transpired, it had to be understood that, being the rulers of the Northern Circars, they intended henceforth to have the Parwannas and Dastaks—which until now had been granted annually for the free passage of the Company's trade by the Ragiemahindrawarom Nabob, Hassan Ali Khan, who has now been deposed from the government by them—granted by a certain Jogi Pantulu, who is merely a servant or interpreter of the English, and to receive the customary gift for it. All of which is more fully comprehended in the aforementioned received letter from the chiefs, which, as well as the translation of the missive written by Mr Wynch on that subject, with the answer returned thereto by the Palicol chiefs, was understood to be inserted here: Nagapatnam. to communicate to Your Right Honourable in all submission; that on the 14th of the current month, late in the evening, we received a letter dated the 12th of this month from the Mazulipatnam Governor Alexander Wijnch, currently present at Ragiemahindrawarom, whereby His Honour comes to request of us copies of the privilege documents of the villages of Palicol and Contera, and that upon receipt of the same His Honour would then order the Regents, customs officers, etc., concerning the free passage of the trade of the Dutch Company in these quarters, whereon we served on the 15th following in reply that we could not possibly comply with His Honour's request without prior knowledge and order of Your Right Honourable, and that one would write to Your Right Honourable about this, and that upon receiving a reply from Your Right Honourable we shall regulate ourselves as Your Right Honourable should see fit to demand of us, since at this factory such privilege documents of old have not been to be found nor kept, except only two writings, being a translated copy of a firman granted by the Matsiemoedaar General Madoma by order of the Golconda King Sultan Abdul Hassan dated 10 September 1674 to various Regents, and an extract from a memorial handed over by the Right Honourable gentleman former Nagapatnam Governor Elias Guillot to his Honour's successor the Right Honourable gentleman Governor Jacob Mossel, Extraordinary Member of the Council of the Indies, dated 19 September anno 1738, of which we do not have sufficient proof, because those papers are unsigned, to be able to employ them in such cases as have now occurred to us, therefore we take the humble liberty very submissively to request Your Right Honourable kindly to provide us with copies of such writings, and to reinforce us with such orders as to how we shall conduct ourselves regarding the aforementioned request of Mr A. Wijnch, and what we must answer His Honour; what the intention of the English gentlemen may be, we cannot report to Your Right Honourable with all certainty, yet from all these circumstances or proceedings, we must understand that they are the rulers of these lands, though as the rumours (which are still uncertain and various) will have it, they are of the intention that, instead of the Parwannas and Dastaks which are delivered annually to our Company after the receipt of the gift by the Lord Nawab Hassan Ali Khan (whose power and governance has now been taken away by the English gentlemen), they will let the said gift be received by Jogie Pantoel (who is only a servant or interpreter of the English gentlemen, as well as the principal actor of all these and other proceedings), and to issue the Parwannas and Dastaks to us through him or in his name as Nawab of these lands; what the English gentlemen have in mind to do, time will have to show. had deserved a more polite and civil reply than had been applied by the chiefs, it was nevertheless approved that the chiefs had written regarding the essence of the matter that they had to await the orders of this Government, which it has therefore been resolved to send to them, and consequently to instruct them to make a friendly statement to the said English Governor that, however much one admired the good intentions which His Honour had and displayed toward the curbing and preventing of insults and molestations by the jonkeniers and others in matters for which they were not authorized, nevertheless no copies of the firmans and privilege documents of the Honourable Company could be sent to His Honour, as this Government had not yet heard of any change having occurred in the government of the Northern Lands, and if such were the case and had been effected, the report thereof, as well as the demand for those documents, would be expected from the Right Honourable Governor of Madraspatnam and the Council there, since one was accustomed to handle and settle all matters of consequence with the same; that nevertheless it was expected that Mr. Wijnch would be pleased to continue his good intentions, besides which it was further resolved to have a request made by the chiefs, as if done on their own initiative, that the jonkeniers and others may persist in their conduct regarding the affairs of the Dutch Company, and that until now no grounds for complaints against them had come in, unless the chiefs might have experienced the contrary, which was however not known to this Government; and furthermore that those toll collectors as well as the other officials in the Circars were