And because the latter came to pass away on the 29th following, we further resolved at the meeting of the 10th of this month to retain the said Wilke here definitively, because it is impossible to manage here without an officer, and there is also no one at hand to whom the command over the militia could be entrusted. And for that reason, we also most humbly request that Your High Nobilities will not only be pleased to be satisfied with this arrangement of ours, but also in the autumn be willing to convey to us Your High Nobilities' pleasure: whether they may retain the oft-mentioned Wilke here henceforth or not, in which latter case we very humbly request another officer in his place. The Titular Skipper and Equipage Overseer Pleun van der Kuijl, having submitted a request in the last-mentioned meeting whereby he requested our recommendation to Your High Nobilities to be favored with the effective rank of skipper and the salary belonging thereto; we did not wish to refuse him that request, and we pray Your High Nobilities to cast a favorable reflection on this petition of his contained in an original request addressed to Your High Nobilities and transmitted among the annexes, as he is an alert and capable seaman, whom we can with reason point out as such. Having herewith dealt with that which related to the changes made by Your High Nobilities among the servants in this Directorate, we shall, speaking somewhat more specifically of the general transfer of the Directorate from the outgoing to the incoming Director, note beforehand: That in our meeting of the 29th of October, upon the proposal of the second signatory, it was resolved, in order to avoid unnecessary paperwork, and because one wished gladly to acquiesce in the supervision held by Director Senff over the administrations; to allow the general transfer as well as the handover of the minor administrations to take place on the sworn reports as of the ultimo of August last, however according to the true balances of the trade books as of the ultimo of the month of October: while furthermore, for the inspection of the buildings and vessels, of which no inventory had been taken as of the ultimo of August, a separate committee has now been appointed. The outgoing Director, to whom Your High Nobilities had left it to remain here as long as could conveniently be done; but who did not wish to make any further use of this grant of favor than was merely absolutely necessary to achieve his heartfelt desire to leave this place quickly; had meanwhile already, for the better success of this intention of his, shortly after the arrival of the first ship privately, and subsequently on the 13th of October in full meeting, provisionally handed over to his replacement, the elected Director Bosman, the entire administration of this Directorate with the purchases and sales and everything that has any relation thereto; and thereafter, on the 2nd of this month, followed the formal presentation of Director Bosman, whereby the outgoing Director relinquished everything, except the chief authority, which he declared he wished to retain until his final departure, and on that account also to release no one from the oath sworn to him until after his departure. We hope that both will meet with Your High Nobilities' approval, and we humbly take the liberty to refer ourselves further concerning this to the general transfer itself, which, properly signed by both Directors, accompanies this dispatch: as also to the notes kept in that regard with our resolutions of the 7th, 13th, and 29th of October; item the 22nd of November and the 28th of December of this year, which latter, containing the presentation, also goes over separately signed among the secretarial papers for Your High Nobilities' honored perusal according to custom. Before proceeding to answer Your High Nobilities' aforementioned venerated letter, we shall first follow below, according to custom, with our marginal reply to the extract letter of the Noble and Most Honorable Gentlemen Majores received by these ships, dated Amsterdam the 5th of October, Anno 1767: Extract of the Fatherland General Letter written by the Noble and Most Honorable Gentlemen, the Representative of His Serene Highness, and the Director-Deputies of the General Netherlands East India Company at the meeting of the Seventeen to Their High Nobilities, the Governor-General and the Councilors of the Indies at Batavia, dated Amsterdam the 5th of October 1767: containing the matter of Surat In our rescription of the 6th of October 1766 we have already treated that which appeared in the ministers' advices with regard to the sale of goods during the year 1764 and which we judged to be of some particular consideration; since then we have seen from the ministers' letter of the 24th of January 1765 that the sale of the camphor, upon which our reflection had fallen, was only done on the 5th of December previously, but as it did not appear to us for what reason that parcel had already been reported as sold so much time beforehand, we refer to what we said in that regard in the just-mentioned rescription; we nevertheless pass that completed sale, in consideration of the motives that prompted the ministers thereto, because we hold ourselves assured that they aimed at the greatest advantage of the Company thereby, although it is otherwise not without remark that, notwithstanding the positive order not to sell that gum below 24 stuivers, they nevertheless did so at so much lower a price Concerning this camphor, we have already had the honor to give an extensive elucidation in our marginal reply to last year's Fatherland extracts.

