The Lord Director, having received a letter from the Amed-abaad brokers Matalaal and Telliktjent, communicated its translation to the meeting, containing among other things some grievances regarding the assistant Vermeulen, and as he has already shown several other signs of insolence and wantonness, it was approved to send a copy of the aforesaid translation to the employees and especially to recommend to the merchant De Bellon to inform this administration regarding the matter as soon as possible according to the truth, in order to make such disposition on that subject as shall be deemed proper, and in the meantime to order the said merchant, in case one of the clerks stationed there from here or the surgeon should be guilty of any insolence, not to let it pass without a sensible correction, and the second, to 569 From Souratta under date 12 April 1759. to offer him a helping hand therein, for the maintenance of good order and subordination, which at the said trading post, through lack of good discipline, seems to have given way to obstinacy and mutinous disposition, which it is necessary to eradicate root and branch. And as the banyan Lalagie Kissourdas seems to have played quite a large role therein, it was likewise resolved to order the employees to notify him in the name of this administration no longer to set foot on the grounds of the Company's lodge, for whatever reasons it might be, and the merchant De Bellon in particular, in case the said banyan should nevertheless attempt such, to have him driven out from there again by the peons, and if doing it a second time to have him so slippered that he loses the desire to attempt it a third time. It was also approved, on the occasion of a declaration by the brokers concerning their claim against the departing second Zimmerman sent over with the missive of the 17th of the preceding month, to reply to them once again that no more papers will be expected on that matter on the Company's behalf. As well as to send them an extract from the home requisition for anno 1759, so far as it concerns the Amed-abaad assortments, in order to be given by them to the brokers and to be recorded by these in their language, to subsequently send to this administration a note of the prices for which they see a possibility to supply the cloths serviceable, that is to say, exactly according to the samples and of the specified length, breadth and thread-count, as well as an extract of their Excellencies' remarks on the 371 From Souratta under date 12 April 1759. the Amed-abaad returns received in the Netherlands in anno 1756 to serve for their guidance, and furthermore to write them what is necessary regarding what must henceforth be observed accurately in the packing slips, letters, invoices and other papers speaking of the home requisitions. All of which it was likewise resolved to write to the Brootchia employees, sending the extracts concerning their trading post from the homeland requisition and from the remarks of the lords masters on the goods received from there in anno 1756, with repeated recommendation not only to always make sure that the cloths indeed have the required lengths and breadths, and contain the requisite thread-counts or number of threads, but also to pay accurate attention to what was ordered, both regarding the stripes, colors and checks as otherwise, as their Excellencies

The Noble, highly Honorable Lords Majores having explicitly declared in the introduction to the Homeland Demand for Souratta for the year 1759, dated in Amsterdam the 22nd of October 1757, that before proceeding to the measures of redress regarding the general decline in the provision of the return cargoes experienced for some years in this directorship, they have resolved to await the considerations of the Councilor Extraordinary and present Director Taillefert, and therefore continue to anticipate his report; and his Honor, in order to fulfill the honored request of the Lords Masters as quickly and as accurately as possible, having committed to paper in a separate letter to their Noble High Worships his considerations concerning the procurement of linen, both regarding its decline and the causes from which it has successively arisen, as well as concerning the measures of redress; From Souratta under date 12 April 1759. to their Noble High Worships, so his Honor communicated the same to the assembly, which had been convened expressly for that purpose, and summoned the members upon the oath by which they are bound to the Company, that if they, or anyone among them, had anything to remark thereupon, or knew anything further to add for greater elucidation, to be willing to communicate this and thus contribute his share both to the advancement of the interests of our paymasters and the perfecting and causing to flourish of the linen trade within this directorship, as well as to the general welfare of