His said Majesty would therefore gladly see that they be granted letters of recommendation containing an order to all Governors and servants of the Dutch Establishments where those persons might arrive, to render them all conveniences, protection, and assistance. Thus Their High Mightinesses have hereupon approved that we should order all Governors and servants of Establishments where foreign ships, outside of distress at sea, are customary to be admitted, to render to the aforesaid five persons, in the purpose of their journey, all conveniences which can in any way be compatible with the Company's interest; provided, however, that the aforesaid persons on behalf of His Imperial Majesty (as has been agreed to by the same) were strictly ordered to observe on their part all circumspection and discretion, and to conduct themselves according to the regulations in place at the Company's various Establishments; and provided the aforesaid persons were furthermore recommended not to occupy themselves during their stay there with any other matters than those having their studies as their subject. And it is for that reason that we, as authorized thereto by the assembly of the Gentlemen Seventeen, have deemed it necessary to inform you of that intention of Their High Mightinesses, and to order you to act accordingly; you shall have to make the necessary communication to the outer Offices where such shall be necessary, while the Cape ministers have been directly ordered by us on this subject. In the meantime, however, some shipments of areca nut have been brought here by private individuals, and even recently with the Portuguese ship Brioso on account of some servants in your government, without any notice having been given to us on behalf of the Company, the invoice received thereof being signed nevertheless by the former Tuticorin resident Mekern and the secretary of police Billing. Although we have allowed such shipments to pass for this time, we nevertheless desire that henceforth this shall no longer take place with foreign vessels, but with Company ships or those of private individuals sailing under its flag, and then not without your prior knowledge, in accordance with our repeated orders. We must remark once again that the amount of fortification expenses is an unbearable burden, and thus one may well ask when you will finally be done with all that fortifying. Resumed, and having been produced to the table by the Lord Governor-General, a report from the head of the General Pay Office, Arnoldus Constantijn Mom, wherein he shows in his capacity as Curator ad lites: That his predecessors in that office, for about thirty years, over and above the salary determined by resolution of this government dated 20 March 1766, had additionally charged to the estates that came under their administration six, twelve, and sometimes even thirty rix-dollars for attendance fees of the commissioners who assist in inventorying and auctioning the goods, as well as one or even three rix-dollars, according to whether the estates had been large and could bear it, for table, canvas, and sealing-wax. That they had also drawn 3½ percent on the immovable property at the expense of the buyers, besides the 2½ percent granted to the Curator ad lites at the expense of the estates by the above-mentioned resolution, and had on their own authority given to the clerks the empty wine crates and beer casks found in the estates. That from the assumption of his present function, he had followed that example in the confidence that it was based upon a special permission or order of this government, and he had been all the more reassured in this because the said practice, whether in the Netherlands or here, had never met with any objection, notwithstanding the fact that the books of the Curator ad lites had been examined annually from the year 1765 until the present day. Yet that, since it had recently come to his attention by chance that, by resolution of this board dated 21 January 1735, an order was issued for the respective Curators ad lites at the outer offices not to charge the estates with anything other than the customary salary, apart from the coolie wages; And by that of 29 December 1765, that the then Curator ad lites Thomas Fredrik Wannemaker was authorized to bring to account 2½ percent of monies from which he had enjoyed nothing, either on account of auction salary or otherwise, he therefore found himself uneasy with the prescribed custom, although he presumed that the continuation thereof rested upon grounds of equity. That, however, his small salary, amounting to five percent of the auctioned movable goods and 2½ percent, in division with the innkeeper of the city or gentlemen's lodging, of the immovable property, was scarcely sufficient to make good the annual bankruptcies arising from the auctions. That he was nonetheless obliged to salary his auctioneer and the clerks, as having nothing besides their wages and board allowance; That he might thus consider all trouble and care in favor of the estates to be done for nothing, and was obliged, if he wished to allocate something to his commissioners, to pay them out of his private purse, as well as to bear the expenses of table, canvas, and sealing-wax. That although the servants of the Orphan and Estate Masters, under the salary list of 3 May 1763, were allotted no more than 3½ and 4½ percent respectively of the