Having until today looked in vain for the outcome both of the contracting regarding the new tender with the merchants at Jaggernaikpoeram for the year 1772, and the settlements held with them from the past collection of 1771, in order to present your High Noble, Highly Respected Lordships, by submitting the general statement that is customary to form from this, a clean account of the substantial state of the arrears of all the merchants together on this coast; we remain, through the non-receipt of the report regarding that matter, in the same uncertainty as at the dispatch of our respectful writings of 30 December last, and thus not daring to delay this any longer, we take, pursuant to our promise made in the aforementioned letter, the humble liberty to present to your High Noble, Highly Respected Lordships the copies of both our separate and general humble letters dispatched today to their High Nobilities, the Noble High Indian Government at Batavia, to which we, with your High Noble, Highly Respected Lordships' favorable permission, refer with all respect, both with regard to the outcome of the past trading year, and to what has occurred and: 58 and been carried out in the master's service since the dispatch of our latest advices of 14 October past. Namely: No. 1 Original general missive by the aforementioned Governor and Council addressed to their said High Nobilities, of today's date. No. 2 Copy of the general missive written by the Jaggernaikpoeram chiefs on the date 7 January of this year to the Government here. 3 General statement of the debtors in Southern and Northern Coromandel, as they stood at the closing of the trade books of 1770/1771, demonstrating what cloths and cash were in stock against them. 4 A memorandum of said debts in that same financial year. 5 A summary of those debts, demonstrating for each merchant separately the amounts received and delivered, as well as how much the same has fallen in arrears or advanced ahead, and also his substantial debit according to the closing of the books. 6 Eleven original settlements of the Jaggernaikpoeram cloth merchants and brokers. 7 An invoice for crediting 6 packages of diverse cloths that were erroneously included in the invoice to Batavia per the ship Noord Beveland, dated the ultimate of August 1771, as having been sent, though it has since been discovered that those bales were not shipped, but remained here in the warehouse. ...naykpoeram, together with the further papers belonging thereto, having finally been brought to us these past days, and we thereby being enabled to present to Your High Nobles the actual state of the debts of the merchants as a whole, as they were at the closing of the books on the last day of August of the most recently concluded trading year 1774, we therefore have the honor of offering to Your High Nobles herewith a further prepared general statement, and annexed summary memorandum, according to which the arrears in the aforesaid concluded financial year have decreased by an amount of f 103358: 19: 4, instead of the amount of f 128519. 19. made known in our aforementioned respectful advices, caused by the increased debts of the Masulipatnam merchants at Jaggernaykpoeram to a sum of f 28630: 15: -, as is further briefly demonstrated below, namely: At Portonovo the debts have decreased by f 1397: 6: 12 At Bimilipatnam f 23263. 2. - At Jaggernaijkpoeram f 3469: 15: - At Sadraspatnam f 21494. 7: - At Palicol f 82365: 3: 8 Together decreased f 131989. 14: 4. On the other hand, at Jaggernaykpoeram the debt of the Masulipatnam merchants has increased by f 28630: 15: - The aforementioned increased debts having been deducted from the decreased debts, it thus appears that in the concluded financial year 1773/1774, as aforesaid, they have in general been diminished by f 103358. 19. 4. Subtracting the same f 103358: 19: 4 brought forward from that which the merchants in general remained in debit at the closing of the books of the financial year 1772/1773, amounting to f 388628: 17: 15, then the arrears of all the merchants of this coast together still amount to 285269. 18. 11. The chiefs of Jaggernaijkpoeram give not the slightest reasons for that increase, but from the papers it appears, however, that this has its origin in the lesser delivery of linens than the funds advanced to those merchants for that purpose amounted to, just as from the further examination of those papers, the reduction or rather the repayment of 3000 pagodas on the last day of August in reduction of the debit of the combined Jaggernaijkpoeram merchants is not without suspicion, since the settlements of those traders were only drawn up late in December, the aforementioned discharge was included in favor of the arrears of the already concluded financial year, while at the same time in the months of September and October, by contrast, an ample advance of pagodas 16826: 6 pf: f 75718: 2: 8 was again made to those traders, so that those merchants, on the last day of October aforesaid, including what they were in debit at the closing of the books to the amount of Pagodas 8382: 11 1/4 or f 37721: 2: 3, have fallen into arrears anew by an amount of Pagodas 25208: 17 1/4 or f 113439. 