and, because no more hunting beasts were present here, your Right Honorable Great Worships were requested to provide us with the Jafnapatnam hunting beasts mentioned in our humble letter of 4 November 1790, and to supply the remainder with Colombo or other hunting beasts, and at the session of 27 October last it was resolved that, if the inhabitants should be satisfied that from the addition granted by the resolution of 29 August 1790 after the deduction of 12 percent for the capture of the elephants, another 12 percent be deducted for the modliars as a reward for their efforts expended therein, to deduct the same and give it to the [illegible], and to accept no further proposals from the modliars nor from the inhabitants, since it would not be proper for the Honorable Company to accommodate itself to the caprice of its inhabitants; and thereupon your Right Honorable Great Worships, by Colombo missive of 29 November, required of us a statement of the 13 Wanniya hunting beasts sent hither from the Wanniya in the year 1783/4, namely how many of them were alive and where the others had remained; and this statement having been sent by us together with our letter of 9 September 1790 directly to the Wanniya, see Colombo missive of 11 September, 9 hunting beasts were dispatched, along with two tusked elephants, with instructions to the said Honorable Nagel that if the two tusked ones could serve as hunting beasts they should be retained in the Wanniya, but otherwise sent hither for trade, while our abovementioned resolution of 27 October was approved by letter of 31 September last; and notice of this approval was given to the said Honorable Nagel; and since of the two tusked elephants, as appears from our humble letter of 17 March of this year, one had collapsed, the Captain and Land Regent of the Wanniya, the Honorable Nagel, sent us only one, and of the 46 elephants captured in the Wanniya, there were successively dispatched to us 25 elephants, namely: 5 tusked, 11 aliyas, and 9 females, one of which was not fit for trade, because the other 21 elephants had collapsed, namely: 7 aliyas and 14 females. In response to the report required by your Right Honorable Great Worships in the letter of 27 April regarding how the elephant hunt in the Wanniya had ended, how many elephants were captured of each size, and whether all had already been brought hither, how much the purchase cost of these elephants amounted to, how much the further expenses would amount to that had to be incurred to bring them to the stalls, how many of the delivered animals had already been sold, for how much, and when the remainder would be bought, we sent to your same High Worships by letter of 12 May 1791 a note showing how many elephants had been delivered and had collapsed, and how much had been paid to the Wanniya modliars for those elephants, and reported that the elephant hunt in the Wanniya was being continued, that the first undersigned was in negotiations to sell the elephants, and that, because the Captain and Land Regent of the Wanniya, the Honorable Nagel, had not sent us an account of the expenses incurred for the capture of the elephants in the Wanniya, we could not state to your Right Honorable Great Worships how much expense had been incurred for this, and would further need to be incurred. Duplicate: Being that the elephant merchant Baboe Chan, who arrived here and was mentioned in our humble letter of 20 July last, had since shown himself inclined to pay for the elephants he might purchase in pagodas, valuing the pagoda at 32 canums or the present exchange rate, the first signatory of this vide the Jaffna letters of 16 June, 28 July and 11 August 1791 sold on such conditions to the aforementioned merchant Baboechan 22 elephants for 9428 rixdollars. The exchange rate of the pagodas amounts to 3279 rixdollars, making 12707 rixdollars. The exchange rate of the pagodas amounts to 739 rixdollars, making 2860 rixdollars. ' 9ber: 1790. to sell here by public auction the saleable young horses to be found on the islands of the tweegebroeders, and to provide a list or a brief description thereof to your Right Honourable, so that the interested parties, both in kolombo and in gale, may see whether among them there are horses to their liking, and consequently may give a commission for the purchase thereof, and in order, whenever this sale might take place by public auction, to notify the day of the sale to your Right Honourable, we have ordered the said Lieutenant von Mijbrink to provide us with the horses along with a brief description thereof. Such a brief description of the saleable horses was sent by the said von Mijbrink to us, and by us to your Right Honourable, alongside our humble letter of 24. ' febr: last, and of the receipt thereof your Right Honourable notified us in your highly respected letter of 6. Christiani and Battger executed their bond for the amount of 61649 crowns and 34 shillings Danish currency. Supplement No. 47 Duplicate Your Highness's vessel having run aground above Nigombo, I made the necessary arrangements to render all possible assistance to the same and its people, as was duly done, whereby Your Highness's people who were aboard the same have been saved; however, the vessel could not be salvaged. Since then, the Nakhoda Oessen has arrived here overland from Nigombo, and I have had the honor to receive from his hands Your Highness's kind letter, together with the presents that Your Highness was pleased to send me along with it, insofar as they could be salvaged from the wrecked vessel. I thank Your Highness from the bottom of my heart for these, and for the interest that Your Highness expresses in continuing our friendship. For my part, I shall