This considerable parcel was quickly sold and fetched, at a very acceptable price, just as we had the honor to mention regarding our previous year. This iron was sold at that time with a net profit of 53 5/8 per cent, and the proceeds thereof have also long since been paid into the Honorable Company's cash; but shortly thereafter the English and Portuguese reduced the price. We are also pleased that your Honors have authorized the ministers to sell the 20000 lb remaining there at a maximum of 24 stivers the pound, as it was better to dispose of that parcel there at the aforementioned price than to send it back to Batavia. The 600000 lb of Japanese bar copper which your Honors have sent thither in fulfillment of the ministers' successive demands, we hope they will have disposed of quickly and especially for no less than the previous price, because the reasons which we cited above under the matter of Malabar against a further price reduction of this article are also entirely applicable to sales in this Directorship. But how it will turn out with the parcel of iron amounting to 502036 lb which your Honors have sent thither, since for two years they have been able to make no demand other than solely for the necessities of the household, extraordinarily much of that mineral having been brought in, we must wait and see; but we can promise ourselves little good from it, considering at what low price some parcels have been sold there, and that even, as your Honors have rightly noted, an advance of 53 1/8 per cent yields no sufficient profit on an article of that volume; that of this same parcel today a good quantity to the value of circa rupees 25000 belonging to the brokers still lies in the warehouses, and we... For the other merchandise there appeared to be a good prospect of a speedy sale, and we wish that the outcome will have corresponded to it, expecting at the same time that the arrangements which the Director has made regarding the collection and payment of the sold merchandise will be of such effect that the Company will not be subject to any bankruptcies. According to the purchase contracts concluded with the merchants, they are obliged to pay in the following month for what they collected in the previous month. And provided care is taken that this is accurately observed, as the now retiring Director has notably made it his business to do, it is hardly possible that the Honorable Company could suffer bankruptcies with such alert and wealthy people as the present brokers. The English have never sailed so heavily to Batavia as during the last 2 years, and as they bring everything here or to Bombay, this is also the sole cause why there still lies such a considerable quantity of sugar in the warehouses, which is indeed sold, but nevertheless not yet collected, because we cannot possibly compete on the market here against the English, even though we sell the goods as dearly as they do, because the merchants who buy from them pay nothing for export duties etc., whereas on the contrary these expenses cost ours, or those who buy from us, easily 7 to 8 per cent. We see meanwhile with regret that continually considerable parcels of sugar, arrack, and other goods are brought to Bombay which private individuals manage to obtain at Batavia, and whereby the Honorable Company's trade at Surat is so noticeably injured. The received report concerning the cargo of The Jenny discharged there can serve as further proof thereof, and that report is not a little strengthened because that vessel departed from Batavia as if on the sly, in order to escape the inspection which your Honors had intended to have made of the cargo taken on board there, of which, however, as it seems, he had timely notice. Regarding the collection of linens and further returns for the Netherlands, we refer to our demand now departing. The packaging of the spices, both with respect to the chests and otherwise, is now so improved that for two years now between the Batavian gross weight upon receipt here, not the slightest notable difference has been discovered. And in general the underweight on the spices upon weighing out to the merchant is so small that it scarcely warrants the name. We have furthermore, under the main section of entries and write-offs, also found worthy of note the underweight of 5 7/8 per cent on 2100 lb of cloves, and since that underweight is mainly attributed to the poor condition of the chests in which those spices were packed, we have examined the reasons which the administrators in the West-Side warehouses submitted in their defense, and which are mainly stated in your resolution of 27 August 1765; but which reasons have by no means appeared so satisfactory to us that we may hold the said administrators entirely free from negligence at least, because if the opening of the seams of the chests could have been caused by the heating in the holds of the ships and by the whole Surat climate, that same defect would previously have been found in the chests, of which, however, no proof has ever appeared to us, and which would also not be sufficient, because the necessary provisions against it could and should have been made. We shall, however, in consideration of the fact that your Honors [illegible] with that defense of the said administrators...

