Since through the demise of several officers at Batavia, of which the news was first brought here by Colonel von Hugel, and through the resulting promotion, he entered into a salary that commenced on the first of September 1795: Therefore, Your Right Honorable Grand Worships are very humbly requested favorably to grant the aforementioned officer the five-month retroactive salary from the first of September to the first of February, amounting to 13.2.14 rixdollars. I do not know that a certificate of conduct has ever been given to anyone other than a servant discharged to the Netherlands. If the Right Honorable Governor nonetheless inclines to give the Honorable Mr. Mekern a certificate of 27 years of conduct in the service, with the earned praise due to His Honor, then I will very gladly cast my vote for that, because such a servant as His Honor can be of exceptional use to the Company, especially in these times. But whether there can be added to it the words that all other servants are preferred before him, seems to me asking somewhat too much, especially in a public certificate, because it may offend other servants. The Secretary van Zitter declared for his part that a certificate of his conduct and merits cannot in fairness be refused to any servant of the Company who has served Her Nobleness well, because such a testimony is nothing other than an acknowledgment of the truth and an act of justice, by which no one can be offended, the more so because the use made thereof is entirely for the account and responsibility of him who asks for it; and that he consequently is of the opinion that a certificate can and ought to be granted to Mr. Mekern, as a capable and useful servant of the Company, who made himself remarkably deserving, particularly in his office as Chief of Tuticorin, through his knowledgeable and prudent direction in the most critical circumstances. And finally, because as far as is known to me, the Honorable Mekern, since his appointment as resident of Tuticorin, has made no request on the Company's part for any regular advancement or for another post, except only in the year for the Commandery of Galle, and that so late that their High Excellencies had already disposed of it in December 1788, while it happens only very rarely and only in exceptional cases that servants of the Company are promoted without making a request to that end. I can only not deny the Honorable Mekern the right to testify herewith that, as far as I know him, he is a zealous and very capable servant of the Honorable Company.
