By our letter of 11 October Anno 1786 we wrote to you that, considering that the Captain Lieutenant of the Artillery Brochet, who functions at Jaffna as engineer and master builder, for a time had a means of subsistence from the coolie money of the absent uliyam workers, we resolved, subject to the approval of the Supreme Indian Government, to grant to the aforementioned Brochet from what the uliyam lease yields there, an annual sum of One thousand rixdollars, with authorization to have that amount paid out to him provisionally from the aforementioned lease moneys. This gratuity having been disapproved by Their High Excellencies, we gave you notice thereof in our letter of 9 January Anno 1788, sending for your information an extract from Their High Excellencies' letter concerning it. And since we nevertheless observe in the statement of the said lease received from Jaffna that the aforementioned gratuity has been provided for Anno 1786/7 and 1787/8: we therefore order you to have the same for the last-mentioned year refunded to the Company, while for the first-mentioned year we shall await Their High Excellencies' further decision. C: A: Beling No 62. The dam which was situated there, according to the height and breadth mentioned in the said plan of the said Gentleman Commissioners, to continue without annoyance up to the Esplanade; the said Dam, for a length of twelve rods and three feet, higher than the lowest water in the pond by 24 feet, and broad 36 feet, was newly laid; the remaining portion of the same, for a length of 27 rods, having been too low and too broad, was raised by one foot and narrowed by 12 feet, in order to bring the said Dam to one and the same height and breadth. Everything on this has thus been completed and the same faced with sods, except for the place where the coal house stands, which I have not been able to have narrowed, because the said coal house would then have to be removed out of the way, and one would be at a loss with this, since beforehand another coal house ought to be built on a place suitable for that purpose. The sod works of the Glacis and Covered Ways in front of the Bastions Rotterdam and Middelburg have been repaired and well maintained, as well as the ramparts and walls around the fortress cleaned from time to time. The Ramparts, Walls, Merlons, Banquettes, embrasures and Appareils etc. of Amsterdam, and a portion of the Curtain between the said Bastion and Den Briel have been plastered and repaired; as soon as the remaining works permit, this will be continued further. At Jaffanapatnam, on the Battery going out the gate on the left hand and on the side of the Moat, the walls have been raised up to the Cordon, and 31 rods long in circumference, with 7 Counterforts of 5 feet thick. The vault toward the covered way was further bricked up and completed, the embrasures divided, and a portion of the inner wall for the Parapet to a length of 66 feet and four feet high, as well as the Walls on the right hand of the Battery toward the sea raised in circumference 20 rods, and 5½ feet high; and the vault of the Gate and the powder magazine toward the sea side completed. Also on the sea side of the entrance of the said Battery the walls have been built to a length of 21 feet, 2¼ feet high and 6 feet thick, on the north side to a length of 42 feet, 3¼ feet high and 6 feet thick, on the west side to a length of 21 feet, 1½ feet high and 5 feet thick; and on the east side to a length of 81 feet, 1½ feet high and 4½ feet thick. At Gale the rubble of the former Point Utrecht has been cleared away, the exterior revetment newly bricked up to the parapet, and thus the said point put in a proper condition; also a beginning has been made there with bringing in rocks, both for laying a berm against the pounding of the sea to which the Bastion Triton is very exposed, and also to have rocks in stock when bricking up the said Point. At Trinconomale a start was made on the masonry work on the Portuguese Point, according to the new Plan, and this was continued until the ultimate of August. The left face on the east side 8 rods 7 feet long, and the right face on the south side for the length of three rods; also the breastwork along the mountain for the length of two rods and 8 feet has been bricked up 11 feet high with eleven counterforts, namely in each corner a double one, and 4 single ones on the left face, as well as a single one on the right face; these counterforts being six feet long, 1½ wide at the wall, and 3 feet at the back. The new part of the Point was progressively filled up with earth 4 feet high behind the wall and tamped down. Furthermore, at the old Portuguese Point there, a piece of wall for the length of 6 feet was demolished from a piece of 2 rods in length, the old foundations have been excavated and a damming-off has begun to be made in order to be able to keep water out of it during the masonry work. For the angle of the new Point, freestones have been hewn according to the dressing in the corner, some of 2 feet 5 inches and others of one foot 4 inches, all 8 inches thick and as wide as the stones could be obtained, with which the corners were set up; further there, along the Wall behind the powder magazine Enkhuijsen, it was excavated and a wall bricked up, 50 feet long and three feet thick above the foundation, with a batter of 1½ inches per foot. At Oostenberg, the earthworks on the Mountain were continued at the place where the new water battery will come to stand; work was also done on digging the foundations for this new water battery, and of the other water battery a large part has been demolished and the rubble cleared away. The person named Francois Laurens Poilleveij, a native of Polignij in Franche-Comté, engaged as a soldier in the service of the Honorable Company, and embarked aboard the vessel the Rozemburg, arrived at the Cape of Good Hope in September 1786 and destined for Batavia, obtained through the intercession of Monsieur Percheron, agent of France, permission to be disembarked there and there serve the 5 years of his engagement. By arrangement between the Governor and Monsieur Percheron, he was placed for this purpose in the Regiment de Meuron. Monsieur Percheron provided a man for Batavia, and the Regiment reimbursed the Honorable Company for the transport of the said Poilleveij the amount of ƒ 136: 10. The following day he was sent to the hospital, where he remained until 31 August, when the surgeon discharged him and he was transported back to the depot, where they were obliged to secure him very closely in irons to save him from his own fury. Upon searching him, an infamous memoir was found upon him in which he poured out the most atrocious epithets and calumnies against his superiors, and notably against Monsieur de Meuron and Motier, then Captain Commandant of the depot, against whom he submitted recriminatory complaints to Monsieur Gordon, commander of the troops, following which, on 2 September, he was withdrawn from the justice of the Regiment and transported to the citadel, where he remained until the month of June 1789, when