I flatter myself that the defence will be found satisfactory in all respects, and that it will clearly show that Haselkamp was subjected to no harsher treatment than his perfidy has deserved. After we had, since mid-June, the time we assumed that the ship projected by Their High Nobilities the Noble High Indian Government at Batavia as a direct return ship from this Coast ought to appear here, looked out for the same with longing, and were brought into the utmost uncertainty by its prolonged absence, especially when on 26 July last, with the safe arrival of the ship Noordbeveland destined for this Coast, we received news that the bearer of this, the ship the Bartha Petronella projected for that purpose, had already been dispatched hither from Batavia on 3 May prior, so that we feared, not without reason, that that vessel would not complete its voyage hither due to some fatalities; and seeing that vessel fail to appear on 5 August last, we devised means, for the promotion of the Master's service, to have the European packages sent directly from here if there were any possibility thereof, or else partly via Bengal and Batavia, since Their aforementioned High Nobilities at Batavia have been pleased this year only to send the aforementioned ship Noordbeveland for this Coast, which did not suffice to transport all the linen packages that were in readiness; while we thus fluctuated between hope and fear, we were finally relieved of all uncertainties on 17 August past by the unexpected appearance of that vessel, which

which, according to the logbook, had fallen below Ceylon due to heavy, persistent storms of which there are few or no examples in these seas, and was forced to cross the Line once again in order to catch the southeast trade wind. This having been successfully accomplished, it subsequently completed the voyage here reasonably swiftly, without the aforementioned foul weather causing any notable damage either to the ship or to the loaded goods. The arrival of that vessel overturned the measures we had already taken, and consequently we immediately cancelled the ship requested from the Ceylon ministers for the homeward voyage, in the event they could assist us with such a vessel without their own inconvenience. Furthermore, because of this late arrival, we had to make many changes to the arrangements made in that regard by Their High Nobilities. We therefore decided, instead of sending that vessel to all the trading posts of this Coast to take in the packages of cloth ready there as ordered by the same High Authorities, to let it sail on directly from here to Jaggernaikpoeram due to the lateness of the season, after the packages ready here were loaded into it. All this had to be done in great haste, so that this vessel might turn its prow toward the Cape of Good Hope from that trading post before the breaking of the foul or North Monsoon. To which end we meanwhile had the Sadraspatnam and Paliacat bales brought in advance to Jaggernaikpoeram by two sloops, while in the meantime the Palicol linens were gradually gathered together. Thus, according to the latest reports we have of the stock of homeland linens on hand, we estimate that this vessel, together with what it has already taken in here, will be able to depart with a cargo of 12 to 1300 packages, as will appear in more detail to Your High Nobilities and Right Worships from the invoices and bills of lading which are respectfully presented to Your High Nobilities and Right Worships herewith. Of the loaded linens, as the well-mentioned Noble High Indian Government was pleased to prescribe to us in Their most respected dispatch of 30 April last and the General Resolutions of the Castle of Batavia of 5 March preceding—extracts of which we take the liberty to attach in copy hereto—two thirds, together with the ship with its ballast and lower weight, are consigned to the Presidial Chamber of Amsterdam, and the remaining one third of the cloths to that of Zeeland. However, the invoices of each trading post are separately addressed under one cover to the Chamber of Amsterdam. In addition, in accordance with our instructions, a short general invoice or summary of everything that the bearer hereof has been provided with, both at the Indian capital of Batavia and here at the Coast, will be presented to Your High Nobilities and Right Worships by the Jaggernaikpoeram officials, so that Your High Nobilities and Right Worships may see at a glance the size and importance of the cargo, etcetera. The respectful answer to the aforementioned most highly venerated letters, and the extract General Letter to the Noble High Indian Government obtained therewith, dated 25 September and 15 October 1770, we shall dutifully observe as required at the next opportunity via Batavia; meanwhile most humbly offering Your Right Excellencies, Right Worshipfuls our gratitude for the relief of uncoined gold, with which Your Selves have been pleased to provide this Government. Concerning the remarks which Your Right Excellencies, Right Worshipfuls made regarding the content of the gold that was requisitioned from here, and successively sent to us by Your Right Excellencies, Right Worshipfuls, may we be permitted to refer to the answer which we, according to custom and in order to follow instructions, will take the liberty to set down for our discharge in the margin of the aforementioned extracts of General Letters sent to us, which are to be inserted in the letter departing from us to Their Right Excellencies in Batavia. Meanwhile, the first-signed Governor Haksteen is very sensible of the benevolence shown to him by His Serene Highness, upon the nomination of Your Right Excellencies, Right Worshipfuls, in his promotion to Ordinary Councilor of the Indies; he will not expatiate upon this in a multitude of words, but merely testify that his obligation, zeal, and fidelity to the High-Named Prince and Your Right Excellencies, Right Worshipfuls, as well as for the Company, will not cease but with his life; to which end he meanwhile assures in the strongest manner that, when coming subsequently to Batavia, whither he has been called by the Noble High Indian Government to assist at the High Table, he will apply himself to the work of his department with no less adherence than he has observed Your Right Excellencies, Right Worshipfuls' precious interests with blessed successes during his six and a half years of administration on this Coast.

