For the military, having large arrears to claim from the English both in Bombay and in Surat, began to mutiny again in the month of May and to plunder the houses of the shopkeepers, so that the government in Bombay, in order to obtain money, was forced to sell all goods on hand at public auction to the highest bidder for current money, in order thereby to quiet the mutinous soldiers, until in the months of July and August there was sent hither overland from Bengal an amount of fourteen lakh rupees in bills of exchange, which were drawn by the bankers there on those of Surat, to be paid with a rebate of 15 percent, or rather the 100 with 85 rupees. Paragraph 26. This great advantage aroused such emulation among the money changers or bankers of this place that everyone, in order to profit from it as much as possible, negotiated everything that was to be had from private individuals, granting to them in turn a rebate first of 4 and 5, then of 7, and finally of 8 1/4 percent. Paragraph 27. The merchandise brought by De Diamant, which served only to an amount of 180000 rupees in deduction of the sent returns. And this spurring everyone on to collect their outstanding claims, the first undersigned was also troubled daily for the return of the principal sums which the Company had negotiated here, and we, who even had nothing in the cash chest, came into by no means a slight embarrassment. All the merchandise brought by De Diamant had amounted in the rough to only 315000 rupees; of this, due to the late arrival of the aforementioned keel, no more could be fetched than for 180000 rupees, which had served in deduction of the sent returns, and the rainy season prevented us from delivering goods at present, while there was no possibility to negotiate any funds now other than by granting the aforementioned rebate, which would have brought a considerable loss to the Company. Paragraph 28. A money negotiation was impossible without a considerable rebate. Far too disadvantageous for the Company. Whereby the suppliers could not maintain their credit, nor make any delivery. Under these circumstances we were nevertheless forced, in order to maintain the credit of the Company and to get rid of the troublesome pursuit of the creditors, to pay them the interest due on their principal sums; yes, we were even compelled, if we wanted no public difficulty, to redeem and pay a bond of rupees 28856: 56, while the linen suppliers, who now, just as well as we, were choked by their creditors and were also in the impossibility of negotiating money anywhere, troubled us daily for the payment of what the Company, according to paragraph 10 here before, had remained indebted to them on the spring contract, with the declaration that without this they were incapable of maintaining their credit and making any delivery. Paragraph 29. Paragraph 30. And in negotiating on bills of exchange for the Netherlands one could not succeed further. Ordered to deliver their approved accounts unpaid and, in case of persistent deficiency, to grant them an account on the books. The brokers persuaded to accept 100 bags of cloves with a discount of 5½ per cent. Yet they being able to take no more than 30 bags. Therefore the administrators had ordered them to submit their approved accounts and specifications to the cashier, and, for lack of money, to grant them an account on the books for those amounts. Section 32. And to this end we then resolved on 18 July last to persuade the brokers to immediately receive from the warehouses an early receipt and payment of a quantity of 100 bags of cloves, amounting to 18,125 pounds, at the agreed fixed price, and to allow them a discount of 5½ per cent for this early receipt and payment, which almost equals the interest we would otherwise have had to pay if we had been able to negotiate funds on the old footing, and which course was therefore far preferable at this time. Section 33. Yet these servants having succeeded no further than with a small quantity of 30 bags, or 5,437¼ lb., we thereupon resolved on 11 August to induce the linen suppliers to accept all the remaining cloves, amounting to nearly 15,000 lb., on the aforesaid condition. This was to serve as satisfaction for what they still had to claim on last year's delivery, and as a deduction from the contract made for this year. Having thus far been rescued from our embarrassment, we were able to manage without making any further, entirely disadvantageous financial negotiations. The suppliers were persuaded to accept the remainder on the same condition, reducing the shipment etc. Hope that a second ship will arrive. In the hope that it will have pleased Your Right Excellencies to send another ship hither, so that from the proceeds of its cargo we might be able to pay the negotiated funds and finally settle the debts contracted after the restoration, which currently (aside from the old debt to the House of Bhaijsa) still amount to 160,000 rupees. For the yield of the merchandise brought by the Geregtigheid, amounting to rupees 