have been collected by the Curators, and what has been paid out of that again, accordingly respectfully presenting to Your Right Honorable a drafted account thereof marked M:M: In accordance with which I briefly state below that the Curators have collected from outstanding vendue monies a sum of pagooden 6348. 10. 8. and that paid out of it amounts to pagooden 6347. 10. 8. so that there still remains under their accountability pagooden 1. —. — Included in the aforesaid paid amount is also that which was received after the Cash was liquidated with the monies of van Teijlingen and the guarantors, and was also counted into the Cash by the Curators, in order to be remitted to Batavia by assignment pursuant to the revered order of Their High Noble Mightinesses upon the penal writ obtained against Haselkamp and dispatched here, as has also taken place according to the note above, being pagooden 668: 8: 38 or or after the subtraction of 4 per cent rebate pagooden 647. 14. 70 Just as among those collected vendue monies there is also the proceeds of the goods sold for the account of van Teijlingen, amounting, as cited here before, to pagooden 4656. 16. 61. For which Haselkamp paid out of the funds of the Honorable Company up to an amount of 2000 New Pagooden; consequently, he will on the other hand have used the vendue monies that were in his possession or collected by himself for the partial expenditures from the Company's small cash; it was therefore all the same whether he provided Company funds or actual vendue monies to van Teijlingen, to whom in fact more was handed over by him than the vendue amounted to; we have therefore had to leave the same among the collected vendue monies in our formed account, because from that the outstanding vendue monies of Haselkamp could again be paid to various renters, which were also Company funds, besides several other expenditures, just as in the same manner the money paid out of the estate of Winaygom to an amount of pagooden 1269. 12. — was situated and used for that same purpose, and that received from the native Moetoe Kistna Condappa Naiker, or pagooden 261. 9. 58. — We furthermore attach hereto under letter N: No: a short statement of what is still to be received in favor of Haselkamp's estate, which after deduction of that which he still remained indebted for at the close of the account under letter K: K: still amounts to pagooden 2438. 2. 54. To which I add the aforementioned monies received in anno passato after the liquidation of the Cash and, among others, remitted to Batavia by bill of exchange, so that in case it might please Your Right Honorable to request from Their High Noble Mightinesses the remittance back and crediting thereof to this place, in order to be handled here, both to the benefit of the guarantors and the account of van Teijlingen pagooden 647. 14. 70. the amount to be received in favor of Haselkamp will then amount to pagooden 3079. 17. 44. Presumably those monies served partially to provide the wages for July and the board-money for August, so that all means were employed to keep the deficit or the actual state of the Cash still concealed, and that still to the prejudice and ruin of those who had still placed some trust in him; regarding the remaining debit items we refer ourselves with much respect to the aforementioned note, and having thus reached the end of this, we trust that we may be so fortunate as to obtain for our performance and handling in this commission entrusted to us Your Right Honorable's highly revered approval, regarding which we have endeavored to demonstrate to Your Right Honorable the actual condition of the matters dealt with herein as clearly and distinctly as has been at all possible for us and as the concatenation of irregularities and obscurities permitted, which thus also caused no less than extraordinary trouble

Agreed, J Duijnevel La B. 143 To His Excellency The Right Honourable Highly Esteemed Lord, Petrus Albertus van Der Parra, Governor-General together with The Right Honourable Lords Councillors of the Dutch Indies. The undersigned Auditor and Bookkeeper-General, pursuant to Your Excellencies' resolution of the 6th of March last having been furnished with an ample report supplied by the Ministers of Coromandel, alongside their letter of the 29th of August last, by the Secretary of Policy and Trade transferrer there, Willem Duijnevelt and Johannes Scheuneman, together with the further papers relative thereto, concerning the relief requested on the 20th of December 1768 by the repatriated Junior Merchant and former Cashier Johannes Haselkamp, of Pag. 11098. and 20. stivers, which he asserts in his petition to have been wrongfully paid out of his funds for the arrears to the Company of the late Merchant and Storekeeper Anthonij Bonk, the Cashiers Martens, Loman, and Crucius, as well as some Farmers, have in fulfillment of the venerated command examined the said papers, and after an exact investigation found as they by these presents serve with a report, together with their considerations as to how far the request made by the said Haselkamp could be condescended to. Firstly, it is asserted by the former Cashier Haselkamp that the Trustees paid to the Honourable Company out of his funds the shortfall of the First Storekeeper Anthonij Bonk, who died as early as Anno 1763, in the amount of Pao 973: 16. 