We are very much obliged to Your Honors for the payment made to Mr. Marchant upon the bills of exchange granted to him by us, for which we have caused the current account of His Most Christian Majesty to be credited. Likewise, this account has been credited for an amount of six hundred and three livres tournois, for which, at the request of Mr. Salamve, sub-lieutenant of the regiment of Luxembourg, we granted him on the 3rd of November last a bill of exchange on Your Honors' government, which we trust has been honored with payment by Your Honors. Upon the received report from the Trincomalee Chief, Mr. van Senden, that he has settled with Mr. Moracin the 300 rupees that were debited in our previous account on account of supplies provided at Trincomalee to the officers Des Jean, de Ladestdire, and Berjarvij, and to the company's ship Marechal de Castries, we have caused that amount, with the interest calculated thereon, to be credited again to His Most Christian Majesty in our books. We beg leave to inform you that every degree of encouragement in our power shall be given to such persons as may arrive here to purchase grain for the use of the Dutch settlements, or to any agents that may be appointed for that purpose. or others, or any sovereignty acknowledged. It is asserted by the nabob Tippoo Sultaan that a rent was yearly paid by the Dutch to the amuldars of Calicut, which is a tributary to Mysore. On the other hand, it is maintained by the rajah of Travancore that Cranganore and Jacotta belonged solely to the Dutch, that the rajah of Cochin had no claim whatever upon them, that the Dutch have had possession to the present period during one hundred and thirty-five years, and that they never paid a single casch to the rajah of Cochin as a yearly tribute for the above places. In order to ascertain what is the fact amid such contradictory assertions, we request you will furnish us with authentic copies of all deeds and documents respecting Cranganore and Jacottah, and communicate to us such particulars as may enable us to adopt a line of conduct upon the principles of strict justice towards all parties. Right Honorable, Worshipful Gentlemen: Lest it might perhaps be of some service that your Honor be informed of the following incident, precisely as it actually occurred, which we recently had at Trincomalee with Mr. De St. Riveul, Commander of the French naval forces in the Indies, I thought I should not omit to give your Honor notice thereof by this means. On the 23rd of last month, there arrived at Trincomalee a ship which has since been recognized as a French Company ship named the Comte d'Artois. It sailed directly into the inner bay without having permission to do so, and as it also failed to make certain signals that were arranged in January 1788 with the aforesaid Mr. De St. Riveul, two shots were fired across the bow of the said ship from Fort Oostenburg, situated at the entrance of the bay, in accordance with the standing orders issued for that purpose, the first with powder and the second with shot. The said Mr. De St. Riveul, who was lying in the inner bay with the French royal frigate L'Astrée and two other French frigates, thereupon fired a shot with ball from the frigate L'Astrée past the low battery of Fort Oostenburg, and subsequently sent an officer ashore with a verbal message of such nature as he shortly thereafter repeated in writing in a letter to the Chief of Trincomalee, Mr. Van Senden, which is enclosed herewith among the annexes, in which he further says that he had waited for the fort of Oostenburg to fire a second cannon shot with ball, in order to answer it with all the cannons of the three frigates. The further course of this incident your Honor will find in the copies transmitted herewith of the letters exchanged on the subject, to which I take the liberty of referring in order to avoid all great prolixity. Your Honor will see therein, among other things, that due assurance was given to Mr. De St. Riveul that the aforesaid two cannon shots across the bow of the aforementioned ship were fired solely as a warning, and therefore without the least intention of causing any insult whatsoever to the French flag. Leaving the conduct displayed by Mr. De St. Riveul in this matter to the judgment and decision of the High Sovereigns on both sides, I also enclose herewith a letter written from here concerning this incident to the government of Pondicherry. I request, Sir, that you will regard this letter of mine as nothing other than a private report serving for your Honor's particular information, and that your Honor will have the goodness, as far as possible, to see to it that the Gentlemen Commanders of the English ships intending to go to Trincomalee may be informed in the most suitable manner of the provisional arrangements during the present southwest monsoon, as mentioned in the letter to the government of Pondicherry. Van Geijzel Examined Fort St. George To the Honorable John Hollond, Governor ad interim, and the Council at Madras Honorable Sir and Gentlemen, The letter with which we were favored by Your Honors on the 18th of July last, in reply to a letter written by the first-undersigned Governor to Governor Hollond, we had the honor to receive on the 24th thereafter. Since then, the Directors have sent us the 6th Article of the treaty between His Majesty the King of Great Britain and the States General of the United Netherlands, concluded at The Hague on the 15th of April 1788, and we have been ordered by the said Honorable High Mightinesses to govern ourselves in accordance with it. We do not doubt that the same will also have been sent by the Directors of the Honorable English East India Company; nevertheless, we