have accounted for, as appears from the Galle extract of 30 September last, accompanying this in extract. We have reproached the trade servants for this inattention of theirs, and at the same time ordered them to credit Batavia again for the charge already made thither. 16. It is an oversight of the administrator at Trincomalee that the cannon and other ammunition goods which were taken there from the stores of the ship De Gouverneur Generaal de Klerk were not credited to the expense account of that vessel. From a report of the provisional first searcher Issendorp, which accompanies this in copy, it is shown what these goods taken at Trincomalee consisted of according to the account of the Commander of the artillery there. These goods have, according to the said account, been entered here in the Trincomalee trade books, and may, if it pleases Your High Excellencies, be validated to the officers of that ship. § 17. The timber which the executors of Captain Jacobsen state in their request to have been delivered here was indeed received here, and credited to the ship's expense account, as appears from a report of the provisional chief administrator Van Angelbeek, accompanying this in copy, to which is also added, for Your High Excellencies' perusal, a copy of the aforesaid expense account. § 18. From the aforesaid report of the provisional searcher Issendorp it further appears that the officers of the ship De Gouverneur Generaal de Klerk accounted for fewer ammunition goods than they received at Galle for Trincomalee, namely 4 round shot, specifically 1 of 18 lb. and 3 of 8 lb. caliber. We did not discover this shortage earlier because the Trincomalee administrator failed to point it out in his submitted findings of the delivered cargo of the said ship, and they are therefore charged thither in an invoice submitted among the annexes of this letter, so that, if it pleases Your High Excellencies, the Company may be compensated there by the officers of that vessel. § 19. The arrangement made by us to distinguish the forest cinnamon from the cinnamon peeled from cleared forests and planted gardens, by means of the numbers on the small boards placed in the bales, agrees with the intention of the Lords Majors mentioned in their letter of 9 November 1789 written to Your High Excellencies, section 306, and we shall therefore continue with this. § 20. We shall have the honor to present to Your High Excellencies on a future occasion the required further statements of the annual delivery of areca both from the Company's plantations and by private individuals, and what profit the Company has derived therefrom after deduction of costs; and in accordance with Your High Excellencies' authorization, we shall have a modest provision of maintenance given to the laborers working in the Company's areca plantations. § 21. The areca which the inhabitants of the Galle Korale and the Matara Disavany are obliged to deliver annually to the Company has never been able to be collected in full, the reasons for which were circumstantially described in our respectful letter of 28 May 1773. In earlier years they received a very small payment for it under the name of peeling wage, and although this payment was increased many years ago to 12 stuivers for each amunam of 26000 nuts, that has nevertheless not contributed much to encourage the aforesaid obligated parties to a more abundant delivery. § 22. Not only the smallness of the payment, but even the payment for the quantity of areca nuts that must be delivered annually for each fruit-bearing tree, seems to make the natives averse to this obligation, and always gave them occasion for complaints, either under the pretext that there are not as many trees standing in their gardens as they are taxed for, or that the fruits were ruined by animals, or destroyed by drought and other accidents, whereby the Company never received the full tax, as appears from the large arrears that were written off successively in earlier years, and since the latest write-off have again accumulated to a considerable quantity. § 23. We have therefore always been of the opinion that the obligation to deliver a fixed quantity of areca annually to the Company ought to be abolished, as being harmful both to the Company and to the inhabitants, as well in the Galle Korale and the Matara Disavany as in such districts of the Colombo Disavany where that obligation also exists, and that, on the contrary, the areca everywhere ought to be purchased in such manner as has of old been done in some Colombo districts and in the lands of Kalpitiya. § 24. And whereas Your High Excellencies have been pleased to suggest to us whether the price of 3 rixdollars for the 30000 nuts would not be equitable

could be taken in the different districts, if thereby the cultivation and delivery could be promoted, and the Company could thus profit more from it than then, so have we, in consideration that although this price increase naturally will promote the delivery of areca somewhat, thereby nevertheless the aim will not fully be achieved as long as the obligation—of which even the collection has always given much cause for friction—remains in force, decided to abolish this obligation on the last of August of the past year, and on the contrary henceforth everywhere, as here in Colombo and in Kalpitiya, to have the areca purchased at 3 rixdollars the amunam of 30,000 pieces, and we have at the same time decided to have the arrears on the aforesaid obligation written off in the books, because, while the obligation itself stood, there was not the slightest prospect of reducing them, much less of getting them entirely liquidated. Paragraph 25. We have given notice of this change to the inhabitants by a publication, of which we have the honor to offer your High Right Honourables a copy herewith, in humble trust that this action of ours may obtain your High Right Honourables' favorable approval. Paragraph 26. We have also decided to have the areca gardens of the Company, in which there are already fruit-bearing trees, publicly sold annually to the one who offers the most areca for them, provided that the renters shall be obliged to deliver also the remaining areca, which they gather from these trees above their rent sum, to the Company against payment of 3 rixdollars for each amunam of 30,000 pieces. Paragraph 27. We have already in our respectful letter of March 31 shown your High Right Honourables that it is now and then necessary to take over for the Company the plantations of cinnamon and other products established by private individuals, in order to prevent that, upon the departure or death of the planters, they fall into the hands of people who have neither the capacity nor the means to maintain them properly, let alone to improve and expand them. This course of action can even serve as an encouragement to such persons who have already established such plantations or would still wish to establish them, because they thereby have a certain prospect that their trouble and expenses will receive a fair compensation when, being in the position of having to abandon their plantations, they can transfer them by appraisal to the Company. If, on the contrary, the inhabitants see that we leave those who, upon our encouragement, have taken the trouble to establish cinnamon and other plantations, stranded in case of an accidental misfortune, this could not but have a very unfavorable influence on this work; and since such cases rarely exist, we request your High Right Honourables to be pleased to authorize us to act in occurring opportunities concerning this according to the state of affairs and as shall best serve the interest of the Company. We therefore request that the purchase made of the lands of the late Dissave Belling may also remain valid, and this the more so because many improvements have since been made to them, the expenses of which will be lost if they now had to be surrendered again for the same money. Paragraph 28. In promoting the work of cultivation, the planting of cinnamon is always regarded by us as the main work and preferred above the planting of all other products, which is only performed as a secondary work that can be done at the same time with it; to stop this entirely now would cause the work already done to be lost again. Paragraph 29. In our respectful letter of January 27 of the past year, we gave your High Right Honourables a report of our disposition concerning the difference found in the calibres of the chanks that were sold to the Captain-Lieutenant of the burghers of Cuylenburg. Since then, the said van Cuylenburg has complained about this in an address, a copy of which is attached hereto. We sent this address to Galle to see if the former head administrator and present Galle Commander Sluysken had any remarks on it, and send the answer received thereto, which contains nothing more than a reference to earlier reports, among the enclosures to this. Paragraph 30. In our trade books, the aforesaid former head administrator Sluysken is debited for these chanks as recipient, as appears from the report of the former trade transferrer and present provisional first visitator Isendoorn, which is sent among the enclosures. Besides this, the error has arisen solely from the fact that the said former head administrator not only had the chanks delivered notwithstanding the difference found in the gauging without first giving us notice of this found difference, but also that the gauging was done with the Ceylon gauges instead of that it should have been done with those of the Madura Coast. Paragraph 31. We therefore find ourselves somewhat embarrassed with this case and would wish, as we take the liberty to request by this, that your High Right Honourables would be so good as to decide yourselves who ought to indemnify the Company in this matter, and whether that will have to be done according to the calculation made according to our resolution of December 9, 1789, mentioned in our letter of January 27 of the past year, or for the amount of the entire difference, in the sum of rixdollars 1238:11:—. Paragraph 32. We have required from Jaffnapatnam the indications demanded by your High Right Honourables regarding the Mannar pearl diving and cotton plantations, together with a sample of the Coast

