We therefore hope that the aforementioned account will gain Your High Nobilities' valuable satisfaction; meanwhile, we assure Your High Nobilities that for our part we will leave nothing unconsidered that could in any way increase the aforementioned vent, to which the peace currently concluded would not a little have contributed, were it not that the army of Ragoe Bansa, which according to what is noted here before lies encamped under the city walls, and the army of the Hereditary Prince retreating hither, have until now entirely obstructed all transport. We hope that these obstacles may also soon be cleared out of the way, since it is unthinkable that the aforementioned pretender prince will expose his fate to an uncertain battle, as the army of his adversary infinitely surpasses his own in might; and he will thus have to choose one way or the other for his preservation. Thus, we hope to be able to communicate the immediately expected good results to Your High Nobilities in the coming December. Among the appendices hereto also goes the General Return framed according to the model; thus, we note here finally in this main section that, upon a memorandum submitted by the Chief Administrator Sluijsken in the meeting of the 3rd of July regarding the goods dispatched from here during the financial year 1714/1715, with the calculation of the 2½ percent King's duty to the brokers, in order that it be handed over by them to those entitled thereto, we have had paid out an amount of Rupees 3071:39, being the amount of the quantities delivered in excess by the respective suppliers and given to the customs officers over what was settled with them; and henceforth, until the time the Nabob's debt shall be settled (of which we had the honor to give a detailed report in our respectful last letter of the 25th of December), we will withhold His Excellency's portion in both the outgoing and incoming duties. Furthermore, among the appendices to this are the legal records instituted by the Fiscal van der Sleijden against some deserters, together with the act of approval granted thereof by the Director. The Commissioners of Matrimonial Affairs and Orphans are still the same as in the preceding year, and having nothing in particular to report concerning those colleges, we proceed to the treatment of the subordinate offices, and thus have to report regarding the subordinate Brootchia that we turned down the request of the factors to offer a gift to Prince Ragoe Bawa, who appeared there in passing, our reasons being recorded in the resolution of the 14th of June of the last-passed year. That the funds remitted thither for daily expenses as well as otherwise, since our respectful last description of the 30th of April of the previous year, have consisted of two bills of exchange.

Bills of exchange at the Commander's amounting to Rs 2080:—: That on the 17th of November we approved a gift bestowed upon the Broker on Divali to the value of Rs 25: as has already been noted herebefore under the Head of Gifts. That the Factors have provided proper sureties for their administration, as appears from our resolution of the 14th of June. That in accordance with our resolution of the 5th of December, a brief journey hither was granted to the First Factor Bocquel, and as appears from the note in the resolution of the 23rd of January thereafter, he departed again thither on the 16th of the same month. And that the General Expenses at that office in the expired financial year 1774/5 amounted to f3310:4:—: While with regard to the letters exchanged with the servants, we respectfully refer to the letterbooks transmitted along with this. Ahmadabad yielded no matter for discussion, since everything having any bearing thereon was obediently discussed in our general letter of the 25th of December; we shall meanwhile attempt to see whether, now that peace has been concluded, there will be any opportunity to dispose of the goods. The General Expenses there amounted to f378:16:— Setting down here our domestic proceedings in the manner of a journal, as is customary, we noted with gratitude: That the general muster of all the Company's servants at this office took place at the end of June according to order. The Dispenser and Equipment Overseer, having submitted a report to the Secunde on the 20th of August, which was presented to us, made known the exorbitant dearness of provisions and other requirements in their respective administrations, occasioned by the ongoing wars and the resulting devastations and otherwise, with the request that, since the time for compiling the annual Price Current was approaching, they might for the present remain excused from any firm contracts in that regard, and be permitted provisionally to suffice with the ordinary market prices. Convinced by this representation, and because the prices of goods in these precarious times often differ from one day to the next, we were obliged to condescend to this until such time as circumstances might assume a more favorable aspect. But perceiving that in this resolution, which we had taken only out of the utmost necessity, much favoritism could occur, as the Secunde in reviewing and the Director with regard to the monthly specifications had to rely entirely on the good faith of the administrators, the said First and Second signatories were constantly mindful to bring about a remedy herein as soon as possible to the best advantage of the Honorable