enclose a copy thereof, in case it should perhaps not yet have been received by Your Honors. Doubtless you are already long informed of the reports that the French, with the greater part of their military force, might break up from Pondicherry in the coming October or November. That the French have such an intention is confirmed by many consistent reports in such a manner that one seems unable to doubt it. However, nothing has yet come before us to enable us to judge with any certainty the credibility or incredibility of the various conjectures regarding the reasons for this, and especially not how far the opinion of some may be well-founded who believe that an attack on Ceylon, and especially on Trincomalee, lies concealed beneath this. The situation in France, so far as one can judge externally, seems more inclined to dispose that kingdom toward the continuation of peace than to desire war. Meanwhile, it perhaps deserves some attention that Pondicherry, according to reports, has received in the course of this year considerable reinforcements of troops and ammunition, and that the Nabob Tippu Sultan, who earlier this year caused the Company's Fort Cranganore, belonging to the Government of Cochin, to be summoned by an officer and, upon the refusing answer given thereto, did indeed withdraw, still remains at Coimbatore, where he keeps an army assembled near him and, according to reports, is making various preparations that seem to indicate hostile intentions. Although from all these things one cannot with any certainty conclude anything definite regarding the French intentions, much less that they should have any hostile designs against us, and that, we repeat, it is not even probable that France would not be more inclined to the continuation of peace than to break it, one sometimes sees the most improbable things occur. If the French should indeed have any hostile intentions against Ceylon, it is of the highest probability that they will begin by attacking Trincomalee. This place and the subordinate Fort Oostenburg currently have together a garrison of nearly 800 European and over 800 native troops. However, the fortifications, although we have had work done on them with much zeal, are not yet in such a state as might be wished to withstand a prolonged siege. Consequently, if Your Honors, who can be better and more promptly informed than we of the movements of the French, should suspect that they truly have hostile intentions against Ceylon, we very kindly request that you consider in good time the measures that seem most suitable to Your Honors to hold in the vicinity of the northern part of Ceylon the troops that Your Honors could dispatch to our assistance whenever we subsequently make a request for that purpose. We take the liberty of offering Your Honors enclosed herewith a letter to His Excellency the Right Honorable Governor-General Lord Cornwallis, alongside the Honorable Gentlemen of the Supreme Council, with the very kind request to be so good as to forward it at the first opportunity. I have been honoured with Your Honour's obliging letter of the 14th of the past month, and request to be excused for the delay in answering the same earlier. I regret that I cannot dispose of any grains according to what was cited in Your Honour's letter before and until the arrangement has been made regarding the price and the method of payment. Paddy and rice are presently more expensive on the Coast than was the case in October last; I have at the moment received 40 Porto Novo pagodas per garce for His Majesty's paddy. The charges and risk in delivering at Colombo will amount to 70 pagodas per garce of paddy and 140 pagodas per garce of rice, and that to be delivered at the wharf or beach; as regards the expenses of bringing it ashore and into warehouses, this must be for the account of the Company. As regards the condition of payment, I shall accept bills of exchange from the Colombo government drawn on Amsterdam, but 27 stuivers on each rupee and 27 guilders on 20 rupees is too little; I know that Your Honour's Government last year paid from 112 to 126 stuivers for the Porto Novo pagoda. I shall therefore set the exchange at 112 stuivers the Porto Novo pagoda, provided that the bill of exchange will be paid three months after it shall have been sold to the Company. It is impossible to send any vessels called dhonies to Colombo in this season; it may happen that it can be transported in the month of July, if the scarcity of vessels does not prevent it, as is feared in such a case. It will be a particular pleasure to me to accommodate Your Honour's Government with grains with Your Excellency's approval, Your Honour being pleased to observe the high price of paddy on the coast, and that with expenses and risk of transport to Colombo it will come to be very expensive. I do not know what report Mr. van Senden has made to you; I therefore have the honor of informing Your Honor of the incident as it actually took place. Your Honor must not be unaware, Sir, that last year Mr. van Senden, having doubts about the political situation in Europe, wanted to establish here that foreign ships would no longer enter Oostenburg without permission; this practice forcing the merchant ships, which are always short of crew, to anchor outside, where under various circumstances it is dangerous, I proposed to Mr. van Senden to designate a signal for the French ships as allies; and so that the ships arriving from Europe might, just like the others, make themselves recognized before entering, I persuaded Mr. van Senden to permit that his pilot, who goes out to sea to meet the ships in order to pilot them in, might be charged with instructions signed by me for all French captains, in