For which no reasons were given by the honorable gentlemen. They were reproached for this and asked for the reasons. The chiefs gave not the slightest reasons for that tardiness, as their aforementioned cited letter contained nothing other than merely the notice of the dispatch of that bottom with 1,071 packs. We have seriously reproached them for that negligence in our letter of the 15 November last, in conformity with our resolution of the 4 of that month, and demanded reasons from the same for the hindrances that prevented the dispatch of that vessel at the stipulated time, and furthermore pointed out that no pepper was required for packing the packs, as well as pointed out that anywhere 200,000 pounds of pepper had been needed for covering the

The aforementioned carried bales, and by lightening some thousands of pounds of that keel, pursuant to the authorization granted to them, the shipment of the piece-goods ought to have been given preference over the pepper, because it would then have been prevented that so many ready returns for the Fatherland remained behind, of which 88 bales had to be sent here, which now must remain lying here a whole year before they could be sent. Meanwhile, we present to Your High Nobles in all reverence the invoices of that Company's ship, reporting thereon regarding its cargo. Regarding that vessel, as well as for the upcoming voyage, and the factories of Palicol and Bimilipatnam, with the said keel sent bales, alongside the short invoice of the entire cargo transported by the aforementioned vessel. We respectfully refer to those papers as far as the cargo of that ship is concerned, and subsequently await with reverence Your High Nobles' respected orders, not only regarding what has been done and the arrangement made with respect to that vessel, but also what Your High Nobles shall be pleased to prescribe for our obliged guideline and observance in the future, in awaiting of which, proceeding to the reporting of what further occurred in the Master's service, we again give precedence to the article of The Cloth Trade, and in that respect we communicate to Your High Nobles in the first place that the newly received petitions, both for the Fatherland and the Indian regions, have at once been divided over this head settlement and the subordinate factories. The respective cloth demands have been divided. The merchants have accepted at the latest prices. The share of this place, according to the terms of our resolution of the 8th of September last, the merchants have undertaken to deliver for the latest paid prices, conform to the contract inserted into the aforementioned resolution, and upon the same, to those merchants, on condition that they immediately begin the work of collection and can keep the weavers at work, an advance has been disbursed of an amount of 30,000 pagodas or ƒ135,000. The contracts of Portonovo have been concluded on the former footing and on one-third an increase of 8 percent has been granted, and the merchants who are indebted have bound themselves to pay off 4 percent. Concerning the factory of Portonovo, the merchants from there having arrived here recently, we have, conform to the resolution passed in our session of the 26th of December last, concluded the contracts for the 159 bales of various cloths demanded from that residency on the former footing, with the addition, on one-third of the demanded ordinary bleached guinees, or 20 bales, of the increase of 8 percent granted to them in the year 1768; and being in debt, the merchants have further bound themselves to pay off 4 percent in reduction of their debts, upon the advance disbursed to them of 9,000 pagodas or ƒ40,500. At Sadraspatnam the contracting was also done on the former footing. At Sadraspatnam, according to the writing of the chiefs of the 1st of this month, the contracting took place beforehand on the 26th of November for the latest paid prices, and an advance was made to the merchants of pagodas 9,993:13 1/8 or ƒ44,971:1:16, thereof pagodas 8,743:13 7/8 in spices, and pagodas 1,250 in cash; but of which spices an amount of pagodas 4,515:9 1/82 had to remain lying in the merchants' warehouses, upon the unexpected, fatal news received from the merchants upcountry for whom the spices were bought and received, regarding the descent of the Marathas, who, having crossed the mountains with an army of 20,000 men, are said to have already plundered around Calleshawacum, a district situated not far from the mountain passes. By that news the trade has everywhere been obstructed. The Portonovo Resident was ordered to send the bales here by express thonij. Sent here. This news, which was confirmed from all sides, has obstructed trade everywhere and made the flight of the inhabitants general, so that, upon the Portonovo Resident's expressed fear of being overrun and requested orders, he was authorized to send the 32 cloth bales lying ready there at once by an express hired thonij or 2 chelingas, and to facilitate the transport thereof as much as possible, since the said Resident raised difficulties about not being able to obtain any men, 20 coolies were sent from here under the supervision of two tandels. A great consternation. What this causes to fear. This unexpected invasion, together with the extraordinary drought, as hereabouts as well as further to the north up to Madras, as far as report has yet been obtained, no rain has fallen, causes considerable consternation, and not without reason causes fear of lamentable outcomes, which naturally must flow from those two land- and people-devouring scourges of war and famine; but we nevertheless wish to hope for the best, as otherwise with the Company's trade, both collection and sale, it would also be very desolate.

