Report made by the Jewish merchant Isaak Surjon to the undersigned Secretary on 25 April 1785: That it was true that the Nabab had been at war with the Marathas and Nizam Ali; the dispute with Nizam Ali had been settled, though it was not known how, but not yet with the Marathas. The whole army of the Nabab was south of the river Krishna, but the Nabab was inside Seringapatnam with Mr. Lally, who was now living on good terms of friendship with the said Nabab, because the Nabab had paid him what he owed him. The reason why the Nabab remained inside Seringapatnam was that his Sayyid or High Priest had declared that if he left that city within the space of a year, he would never enter it again, and three months of that year had already passed now; otherwise his firm intention had been to attack the King of Travancore. Karim Sahib had united with his brother Tipu Sultan and had been placed in authority over the entire coast of Malabar, for which purpose 8000 infantry and 500 horsemen had already arrived at Calicut, and the rumour went that Karim Sahib would also come, though this was not certain. With the said eight thousand men, orders from the Nabab had arrived to distribute them along this coast and to ensure that the English and the Portuguese would make no incursion, as according to rumours those two were supposedly allied in Europe to act against him, the Nabab. With the said troops a French gentleman, Mr. Roi, had also come along to take command at Chavakkad over four thousand men. Mr. Chevalier de Lormier was at Seringapatnam under the command of Mr. Lally. The war with the Marathas was the principal reason why the Nabab had not come down. The Governor of Calicut had declared that the Nabab had a great desire to conclude a treaty with the Dutch and to return Chetway and Pappinivattom. The Governor, Majid Beg Khan, had assured that upon the arrival of Karim Sahib at Calicut, an advantageous treaty would be made with the Dutch, and if the said Karim Sahib should not come, then he, the Governor, would certainly be authorized to do so; thus this remained postponed for the sake of Karim Sahib. The conditions he, Isaak Surjon, did not know, but he thought that they would tend to the great advantage of the Dutch. The Governor asked through him for three thousand German muskets with a double nut in the lock, and four pieces as samples. The Nabab was on bad terms with the English and did not trust them, but he was now on good terms again with the French, and the French Governor at Pondicherry, Mr. Coutenceau, who exercised authority there in place of Mr. De Bussy, had sent two hundred and twenty Frenchmen to Seringapatnam under the command of the Chevalier de Lormier to continue serving as a separate corps with the Nabab in place of Mr. Boutenot, but the Nabab had placed that detachment under the corps of Mr. Lally. Furthermore, the Governor of Calicut had said that the Nabab had nothing against the Governor of Cochin, but certainly against the Governor of Nagapattinam. This consisted in the fact that when the English had wanted to besiege Nagapattinam, Governor Van Vlissingen had requested auxiliary troops from the Nabab Hyder Ali for the preservation of Nagapattinam, offering two lakhs of pagodas; that the Nabab had thereupon sent four thousand men under various commanders thither, who had arrived at Nagapattinam two days before the arrival of the English and had requested the Governor to enter the city, but that this was refused by the Governor, and they thus had to camp outside. A few days thereafter the English had arrived before the city, with whom the Governor had colluded, so the Nabab's troops were defeated and for a large part slain; that subsequently some envoys from Nagapattinam who were with the Nabab had again requested some men, but were turned down by the Nabab, saying that the Governor of Nagapattinam had caused his men to be killed by conspiring with the English, and that he, the Nabab, demanded the promised two lakhs of pagodas for this, announcing that as long as that money was not paid, those envoys had to remain captive or under arrest there in the army with the Nabab; that of those envoys, who had consisted of three gentlemen and an interpreter, one of the gentlemen and the interpreter had died, and the other two had fled, so that the Nabab's claim was now regarding those two lakhs of pagodas. Some ministers of the Nabab were of the opinion that this claim pertained only to the Coromandel Coast and not to the Coast of Malabar, and that therefore the Governor of Cochin was not accountable for it, but others wished to make the Nabab understand that Coromandel and Malabar both belonged to one Company and were thus not to be distinguished. No. 14. To Mr. Joan Beaumont Chief at Tellicherry I have investigated the complaints of Captain Robert Burns and found that the entire incident on the part of our captain was purely a misunderstanding, because he mistook your ship for a Maratha pirate, to which Captain Burns himself gave cause through his strange movements. For after your ship had kept almost the same course as ours for nearly the entire day on 28 February, at a distance of more than two German miles ahead, it turned back and, after our ship had anchored, came straight toward it. Because this was completely off the course it had kept during the day, and our captain had been informed at Colombo that pirates had been sighted in the fairway around Cochin, he consequently grew suspicious, weighed his anchor, and set sail to avoid it. Thereupon your ship changed course and pursued ours, setting all its sails; and because it sailed faster, it had approached within range of our guns by half past one at night. Our ship, which which was close to the shore and could not give way any further, therefore fired a shot with live ammunition at a safe distance astern, but your ship paid no attention to it. Our ship repeated this well-known signal, but in vain. Meanwhile your ship had approached so close to ours that one could hail the other. Our captain therefore called out to him to keep off, but his answer was that the sea was as good for him as for another, adding that our ship had come toward him. He was answered that the latter was patently false, for having been more than two German miles ahead, he had returned straight toward our ship when it was lying at anchor. Captain Burns then asked what ship, and upon the answer: a Dutch warship, he called out to us: God damn you and your Dutch warship! Our ship could now give way no further, or it would have run aground, and our captain, no longer doubting that he was dealing with a pirate because of this strange and unbecoming behavior among European nations, thereupon ordered to open fire. Thereupon it was shouted to him from the ship that we should not fire any more, because he would keep off. From this account it is clearly evident that Captain Burns himself is entirely to blame, and this through a behavior which which ought to have no place among strangers. His claim that our ship fired with small arms is wide of the truth. Only the following morning, when the ship was already more than a mile away from ours, did our captain have the muskets discharged that had been left loaded during the night. Because Your Honor will undoubtedly have to report this matter to your superiors, the Honorable Governor and Council at Bombay, I request to enclose a copy of this letter, or if your report has already been made, to send the copy after it to prevent further needless discussions. Paragraph 53: In the month of May, cardamom was offered to us from the north and two samples thereof were sent to us, which we inspected at the session of the 25th of that month and thereupon decided to accept 10 to 12,000 lb of the white variety, which the supplier undertook to deliver in the month of February 1785; but the price thereof has risen so much in the meantime that we had to waive the purchase, and return the first parcel of about 200 lb sent to us to the supplier, as it could barely reach second quality, and was nevertheless being charged at 2 1/4 rupees per pound.
