Saturday, 25 March Anno 1780. Resumption of a memorandum of received and shipped pepper at Calicoilan. Decided to validate the customary 1½ percent write-off, and accordingly to have paid to the resident out of the treasury the 2082½ lb of pepper delivered in excess, at 24 Dutch guilders per 100 lb. Insertion of the memorandum. Also resumed, a memorandum of write-off of the received and shipped pepper, by the Calicoilan Resident Medeler, wherein he shows that on account of the permitted write-off he retained and delivered to the Company 2022¼ lb of pepper, on a received and shipped quantity of 193087 lb, requesting that he may be reimbursed for the retained quantity at 24 Dutch guilders per 100 lb; whereupon it was approved to validate the customary 1½ percent write-off, and to have the pepper then delivered in excess of 2022¼ lb paid to him out of the treasury at 24 Dutch guilders per 100 lb, as well as to insert the memorandum into this document. Memorandum of the permitted percentage on the contract pepper that has been received and shipped at the Calicoilan Residency since 6 July Anno 1779 to the date of this document, namely: Saturday, 25 March Anno 1780. Resumption of the reports of the curator ad lites and of the secretaries of justice and the orphanage chamber. From 6 July Anno 1779 to the present date received: 193087 lb. Under dates 7 and 22 February of this year, shipped thereof in the sloop Sunda and the smalschip De Verwagting: 192213 lb. Thus shipped less than received: 874 lb. The permitted 1½ percent on the received consignment amounts to: 2896¼ lb. And the undersigned is still credited with: 2022¼ lb. In humble compliance with the highly respected order of their Excellencies contained in the extract resolution of the proceedings and decisions in the Council of the Indies, under date 23 July 1736, the undersigned, having been commissioned to see the above-mentioned secretary render account, proof, and balance of the administration under his charge, after undertaking the examination, found that as of the last of August of last year, no cash remained in the hands of the said secretary; Whereafter, successively since 1 September following until the last of February recently past, seven hundred ten and a half rupees were received, namely on account of the Lord's dues from sold houses and properties, two hundred ten and a half rupees; five hundred rupees, being the amount assessed according to the resolution of the said Honorable Court of Justice of the first of December 1779 on the Honorable Reinier van Harn, Secunde and head administrator of this Coast, for the two letters of legitimation granted by their Excellencies to his two daughters, named Wilhelmina and Josia Magdalena. He has further shown us two receipts from the Honorable cashier Samuel Constantin Saffin, dated the last of February just mentioned, by which it appears that the aforementioned seven hundred ten and a half rupees have been properly paid into the Company's small-money treasury, so that the receipts since 1 September anno...

First, a request not to let the Company's ship Concordia sail to Ponnicail at present, but directly from here to Gale with the pepper here in stock; Secondly, to let the sloop Sunda depart from here as soon as possible for Ponnicail with the sugar required from here by Ceylon, in order to take in rice at Ponnicail for Colombo; Thirdly, of the 100,000 rupees received in the month of January from Surat, to please let them have at least 50,000 rupees in order to manage therewith until further relief from Batavia; Whereupon having deliberated, it was approved, in compliance with the first request of the Ceylon ministers, to load all the pepper in stock into the ship Concordia, and as soon as the circumstances of the season permit, to dispatch it therewith to Gale, but also to leave in it the sugar that has already been shipped therein to meet the Ceylon requisition; while with respect to the second request, it was agreed to let the sloop Sunda depart first to Tuticorin, and to write to the servants there that this vessel is sent thither at the request of the Ceylon ministers to take in rice for Colombo, but that this vessel long before the letter of the Ceylon ministers was received had taken in pepper at Calicoilan, which, because vessels at this late season can only with great difficulty pass in and out of the river, has been left inside it, to deal therewith as deemed fit, either to unload it at Tuticorin and send the sloop with rice to Colombo, or to let the same proceed with the pepper to Gale, as the Tuticorin servants can best judge whether this sloop is so urgently needed for the transport of rice that the pepper must be unloaded from it or not; To excuse the sending of cash because it is needed here. The skipper of the ship Concordia requests some necessities for the vessel under his command. And as regards the third request, serious consideration was given to whether one could assist the Ceylon ministers with the requested sum of at least 50,000 rupees; but it having been shown by the Governor to the members that of the 100,000 rupees received from Surat, 76,000 rupees had already been paid to Travancore in settlement of the delivered pepper, and that the balance of the Treasury is very small, and the expenses at present are so great that the merchants have enough to do to furnish monthly as much cash as is needed, since trade here has only succeeded best at the very end of the good monsoon, yet had to be conducted mostly in barter; it was therefore unanimously judged that one could not send money to Ceylon without becoming embarrassed oneself, and it was consequently resolved to bring the foregoing to the notice of the Ceylon ministers and to excuse the sending of money.