this ministry. Zimmerman will be required to make the transfer to his successor within 3 days after the arrival of the same and to set out on his journey hither the following day, on pain that upon a longer stay, his salary shall cease from the fourth day, or until he actually departs, as his continuous conduct toward the chief provides sufficient reason for this. Regarding a full petition submitted to the factor De Bellon for transmission hither by the assistants Smit and Vermeulen stationed at Amed-abaad, in which they attempt to justify their conduct with relation to the inventory as well as otherwise, and request to be released from the imposed fine of 2 months salary, it was decided to reject the same, as the reasons alleged therein why they signed a report in the past year of an inventory that was not made by them have been found entirely insufficient. However, in so far as the said assistants at the same time put forward therein that the brokers having complained about their all too strict remeasuring of the linens, the factor had spoken to them about it and said that ¼ to ½ ges lacking on the piece did not matter and could well pass, it was deemed fit to warn the employees once again that such is absolutely contrary to the intention of the gentlemen superiors as well as of the high government of the Indies, and also against all Company orders, their Honors on the contrary very expressly desiring that the cloths shall maintain their full length and width. Ruperti Thereafter the director made known that the bazaar commissioners had orally reported that, when remeasuring the bajotas pro Patria according to samples No. 5 and 7, they had found the same partly 1/2 ges more or less longer and 1/16 broader than they ought to be, and on the other hand again others just as much too short and too narrow, and that his Honour, having understood that there were approximately an equal number of each, had ordered them to pack the long and short mixed together and to note on the packing slips that the pieces are from 1/4 to 1/2 ges too long and too short, as well as 1/16 too broad or narrow; with which the members thought fit to agree, partly because the one must be considered to balance the other, and secondly, because the suppliers would not take back the short ones alone without having the longer ones with them, which cannot well be required of them, and no time remains to have others made in their place that keep the exact measurement. From Souratta, dated 12 April 1759. Black winnowed Bantam pepper should, according to the invoice, have been accounted for in 4 straw sacks: 200 lb. However, accounted for here only: 190 lb. Difference: 10 lb. Japanese copper in bars was loaded into this vessel: 80,000 lb. And delivered here only: 78,892 lb. Difference: 1,108 lb. Japanese copper in plates had to be accounted for here: 10,000 lb. But upon delivery found to be no more than: 9,836 lb. Difference: 164 lb. Powdered sugar was shipped in 2,400 canassers in accordance with the invoice at Batavia: 896,319 lb. Yet the cited canassers could only yield here: 860,469 lb. Difference: 35,850 lb. Candy sugar had to be accounted for in 130 canassers at: 48,149 lb. The number of canassers was indeed delivered, yet in the same was found of this sweet only: 46,224 lb. Difference: 1,925 lb. Cochineal was to be brought in a cask No. a: 153½ lb. Yet according to the report and given declaration of the commissioners, there was delivered only: 143 lb. Difference: 10½ lb. The said cask was weighed out to the authorities at Batavia gross: 217 lb. And according to the said declaration here: 216 lb. Thus it appears that a gross weight of 1 lb. or ½ per cent less was found here. For the rest, everything was received well and to the satisfaction of the said warehouse master, except that on 2 suckers of mace a gross underweight of 2 lb. was found. By the captain-lieutenant at sea and equipment master Jan Warner Falk, the equipment, artillery, and other goods invoiced by this vessel were all received well and to satisfaction (as appears from an annexed report), except native resin, since of this tree sap according to the invoice should be brought as much as: 3,000 lb. yet no more accounted for than: 2,442 lb. Difference: 558 lb., or 18⅝ per cent. The bookkeeper and dispenser Anthon Sigfried Godholt Guze has received the provisions brought from Batavia by this vessel in the following manner, and stored them in the presence of commissioners in the Honourable Company's dispensary, namely: Arrack api should have been brought in 28 leggers: 10,080 cans. 3 leggers wanting 10 inches each, thus together containing: 786 cans. 10 leggers wanting 8 inches each, thus together containing: 2,910 cans. 3 leggers wanting 6 inches each, thus together containing: 954 cans. 12 leggers wanting 5 inches each, thus together containing: 3,960 cans. 28 leggers together containing: 8,610 