Company. And in this they have since succeeded so well that the aforementioned Dispenser and Equipment Overseer were persuaded to enter into fixed contracts, as subsequently took effect at our meeting of the 25th of December following, according to a Price Current inserted therein, whereby many goods, and among them also the provisions, came out to even less than in the previous year. According to a report submitted by the special Judicial Commissioners, in the presence of the Fiscal at the session of the 28th of September, the maund weights in use having been compared against the standard or test weights kept here, and the balances having been examined, in accordance with the aforesaid resolution 15 pieces of such 50-maund weights found unfit, together with one such balance, have already been sent to headquarters, and others have been issued from stock in their place. In the aforementioned resolution of the 28th of September, there also being examined the finding of the stamped paper used in the latest financial year, as well as the balance remaining at the end of August, the monies of the former, amounting to Rs 113:33, were properly counted into the Company's treasury by the Secunde. Also on the day aforesaid, we granted to the Warehouse Keeper and the Pay Accountant the customary advance of Rs 4880:—: each, the first for the unloading and loading of the ships, and the second for the hiring of Moorish seamen, to be deducted from the specifications to be submitted by them. Furthermore, at the same meeting we resolved, upon the notice given by the Secunde that during the inventory taken at the end of August at the trade office some old books and papers were found to have been so damaged by white ants that they had become completely useless and unserviceable, to have the same examined by a committee from our assembly, as well as some kept at the Pay Office, according to the notification of the Pay Accountant.

useless old papers kept there, and the said committee having submitted a report on the 23rd of January of this year demonstrating which of these books and papers had been damaged by white ants, rats, and other small vermin and rendered unusable, as well as which had been found damaged and useless at the pay office, we have instructed them to have all those books and papers burned by fire to prevent further damage, and also to have the same committee members further examine some other old and useless books kept at the trade office and packed away in two wine chests, as the second in command indicated that all of these were likewise infested with vermin. At the more aforementioned meeting, the storehouse master also submitted four receipts from the gentleman town governor and other participants regarding toll revenues received from the first of August 1774 to the end of April 1775; we therefore note here that we withheld the share of the Nabab in reduction of his debit, and deposited the receipts themselves in the secret treasury. And finally, on the aforementioned 28th of September, we approved an account of ordinary and extraordinary seal fees amounting to the sum of Rupees 432:-:-. The correspondence with the western offices having been properly maintained, as shown by the accompanying copy letter-books, we shall fulfill at the first opportunity a requisition of supplies received from Ceylon by that government, while according to the communication from the Cochin ministers, the surveyor De Graaf, having passed away very suddenly from an apopleptic stroke, his transfer hither has become impossible. Under the section of foreign nations, and particularly the predominant English, we have the honor, following up on what was treated in our humble letters of the 30th of April and the 25th of December of the past year, with respect to the demanded imposition upon all incoming and outgoing goods here, to note that concerning this matter nothing further has ensued from them up to now, nor has any reply yet been obtained to the letter sent by us to Bombay in that regard, all of which gives us hope that they will pass over this matter in silence to our advantage, without troubling us further concerning it for the present; and should the outcome correspond to this, we consider that we have double reason for satisfaction, for although our representations and protests against this were succinct and truthful, we nevertheless could never have promised ourselves such a result from them, whereas all other foreign nations and traders here have had to succumb under this tyranny. Likewise, in our aforementioned respectful letter of the 25th of December, having treated the necessity in which we were placed to have to consent to the demand of the Nabab to the sum of Rupees 10,000:-:- to be withheld from the tolls, we cannot fail at present also to bring to the obedient knowledge of Your High Nobilities how the Nabab, having seen fit to request to inspect two horses that had been bought and paid for by the storehouse master Van Citters, and having obtained this, took the same horses for himself, as appears from the complaints submitted in this regard by the storehouse master at the session of the 10th of January; we decided on that day, because such a manner of proceeding involved an act of violence which we believed could not be passed over in silence without seeing the Company's and everyone's private property exposed in the future to the same arbitrary desires, as well as because it