very well informed of the gift of Palicol and Contera to the Honourable Company in perpetuity by the Golconda King Sultan Abul Hasan Qutb Shah according to the firman granted thereof in the year 1674, of which the copy, as well as that of the toll-free trade throughout the entire Golconda Kingdom given by the aforesaid King in that same year, and also of the General Parwana obtained by the Commissioner and Ambassador to the Mughal Court Johannes Bacherus from the Great Mughal Emperor Aurangzeb in the year 1689, which have been confirmed and reaffirmed from time to time by the Imperial Chancellors of the Golconda Kingdom and lesser Nawabs and commanders; whereby it was resolved to also add the copies of the parwanas of the Imperial Chancellor of the Mughal Empire Nizam-ul-Mulk of the year 1725, item of the Ellore and Rajahmundry Nawab Haji Husain granted on the occasion of the re-establishment of the trade at Palicol in the year 1733, with the notification that one is provided with a multitude of further such documents and privileges, with orders to the chiefs to carefully preserve those now sent, which were forwarded to them solely for reference; while for the rest the assembly trusted that Mr. Wijnch would be satisfied with the aforesaid statement to be made, but in case, contrary to expectation, any hindrances in the collection or otherwise should be caused, it was resolved to instruct the chiefs to inform this Government of the same with all the circumstances, in addition to whatever else might occur and happen in the North, so that provision may be made for it. The chiefs of Jagannathpuram and Palicol having communicated by their letters of the 27th and 28th of February last the demand made by the English Governor at Masulipatnam, Alexander Wijnch, for such cash and gift goods as one is accustomed to deliver annually to the Rajahmundry Nawab, both for those trading posts and the villages of Gollepalem and Gondavaram, but which were now demanded by the English themselves as possessors of the four Northern Circars, for which purpose the said Governor, together with one of the Council members at Masulipatnam named Mr. Craffort and the interpreter of that nation Jogi Pantulu, being present at Rajahmundry, had from there demanded the aforementioned gifts by letters, while the Nawab Hasan Ali Khan stayed at Masulipatnam without any authority and power; which demand was provisionally declined by the chiefs with the statement that without prior knowledge and special authorization of this Government they could not proceed with this, wherewith they then also requested by their aforesaid letters to be provided; concerning which delicate affair it was brought into deliberation by the Governor that, although it was privately known that those Northern Lands had been surrendered to the English for administration, one nevertheless had it until now only by rumor, since no notification had been given of that changed form of government by the Governor and Council at Madraspatnam, as holding the highest authority on this Coast, which His Honour nevertheless maintained ought to be done, so that one might know in what manner and by whom that transfer was made, and with whom consequently the affairs arising in the service of the Honourable Company should be disentangled, as well as what the present government

35 Government of those lands upon whose grant of the Cauls and the privileges attached thereto the Hon. Company was settled in the same and traded, had to be considered; regarding which, however, the English, whether they may have deemed such unnecessary, or some other reasons have restrained them therefrom, have hitherto remained negligent, so that, if the demanded gift goods were sent up, one would tacitly accredit the lawfulness of their possession, although his Honor on the other hand also testified that one would nevertheless have to proceed to its delivery because of the decline of the Moorish Government everywhere, which has therefore submitted itself entirely to the power and order of the English, whereas previously as masters they were able to prescribe the laws to everyone, but now must act as land renters and toll-gatherers, besides still a number of very pertinent remarks and considerations adduced by his Honor in this respect as well as regarding the impediments and the trade that could be brought about by the English if one finally refused to deliver those gifts, following the extraordinary incidents and circumstances to which the old form of Government of the Moors has become subject, but yet however disadvantageously it was situated with them, one should not be too eager in granting the aforesaid requisition of the English; wherefore the same having been taken into further and mature deliberation, it was unanimously approved and resolved to let the aforesaid English Governor of Masulipatnam be informed by the chiefs of the surprise of this Government that concerning a matter of such importance, as was the passing over of the Nabob Hassan Alichan in the offering of the customary gifts and the presenting of the same to another, nothing had been reported nor shown to this Government, and that although it was indifferent to this Government to whom the customary though voluntary gift was delivered so long