cans. Difference: 1,470 cans. Furthermore, of the invoiced two tubs of sake, no more than one spoiled tub was brought, and in place of the second, a tub of shoyu without mark; also, the received tub of soy is one third empty. Otherwise, the remainder was received to the satisfaction of the said dispenser. By the junior merchant and cashier Rutgerus van Ebbenhorst was received well and to satisfaction the fine hand or money balance with the two brass pans belonging thereto and two hundred fifty-six mark weights, stating only that the balance is slightly tainted with rust. The chief surgeon Hendrik Lodewich Kummer has received the medicines invoiced by this vessel to satisfaction according to the catalogue. Beneath stood: Souratta, the 24th of November 1758. Yet before deciding thereon, it was deemed proper to hear the skipper Nicolaas Homan regarding the deficits on various items exceeding the permitted write-off, who was subsequently called into the meeting. Regarding the shortage of black winnowed Bantam pepper, he said that the straw sacks in which this grain was brought hither were not tight enough to prevent all spillage during handling, not to mention that which blew away as dust. Concerning the considerable deficit on the Japanese copper in bars, he could advance nothing other than that he had reason to presume that the missing part was stolen. He applied the same answer to the underweight of Japanese copper in plates; but regarding the deficit of 318 lb. of native resin, he alleged the poor condition of the straw sacks, as well as the natural quality of this merchandise, which is always very dusty and usually loses much through handling and transport. And finally, with relation to the missing arrack api, that the stowage of the casks, according to a declaration made under offer of oath by his second mate and the petty officers of the ship, was found to be good upon inspection at this roadstead, he could attribute this to nothing else than the cooperage, which was new and partly riddled with wormholes, besides the fact that the leggers were received at Batavia not full, but with ullage. The said skipper having stepped outside again, and the matters having then been deliberated upon, namely regarding the cochineal, which gives a net underweight of 9 lb. or 5⅞ per cent, while on the invoiced gross weight of 217 lb. no more than 1 lb. or ½ per cent was found short, it was resolved to pass the aforesaid net underweight, provided that the declaration given thereof and annexed to the findings be properly sworn to before the Judicial Council of this Factory by the warehouse master as well as by the ordinary commissioners at the warehouses as declarants; and for the rest it was understood to dispose thereof in conformity with the general regulation on write-ins and write-offs.

We, the undersigned upper and lower officers, namely Johannes Holst, chief mate, and Godfried Waaijer, second mate, the boatswain Arie Paree, and the gunner Hans Costen, all serving in the said capacity on the Honorable Company's ship De Vrouwe Rebecca Jacoba, declare and testify at the requisition of the Honorable Mr. Pieter de Bakker, fellow captain of the aforesaid vessel, how truly and truthfully on the 23rd of the past month of September we hauled up all our heavy ropes, being engaged in bending them to the anchor, but in the meantime found a Dutch rope that we collectively judge to be unfit to be entrusted to the Company's valuable vessel, and therefore condemned it for necessary ship's use. All that is written above being what we, if required, are willing to confirm by solemn oath. Below stood: done on the aforesaid ship this 29 September 1758. Was signed: Johannis Holst, G. V. Thereafter the Director laid on the table a report from the Honorable Secunde, in satisfaction of what was required at the session of the 2nd of this month, containing his accountability regarding the doty ponnebegesjes, of which the Gentlemen Majors make mention in the Extract remarks concerning the goods received in the year 1756, along with the elucidation demanded therewith, being of the following content: In satisfaction of the resolution in the Council of Policy on the 2nd instant, the undersigned head administrator has the honor to submit a report upon the esteemed requisition of the Right Honorable Gentlemen Majors, in the Extract remarks on the linens and pound goods received from India in the year 1756, wherein their Right Honorable worships not only complain about the doty ponnebegisjes of 18 wiesas, namely that those cloths were noticeably more expensive than those they had received the year before, and that the same had been sent unordered, while upon opening the bales quite many pieces were found that were old, shopworn goods, and among them several eaten by worms, while also demanding a report upon which requisition and also on what day and date this purchase was made, but Title as before also From Souratta under date 12 April 1759. also that it was stated by the special commissioners on the unpacking notes that the same were 27 long and 1 7/8 wide, and were found to measure only a length of 25 1/2 to 26 1/2 and a width of 1 1/2 to ample. Concerning the first point, the subscriber of this must respectfully report that the first ponnebegesjes of 18 wiesas from Amed-abaad were sent from here on 4 January 1757 per the ship Lunenburg via Ceilon in a quantity of 2000 pieces, which then, according to the invoice, cost f 1694. 