4: 11, which is quite as much as those traders will perhaps be able to pay off in five or six years, wherefore, and also because the necessity of proceeding to such a large advance following so shortly upon the other has not appeared to us, since on the last day of October not a single piece of linen had yet been brought in and bound in fulfillment of the new demand for which that advance served, and thus there was nothing else as security for the aforesaid considerable amount entrusted to the traders than their stock of only Pagodas 491: 4 7/8 shown at the settlement held on the last day of August, we resolved at our meeting of the 31st of January last to demand sufficient reasons from the chiefs for that transaction as well as for the increase in the debts of the Mazulipatnam merchants, for whose account in the meantime has been charged not only the aforesaid increased debts, with orders to deposit the same immediately into the treasury or else to provide sufficient guarantors for them, but also to hold them accountable for what the combined Jaggernaijkpoeram merchants, after deduction of their stock cited hereinbefore amounting to Pagodas 491: 4 7/8, still remained in debit at the closing of the books on the last day of August last, to an amount of Pagodas 7891: 6 3/8 or f 35510. 14, and have further most earnestly commended them to ensure that the aforementioned debit is also fully settled by the coming last day of August, with the threat that otherwise the deficit will likewise have to be paid by them into the Company's treasury. With respect to the claim of those merchants against the former chief of that factory, the junior merchant Frederick Jan Lovenaar, to the sum of Pagodas 6533. 8 1/4, in which the Mazulipatnam traders must share for Pagodas 3481: 4 7/8 and the Jaggernaijkpoeram merchants for Pagodas 3052. 4 7/8, they have, according to the chiefs' letters of the 7th of January last, which accompany this in copy, again made no small commotion on the occasion of the settlement held, because no satisfaction in that regard was provided to them, and on that account have flatly refused to confirm the settlement with their signatures, protesting that they do not owe as much as was charged to their account, notwithstanding that it was shown to them in clear terms that Lovenaar by the judge

67 65 Judge having been acquitted of all claims in that regard, such was a settled matter, until finally, after many arguments exchanged back and forth, they allowed themselves to be persuaded to sign their settlements; upon the recommendation of the chiefs, to make use of the concession favorably granted by Your Noble Excellencies to all indebted merchants, and the means provided for the freight-free shipment of certain quantities of linens, in order to be sold at Batavia in reduction of the debts, in such manner as Your Noble Excellencies were pleased to order us by your highly revered letter of 31 May of the past year, in order thereby to settle that debt through that means without disadvantage 1 2 either to the Honorable Company or to them, which found some acceptance with them, having thereupon made some inquiries regarding the handling of those packs, which, as the chiefs testify, could not all be resolved by them, they had made the following proposals the next day, to the end that they should be presented to us in the most favorable manner, as the chiefs had to promise, consisting in this: Firstly, that for the settlement of the affair regarding their aforementioned claim of 6533: 8 1/4 Pagodas they might be permitted to send to Batavia, within the space of three years, a number of 100 packs, with such goods and linens as those in which 67 66 the Honorable Company does not trade, except chintzes, and appraised annually at 12000 Pagodas. Secondly: that those packs should not be subject to the least tax or payment, neither for the transport nor import at Batavia. Thirdly, that they might be permitted, for the procurement of the cloths for that shipment, to receive the required merchandise from the Company's warehouses. Fourthly, that it might likewise be agreed that those packs may be addressed directly to their authorized agents at Batavia, and that the sea risk should be and remain for the account of the merchants. And finally fifthly, that upon the dispatch of those packs from there, they would issue a bill of exchange to the Honorable Company for the amount of the merchandise received from the warehouses for the procurement of the linens for that shipment, to be paid to the Honorable Company by their aforesaid authorized agents at Batavia, augmented each year by one third of the amount of the aforesaid debit of 6533: 8 1/4 Pagodas. However much there is now a prospect through these made proposals to get the aforementioned amount of the merchants' claim on Lovenaar