conflicted with general security—which rests, beyond and besides the law of nations in general, on lawful firmans and special prerogatives, which in this case were violated and infringed—to present to the Nabab his unlawful action through amicable representations and to persuade him to remedy this matter according to equity; but having been able to achieve nothing with His Excellency by all this, the Director sent Secretary Wiardi on the 27th of January to the English chief, Mr. Gambier, in order to give his Honor detailed notice of the course of this affair, to complain about the Nabab's conduct, and to request his Honor to persuade His Excellency to exercise right and justice, while on the contrary we would be forced to have to address ourselves for that purpose to the place where it was deemed that the same could be obtained; and the mission having had the result that the said Mr. Gambier, after initially wishing to justify the conduct of the gentleman town governor through many remarks and objections, finally pledged to arrange the matter in question for the best and, as he thought, to satisfaction, this was subsequently also fulfilled to the extent that the Nabab was compelled to restore to the storehouse master two other horses, equal to the previous ones, as appears from the record kept of all this in the resolution of the 27th of February. And his coming over to Batavia was deemed necessary in order to be able to conduct the required investigation regarding the wreck of Walcheren with greater certainty. It is, however, by no means with our approval that Your Honours, before deciding on the petitioner's request, did not follow what we have recommended to Your Honours in the handling of similar matters, and we once again recommend observing it henceforth without fail. We further hope that the repeated and reiterated order to have the ships depart at the appointed time will be better observed than has been done hitherto, or that in default thereof the penalties enacted against it by Your Honours will be executed. The hiring and untimely dispatch of the small vessel de Wilhelmina with the piece goods that had been collected for the Indies, we also regard as a striking proof of the inattention with which the Company's affairs are handled in this Directorate. Your Honours have demonstrated this so convincingly in their reply of 31 December that we deem it unnecessary to explain ourselves further on the matter, and we consequently also approve that Your Honours have caused half of the hire money, believed to have been paid in Batavia, to be refunded by the Director and the members of the Council of Policy who gave their consent to the hiring of that vessel. The ministers, in their reply to the extract of our dispatch of 5 October 1772, maintaining that the convoying of the vessels of the brokers and other private individuals who reside under the protection of the Company ought to be continued in order to prevent the English from becoming entirely masters of the trade, we leave it to Your Honours to make such dispositions in that regard as Your Honours deem proper. It appears to us, however, from the reasons adduced by the ministers to demonstrate that alleged necessity, that this protection to private vessels is not granted gratis. For such convoys, which have been very rarely granted, nothing was ever paid, and currently they do not take place at all except for the Company's own vessels when they are sent to Jamboeser and Brootchia to collect the piece goods gathered there for the Company. And we therefore also judge it only fair that whenever the Company's small vessels are employed for such a convoy, adequate escort money must be paid to the Company for it. The reasons that Your Honors have given us for the higher billing of the Rosin, White Lead, and Wax sent to this Office in 1769 are indeed sufficient to demonstrate the cause from which that higher billing arose, but whether those goods ought to have been purchased at such high prices, and whether it was advisable to send such wares, which must serve for Trade, to an Office where, bought at those prices, they could produce no profit but only loss, we prefer to leave to your own consideration. We acknowledge that those merchandise items had been requested by the ministers, but having not been able to expect that the same would be charged to them at so much higher a price than before, they are to some extent to be excused in that regard. It is nonetheless no less true that, as Your Honors have rightly noted with respect to the requisitioned quicksilver and the Japanese Camphor, the petitions of this Office were often formed without any deliberation or well-founded foresight. We encounter new evidence of this in the ministers' formal requisition for 177 3/4, and Your Honors can easily understand how displeasing it must be to us that at an Office which is maintained primarily for the sake of Trade; where one daily has to struggle with powerful and domineering competitors, with greedy Rulers, and other adversities which frequently require more than ordinary management and circumspection; the management of Commerce and the further handling of affairs remains entrusted to people who, far from having given such real proofs of their competence and vigilance in the service of the Company that Your Honors might have relied upon them with peace of mind, on the contrary treat the interests of that Company with so much