as it was done properly, nevertheless they, namely the chiefs, had been ordered, concerning the aforesaid demands of the English, to have 33 the Palicol interpreter converse with the Nabob Hassan Alychan and ask him whether he desisted from that to which the Hon. Company had obligated itself toward his Excellency with regard to the yearly present, or whether one should, before proceeding to its delivery, await the information regarding it from the Governor and Council at Madraspatnam, and in the meantime that gift should remain with the chiefs until it had become apparent to whom it must be delivered, and if Mr. Wynche were not opposed to making that inquiry of the Nabob, in that case the interpreter of Palicol must demand a writing from the Nabob showing that for the present he waived his customary gift and permitted the same to be delivered to the English, in which case it was furthermore resolved to carry the same into effect, under the requisition of the customary dustucks or safe-conducts according to usage. Company had hitherto passed free and frank, it might nevertheless sometimes Friday the 11th of May Anno 1770— in the morning at eight o'clock. 35 happen that the Mogul regent Tierpatty Rasoe, according to his known capricious and greedy nature, might be seized by the desire to thwart the interests of the Hon. Company, as well as the import and export of the cloths belonging to their Honors, in an unlawful manner contrary to the immunities; requesting therefore to be instructed with the order of this Government whether they, the chiefs, in such an unexpected case should or might address themselves to the Governor and Council at Masulipatnam and complain thereof for the removal of all impediments, as one was accustomed to do in similar occurrences with the Nabobs of Rajahmundry, and thus also with Hassan Alychan, who however, it is said, was kept under arrest by the English for the collection of his considerable debts; so it is, having deliberated thereon, approved to sanction the answer given by the chiefs to the said English Governor, and further regarded as a desirable matter the free and unhindered passage of the Company's linens

linens, and the unhindered progress of further business there, whereby, now that the government of those lands has come directly to the English, the assembly hoped it would continue to do so, and that through their good orders the aforesaid Mogul ruler as well as other Carnatic land directors will be deprived of the means to obstruct trade. But in case this might, contrary to expectation, turn out otherwise, and the Nawab Hasan Ali Khan should have renounced his aforesaid customary present and permitted it to be delivered to the English, it was deemed advisable to authorize the chiefs and to address that request to the English, since it was judged to be more than fair that the party who enjoys the presents is also obligated to ensure the free course of trade, that being the purpose of offering the aforesaid annual present. From the separate letter sent hither by the Palicol chiefs dated 14 May last, it was learned with the utmost consternation and no less dismay of the departure of the collective inhabitants there, which the chiefs in their aforesaid letter attributed extensively to disputes that had arisen among the different castes, citing how the same had occurred and what else had transpired between them during their absence. But on the other hand, the merchants and moradores, in a letter addressed to this government, attribute their departure to the ill treatment of the chiefs. However, upon attentive review of those papers, it must absolutely be concluded from them, as well as from the concurring circumstances accompanying the course of this affair, that certain ill-disposed and poorly intentioned persons had a hand in it to confuse and throw those inhabitants into disorder, in order, if possible, to fish in troubled waters. In this opinion one was all the more confirmed by the discord that resided among the absconded persons themselves, to the extent that they attacked one another with sticks, lances, and other such weaponry, whereupon some of them, having separated themselves from the gathered mob, returned of their own accord and begged the chiefs for forgiveness for having allowed themselves to be misled. Therefore, this having been deliberated upon, and in order to prevent as far as possible the dangerous consequences which this case, although arising from incitement and various passions by which the discontented were driven, might nevertheless drag in its wake if prolonged, especially concerning a village like Palicol, which lies so deep inland, to the notable detriment of the collection of cloth, which according to the aforesaid writing of the chiefs had nevertheless not stood still despite the aforesaid dispute but had continued to make progress, it was approved and resolved, at once without any delay or awaiting further writings from the chiefs concerning the continuation of that discord or the settlement thereof, for which every effort was being made by the chiefs and the settlement of which was also not hopeless, to have the cause and essential source of these dissensions investigated by the Second and Adigar of Jaggernaikpuram, the Junior Merchant