Meanwhile, we inform Your High Excellencies that the supervision of these plantations has been taken away from the bookkeeper Driemond, because the Manaar chief van Rank maintained that he did not devote sufficient effort to it. § 33. The arrears of the Colombo renters, which we submitted now and then to Your High Excellencies for write-off, are all from earlier years. The rents that have been farmed out since recent years have been practically collected. With some renters, one must occasionally show some indulgence when they do not pay in the same year, because they now and then suffer losses due to unforeseen circumstances, or cannot get their outstanding monies collected quickly enough. If we did not do that, and occasionally gave no room to fairness in this matter, it would significantly deter people from taking up the Company's leases. § 34. The account of the Colombo dessave has already been largely collated, and the trade officials are currently engaged in the collation of the remaining parts of the mentioned account. That this work could not be completely finished until now is solely to be attributed to the fact that the account of the dessavony has not been collated for a long series of years, and it is consequently very difficult to properly trace the origin of all the differences; besides, they have also meanwhile collated and settled several Colombo administrations that had likewise not been collated for years, as appears from a report by the Trade Bookkeeper Camlant, which is annexed hereto, and from which also appear the reasons why the Colombo trade books for the financial year 1788/9 could not be closed at the usual time. The general balance sheet, which is in hand, we shall have the honor of offering to Your High Excellencies on a future occasion, along with the mentioned report. § 35. In accordance with what was communicated in our respectful letter of September 19, 1789, we made inquiries with the family of the late shopkeeper Potken to seek compensation for the amount of [illegible] 7. 8., which he, according to the trade books—after deduction of what appears therein to the credit of him and of his predecessor Gilbert—would still owe to the Company. However, they excused themselves from this, having already paid a great deal for Potken regarding his deficit as chief shopkeeper, without having inherited anything from him, as he died insolvent. And as we also cannot seek recourse for this on the family of Gilbert, because, as we noted in our aforesaid letter, both their administrations cannot be collated for lack of the books they kept, and one thus cannot know how much the mentioned Gilbert actually ought to have charged to his account, we take the liberty most humbly to request Your High Excellencies to provide us with your supreme instructions as to how we are to conduct ourselves in this matter. § 36. That the arrears still remain fairly large, notwithstanding our orders to the subordinate officials for their prompt settlement, arises from the fact that annually new arrears arise from the recent leases, as will appear to Your High Excellencies in case you are pleased to have the statements successively submitted by us compared against one another. § 37. That the arrears of Jaffna over several years have not been collected as quickly as we could have wished, is solely to be attributed to the unfortunate condition of that Commandement, which has been heavily afflicted with a three-year drought, and subsequently with the smallpox, whereby many of the inhabitants have fled to the Vanni and elsewhere, and a large portion of them have fallen into poverty, or have miserably perished. We further refer humbly to what the Jaffna officials have written about this in their letter of September 23 last, an extract of which is among the appendices. § 38. The previous arrears of Galle and Matara are almost all settled, and those that currently exist are new arrears, the settlement of which will also proceed properly. § 39. On a future occasion we shall answer the report of the Visiteur General regarding the rupees minted in 1787. The yield thereof, which we have meanwhile had drawn up, is enclosed herewith, and Your High Excellencies will see from it

Besides the fact that, from the cited documents in our respectful letter of the 24th of April 1789, § 8, we were confirmed in our comprehension that one pound sterling equals eleven Dutch guilders, just as that generally agrees with what is found therein in the second volume of the trade of Amsterdam, page 423, where it is said that one pound sterling at par is 37 Flemish shillings; we have also deemed ourselves safe to be guided by an earlier example, approved by your Right Honourables yourselves, for the negotiation of 25000 pagodas, made in the year 1780, was done against 7 2/3 English shillings, and the shillings were calculated against 11 stivers each, as was communicated to your Right Honourables in our respectful letter of the 20th of July 1780; and this transaction was approved by your Right Honourables in your highly esteemed letter of the 27th of July thereafter. § 41. We hope, therefore, that your Right Honourables will find upon further resolution that, by guiding ourselves accordingly in the acceptance of 4800 star pagodas from Mr. Bilderbeek, to be paid on that basis in the Netherlands with 2000 lb. sterling, we have not made ourselves guilty, and that your Right Honourables will consequently acquit us of the imposed compensation. § 42. The report of the gentlemen Bookkeeper and Visitor General we shall likewise answer on a subsequent occasion, and meanwhile take the liberty here only to remark that the taking of 9 per cent discount on the pagodas, upon bills of exchange to the Netherlands, is an institution that had no place before the introduction of Dutch money. § 43. This same institution demonstrates that it was already understood then that a ninetieth part of a pagoda and a thirtieth part of a rupee were not parts of equal value. There would otherwise be no reason to receive the pagodas with a 4 per cent discount at the same time that the rupees had to be shared in a much greater ratio by the drawer; § 44. From the 90 stivers at which the pagoda was calculated at that time, this 4 per cent was discounted, and the drawer of the bill of exchange thus received over 86 stivers in the Netherlands, hence receiving f 431 for 100 pagodas. Now, if one first deducts 4 per cent discount and then calculates the 96 remaining pagodas at f 4. 3. —, he would receive only f 398. 8. —, thus f 32. 12. — less; which turns out even 4 per cent more detrimental than when one would deposit Dutch money here in India in order to be paid again with Dutch money in Europe. Even without that, the payer would enjoy at least 415 guilders for 100 pagodas, notwithstanding that he would in effect lose 17½ per cent on his money, and thus much more than the Company is customary to take for discount upon receiving money on bills of exchange. § 45. If one, to use another example according to the calculation of the aforementioned gentlemen Bookkeeper and Visitor General, received 100 star pagodas, which we think may be taken here for the pagodas of 96 stivers of which the aforementioned report speaks, and first deducts 4 per cent discount from that, the 96 pagodas that then remain would be paid in the Netherlands at f 4. 10. — with only f 431. The intrinsic value of the pagodas relative to silver specie we have repeatedly had the honour to submit to the view of your Right Honourables. In Madras it is made known from time to time in the Courier for the information of the public; from such a Courier, which we take the liberty to enclose herewith, it appears that on the first of June last, 500 star pagodas in Madras made 352 sicca rupees. Now, when one merely equates this sicca rupee to the Surat rupee, as it does not depend here on an entirely exact calculation, it immediately appears from this that someone paying the value of these pagodas in rupees, wherever it might be at the Company's establishments, he, for 352 sicca rupees—which, even if one considers them only as Surat rupees, still equal 132 ducatoons—would receive f 468. — after deduction of the determined discount, and thus f 36. — more. From this rough calculation alone, your Right Honourables can easily deduce that on that basis no Englishman or whoever it may be will pay money to us. On what rests the statement appearing in the aforementioned report, that according to old examples the English and French to the westward are already accustomed to this manner of counting, we do not know; we suspect with great confidence that no example of it is found, at least not in this Government. § 46. That we also have had doits minted at Jassenapatnam, Gale, and Trinconomale occurred solely because we in Kolombo alone cannot have so many doits made that we can annually supply Trinconomale therewith before navigation is closed, and we have therefore sent the copper unminted; and this was done to Jassenapatnam in particular so that they could still send them from there by water to Trinconomale, while navigation from here to there was closed. Section 48. In order to comply with Your Right Honourable's repeated order, we have further instructed the servants at Tutucorijn to furnish the security required by Your Right Honourable for the loss according to the calculation of the mint, concerning which we had the honour to inform Your Right Honourable very circumstantially by our humble letter of 16 September 1789, it being thought that this would have been brought to the Company's charge. Section 49. The assignation that we received from Souratta, charged to the Gale Commander Sluijsken, was paid by him in cash in copper coin, as we communicated to Your Right Honourable in our respectful letter of 24 April 1789. The usual agio, as appears from the accompanying copy of the said assignation, was neither calculated nor paid on it, because it was not money counted there to be received here, but received there to be repaid here. Section 50. We have sent copies of the reports received regarding the