and to have the bales collected from the offices by sloops. That, as aforesaid, having not appeared here until the 22nd of August, we, pursuant to the resolution of that day, reflecting upon the short time within which that vessel would have to leave the northernmost office, namely towards the 15th or 20th or at the latest 25th of September next, after having previously unloaded here and then also called at two southern offices, Paliacatte and Sadraspatnam, and taken in the linen bales that are ready, resolved to detain that ship here, in order to make it sail directly from this roadstead to Batavia at the ordinary appointed time of mid-month, and in the meantime to send all sloops and other vessels on hand, with cash and merchandise, to the offices, in order to bring back in return all the bales ready there, not only for India but also for the Fatherland which might remain after the loading of the return ship, so that, if possible and upon a speedy appearance of those vessels, they might still be dispatched with the bearer of this. To which end, besides our own vessels, the Jaffanapatnam sloops Gale and Vianen were also employed by us, the former being sent to Jaggernaijkpoeram and the other to Sadraspatnam, as the execution of Your Right Honorables' order to send the ship to those factories was impracticable and no fruit was to be expected therefrom on account of its late arrival; considering that for its unloading here, however speedy and unhindered it might proceed, at least a full month would have to be spent, as indeed also happened, by which time the period determined for the departure of that keel from the northernmost office would already have arrived. Which we hope will carry Your Right Honorables' approval, as well as the provision of various necessities made for the benefit of the said ship and the return vessel Alkemade, upon the urgent requests made thereto by their skippers, as mentioned in our resolutions of the 22nd of August and 25th of September, of which latter the extract accompanies this in the package. Just as we also flatter ourselves with Your Right Honorables' approval regarding the purchase, made conformable to our resolution of the 2nd of July, of a brand new vessel built here in the manner of a pantjalling, 56 feet long from stem to stern, 14 feet wide at its waterline, and 7½ feet deep to the deck beams, with all its appurtenances, for a sum of R/a 1303. -. 65. or ƒ5850. 4. -, instead of the thonij De Jonge Galenus sold by public auction pursuant to the resolution of the 17th of December of last year as being no longer seaworthy. And this on the basis of the authorization requested from Your Right Honorables by letter of the 15th of January following, pursuant to the decision taken on that day, to build another thonij (which we, in view of the stated need for such small vessels, supposed we would indeed obtain, as has since also happened), because, for such reasons as are alleged at large in the said resolution of the 2nd of July (and to which, to avoid a double narration, we humbly refer), we judged it much more advantageous for the Company than proceeding to the construction of a new thonij. Regarding the discharged cargoes of the aforesaid keels Alkemade and Vreedelust, the findings thereof are summarized in our resolutions of the 22nd of August and 25th of September (of which latter an extract accompanies this), according to which the officers of the first vessel have been charged on account, for compensation by way of purchase, for what was delivered short beyond the permitted allowance: 244½ lb of Japanese bar copper and 5¼ cans of olive oil, as well as 30 bottles of brandy with 50 percent advance, which were spoiled and on that account returned; but against that, they were credited with 946¾ cans of arrack at 20 pagodas the leaguer of 388 cans, which was the price of that liquor at the time; the 400 cadjang mats not accounted for here (which, according to the declaration of the ship's officers, had not been shipped at Batavia in that vessel) having already been received here per the ship Vreedelust, and this having thus clearly appeared. Those of Vreedelust have in like manner been charged for what, after deduction of the permitted leakage, was accounted for short: 337½ lb of Japanese bar copper, 4327 lb of pepper, 161¼ lb of tin, 377 lb of sandalwood, 1125 cans of arrack api, 3¼ ditto linseed oil. here in Palliacatta and Jaggernaikpoeram it has its ordinary course, a kind of linens to pay the same price, and why, and therefore one will have to postpone the same as usual until reporting, when we trust to be put fully in a state to do so. This principal place together with the offices Palliacatta and Jaggernaikpoeram offer on that matter not the least material, since the collection there has its ordinary course, and after the ending of the procurement it will first become evident to what extent the demands there are satisfied, concerning which, however, we have reason to hope not to fall very short. While with regard to Palliacatta, we consider ourselves obliged to note here that, it having appeared from the contracts sent from there of the year 1772, the irregular method in practice there, that the linens for the eastern governments were not delivered of such good quality as those for Batavia, and that therefore for the neckcloths requested for the said Indian principal place, fine red ones, more was spent than for the required ditto for Banda, the chiefs there, according to the tenor of our resolution of 25 July past and the outgoing letter of 6 August following, have been ordered that, whether demanded for Batavia or the eastern provinces, one sort of linen being required, equal prices must also be paid for it, provided that the quality also corresponds with the prices, as for the motives cited in the aforesaid resolution we have judged such to be very necessary. Further, we have also sent the necessary orders to that office for the payment into the treasury of the loss incurred on the sale of 32 packs of Cambays to a sum of ƒ3358. 