disposed upon a report of the Colombo trade clerks concerning the debt and credit running accounts of Colombo, Trincomalee and Calpentijn, to which we respectfully request permission to refer, and take the liberty only to note the following from it. § 3. The fish farmer of the Matual of the year 1780/1, who is still in arrears ƒ1455. 13. 8, has paid nothing of this for some years now; and because the postponement granted to him by our resolution of 7 August 1786 until a certain lawsuit before the Council of Justice here should be terminated was of no avail, because he was defeated therein, we ordered the fiscal, by our resolution of 12 August 1788, to proceed further against him and his sureties to immediate execution and even, if necessary, to put them in chains. However, the fiscal has now reported that nothing more can be recovered from this farmer or from his sureties, because they were already previously executed upon, as well for this lease as for another lease for which they stood surety, all their goods were sold, and they were even shackled in chains for some time. No advantage would be expected from having these people, who are moreover all elderly persons, shackled in chains again, and we have therefore resolved to request Your High Nobilities' authorization, as we humbly do hereby, to write off the aforesaid ƒ1455. 13. 8. § 4. In reduction of the arrears of the linen cloth farmer of the year 1783/4, there was received in the book-year 1787/8 ducatons 36. 68½, and in the book-year 1788/9 ducatons 227. 27½, so that this lease, under the end of August last, was still in arrears ducatons 4417. 47¼. Since then, by sale of the goods of the sureties, according to the report of the fiscal, rd:s 898. 92 or duc: 538. 73½ have been received, and some real and personal estate of the sureties is still to be sold in the near future; regarding which we have ordered the dissava and fiscal to make every possible search whether anything might still be traced of the farmer and his sureties, and the fiscal has also been ordered, with regard to the three slaves of the farmer who, on account of their complicity in the murder committed by the farmer, are confined by a judicial sentence in the Materiaalhuis here, to have them sold for the benefit of the Company as soon as the term of the confinement shall have expired. § 5. Notwithstanding our repeated recommendations to the former trade clerks here to bring the administration of the Colombo Dissavony to liquidity by confrontation, this has not happened to date. The trade bookkeeper Samlant and transfer clerk Hoflant, who entered upon the performance of their duties this year, have excused themselves, saying that they have not yet been able to take this work in hand because, having had to begin the trade books of 1788/9 rather late, they are obliged to work on them with all possible means to be able to get them ready in time. We have ordered them to take the aforesaid confrontation in hand as soon as it can be done, and in the meantime the dissava has been ordered to proceed with the collection of the arrears according to the indications of the Hulftsdorp books, as he has done hitherto and has already, besides a considerable quantity of paddy, collected in cash rd:s 2956. 22. § 6. The trade bookkeeper Samlant has shown that our order given by resolution of 12 August 1788, to give the dissava Fretz a new account in the books, cannot now be executed without confusion, because already in the year 1787 the old balances were transferred to his account, and since that time the old and new matters have been dealt with mixed together upon it; and because the said trade bookkeeper has assured that he will soon complete the confrontation of the administration of the dissavony, and when this happens, the account of the dissava Fretz will clear itself of all errors that might have crept in under his predecessors, we have granted authorization to leave the account of the dissava Fretz debited with the old balances. § 7. The trade clerks have now been further ordered to write off the account of interest annually to the General Account, in accordance with the instruction in the direction sent to us by Your High Nobilities of 30 July 1753, just like all other accounts. § 8. Because there is no further likelihood that anything more will be received to the benefit of the late Tuticorin storekeeper Cramer, his arrears amounting to ƒ3741. 14 were written off in the book-year 1788/9, conformable to our resolution of 4 April 1785, approved by Your High Nobilities' highly honored missive of 28 March 1786. § 9.