70., concerning which he has however deceived himself, as the said Merchant Bonk, if he were still alive, would have to satisfy that amount to the Honourable Company, but that employee having passed away in June 1763, and the said assessment having arisen in 1765, the reimbursement incumbent upon his Daughter and sole Heir, the widow of the Cashier Francois Crucius, who has also descended into the grave, but as he remained indebted at his death to Haselkamp for 6880. pagodas, or properly speaking to the petty cash, and Haselkamp was arrested in August 1765, and as Trustees over his estate were appointed the Invoice Keeper Fredrik Willem Bloeme and Pay Bookkeeper Dirk Buijs, these men have attached all outstanding credits of the widow Crucius, to serve in reduction of the said debit of her late husband to Haselkamp, however first deducting therefrom the aforesaid Pap 913. 16. 70. which was due to the Honourable Company, and see account Lr B. counted by them into the Company's treasury in 4 installments, each time noted therewith, out of the auction proceeds of Mrs. Crucius, to clearly demonstrate that this payment was made beforehand by the widow Crucius for her late father, as Heir out of the estate of the late Merchant Bonk; for if Haselkamp, as he says, had already accounted for the entire amount of the auctioned goods of Mrs. Crucius, which however nowhere appears, then the payment of the said pao 913. 16. 70. must have been made out of a bill of exchange which was remitted for the benefit of the widow Crucius out of the estate of the late Right Honourable Lord van Eck and received by Haselkamp's Trustees, who have also credited his balance sheet for it, see account Lra M. with pao 1338. 11. 70., yet the debit of Crucius thereby remains that much larger, as shall be shown hereinafter. The 100. Pagodas that were satisfied out of the moneys of the said Cashier to the Honourable Company, we believe, under correction of wiser judgment, could with the favorable pleasure of Your Excellencies be refunded to the same, and cleared on prior charges and expenses, since from all the circumstances it clearly shines through that those moneys were issued many years ago, and thus before his time, by order of the Lord Governor to the Farmers with a good intention for the purchase of necessities, yet however were not written off, and improperly continue to run to the debit of the Cashiers, and that those people subsequently died, or fell into circumstances unable to repay it; the practice in itself of letting paid-off moneys continue to run as a memorandum among the Cashier's balances being a custom that can produce nothing but detrimental consequences for this or that person. According to the closing of the Nagapatnam Trade books of the year 176 1/2 in Cash under accountability of the Cashier Paulus Loman, not counting that which was transferred to Crucius and written over to that name, still remained in debit . . . . De 100. Pagooden die uijt de gelden van gemelde Cassier aan D' E. Comp. e voldaan zijn, vermeenen wij onder Correctie van wijser oordeel, dat met het gunstig welbehagen van Uw Hoog Edelens aan denselven zoude kunnen werden gerestitueerd, en op voorjaarige Lasten en ongelden ver„ event werden, alsoo uijt alle de om„ standigheeden niet onduijster doorstraats, dat die penningen voor lange Jaaren, en dus voor zijn tijd, op ordre van den Heer 9 N Heer Gouverneur, aan de Landbouwers met een goed oogmerk tot den inkoop van benodigtheeden zijn afgegeeven, dog egter niet afgeschreeven, en oneijgen ten laste van de Cassiers blijven voort„ loopen, mitsgaders dat die menschen vervolgens overleeden, of buijten staat geraakt zijn, om het te kunnen resti„ tueeren; zijnde de behandeling op zig zelfs, van afbetaalde gelden onder de restanten van den Cassier per me„ morie te laaten voortloopen, een gewoonte die niet anders als nadeelige gevolgen voor deesen oft geenen kan voortbrengen. Brought forward, Pagodas 12500. 18. 30. Johannes Haselkamp was debited with 12500. 18. 30. According to the said Haselkamp’s own statement, only 10008. 23. 26. was collected by him. And thus, according to the contents of the Nagapatnam trade books of the years 1761/2, 1762/3, and 1764, he was over-debited for the amount of Pagodas 2491. 19. 4. unless it can be proven that he received more, since otherwise the debit of Loman does not incumbent upon him, because Crucius did not take it over, and it continued to run on a separate account in the Company's books until the month of August 1763/4 when the questionable transfer took place, just as is fully demonstrated by the extracts cited above. For that someone—as the commissioned examiners Duijnevelt and Scheuneman allege in their report—when handed a note by the Lord Governor to collect the monies stated thereon for another person, would then be bound to account for the full sum even if he had only collected it in part, or else would not have needed that note, on which foundation they also presume the transfer took place, because he ought to have been vigilant in making himself master of the funds assigned to him, has not appeared acceptable to us, since we are of the opinion that it can be regarded as nothing other than a private service, which is subject to no further accounting than the actual receipt. And Extract Letter B shows that the transfer was made because that debit had been settled in the treasury by the executors. On the other hand, from the copies of the cash accounts held here, it can also be presumed that the debit of Loman was entered among the pro-memoria running entries of the petty cash, and thus in the monthly cash accounts continued to run under the remaining cash for the accounting first of Crucius and subsequently of Haselkamp, as their responsibility, since the balance on the cash account of the cashier Crucius on the last day of August 1762 was closed at Pagodas 25420. 21. 20., and in the trade books of 1761/2 at Pagodas 14231. 1. 50., or Pagodas 11189. 19. 50. less, as well as on the last day of August 1763 in the account of the cashier Haselkamp at Pagodas 43425. 5. 50., and in the trade books of the year 1762/3 at Pagodas 27272. 14. 70., and thus likewise Pagodas 16152. 14. 