new Kolombo powder mill to Trinconomale, where the designer thereof, Fornbauwt, is stationed, with orders to comply at the earliest with what is required therein; and we shall have the honour to present the report that comes in therefrom to Your Right Honourable on a subsequent occasion. Section 51. The carpentry work performed in the year 1788 we communicated to Your Right Honourable in our usual annual description of that year, contained in our respectful letter of 26 January 1789, Section 241 et seq.; and that which was done on the fortifications in this year is circumstantially described in our separate resolution on the statement of accounts dated 21 August 1789; and it is in order not to trouble Your Right Honourable with a double recital that we did not repeat this in our respectful letter of 29 December following, in which report was made solely of what these works cost. Section 52. That our profit account makes such a meager showing, as Your Right Honourable has pleased to remark, is to be ascribed solely to the small quantity of merchandise that we have to dispose of; but should Your Right Honourable see fit to fulfill our annual demands completely, then we dare to flatter ourselves that Ceilon will also yield greater profits. Japan copper, for example, of which our prime cost is f 94 Indian, is sold, as we are well informed. Section 53. The Japan copper that is minted into doits is further refined somewhat before minting, and thus the copper from which they are struck is in effect better than the Japan copper. It is therefore not by reason of the lesser quality of the copper that, above the prime cost of the copper, a good profit still remains on the same; it is solely by reason of the fixed monetary standard according to which they are made. That since the doits were struck here they are nonetheless in effect worth more than the Dutch duiten appears, among other things, from our resolution of 20 September 1788. Section 54. Among the enclosures to this, we have the honour to present to Your Right Honourable an indication of the emoluments that are monthly provided here and at the subordinate offices to the widows of ministers. Section 55. We have thought it best, with regard to the Parruas converts on the opposite coast, not to make any extraordinary arrangements, but to let them be served by the usual church servants at Tutukorijn; only there are still a few Malabar schoolmasters who are taken from the usual number of seminarists; and as we hear now, several natives from time to time still come over from heathenism to our congregation. The minister De Melho passed away on 10 August last at Jassenapatnam. Section 56. The two old Company sumanappers are lying in garrison at Trinconomale, and have already been summoned from there in order to be sent back to Batavia at the first occurring opportunities. Section 57. That it would yield just as good an account if one had hired men instead of permanent craftsmen, we still think, for such reasons as we have had the honour to bring to the attention of Your Right Honourable in our letter of 10 May 1789, Section 31; but to specify distinctly and accurately how much this would differ cannot be done, because even such hired men who excel above others in skill will certainly demand some higher wages according to the measure thereof, and these things therefore depend on circumstances that one cannot determine beforehand. Section 58. As soon as the packet boat the Expeditie arrives, we shall dispatch the same at the earliest to the Netherlands. Section 59. The sending of letters via the English posts will not cost more than the usual postage for a single letter, and can therefore not be very expensive. Nor can anyone make misuse thereof, because each letter must be paid for separately. We have nevertheless recommended the Tutukorijn servants to see whether they can procure for us a tariff of the post offices, and if they can do so, we shall send it to Your Right Honourable. Section 60. The complaint of the first First Adigar of the realm against our schoolmasters must be regarded as the work of the Buddhist priests, and it is often best not to pay too much heed to those things. The Company is sovereign of the lands of Karwitte and Nadene, and as a lapsed fief the same have been confiscated for the Honourable Company, as lord of the land here, by reason of the fact that they were formerly granted by the Kings of Kandia under that condition. nothing else than to have ordinary duties performed there for the improvement of agriculture; and to advance this objective, we have stationed another employee there as resident. The extraordinary allowances that were assigned to him he did not receive, so that he cost the Company nothing more than salary and board money. § 63. That this pattu is a fairly good and sizable piece of land is evident among other things solely from the fact that the brother of one Don Simon Arratje, who as well as he was one of the principal instigators of unrest, bargained for the headship of it; we think that he would not have chosen it if it were bad. When one wishes to advance agriculture, as we believe to be exceedingly necessary on Ceilon and even one of the most essential points, this cannot be done without some expense. If one therefore wishes to do some good in the Magampattoe, there will be, just as in other places, some expenses involved, which at present cannot be determined with sufficient precision to provide Your High Excellencies with a statement of them. Significant expenses, however, will not be incurred without having first requested and received Your High Excellencies' approval. § 64. That we promised to the Landregenten half of the increased revenue from the paddy and of the increased collection of the products beyond what came in during the 15 financial years determined by us, was done because, by Your High Excellencies' most esteemed missive of 31 July 1787, § 193 and 194, they were indeed excluded from obtaining and owning lands, but not from being allowed to share in the aforesaid benefits; and because Your High Excellencies yourselves, in your most respected missive of 22 September 1789, were pleased to acknowledge that, in order to advance agriculture, it is no less necessary than equitable that the Landregenten or those who devote their diligence and labor to cultivating the lands ought to be no less interested therein than the Lord of the Land, so that their welfare as well as that of the Company may be advanced simultaneously thereby. We were all the more led to understand that Your High Excellencies by these Landregenten meant no one other than the dissaves and other chief officers, because Your High Excellencies further along in the same letter speak of Landregenten and those who are subordinate to them for the administration of agriculture. But now that Your High Excellencies are also pleased to exclude the dissaves, overseer of the corles, and other such Landregenten from participating in the Company's revenues, we take the liberty most respectfully to request to favor us with your disposition as to whom the benefits, which we assigned according to our respectful letter of 25 December last, must be granted; and meanwhile, and pending the receipt of Your High Excellencies' further pleasure, we shall have these benefits entered in the books in a separate account. § 65. The paddy culture is and always remains the principal object of our care; but the culture of other products is by no means detrimental to it, because between the sowing and harvesting seasons so much time remains that the inhabitants can usefully spend it on planting other products, as they have done up to now. All our intentions and arrangements therefore aim solely at encouraging the people to perform this work with greater zeal; yet no one is forced, but everyone is free to plant products or not, and to choose in the planting what he wishes to plant. We have nevertheless issued an extract from Your High Excellencies' missive of 26 May § 111 to the Landregenten, with orders to conduct themselves in accordance with your intention. § 66. Because the decision taken by Your High Excellencies with respect to the dismissed Galle commander Kraijenhoff was made in our favor, and we are gladly satisfied with the restitution he has since given us, we take the liberty humbly to request Your High Excellencies that your order to make him pay three months' salary may remain unexecuted. § 67. Because we find ourselves hindered, on account of the existing standing order, from submitting to your High Nobilities the request of August Carel Fredrik Graave van Ranzon to be accepted as a bookkeeper in the service of the Company, we have simply forwarded his petition to your High Nobilities, which we think we cannot refuse to anyone. Paragraph 69. The servants confirmed in their offices and improved in their wages by your High Nobilities express their deepest gratitude to the same for this. Paragraph 70. From the minute expense account of the ship the Leviathan, kept here at the trade office, it appears that the 276 ellen of Dutch sailcloth charged to the account of the said vessel, along with some other equipment goods mentioned therein, were used for making a spanker sail, as is indicated in a report from the head administrator, a copy of which is enclosed herewith. We must therefore assume that in the copy of the expense account examined there, a line was skipped. We therefore take the liberty to present herewith to your High Nobilities a further copy of the said expense account, with a humble request that your High Nobilities please have it investigated and inform us by whom the expense account, in which the aforementioned error was discovered, was signed for collation. Paragraph 71. The case with hemp bindings mistakenly brought here, we shall return to the Netherlands. Paragraph 72. We have ordered the servants at Jaffnapatnam to investigate and report to us regarding the truth of the complaints of the inhabitant of Plolie, Welaysoan Alwena, mentioned in his copy petition sent to us by your High Nobilities. At the same time, we have recommended to the servants to ensure that no harm comes to the said Alwena for submitting