339,724:—:—, can roughly barely suffice for the purchase and procurement of the linens etc. requested in the petitions for the Netherlands, the Cape, as well as for the Indies. Section 34. Otherwise we shall fall into great embarrassment. Otherwise we shall find ourselves in great embarrassment to obtain the necessary funds to meet the expenses of the factory, not to mention that we would be unable to make any advance payments for gathering the returns for 178 5/8. The settlement of Bhaijsa's bill of exchange has been further urged upon the English at Bombay. Pursuant to what we had the honour to report to Your Right Excellencies in our missive of 20 April of the preceding year, we addressed ourselves by missive of the following 9 May, registered with the resolution of that same date, to the Governor and Council of Bombay. We requested that they might be pleased to give the necessary orders, or make arrangements, so that the Honourable Company be indemnified for the amount of the bill of exchange granted to the House of Bhaijsa, which was deprived of its effect by the English Surat ministry upon the seizure of the Directorship, amounting to the sum of one hundred thousand rupees, with interest. Section 35. Section 36. Yet met with no better success than with their ministers. And although in our aforesaid detailed missive we adequately substantiated our right, refuting all pretext and evasions raised against it by their Surat ministers, which we had the honour to set forth in our aforementioned respectful address to Your Right Excellencies, Section 37 et seq.; Section 37. and having no other means at hand here to refute the protest, yet at the same time, since it clearly appears that these British intend, under all kinds of frivolous, void, and mutually contradicting pretenses, to shift this debt from their shoulders and, on top of so many considerable damages and losses as the Company has suffered through the war, to let it be borne by Their Excellencies, and because we have no further means of coercion at hand here, to protest in the strongest terms against all damages and losses which the Noble Dutch Company shall suffer through this unlawful refusal. This letter and protest is dated the 24th of June and entered under our Resolution of the 7th of July, and although we believe we have therein shown that the acceptance and partial satisfaction of the bill of exchange in question was fully proven by the sworn declaration of the secretary who had presented it, and by the handing over of the key to the warehouse in which the goods were stored from which the payment was to be made, the aforementioned Bombay Ministry has merely acknowledged receipt of the prescribed letter to us under date of the 8th of July. We have therefore, in hopes of Your High Noble Excellencies' approval, thought it well to send all papers and documents relating to this matter, with the letters exchanged concerning it, in authentic copy to the Most Noble and Honorable Directors for their highest information, as is now done with the bearer of this letter. Finally, we take the liberty to note here that in our meeting of the 21st of September last, we confronted the account of the Company's brokers during the book year 1785/6 with them, and that it appeared from this that since the sale of the 27th of March up to the last of August, they have collected merchandise to the amount of 223700:38 rupees, and that they, on the other hand, have paid 242038:43 into the treasury, so that they were ahead by 18338:5 rupees, as shown by the settlement with the brokers. All the buildings blown down in the storm of 1782, among them the house of the Chief Administrator, etc., are fully restored and built of stone. Carpentry and repairs. All the buildings mentioned in our respectful letter of the 20th of April of the previous year, Section 46, and among them also the house of the Chief Administrator, the hall of justice, and the outbuildings, which in the storm of the 21st of April 1782 were almost all blown down and destroyed, and had since remained so without the English having repaired anything on them, are now fully restored and built of stone, so that for many years no extraordinary repairs worth mentioning will need to be made to the wharf. But since we understand very well that all expenditures of this nature cannot be agreeable to Your High Noble Excellencies at this time if they can possibly be managed otherwise, we humbly request permission to advance in this matter for our discharge: That the aforementioned storm of the 21st of April 1782 had so terribly battered our wharf, as well as the English one and the remainder of the city, especially that which extends along the riverbank, that almost no single building was left undamaged, while the house of the First Sworn Clerk was completely blown down, and that of the Chief Administrator as well as the outbuildings of the Director's house were partially blown down. The desolate state into which all the buildings were brought by that storm made their immediate