which I ordered them to take the pilot on board to pilot them in and to make the signal that he would make known to them: this arrangement was made with the consent of Mr. van Senden, as being the best to avoid all difficulties. On Wednesday the 22nd of this month, the fort of Trincomalee gave the signal of a ship sighted at sea: the following morning it set its course toward the great bay, and finally on the 23rd at 2 o'clock in the afternoon it passed Oostenburg without having the pilot on board, and consequently without the instructions concerning the designated signal, though letting the white flag fly from the stern. Fort Oostenburg fired a blank shot; the ship was not in a position to anchor in the narrow passage, yet it reduced its sails; Fort Oostenburg then fired a shot with live ammunition; I immediately gave the order to return a live shot; the fort fired no more; this, Sir, is the truth. I wrote at the same instant to Mr. van Senden to complain about this violent act, which was capable of causing a rupture between the two nations, and to point out to him that all my dealings with him since I have been here seemed to remove all mistrust from him which he had at that moment with an allied nation. I did not point out to him at that urgent moment, as I did the next day, that the pilot was not on board Le Comte d'Artois, and that the captain therefore had not seen the instructions with which the pilot is charged; indeed, if it was agreed that the French ships shall make such a signal in order to enter, it was at the same time stipulated that the pilot would according to custom be sent on board to pilot them in and show the instructions: thus Mr. van Senden ought not to have thought that he was authorized to commit a violent and insulting act against a ship that did not have the pilot on board, and on the contrary he ought to have offered in good faith an apology to the French commander, from whom he has received nothing but honorable conduct for himself and for the Dutch nation: I had even the evening before sent back to him two deserters from Meuron, who had come swimming on board the King's frigate La Méduse. Mr. van Senden, being fully aware of our provisional arrangements made last year, could by no means have thought himself authorized not to send the pilot, charged with the instructions, on board the French ships seeking to anchor near Oostenburg. Yet, Sir, the French Company ship Le Comte d'Estaing entered here without having had the pilot until entering near Oostenburg; he is also an ignorant man who admits himself to have no knowledge: Le Comte d'Artois received no pilot until after having anchored near Oostenburg, although it had already been recognized the evening before: in short, Sir, I myself, having anchored on the evening of the 14th with the three King's frigates in the Northwest Bay, sent an officer on the morning of the 15th to notify Mr. van Senden of my arrival and to request pilots from him; none were found, and not until three o'clock in the afternoon, after having tacked since 9 o'clock in the morning up to Round Island, and being, so to speak, ready to anchor, did the pilot come on board my ship. Revised No 19: To the Viscount de S=t Riveul Division Commander and Commander of the naval forces of His Most Christian Majesty in the Indies Right Honorable Sir! The letter with which Your Honor favored the first- signed Governor on the 26th of April last, His Honor has communicated in our meeting. It would have been agreeable to us, My Lord Viscount, if the warning to the ship, which has since been found to be the French Company ship the Count d'Artois, could have been given in another manner than happened, but the reasons for this have already been conveyed so circumstantially by the Chief and the Council at Trincomalee to Your Honor, that we believe it is not necessary to speak of it here. The same Chief with the Council have furthermore already made the sincere declarations to Your Honor that the two shots fired, the one with blank powder and the other with a ball, were fired solely as a warning to the incoming ship, and therefore without intention to cause any insult whatsoever to the flag of His Most Christian Majesty. We have ordered them to make this clarification further to Your Honor in our name, and we repeat the same hereby. We have at all times shown, My Lord, that we have all possible high esteem for the flag of the aforementioned His Most Christian Majesty; we shall continue to do so and ensure that this is also done by all those who are placed under our command. That Your Honor ordered a shot with live ammunition to be fired, My Lord, at Fort Oostenburg past the low battery of the same fort, as well as the threat that Your Honor had only waited for the aforesaid fort to fire a second shot with live ammunition, in order to answer it with all the cannons of the three frigates, are both acts by which we consider ourselves greatly insulted and regarding which we leave the judgment and the decision to our reciprocal High Sovereigns who alone are entitled thereto. The pearl fishery is a matter of importance for the maintenance of friendship between the Honorable Company and the highly honored Lord Nawab; thus the Lord Nawab is very pleased with the written agreement granted on that account by your Right Honorable Worship. From the reports received, it nevertheless appears to me that the condition of the banks since the last inspection has improved to such an extent that it is not beyond hope that a fishery will be able to be held thereon in the coming spring. Yet even if the banks had been found rich enough for a fishery this time, I could not have justified it to my superiors, now that new arrangements