Register of such Letters and Papers as are on this day addressed by the Right Honorable and Valiant Pieter Haksteen, Extraordinary Councillor of the Dutch Indies, and Governor and Director of this Coast of Coromandel and its dependencies, together with the Council at Nagapatnam, to the Most Noble and Right Honorable Thomas Hoope, Representative of His Serene Highness the Prince of Orange and Nassau, Hereditary Stadtholder, Captain and Admiral General of the Union, as well as Governor General and Supreme Director of the General Chartered East India Company, etc. Together with The Most Noble and Right Honorable Directors assembled in the Meeting of the Seventeen at the Chamber of Zeeland, representing the aforementioned General Chartered Dutch East India Company; Namely: Sewn in: No. 1. Requisition for Coromandel: Since the Company is of the highest interest in an exact and attentive fulfillment of its yearly requisitions for returns for these lands, and since the linen procurement on the Coast of Coromandel, both for the Homeland requisition and for the Indian quota, according to the ministers' direct letters in the year 1766/7, etc. 200000, that is two hundred thousand pounds of red sandalwood. Answer: Whereas the linen trade on this Coast presents a better prospect in this now-concluded trading year 1769/70 than the previous year, as the entire procurement both for the Homeland and for India amounts to a number of 3759 packs, and therefore 329 bales more than the previous year, we hope the same will be agreeable to Your Most Noble and Right Honorable Excellencies, and that you will be satisfied with what we have done in this regard according to our duty. Your Honors' favorable approval, communicated to us on the 21st of December last concerning Ceylon, which reached us and consists of a quantity of 2900 packages, or a number of 977 packages more than in the previous year—notwithstanding the war troubles with which this Coast continued to be afflicted—has given us very particular satisfaction. We gladly attribute the said improvement in this trade to the untiring zeal and attention that the Extraordinary Councillor and Governor Haksteen has applied to this end since the beginning of his administration of this government, and it is on this alone that we live in full confidence that His Honour will continue to apply all means that will be found most suitable for further growth. For the rest, we have again noted under each article of what might be lacking such findings as could be made from the return fleet arrived in this year, and have also missed nothing in noting with the same exactitude the qualities that each article must possess, so that in our sales they may be found to be in the greatest demand and thus also able to fetch the most profitable prices; so we have only very highly entrusted this careful observation to the oversight of the said Mr. Haksteen over the conduct of the respective collectors. Nagapatnam. There the merchants were tasked with the delivery of 1050 packages, namely 879 packages on the Homeland and Indian requisitions allocated to them, among which were also included 75 packages of Guinees bleached Cuddalore assortment assigned and supplied to two separate contractors, as well as 125 packages (consisting of 96 on the Homeland requisitions and 29 packages for the Indian regions) from the Sadraspatnam requisition; which had been allocated to the merchants of the said office of Sadraspatnam, but they persistently refused to accept and contract for their fulfillment; for which reason we found ourselves obliged to assign these cloths to the traders here. And since the Sadraspatnam merchants went about the delivery of the textiles accepted by them for fulfillment very sluggishly and without zeal, from which it was to be feared that they would likewise not fulfill the requisitions and principally the petition for Europe, then to prevent and supplement whatever might be lacking, we also held a contracting according to the resolution of 29 March of this year to two merchants from here according to selected Sadras samples, of 46 packages for the Homeland, namely: Guinees brown blue: 20 packages Guinees medium raw: 16 5/8 packages Salempores medium raw: 10 packages to serve for the shortfalls on the Sadraspatnam requisition. This contracting as well as the aforementioned bales thus make up the aforementioned 1050 packages, of which 970 packages have also been fulfilled by the traders from here, namely 464 for the Homeland and 506 for India, with 80 packages remaining unfulfilled on the contracted textiles, of which 48 are for the Homeland and 32 for India. Portonovo. Portonovo has, out of the 352 packages allocated to that office (namely 119 for the Homeland and 233 for the Indian regions), delivered 347; of these, 114 for Europe and 233 for India, and thus 5 packages for the Homeland have remained unfulfilled on the requisitions; the collection at that office this year was 51 packages more than the year before. At Cuddalore there was no collection this year. Sadraspatnam. 421 packages had been allocated, of these 325 for the Homeland and 96 for India, of which the merchants have accepted for fulfillment only 296 packages, namely 229 for the Homeland and 67 for the Indian regions; so that 125 packages have been rejected by those traders, namely 96 for the Homeland and 29 for India, which, as already said above, have been assigned to the Nagapatnam merchants. Of the aforementioned 296 bales selected and accepted by them for delivery, only 244 packages have been fulfilled by them, among which 185 for the Netherlands and 59 for India; thus 52 packages have remained unfulfilled, namely 44 for Europe and 8 for India, so that the collection at that office in the present year has been 24 packages less than the year before. The heads of this office say in their defense that this is solely to be attributed to the lack of zeal among the merchants, who, regardless of all exhortations and threats made by the heads, cared for nothing but remained in their usual laziness; and even if some cloths were still brought to the packing warehouse by those traders, they were found to be of such poor quality that they could not be accepted. And whereas it has appeared to us, both from Your Honor's general letters and those of the ministers received in this and the previous year, that an impediment presents itself to the prejudice of the collection on this Coast, in that the Company restricts itself solely—both for the Homeland returns and for those for the Indian trade—to the very best sorts without being able to admit any lesser sorts alongside them, we have resolved to recommend to the subaltern offices with all seriousness and emphasis: Palliacatta has.