60. less, of which we can form no other concept than that this must be attributed to the local custom prevailing there, since otherwise the Chief Administrators and the Trade Bookkeeper, the trade transferor, and moreover the two commissioned Council members by whom the trade books of the years 1761/2 and 1762/3 were examined, would certainly have stated that the balance on the cashier’s account on the last day of August 1762 and the last day of August 1763 stood recorded as so much larger than had been closed in the Company's books. Wherefore, subject to the correction of wiser judgment, we believe that the transfer of the petty cash to Crucius and the trade books—from which it clearly appears that the debit of Loman was not taken over by Crucius, and Haselkamp actually is and remains disadvantaged for Pagodas 2491. 19. 4.—is to be preferred, unless, as already stated, it can be proven to him that he received more than the declared Pagodas 10008. 23. 26. The former cashier Francois Crucius fell short in the year 1763 upon the transfer of the Company's petty cash by Pagodas 9658. 4. 48., and according to the short statement under Letters BB on the 17th of February 1766 still remained indebted for Pagodas 6880. 0. 0., toward the settlement of which must first serve that which has already come in on account of the widow Crucius and was still due to come in from Ceylon, provided that there is first deducted from it Pagodas 913. 16. 70., which has already been paid out of it, and Pagodas 214. 4. 20. which, as shown under Letter OO, must still be paid to the Honorable Company by this heir of the late Merchant Bonk. Then, calculated according to the aforesaid statement Letter OO, there will still be lacking Pagodas 1137. 20. 70., which, together with another Pagodas 195. 3. 35. that was handed over to Mr. van Teijlingen by Haselkamp in excess of what the auction proceeds amounted to, could be transferred to the account of that former Lord Governor in deduction of the below-mentioned Pagodas 4200, since it appears to us from the Coromandel Resolution of the 13th of August 1765—of which the extract under Letter C accompanies this—and all the circumstances, that it was so arranged by the aforesaid Lord Governor in order not to expose his nephew, and for that reason he also undertook to stand surety for it, according to which a subordinate servant who is obliged to obey his master must govern himself. On the other hand, however, there must be reimbursed out of the monies of Haselkamp Pagodas 1000 to the sureties and 4200 to Mr. van Teijlingen, or together Pagodas 5200, which served to supplement the deficit in the treasury. That the arrears of the farmers amounting to pagodas 2584: 12: 11 on the basis of the Nagapatnam Resolution of 2 June 1766 were rightly paid out of the funds of Haselkamp, since no evidence in his favor or for the verification of the alleged accounting of those monies was to be found; and finally That out of the funds of Haselkamp there should be refunded pagodas 1000 to his guarantors, and pagodas 1200 to the former Governor van Teylingen, or as much as was supplemented by the former, and out of the latter's estate, toward the liquidation of his debt to the Company; it has thus after deliberation been approved and resolved: First, to conform to the opinion of the reporting officers, that the pagodas 913: 16: 70 were paid to the Honorable Company not out of the funds of Haselkamp, but out of those of the widow of the Cashier Crucius, and therefore both to decline the requested restitution thereof, and of the pagodas 2584: 12: 11, which were paid out of his funds in satisfaction of the farmers' arrears, but on the other hand Secondly, to write to the Coromandel ministers to credit Haselkamp, and settle against previous years' burdens and charges, the pagodas 100 which had been charged to him for the debt of the cultivators, with orders no longer to let such paid-off monies run pro memoria among the arrears of the Cashier in the future, but on the contrary to have the same deducted and written off monthly in the Cash accounts, to prevent improper procedures and the prejudice that one or the other might otherwise suffer thereby, as well as to elucidate clearly to this government what may have been the cause of the large discrepancy between the Cash accounts as of the end of August 1762 and 1763, and the trade books of 1762/3 and 1763/4 with regard to the balances of the Cash, since the same according to the former amounted to pagodas 25420: 21: 20 and pagodas 13425: 5: 50, but according to the latter only pagodas 14231: 1: 50 and pagodas 27272: 14: 70 respectively, or less in the said trade books than in the Cash accounts by pagodas 189: 19: 50 and pagodas 16152: 11: 60 respectively. We subsequently proceeded to Hazelkamp, who showed us in cash pa/o: 15046: 6: 20, in addition to the aforementioned bond of Crucius amounting to Pagodas 9658. –., which two sums together formed the actual balance of the Company's petty cash amounting to pa/o: 24704: 6: 20, to which being now added the monies advanced on memorandum, also see the actual inventory to be seen at No. 2, to the amount of pa/o: 22395: 2: 60, these two sums amounted to pa/o: 47098: 9. -; and thus Hazelkamp's inventory surpassed the Company's cash book by pa/o 1793: 5: 10, in which the balance required was no more than pa/o 45305: 2: 70. Thus we remained convinced that at that time Hazelkamp accounted for the Company's funds with a surplus, and under this it should principally be reflected upon that there was carried along the pa/o: 12500: 18: 30: ƒ6004: 17: 8 of Cashier Looman, which by virtue of an order by the Honorable Governor and Chief Administrator ult=o August 1764 were transferred to Hazelkamp, see No. 3, as having been paid into the Company's