movable, and 3½ percent of the immovable property as auction salary, it might nevertheless also be taken into consideration that in particular the Secretary of the Orphan Masters may enjoy one rix-dollar for every sheet of the inventories, and the commissioners find a living in the assessment of 2½ percent over the whole estates. That according to the above-mentioned salary list, the sequestrators, together with the bailiffs or messengers, even enjoyed from the insolvent estates five percent of the auctioned movable and 3½ percent of the immovable property, and apart from this, the attendance fees for the commissioners also had to be paid from such estates. That the city auctioneers, merely for auctioning, without troubling themselves with the sorting of the goods they sell, were placed on an equal footing in salary with the Curator ad lites. And he furthermore requested that this government, for the alleged reasons, would be pleased not only to overlook the aforesaid practice, wherein he declared that he had proceeded in good faith after the example of his predecessors and without the least intention to prejudice the estates, but also, for the prevention of all unlawful grievances, to make a fixed regulation or salary list for the Curator ad lites, after a draft thereof presented with his report. Thus, having deliberated upon the matter, it was approved and understood to overlook the unauthorized practices pointed out by the reporter, for the reasons given thereof, and to decree for the future as a permanent order that the Curators ad lites, both here at the main office and at the respective outer offices, shall henceforth be permitted to charge to the estates of the Company's deceased servants that come under their administration, the following, namely: For the Curator ad lites, the five percent salary allotted to him by resolution of this board dated 20 March 1766 out of all proceeds of the movable goods sold by him, and 2½ percent of monies that he merely receives, whether from the sequestrators or from the skippers and bookkeepers of the ships, as well as just as much of the cash and incoming favorable outstanding debts found in the estates, which he must transfer into the Company's treasury and account for. could also serve for their further clarification and elucidation regarding the period of letting three months' pay stand, which could not yet be understood by them over there. That having on this occasion carefully and accurately examined the aforementioned Circular order of this government of 20 Iuni 1783, he had among other things also encountered therein the word withdrawing of accounts etc. That he felt obliged to present some reflections regarding this to prevent disadvantageous consequences into which the pay officials at the outer offices might fall through the withdrawing of accounts without qualification. That by the word withdrawing of pay accounts, at the pay offices in general and by the pay officials in particular, was specifically understood an annulment of the previous orders found in the resolutions of this government dated 26 Iunij 1652 and 24 Iuni 1696, wherein, with the exclusion of those who married in the Indies or whose pay is encumbered with attachments, the carrying forward of credit balances is prohibited, so that all credit balances without any exception could and might be carried forward, and the withdrawal of the same is thereby canceled. That regarding the first engagement of the servants, within which their pay account was not permitted to be withdrawn, this was evident from repeated instructions of the lords masters by letters dated 14 Maart 1787 and 12 April 1755, together with the resolutions iteratively taken on that foundation by this government of 12 December 1737, 29 Augustus 1739, 24 December 1743, 5 Maart Ao 1754, and 2 Maart 1756, according to which the arbitrary withdrawal of pay accounts could not take place, but had to be made specifically applicable to the carrying forward of credit balances; That thus, as long as the aforementioned orders shall stand without any alterations, as had already occurred in several cases, the arbitrary withdrawal of accounts would take place, because everyone is served thereby, and the majority of pay officials being very ignorant in the work, without further examination of previous orders, would strictly confine themselves to the literal meaning of that word withdrawing, whereby many abuses and disadvantageous consequences were bound to result. That also the carrying forward and withdrawal of credit balances of accounts that are encumbered with allotments could no longer take place at the outer offices, because of the absence of the pay extracts and subsequent accounts, while all too often very gross errors had been committed in that regard. That the withdrawal of the pay accounts at the outer offices could therefore be granted only with great difficulty, without seeing the head office Batavia exposed in time to consequences, while the formal withdrawal of pay accounts was the responsibility of only the head office here. That nonetheless, for the accommodation of the needy servants at the outer offices, for the prevention of many gross abuses, and to counter unlawful and repeatedly prohibited treatments, regarding letting the three months' pay stand, and with respect to the withdrawing of accounts at the outer offices, the aforementioned order