And having been informed that he counted on a present of at least 3000 rop:s, he, in the hope that Your High Nobilities will favorably approve this, in order to prevent much foolish talk and to make an end of the matter, caused a bill of exchange of 3000:—: rop:s to be paid to him, which was received and accepted by him, as appears from a copy of a missive which is transmitted among the enclosures along with the other exchanged letters. Regarding the pennists summoned by Your High Nobilities, we have the honor to represent to the same that, besides the Bookkeeper Smit, who is now sailing home, the Assistant Behm has also requested his discharge to the Netherlands; that thus the number of pennists, including those sent to Batavia in the past year, has been reduced by 3 Bookkeepers and 2 Assistants, and that consequently there remain at the secretariat only 3 clerks, besides a sworn clerk who has already been sickly for many years and hitherto cannot come to recovery; 3 at the trade office, of whom likewise one has now been lying flat in bed for nearly a year; and 1 at the pay office. The remaining orders appearing in Your High Nobilities' missive and enclosures we shall all dutifully carry out and cause to be carried out. During the holding of the conference on the aforementioned much-honored missive of Your High Nobilities, the Secunde Sluijsken requested that Your High Nobilities might be thanked on his behalf, as he is doing herewith in all respect, for Their Very High's most favorable declaration. He assures Your High Nobilities that he, through zeal and being faithful to his duty, will constantly seek to deserve this kindness. Concerning the various points of assessments that have been imposed on him and still stand, he submitted at the meeting of the 26th of November a further justification with diverse enclosures relating thereto, addressed to Your High Nobilities, which is transmitted under our humble presentation among the enclosures hereof. Among the enclosures belonging to the aforementioned justification, the Secunde has added a memorandum in humble demonstration that the ship Walcheren could not possibly have departed from Souratta before the time that it had the misfortune to run aground, and the other members who must share in that loss have conformed therewith, very humbly hoping that the motives mentioned therein will be able to move Your High Nobilities most favorably to relieve them again of this very pressing assessment. They request moreover that, if they have erred in consenting to a proposal which they could not foresee would be of any detriment to the Company's interests, Your High Nobilities will forgive them this, and that if the aforementioned reasons should not be deemed admissible for their justification, the compassion of Your High Nobilities over their unfortunate circumstances may then cooperate to prevent their total ruin. Wherever it will not be understood that the Master's interest is inseparably bound with ours, the wagon never runs straight, and on reflection upon the entire affair, must your honor not admit to a formal pillaging, such as the deficit has been, etc." All the members of that time, after the reading of the aforementioned part of Van der Hegge's letter, were summoned by the Director and declared one by one, as they further do hereby, that if 30 bags of the piling work, as this letter says, were truly shared besides the secret expenditures, they acknowledge themselves innocent thereof and testify not to have been implicated in it at all, but that they rested in good faith on the testimonies of the then Director Bosman given at the meeting of the 20th of September 1774, in which the accounts of the aforementioned piling work were approved, namely that he had confronted the same against the notes kept by him and found that they agreed therewith. The Second Sluijsken specifically requested that it be recorded in the Resolution on his behalf that nothing regarding this remains in his possession, but that he nonetheless finds himself obliged to declare that he is in a position to state under oath that he was not enriched by it, adding however that he would try to discover whether anything regarding this matter could be found here. Consequently, on November 23rd, he requested permission to have a second note entered into the Resolution, mainly stating that, pursuant to the aforementioned note in the Resolution of November 3rd last to investigate whether he could discover anything regarding the conduct of the often-mentioned van der Hegge, he had obtained a court order against the Assistant Moses Isaaks, who performed the clerical work for van der Hegge for some time, to give testimony to the truth, while also presenting to the meeting several judicial documents in which the aforementioned Assistant Moses Isaaks declares that the former Master of the Equipment van der Hegge was generally accustomed to burden the expenditures he made for the Company with a third and sometimes even more, and that he kept books of it after this inflation. We had authentic copies made of these documents, and have returned the originals to him according to the explicit request of the