The schoolmasters shall, in the morning at the commencement of school, have the morning prayer from the Compendium for the Indian Youth recited by turns by one of their pupils of the first and second Class, with a loud and intelligible voice, a respectful posture, and amidst the most attentive silence of the other pupils, Supplement to the School Regulations Article 1. In all the Schools the Christian Children shall be separated from all others, and likewise the Chinese, Mohammedan, and slave Children shall be placed separately; and each sort among themselves shall compete for the places. 2. — giving good care that all phrasing and everything pertaining to a distinct pronunciation is observed with the utmost accuracy, which shall also be done at midday, in the afternoon, and in the evening in the same manner regarding the pre- and post-midday and evening prayers from the said Compendium. 3. The schoolmasters shall have their pupils on Mondays, Tuesdays, Thursdays, and Fridays read the usual lessons according to the various Classes to which they shall belong. 4. Wednesday morning shall be set aside to read and recite the questions both from the Compendium for the Indian Youth and from Hellenbroek and Borstius, and whatever further regarding biblical history may be introduced, in that order: the Compendium for the first, Hellenbroek for the second, Borstius for the 3rd Class, whereas on Saturday mornings one shall have to repeat everything that has been learned throughout that entire week; indeed, even some children, by turns, everything they will have learned from the first rudiments onward, in order to impress the same firmly upon them, and on Wednesday and Saturday afternoons no school shall be kept. 5. The schoolmasters shall be obliged to instruct the children in such a manner that, as regards the children in the 3rd Class who are just learning to spell, they have them recite these short lessons, but repeat them several times, and subsequently give them as a task for the next school period to learn by heart, so that they learn to spell no words in the book without simultaneously learning them by heart. Regarding the 2nd or middle Class, that these must be taught the first two chapters from the soon-to-be-printed grammar concerning orthography, so that they obtain a clear understanding thereof, as well as regarding punctuation. While one shall have to exercise the 1st Class in the subsequent Chapters of the said grammar and have them decline and conjugate every morning; however, at the beginning one must also have these latter start with the first and second main parts. 6. On Saturday mornings, the Children shall read for the rank of the places and retain them the entire following week, of which, for the further encouragement of the diligent and the shaming of the lazy youth, a record shall be made on a blackboard to be hung up in each school for that purpose, which shall simultaneously show the school inspectors whether the schoolmasters have exercised the necessary attentiveness in this regard. 7. No Children shall be permitted to transfer from one Class to the other without prior examination and given approval of the ward masters. 8. Between reading during school hours, both in the morning and in the afternoon, the pupils shall be given a half-hour of play time to recreate under the eye and supervision of the schoolmasters with such games as can serve them both for recreation and not [illegible], and which will be provided to the Schoolmasters for that purpose; subject to these conditions, however: that the pupils earn this recreation through diligence, and they shall be deprived thereof as a punishment for negligence or disobedience. That during that recreation they may by no means speak any language other than the Dutch language, and failing to do so, they shall immediately be deprived of this privilege; all of which shall take effect on the first of March. Return ships item Kadjong oil Extract from the Minutes of the Resolutions in the Council of the Indies Tuesday the 28th of March 1781. After resumption of an incoming report from the Commander and Master Shipwright Schrijver in compliance with the request of this government by resolution of the 27th of February last, concerning the pouring of oil from ships in heavy seas, what effect that practice has, and how much oil, as well as what sort ought to be provided for that purpose, it is resolved to provide each of the ships returning home, both from this capital and via China, Bengal, Coromandel, and Ceylon, as well as those departing for Japan, for the aforementioned purpose, six half aams of Kadjong oil, and to those heading west, three half aams; and to add to the instructional papers a copy of the said report from Commander Schrijver, alongside that of the master of the ship Groenendaal, Christoffel Beem, who recently on the outward voyage successfully carried out the pouring of oil up to three different times, with orders to the ship's officers to make further trial of this in case of need and each time keep a pertinent note of their findings in the journals, so as to serve this government with a report regarding this upon their return. The undersigned Commander and Master Shipwright, to whom, alongside Your High Nobilities' revered resolution of the 27th of February past, was delivered a report from Master Christoffel Beem, who recently arrived here from the Netherlands with the ship Groenendaal, containing an account of the pouring of oil on three different occasions on the voyage hither, and what was found thereby against the dangerous breaking of high-surging and terribly high-curling sea waves, in order not only to conduct further investigation regarding the effect of this practice, but also at the same time to submit in writing to Your High Nobilities whether and how this