Section 9. The deceased merchant and small shopkeeper Dirk Joan Potken still ran a deficit on the books as of the last day of August 1788 in the amount of 1466 florins and 18 stuivers for various goods which were accounted for as short upon the abolition of the small shop. Among these goods are included two marble slabs and two wooden gilded tables, which together cost 414 florins and 7 stuivers, and were never received by Potken, as according to a note on the transfers of those of his predecessors, the same were allegedly in use in the Government House. We have therefore resolved to request information in that regard from the former Hofmeester, the present Commander of Caliture, Rudolph. The trade servants here had the incorrect practice, upon the handover of an administration, of transferring the entire balance of the outgoing administrator to his successor, as appears above regarding the Dessavony; and had the merchant Potken received a successor in the small shop, he would now also not have the remaining goods, which amount to 1052 florins and 11 stuivers, on his account, just as his predecessor, the deceased merchant Jan Jacob Gilbert, also has nothing on his account because his entire balance was transferred to Potken. On the other hand, this Gilbert stands in the books credited for 241 florins and 8 stuivers and Potken for 433 florins, 5 stuivers, and 8 pence, for goods which they are said to have supplied in excess. The arrearage of Potken has thus come to light because with his death the post of small shopkeeper was abolished, and his balance could not be transferred to another, whereby he remained charged with the errors of himself as well as of his predecessors, and perhaps also with those of the trade servants themselves, for neither the administration of Gilbert nor that of Potken has been audited, and they can also not be audited now, because their books are no longer at hand. We have therefore resolved to have deducted from Potken's aforesaid arrears of 1052 florins and 11 stuivers the amount of 694 florins, 13 stuivers, and 8 pence, for which he himself and his predecessor Gilbert run credited, and regarding that which Potken then still remains in deficit, being 407 florins, 17 stuivers, and 8 pence, we shall try to what extent his family can be disposed to indemnify the Company, although they are not bound thereto, because they inherited nothing from him. Section 10. Awaiting your High Mightinesses' favorable approval, we have qualified the trade servants to write off the account of profit on the coinage, which has hitherto been carried forward from one year to the next, to the General account, and also to do so annually henceforth, as happens with the other profit accounts. Section 11. For the rest, we have recommended the receiver as well as the Dessave and the fiscal, and also the servants at Trincomalee, to collect the overdue lease moneys with all possible speed, and if necessary to employ coercive measures for that purpose. Section 12. At the session of 25 June last, we disposed of the report of the Jaffna debtors as of the last day of August 1788, according to the resolution which accompanies this in extract, and to which we take the liberty humbly to refer. From it we only note: Section 13. That, in order the more to spur the Jaffna fiscal on to a diligent collection of the overdue lease moneys, we have imposed upon him to point out henceforth annually in a report how much he has collected in each financial year, how much each debtor is in arrears as of the last day of August, and why those balances have not been collected, and at the same time to indicate the means he has employed thereto, under penalty of having to indemnify the Company for such arrears regarding which it might appear that he did not properly watch over their collection. Section 14. That regarding the three lessees of the Chicos moneys and the slaves of the inhabitants, by name Don Anthonij Rasamaria Sitambela Ponambelam, Philipoe Koeroenager, and Don Philipoe Rasakaria, who together were in arrears for 33955 rixdollars and 15 stuivers, we have further instructed the servants at Jaffna by letter of the 2nd of this month, not only to inform us why these arrears alone still [illegible]

have not yet been settled, to what extent the aforesaid three debts, as of the last of August of last year, have been reduced; furthermore, we have ordered them to report henceforth at the end of every month with their letters how much has been paid off monthly in reduction of the said arrears, until they shall have paid in full. Paragraph 15. We must nevertheless note here that the Jaffna Servants have already, by their letter of the 26th of March, and by their resolution of the 27th of July of last year, brought to our knowledge that because the inhabitants in consecutive years, owing to lack of blessing, had not been able to profit anything from their fields and trees, and also because of the great scarcity and the smallpox prevailing alongside it, largely left the country, the revenues of the Company could not be collected as they ought. Paragraph 16. Concerning the report on the Galle and Matara debtors as of the last of August 1788, we have disposed by our resolution of the 26th of March of last year, which also accompanies the enclosures hereof in extract, and to which we request permission to refer. Paragraph 17. We solely note therefrom that we have imposed upon the master carpenter at Galle for compensation 20 pagodas, which he supplied for the benefit of the French warship La Resolution, but did not enter into account so as to have it charged to its expense account. Paragraph 18. We have also ordered the servants, in order to reduce the arrears of the diaconate, to have 500 rupees counted into the Company's treasury by the deacons, out of an amount of 1000 rupees which they received from Cochin as a gift. Paragraph 19. Furthermore, we have recommended the Galle and Matara servants to do everything possible towards a speedy settlement of the arrears, which however at Galle are not of consequence, and at Matara are also noticeably reduced. Section 17. The secret memorandum of retrenchment fixes the expenses of this Government at ƒ766342. 