17. 8, which aforesaid [loss], in so far as it concerns the share of the Chief Dormieux, has also taken effect there, and by the former second [in command] De Jonkheere has been paid here, just as we in the same manner have charged to him the loss suffered along with the lost profit of 25 per cent, instead of the previously imposed 50 ditto, on the 4500 pieces of Palicol chintzes sold in the Netherlands, amounting to ƒ25299. 15. 8, in order to be paid to the Company by the present second Scoffier, in the capacity of former Chief at Palicol, and along with his second Camper as collectors of those cloths (who accepted and dispatched the same as good), for which he was judged solely liable according to our resolution of the aforementioned 25 July, since the said second Camper, having died insolvent, has left nothing from which his share can be recovered other than the contingent due to him in the allowance of 3 per cent granted by the Gentlemen Masters for as long as he lived, which is far from sufficient for that purpose; but no report has yet been obtained whether that payment has already been completed by the said Scoffier, and therefore we shall press for it once again after the dispatch of this. The Jaggernaikpoeram servants have been properly notified of the increase of 10 per cent on the checkered rumals granted by Your High Noblenesses, in case a demand should be made for them from Europe for the coming year, and the further restrictions made in that respect, in order to regulate themselves accordingly. While concerning the linens of very bad quality sent to Batavia with the ship Zeekerbiest for the account of the chiefs of that factory, we continue to await Your High Noblenesses' pleasure, since to the very same, by our respectful letter sent with that vessel on 30 June, all that they brought forward for their excuse regarding this has been submitted, further intending, in case of Your High Noblenesses' respected orders regarding the allocation of the demand for woven goods, to give this office preference over Palliacatta. With respect to the residency Porto Novo, the shameless conduct of the merchants there has caused us particular annoyance, since, being very slow in the bringing in and delivery of linens, and not pursuing the collection with proper zeal, they have still tried to excuse this abominable negligence of theirs by complaining about the smallness of the demands, and putting forward that, having received only a little money, they had been obliged to cover their expenses with it beforehand, alongside still more other unfounded arguments completely contrary to the character of honorable merchants, cited at large in the letter of the Resident dated 15 June and our resolution of 25 July; but against that they could once again nothing with ease [illegible]

could deliver for Europe, than, in conformity with what was resolved on that day, to have the Resident point out to them in the most emphatic manner all these and several other mentioned improprieties, and the correction which they have justly deserved on that account, in order to convince them of their misconduct, as has indeed been done, and at the same time to show them that they were unworthy of any further indulgence, since, whether the demand was small or large, one always had just as much trouble with them to get it fulfilled as desired, as is indeed the truth, seeing that they will not even be able to fulfill completely the demand of this year, of whose smallness they complain. At Sadraspatnam the conduct of the merchants is just as vexatious as in the past year, for notwithstanding that contrary to their custom they performed their duty tolerably well for some time, they have nevertheless again lagged behind, and have brought the Chiefs, in conformity with their letter of July 2 last, through consideration of the incomplete fulfillment of the demands and the notorious falling behind of their account thereby at the closing of the books, treated at length in that missive, again into the necessity of making a request, just as in the past year, not only that some packs of third sort might be delivered for Europe, since the demand could not possibly be fulfilled in first and second sort, but also to be allowed to accept all that might be delivered in excess of that sort in fulfillment of the 75 packs of bleached guinees, 25 ditto salempores, and 13 ditto baftas required for the Netherlands, whether to serve for the new demand of that factory, or to be ordered here and used for the needs of Europe or India, since the same could no longer serve in reduction of the Indian demand for bleached goods, after 16 of the 18 packs requisitioned for those regions had already been fulfilled and packed; adding thereto that even if one were to proceed to the acceptance of third sort, it would nevertheless be difficult to get the demand for the aforementioned 113 packs of bleached linens fulfilled, since from the beginning, or at the presentation of the requisitions itself, they had already complained about the importance of the quantity of bleached goods and had indicated their absolute inability