restoration necessary for the interest of the Company, without the English having made any repairs to them, and to the other dwellings only so much as was just necessary to make them habitable. We therefore thought that the interest of the Company required that we immediately restore them, having lain exposed to wind and rain for three years and being already partly demolished and stolen. And this was done in stone and lime, now that we had a special opportunity to do so owing to the favorable disposition of the English Ministry, as experience of earlier years had taught us what trouble it often cost to obtain permission for even the slightest carpentry work with those materials. And whereby the aforementioned buildings—which the late Councillor Extraordinary and former Director Senff, when His Most Noble and Honorable had the good fortune in 1763 and 1764 to transfer the establishment from the old lodge to this wharf, as appears from his surviving Memoir, Chapter 8, folios 120 to 126, was forced to erect in haste and in the best manner possible out of beams and rafters, with walls of double bamboos filled with earth on the inside and plastered with lime on the outside in order not to arouse the jealousy and suspicion of the regents—being now restored with sufficient walls, we hope that Your High Noble Excellencies will be pleased to approve our conduct.

Hope that surrounding the shipyard with a stone wall will be agreeable to Your High Noble Lordships, considering it has always been regarded as of the highest importance. and that the renewal of the wooden revetment would have cost almost as much as the rupees 15197 which it now amounts to in stone and lime. Request for authorization for the write-off thereof. Meanwhile, regarding the surrounding of the shipyard with a stone wall 1344 long, from 9 to 13 feet high excluding the foundation, and 2 feet thick along the entire landside from the south-west to the north-east side of the River, we flatter ourselves that this will be agreeable to Your High Noble Lordships, if Your Lordships will kindly take into consideration, firstly, that this has at all times, for protection against fire as well as for many other reasons, been considered of the highest importance, as the late Gentlemen Ordinary and Extra-Ordinary Councilors and both Directors of Soeratta Schreuder and Taillefert demonstrated with cogent arguments in their respective bequeathed Memoranda, in Chapter 3, page 95 of the first-mentioned, and in the Chapter on the Company's Rights, 3. 46 to 50, page 133 of the last-mentioned, and likewise spared no effort to obtain permission according to the Resolutions of 13 February and 4 March 1750, item 6 February and 21 August 1759; secondly, that it was absolutely necessary that, instead of the old revetment constructed in 1759, which was completely blown over and destroyed, a new one was made, so as not to leave the entire shipyard open; and thirdly, that even if one had made it of posts and heavy planks, it would have had to cost nearly as much as the present wall, when one considers what was paid in 1759 for a part of that revetment, whereas this entire wall, along with a house for the ensign and an armory, all counted together, has cost no more than 15197 rupees, as appears from the procurement contracts inserted in our Resolutions of 24 March 1785 and 21 September last. Wherefore, very humbly requesting, in so far as we have not already done so in our respectful letters of 9 January of the past year, Section 43 et seqq., and 20 April thereafter, Section 46 et seqq., that Your High Noble Lordships may be pleased to grant us Your most favorable authorization for the write-off of both items. After which, in humble answer to Your Right Noblenesses' Missive of the 4th of August of the past year I. 5., wherein Your Right Noblenesses please to command us to make a careful investigation whether it should also be attributed to the packers and suppliers who packed the linens sent in 1780 per the ships Europa and Honcoop, Elucidation as to whom should be attributed the error concerning one too many delivered at Batavia and one too few at Gale. we take the liberty humbly to bring to Your Right Noblenesses' knowledge the error that occurred regarding the aforesaid returns, and whereby the ship Europa delivered one bale of white bleached Dotij dorogesjes too few at Gale, and the ship Honcoop, on the contrary, brought to Batavia one bale of Cherongse Chintz for the Cape above the invoice: That after the linens have been accepted by us, each bale of linens delivered must be counted and packed by the suppliers and the commissioners of the bazaars; that these bales are thereafter weighed and handed over to the Warehouse Master, who subsequently has them brought to his tent and kept there until the return cargo is collected and the clearance through customs takes place; after which the said bales are weighed again by the aforesaid Warehouse Master to the Lieutenant appointed by the Captain for the receipt, recorded with their gross