The administrators have accepted this; we will not comment further on the matter, trusting that, in compliance with Your Honour's earnest recommendation, they will in future take the required care to ensure that the spice chests are properly provided for, in order to free themselves from compensating for the shortfalls that might be caused by the poor condition of the chests. Furthermore, we cannot pass by without remarking that the ministers have permitted the officers of the ship Amerongen to deposit into the Company's treasury a sum of ro/a 8516 3/60 or ƒ 1275: 10:8: for the value of the sugar thrown overboard in a heavy storm and the spoiled spices, instead of charging the said officers for this on their pay accounts, as ought to have been done according to the order, and which must also be observed in future without permitting such deposits in their place. The order to debit the ship's officers on account for the deficit has always been observed here, and was only departed from in this case because the circumstances thereof were extraordinarily unusual and the sum was so large that we judged it safer to have the same deposited, in consideration that the Honourable Company thereby nevertheless had that amount firmly in hand, whereas by debiting them on account they might sometimes be deprived of it, in the event that the officers happened to pass away during the voyage or spent their money to satisfy 138 such deposits. We have examined the petitions sent to us from the senior merchant Kellij and the junior merchant Blaauwkamer, and as far as concerns the request of the petitioners to be relieved of the assessment imposed on them on account of the monies that had to be paid in the year 1762: to the Nawab of Souratta; having taken into consideration that the petitioners, for their justification, appeal to facts which—especially with relation to the window made in the quarters of the senior merchant Kellij—differ greatly from the reports given regarding that case by the ministers, and about which we therefore cannot properly judge without further information; and furthermore, that these assessments were decreed by Your Honour and we have already declared ourselves regarding the settlement of such matters in our general rescript of 6th October of last year, we have for the same reasons found it good to leave it to Your Honour to dispose of the 825 235 requests of the petitioners for relief from the aforementioned assessment in such manner as Your Honour shall judge to be equitable and proper. However, with regard to the request made by the senior merchant Kellij to be relieved of the assessment that Your Honour imposed on him on account of the deficit left in the treasury by the former cashier Oudenhoorn, we persist in what we stated in that regard under this subject in our above-mentioned rescript, and consequently expect that the Company will be indemnified on that account. Holding Your Honour's further dispositions regarding the write-ins and write-offs, assessments, and compensations to be communicated, we furthermore also approve of your adopted resolution to let the debt of the Cambay governor Momenchan merely remain on the books for the time being, and to write off that of Mocha finally, since nothing is to be expected from the latter anyway and little from the former, and it is therefore best to clear the books of them as far as practicable. Under the heading of ships and vessels with 139 This order having been made general by Their High Excellencies, the same is to be strictly observed by us in the future. 140. Having observed with pleasure your attentiveness in having the return goods for the Netherlands brought to Gale in due time, and not doubting the prompt execution of the orders that Your Honour has issued for the dispatch of the ship that will be destined to convey those return goods thither, we hope to experience the desired effect thereof. The gourab the Zeeleeuw having been found upon a more accurate inspection to be in better condition than the ministers had first reported, we shall make no further remarks on those differing reports; however, having seen how much more that vessel was calculated to yield upon sale with sail and rigging than upon its sale for scrapping, we deem it serviceable, for the elucidation of our previous orders in that regard, to state that although we are still of the opinion that, in order to prevent abuses or evil practices, generally speaking none of the Company's ships or vessels are to be sold other than for scrapping, we nevertheless except from that general order

241 And now proceeding to the treatment of the business concerning Your Right Honourables' most esteemed general rescript, the outgoing and incoming Directors have in the first place the honour to express their obligation to Your Right Honourables for the favourable consideration which you were pleased to give to their request to send a ship from Batavia so early, as was done with the ship 'T Huijs ter Meije. And we can assure Your Right Honourables that all possible speed has been made with the dispatch of the ship 'T Huijs, because it carries the return goods for the Fatherland to Ceylon; but notwithstanding this, it has not been possible for us to allow the same to depart for the present, as our activities, both with the transport and otherwise, have been very numerous; in the meantime, the last ship will certainly not linger longer than ordered. We have, this year as well as last year, strictly obeyed the orders given, and this shall always serve us as a rule and guideline to have the draft of the ships inspected carefully upon their arrival; having the honour herewith to send to Your Right Honourables, alongside the original reports concerning this made at Batavia and sent to us, the findings in this regard of our committee members here, with which we trust that Your Right Honourables will be pleased to be satisfied. We were not a little rejoiced at Your Right Honourables' shown contentment with our efforts, had it been possible, to save the wrecked Beschermer. The rumour spread in the early year that the Mosselschulp had been captured by the Maratha sea-rovers