Johannes Dumon, and Bookkeeper Johannes van Heumen. And to that end to prescribe to them the necessary instructions as to how they should conduct themselves in that commission, both regarding the hearing of accusations and the gathering of defenses, as well as keeping a proper record of the persons who appear before them for that purpose; just as the Palicol chiefs would also be ordered to provide the said commissioners with all facility and helpful assistance in that regard, with notice of what has been demanded of the commissioners. However, if upon receipt of this order at Jaggernaikpuram the troubles at Palicol should have come to a standstill and everyone should have returned to their dwelling and occupation, which could very easily be ascertained by the Jaggernaikpuram chiefs in two or three days, as they are very close by, it was in that case approved to discontinue that commission and not to meddle in this affair at all, but to return unopened the letter and the other papers that were sent to them under a separate cover concerning the aforesaid demanded investigation. Because otherwise it was judged by the government that, in the event of the continuation of that commission, it would merely give occasion to encourage this hot-headed and unrestrained nation in their arrogance, who, as soon as they received knowledge of the arrival of the commissioners and the reason thereof, would immediately apply themselves to dredging up all kinds of disputes and complaints, in order, if possible, to satisfy their excessive passions to the detriment of the chiefs and to the increase of difficulties; but the resulting confusions

In the forenoon at half past eight o'clock Political Meeting held All Present Except The Junior Merchant and Second Warehouse Keeper Jan Diderik Severin on account of occupation in the Company's service At the opening of the meeting, the Governor made known the receipt of a letter from the English ministry at Madras of the date of 12 of this month, containing that from the communication given by their chief at Masulipatnam of the correspondence and exchange held between him and the chiefs of Palicol and Jaggernaickpoeram relating to the usual annual presents, which the Honorable Company was accustomed to give to the Nabob of Rajahmundry, or as those ministers call it, the tributes, which the said factories must pay to the Circar, or the supreme government, the non-payment thereof had become apparent to them, attributing the same to the proper knowledge, which 43 which this Government, so it seemed, still lacked, of the right by which they were authorized to demand the same, sending therewith a copy of the firman, granted to them by the Great Mogul, in proof that the Provinces Chicacole, Ellore, Mustafanagar, Rajahmundry, and Murtazanagar have been ceded, and which parwana was published everywhere to the North in the year 1766, wishing thereby to make known, that thus the Honorable Company, or its servants, could not be unaware of the cession of those lands; with an offer furthermore to show the original firman, which was kept at Madraspatnam, to whomsoever this Government should find qualified for that purpose, and a request that orders may be sent to the chiefs of Palicol and Jaggernaickpoeram, to have the annual tributes delivered without any further delay, as further appears by the aforesaid missive and Firman, the translations of which read as follows: To To the Right Honorable Pieter Haksteen, Extraordinary Councilor, Governor and Director over the affairs of the Dutch Company on the Coromandel Coast, together with the Council At Nagapatnam Right Honorable Sir and Gentlemen! Separate Sunday the 5th of August 1770 in the morning at eight o'clock Political council held All present. After invoking the Lord's Holy Name, the Lord Governor presented an English letter, together with its translation, addressed to this Government by the Lord Governor and Council at Madraspatnam under date of the 20th of July last, in response to the missive sent from here to the same under date of the 22nd of June, informing them of the order dispatched to the Palicol and Jaggernaikpoeram factories for the delivery to the English of the present that it was customary to give annually to the Moorish Government, as mentioned in the resolution of this table of the said date. The ministers of the British indicated by that letter, among other things, the necessity to have knowledge and instruction regarding the contents of the privileges possessed by the Honorable Company, in order to issue the necessary orders that the same should in no manner whatsoever be infringed, and that they would therefore carefully refrain from interfering with any privileges of the Honorable Company on the basis of the friendship subsisting between both nations, and in consideration thereof would grant all concessions that would be in their power; but they say that since a great difference resides between privileges and concessions, therefore, in order to grant the latter, it had to be shown most clearly what the former consisted of, under the protestation that they had been and acted uprightly in disclosing the right they held to the Circars or Northern Provinces ceded to them, provided that this Government would also please explain itself