the Governor judged it appropriate, after the work of a Commission he had appointed for the examination of this affair, to have him transported to Ceylon and to send all the papers to Europe so that our Lords and Masters might decide thereon. The man, disembarked at Colombo on 10 September 1789, was handed over to the Regiment by order of the Governor of the Island of Ceylon, with the papers concerning his case. The Colonel Commandant ordered the Grand Judge to interrogate him, but when the said Grand Judge as well as the Commissioners assisting him attempted to do so, they could draw from him nothing but insults, and even his fits of fury forced the Colonel to order that he be put in the stocks. The cash balance as of the last audit amounted to No 62. he burst into the most slanderous and dishonorable expressions against his commanders and especially against Mr. de Meuron and Mr. Motier, at that time Captain-Commandant of the Depot, concerning which he brought hateful complaints to Mr. Gordon, Chief of the militia. He was subsequently placed under the justice of the Regiment and transferred to the custody on the 2nd September, where he remained until the month of June 1789, when the Governor deemed it advisable, after an investigation conducted by a Commission appointed by His Honour for that purpose, to have him transported to Ceylon, and to send all papers relating to this case to Europe to the Gentlemen Masters. The said person having arrived at Colombo on the 30th September 1789, was, by order of the Governor there, reinstated to the Regiment together with the papers concerning his case. The Colonel Commandant ordered the Grand Council to carry this out, with the Commissioners assisting the said Superior Council. But being unable to extract anything from him other than the most improper expressions, and even his frenzy went so far that the Colonel found himself compelled to place him in the stocks. The Colonel, seeing that no answer could be obtained from him, and also considering that the case had been brought before the eyes of the Gentlemen Masters, respectfully judged it necessary to await their decision in this case. Yet out of pity for him, the Colonel obtained from the Governor permission to send him to Negombo, where he could have enjoyed a healthier air and more freedom. However, it was not possible to transport him thither; to do so, one would have had to use the precautions one employs with wild beasts. But finally, long after, being somewhat calmer, he was taken to Kalutara on the 2nd November 1790, where he remains to this hour. Today, the 21st June 1793: In the name of Count de Meuron, Colonel Proprietor of the Swiss Regiment of his name in the service of the Honourable Dutch East India Company, And by order of Mr. P: f: de Meuron, Colonel Commandant, the Superior Council having assembled to pronounce judgment on the offense of the named Francois Laurens Poilleveij, after previous deliberation, approved unanimously that the said Poilleveij is found and convicted of having made himself guilty of desertion, and as such ought to be considered by the court martial. But the said Superior Council having taken into consideration the long detention, although caused by his own actions and improper conduct, so it is that the said Superior Council shall not regard it as such, as it has already served before the eyes of the Gentlemen Masters, who by their absolute leniency on this subject have shown the value attached thereto; and the said Superior Council, in imitation thereof, setting aside all else, but taking into consideration the aforesaid long detention as sufficient for the punishment of his crime; Ordering hereby that he shall only be discharged from the Regiment as a bad subject, and to that end the Governor be requested by the Colonel Commandant to send him on board ship as such. Examined No. 62. reach of thirty years which I have spent here in this country performing various services; that no less than my honor and reputation would thereby have remained subject to the danger of suspicion, had not Your Right Honorable Sir and Council, in the ministerial dispatch written to Batavia to Their High Excellencies dated 4 January 1792, been pleased to declare me free and innocent in the following manner of two weighty points which the Supreme Government, among others, was pleased to charge me with, namely: 1st, regarding the dilapidated state of the fortification works here; 2nd, that under my management, all of a sudden, 163 various cannons were found to be unusable. And although it pleased Your Right Honorable Sir, in the aforementioned ministerial dispatch, to declare me free thereof in a very satisfactory manner, saying: The said head of the artillery Paravicini has delivered to us an address directed to Your High Excellencies, which is transmitted among the appendices, showing that he was never stationed in Colombo as an Engineer, and that he therefore cannot be to blame for any decay of the fortification works, and this is indeed so. Furthermore, he indicates thereby that he duty-bound reported the 163 unfit cannons and that he believes he acted therein even more dutifully than his predecessors, who ought already to have done this in their time, which also cannot be denied. Yet I take the liberty in a respectful manner to submit to Your Right Honorable Sir the following considerations for favorable consideration; namely: That the Supreme Government, besides these two settled matters, was further pleased to speak: 1st, of my changeability, and 2nd, of a feigned illness when it comes to the matter of business. Regarding the first, I deem it unnecessary to remark anything. But the other, though probably not used in a sense that would injure the dignity of the character of an officer, seems nevertheless to point to something sinister which could remain subject to detrimental suspicions. And this same point the Gentlemen of the Military Commission noticed in a certain letter written to Their Excellencies at Batavia during their presence there, in which they were pleased to quote, among other things, as follows: We must, however, state here that never before have such accusations, dishonoring to him, occurred to us against the said Major Paravicini, such as feigned illness when it comes to the matter of business; we would then indeed have refrained from declaring him worthy of this advancement. Thus far. I have said above that the second unanswered point may remain subject to suspicions, and I take the liberty to add thereto, the more so because in the cited dispatch of Your Right Honorable Sir mention is made solely of the fortification works and rejected cannons, but regarding the remaining two points of accusation, especially the last, nothing was mentioned. Consequently, I make bold humbly to request Your Right Honorable Sir that it may please Your High Honor to grant also such testimonies concerning the feigned illness when it comes to the matter of business, of which the Supreme Government so undeservedly accuses me, as Your Right Honorable Sir shall find that I have merited.