remedy can in future be successfully employed, as well as how much and what kind of oil should be provided for that purpose to the departing ships, and especially to the keels navigating annually to Japan, has the honor, in compliance with the order enjoined upon him as aforesaid, to set down here with all reverence and present to Your High Nobilities' far wiser judgment: That he, the subscriber, having in the first place examined and investigated with fitting attention everything that has any bearing upon the pouring of oil, and what has already been written thereon by knowledgeable and philanthropic men, finds this to comprise a sufficiently satisfactory demonstration that this remedy, when employed in heavy breaking seas and in fierce surf, has always been followed by a desired outcome; and that although a successful test therewith, so far as known, was carried out for the first time in the Company's navigation in the year 1769 by Master Tijs Tiereman, commanding the Honorable Company's ship De Vrouwe Petronella Maria, when the same ran the danger of being smothered under the raging sea in a violent storm close to the islands of St. Paul and Amsterdam, the pouring of oil was nonetheless already known for a long time among Dutch fishermen and practiced upon approaching the shore, where most often with a northwesterly wind a heavy surf runs upon the beach. Nevertheless, out of self-interest they have at all times made a secret of this beneficial remedy, while through tradition and ill-conceived notions they were reinforced in the suspicion that the vessels following behind them were brought into peril of perishing by this pouring of oil, imagining that the sea outside the slick of the poured oil must run much more violently than before. Which, however, on sound grounds may be presumed to be an impossible consequence, because the greasiness of the poured oil or blubber does not impede the swell of the sea, but only prevents the curling over or breaking of the sea waves by flattening and smoothing their surface; and thus the waves keeping their full course through the onward rolling of the swell, this cannot cause the sea outside the slick of oil to become more violent than would otherwise have happened if no oil had been poured. The subscriber therefore maintains this to be a prejudice, mostly caused by the view from a ship or vessel pouring oil, which shows the spectator a smooth surface on the sea that does not break, and of which the surging of the waves at the edge of the spread oil, which prevents or checks the curling of the waves, must visibly appear more fearful than could in fact occur if this scene presented an even and no such sharply contrasting difference on its surface to the eye everywhere. to occur, and coming to the utility of pouring oil in the danger of heavy breaking seas, and to the manner and method by which this can best be done, for the preservation and salvation of the Company's ships and vessels, let him be permitted here to remark, that he, in the second place, has no less accurately and attentively reviewed and assessed the report submitted by Captain Beem regarding what he performed in this matter, which, if needed in the subscriber's judgment, further holds and proves the utility of pouring oil into the sea, and the beneficial effects which may be anticipated from it for the benefit of navigation in general and also for the preservation of many souls and precious cargoes in due time, the said Captain Beem having, in 3 vehement storms encountered at different times and latitudes, consumed during 18 hours in total 4 half aams of olive oil, and upon pouring this grease repeatedly experienced a calming of the sea which freed the ship from all danger in the terribly high-running breaking seas, such a desirable experience, confirmed more than once with good success, therefore makes it extremely necessary that, particularly to the ships repatriating to the Netherlands and also to the ships destined for Japan, which for the most part have to struggle in those waters with violent storms accompanied by heavy breaking seas, a sufficient quantity of oil be provided, in order to be able to make use thereof in case of necessity; he furthermore judges that when a ship runs before the wind and the sea comes running so high that one fears it might at times poop the stern, that then, to provide against this, the pouring of oil must be undertaken immediately or in good time, and which pouring on that occasion will be found to be done most conveniently from the pump-dale, with a stream such as can flow out through the pipe of a fire engine, the quantity of oil thereby brought into the sea subsequently discharging itself to the left and right with the tossing of the ship out of both holes of the scupper-holes, and thus drifting aft, this will be sufficient to prevent the breaking of the sea against the stern; also, in his judgment, the pouring of the oil from the main pump-dale will best be able to take place when a ship lies to and cannot keep its head to the sea, as frequently happens to many ships, whereby the breaking sea approaching the ship from the windward puts the same in danger of foundering under the sea, for the oil, through the athwart drifting of the ship and even drifting backwards, will then draw under the ship and come precisely against the sea to prevent its breaking; but in case a ship, lying to, can be kept with its head to the sea, whether with the aid of a sea anchor or with an aft sail, this pouring of oil is presumably best done on the lee side through the beakhead, as cited and put into practice by Captain Beem. Presently nothing more remains for the humble subscriber to show than what kind of oil would be most suitable for this use, and furthermore to determine somewhat the quantity required, according