Second. We deemed it necessary to give this detailed account to Your High Excellencies, and we send the copies of these judicial documents under the attachments hereto. The Warehouse Master van Citters also requested during the aforementioned committee meeting to be allowed to address Your High Excellencies further regarding the deficit found in the Japanese copper on the parcel brought in the Year 1774 by the ship De vrouwe Geertruijd. Consequently, at the meeting of November 23rd last, he submitted the petition which we take the liberty to present herewith to Your High Excellencies under our humble address, mainly stating that he omitted the re-weighing of the aforementioned copper pursuant to a Surat Resolution of November 17th, and that it is therefore not his fault that the report of it was not sent earlier. With regard to the aforementioned Resolution, the members of the meeting of that time testify that, during the committee meeting on Your High Excellencies' letter of August 2nd, 1775, they were of the opinion that the sworn report of the Warehouse Master ought to be presented to Your High Excellencies only after all the copper had been weighed out to the merchants, and when it would be fully known how much shortage had occurred on it, and that they therefore resolved, upon the proposal of the former Director, to have Your High Excellencies' order carried out after the completion of the entire parcel, as indeed happened subsequently. Having herewith answered the aforementioned letter from Your High Excellencies, we follow here with a general report of matters since our last humble letter of April 5th last, and begin with the main section on: Ships and vessels. Pursuant to our Resolution of September 23rd, we have made some alterations to the Instructions given to the ship officers here upon arrival to serve for their guidance during their stay at these roads, the reasons for which are set forth at large in the aforementioned Resolution, to which we take the liberty to refer. For the greater convenience of Your High Excellencies, the Instructions as they have been hitherto, with the alterations made set alongside them, are sent to Your High Excellencies among the attachments hereto, and we request Your High Excellencies' high approval thereof, as well as to send us some printed copies of the aforementioned Instructions. Because the Instructions this time must serve for the ships that we were to expect in the fair monsoon, we have entirely omitted Articles 19 and 20 from the old Instructions, containing some regulations for the ships that lie here from mid-April to mid-October, regarding which articles we further take the liberty to remark that the prescription therein to avoid Goga to the utmost in times of distress, according to our humble opinion, is based on incorrect reports regarding the situation of this place. According to a report by the Master of the Equipment Boelen entered into the aforementioned Resolution, Goga is the only refuge when a ship is driven from its anchors by the southwesterly winds, and therefore it was also agreed by Resolution of February 2nd, 1774, which was approved by letter from Your High Excellencies of August 10th, 1774, to place native pilots on the ships lying here in the bad monsoon, in order to be able to bring them to Goga if necessary. We therefore take the liberty to respectfully submit to Your High Excellencies whether it would not be best to alter both of the aforementioned articles hereafter, and thus to omit henceforth from the Instructions the regulation stating that ships must lie with struck topmasts and yards during the bad monsoon. After their arrival at these roads, the ships Stavenisse and De Jonge Lieve were examined as to their draft, the reports of which, alongside those received from Batavia, are sent among the attachments. Write-offs and Adjustments. On the 25th of April, action was taken on a report from the Chief Administrator, drafted from a memorandum of the Warehouse Master, concerning the discovered deficits on the spices, powdered and rock candy sugar that were brought in in the years 1774/75 and 1775/76 and have since been weighed out successively. According to this, on the spices mentioned therein, there were found to be short 975¼ lb of cloves, or 48½ per cent on a delivered parcel of 2008 lb, and 994 7/8 lb of nutmeg, or 5 per cent on a parcel of 20006 lb. These excessive deficits mainly occur on the cloves and nutmeg that were weighed out up to the 9th of December of last year, and and, on the contrary, are very moderate on 64 chests of cloves which, according to the aforementioned memorandum, have been weighed out since that time. We have therefore resolved to write off the aforementioned deficits on the basis of the motives upon which we, at the meeting of the 11th of December, mentioned in our humble letter of the 5th of April last, approved an equally very large deficit on the spices, after the members of Justice who were present at the weighings had sworn to their submitted reports, as has since happened, as appears from what is recorded in the resolution of the 7th of June. The arrangements that were made concerning the