an occurred case at Palliacatta concerning the carrying away from the roads of a French private snow, which might give reason to the sovereign to induce him to propose to Their High Mightinesses and the Dutch East India Company some agreement on this subject that would be suitable to prevent the dispute that could arise over this between the two nations in India. Your High Honours may also likewise consider, both from our resolution of the 14th of August and from the letter from the aforementioned French ministry dated the 8th of that month, and from the letters dispatched from here to the same dated the [illegible], a certain occurred case at Palliacatta concerning the carrying away by night from the roads there of a French private snow-ship L'aurora, belonging to a Monsieur Verquet, which vessel those ministers, in their aforesaid reclamation made of the same and from letters upon a letter of advice received thereof from the said Monsieur Verquet, claimed from us on account of the protection that the Palliacatta chief Dormieux was said to have granted to the said Captain Verquet, and upon failure of obtaining the same protested against this, and leaving the consequences thereof not only for our general and special account, but also holding the Honourable Company and in general the entire Dutch Nation responsible for it. However, we demonstrated to them in our reply sent from here their frivolous manner of acting in deferring belief to the pretext of the said Monsieur Verquet and his pretended granted protection of the Dutch flag by the aforesaid Palliacatta chief, pointing out that this latter was entirely not authorized to do so and also could not do so, because our jurisdiction at Palliacatta did not extend further than the Castle, and thus outside of it as little as on the roads was permitted to exercise any authority, but all foreigners, whoever they might be, in everything, both in the payment of the anchorage tolls as otherwise, depended directly on the durbar of the lord Carnatic Subah, Mahometh Alichan, informing them at the same time how the case had essentially occurred from a report received thereof from the chiefs, and even if one had any jurisdiction at Palliacatta, the chiefs would have acted entirely imprudently to interfere in the case of Captain Verquet, who, being arrested at Madraspatnam for his private debts, had violated the arrest and had turned with his vessel to Palliacatta; further holding forth the confidence we had that they would defer more belief to the account of the collective Palliacatta chiefs than to the letter directed by Captain Verquet to the lord Governor Law, which was drawn up devoid of all circumstances and proof, as well as against all truth, and in order to make his imprudence excusable, made use of the pretext that the protection of the Dutch flag had been granted to him, through all of which it was then also expected that, being informed of and convinced of the contrary, they would desist from their premature protest, which should have no place among good and complaisant friends. However, contrary to hope, as they persisted in their conceived delusion and threats, a counter-protest was then made, and all the misfortunes were left to their account and responsibility, but nothing further followed upon it, and we have also received no further writings from them on that account, surely being that, having become more closely and better informed of the case, they will have found themselves misled by the said Captain Verquet, and thus to have been too hasty in claiming justice, etc., and that the same had also been poorly instituted against us, and furthermore no further information was obtained as to where that Captain Verquet or his vessel ended up, and how it turned out further with him. We have furthermore most earnestly reproached the Palliacatta chiefs for their too far-reaching complaisance toward the said Captain Verquet, and furthermore demanded a report of all that could further serve for closer elucidation of that matter, in case the French ministry should not be content with the answer given by us and might write further about that affair. The soldiers taken off the Bengal ship are to be sent in the spring; the regulation regarding the transport of linens by ship officers will be observed. Furthermore, the soldiers who, as was already mentioned at the beginning of this letter, were taken ashore here from the ship 's Lands Welvaren destined from Europe for Bengal, are to be sent to the Indian capital with the ship expected from that directorate in the spring. We have also taken for our dutiful observance Your High Noblenesses' revered order and established regulations regarding the transport of linens from here by ship officers in their permitted chests; wherefore, following the announcement received thereof, the necessary publication was made and posted in the customary places, both here and at the outer offices, for which reason the retiring Governor offers his gratitude to Your High Noblenesses for the favour intended for him in that regard. Request for approval in this regard, and that the outgoing Ensign Salar may be sent back, as well as the other Easterners. Petition for 150 soldiers and 50 sailors. Abdul Gafoer, for all of which appointments we in the same manner respectfully request the absolute qualifications for those persons from Your High Nobles. And whereas the appointed Ensign Salar of Batavia is one of the Easterners summoned by Your High Nobles and crossing over per this vessel, we request that after examination of his affairs he may be sent back, his post of Ensign remaining vacant in the meantime. Likewise, all the Easterners now crossing over solicit to be permitted to return again in their present services to this Coast, where through a year-long habitation they have entered into kinship with some inhabitants of this country. We also implore to be assisted with 150 European soldiers, on account of the weakness of the garrison and the circumstances in which we presently find ourselves; also with 50 European seamen, not only for service with the equipage, but also to replace the dead and sick on the ships arriving here, for it has become evident that one cannot always count on taking them from the Bengal voyagers. Having brought this thus far in readiness, the finding regarding the cargo delivered by the bearer of this at Jaggernaickpoeram having come in for resumption at our session of the 8th of this month, and according to the same 98½ lb Dutch steel, 1 roll of sailcloth, and 12 sail needles having been delivered short and charged by the chiefs to the account of the authorities, they, upon clearing the ship, found what was missing, and accounted for it here in kind, as well as two rolls of good Dutch sailcloth in place of the two spoiled rolls returned to her as mentioned hereinbefore under the article of the delivered cargo.
