In the same manner, it is our utmost concern to increase from time to time the revenues of the Company's domains, as Your Right Honourable Worships will have learned from our successive humble advices, the leasing of the revenues at this main settlement at the end of August last having yielded an increase of ƒ2062. 10 — over the previous year. to apply to relieve the Company of that additional burden as soon as possible. The higher leasing of the domains at Nagapatnam, and the arrangements made by the ministers to increase the Company's revenues on this coast, we gladly consider as tangible proof of the ministers' care and zeal in promoting the Company's interests. We express our satisfaction therewith, as well as with the ministers' attentiveness to prevent the abuse that could arise from an erroneous calculation of the specie in drawing bills of exchange from Ceylon upon this Government; and we cannot doubt that you will have already issued the necessary orders to prevent in time such abuses, which could very easily be committed at other factories. Considering the remaining matters dealt with in the ministers' successive letters to you from 17 June to 20 December 1769 inclusive to have been communicated, and awaiting your decision regarding the proposal to let the provision of medicine enjoyed by the invalids outside the hospital proceed on the former footing, we flatter ourselves in the meantime that the Ordinary Councillor Falck will have complied with your request to continue for the present in the administration of this important government, as his Honour has always given us much satisfaction therein. Whereas the ship Alkemade departed from Jaggernaijkpoeram on 3 September with an invoice amount of ƒ499 [illegible] less than the specified limit, cloths having been shipped from there, why this could not have taken place. Whereas, in continuation of what was discussed in our aforesaid respectful letter of 15 October, we have the honour hereby to note the departure of the return ship Alkemade from Jaggernaijkpoeram on the 3rd of the said month of October, with a quantity of 1201 bales of various cloths and linens to an amount of ƒ779199. 9 —, thus fully 120000 guilders less than the limit set by Your Honours, namely that the cargo of that vessel should not exceed 9 tons of gold, although we would have gladly wished that there had been fewer coarse and more fine cloths among the cargo, which however could not be done because there was no larger supply of the latter at Jaggernaijkpoeram and it could not be brought together, because due to the failed voyage of the thonij De Jonge Pieter to the bay, the largest part of the red goods remained at Nisampatnam and, having subsequently been transferred in small parcels to Jaggernaijkpoeram by coastal vessels, arrived too late, so that they could not serve for transport with the return ship. The invoices of what was sent with that keel, together with the summary invoice of the entire cargo, we have the honour to present herewith to Your Honours. Meanwhile, we have not failed to reproach the chiefs anew concerning the late dispatch of that keel, contrary to the determination made by Your Honours in that regard, leaving the same to their account and responsibility; as we can attribute this to nothing other than the slowness that seems to have occurred in drawing up the necessary papers. Concerning the linen trade, we communicate that the received new requisitions for 1773 having been timely divided over this main settlement and the subordinate factories, the share of this place has been accepted for delivery by the merchants according to what was recorded in our Resolution of 7 November last, after they strongly insisted on an increase of 5 per cent, which was rejected, but against which they had to be granted for the ordinary raw Guineas and ditto bleached the price paid for those assortments at Sadraspatnam, for the reason that it was specifically requested in the demand that the required goods should now be delivered and provided according to the Sadraspatnam weight, namely Pag 95. 17 or ƒ430. 13. 12 for the bale of raw and Pag: 98. 17 or ƒ444. 13. 12 for the bale of bleached, thus differing Pag: 10. 17 or ƒ183. 12 on the first and Pag: 9. 18. 40 or ƒ44. 9. 6 on the second mentioned assortment, which comes to be more expensive than the price paid here for the Nagapatnam sorting. Malve Chittij has provided a guarantor on condition that Nagapatnam fl. 309. 6. 14, and the remaining 17 ditto should be delivered with an increase of 8 per cent; furthermore, the merchant of this place, Tieromenij Chittij, has interposed himself as guarantor for the Porto Novo trader Waijtinada Moetoe Chittij, not only for the funds now entrusted to him upon delivery, but also until his entire debt to the Company, still amounting to pagodas 7450 or fl. 33525, should be paid, and on that account the said debtor, as long as his debt lasted, would have a portion in the linens demanded and commissioned for delivery at Porto Novo. However, in case it should happen that before that debt was settled Porto Novo were broken up, that suretyship would then lapse, as he did not wish to be held liable for so significant a sum, for whose recovery and settlement there was no other prospect than through the contracting for the delivery of linens. Furthermore, regarding the two mentioned merchants who have traded up to now in partnership, Papoe Chittij and Ramalinga Chittij, we have been under the necessity, at their earnest instances—for which they already made application in the past year—to separate them from one another and henceforth let each conduct trade individually, on account of the disputes and discrepancies arising between them. Consequently, we have also divided the common estate, in which, being the children of two brothers, they had hitherto co-inherited, by which change the demand had to be divided into seven portions and contracted out accordingly. With respect to the other factories, the Indian petitions, having already been received there, have all been commissioned and undertaken for procurement by the merchants. However, they were only waiting for the Homeland demands, which at the dispatch of the aforementioned given reports had not yet been received over there, in order to conclude contracts. Regarding the collection of the past trading year 1771/1772, we have the pleasure to