weighings of the spices, according to what was communicated in our aforementioned letter of the 5th of April, are strictly complied with and have had good results. Yet because the old spice bins were closed off all around only with spars and mats, and were also covered only with that on top, and that this this security did not seem great enough to rely upon with peace of mind, the Director deemed it necessary, and subsequently had constructed another spice bin of latticework in the new stone warehouse, where the spices are, moreover, better secured against fire and other such emergencies. The materials used for this bin consisted of 170 pieces of sawn ribs, 87 lb of iron, and some other small items, amounting together to ƒ164:10: and 30 rupees for labor wages, which was approved for write-off at the meeting of the 25th of August; On the 23rd of September, on a report from the Second, drafted from a memorandum of the Warehouse Master, we had written off 93½ lb of mace which were found short on the parcel brought in in 1774/75. This deficit is certainly very large, amounting to barely 10 1/8 per cent, but it can, in our 320 27 our humble view, be attributed to nothing other than an unavoidable drying out, because the packages, except in very rare cases, are delivered unopened to the brokers at the gross weight with a deduction of 20 lb for the tare. The Dispencier Monté has requested of us that he might suffice, provisionally and until Your High Excellencies' further order, only to deposit the ƒ 120:—: together with a sixth part or ƒ 20:-: for the Lord Visitator General imposed upon him by Your High Excellencies as compensation, and that we would represent on his behalf to Your High Excellencies, as we take the liberty of doing by this, that within the sum of ƒ 192:13:8 accounted for by him for the binding of the books are included, besides that which is annually purchased and consumed for that purpose, the leather, thread, and starch that was necessary for the rebinding of 140 old books that otherwise would have fallen completely out of their binding; and he consequently requests Your High Excellencies in the most respectful manner that he may be favorably exempted by Your High Excellencies from this charge. Concerning the amount of ƒ 1710:17 charged from Batavia, the compensation of which was to be made by the widow of the deceased Junior Merchant Zimmerman, we take the liberty to note that this widow has since remarried under an antenuptial agreement excluding community of property to the Pay Bookkeeper and Junior Merchant De Rassij. The estate of her first husband, the Junior Merchant Zimmerman, has, as we have had the honor to inform Your High Excellencies in our respectful letter of the 5th of April, been sold for the benefit of the Company, and notwithstanding the proceeds thereof have been credited to his pay account, Zimmerman remains in arrears for ƒ 1843:19:6 on account of the ship Walcheren, and thus nothing will be obtainable here from this entry; nevertheless, provisionally and until Your High Excellencies' further order, we have caused the same to be charged to the account of the aforementioned Junior Merchant Zimmerman. Charges and exemptions. The Dispencier Monte, pursuant to the Resolution of the 25th of December 1776, has been sued as co-executor of the deceased Secunde Bangeman for the amount of the sum which the brokers claim against this estate. Upon his request and in consideration that Monté is truly very unfortunate in this case, he was first granted some time to attempt whether he could induce the former Director Bosman, who is still staying in Bombay, amicably and on the grounds of the reasonableness that pleads for it, to disburse those funds which he, Bosman, has received and which to this day remain under his control, because the court there had decided not to admit any complaints against Bosman. All the efforts of Monte have been fruitless, whereof he has notified us and has simultaneously delivered to us a further petition that is inserted in the Resolution of the 17th of June. We take the liberty, regarding the detailed contents thereof, to refer to the Resolution itself, and merely note here that we, pursuant to the request made by Monté in his aforementioned petition, as well as from the certain knowledge that having him executed upon judicially would only accelerate his ruin without perhaps a quarter of the entire sum being recovered, have consented to let him suffice provisionally and until Your High Excellencies' further order with the posting of a juratory caution that he shall in no way diminish or alienate his household goods and possessions as they were in the month of December 1776. Other surety he absolutely could not give. In the aforementioned petition Monté requests that if the reasons recounted by him at length should not be deemed sufficient to grant a discharge from the entire payment, he may then suffice with paying half the amount of the aforementioned sum, provided that from this half there first be deducted a sum of 1732½ rupees which was still owed to the former Secunde Bangeman on five pay accounts from the years 1764/5 to 1768/9 inclusive, and