must be known, and it is for this reason that we have addressed ourselves to the Agent of the Nabab at Tirnevelli, Mr. James Buchanan, presenting to him the state of the dispute and requesting from him an attestation of the prices at which the specie are usually issued; and he has sent us a memorial, which we have the honor to present here in the original to Your Right Honorable. From this memorial it appears most clearly that the pagoda does not circulate here on the coast for 90 Indian stuivers, or to put it in other words, that the division of a pagoda into ninety parts has no place here whatsoever and is utterly unknown; but that it has a currency proportional to all other coin species, and that therefore, when a ducaton is given an Indian value of eighty stuivers, and one also wishes to assign an Indian value to a Company's pagoda, the Indian value that belongs to the pagoda must stand in an equal proportion to the real, or as we are accustomed to say, to the Dutch value of each of these species. Following this very natural rule, from which one cannot deviate without deliberately erring, if the Indian value that the Company sees fit to assign to its coin species is to mean anything of substance, especially in a country where we do not hold command over the exchange rate of the coin species, it appears from the aforementioned memorial that when a ducaton is calculated to be worth eighty stuivers Indian, the Company's pagoda, according to that same rule and in the same proportion, is worth almost 100 1/3 Indian stuivers, whereby, as we take it, the proposition that a pagoda circulates for ninety Indian stuivers is entirely overthrown, and likewise all the calculations made thereon by those who differ from us in the calculation of the coin species fall away of their own accord. Furthermore, it appears from this that at present the coin species, according to an average calculation over the last three years, stand relative to one another as follows, calculating the difference between the Company's over the Porto Novo pagoda at the average price of five percent: 18 19/100 Holland ducats at 24 1/32 Company's pagodas 18 19/100 ducatons at 14 1/32 Company's pagodas 18 13/88 Surat rupees at 5 2/32 Company's pagodas 18 1/300 Ceylon rupees at 5 1/32 Company's pagodas 18 1/800 Dutch guilders at 4 3/32 Company's pagodas 18 1/130 Spanish dollars at 1 13/32 Company's pagodas Against this, the coin species were issued by us as follows, namely: 18 19/100 Holland ducats for 23 3/2 Company's pagodas 18 1/180 ducatons for 14 7/8 Company's pagodas 18 19/1358 Surat rupees for 3 13/34 Company's pagodas 18 19/1808 Ceylon rupees for 5 2/32 Company's pagodas 10 9/40 Dutch guilders for 4 1/2 Company's pagodas 18 19/1300 Spanish dollars for 11 13/16 Company's pagodas Furthermore, we hereby present to Your Right Honorable three extracts from the letters written from the Residencies to Tutukorijn, namely one from Ponnekail dated 8 September 1786, one from Cape Comorin dated 10 September 1786, and one from Ponnekail dated 10 September 1786, in which Your Right Honorable will see that the merchants complained that they suffered losses in issuing rupees and guilders, with the request to be allowed to receive pagodas instead. And this complaint was in truth well-founded, for although they had received 83 guilders for 20 pagodas according to the Dutch value, they could nonetheless not exchange 83 guilders for 20 pagodas, because the Company's pagoda stood extraordinarily high at that time. We hope that these further representations and proofs will be found satisfactory and will free us from further accountability in the matter of the coin species; but if we should, contrary to our expectation, be mistaken in this, we humbly request Your Right Honorable to propose to the Honorable High Indian Government that a commission from Batavia or Ceylon may be sent to this coast to investigate whether the coin species have been properly or improperly calculated and issued by us. Tinevelly November 1790 to the Batavia Government they will find on making the actual experiments, that although they may approve of other terms laid before them of passing their coin in this country, their orders to that purpose cannot be effected. And, Sir, as the above coins are by no means in demand here in any proportion to Pagodas, which are chiefly remitted on account of His Highness the Nabob's revenues from Tinnevelly to Madras, I think you have much credit in being able to pass such coins to so much advantage. It may not be unnecessary for me to observe also, that it is at any time in the power of the Nabob's land regent to lower the value of the current coin in some degree, which was frequently practised, and it is actually done at this time by the English Company's Collector. If any doubts should otherwise arise regarding the principles upon which my calculation is founded, I am ready to clarify them and, if necessary, to write a complete treatise, if the subject is otherwise judged to be of so much importance with respect to me. Explanation and calculation of a