inform Your High Noblenesses that concerning the fulfillment of the commissioned demands, it has succeeded reasonably well, the collected packs of linen amounting to a number of 2596 packs, thus 11½ packs more than the past year, as shown in the specification below, namely: Contracted for 1771/1772; The delivery of 1770/1771; That of 1771/1772; More; Less. The lesser subtracted from the greater, so there remains for the greater delivery: 11½ packs. Regarding the lesser or unfulfilled bales, no other remark merits any special attention, than that what remained undelivered at this main place has solely consisted of betilles, due to the desertion of the weavers in the Tanjore principality, and especially in Ammapattai, a town situated within the same, where mostly the majority of betille weavers reside. And with respect to the 17 packs of raw guinees and salempores, as well as bleached common guinees, lacking from the demand at Sadraspatnam, these would likewise have come in if their acceptance as third sort for Europe had been permitted, as requested by the merchants, but this was refused in order to deprive them of the boldness to misuse such accommodation, as has been experienced repeatedly. However, regarding the 31 packs that remained unfulfilled at Palliacatta, as well as 96 ditto at Jaggernaykpoeram, the Chiefs state this to be caused solely by the rejects sorted out from the delivered cloths. Among the 96 packs delivered short at Iaggernaijkpoeram, there are again 61 bales of checked roomals of 17/8 yards, for the very same reason that we had the honor to respectfully submit to Your High Noblenesses in our report of last year via Ceylon, namely the difficulty in obtaining them because of the losses suffered thereon by the traders. But now that Your High Noblenesses have been favorably pleased to grant an increase of 10 per cent thereon, the Chiefs do not doubt that their delivery will now succeed as desired. At Palicol and Bimilipatnam the demands were completely fulfilled, and in addition, at the last-mentioned factory at the conclusion of the collection, 160 packs lay ready to serve in reduction of the new demand for 1773. Pcoffier, having been enjoined, according to what was noted in our latest advices of 15 October, to pay into the treasury the loss incurred on the 4500 pieces of Palicol chintz sold in Europe, amounting with the loss of profit of 25 percent to f25299. 5. 0, has thereupon declared his absolute inability to do so on account of his deplorable condition, and has at the same time sent us a petition addressed to Your Right Honourables, to the end that, for the reasons alleged therein and the considerations presented, together with the supreme and utter necessity in which he absolutely found himself due to his removal from his directorship, to have to accept those painted cloths concerning which he was completely deceived and misled by the merchants, he might be graciously relieved of the aforesaid assessment that has unhappily befallen him, since otherwise, if it should remain charged to him, he would be unhappy all his life and ultimately succumb entirely and forever under it; we present that petition to Your Right Honourables herewith in all respect, and at the same time take the liberty to add our plea in his favour, and we have meanwhile ordered him to provide sureties or other security for the entire amount; we likewise submit the humble instance of the Sadraspatnam second, Mr Jacob Pieter De Neijs, that he may be permitted to have his share in the allowance of three percent received in future in Europe by Hendrik and Johannes De Neijs in Amsterdam. Touching the article of the merchants' arrears, the same at the offices of Portonovo, Sadraspatnam, Iaggernaijkpoeram, and Bimilipatnam have been reduced by an amount of f85666: 14:— and Palliacatta again has a settled account with the merchants, but we fear that Palicol, from where the papers have not yet been received, will come limping behind, contrary to our expectation which we had at the dispatch of our latest advices of 15 October; since from the statement to be found in the chiefs' letters of 8 November last (whereof the substance already reached us in their earlier letter of 12 September), we can expect little good other than Job's messenger, for without making the least mention of the final settlement, whether the same was held with the merchants, and whether the papers thereof have been sent or not, the chiefs declare that owing to the encountered disasters (meaning thereby the pestilential disease and heavy mortality that prevailed there among the inhabitants of that place in the months of June and July, together with, shortly thereafter, the dissensions that arose between the English chief at Madapollam, Mr Satterthwaite, and the weavers of all the weaving villages over the prohibition that no piece of cloth, for whomever it might be, should be made and delivered before and until the demand of the English, amounting to 1600 packs, should be completely fulfilled, as reported at length in the aforesaid letters of the chiefs of 12 September), the purpose in the final settlement of all the debts, except for the three known insolvent traders, could not be accomplished, whereas during the past financial year in practically all their letters they gave no other promises and assurances than that they would carry it out satisfactorily at the closing of the books, which, however, we now cannot but reasonably call into doubt, and must do so because the chiefs further say that they will take care of that liquidation by the end of next February, after having on the 14th