to Your Supreme Honours' orders; regarding the first point, he respectfully maintains that the katjang oil might well be employed for this, as being even more viscous, while with respect to the required quantity he still judges that it will be sufficient if, with Your Right Excellencies' pleasure, 6 or 8 half aams of that grease are provided both to each of the hulls returning to the fatherland and to each of those going to Japan. And hoping herewith to have satisfied his obligation and the duty incumbent upon him in this, he takes the liberty to subscribe himself with deep respect and true submission, beneath was written: Right Honourable, High and Mighty Sir, and Right Honourable Stern Sirs, lower: Your Right Excellencies' all-humble and lowliest servant, was signed: J. de Schrijver, in the margin: Batavia, the 19th of March, Anno 1780. Extract of a letter dated 2 July 1781 written from Batavia to Colombo. beginning with ships and vessels, we find ourselves obliged, with regard to the dispatch of the return ships, to further recommend to you hereby to ensure that they always proceed at the appointed time. Extract from the aforesaid letter. Since it appears that the lack of a timely and sufficient supply of Bengal gunny bags for packing the cinnamon also contributed recently to the late departure of the said ships, and as such might easily occur again in these times, because these bulky goods cannot conveniently be transported via this capital, we have therefore thought fit, in order to remove this inconvenience also from our side, to authorize you to have the required quantity of gunny bags for the cinnamon manufactured in Tuticorin from now on, and consequently to decline the Bengal ones. This authorization is also especially based on your allegation that namely those gunny bags can be delivered at Tuticorin with only a slight price increase, of a quality as good as those from Bengal, while we nevertheless expect some further information regarding this matter. The good success with which the pouring of oil was used up to three different times during high and surging seas on the ship Groenendaal, which arrived here this year from the Netherlands, has made us decide, among other things, to furnish the ships sailing home via Ceylon with six, and those merely steering thither with three half aams of kajang oil, and to append to their instructions copies of the reports submitted on that matter both by the Commander and Master Attendant here, and by the master of the said ship Groenendaal, with orders to the ship officers to make further trial of it in case of need, and to keep accurate record of their findings each time in the logs, so that the homeward-bound ships in the Netherlands, and the others upon their return here, may provide us with reports. We hereby notify you of this, so that you may also be enabled to provide the ships repatriating directly from there with both, for which we authorize and enable you on this occasion. The impediments and difficulties brought forward by the Galle servants in their letter of 25 March last as the causes for the excessively long detention of the ship Badland, which had already arrived there on 10 February last and was only dispatched hither on 25 March, we have found to be rather far-fetched and to merit little consideration; thus we desire those servants to be seriously enjoined to observe greater speed therein in the future, so that we may not be compelled, by means of penalties, to enforce a prompter compliance with our orders issued on this subject. That the annual supply for a two-masted bark, according to the regulation made by you in 1775 and approved by us in 1776 pursuant to what was stated in paragraph 17, amounts to a sum of ƒ 635. 5. 8. less than what was fixed for it by our resolution of 25 August 1780. The cause of this was easily discovered, as this must solely be attributed to the lesser issue made there of a heavy Dutch rope, the cost of which alone amounts to between 800 and 1000 guilders, and which those vessels, as must be gathered from the regulation drafted by you, do not need over there. Since, however, that regulation otherwise generally corresponds sufficiently with the arrangement introduced here, we grant your request to continue with it, both in regard to the two-masted barks and the one-masted chaloups. We can furthermore approve that you have brought to the notice of the Lords Masters, in response to what was written under paragraph 259, that on the ships 'T Huisom and Amsterdam, which arrived in your government last year and this year, no such records of the ship council resolutions concerning the means for preserving the health of the crew were kept as their Right Worshipful Lordships had ordered to be kept even on ships where no notable sickness prevails, and that you cited therein the necessity that the necessary orders be repeatedly issued by their Right Worshipful Lordships to that end; yet we must remark at the same time that you nevertheless had the authority to correct that negligence on the part of the officers in this regard by imposing a fine of one or more months of their wages. That the power of the Company at sea likewise required prompt support, and the Resolution of their High Mightinesses themselves of the 10th of July of this year having given them cause to think that the condition and employment of the State's navy would, at least for the present, not permit providing the ships, which the Company would send to the Indies for the aforementioned purpose, with an adequate convoy; they had endeavored to provide those ships some security from the resources of the Company itself; That some chambers had therefore caused several ships to be armed on an extraordinary footing and further equipped in such a manner that, in the event of an enemy attack, they