to fulfill it unless third sort were accepted. However, we, taking that matter into deliberation at our session of July 25, rejected that request and referred the Chiefs to what was written by Your High Nobilities in your esteemed missive of May 12 last regarding the acceptance of third sort made in the past year, as we regarded the same, combined with the prohibition against accepting any goods above or outside the demand, as an express order not to proceed with that any longer, and showed them how harmful it was to show the merchants any favor or obligation, as they immediately want to make a rule of it, with recommendations to break their traders of those bad habits, as Your High Nobilities are requested to view all this in its details in the aforementioned resolution and the letter sent to that factory on August 6, upon which nothing more has followed since, except that the Chiefs, by letter of September 9, expressed their regret over its non-acceptance, for the reason that some packs for the homeland would come to be missing on that account, though they say that in proportion to the demand it will not be much, so that we have hope that the requisitions at that factory will be nearly fulfilled. The demands being fulfilled: At Palicol we must testify regarding the point of the collection that the merchants have acquitted themselves fairly well, since (notwithstanding the interruption caused there in the same by the extraordinary mortality among the inhabitants from smallpox, which had caused almost all the laborers, both washers and weavers, to flee, as mentioned in their letters dated 25 July and 8 August past) according to their earlier letter of 10 June prior, the respective Homeland and Indian demands assigned to that factory, except for 31 packs and the chintzes (which latter were also already completed and were at the bleachfield for finishing, and were due to come in shortly) being fulfilled, they made a request to be provided with our orders whether, after the receipt of those bales, they might proceed with the new collection, and in which assortments, in order thereby to collect the remaining debt of the merchants, giving to know that since such precious cloths were currently being delivered as could have been expected years ago, it would therefore be a pity if the collection were to diminish, and to proceed with the collection of the aforementioned sorts. Wherefore, in accordance with what was resolved in the resolution of 25 July past, on the basis of such reasons as are fully described therein, we have also qualified them to proceed, in reduction of the demands for the coming year, with the procurement of the aforementioned bleached Company's old sort and fine Guinees, as being assured that those assortments would definitely be petitioned for; but with respect to the other cloths, the chiefs were instructed to supersede until the new petitions should be received, which from India were also sent to them by letter of 8 September to regulate themselves accordingly; they having meanwhile, in their further letter of 10 July prior, already communicated the complete fulfillment of everything, and that in reduction of the demands for the coming year, the collection of coarse cloths, both long and short weaves, was already proceeded with. While we, with relation to the increase of 3 percent above the contracted prices granted by Your High Excellencies in the past year to the merchants there for all linens paid to them in species other than three-figure pagodas, resolved in our resolution of 25 July to still persist for the time being in what was decided in that regard at the sessions of 5 August and 4 November of last year, as well as 17 June of this year, in order not to let the merchants enjoy the same, and in the meantime to await what Your High Excellencies shall further be pleased to approve upon what was demonstrated from here in our advices dispatched with the ship Leekerlust on 30 June past regarding the differences of the prices of the linens between those of the Honorable Company and those paid by the English or their private individuals; the delivery of merchandise on the supply of linens to those merchants is still being continued, namely, when they come to make a request for it and see a chance to retail the same to the inland merchants, and otherwise not, so that in that regard not the least coercion takes place, but such depends on their own will. This article serves for Your Right Excellencies' esteemed information that the Junior Merchant and Second Warehouse Keeper here, Daniel Simons, in place of the Head Administrator of Bengal, Cantervischer, has not only interposed himself as surety for the Sadraspatnam merchant Goendoen Baal Chittij, but that security, which previously amounted to only 1500 pagodas, has been extended by him to 2000 ditto, so that we have been relieved from devising even the slightest measures to indemnify the Company for the monies enjoyed by the said merchant under the suretyship of the aforementioned Cantervischer, since the new assurance is sufficient for that sum, and therefore no difficulty exists for that trader; but on the contrary, there is hope that the largest portion of his arrears will come in this year, and that after his share in the aforementioned textiles of the merchants of that factory, sold by auction, is credited to him, he will remain indebted for no more than around 800 pagodas; just as we must also testify regarding the state of the debts in general, that they are everywhere in a favorable condition, and at Bimilipatnam a handsome sum will come in again this year, although we must at the same time mention that those merchants, with respect to their claim against the former and now deceased Chief Bronsveld, continue on all occasions to urge with equal zeal for its restitution, however much one tries to divert them therefrom and to deprive them of all flattering hope in that regard, so that upon liquidating their account, up to that claim, one will first have to learn what they intend to do in that matter; the 26 packages of rejects received here from that factory by the ship Zeekerlust after the dispatch of our respectful letter of 30 June last, pursuant to what was stated therein, having been sold by auction on 19 July and 24 August thereafter for a sum of old Pagodas 1713. 