in demonstrating the extent of the Company's possession and the privileges attached thereto, as well as by virtue of which writing they possess the same, and how they might then obtain sight of the original documents thereof should the inspection thereof appear necessary to them. Whereupon, the matter being deliberated and at the same time reflected that, since those ministers have given disclosure of their acquired privilege, it was no more than fair that they be given notice of the privileges possessed by the Honorable Company, consisting of: Firstly, the general exemption from tolls everywhere in the Kingdom of Golconda; furthermore, the freedom to trade with the Honorable Company, the detention of debtors and the collection of debts, the exemption from the jizya or the poll tax for all servants and other natives who depend on the Honorable Company, the hiring into service of all required persons, the extradition of deserters, the exemption from coolie road and boat dues, as well as freedom for the decision of all civil matters by the chiefs, while the criminal is deferred to the decision of the Qazi or the Moorish religious judge; so that the English, being informed thereof, upon the arising of disputes will not be able to profess ignorance of those principal privileges which the Company has possessed undisturbed for a century and a half. It is approved and resolved to convey to those ministers, both in Dutch and in Persian, the copies of the general firman for toll-free trade and other pre-eminences obtained from the Mughal and Emperor Aurangzeb in the 35th year of his reign, or the 24th of October 1684, by the Lord Ambassador to the Mughal Court Johannes Bacherus, since confirmed by his Imperial Chancellor His Highness the Duke Asad Khan and amplified by order of the Mughal Majesty, as well as further confirmed in the year 1690 by His Majesty's divan the Lord Bakhtawar Khan; as also the general firman granted by the successor of the said Mughal, the 13th in rank, Jahandar Shah, or otherwise also known under the name of Mu'izz-ud-Din, upon the representation and request of the Lord Ambassador Joan Josua Ketelaar on the 11th of August 1712, and the following year on the 1st of February 1713, after defeating and vanquishing the said Jahandar Shah, ratified by the Mughal Farrukhsiyar, by order of the latter, by his Imperial Chancellor Abdullah Khan; both of which, being founded upon the firmans of the Golconda kings Abdullah and Abul Hasan, are judged to be sufficient and adequate to remove all doubts among the English regarding the legitimacy of the Company's possessions and prerogatives. However, to suspend the sending of those documents for a few more days, because according to the verbal reports spread by the ship's crew of the Noord Beveland, the ship Vrouwe Elisabeth is expected here within fourteen days, with which vessel Their High Nobilities' general rescript and orders being expected, one might discern therefrom whether the Supreme Indian Government might have dispatched any orders contrary to the above resolution. Apart Tuesday the 21st August Ao 1770. in the morning at half past eight o'clock Political meeting Held All Present Except The Right Honorable Lord Governor on account of his Honor's Indisposition, and The Second Warehouse Master Jan Diderik Severin on account of business in the Company's service By the Palicol chiefs, pursuant to what was ordered them by separate order from here dated 17 June past, in conformity with what was decided by separate resolution of the 16th before-mentioned, having been transmitted under their accompanying letter of the 14th July last, their vindication concerning the dissensions and quarrels arisen there among the inhabitants, in the margin of the complaint sent by them to this Government, of which a copy was sent to them for that purpose; so that paper was carefully resumed, and upon all the circumstances relative to the matter, especially that the native never lacks pretexts to attribute cause to any outrages committed by them, and thus to make another pass for the causa movens thereof, of which examples have presented themselves more than once, it was approved and understood, notwithstanding that from the points of their separate vindication itself, many reproaches were to be deduced against their maintained conduct, to remain content therewith for this time, under earnest recommendation nevertheless to use in the future more circumspection and prudence in the governing of such obstinate merchants and unbridled inhabitants, as were found there at the factory, than had happened in this matter, in order that such embroilments as had now arisen there might be prevented or smothered in their birth, under declaration that one always had more candor, resolution, and presence of mind for that purpose, when one was at ease in oneself and convinced of having given not the least cause for dissensions and evasions, and that one was then also bolder and more competent to inflict the required correction upon the guilty; while it was further resolved on a following occasion to investigate to what extent the merchants or some ringleaders among them, as well as others, had transgressed in this uprising, in order not to let the same pass unremarked then, as being an