carelessness, neglect, and dereliction of duty that Your Honors have had to make the sharpest reproaches to those ministers concerning this, and even declare yourselves regarding the Chief in such a manner as Your Honors have done in the separate letter to him dated 31 December. That reprehensible management in this Directorate has thus also had the result that the ministers, instead of being able to assist the Government of Ceylon with 200000 Rupees in conformity with your orders, on the contrary have negotiated 115000 Rupees, whereby on the one hand the Company has been burdened with the Interest of that Capital, while on the other hand the debts of the Brokers as of the last of August 1772 still amounted to an important Sum of 168447 Rupees. The splendour and magnificence with which, according to their statement in a letter of 17 December, the joyful birth of the Lord Hereditary Prince was celebrated there on 22 November, and what further appears in their resolutions concerning this, makes us rather believe that they have thereby wholly and entirely lost sight of the fact that all public ceremonies ought to remain within certain bounds without degenerating into wastefulness or extravagance. And however much we do not disapprove of, but rather praise, the showing of a fitting joy over that happy event, we nevertheless do not presume that the arbitrary and improper expenses which the ministers might have incurred on that occasion will be suffered at the expense of the Company. This burden, however, is in general very painful and oppressive, wherefore the interested parties have once again, by letter of 30 April 1776, taken the liberty to request Their High Noble Lordships to be relieved thereof at least in part, and regarding which they are awaiting a favorable decision from Their Most Noble Lordships' generosity. These papers are now sent in duplicate to Your Right Honourable Noble Lordships. As neither the official record of what occurred with respect to the repair of the aforementioned stone steps, cited in the ministers' letter of 30 April, nor the report of the Secunde Huysken concerning his negotiations with the ministry at Bombay about the retention of the factory at Brootchia, have come to our hands, we shall await those documents along with those that are further relative to that matter, in order to make use of them here if necessary. Meanwhile, we cannot pass over unmentioned the erroneous reports which the ministers have given you, both regarding what occurred with the Nabob and of what was negotiated with the ministry at Bombay. For with respect to the first, you note that in the produced official record of the Director it is not found that the Nabob, among other violent proceedings, had prevented the repair of those stone steps at the wharf, nor that the ministers had caused permission to be requested from that city governor to be allowed to begin the renewal of the said steps. This, however, is maintained by the ministers in their letter of 30 April 1773, and must also have happened in order to be able to account for the 15000 rupees that were brought to the Company's account for obtaining that requested permission, without any satisfactory proof of that expenditure appearing in the ministers' resolutions. In the official record that is now being transmitted, and to which the letter of 30 April 1773 refers, it is said in Article 4 that the work on the stone steps would be commenced after permission had been obtained. The permission that was actually at issue, however, was not so much merely to repair these stone steps, as principally to be allowed to place a palisade north of the same on the Nabob's land for the preservation of these steps, and especially to prevent the Company's wharf from suffering damage on that side from the runoff water; and for this purpose these 15000 rupees were actually spent by the former Director Bosman, at least as far as this can be traced and appears probable to us, especially from what was communicated in this regard to Their High Noble Lordships by a separate letter of 1 October 1773. But of considerably greater importance than the preceding is the erroneous report that the ministers have given of the outcome of the aforementioned negotiations with the ministry at Bombay. According to that report, those disputes were settled amicably, and the said ministry had acknowledged that the Dutch Company could retain the factory in the city of Brootchia in the same manner and all ways as under the previous Nabob; but according to what you have communicated to us of those negotiations, the ministry at Bombay has, for the retention, The English government here requested by dispatch of 15 April 1773, in the name of their superiors at Bombay, that the original firmans concerning Brootchia might be shown to them, which, according to what was recorded in the Surat resolution of 2 July 1773, was done by two members of the council, and with this they have since rested content. have decided, since we have heard nothing of the detention of the aforesaid trading post since then, merely granting permission until further orders should have been given in that regard by their superiors; that report of the ministers thus differs not only very much from the delivered account, but even conflicts with what Director Bosman and Secunde Huijsken have stated in their separate letters regarding the continuous instances of the English demanding the presentation