7. or new ditto 1850. 7. 70, amounting to ƒ7689. 16. 4, which sum, on the day the proceeds thereof were reviewed in our meeting, being the 7th of September past, it was resolved, having been received, to send there in kind, the loss on the assessed prices of those cloths, amounting to ƒ131. 6. 8, having already been accounted for or charged back there, in order to debit again those merchants who had been relieved for the entire amount of those rejects upon sending them here; and furthermore, with respect to all the further rejects that they might send here, proceedings will be conducted in the same manner. Having been requested on 25 April to be provided with our orders in case the merchants, during the settlement of accounts to be held, might be unwilling to sign on account of their claim against the former Chief Lovenaar, we have, in conformity with our Resolution of 25 July, notified them that nothing could yet be undertaken in that regard before and until we should have obtained Your Excellencies' opinion concerning this, following the further letters written from here under date of 6 February of this year. We have, however, instructed them not to make any commotion about it, and if, contrary to expectation, this should happen, to immediately give notice thereof to this place and at the same time send over an accurate demonstration of the state of the debts, so that we may be able in due time to report thereon to the Gentlemen Majors and to Your Excellencies. And regarding the elucidation requested by those Chiefs with respect to the freight-free shipment to Batavia of a certain number of bales of linen by the indebted merchants, namely which assortments; and the difficulty raised by them in case these might not be assortments requisitioned by the Company; as well as the question asked whether the entire capital with the profits to be gained, or the profits alone, should be retained in reduction of the debts: we have, in accordance with the tenor of our aforementioned resolution, ordered them to adhere strictly to the tenor of Your Excellencies' order and the recently issued Edict concerning the opened private trade, as sufficient clarification is to be found therein; and furthermore, the qualification granted to Bimilipatnam to allow one-fourth of the proceeds of the linens sent to Batavia by the merchants to remain with the Company in reduction of their debts has also been made applicable to that factory, although we nonetheless very much doubt whether anything will ever be sent by them. While, notwithstanding the ample demonstration made by them in their letter of 25 April regarding the security deposit imposed upon them pursuant to the Resolution of 31 January last for the increased debt of the Masulipatnam merchants as of the end of August of last year, mentioned in our respectful advices to Your Excellencies dated 6 February last, we have nevertheless persisted therein, for the reasons of which we request Your Excellencies will be pleased to examine our more frequently cited Resolutions of 25 July; wherein also appears the accepted proposal of those servants to send hither the rejects of the Jaggernaykpoeram merchants, which consisted of a good quantity, if they could not be disposed of there, in order to be sold here in reduction of their debts, which according to the statement, after deduction of their old debit, still remained large, namely Pagodas 4039. 2¼, the outcome of which we still await. Having nothing further worthy of attention to discuss under this head, we solely present to Your High Excellencies in this main section the request made by the Prince of Tanjore to obtain a carriage such as the one used by the undersigned Governor, offering to pay the cost thereof, which we request may be complied with, and accordingly such a carriage may be constructed and sent here for the service of His Highness, to which end a drawing of it accompanies this. Regarding the article of short weights, the second warehouse keeper here, Jan Daniel Simons, expresses his gratitude for the favorable release granted by Your High Excellencies to him on ultimo August of last year, in his capacity as Secunde of Sadraspatnam according to our marginal disposition on the memorandum of short weights of that office of the same aforementioned date, of 12 5/8 lb. and 72 1/2 lb. of nutmegs charged to his account, to the amount of f 418. 