the said petition. Paragraph 73. We shall have the ships departing for Batavia supplied with the necessary fish for the slaves. The same is purchased here at 4 Indian stuivers per pound, and at Gale also at the same rate during the good monsoon, or from December to April, but in the remaining months it costs 6 Indian stuivers at Gale per pound, as we have already informed your High Nobilities in our respectful letters of the 27th of January of this year, paragraphs 70 and 76. Paragraph 74. In so far as all the points appearing in your High Nobilities' aforementioned highly respected missives have not been answered herein, we shall have the honor to do so on another occasion, at which time we shall also simultaneously answer your High Nobilities' aforementioned missive of the 13th and 31st of August received with Berkhout and the Leviathan. In the meantime, we have the honor to sincerely and respectfully congratulate the Extraordinary Councilor Mr. van Overstraten on his Honor's promotion to that charge, with hearty wishes for the Lord's blessing on his Honor's official duties. The Dissave of Colombo, Fretz, in accordance with and in fulfillment of what was ordered by your High Nobilities in the missive of the 17th of April 1789, paragraph 57, namely that he should specially declare himself on all the articles of the Memoir of the former Head Administrator and present Galle Commander Sluysken, has presented to us the report that we have the honor to send in copy herewith. Paragraph 77. Also enclosed herewith is a report from the merchant and First Warehouse Master De Tous and the merchant and trade bookkeeper Jamlant, who, in accordance with and in fulfillment of what was written by your High Nobilities in the aforementioned letter of the 17th of April 1789, paragraph 53, were commissioned by our resolution of the 24th of October 1789 to be present at the making of the indications which your High Nobilities ordered in the aforementioned respected letter must be done by the said Commander, together with and alongside a further report from the said Dissave Fretz, in whose presence this commission was executed. think they may be dispensed from entering into any detail on this matter. Thus, if your High Nobilities should find that their highest intention has not been fully met, this should not be imputed to our aforementioned commissioners. We trust that your High Nobilities will find from their report that they have done everything that was possible to comply with your High Nobilities' intention, and that which was recommended to them in accordance therewith by the instructions granted to them, which have been recorded in their report. Paragraph 79. Shortly before the aforementioned commission was executed, the Commander of Galle, Sluijsken, presented the accompanying report in copy, dated [illegible] October. Upon handing this over, he also delivered some branches of cinnamon trees, which we had felled at the time, and stated that he hoped thereby to have complied with the orders of your High Nobilities to your satisfaction. Paragraph 80. Verbally, upon handing over this report, Commander Sluijsken further proposed that he thought this was sufficient to meet your High Nobilities' intention, and therefore requested to be excused from the daily personal indications imposed on him by your High Nobilities, as appears from a paper handed over by his Honor to the aforementioned commissioners Rijntous and Samland, and mentioned at large in their report. His Honor states therein: And although I thought myself excused from this on two occasions, and humbly requested as much from the Governor, the more so because the investigation of our commission could be carried out by native commissioners, I was, as it were, forced to make the personal indications in the forest myself. Paragraph 81. The Governor would gladly have granted this request, had it been in his power, the more so because he foresaw that this commission would serve no purpose other than to cause some stir among the inhabitants, and it would, in his view, have been even better had it not taken place; but he did not dare take that upon himself. He pointed this out to Commander Sluijsken, and that he could do so all the less because he himself stated at the end of his aforementioned report that if, contrary to his expectation, it was absolutely desired that he should personally point out where and how bad cinnamon grew among the good, he was completely ready to do so. The Governor thereupon brought the matter to the deliberation of the Council, Paragraph 82. merely to point out where and how bad cinnamon grows among the good did not fulfill the object of your High Nobilities' orders, and it was therefore circumstantially prescribed to the commissioners in the instructions granted to them what they had to observe during their commission. which, as appears from what is recorded in the resolution of 24 October, considered that it could not grant this aforementioned request of Commander Sluijsken, and therefore understood that the commission had to proceed. Paragraph 83. Commander Sluijsken says in his aforementioned paper sent to the commissioners that, during the deliberation held on 1 August 1786, wherein his reports of 3 and 18 July are noted, upon the question of whether, over and above the arrangements according to which the clearing and planting of the cinnamon lands was already then managed, he knew of anything further to point out for their greater improvement and better progress: I answered at that moment when it was asked of me with a statement that I referred to my reports of 3 and 18 July 1786, and that I requested that these might be sent to Batavia, and also that I could not vote in favor of granting so many requested lands. Paragraph 84. From the resolution itself it appears that Commander Sluijsken simply answered the aforementioned questions that he had nothing to remark upon it, regarding the arrangements according to which the clearing and planting of the cinnamon lands was then managed, and that he did not think that this work could be managed better and on a different footing than that which was then maintained therein, for the rest referring to his aforementioned submitted petitions; and it thus appears that his Honor, at the passing of this resolution, which was adopted unanimously, spoke nothing of the granting of lands. Paragraph 85. But while by the addition, which is quoted above from his Honor's writing to the commissioners, also that I could not vote in favor of granting so many requested lands, and even much more by what appears in his Honor's report of 26 December 1787, that contrary to his sentiment, on 1 August 1786, he could not well vote in favor of granting the lands that were disposed of at that time as being too much to the prejudice of the Company, the blame is cast upon this Government, as if it on that occasion

occasion, would not have dutifully cared for the interests of the Company, we request to be permitted to occupy the attention of Your High Noble for a moment with this matter as well. Section 86. The repatriated Dessave De Cock had, during his administration, upon the request of various inhabitants to have a piece of land for cultivation, caused the requested lands to be inspected by ordinary committee members; and after the reports thereof had come in, and it had appeared to him therefrom that the lands could be alienated without disadvantage to the Company, he had given the petitioners a certificate signed by him stating that they might provisionally accept the requested lands: the low lands in order to pay the Company's tithe due after an expiration of three years, and the high lands in order to plant them for one third; and in which certificates many had been obligated to plant that third, which had to be planted on account of the Company, with cinnamon instead of with coconut trees, as is otherwise the custom. Section 87. In this same manner some certificates had also been granted by the Dessave Billing, although few, as he had then only just entered into the service of Dessave. Of these issued certificates he made an indication in his reports, mentioned in the aforesaid resolution of 1 August 1786, and in addition he requested for some further new applications made by various inhabitants to cultivate lands; for himself he also requested some lands on that same footing as they are ceded to various inhabitants, and it is on these reports. Section 88. We do not think that more precautions can be taken when granting lands than were taken in this resolution. It would be abusing the attention of Your High Noble to wish to demonstrate that here, for which reason we humbly request that Your High Noble may be pleased to take the trouble to inspect this resolution itself, which is transmitted among the appendices for the greater convenience of Your High Noble's deliberation. By comparing it with earlier resolutions passed on the granting of lands, Your High Noble will find that in the aforesaid resolution of 1 August 1786 even more than ordinary precautions were taken. In proof thereof, among others, can serve the resolution of 1 April 1777, which is also transmitted among the appendices, passed on a report made by our aforesaid resolution by the repatriated Dessave De Cock and by Commander Sluijsken himself, at that time being Captain of the Cinnamon, regarding many lands of the village Kiemboelapittie, which in this resolution is called a waste piece of land, and which lands were judged, by virtue of this report, to be able to be granted. Section 89. This village Kiemboelapittie lies in the Doenegahapattoe of the Alloetkoerkorl, and according to a certain report recorded in the resolution of 4 August 1758, was not only stated at that time to be a cinnamon-yielding village, but this village was even recorded in the aforesaid report as one of the best cinnamon-yielding villages. It thus appears from this resolution that Commander Sluijsken, who at the time this report was made was head of the Mahabadde, and therefore had a more than ordinary interest to prevent anything from being undertaken to the detriment of the cinnamon, was at that time, contrary to what now appears in