cash by the Executors. As it is proven by all cash books that these monies of Looman consistently continued to run through them, and Hazelkamp never made any difficulty about signing both those books and his own inventories for them, without ever having made mention of the non-receipt of those monies, as is proven by the extracts of the cash books and inventories No. 4, 5, 2, and 7, so that if indeed he had any grounds to make a claim regarding any of the monies of Looman, he certainly would have done so when we took the inventory on the 28th of November 1764, just as he did with the Pagodas 9658. –. of Crucius, and during the inventory he showed us, as has been clearly demonstrated before, that the actual cash and the monies advanced on memorandum amounted to pa/o: 1793: 5: 10 more than what the Company's petty cash book required, could we then form any other idea than that the pa/o: 12500: 18: 30 had really been received by him in August 1764; because in November 1764 he showed us more than the Honorable Company was entitled to have; which the inventory of that time under No. 2 proves most clearly, and therefore, having described this amply, we shall leave it to the judgment of others to discern to what extent the pretenses of Hazelkamp are plausible, when he brings forward that he did not receive all the monies of Looman, nor could be judged accountable for them. Now we must also declare ourselves, although we have already done so in abundance before this, regarding the pa/o 9658 amount of the bond of Crucius. In November 1764 we received knowledge thereof during the inventory, and the Honorable Governor stood surety for that amount; therefore, considering this as secure and acceptable, just as Hazelkamp also viewed it at that time, we let it rest upon the assurance of the Honorable Governor. Is it not then curious that Hazelkamp, who was the concerned party and was to have the amount of the bond of Crucius, waited until August 1765 to speak further of this debt instrument, and were we, who had been the commissioners, not led to believe that Hazelkamp had long since collected those monies, especially because of the guarantee of the Honorable Governor, whom we surely could not suspect. Hazelkamp never failed, during the inventories we took, to show the cash monies that, according to his inventory, had to be present, and when one added thereto the monies advanced on memorandum, his inventories were always larger than the requirement of the cash book, to be seen at No. 7, where his inventory balance pa/o: 38804: 13: 70 added to the monies advanced on memorandum pa/o 5054: 20: 70 makes a sum of pa/o: 43859: 16: 60, thus pa/o: 1219: 14: 50 more than the cash book, which see No. 5, required as balance alone pa/o: 42639: 16: 10, and thus we had ult:o February 1765, which was the last inventory we took with Hazelkamp, still no reason to suspect him of infidelity; the money being shown to us, we had to be satisfied, and it was not our place to investigate how Hazelkamp came by the cash at that time, especially because at that time he made no further mention of any bond of Crucius. And as we were further commissioned to draw up an accurate report of the cash, we accordingly submitted our report on 14 August following, and in this latter document cited some warrants which had been neglected to be signed in due time by the Lord Governor. We would likewise have made this remark earlier if similar matters had come to light during one of the cash inspections, but that having never occurred, we were thus unable to expose Hazelkamp's negligence; however, since he alleges that through those writings our eyes were opened for the first time to his unfaithfulness, we therefore send herewith these two reports, accompanied by a note of moneys which Hazelkamp claimed on that occasion to be due from some private individuals, enclosed under No 8, 9, and 10, which will prove how plausible Hazelkamp's pretenses are, and whether inspections, in which so great a loss of the Company's funds was demonstrated, could have been conducted with greater moderation. Never have we denied having knowledge of the bond of Crucius, but it was bound to surprise us that, having carried out the cash inspection in February 1765 and the Company's funds having been shown to us in full in cash, without mention of the debt or bond of Crucius, when we were commissioned in August 1765 by the Honorable Lord Governor Haksteen to inspect that cash, Hazelkamp came forward again with the claim of the bond of Crucius, which we had good reason to believe had been settled, because in February we had seen the Company's funds together; therefore, if anything is to be reproached in this matter, it rests solely with Hazelkamp, who, having misled us by displaying cash and having led us to believe that this bond had been paid, certainly should have been the very first to give an account of this matter and of the state of his troubled cash to the Right Honorable Lord Haksteen, who would then, through such an account, have been in a position to call the Lord van Teijlingen to account accordingly, and to ensure the security of the cash; but to wait with this until after the flight of the said Lord van Teijlingen, and then to burden him with everything merely to give an appearance of balancing his cash, is something too contradictory to be accepted as satisfactory. Hazelkamp's shamelessness becomes apparent in the content of this writing, having proven that by the cash continuously displayed to us, the signing of his constant cash inspections, and balanced cashbooks, it is clearly proved that the amount from Looman was collected by him; at least we saw the necessary cash during the inspection, and remain prepared to confirm that Hazelkamp never informed us of the non-receipt