11. -. Concerning the different matters, we offer herewith to Your High Excellencies a list of all such Ardennes stonework as has been prepared upon the successive requisitions for Batavia for the Artisans' Quarter, and remains both at the Cuddalore sea strand and the stone quarry at Arriaal Cherij, but on account of its weight could not be collected by any sloop, whereby Your High Excellencies are requested to consider that among these there are even stones that have been prepared since the year 1758 upon successive petitions, consisting of: 485 pieces of thresholds with moldings, 16 inches wide and 7 inches thick, of various lengths 90 pieces of flags, extra long, 4 wide and 6 inches thick 1194 pieces of the same in sort 40 pieces of thresholds with moldings, 16 inches wide and 7 inches thick 1230 pieces of various sorts 6 pieces of millstones 100 pieces of large stones 1390 pieces of floor stones in sort Besides, furthermore: 8 pieces of gravestones and 4 pieces of floor stones of three square feet, to be found in the mountains of Arriaal Cherij, which have likewise been carried on the books there for a long time, which caused us to resolve by resolution of 25 July past to give Your High Excellencies dutiful notice thereof, as is done herewith, so that Your High Excellencies might devise the necessary means for their removal, since they are entirely useless there, and they may be needed for the works for which they were requisitioned. Just as in the same manner we also let this be accompanied by a list of all useless and unsalable goods lying both in this place and at the subordinate factories, drawn up and compiled from the remnants and received returns of each office in particular, by order of the undersigned Governor, regarding which we also most humbly request Your High Excellencies' disposition as to how Your High Excellencies desire they should be dealt with, so that, being of not the slightest service nor employable for anything, the books may be cleared of them and this government relieved of their amounts. While pursuant to the decision taken in our resolution of 25 July aforementioned we send back to Batavia by the bearer hereof the two fire engines received here in the year 1768 per the ship Tulpenburg, as it was shown to us by a report submitted on that day by the Fiscal and the commissioned judicial council members that both the suction and the canvas hoses thereof were far too short to be used with effect in a fire of any consequence, since that defect resulted in the water not having enough force to control the flame, and also because they are merely ship's engines, which on shore can be of little use, being too small for that purpose, so that, remaining here needlessly and out of use, they will only become entirely unfit, whereas they may find other employment in Batavia. The undersigned Governor having shown in our meeting of 25 September past that upon taking over the Garden China from his predecessor, the Honorable and Highly Esteemed Mr. Ordinary Councillor of Dutch India Pieter Haksteen, he had noticed that the price thereof was set at 5000 rixdollars, and the said Honorable Mr. Haksteen had validated 500 rixdollars thereof, so that there was paid and disbursed by him for it a sum of 4500 rixdollars, of which pursuant to Your High Excellencies' order contained in Your High Excellencies' esteemed missive dated 14 July of the year 1770, 10 per cent must be written off annually, so that, if the same remains on this footing, in the time of five years half the value of that garden would be paid by him alone; so we have decided, upon the proposal made to that effect by the aforementioned His Honor, to request Your High Excellencies, as is done most submissively herewith, to make some mitigation in that regard, as it is somewhat substantial for His Honor to contribute 2500 rixdollars for that garden alone, whereas the governors succeeding in the future, without suffering the least loss thereby, the

198 /181 The collection of cloths has had, in the most recently concluded trading year, as good a progress as one could have wished, in proportion to the bad times and circumstances that are still experienced here on the coast; and which favorable result has also given occasion not only to the reduction of the debts of the merchants, but also to the complete fulfillment of the demands at some of the subordinate offices, particularly Bimilipatnam and Palicol, as both have been circumstantially communicated to Their Right Nobles, the Noble High Indian Government at Batavia, in our respectful letter dispatched to them today, to which we respectfully refer to avoid repetitions. Since the lesser collection of linens on the Coast of Coromandel during the year 1768/9 was mainly attributed to the war that raged there, this makes us hope that, now that peace is restored in the country and the working man has returned to his work, that main branch of the Company's trade will revive anew, and that the Dutch as well as the Indian demands can be completely fulfilled. We have all the more expectation of this because, according to the answer of the ministers to the extract of our missive of 28 September 1768, there is currently no lack of weavers at Nagapatnam, and we therefore may also consider as null and void the repeatedly urged apprehension that, through the prohibition against the importation of private linens into Batavia, the weavers would be forced to seek their livelihood outside the territory of the Company. It has therefore afforded us much satisfaction that the procurement of coarse cloths had noticeably increased and you had already received a good quantity of them in the year 1768. 