10. - which deducted from the aforesaid expenses of 178 7/8 amounting to ƒ1677319. 10. 8 shows that these expenses have exceeded the fixed amount by ƒ910977:— Section 18. In compliance with your High Mightinesses' order by Extract from the Minutes of 22 August 1788 regarding the aforesaid financial statement, we deliberated in our meeting at the session of 21 August last and take the liberty to present to your High Mightinesses herewith in copy the separate resolution that was held concerning it. Section 19. The causes that brought about the increases and decreases of the expenses and profits of 178 7/8 in comparison with those of the previous financial year 178 6/7 are briefly indicated in this resolution, and we humbly request permission to refer thereto in this regard. Section 20. To be able to give a detailed demonstration of why the expenses in 178 7/8 exceeded the amount determined by the memorandum of retrenchment requires, in so detailed an administration as that of this Government, a more thorough investigation than could presently be carried out. We have nevertheless noted in our aforesaid resolution from what these increases have mainly originated, and we trust that this will provisionally suffice to show that they have arisen especially: 1. From the salary of the permitted additional permanent European servants beyond those fixed by the memorandum of retrenchment. 2. From the salary of the native troops, of which 1200 heads were granted to this Government in the year 1766. 3. From the salary of the Regiment of Luxemburg, and also of the Regiment of Meuron, which arrived here at the end of that financial year. 4. From the increased board allowance for the common soldiers, sailors, and craftsmen at Kolombo, and from the additional board allowance granted to the common soldiers at Trinkonomale due to the dearness of provisions. 5. From the higher price of grains, which consisting of rice from Bengale and the Mallabaar cost fully 50 percent dearer than the calculated price in the Memorandum of Retrenchment and in the Regulation of the year 1757. 6. From the additional gifts that one has been accustomed to send annually to the King of Kandia since the last Sinhalese war, of which various items must be purchased privately, which nowadays cost fully twice as much as in earlier years because the payment is made in cash. 7. From the maintenance of a greater number of sloops of large charter than was formerly kept here, and from the construction of some new discharge and rowing vessels. 8. From various necessary operations to carry out provisionally on the fortifications whatever could serve to bring them rapidly into a more defensible state as circumstances might require; and from the repairs made to the hospitals in Kolombo, Jaffanapatnam, and Manaar, and to some other buildings on the opposite coast and in the Wannij. 9. From the salary of the European and native servants in the lands acquired during the last Sinhalese war, as well as from the domestic expenses in the Wanni, which, although not amounting to as much as the revenue of these lands, nevertheless serve to increase the expenses. Section 21. In the session of 21 August last, we appointed a commission to revise the memorandum of retrenchment for as far as Kolombo is concerned, in accordance with your High Mightinesses' order by resolution of 22 August 1788, and to investigate accurately what changes have become necessary therein, and to what extent the budget could be curtailed. The officials at the subordinate offices have likewise been instructed each to do the same in his own department. When this is done and the reports thereof have been received, we hope to be able to demonstrate in a more satisfactory manner the true causes why the expenses in this Government are now greater than what was determined for it by the memorandum of retrenchment. Provisionally we can only remark that, besides the many special causes that brought this about, the general rise in the price of goods since the drafting of the memorandum of retrenchment and the regulation of Ceilon has naturally had a very powerful influence on the successive increase of the expenses; so in turn has it had a visible influence on the revenues, especially on the customs, which, although they do not fully compensate for it, have nevertheless risen considerably; as is evident from a statement of