weight, and shipped off in the vessels on which the aforesaid Captain places his own officers as guards; so that neither the suppliers nor the commissioners of the bazaars have anything more to do with the bales as soon as they have been received by the Warehouse Master. However, we humbly request permission, in exculpation of 127 while presenting that which may serve for the exculpation of the Warehouse Master. The amount for 4 pieces of Baftas found missing at Ambon in a bale No. 686 has been reimbursed by the suppliers and the commissioners of the bazaars. the then Warehouse Master van Citters, to note hereby that the surplus bale brought to Batavia by Honcoop, when set against the bale delivered short at Gale by Europa, seems to demonstrate that the aforementioned van Citters indeed shipped off the correct number of bales for the two ships; but that the error must have been committed during the transshipment from the vessels, in which bales for both ships will often have been loaded, by shipping one bale too many into Honcoop; and that this bale, which Europa necessarily had to deliver short at Gale, was taken there for a bale of dotij dorogesjes instead of Cherongse Chintz; and that, while it is very possible that this mistake in the naming of the bale escaped the usual attention due to the intervening troubles of the war in the Fatherland, one might conclude from all this that the Company essentially received its own. Respectful request in case of future shortages. According to the ruling on the report of the discharged cargo, the ship's officers are charged at the purchase price on their pay accounts for Japanese copper, and charged at cost for two water leagers. This shortage cannot have its cause here, since one should have noticed this at the first weighing of the bale, considering in the present case of bale No. 636: that each piece of this black Bafta weighs 5½ lb., and that if there are thus 22 pounds too few in a bale that is usually 295 lb. heavy, this cannot fail to be discovered here immediately, being practically 1/13 part of the entire weight. Thus we request Your High Right Honourables to make such provision that the bales may be weighed gross upon their delivery, and that it be reported hither how much the weight found in these bales containing too little differs from the gross weight written on them, in order to serve as proof against the said servants. On the 12th of the past month of December, by the ruling on the Report of the discharged cargo of the bearer of this, with the justification drawn up thereon by Captain Christiaansz, which we have the honour to present to Your High Right Honourables among the annexes to this, we decided: To have the ship's officers charged according to order on their pay accounts at the purchase price for the amount of 111 pounds of Japanese bar copper, which they delivered short over and above their allowed allowance of 7/6 percent, and for the cost of two pieces of water leagers which were delivered entirely unusable and irreparable, notwithstanding the Captain stated in his justification that he received them thus old and defective, but we had the leagers themselves handed over to him. § 62. § 63. Against which we have validated for the aforementioned ship's officers all the allowances granted to them by the regulations regarding the write-offs of underweight, etc., as appears from our rulings made in the margin of the above-mentioned Report. Yet the said Pay Bookkeeper having notified us on the 29th of the same month by a very detailed report entered into the Resolution of that day, to which we take the liberty very respectfully to refer here, that it was impossible for him to induce the attorneys of the Moorish seafarers to accept the aforementioned funds, while the said people, for reasons described at length in the aforementioned document, continued to demand the final settlements or else the customary two months of remittances for such 1 Sarang, 8 Tandels, and 315 Sailors as according to their books are still located at the Main Place. § 71. resolved to sound out in what manner to satisfy them, reasons for that decision. as they were supposed to be, although in none of the memoranda or lists received from there are they recorded as either deceased or absent, Thus on that day we were indeed obliged to resolve to instruct the Pay Bookkeeper to sound out in what manner the aforementioned attorneys would provisionally, and until the arrival of the ships in the autumn, allow themselves to be satisfied. § 73. And whereas the aforementioned Pay Bookkeeper, in an extensive document inserted into our Resolution of the 10th of June following, reported to us that it remained impossible for him to induce the said attorneys, or rather the Regents who govern them, to desist from demanding that their settlement and payment be made for the 324 heads in question mentioned hereinbefore, but that the only means which the aforementioned attorneys had suggested to him that might possibly be able, for the present and until ships arrived again from Batavia, to quiet the families of the said 324 heads of absent Moors and make them have patience, without proceeding to complaints or actual acts of violence, consisted in distributing 2000 rupees among them, making one month of remittance for each head. § 74. § 75. 