Merchants. The chiefs have been ordered to send us as soon as possible a specific list of such linens as were so greedily bought up by those Armenians for the English, together with a demonstration of how much that nation pays for the same in comparison to the Dutch Company, in order to perceive from this to what extent the claims made by the merchants are to be credited. Furthermore, we shall await the outcome of the settlements held with those traders, regarding which the chiefs give good assurances in their letter of 18 September last. For which reason we have also approved the advance of 15,000 Pagodas made by those servants at the beginning of that month, both at the emphatic insistence of those traders and because, on the promise of being assisted with money, they had still brought in considerable quantities of sound linens. And no further advance of money would take place before and until ample linens were delivered for the above-mentioned sum given out, in order to get their arrears, which they say will be noticeably diminished this year, fully liquidated. Which the chiefs also do not call into question, since the merchants were now acquitting themselves reasonably of their duty and seemed to develop an aversion to their unfair practices. As, while writing this, the promised settlement of the merchants having been received from the chiefs, the expectation of those servants is fairly well answered regarding the reduction of the debts, of which further mention will be made later in this document under the article of arrears. At the factory of Bimilipatnam, notwithstanding all the efforts made by the chiefs according to their letter of 31 October last, they have not been able to persuade the merchants to withdraw, either in whole or in part, the 4 per cent increase granted to them on the coarse cloth. This was done under protestations of utter impossibility on account of the small profit which they made on common Guineas in general, and even much less on the bleached, verifying this with a demonstration of how much a bale of coarse Guineas with the incidental expenses falling thereon cost them, and what they obtained for it in return from the Honorable Company, as well as the small profit that was left to them on a bale of the 2nd sort after deduction of the 5 per cent for their debts, but on the contrary having to lose on the third sort, as further appears from the demonstration below: 40 pieces of common Guineas, Company's assortment, cost in the weaving villages at Rupees 5½ per piece: Rupees 220. Coolie wages for conveying the same to Bimilipatnam: Rupees 1¼. Wages of the cannecappels, peons, and letter-carriers calculated at: Rupees 2 23/32. The loss on the difference of the ells, determined per 1 bale: Rupees 1 3/8. Item, the calculated amount of the lesser yield on the holed, torn, and rejected pieces: Rupees 3 7/16. Totalling thus for one bale: Rupees 228 17/32. Against which the Honorable Company paid for a bale of Guineas 2nd sort, 50 long and 1½ broad: Pagodas 74 1/8. 4 per cent advance: Pagodas 2 23/32. Together: Pagodas 77 1/32. These reduced to 3¼ Rupees per Pagoda comes to Rupees 250 7/16. The lesser being deducted from the greater, it appears that the merchants on a bale of Guineas 2nd sort profit Rupees 21 29/32, or 9 5/8 per cent, and 7 per cent being deducted therefrom in reduction of their debt, there remained only 2 5/8 per cent. But which they had to lose again on a bale of Guineas 3rd sort, to which assortment annually about 2/3 of the respective demands of the bleached fell, since for that assortment the Honorable Company paid only Pagodas 73 6 5/18 or Rupees 238 7/8. Thus the merchants on a bale of the third sort profit no more than Rupees 10 5/16, or 4 3/16 per cent, which they had to supplement with 2 13/16 per cent to make up the contracted 7 per cent for the payment of their arrears. These presented difficulties and the demonstrated impossibility of the merchants to withdraw the aforesaid increase granted to them by our Resolution of 30 July 1769, since little or nothing remained for their necessary sustenance, have caused us to resolve in our meeting of 17 December to approve the concluding of the contracts for the previously paid prices. Both on account of the known obstinacy of the traders of this factory, since by persisting in urging that reduction one would only lose time needlessly with correspondence back and forth, as they were by no means inclined thereto.

