Papers concerning the two companies of Sumenappers, however much the same have allowed themselves to be persuaded better than the Madurese to remain serving on Ceylon a while longer, would also already have been sent back, if we could have spared them, recently nevertheless the Pangeran of Sumenap their Lord of the Land strongly urged their High Excellencies that they might be recalled, as has happened, and therefore the one company will depart at the first good opportunity that arises for it, and the other upcoming. Instead of these companies, two other companies have been promised to us by Their High Excellencies, and the same had no hope of being able to engage these at lower appointments, but the company of Madurese that was sent to us last year already enjoys no more emoluments than the ordinary oriental troops. I am presently writing to the Colonel van Tugler to deliberate with Your High Noble Right Honourable to what extent you deem it necessary that this aforementioned matter be presented to the three companies of ordinary orientals in garrison at Trincomalee, in order to make them see that they have no right to ask the same appointments that the Sumenappers enjoy. Captain Kitjel and his officers some time ago already made the request that they be made equal in appointments with the officers of the ordinary oriental companies, and although they had no right to this, I nevertheless, out of consideration that it is good for many reasons that the officers, though natives, can make a decent living, thought I might propose this request of theirs to Their High Excellencies, but the same have found themselves unable to grant it. The aforesaid two companies of Sumenappers have no account in the pay ledger, and because of that the treatment concerning the same is less known to the pay office clerks than that of the ordinary native soldiers. The pay transferrer Kriekenbeek, who prepared the pay list handed to Papers concerning to Your High Noble Right Honourable, unaware that these two companies received no board money above their fixed pay, filled in on his list the same board money for them that the ordinary oriental soldiers enjoy. This certainly does not excuse Kriekenbeek; if he did not know, he ought to have asked; I have also spoken to him about it in the strongest terms and warned that if he intends to remain in the Company's service any longer, he will have to pay better attention in the future. The trouble that this careless mistake has caused Your High Noble Right Honourable grieves me very much. Meanwhile I hope that Your High Noble Right Honourable, in favour of the pay transferrer, will most indulgently overlook this mistake of his. He is after all a good man, but he shares the trait with many of his kind that he must not be taken out of the circle in which he is accustomed to move. Lieutenant Colonel van Drieberg will have the honour to deliver to Your High Noble Right Honourable a corrected list, which I request be substituted in place of the incorrectly drawn up one. The considerations that Your High Noble Right Honourable was so good as to send me alongside it regarding what should be constructed on the mountain Unawatuna, seem very good to me, and I find nothing to remark upon it other than what Your High Noble Right Honourable yourself remarks: that the execution of the sketch designed for it will, as much as necessary, have to be adapted to the conditions of the site and as the terrain will best permit it. The plan and profile of the improvements of the water battery at Galle, on which I likewise find nothing to remark upon other than that it appears to me to be very good, I shall cause to be added to High Noble Right Honourable Sirs! Papers concerning the plan for Galle, in order to be executed accordingly. The proposals concerning an Engineer Corps and relating to the artillery, which Your High Noble Right Honourable was also so good as to send me, contain, in my view, everything that can serve towards a good organisation of both these corps, and I shall immediately cause what is proposed therein to be set in motion and executed. As far as the Engineer Corps is concerned, it were very much to be wished that the necessary officers for it could be obtained here, but this not being the case, I shall immediately bring the necessity of having an Engineer Corps on Ceylon on such a footing as has been prescribed by Your High Noble Right Honourable under the attention of the Right Honourable Lords Directors, and request that there may be sent to Ceylon a Director of Fortifications together with the further engineer officers whom Your High Noble Right Honourable deems necessary, and I also agree that they are extremely necessary here. The letter for Governor van Angelbeek with the tin cylinder belonging thereto, I have already dispatched to Tuticorin with a recommendation to the Chief to forward the same to Cochin in a very secure manner. Papers containing I have had the honor to receive the letter with which I was favored by Your Right Honorable on the 11th of this month regarding the subject of the different payments to the Eastern companies stationed in garrison at Trinkonsmale, and since these troops have not made further representations about it since then, I fully agree with Your Right Honorable that it is best to leave it at the answer given to them concerning this by Your Right Honorable. To Their Right Honorable Lordships will be further presented the reasons why it is very advisable in the future to enlist all Easterners at the same pay, and when enlisting them rather to give some bounty money if it be necessary. Papers containing