Because Your High Noblenesses have decided, in accordance with the proposal of the Director in his separate letter of 5 April 1777, to have the accounts of the Moorish seafarers kept by entire crews from now on, the Pay Bookkeeper was ordered by Resolution of 22 November to arrange the muster rolls accordingly henceforth. We shall furthermore provide him with the necessary instructions in due time, pointing out how these accounts must be kept in the future, so that he may govern himself accordingly until Your High Noblenesses' further orders. We ask Your High Noblenesses for pardon that last year it was neglected to send the annexes to the report of the retired Pay Bookkeeper de Passy regarding the confrontation conducted by him, inserted by Resolution of of 12 February 1778, and among them specifically the statement of what was previously credited to the Moorish seafarers, whose payment was decided by Resolution of 7 February 1777. This was an oversight of the then First Clerk, whose duty it was to take care of these papers; and the Secretary has this time been ordered by Resolution to ensure that they are sent on this occasion. The recruitment or non-recruitment of Moorish seafarers having been left to us this time by Your High Noblenesses, we have—considering that, in our view, it is good to remain in the custom of conducting an annual recruitment as long as the Company needs these people, and because furthermore the ships Europa and Honkoop do need some crew for their return, above the Europeans assigned to them—ordered the Pay Bookkeeper, by resolution of 22 November, to enlist 200 Moors. 711 55. According to Your High Noblenesses' most esteemed order regarding the arrangement that must henceforth be observed in composing the letters, we first present the received extracts from the Fatherland of 25 September and 9 October 1778, with our humble answers placed in the margin, after which we shall proceed to the usual annual report of affairs in this Directorship. Section 272: In the General Missive of the past year, we shortened considerably our discussion of affairs concerning the Company's office at Suratta, on account of the change that had occurred in the Directorship there; We believe we can do the same again at present, since virtually everything that appears in the ministers' letters of 1776 and 1777 was transacted and carried out during the administration of Director Bosman, whose shameful flight and retreat to the English all too clearly justifies the bad suspicions under which he previously lay, and at the same time renders unnecessary the reproaches and exhortations 56. 113 which his conduct would otherwise have required from us anew. Section 273: Citing on this basis only such points as require our decision, or regarding which our remarks may be of use and service for the future; We observe, in the first place, that the lower price of 2 rupees which the powder sugar brought by the ships Ouwerkerk and Overhout fetched in 1775, in comparison with that of the previous year, when it had sold for up to 12 1/2 rupees per 100 lb, seems to be a natural consequence of the arrival of a second shipload, only one ship with sugar having been sent here in 1774. The ministers indeed try to derive the cause of that decline from the large importation of this article at Bombay and Muscat; but with that supposition it cannot, as it appears, be reconciled that the candy sugar, although existing in both years in a virtually equal quantity, nevertheless [Marginal reply:] This difference of 2 rupees on the 100 lb powder sugar is somewhat large; for the rest, it is beyond dispute that the lesser or greater quantity of goods brought in causes the prices thereof to rise or fall somewhat. During the administration of the present Director, the prices of sugar have meanwhile remained reasonably even, although two shiploads have been sent every year. The cargo of powder sugar brought with Ouwerkerk in the early part of the year 1777 was, like the cargo of Venus, sold at 12 rupees. The two cargoes received in December following were sold for 2 percent less; and although the first 2000 canassers from the cargoes brought in the year 1778 were sold for 11 1/2 rupees, the price of powder sugar has since risen again so much that the remainder of these cargoes, and thus the largest lot, could be sold at 12 rupees. With candy sugar it is situated in the same manner. 