of the firmans granted to the Company by the former Nabobs, because that presentation would be entirely unnecessary if the right of the Dutch Company in that respect were beyond dispute. We must consequently also conclude from this that the detention of that trading post will be dealt with further. And being unable to imagine that the ministry at Bombay will have waived the demanded presentation of those firmans, we await the outcome of that matter, just as we also must do in respect of the resumed negotiations with the ruler of the Marhattas for obtaining passes for the Company's ships. Pursuant to Your Right Honourable's orders, no more presents are given further to the Marhatta Court, and thus no further instances for obtaining the passes are made; the Director merely maintains the friendship through amicable correspondence. The expenditures made for that purpose, however, already amount to a considerable sum, and we fear that, notwithstanding this, the outcome of those negotiations will answer little or nothing to the objective. But the interested parties still believe they can put forward well-founded reasons for their discharge, and in addition demonstrate in the clearest manner that at that time one could never take a formal resolution to detain Walcheren beyond a set time, nor did the same ever happen, since that vessel, both through the prevention of the supply of provisions and crew, without which it could not possibly proceed on its voyage, could not be regarded as other than being in actual detention; furthermore, that these violent obstructions and traverses occurring at that time are by no means to be imputed to their conduct, nor that they did not employ all humanly possible means, representations, and protests, both to maintain the Honourable Company in its precious prerogatives and to make all impediments and violences cease, as well as that immediately thereafter, not a day, indeed not an hour, was lost in dispatching the ship Walcheren at the very earliest; thus they have taken the liberty of addressing Your Right Honours in that regard with a respectful supplication, which is transmitted in original among the appendices. to address Your High Honour, and we make bold to support his request for exemption with our humble intercession. Upon weighing, this copper was found to be 926 5/8 lb. short of what had been calculated, as shown in the annotation to the resolution of the 11th of this month; for which the Packhouse Master has been credited on his pay account, in consideration that the entire amount of the aforesaid 3335 Ed= was debited to him according to the resolution of the 6th of November. The cost of the 2 1/2 in 4 1/2 percent deficiency found upon delivery in Batavia and sent from here on the mentioned vessel, which the Packhouse Master was also required to reimburse, will be paid by him in cash according to the resolution of the 13th of this month. The discharged chief surgeon Van der Sprenkel has handed over to us the accompanying request to Your High Honour, containing a petition to be exempted, in view of the circumstances and the reasons alleged therein, from the amounts of ƒ2581. 13. 3. imposed on him for reimbursement and paid into the treasury here on account of losses sustained on the rose water sent from here in A: P:; he has requested us to submit the same favourably to Your High Honour, which we take the liberty of doing herewith. The amount for the pieces of patola cloth, the 25 pieces of soap from Cape of Good Hope, and the 7 pieces of flagcloth, which were found deficient in the parcels sent with the ship Beemsters Welvaren in the year 1773, has been paid in cash, as has also the amount for the bottles of rose water that were spoiled among the consignment sent to Ceylon in the year 1772. Concerning the other charged items, we beg to refer to the marginal dispositions on the report received in that regard from the Head Administrator Sluijsken, recorded in the resolution of the last of November of last year. On the mast timbers delivered in 1775 to the macats, the macats shall pay another principal advance, according to what was recorded in the resolution of the 23rd of this month. The vermilion left unsold at the sale of the 15th of December 1774 and the 28th of June 1775 has since been disposed of at the best possible prices, as well as the other merchandise brought in during the latter mentioned year, as appears from the transactions recorded in the previously cited General Description of the 30th of April of this year. In the past financial year, 59,630 1/4 lb. of cloves and 13,775 lb. of nutmegs were collected, and in addition to the contracting of 1774, 28,120,000 of the negotiated funds were cleared and repaid; the remaining 50,000 Pa will be paid by the ultimo of this month. In order to acquire the required horses for the Emperor of Japan, persistent efforts have been made, but it has thus far been impossible to obtain them in accordance with the samples. Regarding Your High Honour's remark that this office has fallen behind by a sum of ƒ234,861. 