several places in his writings, of the opinion that one could grant lands without prejudice to the Company, even in very cinnamon-rich villages. Section 90. Section 91. We do not note this here to censure it. We are, with the administration of that time, even very much of the opinion that it does not matter where the lands are situated, but whether they can be granted for cultivation without disadvantage to the Company. Such lands are found just as well in the villages that were reported in the aforesaid report of the year 1758 as rich in cinnamon, as in all other places; and there is therefore no reason why one should not cede the former as well as the latter to the inhabitants, whenever they request it, and whenever it appears that it can be done without detriment to the cinnamon. Section 92. Our intention in this matter is solely to point out that Commander Sluijsken has sought to cast blame upon this administration, not only very unjustly, but even against his own basic principles, as if it had failed in its duty toward the Company in the aforesaid resolution of 1 August. Section 93. We could add hereto many further remarks concerning several parts of his writings, which here and there are drawn up quite imperiously. Among others, we might, for instance with good reason, complain about the very strange manner in which Commander Sluijsken, as appears from the report of the commissioners Rijntous and Camlant, has sought to prove his indirect accusations, as if our arrangements and actions had interfered with the natural growth of

would be detrimental to the cinnamon, yet we wish to pass over this and many other things, which otherwise might well deserve specific indication, rather definitely, and leave the consideration thereof to the far wiser judgment of Your High Noble, from whom we may confidently hope that Your Honor will be so good, in the decisions to be taken thereon, as to take care that at least in the future the Government may remain free from such very far-reaching, disagreeable disturbances, of which we are not aware that there is any precedent on Ceylon. Although we cannot refrain from noting here with a word that, by the spreading of so many doubts about the proceedings for the promotion of the cinnamon culture, the service of the Company has not been advanced at all. § 94. The commissioners Reintous and Samlant state at the conclusion of their report that, for the interest of the Company, it would be most desirable that no more doubts were ever raised or written concerning the proper planting and further cultivation of the cinnamon produce, and we are very much of their opinion. § 95. The natives are fairly general in the suspicion that the present Commander of Galle, Sluijsken, is no great proponent of the planting of cinnamon and the clearing of the forests, nor of any other plantations, and these suspicions seem to gain more and more ground. § 96. How it has come to the ears of the natives that His Honor has submitted various writings against what was done for the promotion of the cinnamon culture, both under the administration of the late Governor Falck and since, is not at all a matter of dispute; but that it is fairly generally known among the natives, and that they seem to believe that these writings had found such great acceptance with Your High Noble that Your Honor had become disgusted with these proceedings, or at least had only faintly recommended their further progress, of that one does not seem to doubt. § 97. As long as the former Head Administrator Sluijsken was in a subordinate office, those matters had less influence on the minds of the public; but having been appointed Commander of Galle, all these tales received fresh nourishment, and among the common people it was spoken of as if the work on the plantations would soon be discontinued. § 98. Following upon this came the aforementioned commission, and although the Commander Sluijsken demonstrated nothing substantial thereby that could in any way serve as proof for the doubts spread in his writings concerning the utility of this work, everyone nonetheless had their mouths full of it again. § 99. This went so far that the first head of the cinnamon peelers, the Maha Vidane, and some other of the principal chiefs of the Chalias, found it necessary to make a report thereof, which is transmitted among the enclosures, upon which they were told on that occasion that the progress of the cinnamon work, which was to be continued on the footing maintained hitherto, was to the great satisfaction of Your High Noble, and that as proof thereof, the medals of honor and other marks of distinction promised to those who had distinguished themselves in this work were soon to be distributed. § 100. After the Matara disturbances were settled, it seemed as if some unrest was also to arise in the Galle Korale. The Governor therefore ordered the Captain of the Cinnamon to summon the aforementioned Maha Vidane of the Mahabadde, who at that time was near Negombo, and that we should send him to the Chalia villages in the Galle Korale, in order to prevent, through his presence, that any unrest might arise among the people of the Mahabadde. § 101. The Maha Vidane, arriving here, promised that he would seek to fulfill this order to the best of his ability, adding that not only was there still continuous murmuring among the people about the plantations, but that he also thought he must now give notice of a number of questionable conversations that were held quite openly among the Chalias of Welitara, Kosgoda, Madampe, and Raigam, and which might sometimes cause him not to be able to fulfill his received order as completely as he wished, because a sort of distrust seemed to have arisen from this between some chiefs, and even between a part of the people among themselves, depending on how each seemed minded and took an interest in these matters. § 102. He and the Mohottiar and first interpreter of the Mahabadde who was with him, then related what Your High Noble will find in a translated ola, which is also annexed hereto, and by these two chiefs and some other chiefs

Our aim in bringing these matters to Your High Excellencies' attention is to demonstrate that if Your High Excellencies wish that the cinnamon work and other lawful plantations be continued on the same footing as has been done hitherto, all of which matters have significantly declined due to the unrest that has existed in the Maturese Dissavony and also in a couple of korles of this Dissavony, and stand to do so even more if provision is not made therein, it is most urgently necessary that Your High Excellencies further recommend this work in the most emphatic manner, so that all doubts arising thereon may thereby be removed, which, the longer they persist, cannot but have an unfavorable influence upon it. Section 104. In conclusion of this, we only note here that whereas one Spittel, who for several years has been employed in the cinnamon work and other plantations, has answered to certain questions put to him by Commander Sluijsken on the occasion of the commission mentioned herein, in a manner that necessitated some clarification, we, upon the consideration appearing thereon in the report of the commissioners Rijntous and Samlant, had those questions further put to him by the Fiscal Vollenhove, and that whereas in the notes kept thereof everything was also not clearly enough elucidated, we had him further examined before two members of this assembly, whose report, together with further received documents, passes among the enclosures hereto. Section 105. The retired First Examiner Berghuijs has, in compliance with Your High Excellencies' order by very esteemed missive of August 3, 1789, submitted the report that passes among the enclosures, wherein he not only indicates the reason why, in the statement drawn up by him of the account of Colonels de Hugonet and de Bas and of Captain de Laro, the same was calculated up to the last of January 1788, but also further indicates how these officers must be debited and credited for the moneys that stand undivided in the account sent to us by the Senior Merchants of the Cost. Section 106. Said retired Examiner has also, pursuant to Your High Excellencies' order and in accordance with his aforesaid report, drawn up and delivered to us an amended account, wherein each of the aforesaid three officers is debited and credited for what concerns each, and we take the liberty of presenting this amended account to Your High Excellencies herewith. Section 107. Turning now to the continuation of the ordinary report of affairs since our last respectful letter of August 27, of which the duplicate passes among the enclosures, we have the honor to begin with the ships and vessels. Section 108. The State's frigates Zaphier and De Havick departed on August 28 from Trinconomaele for Paleacatta. The expense accounts of the provisions and supplies furnished to the same at Gale and Trinconomaele pass in copy among the enclosures, and we have received for the amount thereof from Captains Vaillant and Verheull bills of exchange in triplicate, drawn upon the Most Puissant Board of the Admiralty at Amsterdam, which we shall transmit to the Lords Majors in the Netherlands together with the copies of the aforesaid expense accounts; for some further provisions furnished to the said frigates at Trinconomaele, of which a copy of the trade account passes among the enclosures, payment was made directly there. Section 109. The further papers that we have received from the gentlemen of the Military Commission since the dispatch of our last respectful letter to Your High Excellencies now also pass among the enclosures, and we take the liberty, with respect to the resolutions we have taken on their proposals, to refer humbly to our secret letter that is dispatched alongside this. Section 110. The ship De Gouverneur Generaal Mossel arrived here in the roads on August 20 last, and we have designated the same for a voyage to Cochin to fetch a cargo of pepper for the return ships, but as it is still too early to go to Cochin, we, after the discharge of its cargo, sent it back on the 3rd of this month to the Poennecail roads, to remain lying there until the 28th, since it has business here, and the Master Attendant Andringa judged that on account of the change of the monsoon it will lie safer there than in so irregular a roadstead as that of Colombo. Section 111. According to the brief muster roll that accompanies the enclosures hereto, this ship sailed from Texel with 363 heads, and from Texel to the Cape of Good Hope had 23 dead; from the Cape it departed with 307 heads, of whom 2 died on the voyage, and consequently 305 heads arrived in the Ponnecail roads, among whom are the Junior Merchant Cornelis van Spel, Lieutenant Fredrik Willem von Drieberg, and another 83 recruits for the national troops. Section 112. The captain of this vessel, Christiaansz, has reported that on the voyage he discovered no shoals, currents, etc., unknown to the Company's sea charts and books, and that the provisions that were supplied for the voyage were all