113 16 cargoes, if not more, can be sold for the Company with good profits in 1775, at two Rupees per 100 lb more than it yielded the year before. To this may be added that the powdered sugar, from the cargo of the only ship arrived here in 1776, Venus, was sold at 12 Rupees and thus at nearly the same price as in 1774. We have therefore deemed it necessary to set down these remarks here, in order thereby to provide an opportunity to observe in the future, when planning ships to this Direction, whether from the further profit which a second shipload of sugar can yield, the expenses and risk that one must calculate for the outfitting of a vessel which is employed expressly for the transport of sugar, can be recouped. Regarding this item, we take the liberty to conform to the Director's separate letter of the 25th of December, it having been proposed by the Director van de Graaff to stop the import of sugar under the permitted allowances of the ship officers in order to avert the harmful consequences resulting for the Company from it; and for the loss of the benefit that they would otherwise derive therefrom, to give to the said officers an equivalent in money, so that the entire ship's hold would remain for the Company's cargo, which proposition, for the reasons given for it, appeared not unacceptable to us. We believe, however, that the intended purpose could likewise be achieved if, while maintaining the transport of the permitted allowances as is currently done, one had the same sold and turned into money by the ministers along with the Company's sugar, and paid out the net proceeds thereof to the owners in the same manner as takes place with the goods that the ship officers bring to the Netherlands on recognition. § 274: 29 7 11 58. Notwithstanding that all means and ways that can serve to increase the sale of cloves are employed, the sale thereof last year proceeded very hesitantly for such reasons as are mentioned at length in the Resolution of the 17th of January. This year, as far as is known, no spices have been brought to Bombay; we have also, according to what was recorded in the Resolution of the 25th of December last, sold 50000 lb of cloves on account of this financial year, to be collected and paid for from month to month and at the latest by the end of August next. The increased sale of spices, and especially that of cloves, gives us pleasure. And we hope that this will increase more and more under the administration of Mr. van de Graaff, to which undoubtedly the reduction of the sales price will contribute much. § 275: 119 7 The copper received in the year 1777/8 could not be sold higher than for 57½ Rupees per 100 pounds, but the money for it, on the other hand, came in so quickly that we were able to send it to Ceylon with the very same ships with which we received the copper, and the Company consequently had the same returned a year earlier than would have been possible had we allowed it to lie in the uncertain hope that the price thereof might rise. For noticeably higher prices, copper cannot be sold here at present, and even if one could obtain a small amount more for it by peddling it out gradually in small parcels, its lying longer in the warehouses would amply absorb these additional profits. Besides the English Company sending out much copper annually, much copper has also been imported in recent years by Portuguese and Danish private traders. Of the Japanese bar copper, which was brought here in the quantity of 195000 lb in 1774, and was then sold with 180 percent advance, there still lay an uncollected remainder of 123036 lb at the dispatch of the ministers' letter of 30 April 1776; and although, according to their further letter of 25 December, this remainder appears to have been disposed of since, it nevertheless remains certain that the profit achieved is noticeably reduced by the interest that lapses on the capital due to this long lying, which is also why the same cannot be compared with that which this metal yields at other offices where delivery takes place immediately. We therefore wish that the parcel allocated for the trade of 1777/8 will have been sold at no less advance than the quantity mentioned hereinbefore. § 276: 59. All the goods requested during the time of the present Director and sent to us from Batavia have consistently been sold with reasonably good profits, as appears from the returns that have been transmitted thereof. with little or no profit; and even after they had lain long in the warehouses, were sold at a loss, we doubt whether Your Honors will have found it advisable to satisfy that demand, since it has nowhere appeared to us on what grounds it was thought that a better market would now be found for those articles. Paragraph 278: Under the main heading of the entries and write-offs, our attention was drawn to the underweight on the mace of 14¾, on the cloves of 4 1/8, and on the cinnamon of 16½ per cent upon weighing out. That deficit appears to us to be very excessive, and we find it strange that no reasons or presumptive causes are given for it, except with regard to the mace, whereof, according to the report of the ministers, the tare of the sokkels would generally weigh heavier than is accounted for, and which they consider as a partial cause of the underweight on that article. Yet however much we do not doubt that this latter will, upon re-weighing, have been found to be so, it is nevertheless not without reflection that at other offices, whither the mace is sent, nothing of the kind has been discovered; indeed, we recall no examples thereof. In order, however, to have more certainty in this matter, and