I have had the honor to receive the letter with which I was favored by Your Right Honorable on 23 August, with the enclosures mentioned therein and the cylinder with plans for Trinkonomale and Oostenburg. The front of Trinkonomale facing the land side is certainly too small. Your Right Honorable having preferred to leave the capital unaltered, it appears to me that this defect is remedied in a fairly adequate manner by the outworks in the plan determined by Your Right Honorable. Concerning Oostenburg, I cannot likewise see otherwise than that when this fort shall have been brought into that state, as is projected in the plan of Your Right Honorable, it will be very capable of fulfilling the purpose, Right Honorable Gentlemen, for which Checked Maas Papers containing for which it was constructed. It appears to me that the terrain has been utilized in the best possible manner, and the reasons which have moved Your Right Honorable to confine yourself solely to this fort, and consequently not to restore the battery on the small island across the waterway, appear to me very decisive. The requisitions drawn up by Your Right Honorable for artillery and ammunition needed for Trinkonomale and Oostenburg likewise appear to me to be very adequate, and the order for them will be made to Europe in accordance with the general recapitulation that Your Right Honorable has had the goodness to draw up and send to me. The number of troops, as Your Right Honorable has determined for the different periods for the island, I think to be very well calculated. I also fully agree with Your Right Honorable that it is more advisable to fill the number of 700 men that is still lacking for the establishment required in peacetime preferably with European rather than native troops; yet as some time must elapse before we can obtain them, and that the number of 4000 men even in peacetime is exceedingly necessary, all the more in the uncertainty of what unforeseen circumstances might in the meantime intervene, I believe it prudent to fill this deficient number provisionally with native troops, who in the meantime can also be trained in the artillery. In proportion as we are provided with more Europeans, and particularly upon the outbreak of war, one can therewith replenish the artillery corps, which one can in the meantime cause to consist of rather more Europeans, nevertheless keeping in view the division as established for the composition of this corps by Your Right Honorable. Papers containing very much agree that this place can remain as it currently is, provided that the execution of the plan, according to which the covered way and the entrenched places of arms have been laid out, is fulfilled with respect to that which is still lacking and is not of great importance. In time of war, the outer city could here and there provide some cover against small maraudings, but above all I think that in time of war it will be necessary, in order to cover the countryside against enemy incursions, which however small they may be could considerably disturb the inhabitants, to maintain some cruising vessels along the coast. As for the remaining forts, I think, with Your Right Honourable Sir, that they merely ought to be kept in good condition. To the lieutenant-colonel of Driberg the necessary authorization will be sent at the earliest opportunity in order provisionally, and until a hospital shall have been built at Trincomalee, to hire a house next to the present hospital. With the draft promised to me by Your Right Honourable Sir concerning the careening place found in the Trincomalee inner bay, a great service will be done for me. I shall have it carried into execution as soon as possible. I think, with Your Right Honourable Sir, that it would be more suitable that one of the Company's naval officers be employed to attend to the post of equipage master at Trincomalee, rather than this being done by the commander of the artillery, who otherwise has plenty to do. I have here a very meritorious man who has served the Company as a commander for a long series of years, and to whom I shall entrust the performance of this post. The allowance for all European officers, as Your Right Honourable Sir has proposed in the projected plan, is certainly in the highest degree necessary if they are to have any reasonably decent subsistence, and I attest here very sincerely that I cannot understand how the national subaltern officers in particular have managed up to now to get by. It was also truly my intention to grant the allowance, as Your Right Honourable Sir has proposed, to all the officers at the beginning of the new fiscal year, or primo this month; but by the latest arrived ships we have received orders from the Honourable High and Respected Lords Seventeen to reduce the salaries of the officers of the Regiment de Meuron back to the rate paid to the national officers according to the established footing. This order is given so strictly that I do not dare to deviate from it. Nevertheless, it has been represented to Their High Honours with the greatest emphasis how very necessary it is in the highest degree that the salaries of the national officers be brought to the rate proposed by Your Right Honourable Sir, and that the salaries of the officers of the Regiment de Meuron may again be brought to the rate they have enjoyed up to now. In the meantime, however, and until we receive an answer here, in order to soften the aforementioned order as much as was within my power, there has been granted to all officers attached to a company, both the national officers and those of the Regiment de Meuron, an