The ship's and surgeon's journals of this vessel have been examined by specially appointed commissioners, and according to the reports received thereof and enclosed herewith, the ship's officers and the head surgeon have properly observed the orders. § 114. The consumption account and inventory of this vessel have been examined and settled here, and the report received thereof is inserted in our resolution of the 27th of September last, an extract of which accompanies the appendices hereto. And as your High Nobilities' resolution, whereby the salute and signal shots are determined at one-third of powder calculated to the weight of the caliber of the cannons, was passed on the 20th of January 1789, and it consequently appeared very possible to us that this resolution could not have become known to the Gentlemen Directors prior to the departure of the aforesaid ships so as to be able to enjoin compliance therewith upon the officers of these ships, we have therefore decided to authorize the inspector to guide himself, in examining the powder accounts of both these ships, by the orders that were observed here regarding this matter prior to the receipt of your repeatedly mentioned High Nobilities' resolution. The ship Neerlands welvaaren, with which this goes over, arrived in the Porto Novo roadstead on 25 August, and after the defect to its foremast was repaired and the same was provided with a fish, it departed from there on the 20th following and arrived here on 2 September. § 123. Upon further inspection held here, it was found that on the foremast and the foreyard of this vessel, some spots on the forward side are water-damaged, while the master shipwright and the shipwrights who performed this inspection, according to their report accompanying herewith in copy, judged that the same could be fished. § 124. We sent this ship to Gale on the 12th of this month, in order to take in there the goods that are in stock for Batavia, and subsequently to dispatch it thither at the earliest. Shipped therein from here are such goods as are listed in the bill of lading and the invoice, which goes over among the appendices, to which are also attached four invoices of the private linens mentioned in the aforesaid bill of lading. § 125. Crossing over thither with this ship is the bookkeeper Fredrik Hendrik Leembruggen. Upon his request to be allowed to do so while retaining his salary, we have, since he has not yet served out his bookkeeper's contract, set him back to f 24, being the salary he earned before his promotion to bookkeeper. § 126. Also going thither with this vessel is the gunner Jozeph Schurman, who came out on the ship De Gouverneur Generaal Mossel, and furthermore we have also, without expense to the Company, granted passage thither to 7 sailors of the private ship De Onderlingequaal, who remained behind here due to sickness, and of whom a nominal roll goes among the appendices. § 127. The ship Berkhout arrived here on 26 September, and we likewise sent it to Gale on the 28th following, in order to be unloaded there and put in condition for the home voyage. § 128. Of the Sumenep soldiers who were sent to us with this vessel, four soldiers died on the voyage, of whom a nominal roll goes among the appendices, from which it also appears that one soldier came under a wrong name. § 129. The ship De Leviathan arrived here on the 7th of this month, and after its cargo shall have been discharged here, we will likewise send the same to Gale, to be made ready for the home voyage. § 130. On 14 September last, the packet boat De Zeeuw arrived here, which was sent out from the Enkhuizen Chamber for this Government ter waarloo, and we take the liberty of presenting to Your High Honours herewith the copies of the letters that we received therewith. § 131. The findings of the delivered cargo of the ship Neerlandsch welvaaren are inserted in our resolution of the 11th of this month, of which we have the honour to present an extract to Your High Honours hereafter, and note therefrom by this that large shortages were found on the homeland provisions that were brought with this vessel, and that, in order to satisfy the orders, after deduction of the spared leakage, we charged the ship's officers for compensation, although all the cases and casks were delivered well-conditioned, and the stowage on board was also found in proper order, according to the report that was received thereof, and which goes over in copy among the appendices. Captain Smits has declared that these provisions were brought there with the ship De Eensgezindheid from the Netherlands, and that he received them unopened. § 132. The reports of the delivered cargoes of the remaining ships not yet having been received, we will have the honour of making a report thereof to Your High Honours at a following opportunity. § 133. Meanwhile we present to Your High Honours herewith a bill of lading received from the Zeeland Chamber of the ship De Juffrouw Johanna, for 69 feet of copper doits, which were sent out therewith for Ceylon, and were retained by Your High Honours. § 134. Concerning money matters, we have the honour to inform Your High Honours that we have granted to the captain of the ship Neerlandsch welvaaren, Jacob Smith, an assignment of 10680 ducatoons, to be paid there, whether in paper money or letters of credit, or else in such coin as Your High Honours shall see fit; and we take the liberty to present a memorial thereof among the appendices of this, with a humble request that this assignment may be honoured with payment. § 135. In relation to the charges and compensations, we take the liberty of presenting to Your High Honours in copy among the appendices of this the address mentioned in our respects of 27 January of this year, § 245, from the Colombo Master of Equipage Andringa, regarding the compensation imposed upon him by Your High Honours in your very honoured missives of 28 June and October 1789 for various equipage goods which he was said to have charged in excess to the ships De Leviathan and De Phenicir. § 136. Since the said Andringa himself acknowledges that he should not have provided a new sun tent to the Leviathan, and that a ten-inch cable rope was inadvertently issued in excess to the Bha...cier, we promptly had him satisfy the compensation imposed on him by Your High Nobilities for this; however, since these provisions were actually made, and the captains of the said ships signed for the receipt thereof, we cannot fail to submit for Your High Nobilities' consideration the request of the said Andringa that the said captains might be charged with the compensation thereof. Section 138. Likewise, compensation was made to the Company by the master of the smithy for the hoop iron mentioned in this address, which was charged by him in excess to the Phanecier. Section 139. Regarding the tar charged for tarring the bolt-ropes of the sails made for the ship the Leviathan, the chief administrator, in a report that is also enclosed herewith in copy, consistent with the statement of the Master of the Equippage Andringa, stated that the bolt-ropes delivered here are all white or untarred bolt-ropes, and that for this reason whatever part of them is used for the making of sails is always tarred here, and the tar used for this purpose is written off against the sails; wherefore we take the liberty humbly to request Your High Nobilities that the said Master of the Equippage may be favorably excused from the compensation imposed on him in this regard. And since the aforesaid order to remit the insolvent estates of European servants who were engaged in service in the Netherlands to Batavia, to be sent to the Chamber of Insolvent Estates in Amsterdam for decision, is very oppressive and disadvantageous to the local inhabitants, not only because they have to wait a long time for their money, but also because most have neither the means nor the opportunity to pursue their claims in Europe, whereby they lose all hope of ever recovering their money, we further take the liberty most respectfully to submit to Your High Nobilities whether you might not be pleased to leave the disposal over such insolvent estates to the Courts of Justice in this Government whenever the claims of the creditors in this country amount to more than those of the claimants who are in Europe. Regarding the servants in this Government, the Gentlemen Commissioners of Their High Mightinesses for the inspection of military affairs at the establishments of the Company, in their observations on the national troops, determined the salary of the staff officers on Ceylon, and, in accordance with their intention and pursuant to the orders received from the Gentlemen Major-Directors by honored missive of the 5th of February 1789, we appointed to majors in the infantry on the 2nd of September last: b. The Captain and Commandant of the Militia at Jaffenapatnam, Beret Franckena. b. The Captain Commandant at Oostende, Johan George Fornbauer. a. The Captain and Commandant of the Militia at Gale, Johan Lodewijk Scheeden. Section 143. On the 3rd of September, we further appointed as Major of the Infantry in the garrison at Colombo the Major of the Regiment de Meuron, George de Morack, after the colonel of the aforesaid regiment was first spoken to about this and had