to know what the causes are of the aforesaid deficits, it will be necessary to make an inquiry in that regard, in order vigorously to counter and prevent the underhand trade that might be practiced in this matter. Paragraph 279: With respect to the state of this office in the book year 1772/5, it shows, in comparison with the previous one, some improvement, both through lower expenses and higher profits; but since the entire amount of the latter still differs far too much from what was calculated for it in the Memoir of Menage, we hope to see this difference decrease more and more. Paragraph 280: Since the Surat statements of accounts are each time one year behind those of other offices around the west of the Indies, and we find no reason why those who are charged with drawing up and ordering the trade books here should not be able to have them ready as promptly as is the case at other offices, we recommend the ministers to cause the trade employees to take care that the books of each year are closed each time in due season, or indeed before the end of December, so that the statement of accounts formed therefrom could be sent to us with the letter that departs for the Netherlands with the returns for Ceylon. Paragraph 281: We still expect to see the elucidation that we demanded in our letter of 8 October 1777, paragraph 461, concerning the 25200 florins that are recorded on the statement of 1773 as advanced to the former Director Bosman, and which still run on in that of the following year. Paragraph 282: We further expect the complete settlement of the Nabob's remaining debt, which as of the last of August 1776 still amounted to [illegible] on account of the tolls. All possible oversight is maintained during the receipt and weighing out of the spices, and the deficits on all such parcels of cloves as have been weighed out during the Director's time are not immoderate, as is evident from the successive reports that we have made thereof to Their High Excellencies. Concerning the deficits, these frequently arise because they are very subject to mites, which, in the sorting thereof, causes very much underweight; and as far as the mace is concerned, we have in our respectful letter of 28 December to Their High Excellencies very circumstantially demonstrated that an underweight of 8¼ per cent found on a quantity of 593 lb arose solely from the differences in the gross weight. We apply ourselves as far as possible to everything that can cause the profits to increase. The expenses that in the year 1737/16 were still 77344:8:8 florins, decreased in the following year, whereof the Director had the administration for only 9 months, to 67227:—:— florins. In the year 1717/18 they amounted to only 62706:2:— florins. And in the most recently expired book year they have been reduced still more noticeably and brought down to 57170:15:— florins. With the arrival of the present Director, the trade work was not yet so far advanced as to be able to prepare the statement of accounts on the books of the year 1737/16 in time for them to be sent in the December following; but since that time the books have constantly been closed so early that the statements of accounts drawn up therefrom have always been sent to the Netherlands with the ships that depart for Ceylon with the returns in December. Also, from that time onward the books have been sent to Batavia in the same year in which they were closed. In our respectful answer to the extract of the letter from the Fatherland of 8 October 1777, paragraph 461, the origin of this is set forth circumstantially, and that the trade employees have been ordered to bring these 25200:— florins to the account of the former Director Bosman. This item has long since been settled. The further advance given to the Nabob in the year 1777 was likewise discharged in due season in the same manner. According to a statement by the Chief Administrator, the suppliers were still to receive a sum of Rrops 20132:6 thereon, and these have been paid to them, as appears from what was recorded in the resolution of the 1st of July. At the meeting of the 23rd of January, we contracted with the Company's customary linen suppliers for the goods required for the year 1779 both for the Netherlands and the Indies. For those sorts of goods that were requested last year and now again, we granted the prices of the immediately preceding year, but with regard to such sorts as were demanded beyond that, after much bargaining and bidding, agreement was reached with the suppliers for the prices below, namely: 1st. That the white Berampaats, of which 3000 pieces 24 cubits long and 1½ cubits wide were demanded last year, but of which, as is usually the case, only 2000 pieces fully containing this length could be manufactured, will now be supplied according to the demand complete with 3000 pieces, at the length of 25 and the customary width of 1½ cubits, and that for them, in consideration of their being one cubit longer now, 92 5/8 Rops per corge shall be paid instead of Rop 88 1/2 that were paid last year for those 24 cubits long, provided that the pieces, once made up, fully contain the aforesaid length and width, or else the price shall be reduced proportionally. 