of these funds, which ought to have been deposited into his cash, see warrant of August 1764, and with which his inspection and cashbook were also charged, which he certainly could not be ignorant of, since he prepared those papers himself, and they were merely audited and checked by us as Commissioners against the existing warrants, in which respect we never had any reason to blame Hazelkamp. But it appears that after the flight of the Lord van Teijlingen, his resource to display the cash at the time of the inspection came to an end, as there had previously never been any deficiency in this, indeed always more rather than less was shown, and it was the very first time that a difference was perceived when on 6 August the Right Honorable Lord Haksteen ordered us to that commission. Having been delivered, pursuant to the session of the 31st of March last, to the Council of Justice and the curators of the estate of the former Cashier Joannes Haselkamp, a copy of the petition presented by the aforementioned Haselkamp to Their High Mightinesses, likewise the penal decree issued by the Honorable and Worshipful Council of Justice of Batavia Castle upon the request of the said Haselkamp, and likewise an extract from Their High Mightinesses' dispatch dated the 4th of December 1767 relative to both the aforesaid documents, in order that they may comply with Their High Mightinesses' venerated order, or else submit their defense against it; and now the President of the said Council has brought forward a minute: Letter M. Minute dated the 12th of April last held by Their Worships, serving both for their own exoneration and for that of the Fiscal Cantervisscher, testifying that neither charters, papers, nor goods of the said Haselkamp remain in their possession, and furthermore that, out of an abundance of caution, they had also written to the former Secretary of Justice Leonard Campie to inquire whether perhaps through inattention anything had remained in his hands; the aforementioned minute and the reply from Campie reading as follows: Tuesday the 12th of April 1768, in the morning at eight o'clock. Ordinary Judicial Meeting. All present, except the Honorable Jacob van Tessel, due to business in the Company's service. By the Honorable President Henricus Leembruggen, there was brought into the meeting a copy of the petition presented by the former Cashier Joannes Haselkamp to Their High Mightinesses the Honorable High Indian Government; likewise a copy of the penal decree issued by the Honorable and Worshipful Council of Justice of Batavia Castle upon the request of the aforementioned Haselkamp; and finally an extract from Their High Mightinesses' dispatch dated the 4th of December last, relative to both the aforementioned documents. And after consideration of the one and the other, it appeared with astonishment that from here are demanded such charters, books, and papers, as well as moneys and goods, nothing excepted, which on the 20th of August 1767 might have been in the hands of the putative curators, the Fiscal Cantervisscher, or whomever it may be; whereas the said condemned Haselkamp ought to be well convinced that none of his papers of any kind remained here, at least not with the judiciary, since on the 3rd of September last, when he was on the point of his departure for Batavia to pursue his case there on appeal, all his papers that were in safekeeping in the hands of the Secretary of this Council were delivered to him. Concerning this, it was not deemed necessary to take a receipt or written proof, because it took place in the presence of two commissioned members of this Council, Jan Appengh and Dirk Buijs, who affirm the same and testify that he was satisfied with it at that time and made mention of no other papers or documents. The President and all the members of this Council declare that no charters of the said Haselkamp remain in their possession, and this has been specially testified by Mr. Cantervisscher, along with his surprise that he is specially named in the aforesaid decree, and that it is therefore to be maintained that the surreptitious and obreptitious means that Haselkamp used in his petition gave occasion to that special nomination, which cannot be refuted by him because the ingredients of his petition are unknown here; and therefore he can do nothing against it except to declare in truth and in good conscience that he has never had either goods or papers of that malicious former cashier in his possession.

912 215 These irregularities, caused by a three-year neglect of affairs, have also delayed us for nearly four months, and only through questioning and re-questioning, both Haselkamp himself and the servant of the deceased messenger named Wierappa, were we able to gain a proper understanding of the found papers, in order to form both a statement of accounts and an orderly auction book from them, as well as to draw the auction notes from the latter and send them around for collection, which we must testify we would never have been able to do had the elucidations of the aforementioned servant, having always been present at the auctions, not assisted us in many respects; for upon questioning Haselkamp himself, he declared many times that due to the length of time many matters had slipped his mind, and thus our only recourse was to the aforementioned servant, by whom the received auction monies were also collected, though not without great great difficulty and many squabbles with many of those payers, as a multitude of them claimed that they even had auction monies due to them for goods sold on their behalf two to three years ago, and therefore desired that their debt might be liquidated therewith or validated in reduction thereof, not to mention many objections of such nature that have occurred to us during the period of three years that we have had to spend on these neglected and disorderly estate matters, and undergoing many impertinent accusations in his submitted writings here to the Council of Justice, as if we had greatly disadvantaged him and thus had not properly looked after his confused finances, from which, however, we have cleared ourselves in the clearest manner, and considered his position in that respect as an effect of his malicious nature. And notwithstanding all these 26 these obstacles and inconveniences, as well as the fact that many of the people, both through the length of time and worsening conditions, have become impoverished, deceased, departed, and gone abroad, we have nevertheless to date, through applied zeal and effort, recovered a considerable sum of Pagodas 17850. 