is, to our regret, all too true. We initially heard several things related about this, until the former commander of that small vessel, the chief mate Frans Mekel, arrived naked and stripped from Bombay on the 6th of May and reported to us: That, intending to sail from Cochin on the 10th of January under convoy of an English ship, he could not get outside until the following day, or the 19th, on account of the heavy surf, when he found that the English vessel had set sail without being willing to wait for him. That, not having been able to find the said convoy, he had pursued his course alone along Calicut and Cannanoor until the 26th, when in the afternoon he saw 14 small vessels coming down upon him, with which having engaged he seemed at first to force them back, but which happened only to wait for their comrades; and these having arrived, he was fiercely attacked by the combined enemy, comprising 26 sails in total, and was even boarded by a two-masted grab that sought to enter him; which, however, along with the other enemies, was beaten off so bravely that they ceased firing; although he nevertheless remained trapped in the middle of the enemy's fleet, and could steer his vessel only with great difficulty due to a calm. The next day, or the 27th, the battle being continued, he had defended himself bravely until the afternoon, when suddenly an insurrection was incited by the Persian Moors on the smalschip, and he, the commander, together with 2 other Europeans, were badly wounded, whereupon followed the villainous surrender of the vessel by the Persians. but, these not being needed there, to send them to Ceylon, we will always dutifully fulfill as much as is ever possible; just as now, in compliance with that order, one hundred thousand ropijen have been shipped on the vessel 't Huijs for that government. And we live in the hope that Your Right Noblenesses will be pleased to grant this request, the more so because, as appears from sworn statements passing under the secretarial papers, not only from the commissioners, but also from the sailors, as far as they can presently be found in loco, and who were present there at the time, as well as from a particular native who completed the packing and also always completes it, it is fully evident that the rosewater was packed very well and carefully. And regarding the remarks that Your Right Noblenesses are pleased to make on the price, the smallness of the bottles, and the quality of the water itself, we may likewise not fail in all respect to represent to Your Right Noblenesses that the rosewater is brought here from Persia, and since there is also great consumption here, the price regulates itself according to the abundant or scarce supply. Last year there was little or nothing to be had here; if we wished to comply in any way with the requisition, we indeed had to order it from Bombay, which is just as much the cause of the increased price as that during the transport from there many bottles cracked and leaked empty, for the nature of rosewater is known to be that if the bottles are closed but a little too tightly, they must burst of themselves, while when they are sealed in the usual manner and vermin cause the least damage thereto, they immediately leak empty or spoil. Thus the damage caused by one mishap or another cannot well be attributed to lack of supervision. And this then grants us the liberty to beg once more for a favorable disposition from Your Right Noblenesses' favor regarding the aforementioned commissioners; the more so because the outgoing Director must in good conscience declare, and in all sincerity is assured on good grounds of knowledge, that the purveyor of that rosewater gained not only not three, but scarcely even one percent thereon; and that it even happened to him two years ago that, having ordered twelve cases of that fragrant water from Masquetta for daily household use for the native dignitaries, no more than six cases were found passable upon arrival here. To the two returned Moorish stable boys, who claimed at Batavia to be unaware of their obligation to bring the horses entrusted to their care to Japan, which in fact consists of an untruth, as they bound themselves thereto in writing here, we have also, in conformity with Your Right Noblenesses' intention, paid no more than six months' wages, although they were actually eight months in service. We will also carefully keep in mind the exhortations made by Your Right Nobilities to improve the sales, and will primarily endeavor to negotiate the highest possible prices for the powder sugar; although we can at the same time sincerely and in good conscience testify that for the present there is still little prospect of this, because the foreigners bring here all too great quantities of that sweet, and thereby in general not only considerably diminish the consumption of sugar, but also have so spoiled the market that we cannot form any good outlook here with any hope of success. However, the incoming Director particularly requests Your Right Nobilities to be persuaded that he will neglect nothing, but will constantly exert all his strength to show proof of his vigilance in negotiating the best prices that can possibly be obtained. in which respect he once again takes the liberty to request a favorable disposition. That the anchor fished up here in the Roads has not been credited to the Principal Place is an omission for which we humbly beg pardon. And which is hereby redressed, we having already taken a resolution to that effect in February last, although by mistake such was not carried out. No less disagreeable than to Your Right Noblenesses has always appeared to us the non-liquidation of Boucard's vendue debt. Your Noblenesses are fully aware that we have successively left nothing untried to collect that money, although the outcome has not answered our wish. We have taken this matter into further consideration in our meetings of 29 November, and as yet not having been able to proceed to make use of the qualification obtained from Your Right Noblenesses to address ourselves to the Court of Justice at Bombay, we have, according to the draft prepared by