testified to having no objection to it, and after the aforesaid Major Morack had also testified to being inclined to transfer to the Company as Major. We hope that Your Right Honourables will approve this our arrangement, and we take the liberty hereby humbly to propose the aforementioned senior officers to Your High Honourables for confirmation, their petitions received to that end being transmitted herewith among the appendices. Section 146. Among the qualified servants of this Government, there have passed away: the Colonel and Chief of the Ceylon militia, Johan Philip Christiaan Tilenius; the Preacher in the Sinhalese congregation, Henrikus Philipsz; the Under-Merchant out of employ, Hendrik Martheze; and the chief surgeon of Jaffnapatnam, Christiaan Kappelhof. Section 147. Because, according to the intention of the aforementioned Their High Mightinesses Commissioners, upon a vacancy occurring in the post of Chief of the Militia in this government, the filling thereof must be referred to the Lords Majors in the Netherlands, and command in the meantime be assigned ad interim to the senior staff officer, we have summoned Lieutenant Colonel Diederich Carl van Drieberg from Trincomalee, so that, until the receipt of the disposition of Their Right Honorable Worships, he may hold command over the Ceylon Militia ad interim. Upon his arrival at Colombo, we shall grant him the rank of senior colonel in this Government for as long as he fills this post, during which time we have appointed ad interim as Chief of Trincomalee, subject to Your High Honourables' approval, the abovementioned Major Johan George Fornbauer. Section 148. Colonel de Meuron has represented to us that, in consideration of the fact that the emoluments of the Captain-Lieutenants and the subaltern officers, according to the 18th Article of the Capitulation, have been made equal to the emoluments of the national officers of the same ranks, just as we communicated to Your High Honourables in our respectful letter of August 27, the emoluments of the Captains of the regiment might also be made equal to those of the national Captains, who, with the 27 rixdollars which they received monthly according to an old arrangement for nine free-laborers, had 11 rixdollars per month more than the Captains of the aforementioned regiment; however, we did not consent thereto, on the grounds that it is the intention of the Gentlemen of the Military Commission that the national officers shall be equal in allowances to those of the Regiment de Meuron, as has also already been introduced. Section 149. We have, at their request and upon the expiration of their term, permitted the chief surgeon of the Dutch hospital here, Barend Aleman, and Ensign Daniel Ertman Kool, to return to the Netherlands, retaining their quality and pay. Section 150. In place of the aforementioned Aleman, we have appointed the Surgeon-Major Godfried Knaus, with his earned pay of 60 florins, as chief surgeon of the Dutch Hospital here, and in his place promoted the city chief surgeon Frans Wolkers to Surgeon-Major, with the pay attached thereto of 50 florins per month; as city chief surgeon we have appointed the Surgeon Jacobus Lourensz, and granted him the pay of 36 florins per month determined by the regulation. Section 151. In place of the aforementioned Kappelhoff, we have appointed as chief surgeon of the Dutch hospital at Jaffnapatnam the city Surgeon there, Arnoldus Kellens, and granted him the pay of [illegible] determined by regulation. Section 152. By the Chief of Negombo, Daniel Ditlof Count van Ranzow, there was presented to us the Petition addressed to Your High Honourables, which is transmitted among the appendices, and we take the liberty to support with our humble recommendation his request made therein to Your High Honourables for a further proposal to the Lords Majors to obtain the quality and pay of Merchant. Section 153. The bookkeeper and secretary of the Orphan Chamber here, Jan Agaton Hendrik Zilles, has most urgently requested of us, in consideration that he has already been a bookkeeper since January 21, that he might be favored with the title and rank of Under-Merchant; and as he has already served the Company for 33 years, is of very proper conduct, and moreover holds an office without expense to the Company, we take all the more liberty to bring this his request to the attention of Your High Honourables, and likewise to support the same with our humble recommendation. the six years, an extract of which is included among the annexes, there was presented to us the request of the aforementioned Nagel to be compensated for the expenses which he, during the expedition to the Wannij, to advance the Company's interest, had been obliged to incur from his own purse, and which are more fully set forth in a petition inserted in the aforementioned Jaffna resolution. The aforementioned Nagel had made this same request repeatedly in earlier years, and abundantly reiterated the same in his letter of 28 February 1788, and it was to compensate him in this regard that we, pursuant to the resolution of 8 August 1788, in our respectful letter of 17 October thereafter, p. 116, proposed to Your High Mightinesses that the allowance allocated to him from the Wannij nelij dues might be granted since the time he entered into the administration of the Wannij. We have therefore, upon the aforementioned proposal of the Jaffna officials, by our resolution of 1 June last, an extract of which accompanies the annexes hereto, resolved most humbly to propose to Your High Mightinesses, as we take the liberty of doing hereby, that compensation may be granted to Captain Landregent Nagel for the extraordinary expenses indicated by him, either by paying the entire sum of 1446.-.- rds. which he specifies in his petition in cash, or should Your High Mightinesses see fit to return the horses in kind and have the harnesses repaired at the Company's expense, in which case no more than 726.-.- rds. will remain to be reimbursed in cash. § 155. We have the honor to transmit herewith to Your High Mightinesses, in a separate register, the requested statement of the incomes of the servants, taking the liberty, with respect to the arrangements that in our view could be introduced concerning the incomes of the principal among them, to let our humble considerations follow here, as to whether it might perhaps serve to somewhat facilitate the deliberations of Your High Mightinesses. § 156. The income of the Governor has over five years, on average, amounted to 22044 rds., besides salary and board allowances, and besides the Dispensary villages, the approximate annual value of which has already been stated in the letter of 18 May 1785. § 157. The revenue from the areca constitutes the largest item thereof, and this revenue can in time increase considerably. It is even very likely that this will happen. In the last year, together with the other revenues of the Governor, it amounted to more than 32000 rds. § 158. The Governor therefore takes the liberty to submit for the consideration of Your High Mightinesses whether it would not be better that the income of the Governor be fixed by Your High Mightinesses at a set sum of, for example, 25000 rds. per year, including therein the gratuity that the Governor enjoys, along with various servants, from the Alfandigo lease and a toll on the areca; with the understanding that when the revenues mentioned in the account amount to this much or more, and that if they amount to less, he will have to be satisfied with whatever has been received therefrom. § 159. In a special ledger that could be kept for that purpose, these revenues could be recorded. In this ledger could also be included the revenues of the Governor's Dispensary villages, which according to this arrangement, along with the other lands of the Colombo Disavany, ought to be administered by the Disava himself. § 160. On 15000 rds. a Governor can maintain a decent living, and this he also needs in order to live in accordance with the dignity of his office. If, therefore, Your High Mightinesses would be pleased to permit that the remaining 10000 rds., or as much less as the revenues according to the records to be kept might amount to, could be received in Europe, that would be all the more agreeable. § 161. It would be an additional favor if Your High Mightinesses would thereby be pleased to allow the Governor to retain the 2000.- guilders in provisions and other necessities from the warehouses, allocated to the Governors by the secret Memorandum on Retrenchment. § 162. The Company will probably find it to its advantage. The revenues from the areca will, on average, most likely be able to cover that alone, all the more so as the demand for it seems to be increasing more and more, so that the buyout prices might perhaps be raised somewhat in proportion, which has not been done by the Governor so as not to give cause for reflections that can have no place when these things are done for the account of the Company. § 163. The income of a commander of Jaffnapatnam amounts, calculated on an average from one year to another, according to the statement provided by commander Raket, including salary and board, to 6115 rixdollars 34 stuivers, and after deducting the same, to 5076 rixdollars -. The income of a commander of Galle amounts, calculated on an average from one year to another, according to a statement provided by the former commander Kraijenhoff, including salary and board, to 7112 rixdollars 46 stuivers, and after deducting the same, to 6470 rixdollars 46 stuivers. Among these are two items which would be most properly omitted from this calculation, namely the 11th item of 150 rixdollars for fish, which according to an old custom is supplied to the commanders, and the 12th item for provisions from the country, which according to the accounting are calculated at 172 rixdollars 12 stuivers, which arrangement we shall abolish because it frequently gives occasion to small embezzlements by those who must supply these provisions according to an old custom. The income of both commanders, excluding salary and board, might, with the favorable approval of Your High Excellencies, well be set for each