which were not included in the estate account, and that he be granted for the payment of this half amount a term of 4 years, paying one-fourth part thereof annually. We have provisionally and until Your High Excellencies' further order caused the aforementioned pay accounts to be withdrawn, the amount of which has been applied in reduction of the brokers' old debt to the Company, and we further take the liberty, moved by a genuine compassion that Monté in his unfortunate condition deserves, to support with our humble representation the requests made by him, more fully stated in his petition. We were at first uncertain whether we wanted to postpone it a little, because the market for most things is currently lower than usual, but after consideration of the circumstances of the times we thought it best to rather accept a somewhat acceptable bid than to wait for an uncertain future. Finally, to take in addition 55,000 lb. of cloves, 25,000 lb. of nutmegs, and all the mace that remains, at the usual buyout prices, provided that until the end of August next no spices are sold to anyone besides them, and thus with a standstill of 9 months. The members of the assembly were thereupon most emphatically exhorted and requested by the Director that each of them, in accordance with the loyalty they owe to the Company, would speak with the utmost frankness on this matter, adding that he wished nothing more wholeheartedly than to secure for the Company as high prices for the goods as possible under current circumstances, and would like nothing better than that a better and more advantageous way out regarding the aforesaid trade goods could be found or devised. With regard to the aforesaid bid, we took into consideration during the deliberation held on the matter: 1st. That the price of 57½ rupees for the Japan copper is certainly lower than this metal can generally be sold for here, but that, on the other hand, the offer to make payment for it so promptly that the entire amount can still be dispatched with the currently returning ships somewhat compensates for this, as the office thereby receives the money a year earlier than would otherwise be possible; and that if one adds to this 4½ percent, being the usual interest that the Company charges for it, it then comes to fully 60 rupees per 100 lb., which is at most all that could in these times, with any reasonably well-founded prospect, be expected by holding onto it a little longer and giving the merchants the time of more or less a year to collect and pay for it. 2nd. That as regards the powdered sugar, we were all in good conscience convinced that no more could be given for it at this time, considering the low prices for which powdered sugar is currently sold in retail, and that even though the candy sugar on its own could perhaps have been sold for slightly more, this was too small an item in comparison to the other goods to postpone the entire sale for that reason, since one could besides not remove it from the parcel, as it was included in the general bid. 3rd. That the price of the elephant tusks, being 2 rupees lower per 100 pounds than in the last sale, can be considered a fairly good bid, considering the difference in the tusks, for those of the last sale averaged fully 27 pounds apiece, whereas these, by contrast, are no heavier than 12 pounds, which makes so great a difference in actual value that the aforesaid offered price is in fact higher than that of the immediately preceding sale. 4th. That the offer to take, by the end of August next, 55,000 lb. of cloves and 25,000 lb. of nutmegs, besides all the mace that is in stock, is a very acceptable condition, when one considers what the office sells of it one year with another. 5th. That finally the aforesaid prices of the Japan copper, powdered, and candy sugar, notwithstanding that the market is currently bad, still exceed, and with regard to the sugar even very considerably, the average prices of the 20 years from the year 1756/57 up to and including 1775/76, and even much more the same prices during the immediately preceding administration taken on its own, these prices during the aforesaid period having been, according to an extract made from the trade ledgers, as follows: From 1756/57 to 1775/76: Japan copper, rupees 56½ per 100 lb., being less than now by 1 rupee or 1 5/8 percent; Powdered sugar, rupees 10 7/40 per 100 lb., being less than now by 1 7/40 rupees or 14½ percent fully; Candy sugar, rupees 15 1/24 per 100 lb., being less than now by 3 3/4 rupees or 29 percent. And a specification for the relaying of the tiles at the lodge and further buildings in the inner city, amounting to rop:s 338:36:, which is likewise rop:s 30:12 less than in the preceding year. The extraordinary ones have been the following, namely: The amount paid in the sum of rop:s 235: for repairs carried out on the linen tent, as the same, according to the report of the warehouse keeper mentioned in the resolution of the 7th of June and the report of the commissioners who examined it, mentioned in the decision of the 21st of June, had suffered much damage from a severe hurricane that came through very unexpectedly on the 24th