the first undersigned, in the last-mentioned session, drawn up, summarized, and approved an ample letter to the English government here. We have principally demonstrated thereby that the vendue of the former Director Drabbe was that of the Honorable Company; that Boucard nor his heirs had any claim against our Company; that therefore falls away their assertion as if this matter should involve a dispute over meum et tuum; and that consequently not relative to a court of Justice, the political judge is and must remain the one from whom the nature of the case demands the settlement. We have already dispatched this letter to the English Council here, and we heartily wish that such may be followed by good success, of which we shall then also have the honor to report to Your Right Noblenesses on a further occasion, and at the same time to send a copy of that letter, which currently remains utterly impossible for us due to the pressing work and lack of clerks at our secretariat. And thus we shall also at the very first opportunity, or properly with the last ship, be able to inform Your Right Noblenesses of the success of our efforts toward the recovery of the advance made by Dutch servants on Ceylon to English shipwreck victims there, concerning which we approved in our meeting of 29 October last to address ourselves to the Government of Bombay, which appears to us to be bound to constrain James Stevens in case of further unwillingness, to the payment of such a most lawful claim; which we, upon a favorable outcome of affairs, shall credit to Ceylon. Of the Easterners placed on the ships for reinforcement, we have, according to orders, detained no one; but the same return accordingly, except two who ran away, and one who, pursuant to our resolution passed on 22 November, after having first been punished on board for reasons to be seen in detail in that resolution, was put ashore at Dommus and chased away from the service of the Honorable Company. We have, on the other hand, taken two of those people into service, namely Hadsie Ismael and Lanang at 3 rixdollars per month, who claimed to have come with English ships from Batavia, and who now return thither with the ship 'T Huijs om. We shall also not fail to grant free transport back to the Principal Place to the five royal Bantam priests who crossed over hither this year, as soon as they shall have made a request for it upon their return from Mecca. All further orders and arrangements of Your Right Noblenesses, which appear among the Annexes, and which we specifically cited piece by piece at our committee held on 29 October in the resolution, we shall observe and follow to the utmost accuracy, in order in all respects according to our humble capacity to be able to afford Your Right Noblenesses the required satisfaction. To the Right Honourable William Andrew Price Esq., Chief for affairs of the Honourable English Company and Governor of the Mogul's Castle and Fleet, and Council at Surat. Right Honourable Sir and Sirs. We have duly received your esteemed letter of the 28th of the past month, the contents of which were communicated to the Widow Bufkens. She presents her most sincere thanks for the trouble you have been pleased to take regarding this affair, assuring that she will be necessitated to rest satisfied with the answer now received, if nothing else can be done. But she nevertheless very humbly requests that this affair might be examined a second time, when she thinks it will perfectly appear that, although this money by your books seems to be paid, neither she nor anyone on her behalf ever received it. The reasons on which she bases this sentiment are briefly the following: It is a known rule and customary throughout the entire world that nobody pays such monies without taking a receipt. And if, consequently, any receipts are to be found, either from her deceased husband or from Mr. Christant mentioned in your letter, she then certainly has no right to any claim. But in case these receipts are not to be found, she most respectfully implores your favour and that of the Gentlemen, your superiors at Bombay, to assist her, so that her claim of Rs. 1080 may yet be satisfied by those who entered this amount in the books as paid, though it was never paid to her. And as you yourself were pleased to say that in your books 36 months of house rent is discounted at 80 rupees per month, whereas she on the contrary only spoke of 40 rupees per month, we cannot omit, upon her special request, mentioning for your elucidation: That it is true Mr. Douglas in the beginning did promise Rs. 80, but afterwards, because of some discontent, he declared he would not give more than 40 rupees. This is the reason why she thought best in her former application only to demand 40 rupees, on the supposition that no more was charged to the Honourable English Company. But as the books now show the contrary, and especially that 80 rupees were discounted, she cannot omit submitting for your consideration whether she does not equitably have a right to 80 rupees per month, and thus Rs. 2160 instead of the mentioned Rs. 1080; so much the more as she truly and in all sincerity can assure that she never received anything for the first 10 months, because her husband, to whom 80 rupees per month was promised, chose not to receive forty, but rather preferred to address himself to Bombay, as was really done at that time, though no answer was received, which was also the reason that the house rent for these ten months was not paid either. However, she defers this consideration, and whatever further might be paid to her on this basis beyond her first demand, to the generosity of the Gentlemen, your superiors at Bombay. And hoping that this other request of hers will meet with a favourable reception, and that she will not be left without solace in the pitiful state of life under which she labours as a poor widow with children, she takes the liberty regarding these affairs of recommending herself once more to the powerful favour of the said Gentlemen, while we also join our friendly request to hers, remaining with the sincere offer of all reciprocal services, with true regard.