18. in two financial years, the reasons are detailed circumstantially in the resolution of the 4th of November, and consist principally in a lower sale of spices and sugar, since in the financial year 1772, before the war and troubles began in these lands, as much as 99,405 lb. of fine spices were sold, whereas after the outbreak and continuation of these hostilities, only 39,851 1/4 lb. were consumed in 1773, and in 1774 a very small quantity of 26,613 3/4 lb. We therefore request Your High Honour to take this into favourable consideration, as well as the fact that, aside from the spices which have their fixed prices, despite these adversities, a profit was made on the other merchandise in the financial year 1772/3 of 30 1/8 percent more than the previous year, and in the following year again 5 1/4 percent more than in 1772/3; and furthermore, that immediately after the cessation of the war in 1772/3, the consumption of spices increased again to 73,307 1/2 lb., and in 1775/6 also amounted to 73,405 lb. 10 oz. While the increase in expenses in 1773/4 was caused by what was expended on the illumination of the year 1773, which was subsequently credited back to the Honourable Company, and on the contrary, these expenses in 1774/5 were again reduced to ƒ37,468. 3. 8., and if one pays attention to this, this office has gained a considerable surplus of ƒ74,070. 0. 8., which would have been considerably increased had one been in a position to dispose of the Japanese copper. to pay into the Company's treasury the debts of the brokers, in case there should be the least apprehension regarding that matter. The second official Sluijsker has thereupon requested to be permitted, at least until it shall have been seen what can be collected from the brokers, to suffice with placing his person and goods, which he promises by no means to alienate, at the disposal of the Company; to which, in the hope of Your Right Honorable's highly esteemed approval, we have consented. He has furthermore requested to be permitted to address himself in the meantime to Your Right Honorable in person regarding these debts of the brokers by a further written petition. We have further resolved, in hope of Your Right Honorable's highly respected approval, to write off 15000 rupees from the 30806 rupees that still continue under the account of secret negotiations, and for the other 15000 rupees to charge the account of the former Director Bosman. Furthermore, regarding the members who must participate in the reduction of 35000 rupees ordered by Your Right Honorable according to the instruction by secret missive of 26 July last, of which communication was made by the Director to the Council concerning the expenses of the new piling work, we have, upon their request made thereto, provisionally allowed them to suffice with the binding of their persons and goods until the same work shall have been further examined by the engineer ordered hither from Ceylon and Your Right Honorable's further disposition shall have been obtained; whereas the members van der Steijden, Heijdeman, and van Citters considered that they could not be drawn into this matter, as not having been present at all the resolutions in that regard, namely: van der Slijden not at that of 20 September 1774, where the specifications were approved, and Heijdeman and van Citters not at that of 30 August 1773, whereby the second plan of the English engineer Macniel was submitted and the cost increase indicated therein was granted. Lastly, for the charge that might arise from the price increase on the linens granted by the resolution of 16 August, we have allowed the Laciaarde to suffice with the aforesaid general binding of his person and goods, since he, as there already are such considerable compensations and charges placed upon him, declared to be entirely unable to provide sureties for this, of which we were all fully convinced. Besides the aforesaid 15000 rupees, we have on the 11th and 13th of this month resolved to have charged to the account of the former Director Bosman a further sum of 18 2/2 rupees, which he had to pay on an order for various goods, and likewise that which he shall still be in arrears upon the closing of his pay account; against which account are to be offset again the proceeds that the few pieces of furniture recovered from him and whatever further might still be found of his shall fetch at auction. Meanwhile, as that cannot accomplish much against the aforesaid arrears, the cashier Willem Lodewijk Sontag has been called upon to pay a surety of 16000 rupees, which he, along with the secretary Kroll, took upon himself by notarial act of 21 November 1772, as there is nothing more to be found here from the estate of the said Kroll. On the 13th of this month, there were ceded in the council meeting to the brokers the goods brought with the ship Venus, and the spices that have still remained here in stock, for the following prices, which we hope will not be displeasing to Your Right Honorable; namely: The spices for the established prices. Powder sugar at 12 rupees per 100 lb. Candy sugar at 18½ rupees per 100 lb. Domestic rosin at 7 1/3 rupees per 100 lb. To the commander of the ship the Revenge, the Director has presented as a gift for his passage the following silverware, to wit: 2 silver washbasins, each with a pitcher, weighing 511 reals, at 1227: 18: 1 silver punch bowl with dish and lid, gilded inside, weighing 119½ reals, at 386: 44: Together, 1615: 2: Due to his hasty departure, he was unable to take anything with him except what was most strictly necessary, and has had to leave instructions to forward his remaining goods to him by subsequent opportunities, which will also incur some expenses; however, he leaves it entirely to the discretion of Your Right Honourables what maximum amount