The charged barrel of tar, debited to the captain of the ship Den Arend, Kloppen, has been charged to Galle, to be reimbursed to the Company with a capital advance, and in fulfillment of Your High Nobilities' highly honored order, the Colombo equipage master Andringa and the outgoing Galle equipage master Abo have been charged for compensation to the Company, with two capital advances, for the balance debited to them on account of supplies of equipage goods provided to the ships De Leviathan and De Hoop. §. 6. Captain Aams has already departed for Galle to take over the duty of equipage master there. §. 7. Providing money to the Appahis, or whatever other servants it may be, instead of their rice ration, could not, in our humble opinion, be feasible on this Island, where grains are sometimes at a higher price. Your High Excellencies' recommendation by letter of the 3rd of August to comply with various orders of the Gentlemen Majores, appearing in their highest general letter of the 4th of September 1788, we shall dutifully observe and supply the necessary report regarding this, in answering the extract sent to us from the said home country letter. We shall further provide your High Excellencies with some plants of the Ceylon and Malabar cardamom by a ship that departs in the best of the monsoon and thus has the prospect of a speedy voyage. That we have taken the liberty to draw some bills of exchange on Your High Excellencies has occurred especially because the ship's people have no other way to remit the profits from their permitted cargo, for our cash supply has not gained thereby since everything was paid to us in paper. To prevent them from causing any inconvenience at Batavia, it was stipulated with the bills of exchange that payment could be made in paper. If, however, according to the wiser judgment of Your High Excellencies, we should err in this our opinion, then we very humbly request that by the kindness of Your High Excellencies it may be pointed out to us piece by piece wherein these our errors consist. 32. The 10 chests were purchased at Koetsiem at 800 ropijen per chest and the 50 lb at 5 3/4 ropijen per half-pound; this opium was sold with the customary advance. 38. Our requisition of bacon and meat from the fatherland we shall henceforth direct according to the quantities that we have to expect thereof from Koetsiem. 39. In accordance with your High Excellencies' recommendation, we have ordered the Court of Justice at Gale to execute the sentence of death pronounced by it against the Salia Ranoeloe Michiel upon him. 40. At Battikaloa the Landraad has already existed for more than 20 years, just as there has been a Landraad since that time at Putulang and also at Chilauw. At Kalpettijen and Mannaar we have merely restored the Landraaden that were formerly there and had gradually fallen into disuse. These colleges are necessary to investigate and decide the very complicated disputes of the natives, and they cause not the least trouble nor expense to the Company, because no other salaried servants sit therein than those who are otherwise necessary and designated for each place. The advantage that the Company will have in the proposed employment of hired artisans can, as far as their wages are concerned, not be of much consequence, since the salary of the artisans is too low to bargain down; but besides that one can discharge such hired men for a time more easily, or at least with more propriety, when there is not much to do than servants on salary, one may also to some extent expect that hired men, knowing that they can be dismissed at any moment, will thereby be prompted to somewhat greater diligence. 42. We shall henceforth include with our letters the presents that are given to the native princes and their servants, with the amount thereof. 43. The proposal made to your High Excellencies in our letter of 24 April 1789, to grant the vacant lands situated along the border of the Wannij in the province of Karretje gratis to those who might request it, relates only to the lands in the Commandment of Jaffnapatnam. Section 44. The proposals appearing under paragraphs 64, 65, and 66 of the said letter for the promotion of paddy cultivation, and for the planting of coffee and pepper, concern the entire Island and are matters that can be managed simultaneously, since agricultural activities leave much time in between that can be useful spent on making plantations. Section 45. In proportion as one progresses with these things, one will best see what particular arrangements may be necessary to the general plan that we had the honor to propose to your High Excellencies, and may serve to promote the same. We shall have the honor to bring these to the attention of your High Excellencies from time to time, and as the progress of these matters makes it necessary. Section 46. Under the name of Landregent on Ceilon are understood, in the first place, the Dissaves of Kolombo, Jassenapatnam, and Mature, the Chief of the Wannij, and the Superintendent of the Gaale Korle, as was already humbly shown in our letter of 31 January 1788, paragraph 63. Furthermore, the chiefs are also, each in their own territory, Landregents over the lands over which they are placed. When these reports arrive, we shall make further arrangements regarding them, and thereupon dutifully notify Your Noble Excellencies thereof. Section 49. The account of the expenses incurred for the excavation to provide the necessary water supplies has been requested from Gale. As soon as we receive it, we shall make arrangements concerning the settlements that ought reasonably to be made in this regard, and we shall have the honor to impart these decisions of ours to Your Noble Excellencies, together with whatever may serve for a full assessment of the utility of that work. Section 50. The servants who were favorably promoted by Your Noble Excellencies and confirmed in the offices conferred upon them by us hereby express their humble gratitude for this and promise to make themselves worthy of Your Noble Excellencies' kindness through a meticulous performance of their duty. Section 51. Upon a further petition from the military officers to be relieved of their pressing burdens, we have provisionally, and pending Your Noble Excellencies' further order, granted only to the subalterns the gratuity that we solicited