of April, an unforeseen event not covered under the ordinary annual budget, and in consideration of which Your High Excellencies, in Your most honored missive of the 31st of December 1773, also favorably passed the expenses incurred for it on a similar occasion in the year 1772. Recently, and in accordance with Your High Nobilities' order of 19 April 1765, the Director, together with the Head Administrator, collated the remaining balances of 1775/76 against the previous balances of 1776/77 and found them to agree therewith. In order to reduce the clerical work somewhat, we omitted therefrom, pursuant to the Resolution of 25 April: 1. A multitude of hopeless entries that have hitherto continued to run within the lines, and which were pointed out in the aforesaid Resolution; 2. The unappraised and in-use goods, so that, in accordance with Your High Nobilities' order of 19 October 1753, they may only be carried forward by means of a separate list; 3. The list of sample cloths, of which a separate memorandum has been drawn up and delivered to the Trade Office, with orders to collate it annually against the inventory reports; 4. The list of all the lands and premises that have been successively purchased, and the trade servants have been ordered only to carry forward the entire total thereof in one single sum within the lines. A separate memorandum has likewise been made of these lands and premises, which has been inserted into the aforesaid Resolution, and wherein, for greater clarity, so far as it could be traced, it has been indicated where these lands are situated and what kind of buildings presently stand on them, which until now had for the most part been neglected. On the other hand, we have had the actual and still-existing buildings and the vessels entered distinctly, in so far as this had not yet been done, or not done clearly enough. Furthermore, on the same occasion, the trade servants were ordered to keep proper subsidiary ledgers of all goods that are carried with monetary values in the administration and do not have a separate account in the books, in order to prevent all errors. Finally, in order to prevent duplicate clerical work, it was resolved to write off immediately to the debit of the General Office all the linens and other goods that are delivered in fulfillment of the Homeland and Indian Requisitions, in so far as they are dispatched immediately upon delivery, and not first take them into our own account, as has been done hitherto. On 3 November, there was presented to the assembly the ordinary annual report of the debtors and creditors continuing in the books, from which we take the liberty to note: That according to the Resolution of 7 June, the account concerning the wooden revetment outside the northeast gate of the Company's yard is still debited for 365 rupees on account of expenses incurred by the Engineer Loewe on his journey from Ceylon to this place, and 99:40 rupees for house rent due to him and double board money, as well as for the house rent of 20 rupees per month, which we have granted him in the hope of Your High Nobilities' favorable approval, as he cannot live for less, and finally for the ordinary and extraordinary board money that he receives monthly; That the old debt of the brokers, which on 13 December 1776 amounted to 292193:40:- rupees, has been reduced by the following, to wit: By the funds paid by them in cash up to the end of August, amounting to the sum of 78840:45 rupees; Further, by the amount of the 5 withdrawn pay accounts of the Secunde Bangeman, of which report has been made above, 1732:32 rupees; Added to this, that which will be received at Batavia for their account, 35000:- rupees; And that which the brokers have paid since the end of August, 28000:- rupees; Together, 143573:29:- rupees; Leaving the brokers' old debt still at 148620:11:- rupees. We further let follow what relates to the delivered cargoes of the ships Starenisse and De Jonge Lieve. The findings thereof served at the meeting of the 18th of this month, along with the justifications presented therewith by the Skippers van Es and van De Graaff on certain articles. Regarding the permitted deficits, we request permission to refer to our dispositions placed in the margin of those findings, from which we take the liberty only to note that the officers of the ship Starenisse have been debited on account for the short-delivered: 31¼ lb or 5/8 per cent Elephant Tusks 671 lb or 27 per cent Domestic Pitch, besides 3506 lb or 9 canassers of Powdered Sugar, which were unacceptable on account of their brownness; And in the same manner the officers of the ship De Jonge Lieve for the following, namely: 979½ lb or 5/18 per cent Japanese Copper in bars 93 lb or 16 per cent Elephant Tusks and 643 lb or 25¾ per cent Domestic Pitch, which were found short upon delivery, as well as 3125 lb or 7 canassers of Powdered Sugar, which were unacceptable on account of their brownness. The aforementioned 9 and 7 canassers of brown Powdered Sugar were, at the request of the skippers van Es and van de Graaff, sold at public auction and yielded 8/46 rupees per 100 pounds, for which the officers of both ships have