has observed; sincerely wishing that his successor, the second undersigned Designate Governor Reijnier van Vlissingen, appointed thereto by the aforementioned Noble High Indian Government and having arrived safely here on the 26=e of July last on the ship Noordbeveland, may enjoy the good fortune of increasing and augmenting the profits and returns, to the satisfaction and gaining of the favour of Your High Noble High Mightinesses, in which regard he feels most strongly urged to give Your High Noble High Mightinesses the most sincere assurance that he will devote and apply himself with the greatest attachment to the true service of the Noble Company, in order thus to render himself worthy of Your High Noble High Mightinesses' precious benevolence, and thus also fully to answer to the trust that the aforementioned Noble High Indian Government has pleased to place in him by his election as Governor and Director of this Coast. Meanwhile, with permission obtained from Their High Nobilities, the bearer of this conveys to the Netherlands the discharged Military Lieutenant George Lodewijk Singelman of Prussia, who, as well as the two discharged corporals placed upon this vessel, Johan Christiaan Belist of Oldenmark and Albertus Lubman of Utrecht, have been duly entered in the ship's log; as well as the 12 sailors placed here to reinforce the crew of that keel, both to fill the places of those who died on the voyage between Batavia and this Coast, and to bring to full strength the number of 100 heads determined by Their High Nobilities. 23 Extract from the general resolutions of the Castle of Batavia, taken in the Council of India on 5 March in the year 1771. Since the time is approaching for the dispatch of a ship to Cormandel, in order to transport the return cargoes from that Coast directly to the Netherlands this year in accordance with the wish of the Right Honorable Gentlemen Seventeen by missive of 7 October 1769, and the decision taken thereon by this Government on 25 June 1770, upon the proposal of the Governor-General, the drawing up of such further arrangements has now been entered into, as are consistent with that which appears concerning this direct consignment in the letter from the Cormandel Ministers of 29 September 1770; and His Honor was of the opinion that these ought to be made, and they were presented in writing to the assembly by His aforementioned Honor by way of prior advice. Whereupon, after mature deliberation, in conformity therewith, with some alteration of what was determined in the aforementioned Resolutions of 25 June 1770, it has been approved and agreed: 1. Whereas the Cormandel Ministers, upon the requisition of this Government to state whether the quantity of return cargoes will indeed be of such importance that a ship of 150 feet would be necessary for their transport, say that they cannot well determine this, but calculate that there would be a number of 1000 linen packs found on that Coast for consignment to the Netherlands this autumn, and that the same, indeed even more, could be sent with a ship of 140 feet; to designate herewith the Bartha Petronella as a return ship via Cormandel to the Netherlands. 2. To let this ship depart from this principal place on the first of May, instead of mid-May as requested by the ministers, because the reasons which they give for an early dispatch are very plausible, and it is certain that all beginnings are somewhat difficult; as well as to have the same provisioned here for the entire homeward voyage, except for dried fish and live pigs, which will have to be procured at Nagapatnam, as they are to be obtained there just as well as here. 3. 23 3. To let the said vessel call at Nagapatnam, office by office up to Bimilipatnam, being the northernmost, unless sailing from the south to the north up to Iaggernaikpoeram should take so much time that it could not undertake the homeward voyage by mid-September, since in such a case the packs from Bimilipatnam will have to be transferred to Iaggernaikpoeram with small vessels; but if this too should take more time than mid, or 20, or at the latest 25 September, to then have it fully bulk-loaded with pepper at Iaggernaikpoeram and depart from there for the Netherlands without the Bimilipatnam packs; and in reply to the questions of the Ministers whether such a ship, if it could be fully laden at Iaggernaikpoeram, may depart from there for Europe, or must leave behind a part of the cargo and proceed to Bimilipatnam to take in the linen packs ready there, to answer that this latter may well be excused in case the ship for the Netherlands could be fully laden at Iaggernaikpoeram with packs from that office itself. 