for them from Your Noble Excellencies. But now that Your Noble Excellencies have declined our proposal, we shall ensure that what was received is returned to the Company. Section 52. We have the best prospects for the coffee cultivation and hope that within a few years we shall have enough of it to serve as a profitable base cargo for our return ships. This work can furthermore, so to speak, be extended on Ceilon as far as shall be deemed fit, provided proper care is taken in that regard. However, to determine already now that within a few years, one to one and a half million pounds above our own requirements will be brought in annually, is not entirely feasible, especially since several other tasks must be accomplished on Ceilon which must be carried out simultaneously with this work. Section 53. We think it will best accord with Your Noble Excellencies' intention that the question of how many and what type of gunpowder mills Ceilon requires is finally decided now that the gentlemen of the military commission, of whom we shall speak below, are here. Section 54. Concerning the compensation imposed by Your Noble Excellencies on the Master of the Equippage Andringa for the amount of excess sails supplied to the ship 't Hosterlind, and on the outgoing Gale Master of the Equippage Abo for the excessive amount entered in the expense accounts of the ship the Phenecier, we shall take Your Noble Excellencies' highly respected order for our dutiful guidance. Section 55. We shall also take for our dutiful guidance the recommendation conveyed by extract from the minutes of 7 July, to the effect that if the Company should suffer damage through the failure to report in a timely manner the malversations of which a Company servant may be guilty, the same shall be compensated by the person upon whom that reporting was incumbent. Section 56. Likewise, we shall observe the order given by extract from the minutes of 14 July to examine the matter of the expense accounts with all attention and deliberation, and the chief administrator and the servants at the subordinate offices have been informed that Your Noble Excellencies intend to have all entries that conflict with the regulations or are visibly taken too high refunded at cost price by the person whose duty it is to guard against this. Section 57. We shall also comply with the order given by extract from the minutes of 16 July, that in the event of indifference or inactivity of the servants from whom any explanation is demanded, the damage that might be caused thereby shall be compensated by the one who has not properly discharged his duty in that respect. The trade servants in this government have been ordered, pursuant to Your Noble Excellencies' recommendation by extract from the minutes of 17 July, to draw up the returns of the remaining stocks henceforth according to the form sent herewith, upon forfeiture of a fine in case of neglect. Ships and Vessels Section 59. The ships den Arend and Zaanstroom, belonging to the first consignment and both consigned to the Amsterdam Chamber, departed from Gale on 17 November last, the former with a cargo to the amount of 188650.8.- guilders and the latter with a cargo amounting to 174247.5.8 guilders at purchase price, burdened only with the expenses. Section 60. We have the honor to present herewith to Your Noble Excellencies copies of the letters and further papers that were sent therewith, both by us and by the Gale servants, to the Netherlands and the Cape of Good Hope. have been examined at Gale, and the reports received thereof have been inserted into the Gale resolutions of the 5th and 8th of November, which have been approved by us and also accompany these presents in copy. 63. Upon the report demanded by us, according to what was communicated by letter of the 16th of September last, from the Master Attendant Abo and the other nautical experts at Gale, as to whether and when the ship 't Spaarne could continue its voyage to Bengal, the officials sent us a written address from the aforesaid nautical experts, in which they declared to be of the opinion that the ship 't Spaarne could not then depart for Bengal without exposing itself to danger, and that it consequently ought to remain lying at Gale until this month. § 64. For greater assurance, we also requested regarding this the advice of our Master Attendant, Captain Andringa, and of the captains of the ships Zaanstroom and Trinkonomale, and these officers declared in a written report to likewise agree with the aforesaid advice of the Gale Master Attendant Abo and associates. 65. We therefore resolved in the session of the 25th of September last to let the ship 't Spaarne, in accordance with the aforementioned advice, wait at Gale until such time, in order then to continue the voyage to Bengal; and having immediately given notice thereof to the gentlemen ministers in Bengal, an extract from our aforesaid resolutions, in which the aforementioned advice is also inserted, we take the liberty to present to Your High Nobilities among the enclosures. § 66. This ship accordingly departed from Gale on the 20th of this month. 