16. 42 for the benefit of his estate, according to the accounts formed thereof by us. Furthermore, at the aforesaid session of 31 March last, the business regarding the aforesaid affair, in so far as it touches the Civil Government, having been postponed until the aforementioned documents should have arrived, in order to put into writing at that time the reasons that had induced this Government to appoint Buijs and Bloeme as Curators, it is now unanimously approved and agreed to bring to the attention of Their High Excellencies in rescription to their letter of 4 December of the past year: Initially, 223 Initially, the late reception of the orders dispatched concerning this, as they were received here no earlier than 26 March last, thus long after the departure of the ship Scholtenburg, or else one would have complied with that order at once or earlier. And regarding the operative part of the ruling of the Honorable Worshipful Council of Justice of the Castle Batavia, dictating that the alleged Curators, the Fiscal Cantervisscher, or any others, whoever it might be, upon certain large penalty to be forfeited to the High Authority, should have removed the attachments and, at the earliest opportunity upon proper receipt, surrendered to the attorneys-in-fact of Haselkamp all the charters, books, and papers seized under them, along with the moneys and goods, nothing excepted, which on 20 August 1767 might have been in the possession of the cited alleged Curators, the Fiscal Cantervisscher, or whoever it shall be, and furthermore to render to Haselkamp or his attorneys-in-fact accounting, proof, and reliqua of their improperly conducted administration; to serve: that in the petition of Haselkamp presented to the well-mentioned Their High Excellencies, nothing was mentioned of rendering proof and reliqua to his attorneys-in-fact, but solely that by the first shipping opportunity, whether via Ceylon or elsewhere, all the moneys and goods that were still in existence on 20 August 1767, as well as all the papers that were found in his estate at the time of detention, might be sent over to the Secretary of the well-mentioned Council, Gijsbert Jacob Welgevaren. And that, furthermore, the penal order could not have been complied with in all respects, on the grounds that nobody had presented himself as attorney-in-fact of Haselkamp and demanded any accounting, proof, and reliqua; but regarding the further demands made upon the Curators, in accordance with what was requested by Haselkamp from, and granted by, the most highly esteemed Their High Excellencies, the resolution taken hereinbefore was complied with, including the remittance of what came in on account of that former Cashier after 20 August 1767. was indebted to private individuals, amounting together according to the aforementioned incorporated note page 10457. 8. 27 to ƒ 50159. 5. 5, so that with orphan and diaconate funds, and everything that could, so to speak, be seized and captured, had been brought to the benefit of his estate in order that the cash would merely be settled. And that, furthermore, regarding the goods claimed by him, these could just as little be complied with as regarding all the charters, books, and papers found in his estate at the time of his detention, because the former had already been sold by public auction, the last being under the date of 6 August 1765, and the papers belonging to the secretariat had been delivered to the first sworn clerk, while the despicable rough auction rolls, as no auction book had been found, had been taken by the curators in order to look after the interests of the estate and thereby at the same time to attend to those of the Company; and furthermore, that all other unnecessary documents and bundles of letters had been handed over to Haselkamp upon his departure to Batavia, along with two silver seals, pursuant to his petition submitted to the Council of Justice, the disposition of which, dated 3 September 1767, it was thought fit to present to Their High Excellencies, from which, as well as from the minutes kept by that Council on the date of 12 April of last year, and the declaration of the curators mentioned above, it would further appear that neither goods nor papers belonging to Haselkamp were to be found here any longer; while the Government otherwise trusted that Their High Excellencies, being satisfied with the foregoing, will be pleased to consider the order issued by them in this regard as fulfilled. However, it was further thought fit to state to the most mentioned Their High Excellencies in the outgoing letter that the Government could nevertheless not omit to remark that the Honourable Council of Justice of the Castle of Batavia, in their Honourable disposition of 25 November of the past year, called the curators appointed by this Government to the estate of the aforesaid former cashier Ioannes Haselkamp pretended curators, and that their administration was alleged to have taken place