575 to whose delivery he, over and above what had to be paid according to the lists, was authorized. Yet the Pay Bookkeeper having given further notice that the attorneys could not quiet the families therewith, and that they demand another 2000 rupees. Thus we resolved, as no other way was open, for reasons circumstantially detailed and set down in the aforementioned decision, to authorize the Pay Bookkeeper to hand over these two thousand rupees over and above what had to be paid according to the Batavian lists, and thought thereby to be freed for the time being from all persecutions, when the same Pay Bookkeeper two days thereafter gave notice to the Director that the attorneys had declared to him that it was beyond their power to keep to that arrangement, in view of the impossibility of keeping the families of these 324 heads of absent or missing Moors quiet and satisfying them until the month of October with such a small sum for the 2 months of remittances, and that they had to have 2000 rupees more to keep the people in peace. Why the pay bookkeeper was ordered to suspend his negotiations for the present, until the Director should have sounded out to settle the matter. The Director thereupon submitted a receipt from the procurators. Contents of that receipt, which is confirmed by the great seal of the Nabob and certified by his secretary, whereby the matter is settled. To negotiate with the government itself before this matter caused greater sensation and gave occasion to the disruption of the public peace, while it was to be feared that all these moneys, which were paid out from time to time to quiet the matter, would in the end be lost when it came to a settlement with the Government, we ordered the pay bookkeeper to suspend his negotiations with the crimps for the present, until such time as the Director should have sounded out whether there would be a means to settle the same finally and forever with, or through the intervention of, the government. And this has had the fortunate consequence that the first undersigned, in our meeting of the 7th of July following, submitted a complete acquittance and receipt from the aforesaid procurators, which was entered into the resolution of that day and placed among the secret papers, whereby the same declare that they are satisfied and paid for all the wages and monthly moneys which the Moorish seafarers who, before the war or before the wharf was taken by the English, were procured by them for the Company and sent off with the Honorable Company's ships, and who died, went missing, or deserted, whether at Batavia, Malacca, or at any other place, indeed who are gone and are no longer found among the papers; and that they have received everything therefor and are satisfied in everything, with the promise never to make any further action or claim on this account against the Company; which receipt is confirmed by the great seal of the Nabob, in whose presence it was passed, and certified by the signature and seal of his secretary, so that this very delicate matter, which threatened to bring us into much difficulty and danger here, is thereby terminated and settled, as the first undersigned will have the honor to bring more fully to Your High Excellencies' knowledge in his separate letter. The pay bookkeeper indicates by Report: That after confrontation of the compiled lists against the name list received from Batavia, 102 heads are made formal with f 21004:9:8 less at Batavia than are known here in the books. Order given to the pay bookkeeper regarding this. The pay bookkeeper subsequently, in compliance with our decision of the 4th of March of the preceding year, which we had the honor to bring to Your High Excellencies' knowledge in our humble letter of the 20th of April following, paragraph 70, did indeed deliver a Report in our meeting of the 21st of September last, which is entered into the resolution, to demonstrate that in accordance with the orders given to him, namely to bring the accounts of the Moors who were alive at Batavia at the end of June 1782 into such state as they were at the time that the formalization took place at the end of August of the same year in the books of the ship Westfriesland, pursuant to Your High Excellencies' decision of the 15th of September of the same year; and that upon confrontation by him of this compiled list against the name list received from Batavia dated the 10th of August 1784 of those same Moors who, as said, were made formal at the end of August 1782, it appeared that, after deduction of the 181 heads who, according to our respectful letter of the 20th of April last, paragraph 69, were known here in the books at the end of August 1781 with a credited sum of f 55087:9:8 and are not found on the