67. Concerning the carpenter work, repairs, and provisions that were made to this vessel at Gale, we refer to the received reports of the special commissioners who inspected this ship and its rigging and sails, and to the sworn statements of the ship's officers themselves, which are transmitted in copy among the enclosures, with the copies of the resolutions taken thereupon by the Gale officials on the 12th and 17th of September past. § 68. As this ship needed a supply of provisions, the officers at Gale accounted for their consumption on the outward voyage. This account was examined and the report received thereof was inserted into the Gale resolution of the 8th of November, which was approved by us, and goes herewith in copy. The provisions received in the Netherlands for consumption on the homeward voyage we have allowed to remain on board. § 69. Of the provisions that were given along to this ship in the Netherlands, 3 barrels of meat were brought ashore at Gale, which upon inspection before a judicial commission was found to be so spoiled and stinking that it had to be thrown directly into the sea, as appears from the Gale resolution of the 8th of this month, which also accompanies these presents in copy. § 70. The ship and surgeon journals of the ship Trinkonomale have been examined here by special commissioners, and according to the reports received thereof, everything therein was found to be proper and in order. § 71. The captain of this ship has declared in a report, which likewise goes under the enclosures, to have had no unusual encounters on the voyage, and that the provisions received in the Netherlands for the crew of his ship were also all very good and sound. § 72. The consumption account of the provisions and the inventory of the ship's necessities have been properly settled here, and upon the report received thereof from the inspector Berghuis, inserted into our resolution of the 21st of October past, of which an extract is presented to Your High Nobilities among the enclosures, we have resolved to have the ship's officers account here for the remaining provisions, ship's clothing, and medicines, but on the other hand to have written off from the inventory the ship's necessities that were consumed on the voyage and unloaded ashore here. § 73. Also, upon the indication of the said inspector that this ship completed its outward voyage in less than five and a half sailing months, we have resolved by our aforesaid resolution to allow the ship's officers to receive the premium of one thousand five hundred guilders in Indian money, stipulated for that by Your High Nobilities. § 74. This ship departed from here for Gale on the 23rd of October past, in order to transport thither the cinnamon and victuals for the two ships of the first dispatch, and the same subsequently departed from there on the 12th of November for Cochin to fetch a cargo of pepper and saltpetre. § 75. The ship Huisduinen, after having discharged its remaining cargo at Barberyn and Negombo, subsequently steered for Gale, where it arrived on the 20th of this month, and is being prepared for the voyage to the Netherlands. § 76. The ship De Leviathan departed for Gale on the 21st of this month, and the officials have been ordered to have the same loaded with the requisitioned coir and coir ropes, besides whatever else might be on hand there for Batavia. § 77. The officials have since reported to us that there was no coir nor ropes in stock, of which they would communicate the reasons to us, but as it appeared to us from this letter of theirs that there was a likelihood of procuring a quantity of coir and ropes shortly, we have, because Your High Nobilities sometimes

Section 88. Regarding the findings of the Batavian cargo unloaded here from the ship De Zaanstroom, we have disposed by our resolution of 5 November, of which an extract is added among the annexes. The remaining 6 chests, which were short by only 4 lb in gross weight, have since also been opened and weighed net in the presence of a Judicial Commission, and an underweight of 12 3/8 lb was found therein, thus on the entire lot 14 6/8 lb less. We have conducted the most meticulous investigation to discover the cause of the large shortfall in the first-mentioned 5 chests, that untoward handling took place regarding the same; one cannot doubt that, yet we have not been able to perceive anything that gives any reason to assume any improper handling on board ship or here on shore, and especially nothing that could in the least cause suspicion against the officers in this matter. From the sworn statements obtained, it appears not only that all these chests went off board in good condition, but also that both at the departure from Batavia and at the unloading here the hatches of the gamels with which they were sent to and from the ship were properly sealed; and although it also appears that one of the chests broke open here upon being lifted out of the gamel, that could only have caused the shortage of this single chest. We have nevertheless, however much it appeared to us that the ship's officers in this matter are beyond all suspicion, in order to comply with the order established by the regulation on write-offs, caused the aforesaid shortage to be charged to their pay accounts, and credited to them only the shortage within the one percent spillage allowance. 