could be altered in this manner: that the outstanding balances of previous closed accounts of persons remaining under one and the same government, directorship, or command upon transfer, may not be withdrawn before the expiration of the first engagement, but may indeed be carried forward, provided it is ensured that in such cases the necessary notes are made before the dispatch of the books in which the accounts are closed, and that the allotments according to old custom, under penalty of compensation, are properly withheld in conformity with the ancient usage and Circular order of this government of 9 Augustus Ao 1781, and that upon the slightest doubt regarding the withheld allotment, information must be requested from this principal place; thus, this having been deliberated upon, it was approved and resolved to send a copy of that report to Banda, for the elucidation of the ministers and the pay officials there. All the same must be addressed to the Amsterdam Chamber and, as far as possible, be sent with ships destined for that Chamber; however, when at such a time no ships are returning for that Chamber, the chests with letters shall be sent with ships consigned to other Chambers. However, the chests and cases with letters shall always be addressed to the Directors of the Amsterdam Chamber; with the addition on the address of the letters P: R: denoting private letters, it being well understood That all the letters belonging in the province of Zeeland shall be placed in a separate chest or packet and addressed to the Directors of the Zeeland Chamber, with the same annotation on the address. But in order to prevent this, and at the same time to arouse among the Company seafaring personnel in this country that emulation which is apparently intended by the Lords Masters through the promotion of the ranks of the respective ship officers now arriving, the undersigned very humbly requests Your High Excellencies that at least the bulk of the Company old seafaring personnel currently still in these Indies may be honored with the same gratifications or an increase in their respective quality, as those which the now arriving ship officers actually come to enjoy. Wherewith he further has the honor to be and remain with deep respect, stood below, High Noble, Highly Esteemed, and Honorable Martial Gentlemen, lower, Your High Excellencies' very humble and obedient servant, was signed, C. Item Kandyan Court Orphans during the war were negotiated at six percent interest, we refer to the remarks previously made by us in that regard, and principally to what was written in the letter of 10 December 1784, that we would rather have seen the employment of the said accepted sums toward the repayment of liquid debts on Coromandel, which the Company there would sometimes have to restore with 9 and 12 percent interest. However, since this institution, being still in its infancy, causes considerable expenses, which cannot in all fairness be desired to be borne alone by the founder of this seminary, in addition to so many expenditures already made, and the high government remains convinced that the civilized portion of the inhabitants of the Netherlands overseas territories will fully realize the importance which every right-minded person ought to place on the prosperity of this salutary foundation, as its purpose is not only to train those of the Dutch and Indian youth, for whom there otherwise was no opportunity to enjoy such education, in those skills which can make them useful members of society, but also by that means to expand seafaring from the very soil of this country itself, and to give it a more advantageous standing, while at the same time the capacity for defense and protection stands to gain an improvement thereby to which no one can be indifferent, and regarding which it is thus trusted that no one will withdraw or refuse to cooperate, since the support and maintenance of objectives such as these specifically tend toward the promotion of the general welfare, to which their own prosperity in particular is also so closely tied; thus it was approved and resolved in the Council of India on 26 July past to invite and encourage the community of this capital to make an annual contribution of four ducats or even more at their pleasure, and according to their means, in order to serve for the maintenance, preservation, and promotion of the aforesaid Naval School on Java, and likewise to demand the same from the ministers at the respective outer trading posts, with orders to send annually the list of the members who are willing to contribute to the support of this salutary institute, together with the monies received therefrom, to the Extraordinary Councilors Hendrik van Stockum and Adriaan Boesses, as commissioners, who have been pleased to charge themselves with the receipt and remittance thereof to Java. As the Lords and Masters recently informed us that on the Bengal, Coromandel, and Ceylon ships most of the chests of the deck officers and craftsmen were unnumbered, we recommend that you ensure greater accuracy in this regard in the future, in order to prevent the displeasure of the Lords Majors. Yet we recommend for the future a more exact observance of the order not to encumber the wages of the Company's servants with seizures for more than half, as took place in this instance at Gale. ...sent hither, provided of no other than Ceylon linens...