4. 8 per bale of 100 pieces, and with the same vessel on 23 December thereafter again sent via Ceilon 3500 pieces, charged per bale of the same quantity at f 1682. 13. —, consequently the first sent were more expensive than the last by f 11. 11. 8 per bale. But it is true that on 15 April 1754 with the ships De Drie Papegaaijen and Bloemendaal there were sent to Batavia from Souratta three hundred pieces of white bleached ponnebegesjes of 16 wiesas, length 24, width 1 7/8 at f 1053. 15. 8 per bale. From Souratta under date 12th April 1759. can avail or is suitable, since, saving your reverence, the question is not whether the suppliers act reasonably or unreasonably in wanting a disproportionate price for these and those sorts, but whether one can negotiate all the linens coming out equally pro rata or at perfectly proportionate prices, so this is not skillful merchant calculation, for fine yarn also costs more than coarse, and in a word, so far as I have been able to go, the lowest prices having been negotiated, being able to confirm on my part by oath that not the least profit was made thereon by me, nor to my knowledge by the gentlemen directors. The gathering of the said linens took place upon a secret requisition dated Batavia the 4th February 1753, which was received here via Bengal in the month of December thereafter, as appears from a letter of the 9th April 1754 written by the former director Johan de Roth and the undersigned to the former Ahmedabad residents Martin Huysvoorn and Pieter Ellinkhuysen, and this at the length of 27 and width of 1 2/3 ells, namely raw, since the doti ponnabegesjes of 18 wiesas are always made to that length and width, when after bleaching they still retain at least the length of 26 and width of 1 3/16 ells, one had no reason to think that they now had to be made so much longer and wider that after bleaching the length of 27 and width of 1 2/3 ells were preserved; but that those cloths were truly found in the Netherlands to be less than 26 ells long and 1 5/16 broad, the undersigned must leave to the account and responsibility of the said factors, who ought not to have accepted any linen that was of so loose a weave that it could shrink further upon bleaching, to which one must necessarily attribute this, in case they truly 603 From Souratta under date 12th April 1759. had the required length and width when raw, which is very difficult to decide, but in default of which such is solely the fault of the second Ellinkhuysen and the committee members who remeasured the pieces in his presence. Yet as regards the quality of the same, the undersigned can say nothing other than that the inspected pieces from the bales opened here were all found of good quality and also no defect in the packaging, it being neither customary nor possible to open all the bales coming here from the subordinate offices one by one and to inspect the linens piece by piece, so that the poor finding of these cloths can neither directly nor indirectly be imputed to the gentlemen directors or the undersigned. Hoping hereby that the subscriber hereof has complied with the aforementioned orders, in that expectation he has the honour to remain with respect, stood below, Right Honourable commanding Lord and esteemed Councillors, lower, Your Right Honourable's very obedient and humble servant, was signed, Jan Drabbe, in the margin, Souratta the 24th November 1758. And it was likewise resolved to write off to profit and loss the melted and washed-away 865 lb. of domestic resin, as well as 173 lb. of red lead, for which reason, in order to proceed more securely in this matter, it was agreed upon the proposal of the lord director to immediately have the lot kept in the outer warehouse reweighed by two specially appointed commissioners, for which purpose the members Falk and Blaauwkamer were appointed, in order subsequently, upon their submitted report regarding the aforesaid deficit, to dispose of the matter according to findings. And whereas in the report annexed to the aforesaid specification and already inserted by resolution of the 2nd of this month it is also stated that 499 gunny bags in which the melted goods were stored are virtually suffocated and can be of no further service, it was resolved to authorize the warehouse master to have an equal number