improperly, just as if those persons, Buijs and Bloeme, had set themselves up as curators in that confused estate on their own authority and according to their own whim, whereas they were nevertheless appointed as such by those to whom Their High Excellencies have entrusted the administration here, namely the Governor and the Council of Policy, as dutiful notice was immediately given of this in a letter dated 19 August 1765, without the resolution of this Government in that regard having been challenged or disapproved by the aforementioned Their High Excellencies. And furthermore, that however certain it was that Haselkamp had obtained, through sub- and obreptitious means with which he must have substantiated his petition, that Their Honours used those terms of pretended curators and their improperly conducted administration, these were nevertheless too sensitive not to be refuted, and that the reasons that had compelled this Government to that decision should be shown: where Buijs and Bloeme had been appointed to this, they were obliged to obey the order, so that the term pretended and their improper actions could not be made applicable to their persons, but had to rebound upon those who had qualified them, namely the Council of Policy, just as if it were not competent to nominate those persons as curators; and from that the questions should not unreasonably result: whether this Government was competent to appoint curators; and secondly: such competence being assumed, whether it had not then been necessary to appoint curators to the estate of the unfaithful cashier Ioannes Haselkamp! Regarding the first, it was inconceivable that anyone would wish to dispute that competence, because curators were chosen both by the high authority and the courts of justice when circumstances warranted it, of which a multitude of cases were to be found at the capital of the Indies; therefore it was deemed superfluous to verify through European customs and authors that when an administrator of public funds has either failed or is under the presumption of being about to fail, the magistrates ex officio may very well provide for this by the appointment of a curator, and that this also took place in the estate of an apprehended person to save expenses. according to what appeared from the confession of that cashier, that he was not in possession of those moneys that were supposed to be in the cash fund, and thus was incapable of accounting for the remainder; the Lord Governor, however, continuing to exercise the utmost patience with that subject, despite a commission for the inspection having already been decreed, had granted another eight days' time, to see whether the Honorable Company might perhaps be indemnified, either through guarantors or a collection, and he could thus be liberated from the punishment that unfaithful servants deserve. And the said term having expired, and not the slightest security for the Company's moneys having come forward, they were forced on the 6th of August 1765 to send the Commissioners, in the presence of the Fiscal, to the house of Haselkamp, who, having returned, reported that the cashier had to account for 18956 pagodas, 9 fanums, and 10 cash, or ƒ90770. 12. 8, but that no more cash was found than 832 pagodas, 15 fanums, and 25 cash, or ƒ3996. 13. 8; consequently, there was a deficit of a considerable capital of approximately pagodas 18124.-, or rather 86995 guilders. Whether these circumstances of the case did not require that, without long deliberation or delay, recourse be taken to such measures as could provide the greatest security, will gladly be left to the judgment of all well-meaning and faithful servants; and that intended security was to be found in nothing else than the de facto sealing of all the possessions of him, the cashier, by the Fiscal and judicial members, and having his person watched by sentries, just as the same, having initially been carried out solely by order of the Lord Governor, was subsequently submitted by His Honour for deliberation as to what further needed to be resolved regarding this matter. Upon which, it being taken into consideration by this assembly that he, Haselkamp, as secretary, had all the secretarial papers along with the successively adopted resolutions in his possession, and the ship De vrouwe Petronella Maria being on the point of departure, with which the submissive letter of this Government to Their High Nobles had to be dispatched, it was resolved to have all the papers connected to the secretariat handed over to the First Clerk Campie, so that the clerical work could proceed. Likewise, the Commissioners De Filliettas and Pietersz were ordered to accurately examine the cash book once again against the warrants since 1764, and to confront them with one another, as well as to submit a distinct report of their findings, for the reason that it had incidentally appeared that Haselkamp had occasionally forgotten to take in warrants that had nevertheless been paid by him, which could now also have been the case. And finally, in order to attain the intended objective in this matter, the bookkeepers Buijs and Bloeme were appointed curators over all the outstanding affairs of Haselkamp, and that this was all that was judged inevitable by this Government or the Political Council, with the further notification that that cashier was not yet sub reatu at that time, and the sequestration could not be established over it, or else the cart would have been put before the horse, and that the management of it could much less have been left to himself, because he, who had already acted so faithlessly, would not have done any better now, just as the same, notwithstanding he was in that labyrinth, could not refrain from dishonest conduct by taking up money from various people, while he well knew he could not repay the same, as could be seen in the criminal trial, where it properly belonged and was therefore referred to. Just as it was further understood, following up on that affair, to note briefly what had occurred regarding the person of Haselkamp before this Government, namely: that by Resolution of the 19th of August 1765, the Commissioners De Filliettas and Pietersz, pursuant to what was demanded of them at the session of the 6th preceding, had submitted a written report, and had thereby demonstrated that after an accurate review of everything serving that purpose, there was still a deficit in the petty cash of a considerable amount of pagodas 18983. 