199 That the granted price increase on the coarse cloths has been withdrawn again, we have already communicated to Your Right Noble High Reverences in our respectful marginal reply to their respected general missives of 25 September and 15 October 1776, inserted in our letter dispatched to Batavia on 14 October 1771, except at the offices of Sadraspatnam and Bimilipatnam, where the traders cannot be persuaded to drop it again; we must therefore, for the sake of their debts, still use some accommodation towards them; the arrears of Bimilipatnam are beginning to decrease noticeably; once they are settled, the merchants there will likely be persuaded to withdraw again the increase of 4 per cent granted to them; but at Sadraspatnam, where the arrears diminish from year to year, there will, as it appears, for the present be no likelihood of withdrawing the increase granted for one or five years, because the merchants can impossibly deliver linens for lower prices. But since, as you rightly observe, the high purchase prices virtually absorb the profits that the Company formerly had on those linens, it has also been particularly agreeable to us that at the contracting at Nagapatnam for the year 1770 the previously granted increase had been withdrawn again, and there was great likelihood that this could also be done at the next contracting at the subordinate offices; in that expectation we have framed our currently outgoing demands, and adhering to what is said therein for the information of the ministers, we order them their prompt and exact fulfillment; we nevertheless in general leave them the liberty, when some linens are requested by name from this or that office, if they can be obtained in those same assortments, in equal quality, but at a lower price, at other places, to give preference to the last mentioned, since those linens are only demanded to obtain the most profit on them, and it is indifferent to us at which place they are delivered. 289 One has already been in the necessity of making use of the granted concession, when assortments are demanded from one office but cannot be delivered there due to some inconveniences, to contract for them at another of equal quality and lower prices, regarding the 7 packs of Betheltes Ternatares requested from Palliacatta, since upon the merchants' declaration that for the prices paid hitherto they could not be delivered of such good quality, 4 packs were made here for a trial, of which 2 were sent with the return ship Alkemade and two with the ship Vreedelust to Batavia, giving a difference of 11 1/16 per cent on the Betheltes of 50 Cobidos long and 3 ditto wide, and 3 9/16 per cent on those of 2 1/4 Cobidos wide, cheaper than what was paid for them at Palliacatta; while in the constitution and quality of the linen itself little or no great difference can be perceived; we refer in this regard to our resolution of 17 June of this year. We refer with much respect to our answer set down in the margin of the provisional answered Homeland Demand for 1772. For the direct dispatch of the Coromandel returns for the Netherlands, we trust that you will have already made the necessary arrangements, for which the damage that the Company suffered again in the past year by the remaining behind of the ship De Vrouwe Petronella Maria delivers a further though painful motive. 28 September 1768 appears with respect to those sorts of linens that were repeatedly demanded by us, but not sent by the ministers, and yet were imported by private individuals. For the pretext that those linens were not sent because private individuals pay more for them, is as unfounded as the reasons given for that higher payment. Since the ministers, when it was time, never referred to those high prices; that we never cancelled orders for those sorts on account of their excessively high price; that it must furthermore be beyond contradiction that, for the stowing of those linens, [illegible] abundant space would have been found in the ships departing from there, and thus their transport would have cost the Company as little money as private individuals. However, it seems that people wanted to say something in justification of the former ministry, and being unable to produce good reasons for that, they had to resort to far-fetched excuses. With regard to the arrears of the merchants, we have learned with displeasure that they increased in the year 1768/9 by a sum of f38235. 12. But the ministers, in their direct advices of 10 January 1770, having assured us: The arrears of the merchants decrease markedly from year to year, and it is not doubted that their reduction, in the closed financial year, will be just as great as in the past year, of which a further respectful report is to be made to Your High Noblenesses and Right Honourables as soon as the still missing papers have come to hand. that no damage was to be feared for the Company from this, we will let that increase pass. We nevertheless recommend to them to settle those outstanding debts as soon as possible, since the Company, even if secured against bankruptcies, nevertheless suffers no small disadvantage from the lack of those funds, especially when the contracted linens are not delivered, but the disbursed funds, after the lapse of some time, are refunded into the Company's treasury, as had to be done by the Sadraspatnam merchant Mhadethoe Chessalam. Meanwhile, on the same consideration, we are pleased that the ministers have again accepted several rejected lots from some merchants, but the linens, rejected lots of the merchants, not sold privately by them, but handed over to the Company for public auction, as recently happened with a lot received from Bimilipatnam and Sadraspatnam, which, having been sold here at public auction, together [illegible] always taking the necessary care that the [illegible] the good quality of the aforesaid lot will very likely serve to increase the vent. With no less pleasure we have learned