amount equal to the income of the free artisans that has hitherto been paid regularly to the Colombo officers out of the war chest, and in the other places according to what the number of free artisans has allowed; and these amounts will be paid monthly from the Company's treasury from primo of this month onward. Furthermore, there has been granted to all the aforementioned officers the true redemption value of the rations, which differs quite a bit from what has hitherto been paid for them whenever they could not be furnished in kind. When Their High Honours consent, as I think I may not doubt, to the salaries of the national officers being brought to the rate proposed by Your Right Honourable Sir, and that consequently also the salaries of the officers of the Regiment de Meuron will again be brought to the previous rate, I shall have a calculation made of that which has now been furnished less to the officers, and have that difference paid out to them since primo of this month, so that the aforementioned provisional arrangement shall not be prejudicial to them. That the salaries of all drummers and privates, as well as of the artillery assistants, be brought to 12 guilders, as they have also been calculated at by Your Right Honourable Sir, appears to me to be very good; they can then get by very decently. In order, however, to keep the men in the service somewhat longer, it appears to me that it might very well be feasible that to the privates presently serving in the Indies and earning less than 12 guilders, as soon as this proposal shall have been established, 12 guilders be granted, provided that they shall serve in return not only out their current term of enlistment, but also an additional term of 5 years beyond that; so that those who, for example, must now serve another 2 years, will receive a new contract of 12 guilders with an enlistment of 7 years, and so in proportion to each man's term of enlistment. The new recruits coming out could similarly be asked whether they wish to have 12 guilders, on condition of taking upon themselves a new term of 5 years and thus being obligated to serve 10 years. Undoubtedly, most will choose this. The few who are not inclined to this could be left at 9 guilders. A soldier who has served 5 years is accustomed to the climate and is therefore a more useful man than a newcomer who still has to get used to the climate; and when consequently a fellow sails home after having served out his first term of enlistment, and this happens quite often, this is a real loss. Papers containing that it will serve greatly to the encouragement of both corps if an increase of, for example, 1/8 as proposed by Your Right Honorable is given to them; only I take the liberty of submitting to Your Right Honorable’s consideration whether it would not serve as a notable encouragement to make themselves more and more proficient if this increase of one-eighth part were, at least partially as far as the common soldiers are concerned, used to provide an annual prize for those who shoot best, and the remainder to provide themselves with a little more linen, since wear and tear, especially among the artillerymen, is great. I will therefore, when regulating the companies, immediately cause 3 or if possible 4 companies of Jaegers to be raised, for which I shall request from Europe the rifled carbines or muskets with rifled barrels. A field equipage I think, with Your Right Honorable, to be exceedingly necessary, and I shall see to it as far as possible that the items for it are ready for 4000 men, in such manner that it can be brought into readiness as speedily as possible. For 500 men I will immediately cause one to be made ready, which can at the same time serve for the use of the troops when they change garrison, something which I believe for many reasons ought to happen from time to time. The provisioning of some foodstuffs from the Company's magazines to the officers and non-commissioned officers at Trincomalee, on the footing understood by Your Right Honorable, will serve to accommodate them considerably. To that end, I shall also make the necessary arrangements at once. The high cost of linen is certainly a matter of great hardship for the officers. Some time ago Their High Excellencies were petitioned on this account, requesting that an annual moderate distribution of linen for clothing might be made to the officers from the Company’s magazines at cost price, but Their High Excellencies declined this proposal. I shall propose it again at the first opportunity, and if Your Right Honorable, upon arriving at Batavia, would be so good as to support it in favor of the Ceylon officers, I feel assured that Their said High Excellencies will find no further difficulty in this very reasonable and equitable arrangement. The annual sending of a detachment drawn from the garrisons of Colombo and Galle to Malabar, on the footing deliberated by Your Right Honorable with Governor van Angelbeek in order to remain at Cochin during the favorable monsoon, seems to me, as it appears, entirely feasible. This year, however, it cannot be done before the Ceylon troops who are still there have returned. One could indeed leave as many of these troops there as were deemed necessary by Your Right Honorable for that purpose, and I will also do this if the circumstances of Ceylon allow it and Mr. van Angelbeek, whom I will consult on the matter, deems it necessary; otherwise I should think that it would be better for these troops to return first. When the companies are formed, one could send the aforementioned detachment early next year instead of this year. All the