14. 50, or ƒ91121. 6. 8. to assist, and would further endeavor to help him, Haselkamp, to obtain that which legally belonged to him, but had afterwards, by a letter of the 15th of August, contrary to his previous promise, expressly denied being indebted to him, Haselkamp, for a sum of Pagodas 11579 or ƒ 53579. 4. -, whereby Haselkamp declared his inability to pay to the Honorable Company the aforementioned Pagodas 11579, amounting to ƒ 53579. 4. -, but that the remainder, which he still owed to the Cash, he hoped he would indeed be able to satisfy, with a request to the Lord Governor to devise a means to deliver him from total ruin, and that the arrest of his person and goods might be lifted. However, the meeting declared that no expedient had been found to rescue him from that labyrinth, because the Cash upon inspection should have been complete, without a single doit missing, but that on the contrary Pagodas 18983 or ƒ 91120. in ready money were found to be deficient, or if one wished to deduct that which had been forgotten to be collected through the nonchalance of the Cashier, Pagodas 15899 or ƒ 76315. in ready money, and of which he had declared being unable to pay Pagodas 11579 or ƒ 53579., with the expression of his hope that the remainder could indeed be satisfied; so that the meeting considered it had acted according to law and fairness in ordering the Fiscal of this place to perform his office and duty against that unfaithful servant, who had even confessed to being unable to satisfy the Honorable Company; which disposition the Council further considered to be grounded on the Company's orders and statutes, of which it was resolved to cite only a few in this matter that had come to the knowledge of this Government, namely: That as far as Coromandel is concerned, it was ordered by Their High Excellencies under date of the 6th of September 1694 that all servants who were deficient in any funds in their administration, over and above the punishment which was first determined, had to make cash payment within the period of two months, and that whatever was still lacking thereafter would be executed upon their goods. That on the 29th of January 1718, the Honorable Court of Justice of the Castle of Batavia did not hesitate, regarding some deficiency in his warehouse, first to confine the Masulipatnam Warehouse Keeper Steenlak in irons, subsequently to deport and declare him incompetent, etc., as well as furthermore to condemn him to the compensation of that which should be found to be in arrears to the Honorable Company. That in the year 1709, Secretary Borgoigne was flogged for a deficiency in his administration that amounted to only between 8 to 9000 guilders. And on the 8th of February 1724, Their High Excellencies explained themselves regarding Cashier Pieter Coutvel, not only to let the Advocate Fiscal contend for a proper settlement of that which he should be found to owe to the Honorable Company, but also to proceed criminally against his person according to the requirements of justice and the law, just as he was condemned to flogging. That in the year 1717, the Commander of the West Coast Hofman, although the Honorable Company suffered no shortage in the Cash, was nevertheless condemned to chains and banished. That when Pieter van der Snippe, First in Commission of Banjarmasin, had first made away with the Company's funds, and subsequently his own person, on the 1st of August 1732 Their High Excellencies ordered to hostage the second of that commission, Carel Breine, in irons, and commanded the Fiscal to proceed to the indemnification of the Honorable Company, although in that same Resolution it was said that if van der Snippe were not in hiding, the accounting of those funds would belong to him alone, and that consequently Breine had sinned only to a lesser degree. And that, because this Government is unaware of any alteration or mitigation of the previously existing orders, no difficulty was therefore made by the same to deliver over to Justice a subject whose person merited not the slightest compassion, if such even had a place in the Company's service, and regarding the fraudulent embezzlement of the Company's funds which he, according to his own written confession, was unable to satisfy to the sum of Pagodas 11579. A subject who afterwards had further demonstrated his bad character in insulting his superiors in such a flagrant manner, that if such were to occur with impunity, the Lord Governor maintained that hardly any Member of Their High Excellencies' Illustrious Assembly would allow himself to be employed to assume a ruined, thoroughly corrupted, and emaciated Government, and there, turning wrongdoers over to Justice in good conscience, to be exposed to all insults and villainies of such vile scoundrels. Although by the aforementioned political disposition the case of Haselkamp has now become criminal, and it could thereby be maintained that in managing the estate of that unfaithful cashier it ought to have been surrendered to the sequestrator, it was nevertheless understood to note that the same