189. With this ship was brought here one leaguer of French wine, which was brought from the Netherlands to Batavia per the ship Handellust for this Government, and upon opening its bunghole here, olive oil was found floating on the wine, and the wine was therefore declared unfit for delivery. The Captain declared that he had to receive these leaguers unopened at Batavia, and it also does not appear from the Batavian bill of lading that this wine was tasted there. A Malabar country preacher, who went from Tranquebar to Paleamkotte to visit the Malabar Lutheran congregation there, and who called en passant at Tutukorijn and Mannapaar, found there among the natives some who gladly wished to be instructed by him in the Christian religion. § 102. In the beginning it seemed that this work would find much acceptance, and we have therefore, to favor the same, made various arrangements; among others we have sent the minister Meijer thither, at the request of the servants, to administer the sacraments, and the minister De Melho was summoned by us from Jaffna, in order to be able to address these people in their own language. § 103. But it has since appeared that the greatest part of the Paravas had much objection to their co-religionists coming over to us, and this even went so far that the Tuticorin Paravas, on the 25th of [illegible] last, in a rather unseemly manner, for the greater part left and betook themselves to Manapaar; this, however, was soon quieted, and all have since returned upon the assurance given to them by the servants that this work, since it was so much opposed to them, would not be proceeded with. § 104. The minister De Melho was consequently also not sent; but before we received this news, he presented to us a petition, which goes over among the appendices, whereby he testified to be very willing to cross over to Tuticorin, but requested beforehand to be relieved from the resolution of this government of 28 April 1780, whereby, on account of certain proceedings instituted against him at Jaffanapatnam, all ministerial acts were forbidden him. § 105. Although the said minister De Melho was declared innocent by the Jaffna Council of Justice of the facts charged against him, and also nothing has occurred to his charge since he was declared emeritus by the aforesaid resolution, we nevertheless did not deem ourselves authorized to make any change in the aforesaid resolution, which was approved by Your High Mightinesses by most honored missive of 2 July 1781, and we have therefore resolved to defer the disposition upon the aforesaid request to Your High Mightinesses, as we most humbly do by this. § 106. We reiterate that minister De Melho, for as much as is known to us during that time that he, in accordance with the disposition taken regarding him at that time, has been busy translating the Old Testament into the Malabar language, has always conducted himself piously and well; the minister Ondaatje, besides being of great age, is also mostly sickly and weak, and besides him we have no minister who understands the Malabar language; the minister De Melho is also already of great age, but he is still a strong man, and he could still serve the native churches in Ceylon to considerable use, if Your High Mightinesses could see fit to relieve him, in accordance with his request, from the aforesaid political disposition. Also, at the request of the Captain and Commandant of Negombo, Gerrit Frankena, to be transferred from Negombo and employed in military service according to his rank, we have appointed him Commandant of the militia at Jaffanapatnam instead of Captain Bodenschatz, who is a younger captain. Here is what the matter consists of: It has recently been learned that Stanislaus Baillif, son of Madame Baillif, resident of the island of Bourbon, passed away 15 or 18 months ago at Colombo on the island of Ceylon, in the capacity of officer with the sepoys. This news is based on the account of several officers, without it being confirmed by any legal proof. This proof is nevertheless necessary in order to proceed to the division of the estate of a young man who, if he has indeed died, leaves two kinds of heirs, namely his mother regarding his furniture and goods that he acquired himself, and his brothers and sisters regarding the goods that come to him by inheritance. Without the aforementioned proof, these heirs cannot enter into the possession of the estates of the deceased. To that end, we address ourselves to Your Honor, Sir, so that through Your Honor's power you may procure for us a certificate of the death of this young man, or another proof that may serve in its place. Examined No 13: Mr. van de Graaff Governor General And: Gentlemen of the Council and Superior Regency of the Island of Ceylon At: Colombo Gentlemen We have received, together with the letter which you did us the honour of writing on 11 October last, the original documents which we had requested from you, in order to serve in establishing the settlement of the final account between His Most Christian Majesty and the noble Dutch Company. The receipts of Messrs. Dejean and de la Tezardiere, officers of the sepoys, as well as that of Mr. Bejary, officer of the frigate La Venus, have all previously reached us, and there remains for us to obtain, for the supporting documents of this account, only the original bill of exchange drawn at Matara by the Count, Commander of the frigate La Calypso, for the port-of-call expenses and the maintenance of said vessel at the said place. We have deducted from the aforesaid account, Gentlemen, the item for supplies made to the ship of the East India Company Le Marechal de Castries. It concerns particularly the East India Company of France, and it was paid to Mr. van Senden by Mr. de Moracin, administrator general of its affairs in India. The two bills of exchange which you had provided to Mr. Marchand, French engineer, on 6 and October, amounting together to 13004 1/, have been paid. We have made a deduction thereof, according to your wishes, from the balance of the account mentioned above, which is found reduced to 9029 livres 7 sols 1 denier tournois, which we discharge by the enclosed draft of the same amount, payable at nine months after sight by the Treasurer of the Navy in Paris. No: 14: Examined Van Geyzel Pondicherry To the High-Born Lord Count De Conway Field Marshal in the armies of the King, Commander of the Royal and Military Order of