It was therefore only done because, a land regent being in the first place informed of what is advisable or unadvisable in this matter, his considerations may serve for the convenience of the Lord Commander in judging such requests. And in order that the objective in this matter may be better fulfilled, the Honourable Disava shall properly substantiate his considerations, and he shall in particular indicate under which church or district, if according to his view the request can be granted without inconvenience, the petitioner ought to buy the timber, and of which sorts it should consist. We find, however, with regard to this present condition of the country, no less grounded the remarks of the Lord Commander, that in this time of scarcity one ought not to restrict the inhabitants too narrowly on this point. In passing we must nevertheless remark that, since according to Your Honour's reports very much Jaffna timber is still lying unsold on the coast, this resource cannot be very great for the inhabitants. Since the Lord Commander nevertheless thinks that it will serve as a considerable relief for the Jaffna inhabitants in these oppressive times if somewhat more leniency is exercised regarding the export of the timber than we would otherwise be able to allow, and so that the exporters may in these times give a little more for it to the inhabitants, we therefore permit that the export duties on jaggery wood and jaggery laths provisionally, and until our further disposal, may remain as they were fixed at the introduction of the farm. Should the Lord Commander even find that the four schellingen assigned to the Disava still burden the export too considerably, we even allow that these, on the transport of the aforesaid timber, particularly of the laths, may be deducted from the export duties. If, as a result, not as much should come in as the gratifications assigned therefrom by our letter of 3 January 1787 amount to, we shall provide for that in another manner. Right Honorable, Worshipful, Commanding Lord The former farmer of the Company's Chikos money, Don Philipoe Illengenarana Karoenagapollen, Your Right Honorable Worship's humble servant, respectfully makes known that he leased the said farm for 19300. rds. when it was leased out at Colombo before the Honorable Political Council there for the book year 178 7/8, believing that he would only have to provide two hundred and some oelijammers for the service of the Company. However, afterwards the petitioner was first informed that instead of two hundred, he had to provide no less than four hundred twenty heads for daily service, from which he noticed that he was to suffer notorious damage from that farm, so that on that account he took his refuge by request to the favorable protection of the well-mentioned Right Honorable, highly Worshipful Lord Governor, stating at the same time how the petitioner had leased the aforementioned farm under a misunderstanding. Whereupon it pleased His Right Honorable, highly Worshipful Lord to notify the petitioner that he remained bound, according to the lease condition, to supply 420 heads for the service of the Honorable Company, and therefore had to conduct the farm until further necessary arrangements should be made concerning it. Accordingly, the petitioner accepted that farm and indeed suffered a loss of 6430 rds. on it, for according to the tombo there were no more oelijammers than 19500 heads, which in Chikos money amounted to rds. 29250. –. From this must be deducted the 420 heads that the petitioner had to deliver for daily service, which in one year amounted to 10920 heads, or in money rds. 16380. –. Which, being deducted from the aforementioned amount of rds. 29250. –, leaves remaining rds. 12870, and the farm was leased for 19300 rds., so that after deduction of the first-mentioned sum, the petitioner, besides the Chikos money of those who were included among the 420 heads, but who, not having performed oelij services, had paid Chikos into the Company's treasury to the amount of 7857 rds. and 12 stivers, has suffered a net loss of, as stated, an amount of 6430 rds.