they will be pleased to grant him for his travel expenses. The resolutions taken from 10 January to 4 November last were, upon the arrival of the Director, still entirely unsigned, although already drafted and fully transcribed into the fair copy. The Secretary Wiarda has submitted a written report regarding his discharge on this matter, which is transmitted in copy among the appendices, with an attached notarial statement which is likewise among the appendices, asserting that he presented the aforementioned resolutions for signature not once, but several times, to the said former Director, who would then lay them down beside him and afterward, whenever the quires were needed to be continued, always returned them unsigned, saying that he would sign them later. All these resolutions have, for this reason, been signed only by the Second and the other members of the council, after the arrival of the present Director. And we hope that Your Right Honourables will be pleased favorably to consider that this neglect is not to be imputed to the Secretary, who, in our humble opinion, could hardly do more than present, or cause to be presented, the resolutions for signature as soon as they were ready. The findings concerning the discharged cargo brought with the ship Venus have been inserted into the resolution of the 11th of this month, upon which orders were given according to regulations; we only take the liberty to remark therefrom that we have caused the ship’s officers to be debited for the invoice amount of 1125 lb, or 2 per cent, of missing delivered pitch, and 6 pieces of Dutch oars which the officers state they did not receive at Batavia. The draft of the bearer of this letter was duly taken upon arrival at this roadstead by a judicial commission, as appears from the original report transmitted among the appendices. The journal of the voyage made by this vessel is also transmitted among the appendices, together with the report of its examination, according to which there are no remarks to be made upon it. Furthermore, we have taken ashore the third surgeon, Michiel Joseph Botton, who was stationed on this vessel, and in his place have stationed aboard the same the former under-surgeon of this directorate, Jan Joseph Broog. On the same ship there now also departs for Ceylon the head surgeon Pieter van der Sprenkel, who was released from here to the Cape by Your Right Honourables, after he first deposited, instead of a security, 1000 rixdollars into the Company’s treasury for the period of four years. He offers Your Right Honourables his most humble thanks for the discharge granted to him, as does also Daniel Peperhoven, who has been favored with this post in return. The Secretary Wiarda likewise expresses to Your Right Honourables his respectful gratitude for the favorable recommendation to the Netherlands again granted to him, toward obtaining the effective rank and salary of Junior Merchant. The Ensign Emmanuel Hannibal Snetter, who served in the military here, passed away on 4 June last, in whose place we request Your Right Honourables for another officer. The administration of the armory has in the meantime been entrusted to the Sergeant Carel Christiaan Zeeke. The Junior Assistant Carel Telkamp also travels over by this vessel at his own request. Of all moneys received on account of purchase and sale and from the treasury, one-quarter per cent from the buyer or recipient. 2. Of all goods that private individuals import and export, one per cent calculated on the purchase and sale prices. 3. Of all permitted goods of the ship's crew, one-half per cent calculated as above. However, in return, the daily Durbar expenses shall be at his charge. 4. For the native peons and servants, he may receive ƒ 6000 per year, without more, including therein the board wages or food allowances while the Director is outside the lodge. The Secunde shall enjoy of all moneys paid from the treasury for merchandise, 1/4 per cent, just as the Director. The Fiscal shall enjoy: 1. We are somewhat uncertain whether by the determined tolls on the import and export of goods mentioned in Article 5 of Your High Noble respected Circular Missive of 27 May 1774, only the per cent is understood that must be paid upon the delivery of goods in Batavia according to the Edict of 13 May 1724, and whether, under the prohibition against collecting any other duties, however named, outside of these, it is also understood that the above-mentioned duties traditionally held here, as detailed further in the report of the Fiscal, are abolished, both for the share of the Company and for that which was allocated therefrom to the Director and Fiscal as a douceur, in order for the Director to make good the daily Durbar expenses therefrom. Because of this uncertainty, we have granted the owners of the aforementioned private goods permission to transport the same provisionally and pending Your High Nobles' further orders without paying the aforementioned duty, and we take the liberty hereby very humbly to request Your High Nobles to honor us with Your further highly respected orders regarding the aforementioned matter; furthermore, we request that in case these duties traditionally levied here are still to remain in effect, Your High Nobles will then kindly deign to order that the same may be collected in Batavia from the owners of the goods now being transported, and that the amount thereof may be credited to this office.