lists of the First Inspector Radder of the 9th of July 1781, there is still at Batavia at the aforesaid 31st of August 1782 a number of 102 heads, being two Sarangs, four Tandels, and 96 Sailors, who at that time stood credited with f 21001:9:8 less made formal than are known here in the books. But since this matter is now finally settled as mentioned herebefore, we have ordered the same to let it now rest simply with the formed lists of those Moors who were present at Batavia at the end of August 1782 and were immediately made formal, and henceforth to form no more books for these seafarers, but to treat the same now according to the manner customary in Bengal. Yet, because we thought we had reasons that made us fear that the English still persisted in their imposed obstruction, And now a further letter has been dispatched to the Bombay Council regarding this. But they answered us that they had not yet received any orders for their guidance. as experience has also confirmed, we resolved on 7 July last to dispatch to the Bombay Council the letter which is recorded in the resolution of the 18th of the same month, wherein we once again insisted upon the lifting of the aforesaid obstacles as well as the undisturbed enjoyment of the privilege of exporting the Company's merchandise free of all duties after the duty on the same has once been paid upon import, offering at the same time, as was already done before by letter of 25 February 1780, to consign the amount of the duties on the goods that we now wished to export, until the final settlement of the matters. However, this too could be of no avail, as the aforesaid Governor and Council, by their letter of 17 August 1786 inserted in the resolution of the 26th of the same month, answered us that they had already in April 1780 sent all papers relating to this matter to their superiors in Europe, but that up to now they had received no answer for their guidance, which they would now request again and give us notice thereof, And declined our offer for an accommodation. 185 being made known, we indeed decided on the aforementioned 4th of March last to report the latter, whenever the agents ask after them, as absent and deserted to them, in order to relieve the Company, if possible, along that way from the payment of these preceding wages. Yet my fear that it will be impossible to satisfy them or the families, and even much less the government, and that we shall get into disadvantageous troubles with the latter over this, considering, above all other reasons mentioned in our joint and my separate humble letters to Your High Noblenesses of the 15th of January 1785: 1st. That these seafarers here are as well known in the books of the Qadi or ecclesiastical judge and in those of the Bakhshi or second regent of the city, as in the pay books of this Directorate itself and those of the agents or so-called soul-sellers. 2nd. That the aforementioned books were most recently, on the 15th of December 1780, compared against each other by the former Pay Bookkeeper van Bijland and the aforementioned agents and distinctly determined and expressed, by a certain writing which was executed by the aforementioned agents on that day and inserted into the resolution of the 26th of the said month of December and is preserved here in the secret chest, according to which and the pay books they then consisted of 26 Sarangs, 27 Tandels, and 552 sailors, who have since been increased, by those sent on the 6th of January 1781 with the Huis ter Spijk and De Vrijheid, by 8 Sarangs, 8 Tandels, and 171 sailors. That it is much to be feared that the government will not be willing to give credit to our simple statement without any paper 186 paper or proof that namely, out of a number of 34 Sarangs, 35 Tandels, and 723 common Sailors who were known on the 6th of January 1781 in the pay and recruitment books, 181 individuals had become absent or deserted on the 30th of June of the same year, beyond those who are known as deceased or deserted. These make me take the liberty to request Your High Noblenesses, as urgently as respectfully, to be strengthened with Your highest orders as to how I shall conduct myself in case the Nawab and the Bakhshi, as well as the heirs and families of these people who will be reported as absent or deserted on the grounds that they are not mentioned in the Batavia Lists of the First Examiner of the Pays Radder of the 9th of July 1781, the former through their own power and the latter sometimes through the English Government, or to put it better, through the power of the castle, will make immediate, that is by violent means, claims for those monies which (after the wages of those who are known as deserted and absent in the oft-mentioned Lists of the First Examiner of the Pays Radder of the 9th of July 1781 will have been confiscated) they will maintain are due to them from those seafarers who continue to run in their books and of whom no mention is found in any Lists, whether concerning their death, life, desertion, or disappearance.