would be able to offer a brave defense. Requesting the said committee of Directors, for the aforementioned and further reasons alleged in the aforementioned missive, that it may graciously please their High Mightinesses, as if in superabundance, to give a proof to the aforementioned Company's ships that they are recognized and commissioned by their High Mightinesses; either by declaring that the capturing of enemy ships and the inflicting of damage on the enemy are acts to which their High Mightinesses, both by the Charter and the Company's Articles of War, have shown that the captains of the Company's ships are authorized, or else in such other manner as their High Mightinesses might deem advisable. And having thereupon taken into consideration the considerations and the advice of His Highness, as well as the considerations of the deputies present here from the respective Admiralty Boards of these lands. Whereupon having deliberated, and taking into account that the 37th article of the charter granted to the East India Company; and the 50th and 51st articles of the Articles of War of the East India Company of 4 December 1742 clearly show that the capturing of enemy ships is an act to which the commanders of the ships of the East India Company from olden times, at least in the cases mentioned in the aforementioned Articles, have been considered and declared to be authorized; that therefore, in order to remove all doubts about the qualification of the Company's officers and about what might befall them on account of the exercise of the aforementioned authority should they thereafter fall into enemy hands, nothing else seems to be required than that the cases mentioned in the aforementioned articles, which seem to give a limitation to the aforementioned authority, be extended, and the limitation that might be deduced therefrom be removed through interpretation and, if necessary, through amplification: It has been approved and understood that by interpretation it shall be declared, as is done hereby, that not only on the return voyage but also on the outward voyage, the commanders of the Company's ships, who without making it their business to seek out the enemy far and wide, following their course in furtherance of the voyage, encounter or run into enemy ships both on this and on the other side of the Cape of Good Hope, are authorized, and if necessary are hereby authorized, to fight and capture the ships of the enemies of the state, without distinction whether the enemy attacked them first, or they the enemy ships. That it shall also be left to the commanders of the East India Company's ships, as is done hereby, to bring the enemy ships which they might capture on the outward voyage, according to what the circumstances require, to the first chief place belonging to the Company that they can make sail to, the Cape included therein, or to send them to a European port, with the understanding nevertheless that the validity of such prizes which they bring into a chief place of the Company shall be judged there according to the 50th article of the Articles of War, but of the validity of the prizes which they send to a foreign or European port on this side of the Cape of Good Hope, cognizance shall be taken in the ordinary manner by the Admiralty Board under whose jurisdiction the captor belongs and from which it first sailed out, while the provisions of the charter and the Articles of War otherwise remain entirely intact and unaltered. sent thither, a Memorandum of Remarks and errors which had been discovered in the pay books of the Chamber of Amsterdam, to the head of the General Pay Office Arnoldus Constantijn Mom, pursuant to the resolution of this table of the 21st of February past, also having been delivered a complete extract from the Honorable and Highly Esteemed Gentlemen's missive of the 14th of April 1781 concerning the very arbitrary and careless conduct that had taken place primarily at the Surabaya Office in the withdrawing of accounts, and the irresponsible behavior of the former Curator ad lites, the deceased Senior Merchant Thomas Fredrik Wannemaker, with regard to several estates delivered into his hands, in order to examine the one and the other extract, and thereupon to report to this Government how prompt compliance could be made with the respected orders of the Lords Majors, to cause to be recovered from the estate of the aforementioned Wannemaker, or whomever it further incumbent upon, the damages which the interested parties to the estate of the deceased Second Mate Jan Evert de Bruin, or those of others, had suffered through the embezzlement or non-accounting thereof, and by whom the compensation ought to be made, as well as in what manner such improper abuses might most suitably be countered, and all grounded reasons for complaints might be prevented in the future: the aforementioned head has submitted a report on his findings and considerations, presenting a nominal list of forty-one persons who died on various ships, in whose accounts in the ship's books it stands noted that their left-behind cash and goods were handed over to the Curator ad lites Thomas Fredrik Wannemaker, to be accounted for in the lodge or garrison books, yet of all of which none is to be found in the aforementioned books, or in those of the Curator ad lites, accompanied by six copies of inventories of the estates of the carpenters Jan Bos, Lambert Brinkhof, and Christoffel Mijnders, the gunner's mate Johannes Zutterman, the surgeon's mate Leendert de Haase, and the boatswain Anthonij Coster, a report, of the following content. to be inserted: Whereupon, having deliberated and taken into consideration in particular that from the matters cited in the report of the head Mom, it appears only too clearly the well-foundedness of the grievances of the Lords