has delivered out of the 340 bales assigned to that factory, whereof 217 for the Fatherland and 123 for India, 222 packages, namely 129 for Europe and 93 for India, so that there still remained unfulfilled 118 packages, whereof 88 for the Netherlands and 30 for the Indian Regions, although the collection at the said factory this year has been 21 packages more than in the past year. Concerning the aforementioned unfulfilled bales, the chiefs say that this must be attributed solely to the still continuing great dearness and scarcity of provisions, whereby the spinners, weavers, and other workers of the cloths remained plunged in the utmost poverty, through which the merchants, not without reason and with a great deal of circumspection, had to proceed in the dispensing of funds to the said laborers, regarding which some of those traders had also been vigilant in a special manner to buy up and bring in for cash payment the raw cloths coming freshly from the loom around those parts, as otherwise the cloth trade would have looked worse. Palicol has completely fulfilled the 876 packages allocated to that factory, namely 432 for the Fatherland and 444 for India. And at the said factory in this year 366 bales more were collected than in the year before. Jaggernaikpoeram comes to fulfill, out of the 1073 packages allocated to that factory, whereof 515 for Europe and 558 for the Indian regions, 785 packages, namely 416 for the Fatherland and 369 for the Indian regions; thus short 278 bales, whereof 99 for Europe and 179 for India. However, the collection in this trading year was still 226 packages more than the year before, which makes the chiefs hope that it will yield enough, joined with the care they have taken against the heavy starching and sizing of the white cloths. Bimilipatnam has delivered out of the 196 packages assigned to that factory, whereof 122 for Europe and 74 for India, 215 bales, namely 19 for the Fatherland and 196 for India, among which 122 packages above the requisition, and thus there have remained unfulfilled from that factory only 3 packages for the Fatherland. The chiefs say that they will persevere in the zeal and vigilance to cause the collection to increase more and more. Regarding these valued and unvalued cloths, it will entirely depend hereon whether the lower purchase price will hold any proportion with the lower selling price here in this country: for if so, we shall not only come to request a greater quantity thereof yearly, but also seek to introduce the same among some further sorts of Coast cloths. If this expedient regarding the requisition of the returns for the Fatherland can properly serve to promote a greater collection of cloths, use could then also be made thereof in your requisitions for India, at least for such portion as is destined for sale at the capital: and this with so much the more effect, since the prohibition of the previously permitted cloth trade at the capital was noted, at least in the letters of the ministers, as detrimental to the general collection, and in our view it cannot bear that the cull, which is the sort that the private traders previously brought to the said capital, would be precisely that which could be sold there with greater profit: If it is thus situated at the capital as it is wont to be here in this country, that the private traders usually prefer the most sought-after sorts, then from that would result this question: why then, in the requisitions for the Indian consumption, are the same sorts not requested as the private individuals have always brought there? clearer and from each other well-distinguished colors, but not clumsily as if various colored patches were thrown onto a white or colored ground. If one takes care to supply this parcel and the following in accordance with our description, one will contribute much to the increase of profit for the Company. For fine goods from India are always much desired in Europe, but if there is no opportunity, or if one finds oneself not in a position to procure for us the desired sorts, then it is better to purchase smaller quantities, and above all, sorts that yield no loss. We shall subjoin here the findings regarding the particular sorts received by the Amsterdam Chamber, indicating the defects, to the end that the traders might make use of it for their improvement: The parcel called Palicol, both the 400 pieces of 13 Cobidos under Number 1, 2, 3, and 6, and the 200 pieces of 9 Cobidos long under Number 8 and 10, were found to be quite good in cloth. Our stated distribution of white and colored grounds was also well observed under each 100 pieces, but