2nd. That the Sawagesjes shall be paid as in the year 1777 at 70 Rops per corgie or Rops 350 per pack. 3rd. That the ordinary Niguaniasses of 8 wiesa, 19 to 20 cubits long, shall be paid at Rops 312:— per pack of 5 corgies or Rops 62 2/5 per corgie, which equals what was paid for them in the year 1772; in the year 1770 the same were manufactured for Rops 334:19, and in the year 1774 for Rops 320:— per pack. 4th. That the Brouwles or Chiadderboraals shall be paid at Rops 548 7/16 per pack of 25 corgies, or Rops 21 15/16 per corgie. In the years 1768, 1769, and 1773, when the same were requested for the last time, Rops 22½ per corgie was paid for them, and furthermore, of the 1000 pieces requested here, there shall be supplied: 500 pieces ordinary Company check, and 500 pieces new or small check. 5th. That the Broach Baftas, which we have had manufactured with gold headings—although the demand does not explicitly state so, in consideration of the fact that this sort of Baftas has always been requested with them, or at least with gold stripes or threads—shall be paid at the following prices, namely: For the white Baftas, Ropt 101:— per corgie, or the prices that were paid for them in the years 1756 and 1774 when they were manufactured for the last time. In the year 1752, Rops 182 3/4 was paid for them per corgie. For the black Baftas, Rops 194 per corgie, being likewise the price of the year 1756, since which time they have no longer been manufactured. the price of the year 1712. Previously paid for this in the years 1764, 1769, 1771, and 1773, was Rops 331 3/48. Because nothing was stated in the demand regarding the length of these goods, we have, in the hope of favorable interpretation, contracted of the demanded 35 packs of fine: 3 packs of 7 asta, 16 ditto of 6 asta, and 16 ditto of 5 ditto. And of the 40 packs of ordinary: 4 packs of 7 asta, 18 ditto of 6 ditto, and 18 ditto of 5 ditto. And 11th, that the black cannekains shall be paid at Ropts 147 1/16 the pack of 10 corgies, or the corgie Rops 14 2/24, being the price of the year 1772. For these same goods, Rops 151 19/40 the pack was obtained in the years 1771, 1773, and 1774. In the demand for Poelo Chinko, there are requested 12 packs of black baftas of 5 wiesa long 22 and wide 5/8 cubits, and 12 packs of black narrow whole baftas of 80 pieces in a pack. In essence these are the same goods, for black narrow whole baftas are baftas of 5 wiesa, with the length and width indicated for them. We have thereby come to suspect that this is a clerical error, and that by the latter 12 packs most likely are meant black narrow half baftas of 160 pieces in a pack. The only difference that exists in these goods is that the whole baftas are torn in half, and as this tearing in half can in any case take place at Poelo Chinko itself, we thought it best to supply the aforesaid 24 packs with black narrow whole baftas of 5 wiesa having the aforementioned length and width. The total amount of the aforesaid contracted goods amounts to Rops 420592 1/16 or f 504710:15:8, as shown by the memorandum that was drawn up thereof and inserted into our aforesaid resolution of 23 January. In the course of this contracting, Rops 350000:— were successively advanced to the suppliers, as appears from our resolutions of 18 February, 17 April, 1 July, and 25 October, and the formal settlement thereof will take place after the departure of the ships. Sale of Trade Goods On 21 December of last year, we had postponed the sale of the Japanese bar copper, which was brought here by the ships Landskroon and Stavenisse, until Your High Nobilities' further order, if in the meantime it could not be sold with the stipulated advance of 180 per cent. But afterward, and after we had the amounts of the demands recalculated, we had to make a change therein, because we could not fulfill these without the proceeds of the copper. At that time, the spice trade was still proceeding very hesitantly, and the sugar and other articles of lesser importance that were still on hand then could not alone yield the necessary funds for it. Added to this was that we had sent 65000 rupees to Ceylon to complete the one lakh, which only became apparent to us a few days before the departure of the ships, that Your High Nobilities had promised that to the Ceylon ministers out of our supply of money. And however inconvenient this was for us at that time, we nevertheless thought we had to make it possible, out of fear that the Ceylon ministers might be embarrassed for lack of it. These reasons, which are detailed at length in the resolution of 17 January last, moved us to deviate from Your High Nobilities' order to the extent that on the amount of the copper chests and the 2 per cent Batavia charges, the advances of 180 per cent were not calculated. These two items were settled at purchase