The smaller delivery here at the Main Settlement of 21 packs for the Homeland and 14 2/3 bales for India than the demands dictate was principally caused by the fact that most of the Bethilles delivered for Europe, being of bad quality, had to be rejected, and of the Tapiess for Batavia, the remaining 10 packs, they say, were held back because they were not painted according to the samples received from the Indian Main Settlement, but at Portonovo the demand was completely fulfilled. As for Sadraspatnam, the chiefs say regarding the remaining 40 packs that, consisting of chintzes and still being in the hands of the painters, they could not be dispatched, because those goods always become ready late in the year and one dare not urge the painters to hurry the work if one does not wish to expose the goods to many defects; but regarding the unfulfilled 30 packs for the Homeland, namely 20 packs of guinees and 10 packs of salempoeris, both unbleached, the chiefs testify that however much they endeavored to get the unbleached cloths delivered, it was nevertheless impossible, since the merchants declared in truth that by delivering those cloths they suffered too much loss, because that assortment was accepted there in nothing other than 1st and 2nd sort, which clearly indicates that its fulfillment can never be counted on, for which reason the officials mention that if they had also been permitted to accept a third sort of the unbleached linens, the same could have been delivered, if not all, at least for the most part, and in that case the entire demand would have been fulfilled, although the officials also say that, besides the aforementioned 36 packs whose delivery the merchants declare impossible, they had to testify for the first time that those traders had acquitted themselves beyond expectations in the delivery of the other assortments. Regarding the 55 chests and packs delivered short at Palliacatta, the chiefs attribute this to the still continuing dearness and scarcity of foodstuffs, through which cotton yarns are much more expensive than in previous years, due to which, given the great poverty into which the spinners, weavers, and other laborers of the linens fell, the merchants were not without reason restrained regarding the dispensing of money to those people, and thus, if those traders had not again been watchful concerning the purchase of the unbleached linens fallen in the district of that factory and just come from the loom for cash payment, the completed demand would have looked much more deplorable. Regarding the 235 packs remaining unfulfilled at Palicol, being 86 on the European and 149 on the Indian petitions, the chiefs say that this principally originates from the large purchase of linens that was made for and on behalf of the English in that region.

was done, as we have already set down here above in the discussion concerning the new contract at that factory, and from which Your High Honours, as well as from the further information provided by the chiefs, will easily be pleased to comprehend how difficult it is to obtain that assortment through the Honourable Company's merchants and their brokers; seeing that a few days before the dispatch of their answered demands regarding the past collection, one of those Armenians, having called at Palicol in passing, related to the chief Vrijmoet that, having bought up between that factory and Jaggernaijkpoeram a quantity of 6: c: 180 packs of Guineas, he went to Madras to fetch more cash in order to pay for a part of the aforesaid already acquired piece goods as well as those which his agents stationed in the weaving villages might further manage to secure, since they were ordered to seize everything and thus let nothing slip; regarding which, as well as the short weave in general, the traders had to endure very many insolences from the weavers and others, because those weavers boldly dared to retort to the merchants that they did not intend to waste their time needlessly with weaving the short weave, as it was collected by no one other than the Honourable Company, whereas on the delivery of the long weave to the English they could earn so much more. The chiefs entirely attribute the 39 packs delivered short on the demands at Jaggernaijkpoeram—among which are only 63 packs of Roemaals geruijt for Europe, to wit, 43 bales of 1 1/8 and 20 ditto of 1@—to the difficulty of delivering that cloth for that price which the Honourable Company pays for it, since, according to precise information gathered in the district of Condawier itself, where this assortment is made, situated a 60 hours' journey inland from Jaggernaijkpoeram, they had truly found that, taking into account the purchase prices thereof, the expenses of washing and dressing, together with the peons and cannecappels needed during the collection, the merchants, if they did not actually fall short on that delivery, at least had very little profit on it; although the servants at the same time testify that they had to admit that this small profit, on the other hand, was richly sweetened by that of other diverse assortments, yet that consideration, ambition, or reputation of an honest and generous dealing was not to be sought, much less to be found, among the native merchants of these lands; further showing that, since the Roemaals geruijt was one of the assortments on which the Honourable Company made the most profit in Europe, having fetched at the sale in 1769 an advance of 107 7/16 percent, it would therefore not be unserviceable if one could resolve to grant an increase in price of 10 percent thereon, in which case they hold themselves assured of the prompt satisfaction of the demand for the same, whereas otherwise, no matter how much one might urge the merchants in that regard, no reliance could be placed on it, since as long as the collection of that cloth has been transferred from Masulipatnam to Jaggernaijkpoeram, the demand for it has never been able to be fulfilled, as was further to be seen in the successive answered demands of that office. The demand at Bimilipatnam has been fulfilled except for 46 packs, to wit, 10 ditto Guineas ordinary unbleached, 7 ditto Salempoeris unbleached, and 22 ditto Salempoeris ordinary bleached, all for the Fatherland; together with 7 packs Guineas bleached Honourable Company's old sort for Batavia; but on the other hand, on