the designs are generally too large and appear to be too much in the Dutch taste, like what was printed here in this country. One demands something uncommon from India, but the worst of it is that the drawing and the colors are as common and clumsy as one can hardly imagine. And whereas the colored grounds, if well made, always give an advantage over the white grounds, these stand out even more in their poor quality, so that we fear that on these chintzes a loss will be suffered solely through the incompetence of the servants. The parcel also of Palicols of 613 pieces, 13 long, under Number 16 to 21, and 487 pieces of 9 Cobidos long, all small sort of work under Number 23 to 27, has on the whole been reasonably satisfactory, especially the short sort, although the defects found on them consist of an unevenness of sorting and of many pieces of lesser value, because their drawing is much clumsier and the colors have not been applied with the required variation and neatness. Several of the colored grounds, especially the red and the purple, are the least satisfactory; the first are much too dark and harsh in red, the others very uneven, even patchy and dull, so that not the least luster is to be seen in the purple. Such defective pieces, which diminish the value of the better ones too much, one must not accept. Yet a third parcel of Palicol of 400 pieces, 9 long, 2.1/4 Cobidos wide, small works, sown grounds, has been inspected and found to be quite good in quality, also reasonably good in drawing, and being of a particular taste, we expect that they will have a good sale. The only thing to be corrected regarding these is that they are all of the exact same pattern, which in itself is indeed good, but if there were some variety of such sorts of work among them, it would bring no small advantage to the yield. The parcel of 200 pieces of Nagapatnam chintzes, 9 long and 2.5/8 Cobidos wide, under letters IJ: IJ: and S: P:, was found to be quite good in cloth; the taste, being in the Indian manner, is also reasonably satisfactory, but various pieces are not well executed and the colors have been applied too flatly upon the flowers, instead of the individual colors being properly given their light and dark, thereby elegantly highlighting the flowers; these now look as if monochromatic and blunt. This must be improved in these, and also some variation of designs must be introduced; they must also all be of the Indian taste, whereas among these there are only two kinds of patterns. Finally, the parcel of 800 pieces of chintzes from Nagapatnam, 9 long, 2.7/8 Cobidos wide, containing three different particular sorts, namely: 100 pieces marked T:o T:t 300 pieces marked k:k: 1: p:r t: 400 pieces marked 4: 4:b: bl: k: and 9: 4: 800 pieces were also examined, but these were found not to be satisfactory at all, neither in linen, nor in designs, nor in drawing, and the colored grounds which are among the two first-mentioned parcels are so common and clumsy in drawing that instead of being of service in the sale of the white grounds, the other parcel consisting only of white grounds will very probably be sold for more. For which reason we entirely decline these sorts. Since in the past year the amounts requested for the years 1768 and 1769 were fulfilled and dispatched, we have likewise for this year charged the Palicol Office, which were also fulfilled, and remain submitted at the aforesaid Office . . . 100 pieces. After a careful review of our latest demand of the year 1768, consideration of the ministers' direct letters of the 18th of December of that year received in answer to our previous demand of the year 1767, and what we have found narrated therein: so it has appeared to us that if the defect in the qualities of the linens cannot be improved, it will ultimately become the principal cause why the demands of Coast linens will have to be very considerably reduced, just as our present demand has also been reduced in many articles after the inspection of such linens as were brought this year to the Amsterdam chamber from the main office, particularly among the printed cottons, which we found to be of still considerably less virtue than the previous return, upon which there was already in part no reason to boast. We have, in our above-mentioned latest demand, granted permission to also take a sample of valued and unvalued linens to advance the collection in quality, but we must state beforehand that if the better sorts are going to fall off in such quantity as has appeared particularly in the return received in this year, we shall very quickly have to revoke this concession again.