further arrangements projected by Your Right Honorable in the above-mentioned and earlier papers, without exception, appear to me to be very good and will serve toward a notable improvement of the military state of this Government; I will also have them executed at once. For the very kind and exceedingly obliging farewell which Your Right Honorable has been so good as to take of me, I cannot but be deeply touched. Individual Surgeons Their payment, both in wages and other emoluments, under whatever name it may be. By whose order the provision of food and other necessities occurs. The head surgeon earns ƒ60 a month, ƒ11:10:— in board money, and 48 kannen of wine per year. The second surgeon earns ƒ30 a month, board money 4 rd: 38 stivers, and 4 kannen of wine. The assistant surgeon earns from ƒ22 to 24 a month, board money 3 rd: 34 stivers. The third surgeons earn ƒ14 a month and board money 1 rd: 32 stivers, 1 parra of rice. The apprentices earn ƒ9 a month, board money 1 rd: 8 stivers, and 1 parra of rice. The cook earns wages of ƒ24 a month and board money 1 rd: 9½ stivers. The gatekeeper earns ƒ14, board money 1 rd: 32 stivers. By the head surgeon, who manages the domestic administration, by whom the food and drink for the sick are also ordered. What the food of the sick primarily consists of. The Honorable Company provides to the hospital for each man per day: To the caterer 6 stivers and 1 1/3 lb of rice, and to the head surgeon 2 stivers for medicines, and the caterer must for those 6 stivers procure all the necessary food and other needs, and no further accounting is rendered thereof. In Trincomalee alone, since 6 March 1787, 8 stivers are paid instead of 6 stivers, and this only until food prices decrease to reasonable levels. The food generally consists of a good soup of beef and side dishes, according to the circumstances of the season, vegetables, fish, dried fish, etc., as it is obtainable. I, the undersigned Panembahan Adipati Cakra Diningrat, Regent of Madura, acknowledge having recruited a Company of able-bodied, strong, and well-disciplined Madurese soldiers, in order to... I, the undersigned Pangeran Noto Kusumo, Regent of Sumenep, acknowledge having recruited a Company of able-bodied, strong, and well-disciplined Sumenep soldiers, in order to be employed in the service of the Dutch East India Company, which said Company I have placed under the command of Captain Singa Truna, together with its further officers, the Lieutenants Raka Pali and Bengta Jaya, and Ensigns Rala Truna Jasa, Mangala, and Dipa Truna, just as the aforementioned Captain Singa Truna and the other officers also bind themselves to be loyal and faithful to the Company, and consequently to conduct themselves at all times in its service in Ceylon, or wherever it might be required, as honour-loving brave officers, to obey the orders of those to whom the Company has entrusted the supreme authority, as well as to resist the enemies of the Company according to their ability and, as far as practicable, to help bring them into submission or, should it be required, to destroy them. We, as well as those of our entire Company, also promise to take all possible care of the Company arms and further effects issued to us for our use, so that they will not be neglected nor deliberately lost, but on the contrary to keep them in a good and proper condition. We also promise and bind ourselves to submit to proper military discipline and to that end submit ourselves to all such laws or regulations as befit and become a disciplined warrior. In return, the Dutch East India Company also promises, for the services that will be rendered to it and to its allies, to pay as a monthly salary to the aforementioned raised Company: To a Captain - Twenty Lieutenant - Twelve Ensign - Eight Sergeant - Six Corporal - Five, and Private soldier - Four and a quarter rixdollars, Dutch, each of 48 stuivers, and then also a monthly provision of rations, as is customary in Ceylon. Which aforementioned articles or capitulation having been read out clearly and distinctly in the Javanese language to us officers, non-commissioned officers, and privates here in Sumenep, in the presence of express commissioners, along with the commissioners of the said Pangeran of Sumenep, being the Bookkeeper Nicolaas Cornelis Fransz and Johan Hendrik Abels, the Bipatis Mangun Dirija and Raden Singa, in the presence of the Junior Merchant and Sumenep Resident Walter Marcus Stuart, we officers declare all the points aforesaid to be to the full satisfaction and contentment both of ourselves and of our non-commissioned officers and privates, and we jointly bind ourselves to observe this capitulation in all parts. And in the aforementioned hospital, all sick or incapacitated servants of the Company who request it, being admitted, shall be maintained at the expense of the Company. Likewise, for various reasons, it is expressly decreed that no sailors or soldiers, nor even the minor officers among them, becoming sick or incapacitated for their service, shall be permitted to lodge elsewhere to be cured than in the aforementioned hospital, except with the express consent of the said Regents, on pain of arbitrary correction, and that the innkeeper who lodged them shall not be heard in court regarding their board money. However, if it should be found that sometimes some idle guests, pretending to have one ailment or another in their limbs, leave the Company's service and desire to enter the hospital, then to prevent this, no one from now on shall be admitted into the same except with the knowledge and consent of the aforementioned Regents.
