The 6th of February Anno 1786. being found to be of the following content. Translation of a Persian missive written by His Highness the Lord Souba of Carnatica Machomet Alichan to the Chief of Sadraspatnam, dated the 18th of the month Tilgado /: the 22nd of September :/ of the Year of the Hijra 1199 /: 1785 :/ Reading the same, after the customary compliments, thus: Having been informed that Your Honour had not sent the recognition monies of Sadras since the fasli year /: lease year :/ 1189 /: Anno 1780 :/ until that of 1194 /: anno 1784 :/, this should nevertheless be complied with, as well as the remittance of those monies for this fasli year 1195 /: anno 1785 :/ to be done according to ancient custom, so that Your Honour's affection and friendship may become evident. What more is there to write? /: was underneath :/ for the translation, according to the translation of the Persian writer into Telugu and Malabar /: was signed :/ J: A: Bronsveld. Without the said Chief having been able to obtain any information as to when the last payment of those lease monies had been made before the war, the Lord Commander advanced that one was therefore unable to verify this, as all trade papers of Sadras were lost with the surrender of the place, although the secretarial papers were for a large part preserved, and brought here from Jaggernaikpoeram, where the former Chief upon his departure for the Cape had handed them over under an inventory to the Lord Commander and the second De Ravallet. That there had therefore been no other recourse to discover this as far as possible than to the outgoing letters from Sadraspatnam to Nagapatnam, by which notice is given to the Government of the payment of each instalment; That His Honour had also found, in draft letters of the 28th of December 1779, 14th of March and 12th of July 1780, communication of paid instalments; but further, although that bundle of drafts runs until the 22nd of May 1781, had found nothing concerning this; That the letter of the 12th of July makes mention of the payment of the third instalment, that expires in July, but that was also sometimes requested and delivered in June; That three instalments, namely those of November 1780, March and July 1781 /: Sadras being captured on the 29th of June :/ appeared to be unpaid, which is most probable, since the marauding bands of the Mysorean Nabob Haider Alichan Bhadur have roamed the country since July 1780, and thus the transport of cash money from Sadras to Arcot was a far too dangerous, nay impossible matter, which must then also have been the reason that it was not sent for, and that it appeared from this certain to the Lord Commander that the Company still owes the Lord Nabob the said 3 instalments before the war /: calculated up to next March :/ 2 after the restoration of our establishments, together making 5 instalments, each at 1333 1/3 pardauws, amounting together to 6666 2/3 pardauws, which ought to be paid to His Highness without contradiction, since he will not, and also need not, renounce them; although His Highness can by no means demand that the Company should pay those lease monies during the time that Sadras was in the hands of the English, as His Highness seems to demand in his letter to van Bijland; That the last-mentioned indeed pointed this out in his reply to the Nabob, but that one is unaware to this day whether His Highness acquiesces in that reasonable demonstration. But that to the Lord Commander it appeared, in the meantime, rather questionable that the Nabob had since made no demand for it, not even for those monies which legally belong to him according to the above indication at a time when the lack of money, as everywhere, also occurs with him; that His Honour had experienced more than once, both on this Coast and elsewhere, that such silences of the Moorish grandees, especially when they are in a position to demand something by right, which they never fail to do, but rather demand it prematurely than delay in doing so, seldom had a friendly purpose, and that His Honour had found principiis obsta to be a useful axiom in these cases; since letting such matters become outdated or drag on always gives occasion for great disputes, vexations, and whatever more unpleasantness can arise, wherein the Honourable Company is not infrequently the suffering party. Upon all the aforementioned His Honour therefore framed a proposal whether one would not do well, as soon as the treasury will allow it, to write a letter to His Highness in such manner as if one had discovered that the Company still owed His Highness three instalments of lease monies prior to the loss of Sadras, which on account of the troubles of that time had not been collected nor paid, with the request that His Highness please send someone with the necessary receipts for each instalment separately, as well as to receive those two which had elapsed since the Company again

The Lord Commander, concerning the negotiation of 75000 star pagodas decreed on the 28th The 22nd of February Anno 1786. 28th of January, having addressed one of the principal private merchants at Madras, and having proposed the same to him in general terms, only specifically notifying him of the time of payment of the bills of exchange, namely that of 6 weeks after the autumn sale of 1787 or as many weeks after that in the spring of 1788; gave the members to know that he had finally received an answer containing, after an apology from his correspondent that he had not been able to write back sooner because he had been obliged to take the necessary information in order to be able to do so with certainty; in substance the following. That there is a large sum among private persons to be remitted to Europe, and that the payment of interest on the Nawab's debt was likely to take place one of these days; whereby the demand for bills of exchange would increase not a little, because a large part of those to whom the same belong are in England; that the news that a trading house in Denmark, on which several bills of exchange had been drawn, had ceased to pay, had a very detrimental influence on the granting of bills of exchange to foreigners. This order the Lord Commander says he has seen from the newspapers, in which an Extract from the letter of the Directors of the English company is to be found, which entails negotiating an enormous sum of Rs. 60000000 or sixty millions in bills of exchange at 1 shilling and 8 pence, 19 Dutch stuivers, the Bengal current rupee, which, although the terms are not advantageous, will be abundantly accepted by the holders of those bonds, and even also by such holders who need no money in Europe, because bills of exchange can be negotiated with less discount than bonds, whereby important sums will be disposed of in those bills of exchange. The 22nd of February Anno 1786. Furthermore the English Company had again greatly augmented the tonnage to China, whereby the supercargoes will need heavy sums; the bills of exchange having recently been granted at 6 shillings and 6 pence for a Dollar, but the remittance this year will likely be more advantageous. This being discussed, the Lord Director said that his correspondent had presumably proposed the transaction as it suited him best, but that one could inquire whether he could be brought to more advantageous conditions, upon which one could enter into the negotiation; namely: 1. To reduce the price of the pagodas to 8 shillings and 4 pence, with the notification that the Danes had been able to get them at 8 3. 2. To reduce the interest to 5 to 6 percent per year. 3. To count out the 70000 pagodas to the Company immediately, as the same later are of no service. 4. That it be left to the choice of the Company to pay 6 weeks after the autumn sale in Anno 1787 or 6 weeks after that in the spring of 1788, without calculating further interest.
