that the ship until the 24th and 312 packages still expected was delayed, to leave, and to come to anchor in deeper water at sea, clear of the bank off Pallickatta, and if necessary, to set sail without papers or that quantity of packages which were to be expected from the South; that, owing to contrary winds and calms, this could not be done before the following day; she was mustered on the 19th, and having been attended to by the Judicial Commission for that purpose, was found upon inspection to draw somewhat more than 18 feet aft, and 17½ feet forward, as shown by the Report submitted thereof. Although all possible diligence was employed to have the papers ready in time, the entire night of 24 October was nevertheless spent on this, and in the hours before dawn the orders of the first-signed to the clerks of the trade office were necessary to deliver everything that was ready to the secretariat, and to leave the remainder which still had to be copied or collated until a later occasion, whereby one was finally ready with the packing at four o'clock in the morning and had to leave behind not only the expense account of the aforementioned ship De Zeebouwer, but such further papers as are mentioned in the attached notice drawn up concerning this. with difficulties that make the dispatch, positively scheduled for today, completely impossible; namely, not being able to get all the accompanying annexes ready and appended in good order, because the Resolutions could barely be transcribed up to the last day of November 1791, nor can the answered Requisitions and the customary statement of the Ingathering be gotten ready, as it ought to be inserted, along with several other difficulties which not a little impede the clerical work, among which must also be placed that the letter prepared for the Netherlands would have to be dispatched virtually without any annexes, at least without the strictly necessary copies of advisements to Your Right Nobilities since October, and the copies of the joint and separate Resolutions from the last day of February until the last day of December 1791 for the Presidial Chamber, since of these only a portion has been transcribed up to now, and of the letters nothing has been copied, to say nothing of the sets that the other Chambers, even still from the year 1790, require, which we could, if necessary, excuse for the time being. Yet this, as well as the remaining backlogged work, demonstrates all too clearly what can be accomplished with people who are not used to working, and who adhere so strictly to the old, ingrained indolence that, as is mentioned in the general letter under domestic arrangements, they all prefer to quit the service rather than be forced to sit hard at work every day; complaining, certainly not without reason, about an impoverished and cramped manner of living due to too meager a salary. But because, in the end, the outcome shows that, even if they were favored with some better means of subsistence according to our proposed request, one would not dare rely on any of them to write out a certain portion of regular work on time, we find ourselves obliged to give Your Right Nobilities humble notice of this. For, if everything from outside arrives in good time, and it merely depends on the copying work, it would be painful for us to become subject to any displeasure from Your Right Nobilities on that account, much less to the accountability that would fall upon us, did we not show how wretchedly situated Coromandel currently is with servants of whom one, with regard to clerical work, should be assured that they can accomplish more than the copyists currently assigned to the offices; however much, on the other hand, it deserves consideration in their excuse that due to the handling of so many matters requiring redress, and because of the desire to arrive quickly on an even footing, the work has never been as heavy as it is at present, and if it is to be even when it ought to be, it is too much for 19 assistants who serve at the writing offices, and are still the best of the lot when, according to orders and requirements, we had to reduce the number by parting with such persons who, even had they remained in employment, could have served to little use or purpose.