paid off in installments, so as to settle once and for all that troublesome matter which causes so much agitation and difficulty anew each year, since otherwise the merchants, according to their intriguing nature, will undoubtedly not fail to come forward each time with new movements and to withhold from the Company's funds found in their possession, or leave undelivered, as much 67 as their aforementioned claim on Lovenaar amounts to, yet at our aforementioned session of 31 January last, deliberating upon this, one could not embrace all of them, especially with the proposed condition to have the amount of the merchandise to be received from the warehouses, for the collection of cloths for the packs to be sent, paid by their private agents at the Indian headquarters, since this appeared absurd to us, even though they are willing to take the sea risk for their account, because they will then trade with the Honorable Company's money to pay an arrear which, through the acquittal of Lovenaar, must only be regarded as a private matter and claim between the two of them, and for which the Honorable Company would still have to risk such an important sum of 12000 Pagodas in three consecutive years, in order to get one third of that claim, or roughly 2177 Pagodas, paid annually to the Honorable Company in reduction of the merchants' arrear; but we have rejected the same, as well as the addressing of those packs directly to their private agents, as being entirely contrary to the concession granted by Your Noble Excellencies in that regard, to which the chiefs are therefore ordered strictly to adhere, because by granting that request, which conflicts with the Company's interest, occasion would only be given for more such requests, and particularly 68 and especially to the Bimlipatnam merchants, regarding their claim of over 17000 Guilders on the former chief of that factory, Pieter Abrahamsz. Furthermore, Your Right Honourables, if you please, will find from the aforementioned accompanying copy of the Jaggernaikpoeram letter the reasons given by the chiefs for the late dispatch of the return ship the Bartha Petronella, mainly consisting in the late arrival of that vessel there, the unreadiness of its hold for the taking in of the packages, since all the bales brought in here had first to be stowed away and the pepper lightened from it, besides the repair of the leakage which was discovered on the starboard side above the powder magazine, for which six days had elapsed before one could have begun loading that keel, and in which one had also been constantly interrupted by the continuous rain showers and hard wind, as well as heavy surf, through which no lighters had been able to sail, and thus at intervals, whenever the weather permitted even slightly, with the greatest speed up to one to two hundred packages were shipped off per day, regarding which the multitude of lighters with which they had been provided had contributed much facility, though one nevertheless could not have prevented that many times some packages had to be sent back to the shore wet, all of which had brought much hindrance to their activities in that regard; and in respect to our remark made concerning the dispatch of only 1071 packages with that vessel, the chiefs appeal to the care of the authorities in that regard, as the loading and stowing of the ship is directly of the department of those authorities, and therefore they had regulated themselves according to their declaration made that no more packages could be taken in, though a quantity of pepper could still be poured between the loaded bales. Besides the papers already cited herein, we further take the liberty to present to Your Right Honourables a memorandum of the crediting of some 6 packages of ordinary bleached 3rd sort Guinees of Sadraspatnam, which, although they were already included in the invoice of the cargo in the named vessel Noord Beveland for shipment in accordance with our resolution of 8 October last and the noted in our respectful advices of the 15th of that month, remained lying un-shipped in the warehouses by mistake, and that mistake was not discovered earlier than during the clearing out of the cloth warehouse, on the occasion of taking inventory of the same, because those bales, having been transferred from the cloth hall into the warehouses, and having been stacked by the warehouse coolies and other minor servants of the same, instead of placing them with the bales to be shipped off, with the reject packages of the Sadraspatnam merchants that could not be turned into money here, of which mention was also made in our aforementioned latest respectful advices, could not be discovered due to the multitude of occupations with which one had been occupied on all sides in the last days of dispatch of that vessel; we therefore very humbly request Your Right Honourables to be pleased to accept this favorably, and furthermore that by orders to be established by Your Right Honourables, the excess accounted amount of those