at 7000 rixdollars, if the following arrangement, which we take the liberty to propose to Your High Excellencies, is sufficient for that purpose, and if it can consequently take place without damage to the Company. Otherwise, for each as much less as there is a shortfall. Section 167. The income of the commanders mentioned in their statements could, in Jaffna and in Galle, just as the income of the Governor is entered here in Colombo in a special ledger, be recorded. After the closing thereof, the amount could be credited to Colombo, to be entered with the income of the Governor booked here in Colombo. Section 168. When all this income, after deducting the 25000 rixdollars which the Governor ought to receive beforehand from that which is booked for the income in Colombo, amounts to that much, 7000 rixdollars could be disbursed therefrom, with the pleasure of Your High Excellencies, to each commander; if it is less, they would have to be satisfied with that. Each commander could then enjoy the income of his commandery, and they could then share together in the surplus of the income booked for the account of the Governor if there is an excess. Section 170. If Your High Excellencies would now be pleased to permit that each commander, instead of rations from the warehouse, may annually enjoy provisions and other necessities to the value of 400 guilders, and that, if they so choose, they may receive one or even two thousand rixdollars of their income annually in the Netherlands, that would be an additional favor. Section 169. If, on the other hand, the booked income of the Governor and both commanders is greater than is necessary to pay the aforesaid emoluments together amounting to 39000 rixdollars therefrom, the remainder could be booked separately as a surplus. Section 171. The income of the Chief Administrator amounts, according to the statement of the present commander of Galle, Sluijsken, calculated on an average from one year to another, including salary and board, to 2348 rixdollars, and after deducting the same, to 1918 rixdollars. This is certainly too little for a Chief Administrator to live decently, and this income might well be raised for him to 4000 rixdollars. Section 172. In proportion as more linens are sold, the two-thirds of the 5 percent imposed upon them can still substantially increase that income. The remainder up to 4000 rixdollars could, with the pleasure of Your High Excellencies, be taken from that which is booked for the received emoluments for the Governor and both commanders, as soon as that much is left over. Section 173. In order to calculate this, the details of all the income of the Chief Administrator mentioned in his report ought also to be submitted annually item by item, to be entered in the aforesaid ledger or separate account. Section 174. If the income of the Chief Administrator mentioned in his report should in time run higher than 4000 rixdollars, as could well happen, the Chief Administrator ought to continue enjoying it up to 4500 rixdollars or even 5000 rixdollars. The remainder should likewise be booked with the surplus spoken of here above. Section 175. The Dissave of Colombo has, according to the statement provided by him, including salary and board, on an average from one year to another, 3652 rixdollars 28 stuivers -, and after deducting the same, 3227 rixdollars 40 stuivers -. He has, as the Dissave Fretz points out in his report, to incur many expenses which for decency's sake cannot be neglected. In addition, he, like all other district governors, has lost considerably by the abolition of the pareses. Section 176. October 1788. § 177. This supplement, however, should in no case be permitted to run higher than rd:s 1772. 8., being as much as is lacking from the now-reported income to the sum of rd:s 3227. 40 to make up the aforementioned sum of rd:s 5000. — If the income of the Dessave reported in his account, as might happen in time, should on the contrary run higher than rd:s 5000., we might well allow him to continue enjoying it until it reaches rd:s 5500. The rest ought to be collected as surplus. § 178. The Dessave of Jaffanapatnam enjoys, according to a report from Dessave Schreuder, salary and board money included therein, rd:s 3969. 24. —, and after deduction thereof rd:s 3544. 36. —. But a Dessave of Jaffna also has many expenses, and if he is to live in any way respectably and in accordance with the prestige of his office, he ought to have at least rd:s 4500. —. —. And since his supervision over the oeliammers, to ensure that they come to work properly and that those who do not come pay the fine, can contribute very much to the promotion thereof, a Dessave of Jaffna might well be permitted to enjoy the supplement to his income up to rd:s 4500: — from the fine monies coming in from the oeliammers who do not work; on the understanding that this supplement also shall in no case run higher than the sum lacking between the reported income amounting to rd:s 3544. 36. — up to rd:s 4500., being rd:s 955: 12. To calculate this, the Dessave of Jaffna ought also to report his income annually to be entered in the separate booklet. § 180. If the income of the Dessave reported in his account, as might happen in time, should on the contrary run higher than rd:s 4500. —., he might well be permitted to continue enjoying it until it reaches rd:s 5000. The rest ought to be entered as surplus. § 181. The Dessave of Mature, according to the report made by him, has an average annual income as Dessave of rd:s 3229. 29. ¼. In addition, he has also given a report of his income as Warehouse Master in the year 1788/9. But the spillage calculated therein is too uncertain to rely upon. To be nearly equal with the Dessave of Jaffnapatnam, he would thus fall short by more than 1200. rd:s. If, therefore, the Dessave of Mature also reported his entire income annually to be entered in Galle in the booklet kept expressly for that purpose, the aforementioned 1200 rd:s might well be taken from the revenues of the Grewaij, to which in particular the zeal and diligence of the Dessave can contribute very much, provided that this supplement likewise shall in no case be permitted to run higher than rd:s 1200. If these revenues reported to the Dessave in his account, as might happen in time, should on the contrary run higher than rd:s 4500., we might well allow him to continue enjoying them until they reach rd:s 5000. The rest ought to be collected into the surplus. § 182. The present chief, Lieutenant Colonel von Drieberg, has not been able to report with certainty the income of the Chief at Trinconomaele; as far as was known to him, it amounts, according to an extract from a Trinconomaele letter of 10. March 1790, salary and board money included therein, to rd:s 2462. 36., or after deduction thereof to rd:s 2191. 36. —. § 183. If all the income of the Chief at Trinconomaele were likewise reported by him annually and entered separately, the table money of 1500 rd:s included therein, it would not be too much if Your Right Honourable would be pleased to permit that he may continue to enjoy everything until it amounts altogether to 3000. rd:s. Running higher, the table money ought to be reduced accordingly, and even running higher than that amount it should be entirely abolished, and even the excess above that ought likewise to go to the surplus. § 184. The Fiscal of Colombo, according to the report made by him, salary and board money also included, has an income of rd:s 4704. 31. ¼., and after deduction thereof rd:s 4421. 7. ¼. For expenses, he calculates that rd:s 400. should be deducted from this, and thus well over rd:s 4000. remains. As long as the income does not exceed 4500 rd:s, the Fiscal might well continue to enjoy the same; but running higher, the excess ought also to be collected into the surplus. In order to know this, the Fiscal ought therefore also to report the amount of the items calculated in the list of his income, to be likewise entered. § 185. The Galle Equipage Master Aams has reported for his income, as far as it is known to date, excluding salary and board money from 15 December 1789 to August last, and thus for 8 and a half months, 235 rixdollars. With regard to him, the same arrangement might well take place as was proposed above regarding the Colombo Equipage Master, provided that the Galle Equipage Master likewise reports his income, so that it may be entered into the booklet. Section 197. The Captain of the Cinnamon has reported 500 rixdollars for his income, excluding salary and board money. This is an office in the proper performance of which the Company has the most exceptional interest. For him, there used to be a bonus attached to this office, but that was withdrawn many years ago, and there might well be granted to this office in place of it a supplement so large that together with the aforementioned income it amounts to a sum of 3500 rixdollars when the delivered cinnamon for a year amounts to 6000 bales, and otherwise in proportion thereto, to be taken from the surplus, if there is so much surplus. If it does not amount to so much, the Company might even supply the difference, in order to properly support an employee on whose service so much depends for Your Honors. A Captain of the Cinnamon is in the countryside for a large part of the year, and especially there he must live with a kind of distinction for the respect of his subordinates; according to an old custom, he must even give a small present now and then as encouragement to those who behave well, which, because these things recur frequently, amounts to quite a bit in a year. If the reported income, which ought also to be reported annually by the Chief in order to be entered into the booklet of income, should amount to more, the remainder ought to go to the benefit of the surplus. Upon a change of Chief, the amount of his income could be fixed at 3000 rixdollars, and whatever amounts to more than that, to the benefit of the surplus. Section 199. The Chief of Mannar, Ebell, has likewise not calculated his income into a single sum. The items mentioned in his report seem to be calculable at between 1100 and 1200 rixdollars, excluding salary and board money.