utterly punishable act, with earnest orders therefore to the chiefs to use all attention and precautions, in order to obtain a settled account with the merchants Baangaar Letjoemy Narayna, Bangaar Narsay, Repakka Enkana, Solasa Narsay, Cannamoery Vaniayan, Bangaar Enkaya, Gouinna Agarayla, Cannamoery Moetaya and Cotharie Mangay, so that this Government in the satisfaction of its rightful resentment might not have its hands tied by finding itself under the necessity of sparing them for the sake of collecting their debt to the Honorable Company; And with respect to the Fines which the chiefs acknowledge to have imposed on this and that person for committed offenses, the meeting, however necessary it was on the one hand that the native should be kept in check by this or that correction and be corrected or mulcted for their committed offenses, could not however refrain from declaring; that one being able to become greedy for that, it would serve on the other hand to search for pretexts to condemn others in fines, which would further ruin the poor people, as almost all inhabitants currently are, and make them turn to despair; It was further, upon the order requested by the officials concerning such cases as had occurred in this matter with the chief weaver Gollatatery, who while he was charged with the demand of coarse cloths for the Honorable Company, had entered into an unauthorized contract with strangers or private persons for the delivery of such cloths, whereby the Honorable Company notoriously had to suffer, decreed to qualify the chiefs, upon a recurrence of the same, to cause such a person to be given a severe Correction, and subsequently to be Driven away. The aforesaid resolutions having been reported to the Right Honorable Lord Governor by the secretary of this meeting, it pleased his Honor to Confirm the same. Secret 75 Palicol To the Junior Merchant Dirk Vrymoet, and The Bookkeeper Mr. Jacob Pieter De Neijs Chief and Secunde there Good friends, In answering Your Honours' received letters of the 18th of January last, it serves to note that it could very well be that the true intention of the English Gentlemen in demanding the copies of our privileges is still concealed; nevertheless, the letter written by the Gentleman Masulipatnam's Governor Wynsch regarding that subject is very obliging, and therefore had well merited a more polite reply; yet Your Honours' given answer has our approval, namely that regarding his request you would first await our orders. It being the desire of the English Company to prevent all actions that in any way conflict with the rights and privileges to which other European nations in the Circars might be entitled, and to enable me better to fulfill the intention of my superiors, and to prevent Your Honours from experiencing any molestations and interruptions in the execution of your business that the Jonkeniers and other officers of the Circars might commit in matters in which they are not competent, it is therefore necessary that I should be informed what the privileges of the factory of Palicol and the village of Contera are, and how far they extend; and for that reason Your Honours would particularly oblige me by favouring me with, and sending to me, a copy of the deeds by which the Dutch Company holds these places in possession. Right Honourable Sir and Sirs, Our Chief of Masulipatnam having given us proper notice of his recent correspondence with Your Honour's Chiefs of Palikol and Jaggernaikpoeram relating to the annual tributes of these factories to the Circar or the supreme Government, we observe that the non-payment of the aforementioned tribute is to be attributed to the fact that Your Honour does not clearly understand the right we have to demand the same. When we took possession of the Circars in the year 1766 by virtue of a firman from the Great Mogol, we published the same at Masulipatnam and in all the Circars, and we now have the honour to enclose a copy thereof. The original firmans remain here and will be shown to whatever person Your Honour may be pleased to nominate for that purpose. Meanwhile, we request that Your Honour be pleased to give orders to the Chiefs of Your Honour's Company at Palikol and Jaggernaikpoeram that the annual tributes be paid without any further delay. We shall always be careful not to interfere with Your Honour's privileges, and the friendship subsisting between both nations will certainly entitle Your Honour to all the indulgences that are in our power to grant; but Your Honour must be convinced that between privileges and indulgences there is a very great difference, and that in order to grant the latter with propriety, the former must be clearly established. We have been very candid with Your Honour on this occasion and have freely shared with Your Honour the privileges which we hold in these Circars. We request that Your Honour also be pleased to explain yourselves by demonstrating to us the extent of Your Honour's possessions and privileges in these Circars, by what deed Your Honour possesses the same, and how we may have sight of Your Honour's original documents, if it should be judged necessary; and at Your Honour's request, we shall not fail to give orders to prevent the same from being infringed in any manner whatsoever.