with an amount of Rops 2646:28, and the copper itself was sold on condition that it would be collected and paid for promptly and at the latest before the end of May, as was done, for 57 1/4 rop the 100 pounds, being 180 per cent on the purchase price with which the copper was charged in the years 1774 and 1777. This gives a difference of Rops 4763 39/48 with the prices for which the copper was sold that was shipped in the year 1774 on the ship De Vrouwe Geertruijda; but against that, this copper first lay in the warehouse for a full year without a single pound of it being able to be sold, and the entire following year passed before the last remainder of it was collected, and we hope that Your High Nobilities, even without this consideration, will find satisfactory the reasons that moved us to part with the copper for the above-mentioned price, and that Your High Nobilities will therefore favorably approve our action in this matter. On 23 March we further sold to the brokers 1000 canasters of powder sugar at Rops 11 1/2 the 100 pounds net, or with a surplus profit of 98 1/2 per cent, being the same price for which an equal quantity was relinquished to them at the meeting of 21 December 1778. Since then, the price thereof has risen somewhat, whereby we sold the remainder thereof and of the candy sugar at the meeting of 18 August for the following prices: The powder sugar for Ropn 12 net the 100 pounds, or half a rupee higher than the aforesaid two sales, thus with an advance of 107 1/4 per cent. The candy sugar for Rops 17 1/2 net the 100 pounds, being 1 39/100 rupee more than what 100 canasters were sold for according to the resolution of 21 December 1778, constituting an advance of 62 1/4 per cent. For the camphor that was brought in the year 1777 and remained lying unsaleable, Rops 70:— net the 100 pounds was finally offered. This is 18 5/12 rops more than what the last preceding parcel was sold for according to the resolution of 4 February 1775.

We believe we may expect this with all the more reason because the piles of the old work, which stand closest to the old revetment, and before the new revetment was placed, were in nearly the same situation in which, provided with the aforementioned precaution, the old front piles and the old revetment are now, and were not found to have been attacked by worms on the occasion when Engineer Loewe had the earth lying against them cleared away when he was here to examine the work. Furthermore, we have had driven against the new revetment, on the outside, some new piles at a distance of 8 to 10 feet, or as best suited the work, in order thereby to make this revetment close more firmly against the old work; only on the south-west corner of the large bastion have we had driven some new piles, in 94. order that this corner must be considered to suffer more than any other part of the work, because the piles there stand deeper in the water than elsewhere and are pressed upon by a column of earth of over 20 feet. Although we are indeed accustomed to having all matters of any importance carried out by public tender, we nevertheless thought it best not to do so with this work, out of fear that the contractor, sometimes in order to gain a profit from the tender, would have made the work of lesser quality. After the work was completed, it was inspected by a committee, the report of which is entered in our resolution of the 14th of this month. Regarding this and the decisions taken thereon, we request to be allowed to refer to this our resolution, and note from it only that it appears from the aforementioned report that the work was properly completed in accordance with the intention of the resolution taken for that purpose on the 18th of February. The submitted specification thereof, amounting to Ropias 3778: 27, we have considered item by item in our meeting of the 14th of this month, in so far as the matters appearing therein are of any importance; and as we could see nothing other than that the materials charged therein must with great justification be considered to have been expended on this work, and that the charged wages have also, in our view, been dealt with in good faith, we have decided to have the aforementioned sum of Ropias 3778: 27 paid for it, after deducting the amount of a small difference of 2 39/20 gessen of Damania timber, which the beams used on this work, according to the report of the commissioners, were found upon recalculation to contain less in physical volume 185 95. than was drawn up for it in the specification, provided that the modie takes the oath according to the custom of the Parsis that what was charged in his aforementioned specification was in fact used on this work. At the meeting of the 4th October, we decided upon a report of the Head Administrator, drawn up from a memorial of the Storehouse Master, concerning the shortfalls that occurred on the weighed-out merchandise during a full year, or from primo September 1778 to ultimo August 1779, of which the parcels were entirely cleared.