Majors, both concerning the far-reaching neglects and carelessness committed in the matter of the pays, and the questionable conduct maintained by the former Curator ad lites Wannemaker in the administration of certain estates of deceased servants of the Company that came under his charge, and that necessity therefore requires, not only for the redress of what has passed, to immediately indemnify the Company on account of the overpaid wages, and the interested parties in the unaccounted-for estates for their proceeds, but also to devise and henceforth cause to be observed such further measures as one trusts will be sufficient to counter and prevent in the future such treatments, which are no less offensive to this Government than to the Lords Majors; so it is, after consideration of the means proposed to that end by the head Mom, approved and understood, firstly, concerning the over-credited wage in the Surabaya pay books to Johannes Swart amounting to f 12:14:13, as well as the re-crediting and paying out to Johan George Phefferkorn of another account amounting on balance to f 240, after the same had already been transferred to the Netherlands with power of attorney and license, to have the servants at the said Office notified by the reporting officer by means of a pay memorandum to provide the Company with compensation in this regard, either by debiting the recipients themselves, each for his share, to their account, or in case they or either of them should be deceased, to have the amount thereof paid into the Company's treasury by the former pay bookkeepers Andries Hartzink and Jan Andries Dreier, each insofar as he has relation thereto. Offices of the Company in India by extract of this circular to recommend, seriously enjoining everyone in their department, in the future, not to withdraw any more closed pay accounts, before and until it shall have been accurately examined and ascertained in the books in which the persons making such request are credited according to the accounts, that they have actually retained so much to their credit, and that the accounts have not been carried forward or sent to the Netherlands, with orders then and afterwards, upon the withdrawal of the accounts, to make a pertinent note under each of them in the books, showing where or in which books such an account has subsequently been withdrawn or carried forward, and to act in the same manner with the accounts being remitted to the Netherlands according to the terms of the license granted for that purpose; as well as, in case the accounts might have been closed elsewhere than at the office where the withdrawal is requested, and that the matter therefore cannot be verified there, in that case to pay careful attention and be mindful that they do not withdraw any copy accounts, but in default of the originals, they must first request the necessary information from here. Whereas the report posits that the late Senior Merchant Wannemaker, whether viewed in the capacity of Curator ad lites or in that of head of the General Pay Office, could not possibly have had the requisite knowledge of which estates and cash left by persons deceased on the voyage from the Netherlands he ought to claim, unless the respective pay inspectors had given him the necessary notice thereof, and he has also testified to this repeatedly in his answers to the Pay Memoranda from the Fatherland, but notwithstanding this, acknowledges that not all denials and pretexts of the said Wannemaker merit equal belief or are acceptable; to order the Orphan Masters of this city, as administering the estate of the late Senior Merchant Thomas Fredrik Wannemaker, provisionally and pending further disposition of the Lords Principals, to retain from the funds of the repeatedly mentioned Wannemaker remaining in their custody a sum of ƒ4033: 10. 0 or 1793. 16. rixdollars, constituting the entire proceeds of all the estates specified in the list attached to the report and still unaccounted for. Furthermore, to have the Orphan Masters in their aforesaid capacity transfer into the Company's treasury 578: 6: rixdollars, which said Wannemaker, according to a copy estate account sent hither by the Lords Principals, received from the executors of the late Second Mate Jan Evert de Bruin, and to order the present Curator ad lites Arnoldus Constantijn Mom thereafter to credit the death account of the said de Bruin for that amount in the lodge books, subject to the deduction of the customary rebate, or at seventy stuivers per ducaton. For greater precaution against all treacherous dealings, while maintaining the orders currently in force, to decree further, as is decreed hereby: that the skippers, junior merchants, bookkeepers, or assistants of the outbound ships shall in future, simultaneously with the accounting for the remainders of their rations, also have to report to the Visitor General which estates of servants deceased intestate they have taken into their custody, and how these were handled during the voyage, with the delivery of the papers relating thereto; that furthermore, in pursuance of what was ordered by resolution of this Council of 20 December 1765, the Second Pay Inspector, as is currently done, shall each time duly report to the Curator ad lites the entries of cash and goods recorded in the outbound voyage books found in the estates of Company servants who died intestate. That the Curator ad lites, in addition to a receipt for the goods he receives, shall also have to grant an order for the counting into the Company's treasury of the cash remaining in the hands of the skippers, junior merchants, bookkeepers, or assistants, in order for the same, after the transfer of the funds into the treasury and the accounting of the goods to him, the Curator, to be shown to the Visitor General and verified by him.