again been credited; Among both cargoes there were furthermore several canassers that are somewhat brown, although less bad than the aforementioned 16 pieces, and therefore were also accepted; since meanwhile such inferior sort of sugar brings the good into great disrepute, we very respectfully request Your High Noblenesses that measures against this may be taken as much as possible; Regarding the short-delivered pitch, the skippers have now again, as in the preceding year, brought forward that this leakage was caused because the pitch was received in single bags, and moreover was very powdery; The four barrels of Star beer that were brought with both ships were, according to findings, very stale and sour of taste, wherefore we immediately had them sold at public auction, to prevent them from becoming further unusable; taken on average, they still yielded a profit of 9 5/8 per cent. The old sails that are requested annually from here must serve in the warehouses for the garbling of the spices, but those brought with these bottoms are small triangular sails that cannot be used for that purpose. We therefore request Your High Noblenesses that the sails requested in the requisition now departing may be supplied to us with square sails, because they are absolutely necessary in the garbling of spices to prevent great spillage. could be here, it has nonetheless been sought everywhere in this district whether good horses were to be had, but all those brought to us had either a blaze on the forehead or one or more white feet, marks that are rejected according to the Japanese demand. Finally, after much searching, we obtained one that has only a little white above the hoof of the left hind foot, and we would not have taken it for that reason either, although it is otherwise a young and very good horse, had not the skipper Van Es, who has been to Japan several times, told the Director that he did not think it would depend on that. The two others are from the stable of the Nabab, who, at the request of the Director and by way of great kindness, ceded them; however, as there was not much bargaining to be done here, we had to take them over at a higher price than we would have dared to do had your High Nobilities not recommended the fulfillment of the demand to us with so much eagerness. These two cost rop:s 1250 each, and the other rops 600. Because these horses are not accustomed to eating Nelij, we thought it not amiss to send fodder along with them for an entire year, so that they may look all the better when they arrive in Japan. For their care on board, we have discharged to Batavia the soldier Georg Etseler, who has served here in the stables as a coachman for some years and knows how these horses are handled. We are not sending natives along for their care, but we have had some chosen from among the Moorish sailors to be employed with the horses on board. We do not doubt that, in particular, the two horses bought from the Nabab will fully meet the objective, only we are somewhat uncertain regarding the specified measurement. According to the demand sent over, the horses must be 45 Japanese inches or above, which corresponds roughly to 51½ Rhineland inches; however, if this is calculated up to the withers, as horses are usually measured, then these horses are all three incomparably much larger, and we therefore almost think that there is a clerical error in the demand, or that in Japan they have a different way of measuring horses. In any case, we hope that the great difference in height will do no harm; it would even only be by chance here that one found horses that do not far exceed the measurement of 51½ Rhineland inches. By the ship Starenisse we granted passage to the Capital to the following three persons, namely: Abdura Ragman, who is an inhabitant of Palembang and belongs under the Company. He arrived here six years ago with his father Abdul Hemmi on a Company ship; Mansoe, who likewise arrived here with the aforementioned Abdura Ragman and his father, along with a slave boy named Jacob belonging to the first-mentioned. is not without likelihood, provided that this time large parcels of it are not again brought from China as occurred last year. Here, cowries from the African coast are frequently brought in in large quantities; they are almost the same size as the Maldive ones, but entirely white. They are often sold at 20 to 22 rupees the candy of 600 lb, but they sometimes even reach 30 rupees. Because they are nevertheless still much cheaper than the Maldive cowries, the Director thought he would not do wrong to send 10 candies of them to Ceylon as a sample. The Ministers there have been requested to be pleased to send these cowries, or as much of them as is necessary for a sample, to the Netherlands to test whether this could perhaps be an article for Europe, the more so because they can be conveyed from here to Ceylon without any expenses with the ship that brings the annual returns thither. We have respectfully informed the Right Honorable Lords Majors thereof in the letter currently being dispatched, and hope that Your Right Excellencies will be pleased to approve favorably of this our action.