from those same advices that the sales of cloves had increased considerably; we hope that this will continue, so that the Company, through that profitable outlet, may be somewhat relieved of the large stock of those spices. Our pleasure over that greater sale of cloves would meanwhile be considerably increased if we might regard it as the effect of the measures that you, together with the Amboina ministers, have taken to prevent the smuggling trade, and we wish to receive further proofs of this in the future. With respect to the sugar trade, one has successively, and most recently in our marginal reply to Your High Noblenesses and Right Honourables' venerated missive of 25 September 1770 already cited above, respectfully presented what was due; may we be permitted to refer to that, as everything has been demonstrated that could be done in that regard for respectful elucidation, and that even the prospect of ample and scarce supply, and the resulting fall and rise of prices, has limited us to the demand of 300000 pounds of powdered sugar only, and no candy sugar for 1773, though with the same express addition that if ship space permits, and thus its shipment could take place without prejudice to the other demanded merchandise. That sugar is not an article of trade for this Coast, as the ministers acknowledge in their letter of 20 December 1769, we will gladly concede; however, if a profit of 34 or at least 20 per cent were to be made on it with free transport, we would, for the benefit of the Batavian colony, accept that transport with the Company's ships, in so far as no prejudice was thereby caused to the conveyance of more profitable merchandise or other necessary goods; but when, according to the proposal of the ministers, the sugar is not charged with any transport fees, risk, or wear and tear of the ships, and one thus only deducts from the proceeds of the sold lots the interest, insurance, [illegible]

assurance of the disbursed funds and the expenses that were borne on account of sugar, one will readily find that of that pretended advance, we do not say of 34, but merely of 20 perCt., little or nothing remains. We cannot therefore pass by unremarked that the ministers in their requisition for the year 1770 have again requested one hundred and fifty thousand pounds of candy and 300,000 pounds of powder sugar, since according to the previously cited considerations of the chief administrator over the sugar trade, that quantity is far too large to be disposed of there at a proper price. And insofar as the ministers, in justification of their requisition for the year 1767 upon which we made similar remarks in our rescript of 20 September 1768, appealed to the restriction which was supposedly attached to that requisition and which was repeated in their reply for greater emphasis: that that quantity was only petitioned for if the room on the ships permitted it, we must remark in that regard that that clause is not found in the requisition in the copy of their letter of 11 December 1768 sent to us, aside from the fact that that restriction matters little, as we consider the ministers both too knowledgeable and too attentive for us to suppose that, in calculating the profit which in their opinion could be obtained on the sugar, they would not have considered those expenses which must naturally be deducted from that selling price and virtually entirely dispel that pretended profit. In the repeatedly mentioned rescript we also made known, among other things, the misgiving entertained by us whether the supply of merchandise upon the delivery of contracted linens had indeed been so much to the satisfaction of the merchants, and to what extent they had been persuaded to it by the permitted premium of 4 perCt. And we must conclude from the reply of the ministers that that misgiving was not entirely unfounded; in that opinion we are further reinforced by the unwillingness of the Palicol merchants to restitute to the Company what they had excessively enjoyed on account of delivered merchandise. The merchants have full freedom to receive upon delivery of linens as much in cash and as much in merchandise as they currently see fit to dispose of to advantage to the inland merchants, whether in exchange for other trade goods or otherwise, as it can be done and the chiefs, for whose account all advance deliveries run, judge that they are to be trusted; and no more is credited to them than what can occur according to a calculation made. We would therefore also have fresh cause for displeasure over the administration of that time, but relying on the assurance of the present ministry that such harmful practices now have no place, we shall rest content with that. It having appeared under the head of Cash that the ministers were even provided with it far above their requirements, they certainly cannot have lacked the necessary funds to be able to push forward the linen collection with vigor. The redemption of copper duiten and pennies to the amount of 6000 pagodas, having been done upon your special authorization, we are pleased to accept; but we hope that you will not have been obliged to have any further redemption made of that copper coin species, because the advance of 12 perCto cannot outweigh the advantage that the Company enjoys at the initial issue of duiten and pennies. One has here much rather a scarcity than an ample supply of copper duiten among the common people; thus the farm of the same was leased under the ultimate of August last for a higher amount of f6050 than in the past year. Ceylon, notwithstanding the retention of two chests by the Ceylon ministers, one is still reasonably provided with cash for the continuation of the linen collection of 1773 through the shipment of gold made over Ceylon. And with regard to the mint and coinage matters, it was agreeable to us to learn that not only did the new Nagapatnam pagodas remain equally in demand, but that the recently introduced silver rupees also began to circulate eagerly, and the Company enjoyed a sweet profit in the minting of that specie; whereas on the contrary, in the minting of the gold into three-figure pagodas and further in the striking of fanums, a considerable amount was lost. The circulation of new Nagapatnam pagodas remains equally in demand, and likewise the silver rupees minted at Jaggernaikpoeram are accepted by the merchants to the north without any the least hesitation. 