St. Louis, Governor General of the Settlements of His Most Christian Majesty in India, etc., and Mr. De Moracin Knight of the Royal and Military Order of St. Louis, Intendant of His Most Christian Majesty there, etc. Gentlemen A foreign ship, which has since been recognized to be a ship of the noble French East India Company named Le Comte d'Artois, having undertaken to sail into the inner bay of Oostenburg without permission, not showing the signals agreed upon with the Viscount de St. Riveul, Commander of the naval forces of His Most Christian Majesty in India, as appears from his letter to the Chief of Trincomalee, Mr. van Senden, which we have the honour to enclose in copy herewith, the military Commander of Fort Oostenburg, in accordance with the standing order established in such cases, found himself obliged, as a warning to the aforementioned ship, to fire two cannon shots across its bow, the one with blank powder alone and the other with ball. At which warning shots the Viscount de St. Riveul saw fit to have a shot with ball fired from the frigate L'Astrée lying in the inner bay, across the lower battery of the aforementioned Fort Oostenburg, and thereupon sent Mr. De Grigny to the aforementioned Chief to deliver to him such verbal message as was subsequently repeated in writing by his Honour in his letter of 23 April written to the said Mr. van Senden, also enclosed herewith in copy, adding that his Honour had expected that the fort of Oostenburg would fire a second cannon shot with ball, in order to answer it with all the cannons of the three frigates. We have considered it our duty, Gentlemen, to inform your Honours of this, and we therefore have the honour to send your Honours herewith all the letters exchanged regarding this between the said Viscount, Mr. De St. Riveul, and the Chief and the Council of Trincomalee, consisting, besides the above-mentioned letter of Mr. De St. Riveul, of three further letters written by his Honour on 24, 27, and 29 April, and three letters of the said Chief and Council of Trincomalee written on 24, 27, and 29 April. From all these documents, Gentlemen, your Honours will see that the aforesaid two shots from Fort Oostenburg, about which the Viscount de St. Riveul feels aggrieved, were fired according to an order established once and for all, as we have already remarked hereinabove, solely as a warning to the ship that wished to sail in, and therefore not with any intention to offer the slightest insult of any kind to the flag of His Most Christian Majesty. The Chief and the Council of Trincomalee, in their aforesaid letters, solemnly assured Mr. de St. Riveul of this. We have instructed them to repeat this assurance to his Honour in our name. We have done this even more directly in a letter written to Mr. de St. Riveul on the 5th of this month in reply to a letter written by his Honour to the first undersigned Governor about this matter, and we hereby solemnly repeat this assurance now to your Honours, Gentlemen. But what must we think of the loaded cannon shot which Mr. de St. Riveul had fired across our battery?

had done, and further intended to undertake to silence the fire of our battery. Leaving the judgment and decision thereof to our mutual High Sovereigns and refraining from all remarks thereon, we nevertheless most kindly request that Your Honours will be pleased to make the necessary provisions herein for the future. From the above-mentioned letter written by the Chief and Council of Trincomalee on 24 April to the Viscount de St. Riveul, Your Honours will see that the said Chief and Council have thereby informed the Viscount de St. Riveul that they had resolved, until our further orders, no longer to receive any foreign vessels of whatever description into the inner bay of Oostenburg, unless for visible damage to goods, great damage, or for other such causes as would deserve an exception in this matter. We have not been able to disapprove of this resolution, grounded on the orders that have existed at all times, and we have therefore instructed the aforesaid Chief and Council to make this known to the Viscount de St. Riveul, solely with the friendly intention that his Honour might have the goodness to inform the Commanders of the vessels thereof, in order to prevent all further unpleasantness. We have informed our General Government at Batavia of all the foregoing. The present southwest monsoon permits vessels to lie safely in the North Bay; nevertheless, pending the further pleasure of our said General Government, we shall not, during the same, refuse the use of the inner bay to any foreign vessels that, on account of damage suffered at sea or for other reasonable grounds, need to enter the inner bay when a request is made for that purpose. We therefore request Your Honours, Gentlemen, to inform the Viscount de St. Riveul and further all the Commanders of the French vessels, so far as Your Honours shall find it necessary, to anchor in the North Bay during the southwest monsoon, when they do not fall under the terms of the above-mentioned exceptions. Before the end of this southwest monsoon, we may be informed of the pleasure of our General Government, but should that not arrive in time, we shall, before the end of the present southwest monsoon, provisionally make such arrangements as may be necessary so that all vessels, when they can no longer lie in the North Bay, will in the meantime be assigned a safe anchorage. Your Honours may be assured, Gentlemen, that not only the French King's ships, but also all other French vessels, will continually receive in our ports all possible cordial assistance and accommodation.