4. To authorize the Ministers, in conformity with their request, to take off 12 or 15 sailors from the ship arriving from the outbound voyage for Bengal and calling at Cormandel, in case of necessity, for the manning of the ship projected for Europe, calculated in total at 100 men. 5. Besides the stone ballast and other heavy bottom cargo, for which 200000 lb of coffee will also have to serve, for the stowing of the linen packs, to send along with the aforementioned vessel 25000 lb of sappanwood and 400000 lb of pepper packed in straw sacks, with orders to the ministers to remove the pepper from the ship and transfer it into one of the sloops or store it elsewhere for the time being, insofar as it cannot be left here and there in the ship during the unloading of the remaining goods that will be sent with it for Cormandel itself; and, after the loading of the Nagapatnam packs, to have the same covered over with that grain, as well as upon the forwarding of the ship to the offices which it must call at in both southern and northern Cormandel, calculated according to the quantity of packs which 21 they might believe will be ready for the Fatherland, to also give along as much pepper (though no caliatour wood, since that is excused and the sappanwood must serve for dunnage) as the ship's officers shall presume they will need both for covering the packs and for the full loading of the hold, and to have the remainder sold either at Nagapatnam or one of the other offices; especially ensuring that the ship departs full and not badly laden, and that if through an abundant harvest more linens than the 1000 packs stated by calculation should arrive and be ready for the Fatherland, more, or indeed as many as the ship can transport, are also laden into it. Amsterdam, but of the linens, both Nagapatnam and further southern as well as northern, two thirds to be consigned to the aforementioned, and one third to the Zeeland Chamber, provided that following thereupon two proper invoices of them are drawn up and sent from each office, further, the linens that are prepared after the departure of the return ship for the Fatherland, or collected in excess of what it can transport, to be sent hither, to serve for the Chambers of the Meuse and the Northern Quarter, and in case of too late receipt for sending with the first shipment or lack of direct opportunity, to be addressed with the second shipment to the Amsterdam Chamber. 7. For the aforesaid purpose, to have those, and also at the same time all the linens that might be found on Coromandel for the Indies, collected from the entire Coast, including Bimilipatnam itself, by a second ship (if there should be so many linens in stock that collecting them is deemed advisable) and brought hither, regarding which it is further understood that the ministers are to be instructed to dispatch that second ship from Nagapatnam so early, that that it can call at the respective offices and undertake the return voyage on the 15th, or at the latest on the 20th, or else the 25th of September from the northernmost one that it must visit, as well as to have the bales of linen which, while that ship moves down along the Coast, might still be packed at Nagapatnam and its vicinity both for the Netherlands and for the Indies (provided the quantity is of some importance and is worth the trouble and expense) loaded onto a suitable sloop, and thus sent after the ship in time, so that they can be transshipped into it at Jaggernaikpoeram or at Bimilipatnam. 8. 13 335 Netherlands To the Illustrious High Born Prince and Lord Willem By the Grace of God Prince of Orange and Nassau Hereditary Stadtholder, Hereditary Captain and Admiral General of the United Netherlands etc. etc. etc. as Supreme Governor General and Supreme Director of the Noble East India Company The Right Honourable Highly Esteemed Gentlemen Directors commissioned to the Assembly of the Seventeen at the Chamber Amsterdam Illustrious High Born Prince and Lord, and Right Honourable Highly Esteemed Gentlemen. The ship De Bartha Petronella, having sailed from this roadstead on the 3rd of September last with our respectful letters, and having turned its course towards the fatherland on the 7th of October Read at the assembly on 26 October 1772 thereafter from Jaggernaickpoeram, we hope that long before the arrival of this it will have entered the desired port safely and free of misfortune, and that our aforementioned letters sent therewith will have duly reached your Right Honourable Highly Esteemed hands; but of the copies, being the duplicates dispatched via Bengal, we have the high honour of offering them most submissively to your Right Honourable Highly Esteemed alongside this, together with such further papers and documents as are mentioned in the register accompanying this. Although their Right Excellencies