the new demand of 1772, already 69 packs—to wit, 6 packs Guineas fine bleached and 63 packs Guineas ordinary bleached—lie bound, over and besides yet 97 packs which, at the departure of the chiefs' frequently cited letter of 31 October last, are to be found both at the bleacheries and in the warehouses of the merchants. So that there are no reasons for complaints to be found regarding the past collection of that factory, in contrast to previous years. The defective fulfillment of the unbleached cloth and the short weave is an article about which much trouble is always taken by this as well as other offices, without one however having yet been able to succeed in that regard according to wish, as the aforesaid Bimilipatnam chiefs broadly state the causes thereof in their marginal reply to the Fatherland's demand: namely, that from the brought-in piece goods the best, most densely, and most evenly woven pieces always had to be selected beforehand in order to serve unbleached for the Fatherland, and that this was the reason that during the latest closed petition no more than 15 of the required 25 bales could be brought together, and thus one could obtain less one year and more another year, in proportion to how large the demand for the Guineas ordinary bleached pro Patria and India is; for the larger it was, the more prospect one had of obtaining good unbleached weave from it, and the more assortments were found among the bleached cloth, the better in quality each assortment could turn out to be, as the chiefs expressed concerning this, as well as the difficulty

and to what end the reprehensible conduct concerning which we shall not express ourselves at great length here, but only report that those unfaithful proceedings compelled us, at our session of the 26th of the recently passed month of December, to decide to send those linens, as having all been accepted and designated for Europe, to Batavia at the disposal of Your High Excellencies, as the same is to take place with the ship that is expected from Bengal, in order that you may judge their true condition, and that we may be furnished with Your High Excellencies' venerated approval in that regard. In the meantime, we hope that it may not be so badly conditioned with the linens that were sent to the Netherlands by the ship De Bartha Petronella, having further ordered the chiefs to send over here at the first opportunity all the linen packs that are in readiness there for the Netherlands, in order likewise to be examined here, while accompanying this with a memorandum of 99 packs of various linens, which remained over there at the office on the respective Dutch and Indian demands for 1771, but which, on account of the late receipt of the papers from that factory, could not be made known and included in the formal answers to the demands here, and are thus submitted separately in the aforesaid transmitted writing for Your High Excellencies' venerated consideration. We further have the honor, in compliance with your respected order contained in the general resolution of the Castle Batavia dated 1 August 1769, to offer a distinct report or demonstration of all sorts of linens of this Coast, showing how the prices of the same have increased and decreased since the year 1768 to 1770, with the reasons for their increase and decrease, to which we refer, flattering ourselves with the hope that the same will be found drafted according to the venerated intention. We take the liberty to refer to our respectful dispatches sent on the 14th of October of last year, in so far as concerns this office, and note the offices of Sadraspatnam and Jaggernaikpur in our humble letters of the 22nd of December of the year 1770. But those of Palliacatta, or the island of Erikan belonging thereto, and the villages of Mangiewake and Aurewakeim, as well as the hamlet of Canantorre, have, based on our previously granted authorization, according to the report of the servants in their letter of the 8th of July of last year, been leased out anew for three years, under which lease, for the sum of Pagodas 800, or 3690 florins per year, being the same amount for which they were previously ceded in the year 1768. While the domains at Palicol, according to the letter from the chiefs of the 10th of September last, at the public auction at the end of August of the year 1771, yielded an increase of Pagodas 92.20.65, or 417 florins, 18 stivers, 8 pence; however, on the other hand, on the lease of Bimilipatnam and its dependencies, a sum of 4220 Rupees or 5378 florins, 15 stivers was lost again. The account of the stamped paper for the recently closed fiscal year was received and reviewed at our sessions of the 2nd of July and the 15th of November last, and having been inserted into the resolutions of those dates, we refer thereto with great respect, the proceeds received for it amounting to the prices of 1475 florins, 3 stivers. Regarding the sloops and vessels belonging here, two of them have been sent to Jaffanapatnam for wintering and repair, and the other three, along with two thonijs, were brought into the river here for that purpose, upon which, after a careful inspection, such defects were found as are specifically demonstrated in an incoming calculative report received from the overseer of the works, assisted by the equipment master and the master smith and carpenter. According to this report, it was stated that the repair of the aforesaid three sloops and one of the thonijs will cost and amount to Pagodas 1161.3.79, or 5325 florins, 18 stivers, 8 pence. Which, at our session of the 17th of December, it was also decided to have spent thereon, after the excessive estimate in that calculation on the day it was submitted was presented to us, reduced, and brought to the aforesaid sum; while at the same time we resolved to have the thonij the Jonge Galenus sold for whatever it might fetch, as a second report stated it to be completely unfit and already worn out, since upon investigation we found that the expenses for its repair would run so high that an alternative thonij could nearly be constructed for that amount. For which we very respectfully request Your Excellencies' honored authorization herewith, on account of the urgent necessity, because those vessels are of very great use and service here for the prompt transport back and forth of goods and [illegible].