powder mill with stone cylinders. When on 1 July 1788 I had the honor of submitting to the Right Honorable Lord Governor the report that accompanied the drawing of the newly designed powder mill, I thought it sufficient to rely on a single and rather convincing argument, which consists in the fact that, because the stone cylinders are the same ones that have already served in the French powder mill, they will also be able to be moved in the new mill by an equivalent force. I was all the more justified in drawing this conclusion by analogy or by addition, because the proposed mill, consisting of fewer gears, is also subject to less friction, namely in the ratio of 3 to 3/10. Besides this, I was hesitant to present mechanical calculations, which to experts may be superfluous and to others nothing but tedious. Now that it is demanded of me by the gentlemen assessors, all objections fall away. Nevertheless, I am forced to make the humbling confession that my mathematics is rather limited. The stone cylinders that will serve in the new mill were sent from Europe, and each weighs approximately 3200 pounds. The most advantageous speed of the same lies within the limits of five to seven revolutions in one minute. A mechanician cannot calculate variable quantities; therefore I have restricted myself to arranging everything on the mill so that the cylinders will make five revolutions in one minute, on the condition that not all the power that can be applied to the machine will be expended on this. In the mill without gearwork, the cylinders were of wood covered with copper and weighted with lead, so that each weighed around 1800 pounds. The animal pulling on a lever of 9 feet usually made three revolutions, but the draft was awkward, as one can easily understand. This, regarded as an experiment, would be sufficient to the new mill. To calculate the mill in a very simple manner, were it not that the frictions had to be taken into account, and that one must therefore seek to obtain the mechanical momentum of the beast that shall move the mill. I have found through more than one trial that the worst Ceylon beast, hitched to carts and driving over bad roads, draws 500. pounds, with a speed of about 160. feet in one minute. The usual load in Europe is also 500. pounds, only the speed is about 240. feet in one minute. Wall plates, posts, wales for sea-piers, piles, headers, laths, window bars, also for the making of powder barrels, buckets, pails, and other common small cooperage, and is sawn into planks of 3 duijm thick, used for repairing the sea-pier, floors of the Company horse stable, for cannon platforms, hatch covers, toll and staff sledges, and for the use of the ropewalk, growing very straight itself. No. 4. Teak or Jati trees to be found in the Company's planted gardens and not naturally in the forests, with a thickness of 2 to 2½ and length of 10 to 25 Cobidos, its quality having been seen to be useful for everything, except for props in the ground; as yet, none are felled from the Gale Korle for the service of the Company's administration. 5. Toorsaks trees grow in the gardens to a length of 20 to 30, and a thickness of 3 to 6 Cobidos, the latter of which are nevertheless very difficult to obtain, because the inhabitants are not willing to proceed to felling them, since the fruits serve them as a pleasant and good nourishment. Some are also found in the Company's forests that were previously felled for Chenas. Kalloemender. The situation here is the same as with the Kaddoenberie, with this difference that the wood is much harder and more durable. In former times it was fairly common, but due to continuous felling, so to speak, nothing more of it is to be found in the Gale Korle, except for occasional small trees, 1 Cobido thick and 4 to 5 long, which are then mostly hollow inside. However, this does not take away from the fact that some somewhat better trees are still found by natives who roam a great deal in the forests. 9. Kalloewerke or black Ebony wood. The situation here is the same as with the Kalloemender and Kaddoenberie. This tree grows both in the gardens and forests to a thickness of 3 to 4½ and a length of 15 to 20 cobidos, and is very good for sawing planks for shipbuilding and for hollowing out large barrels, and can also be used for wall plates, ceilings, partitions, and further house carpentry. However, in the Company's household it is only used on occasional occasions and in the absence of zoorsak wood for repairing paddies and other vessels. However, for this purpose the uppermost sort, known as the best under the name of Woornangelieke or Miandil, must be selected, because several kinds of Angelieke are found, of which the variety called kappoedil is the worst, which can be used for almost nothing. That the following needs to be made and repaired, namely: Four new studdingsail booms. A bulkhead in the hold. A bulkhead at the front of the main hatch between decks. A piece of plank of three feet to be fitted in the waist on the deck. A new grating in the beakhead on the starboard and port side.