Concerning the cash, we find nothing further worthy of noting for Your High Excellencies' revered attention, except to inform the same under the article of Coinage and Minting, that the melting down of the new Nagapatnam pagodas and the recoining of the same into Porto Novo ditto by the greedy moneychangers and other natives dealing in money was increasing more and more; so much so that one could barely obtain sight of the first-mentioned coin, as all that could be gotten hold of were sent to Porto Novo and recoined there in the mint of the local ruler, so that through the scarcity caused thereby the agio between the Porto Novo and Nagapatnam pagodas having risen to 4¼ to 4½ percent, it was resolved in our session of the 7th of November last, in order to prevent as much as possible the frequent circulation of the Porto Novo pagodas in this city and jurisdiction, and thereby also to remove the occasion for melting down the Nagapatnam pagodas, by a draft proclamation published on that account, inserted into the resolution of that day, to set the first-mentioned coin at 19 fanams apiece both in exchanging in and out, and furthermore to forbid in the strictest terms the melting down of the Nagapatnam pagodas, as well as to make any further money loans in the Porto Novo currency on pain that no justice shall be granted thereon, with some further orders and penalties relating thereto, more broadly set down in the aforementioned proclamation, to which with Your High Excellencies' kind permission we take the liberty to refer; while we trust that through that employed precaution the great inconvenience will be removed that one is otherwise subject to regarding the new Nagapatnam pagodas, since all trade and payments etc. with and to the Honorable Company must be made in that currency. continuation to admit, and must acknowledge the reasons brought forward by the ministers in that regard, it is nevertheless certain that the prince will never allow laws to be prescribed to him so strictly as to fetch his due elephants precisely every year, since he will judge that this would conflict with his glory and highness, over and above the fact that his envoys arriving at Jaffanapatnam for that purpose sometimes do not find or cannot obtain the required number of those animals of such stature and constitution as are pleasing or presentable to the prince, wherefore those envoys had to return with no less, as has happened repeatedly and most recently in the year 1770, since out of the 10 head they were to have, they returned with only 7 of those beasts, just as this year they have also not been able to obtain the due number, and therefore the prince expressly ordered his envoys returned from Jaffanapatnam not to choose and bring with them more than 7 elephants for him from the herd, notwithstanding His Highness is due 9 head, so that from this it is easy to see that he will not be persuaded to the annual fetching of his elephants; and to compel His Highness thereto, according to what was proposed by the Ceylon ministers, by means of coercion with the refusal of the customary letters of recommendation, we have not been able to resolve without special orders and authorization from Your High Excellencies, which we then also most respectfully implore by this present. being not only that he offered 100 pagodas per year more than others on the aforementioned three leases, namely 50 pagodas for the sea toll, 25 pagodas for that of the gates, and 25 pagodas or 60 pardouws for that of the doits above the 1000 pardouws which the native Soepieramania Fandarum offered for that lease according to the notes of our resolution of 13 September 1771, provided the Honorable Company were to take over 1000 pagodas in doits yearly, but of which, namely the taking over of the doits, the present lessee has waived; we proceeded to that transfer all the sooner because, due to the trade opened to private individuals under a contribution of 20 percent to the Honorable Company, the lessee of the mouth of the river will no longer receive anything for the linens that they as well as the crew will transport in their permitted chests and loads on the Company's ships, for which otherwise half toll was paid for the latter, and therefore the interested parties calculated on its lesser yield and, at the public auction to be held, counted on at least 400 pagodas less. The combining of the gate toll and that of the doits to the same person, we deemed no less necessary: the first to prevent many fierce disputes that steadily arose between the lessees of the gate toll and those of the river, especially as they are critical and self-interested people—with which particularly all Malabars, however wealthy and capable they may be, are afflicted—concerning the importation of linens from the country under the pretext of being transported by sea, but which were sold here in the city clandestinely and connivingly with the consent of the lessee of the sea toll, who receives something for it, to various people without anything being paid for them at the gates, while the lessee of the sea toll, upon exportation of those linens, again receives his lawful toll from the buyer and exporter; and the other, or that of the doits, for the sake of the favorable offer of 560 pardouws more than was given for that lease the past year, as well as the excluded or abolished takeover of 1000 pagodas in doits at the expense of the Honorable Company. For all these advantageous reasons, as well as the ease and security that exists for the collection of the lease moneys, described more fully in our aforementioned resolution, we trust that our conduct in this matter will also carry the venerated approval of Your High Excellencies; as well as that all the other leases, upon the requests made for that purpose by those who bought them, have also been granted for three years. The lease at Iaggernaijkpoeram has also de novo been granted to the old lessee for the period of three years with an increase of 50 pagodas or f 225 per year, just as the leasing of the domains at Sadraspatnam and the villages belonging under it, having been auctioned anew for three years under the end of August last, yielded an increase of 85 pagodas or f 382. 10. -, but that of Paticol and the village of Contera belonging to it yielded f 677. 4. 12 less than the year before. Thus, to prevent this, we prohibited the buying up and exporting of doits and ordered that all doits be sold to no one other than the lessee, as ought to be done, who at the same time is authorized to exchange them at 19 pieces and sell them again at 18 ditto per fanum, instead of 21 and 20 pieces, at which it had been fixed by resolution of 13 September of the past year on account of the necessity that existed then; through this, the export thereof has been halted, and the lessee has thereby been enabled to provide everyone with doits according to their needs. The account of the stamped paper for the concluded financial year 1771/1772, having been found upon examination to be audited and handled according to the regulations, the amount received for it of pagodas 457. 3. or f 2056. 1. 4. was duly counted into the cash box.