packages left behind may be dealt with properly in the books. and on 22 May arrived directly here from there with 725 packages. Because of that long voyage, explanations were demanded from the skipper and submitted in writing, and the journal was examined according to orders. The reason to which the adverse voyage is to be imputed on 27 March at Iaggernaijkpoeram, and pursuant to our order dispatched in the meantime to proceed directly, without touching at Paliacatta nor Sadraspatnam, arrived here on 22 May last; laden with 725 packages taken in at Bimilipatnam and Iaggernaijkpoeram. We immediately demanded of skipper Georg Iacob Meijer the reasons for the long voyage he had experienced, especially between Bengal and Bimilipatnam, which he provided in writing. The same, together with the journal kept by him, having been examined by the appointed judicial commission in the presence of the fiscal and the equipage master here, according to the report submitted by them to our session of the 17th of this month, the cause to which that adverse voyage was especially attributed was found to be the calms, contrary winds, and currents experienced both while the pilot was still on board in the Ganges and afterwards, and generally up to this place. Thus, from the journal as well as the chart, it could not be perceived otherwise than that the skipper had employed and put into practice everything that could be done by a capable and attentive seaman to continue and advance his voyage, wherewith we have also let the matter rest. Surprise at the statement made that the ship was fully laden with the aforementioned 725 packages. Transmission of a copy of the attestation granted in that regard at Jaggernaijkpoeram. From the letter of the Jaggernaijkpoeram chiefs accompanying the bearer of this to us, as well as from the verbal report of the skipper upon his arrival here, it came as a surprise that with the aforesaid 725 packages taken in at Bimilipatnam and Iaggernaijkpoeram, including the 26 rejected packages sent hither by the Bimilipatnam merchants for sale, the ship was fully laden, according to a declaration granted by the said skipper and his chief mate at Jaggernaikpoeram, to be found among the annexes to this letter. What the authorities ascribed this to regarding the inquiries made in that respect, and the examination of the same carried out here by commissioners, and what they found, and an indication of how there would still be room for 400 packages. Which they ascribed, upon the inquiry made here in that respect, to the 2500 bags of saltpeter laden in Bengal in that keel. This caused us to decide to have two commissioned seafaring men here, in the presence of the equipage master, further examine the cargo and its stowage. This having been done, according to the report received thereof, accompanying this in copy, the hold was found to be so full that it could not take in any more bundles, even to replace the 26 rejected packages discharged here as mentioned hereinbefore, because the saltpeter lay so high that no more space than 8 feet remained between the saltpeter and the deck beams. However, it was also found and shown that if the water bulkhead were moved two beams forward, and the uppermost layer of saltpeter brought forward, there would still be room for three to four hundred packages, in which case the water well would still remain so large that between sixty and seventy leagers of drinking water could easily be stored therein. Decision taken to enlarge the hold and why all the more, and how many packages that vessel was thereby able to carry. Therefore, it was immediately resolved to do so, the more so because the skipper fully confirmed the aforesaid report and the aforementioned proposal, and according to the report received some of the laden packages were found to be wet, so that virtually the entire linen cargo had to be broken out to remove the wet bundles. In continuation of what was communicated in our humble recent writings of 15 January and 6 February of the past year, dispatched in original and duplicate via Ceylon, we consider it our duty regarding the article of the cloth trade to bring to Your High Noblenesses' notice that, according to what was noted in our first-mentioned letter regarding the cloth bales that were prepared at Jaggernaickpoeram for the Homeland, 150 bales have been brought over here with the bearer of this, and 20 bales thereof having been examined, they were found to be of just as poor a quality as the former 37 bales received in the past year from there, in conformity with the report of the findings of the re-sorting performed on the same, enclosed herewith in copy; wherefore it was decided at our session of the 17th of this month to send all of these likewise to the disposal of Your High Noblenesses, as is done by the bearer of this, what they have offered, to pay all that these cloths yield less than 50 percent in Europe; what they have testified upon the remonstrance following the bad handling in accepting those