of new ones made in their place. The few returns recently received from Broodchia having been inspected and examined in full assembly, as appears from the specification drawn up thereof and inserted here: Specification 609 April 1759. From Surat under date 27 April Anno 1759: that it could also well be that they had chosen that party in order to avoid the Portuguese, who were present in the roads of Surat with a large and heavily manned frigate from Goa and several other armed vessels from Daman, and as it was said, intended to attack the Marathas over the capture of one of their laden vessels; which appeared not unlikely since the captain of the aforementioned frigate had departed today for the roads with all his crew who were on shore; as well as that several packs of piece goods destined for Tulpenburg were still lying in the Company's tent, and that therefore, since the same should be chopped and shipped off as soon as possible, and the Marathas meanwhile could not be trusted much, it was necessary to devise measures concerning both matters in order to bring the goods still on shore safely on board, as well as to stay out of all damage and difficulties in case of a battle between the Portuguese and the Marathas, inasmuch as it could happen that one vessel or another, getting the worst of it, would try to seek shelter under the cannon of the Company's ships lying in the roads, and thus place them in danger of being damaged by the enemy cannon. Whereupon having deliberated, it was decided to send the master Pieter De Bakker, who is on shore, early tomorrow morning with the war galivat De Zee Leeuw, reinforced with a corporal and 6 men, to the coastal village of Dumas, to remain lying there in the mouth of the river until the arrival of the smalschip De Beschermer and the seaworthy hori De Mosselschulp, on each of which a corporal and 6 European privates will also be placed, and to ship off therein all the packs on hand as soon as they shall have been chopped, to transport them to the ship Tulpenburg; and because it might happen that the Marathas, considering the circumstances in which they find themselves with respect to the Portuguese, might take umbrage at the dispatching of the Company's vessels, the more so since the war hooker De Jonge Jacob, the smalschip De Jonge Susanna, and the war galivat De Waakzaamheid are already lying outside, and therefore would want to prevent them from putting out as well, out of fear that one might be in agreement with the Portuguese to attack them, to order the said master De Bakker that, if he sees them act in such a manner, or make any movement tending thereto, he shall call out to them that the vessels with Company goods are going to the roads to bring the same on board the ships, and that they must not detain them; but in case of refusal to let them pass, to cut his way through with the aforementioned three vessels and clear a path with gunfire; furthermore, the hori De Mosselschulp coming outside shall hand over her soldiers to the smalschip De Jonge Susanna, as in the critical state of affairs within Surat no more men can be spared; and the galivat De Zeeleeuw shall remain in the roads, the galivat De Waakzaamheid under Dumas, and the smalschip De Jonge Susanna shall go and lie before the so-called Hori Bay, in order thus to all be at hand so as to be able to jointly and emphatically counter all undertakings of the Marathas against any Company vessel. Further, it was approved to give instructions to the said master Bakker, in case it should come to an action between the Portuguese and the Marathas, and the fighting parties approach the Company's ships so that they might run into danger from their cannon, to weigh anchor then and lie as far as possible out of range, in order to stay out of all disputes; except only in case any vessel, especially of the Marathas, should come too close under the cannon of the Company's ships, in which case the officers shall warn it off with a shot across the bow, and if this is not obeyed, fire upon it, in order thus to force it to obedience, without further interfering in the battle. After that, the upcoming departure of the ship Tulpenburg having been discussed, it was resolved to dispatch that vessel before the middle of this month, at which time it is calculated that it will be able to arrive in Galle in time with the return goods for the fatherland; and for greater security of its unhindered voyage with respect to the Marathas, if a notable small division of their fleets of Bassein or Chaul lying in the roads should leave the roads shortly before, or at the same time, or within a day and a night thereafter, to have it convoyed up to the latitude of Cape Saint John by the Vrouwe Rebecca Jacoba and the snow De Jonge Jacob, which can happen all the more easily because this ship does not yet have any cargo in it and will thereby neglect nothing.