have been made regarding this in my negotiations with Mr. Buchanan, to have it held, no matter how much my personal interest might have had to suffer thereby, until matters shall also have been brought on the part of Your Highness to that footing as was understood in these transactions, and as is necessary so that the Dutch Company may conduct its trade in tranquility and undisturbed without vexation; and in that regard it grieves me deeply that I must trouble Your Highness again with complaints, and must inform Your Highness hereby that, notwithstanding I had thought to have good reason to hope that the Company would no further be disturbed in the exercise of its rights and privileges by the people of Your Highness, at the very same time that I had sent a gentleman from Colombo to take cognizance of the state of affairs on the Madura coast, acts of violence have been undertaken and executed against the Dutch Company, of which until now there is no precedent. The arrival at Sitawaka of Mr. Abraham Samland, merchant and trade bookkeeper, with the letter and gifts sent by Your Right Honourable to His Imperial Majesty having been made known, several Court dignitaries were caused to meet him there and, with proper respect, accompanied the letter, gifts, and Ambassador to the resthouse of Gannoruwa; likewise, on Friday the 10th after the full moon of the month Medindina of the Saka Year 1710, that is the 20th of March 1789, in the Court of Senkadagala Siriwardhana Pura Pravaraya, which is filled with all riches and adorned above all other courts, our God and King, who in everything resembles the God Sakra, sitting on his golden throne in the manner of the God Sakra himself, granted audience to the envoy with the acceptance of the letter and gifts. This having been made known to His Imperial Majesty, His Imperial Majesty was very pleased therewith and declared with his fortunate mouth that Your Right Honourable is a very wise, fortunate, capable, and willing person to fulfill the desire of His Imperial Majesty and thus obtain many favours, and likewise seeks to make the mutual friendship adhere more and more; thus Your Right Honourable was very much lauded. Besides this, the lands and districts that formerly belonged to the crown of His Imperial Majesty are presently appropriated to the Company up to about one mile far along the sea beaches. Several times it has been made known that Batavia would be written to and those places would be left again to the Court; but in the last letter written hither it is found cited that nothing else is in one's power to do than to write to Batavia about it. Such does not accord with the word that was first spoken. Therefore, if Your Right Honourable, through your wisdom, writing to Batavia, might leave the lands surrendered again to the Court, then the wisdom and power of Your Right Honourable will become illustrious. Maha Mudaliyar van Tijlingen, having fetched the envoys this afternoon with the necessary carriages and ordinary state, and having introduced them at five o'clock into the Government House in the audience hall where the gentlemen members of the Council were also assembled, the envoys were received by the Right Honourable Governor and the Council standing, though the Governor himself with his head covered. The envoys, each having arrived in front of his chair, remained standing and greeted the Governor and the Council, during which time the Disawa Fretz and Reintous also took their places. They were likewise greeted by the Governor and the members, and were subsequently invited to be seated, which they did following the example of the Governor and the gentlemen members. The Governor then gave the signal to fire a salute, which was performed three times by the drawn-up soldiers who had escorted the envoys, and was followed by seventeen cannon shots from the rampart. Afterwards, the Honourable Governor together with the gentlemen members stood up again, as did the envoys. His Honour had the envoys asked, through the translation of the Maha Mudaliyar Nicolaas Dias Abesinga Amarasikere, after the health of His Imperial Majesty at their departure from the court. The envoy expressed his satisfaction at this and undertook to report thereof at court, with the assurance that the monarch would be particularly pleased about it. The Governor expressed his obligation in this regard and stated that His Honour was eager to render His Imperial Majesty all possible service. The first envoy answered that His Imperial Majesty, at their departure, was sitting in perfect health upon his golden throne, and held the best feelings toward the Dutch gentlemen to bestow all favours. The Governor expressed his utmost joy over this, and further inquired after the well-being of the court grandees. The first envoy said that they were also in good health. Asked how the ambassadors themselves were faring, the answer was given that they were well and ready at His Honour's service. Asked whether the envoys had duly received all provisions and honours in the Company's territory, they declared that through the good orders of His Honour they had lacked nothing. The Governor further asked whether the envoys had anything to say on behalf of His Imperial Majesty. The first envoy replied that he had orders to inquire after His Honour's health. The envoy further said that he was also charged to inquire after the well-being of the gentlemen political members. The Governor replied that their Honours were all likewise in good health. Thereupon, the first envoy declared that he had brought along a letter from his master for the Right Honourable, which he immediately handed over to His Honour. The Governor took it and placed it on a silver tray standing