the Noble Supreme Indian Government at Batavia were pleased to stipulate the departure of the aforementioned vessel from this coast at the latest on the 25th of September, that order could nevertheless not properly be complied with due to the hindrances that delayed the loading etc. of the hull in the roadstead of Jaggernaickpoeram, and especially because of the rain, which fell for several consecutive days, 336 13 according to the report we have of it; although the chiefs made not the slightest mention of the departure of the said ship in their letters of advice of the 10th of October past, wherefore they have now been reproached for that negligence, and required to provide the reasons not only why that hull sailed twelve days later than the Noble Supreme Indian Government at Batavia had been pleased to determine, but displeasure was expressed that no more than the 1071 packs loaded therein were put into that vessel, which might well have been done in case some thousands of pounds of the pepper it held had been unloaded from it, as no 200,000 lb would have been needed to ballast the said quantity of fine textiles, and it would thus rather have been seen that preference was given to the linens, the more so as the chiefs had been authorized to sell the unneeded pepper there; although we must believe and assume that such is rather to be imputed to the inattention of the ship's officers in stowing the said vessel than to the chiefs themselves, as the latter will have proceeded in that regard according to the report and declaration of the skipper and his officers. The received demand for returns for the coming year was immediately distributed and assigned for execution both here and at the subordinate factories, under such recommendations and remarks as your Right Honourable Highly Esteemed were pleased to prescribe therewith for our dutiful observance, a specific indication of the distribution of those requests being given in the accompanying provisional answer to the same, to which we may be permitted to refer, as well as to our answer rendered in all respect in the margin of the extracts from your Right Honourable Highly Esteemed's very venerated general missives to their Excellencies the Noble Supreme Indian Government at Batavia, dated the 25th of September and 15th of October of the past year, inserted in our submissive letters dispatched to the said Noble Supreme Indian Government on the 14th of October last, the copy of which, as well as of our advices dispatched under date of the 14th of March of this year, we cause to accompany this in all respect, as also the resolutions successively taken by us since the 14th of December of the past year up to the 21st of November last, as well as the copies of our secret papers, to all of which we take the humble liberty to refer regarding what has occurred and been accomplished here in the master's service since our spring humble advices. Regarding the result of the procurement of the past trading year, we respectfully present to your Right Honourable Highly Esteemed the threefold formal answered demands, showing, as do the separate overviews attached thereto, that the collection along this coast has amounted in total to a number of 2500 ½ packs, and thus 1133 ½ packs less than the past year; which deficit, however, primarily has its origin in the demand for this year being much smaller than that of the past year. obstacles, to be mentioned hereafter, must also be attributed the fact that in this year 173 1/2 bales fewer were collected than the year before. Nevertheless, out of the requested 2851 1/6 packages, of which 1962 were for the Homeland and 889 1/6 for the Indian Regions, 2500 1/2 packages have still been supplied, namely 1651 for the Fatherland and 849 1/2 for India, and thus 350 2/3 packages are lacking from the requisitions, namely 311 for the Fatherland and 29 2/3 for India. From what we found narrated in the direct letters from the Ministers dated 18 December of that year, which arrived in answer to our previous requisition of the year 1767, it appeared to us that the defect in the quality of the linens, if it cannot be improved, will ultimately become the principal reason why we shall have to reduce our requisitions of Coast linens very considerably, just as our present requisition has also been reduced in many items after inspecting such linens as were brought to the Amsterdam Chamber via the Main Office, mainly under the printed season, which we found to be of considerably poorer quality than the previous return, on which there was already nothing to praise. In our above-mentioned latest requisition, in order to promote the collection in quality, we gave permission to also send a sample of both valued and unvalued. In the humble