cloths. together with the previous 37 bales brought over, as the Chiefs thereof expressly requested by their letter of 31 January of the past year that this might take place, offering that they would reimburse the Company for whatever these cloths should yield below 50 percent, whether in Europe or Batavia; whereas, upon our remonstrance made to them by letter of 28 December of the past year by virtue of the resolution taken at the session of the 26th of that month regarding their bad handling in accepting those cloths, they testify that the Jaggernaijkpoeram ordinary bleached 2nd and 3rd sort guinees were a poor cloth, and little better, approaching the dongrijs, appealing to the prices paid for them, yet nevertheless they had always achieved as much profit in the Fatherland as those from Bimilipatnam, to which they also further attribute the increase in the yearly requisitions of those cloths since their administration at that factory, even that this year the petition for them was as large as it had ever been; and with respect to the contention that those high profits on rejected cloths would have been much better than those now going over, the servants advance that there was not the slightest difference in that regard, except only that the cloth was somewhat looser at one time than at another, which depended greatly on the many or few buyers among Armenians and Choliars who roam through the country for that purpose, for the more occasion the weavers had to sell the cloth, the more lightly they went about their work; and that furthermore the price reduction of 5 percent, or the revocation of the recently granted increase, had not done much good to the quality of those cloths, as well as that the prohibition against starching the cloth so heavily was also the cause that it and how such has been refuted to them. did not have that appearance of before; with more other demonstrations in their discharge in their aforementioned letter of 31 January; but how groundlessly they reasoned in that regard, and how thoughtlessly they founded their propositions and justifications thereon, was shown to them, both with regard to the quality thereof and the prices achieved for the cloths in Europe compared against those of Palicol and Bimilipatnam—which, taken together, still give a difference of circa 12 percent to the disadvantage of Jaggernaijkpoeram—by the letter dispatched from here on 2 April last following the resolution taken in session on 25 March prior, as well as their irreverence in the bold provocation they make to us regarding the aforementioned dispatch of the cloths to be made for their account, and the offer of indemnification to the Company for the yield below 50 percent, thus imagining very well of

Thus their arrears would increase rather than decrease, which also seemed acceptable to us. Nevertheless, we have instructed the Chiefs not to advance even the least amount of money to the merchants separately for that shipment, nor to allow any of the funds given to them upon delivery to be employed for that purpose; instead, the payment of the amount for those linens should wait until receipt of the return proceeds from Batavia. But we doubt whether they will make any shipment at all, as 26 packs of rejects were sent to us with the ship Zeekerlust, as previously cited, and with the chaloup De Walvisch we expect another 22 similar packs, in order to be sold here in accordance with the letters of the officials dated 24 February and 30 March last, in reduction of their aforementioned debts, and to be dealt with in such manner as with that which has arrived. There are also 6 such packs on hand. Regarding the sale, there is nothing special to report. What best suits the interest of the merchants in that respect would be the most direct way; the first, sale by public auction, will be the most direct path, which we must take after the departure of this letter or towards the departure of the inland traders, since most pieces are with holes and tears, gathered together from the procurements of the past year, and according to the letter of 22 April we have again 6 such packs on hand. With relation to the sale of merchandise, we find nothing further, or on this occasion worthy of being reported to your High Noble Honours' venerated attention, except only that the sale of the same is at one time more at one office, and at another time somewhat less at another factory, according as the upper lands enjoy rest, or the war is carried over from one province into another, by the marches and counter-marches of the troops of the contending parties, especially those of Hyder Naik, or Hyder Ali Khan, and the Marathas. It being that for a considerable time no merchants have come down to Palicol, and therefore also no goods have been fetched from the Jaggernaickpoeram warehouses by the merchants of that office, whereas otherwise they now and then still take up fairly considerable quantities, which has contributed not a little to increasing the Jaggernaickpoeram profits.