3 103 Since, however, according to the ministers' reports that coin cannot be dispensed with for the continuation of the linen trade, we must bear that loss, stipulating that no more of it be minted than is required for the unavoidable expenditure. We trust at the same time that the ministers will continually be watchful to protect the company from the damage that could be caused by ignorant or unfaithful conduct in the minting of coins, and which seems to have taken place in the minting of silver rupees at Jaggernaijkpoeram. The ministers, having requested in their direct reports of 20 December 1769 one thousand marks of gold of 20 carats 8 2/5 grains for the minting of three-figure pagodas, we have considered that for several years no gold of a higher standard than 20 carats 6 grains has been sent from here; that nevertheless during that time three-figure pagodas have been minted on this Coast, and no reasons having appeared to us why we should now send gold of such a much higher fineness to this Coast, we shall await further information from the ministers in that regard. Meanwhile, we have resolved to fulfill their requisition with 1000 marks of 20 carats 6 grains, which have already been sent to this Government with the ship Velsen by the Amsterdam Chamber. Furthermore, we refer to what we stated in our rescript of 7 October 1769, 210 concerning the alleged brittleness of the gold, regarding which we must still have further and clearer information, as the report of the mint master Cornelis Pietersz, cited in the ministers' aforementioned answer, is insufficient for that purpose. We had asked in our aforementioned letter of 28 September 1768 why the gold sent from here now was less suitable than before for the minting of the required pagodas. The answer is: That when the assay is reduced from 19 carats 2 2/5 grains to 18 carats 5 1/2 grains, one must use less copper or alloy for that purpose. But how is gold of 19 carats 2 4/5 grains relevant here, since it was sent by us at 20 carats 6 grains? It is furthermore notorious that the reduction in its fineness to 18 carats 5 1/2 grains was carried out by the mint officials over there, and it is therefore undeniable that if that gold, after the reduction of its alloy, was less suitable for the minting of pagodas, such is solely to be attributed to the improper treatment by the officials in India. We also find that for the minting of three-figure pagodas both European gold of 20 carats 6 grains and Indian gold of a higher fineness have been used, albeit with a more or less disadvantageous result. When we now take further into consideration on this matter that the ministers already complained in 1759 about the alleged brittleness and foulness 211 of the European gold, but that those complaints, after an investigation was conducted, were found to be groundless, we are brought more and more into doubt as to what reliance we may place upon those reports of the mint officials. But in order not to remain longer in that uncertainty, we have seen fit to instruct you hereby that, after a review of what has been written on this matter by us and answered by the ministers of this Government over several years, you provide us with your considerations and advice as to whether and to what extent the gold sent from the Netherlands to this Government has been suitable for the use for which it had to serve, and of what fineness you judge the gold ought to be that is supplied by us in fulfillment of your petitions. Furthermore, you shall have to order the ministers to cause to be expressed, for those parcels of gold or silver that are minted at this office, in the yield returns or mint findings drawn up thereof, the number of pagodas and rupees or fanams that the minted parcels of gold or silver have yielded. The improved state of this Government in the financial year 1767/8 is very pleasing to us, but since the burdens in that financial year have only been reduced by 29035 guilders, and still amount to a sum of 593047 guilders 4 stuivers, thus far exceeding the sum to which they ought to be brought, we cannot too earnestly recommend the ministers to direct all their efforts [illegible] Everything humanly possible is, in accordance with duty, employed toward reducing the burdens and, conversely, toward increasing the revenues as well as the profits, whenever the country enjoys the desired rest and peace; the Tanjore country having been brought to extreme poverty since the latest invasion by the Carnatic subahdar Mahometh Alichan and the extortions, vexations, and impositions that followed upon it, thus completely halting all trade therein; wherefore it will for the present be very difficult to bring the still heavy pressing burdens down to the determined sum.