provisional reply dated 24 November of the past year to this now expired requisition, we have already dealt with everything and demonstrated in all humility how the linens were divided among the Offices. Therefore, in order not to be prolix and in hope of Your Right Honorable Nobles' favorable approval, we shall refer to that, and proceed to show how much each of the Offices has contributed to the procurement of the aforementioned quantity for this year's collection, at the same time incorporating what the chiefs set down and brought forward in their justification in their answered requisitions, thus beginning with the Main Office Nagapatnam, where 456 1/6 packages were assigned to the merchants for delivery, namely 159 for Europe and 297 1/6 for India, on which they supplied 419 1/2 bales, including 138 for the Fatherland and 281 1/2 for India, and consequently 36 2/3 packages remained unsupplied, namely 21 for the Fatherland, consisting of the following assortments: 8 packages of Bethilles Ternatanes 6 ditto Bethilles thin bleached 4 ditto Bethilles fine broad 3 ditto Bethilles fine narrow, and 15 2/3 packages for India, namely: 11 2/3 ditto Tapis Divers for Batavia 1 ditto sailcloth large bleached 2 ditto Gingam Drongam, and 1 ditto Bethilles Ternatanes. The poor quality of the linens brought to the cloth hall by the merchants, which caused them to be rejected, is the reason for the non-fulfillment of the aforementioned 36 2/3 bales. Portonovo completely supplied the 140 packages assigned to that Office, namely 66 for the Fatherland and 74 for India. Sadraspatnam, against the 333 packages assigned to that Office, namely 225 for the Fatherland and 108 for the Indian Regions, supplies 303 packages, of which 195 are for the Netherlands and 108 for India, and thus 30 packages for Europe have remained unsupplied, consisting of: 10 packages of Salempoeris Common Raw, and 20 ditto Guinees Common Raw. The chiefs say that the merchants affirm, especially those who trade under surety and must pay off 10 per cent in reduction of their old debt, that it is difficult to deliver those sorts of linens in 1st and 2nd sort of such quality as is desired; that it was certain, and would facilitate the procurement of raw linens, if 3rd sort could also be accepted from them for the Fatherland, since many pieces now had to be rejected that would otherwise pass for that sort; that it was also true and known how sluggish, unenthusiastic, and impudent the merchants of that Office were, upon whom all exhortations, admonitions, reproaches, and sometimes threats no longer had any effect; that they indeed brought enough linens to the packing hall, which nevertheless had to be rejected on account of the poor quality. Palliacatta was assigned 223 packages, 174 of which were for the Fatherland and 49 for India, on which 165 bales were supplied, namely 124 for Europe and 41 for India; thus 58 bales are missing from that Office, of which 50 are for the Netherlands, of the following assortments: 2 chests of Bethilles superfine 1 package of Roemaals Sestergantij of 1 1/8 15 packages of Roemaals Checkered of 1 1/8 2 packages of Coast handkerchiefs ordinary 6 packages of Bethilles Allegia 4 packages of Bethilles Callawaphoe 6 packages of Bethilles Sestergantij 4 packages of Gingam drawers Checkered 7 packages of Bethilles Ternatanes 8 packages for India, namely: 7 packages of Gingam drawers Checkered 1 package of Moerissen extra fine white Madrapakse. 29 provisional answer to the Demand for Returns for the Year 1772, as has been demonstrated in detail to your Right Noblenesses and Right Worships, to which we respectfully conform ourselves: Palicol, was assigned 581 packs, of which 562 for the Fatherland, and 19 for the Indian Trade, against which have been delivered 490 Bales, namely 476 for Europe, and 14 for India, and thus there are missing from that Office 91 packages, of which 86 packs of Salempores common bleached for the Fatherland, and 5 packs for India; consisting of 4 packs of Salempores bleached with Red Heads, and 1 of Dungarees bleached with red Heads. The Servants of that Residency state that this had to be attributed principally to the unwillingness of the weavers, who absolutely refused to make short weaves, partly because the Company alone traded therein, and on the other hand those workmen had a greater profit on the long weave, since the English collected substantial quantities thereof at a higher price than the Honorable Company paid for it, and to make themselves masters thereof, the English had Armenians, inhabitants, and other natives circulating in the weaving villages sufficiently provided with cash, who bought up everything that was to be had, whereby the quality of the linens also deteriorated more and more.