contribute everything that may serve to maintain the same. To the aforementioned Nakhoda, I have, in accordance with Your Highness's request, shown every possible favor, and I shall not fail to grant my protection to all subjects of Your Highness. It has pleased Your Right Honorable to have an extract delivered to the undersigned of the 53rd paragraph from Their High Mightinesses' dispatch of 27 June last, concerning the increase of the income of the subaltern officers, in order to have his considerations and advice thereon. To comply with this, it will be necessary to first demonstrate to Your Right Honorable the meager subsistence of a subaltern officer, and how poorly he must manage in the present situation where everything is so terribly expensive, stating what a subaltern officer receives in salary, and at the same time what he is obliged to spend and consume for his maintenance and clothing in one year, all calculated to the narrowest margin, as follows: His income is firstly: Per month: rixdollars 25. 26. Thus the absolute necessities for his clothing and subsistence per year amount to the sum of rixdollars 3. 4, and thus already rixdollars 27. 29¼ stivers more than his income amounts to, and he must not even think of various articles that nevertheless serve for human use, such as bread, butter, coffee, tea, sugar, which normally serve for a breakfast, as well as further wine, beer, brandy or jenever, tobacco, pipes, etcetera; and one can thus see and verify how hard it must be when a respectable man is not even allowed to think of such things. All that which is stated herebefore concerning the income, clothing, and subsistence of a subaltern officer is only understood and determined for an officer who is unmarried, and one can sufficiently see from that the manner how miserably these people must manage; nor is it well possible that an officer, when he must live so skimpily, can have that zeal and passion for the service which one can and must otherwise desire and expect from an ambitious officer. Now if one takes a married officer who is burdened with a wife and children, as most are here on Ceylon, then the hardship becomes that much greater, and besides the fact that a married officer cannot obtain lodgings or a house for himself, his wife, and children for less than 8 rixdollars per month, and likewise needs much more for provisions and subsistence, it is difficult to fathom how such an officer lives with his wife and children; but one can imagine with certainty that it must certainly be miserable, and not compatible with his character, and that essentially, the rank alone excepted, the condition of a non-commissioned officer regarding a happier way of life is to be preferred over that of a subaltern officer who has nothing of his own; and when one examines all the circumstances, the conduct of the officers is not always to be blamed when they frequently, through marriages which are otherwise not suitable for their status, seek to lighten their burden in order to be able to live in a somewhat easier manner, if only they can gain a small stuiver of money by it. It is also certain that the greatest part of the officers are burdened with debts, which it is not foreseeable that they will ever be able to pay if no change is made to their benefit; that there is little or almost nothing at all to be found with them, and that upon their death the estate commonly consists of a destitute widow and unfortunate children. The favorable reflection which their High Mightinesses have been pleased to take on the income of the subaltern officers by granting them a surplus of six rixdollars per month is in my opinion nothing less than absolute necessity, as one thereby comes to the aid of their distressful condition and affords them a slightly more ample existence; but to find this out of the free-labor money cannot happen at present, since there will now remain no more free-laborers, after deduction of the invalids who are repatriating and those who are in the hospital, than twenty-two, who bring sixty-six rixdollars monthly into the military treasury, and this revenue will not be sufficient enough to then from the uniform coats that Duplicate [illegible] delivered from the ship Columbus. However very profitable and proper it would also be for them, if the same were paid in silver money, the undersigned nevertheless finds herein again some difficulty, since the officers both of Meuron and of Wurtemberg would directly come to demand the same, which in justice could not be refused to them, and since no more free laborers than the undersigned has already had the honor to show to Your Honorable Grandities above, and these can also henceforth not be brought to so large a number that the same would be sufficient to accommodate the officers thereby. For this reason the usual free laborer money has already for some time been paid out of the Company's treasury, namely, to a First Lieutenant six rixdollars for two free laborers, and to a Second Lieutenant or Ensign three rixdollars for one free laborer. If now the latter could be granted six rixdollars just as to the First, that would certainly still relieve them considerably, but this will also have to be granted to the officers of the capitulated regiments of equal rank, who will certainly ask for it. The above calculation of the income of a subaltern officer of twenty-five rixdollars and twenty-six stivers a month refers only and exclusively to an Ensign, and everything is included in it, such as his ration of four jugs of wine a month, which calculated in money amounts to one rixdollar and twelve stivers, and his three rixdollars free laborer money, which as said above is paid out of the Company's treasury.