on the table to his right, and furthermore promised to have it translated and to give them an answer at the next audience. After this, His Honour invited the envoys to take their seats, which they did, as did the Governor and the gentlemen members. The Governor declared to the first envoy His Honour's pleasure at meeting him again in good health, and asked him whether he had continuously enjoyed good health since his last departure from here. The envoy expressed his thanks for this courteous compliment, declaring that he had always been well and was no less rejoiced to meet His Honour in perfect well-being. The Governor conversed with the envoys for a while longer in a casual discourse, touching upon various subjects, and particularly upon their journey, the crops in the King's country, coffee, pepper, and cardamom cultivation, to which they gave appropriate answers. Thereafter the Governor asked whether the envoys would like to view the Castle along with the other buildings, fortification works, and so forth, and when; to which they declared themselves very inclined, and settled on doing so this coming Monday the 16th of this month. Finally, the Governor proposed whether the envoys, being probably still weary from the journey, although their company was otherwise very diverting and pleasant to His Honour, would not prefer to retire to their lodging to rest; and having consented to this, they were sprinkled with rosewater according to custom, and after mutual compliments had been paid, were escorted back to their dwelling by the very same gentlemen commissioners. In witness of all this, this record is kept. Wednesday, the 18th of February 1789. Hereupon, at a given signal, three volleys were fired by the soldiers who had escorted the Envoys, and seventeen cannon shots were discharged from the ramparts. After this, the Governor had an inquiry made after the well-being of the Envoys, and whether they had enjoyed their tour of the Castle, and had otherwise been well entertained and accommodated. The first Envoy declared that they were in good health and very satisfied with the reception given them, and that they had taken great pleasure in the walk around the Castle. The Governor replied that this was pleasing to His Honour, and thereupon rose, along with the Members present, as did the Envoys. Then the Governor said that His Honour had had the letter received from the lords court dignitaries, written in the name of His Imperial Majesty, translated, and found therein the very best and most agreeable expressions, and had perceived His Imperial Majesty's inclination toward the Dutch gentlemen, about which His Honour was delighted; and that the reply thereto would follow with our embassy departing for the Court shortly. The first Envoy undertook to report this to the Court. Furthermore, the Governor asked the Envoys if they had anything to say on behalf of their Monarch which they might have forgotten at the first audience. The first Envoy answered in the negative, and that the charge entrusted to him had been accomplished at the first audience itself. The Kandyan embassy, consisting of the Dissave of the Three Korales and Saffergam, Pilimetalauwe Raaehamij, the Moholiaar Den negamoerte, and the Mohandiram Neramoelle, who were fetched from Titevake by the Dissave of the Colombo surroundings, the Honourable Diederich Thomas Fretz, and the Junior Merchant and Overseer of the iron warehouse, Nicolaes Reinders, as commissioners, and on the 20th of November received at the Naklegam pass by the Provisional Senior Merchant and Chief Administrator, the Honourable Mattheus Petrus Raket, the Merchant and First Examiner Willem Adriaan Berghuijs, and the Junior Merchant Hendrik Willem Franke, and led to their lodging at the Woevendael by the commissioners appointed thereto, being the said Honourable Dissave Fretz, the Merchant and Fiscal Mr. Johannes Adrianus Vollenhove, and the aforementioned Overseer of the iron warehouse, Nicolaas Reinders, were fetched today in the afternoon at half past four with the necessary carriages and ordinary state, and escorted into the Government House, where the Members of the Government were assembled. The Envoys, having each arrived before his chair, remained standing and greeted the Governor and the Council, amongst whom meanwhile Dissave Fretz and Vollenhove also took their places. After everyone had taken their seats again, the Governor engaged in an indifferent discourse about the plantations in the lands of Kandia of pepper, coffee, etc. After having spent some time with this, the Governor asked whether the ambassadors would take pleasure in lingering here until the arrival of two warships which, according to received news, are already at the place and are due to arrive here one of these days. The ambassadors thanked him for this and said that they would gladly wish to undertake the return journey tomorrow. The Governor declared that he would give the necessary orders for this. Being asked whether the ambassadors wished to receive any gift for the journey, they declared that they would consider themselves honored by it. I shall continue to do so constantly. Revised van Geijzel The purpose of the ordinary embassy that is currently held by your Honour, according to the resolution taken in the Council of Ceilon on the 16th of February last, is principally to confirm the Court more and more in its good feelings toward the Company. Article 1. Regarding the ceremonial, your Honour must conduct yourself in the same manner as the previous embassy, and for your Honour's instruction in this and other matters, some reports of earlier embassies are also provided, which will be handed to your Honour by the first sworn clerk Fijbrands.
