Whether the arriving men are also burdened with transport debts, and whether they incur any debts on the journey, and how much these debts usually amount to. The recruits of the Regiment have no transport debt; upon their arrival at the depot they are clothed and provided with their necessities for the voyage up to the Cape; this debt amounts to about f45.-, from which are deducted the three months of advance pay that are paid in Europe. The accounts are successively settled at the Cape and here. Until now the recruits have had credit upon their arrival, since all their pay, during the time they are at sea, is to their profit, debts being settled at that time. 4. For how much time they enlist. For five years of service at the establishments of the Honorable Company. Lodging and Board 1. Where the men are lodged, at whose expense it is, and how much they pay for it. The troops are lodged partly in barracks and partly in houses rented by the Honorable Company, without any deduction being made from the soldiers for their lodging. 2. If they lodge in barracks, in what manner the furnishings are provided to them, and at whose expense this is. The soldiers buy their bed and its accessories for their own account. The oil for the lamps of the barracks is provided by the Honorable Company. 3. How their board is arranged, namely whether the men form a mess, what the number usually is, how much they contribute to the mess, and in what manner this is accounted for. The feeding of the troops is done at the schaftbaas; the soldier pays 13 escalins per month and one para of rice. 4. Whether cooks or so-called schaftbaasen are also appointed by the government, and in what manner this establishment is then arranged. The schaftbaasen are garrison soldiers who have sufficient knowledge to procure livestock and other items; they occupy the kitchen intended for a barrack; if a Company is not satisfied with its caterer, it is not obliged to continue with him, but it can go to another on the first of the month; their schaftbaas has no other engagement than that of his good conduct; he receives at the warehouse the pepper and the salt intended for the Company or for the Companies that feed with him. At Trincomalee the schaftbaasen are soldiers of the Regiment, but not at Colombo and Galle where they are of the battalion. The soldiers have two meals a day; they go to the mess from seven o'clock in the morning until eleven, and in the evening from three to five and a half. Each receives his ration of meat; the rice, the broth, and the seasoning are at discretion. 5. How often the rations are issued, in whose presence this takes place, and whether the soldiers receive this in person from the warehouses or magazines. Every 1st and 16th of each month, the rice is delivered to the troops; the Lieutenant Treasurer, or the one performing his functions, keeps the register on this subject; he goes to the magazine and has delivered to the schaftbaasen the rice due to them for the number of men they feed, and to the soldiers who do not eat at the mess what belongs to them. In addition, each soldier is given two cans of arrack per month, and three during times of exercise, which the quartermasters receive on the 1st and 16th of each month, and which they distribute morning and evening by sopijes to the soldiers, and in times of exercise a third sopije upon the return from exercise.

Whether the Noble Company pays the full complement, or only the actual present state of the Regiment or Corps. Concerning the Regiment Meuron, the following elucidations are requested: 1. Whether there are no authentic copies of the Resolutions of the Chamber of Zeeland with the Regiment, by which the changes made in the Capitulation are authorized, which cannot be found in the answered questions, and where they remain. 2. According to which resolution the Colonel Commandant enjoys the pay and emoluments of a Captain, and as such is placed on the list. 3. According to List Letter E, a soldier must receive 4 rixdollars 36½ stivers, which makes the sum of 228½ stivers. He receives in hand 3½ rixdollars at 144½... 204½. Retained on account... 60. Thus there remains... 24 stivers. Reply of the undersigned Colonel Commandant of the said Regiment de Meuron: 1. During the stay of the Regiment at the Cape, an infinity of difficulties arose, which gave rise to voluminous memoirs. The Noble Direction in Europe, to put an end to them, appointed a Commission to conduct an examination of all that had been said against the Colonel and what he had alleged in his justification. Here is a copy of the declaration of the persons named; I have only an unsigned copy which was given to me at my departure from Europe with a number of papers; this document, as well as the following one, must have been forgotten to be signed. This copy that I provide is under Letter A. I sign it as knowing that it conforms to the original. From this first document there resulted a second under Letter B, which I provide in the same state; I have nothing further. 2. According to the resolution of the Chamber of Zeeland of 26 April 1787, of which a copy is under Letter C. 3. When the Colonel negotiated his Capitulation, the Gentlemen Deputies made a concession by the 6th article regarding the exchange on specie, which was to serve the Colonel as compensation for the continual risks to which he is exposed. The Regiment arrived at the Cape in time of war; there was no money, everything was paid in paper; consequently, the Colonel could only find what exchange was due to him by following what is practiced with regard to the soldiers of the Company who receive it. 5. When a soldier re-enlists, he is paid 5 rixdollars of re-enlistment money per year. 6. When a man's term of engagement has expired and there is no opportunity to depart for Europe, he is made to continue his service by paying him five rixdollars as if he had re-enlisted voluntarily; when an opportunity for Europe presents itself, discharges will be granted to the oldest soldiers who request it, and also to those who are the least useful on account of their conduct. 7. The Noble Company pays only the effective complement, according to the muster roll of the commissioners, which is made on the last day of each month.
