641 From Surat under date 27 April Anno 1759. — — — „ 45:—: — — - „ 45:—. —„ 135: —– ƒ 45—. — — — ƒ310:10— 45:—:— 10:18:- was not notified to make a change at the time of the contracting and on that account could not proceed otherwise than on the old footing according to which those cloths have always been supplied, it was therefore decided to accept the aforesaid raw cloths for the current demand still on the old footing, but to make the new contracting on the requested footing, namely that the raw cloths must be made so much longer and broader that the chintzes, when prepared, come to measure exactly 12½ covids in length and 1½ in breadth, as well as to report this to their Right Honourable Worships in the answered demand for 1758. From Souratta under Date 27 April Anno 1759. be found, which with all expenses do not come to cost more than here. — Finally, after resumption of a finding signed by the vessel master Matthijs Clinkhart for the surrender and by the incoming Amed-abaad Second Nicolaas Harmanus de Wind for the receipt concerning the delivery at Broot Chia of the powdered and candied sugar last sent thither for Amedabaad, the shortage fallen upon it, not being excessive, was passed, and it was agreed to insert the aforesaid paper here. Finding upon the cargo delivered here from the Honrijs, the Mosselschulp, and the Lastdrager, which by the commander of the war gallivat the Zeeuw Matthijs Klinkhard Junior have been delivered in the following manner to the undersigned elected Second of the Comptoir Amedabaad, namely: Powdered Sugar is from Souratta in 200 canassers unloaded according to the invoice a net weight of lb 74817:—:— and the same are delivered here in good condition, but with less per cent 1 1/8 pieces 73698:— 1119:— Sugar Candy is shipped at the place as mentioned in 20 canassers, see bond, with a net weight of lb 7695:— and the same are received here in good condition with 7585:— 110:— 1 1/2 for the rest, everything is delivered and received in good condition and to satisfaction. Saturday the 2 December Anno 1759. Absent the merchant and fiscal David Kellij, the captain-lieutenant at sea and master of equipage Jan Warner Falk being at the shipyard, the junior merchant and cashier Rutgerus Ebbenhorst on account of indisposition, and the junior merchant Hendrik Kroonenbergh on a commission to Poena. The reports received from various sides concerning the state of the disputes between the city governor Ali Nawaaskhan and the castle governor Sidij Javis Ehniet Chan, uniformly dictating that all hope for an accommodation was lost, and arrangements had been made on both sides which not only prognosticated an imminent rupture, but also clearly showed that it was closer than one thought, and this having been communicated by the Director to the meeting, and furthermore that, notwithstanding all solicitations made, the returns lying in the Tent had not been sealed according to promise, but that the toll officials had given a firm pledge that this would happen tomorrow morning without fail, but that if the war should begin in the meantime, these goods would be exposed to plunder by both parties, lying as they do between the Castle and the main battery of the Darbar; his Honour therefore proposed to have the Tent and the returns lying therein guarded this night by a detachment of European militia, in order to prevent the men of the mutual outposts, who keep watch in large numbers near the Tent at night, driven by a spirit of plundering, from attempting to make off with a lot of linens, which could not be prevented by the two soldiers lying in the Tent, and that the harm would already be done before news thereof could be received in the lodge, or one would be in a position to oppose it. — Whereupon, deliberation having taken place, it was approved to send the ensign with a sergeant, 2 corporals, and 36 men of the garrison, being almost all that is available, each provided with 24 live cartridges, at once to the Tent to keep watch there and take care of the returns lying therein, and after warning given to oppose the plunderers with force; but in case the action between the two main rulers should get underway, and the militia can no longer hold out in the Tent against the cannonballs, to retire then in the best manner to the lodge. — Below stood: Thus done and resolved in the Dutch Comptoir Souratta on the day, month, and year aforesaid. Tuesday 5 December Anno 1758: forenoon Absent the merchant and fiscal de Kellij, the captain-lieutenant at sea and equipage master Ian Warnaz Falk, being at the wharf, the junior merchant and cashier Rutgerus van Ebbenhorst, due to indisposition, and the junior merchant Hendrik Kroonenbergh, on a commission in Poona. The Lord Director having submitted the report requested by resolution of the 2nd of the past month from the equipage master, concerning that of the master smith of the equipage in Batavia, Anthonij van der Steen, regarding allegedly wrongly received grapnels with the ships 't Huijs te Boede and Middelburg, reading as follows: Title as before The undersigned equipage master having been handed an extract from the resolution of this directorate, item a copy of the report from the equipage master smith, who maintains in his aforementioned report that grapnels were shipped in the ships 't Huijs te Boede and Middelburg instead of the Honorable Company ship Buitenzorg, and regarding which an accounting was demanded of the undersigned by the aforementioned extract of the resolution, the signatory takes the liberty to inform your Right Honorable that said grapnels, to his knowledge, weighed no heavier than the stated weight dictated by the invoice, and furthermore similar goods are not re-weighed by him because he has no scales etc. at his warehouses to weigh such heavy goods, and thus such goods are always received by him according to the recorded and marked weight. Furthermore, the first draft sheets of the letter to be sent to the High Government of the Indies up to and including the answered matters of the Fatherland were read and reviewed, with the contents of which the members fully agreed. Shortly after the meeting had adjourned, a chobdar or mace-bearer of Mia Atsjent, or of the so-called Nawab Mir Moeud Dienchan, who is currently waging war against Ali Nawaaschan for the city government with the help of Sidi Havis Ehmetchan or the Castle Governor, came to say that he was sent by his master to inform His Honor that all the prominent merchants of the city, even the European nations, and among them the English, had already sent their emissaries to him, except only the Lord Director, and that therefore he expected His Honor to do likewise. But being asked to what end, and being unable or unwilling to say, and the Lord Director having answered him that he would send his emissaries to inquire what the Nawab's desire was, His Honor communicated this to the reconvened members, who agreed with the aforementioned answer. Furthermore, deliberations were held regarding the message that was appropriate to send to the aforementioned Atsjent From Surat under Date 27 April Anno 1759: so as not to appear to choose sides before matters are decided. It was decided to have the emissary ask him what service was required, with instructions that if he should present himself as the city governor or indicate that he wishes to be complimented as the chief ruler, to declare plainly that, residing here as merchants, we do not interfere in any disputes between rulers or concerning the regency, and therefore recognize no city governor other than the one who is currently in actual possession, but that when he shall have obtained it, His Honor will not fail to be among the first to acknowledge him as such and to offer him congratulations. The emissary having been dispatched with the message and having returned some time later, reported in answer that Mia Atsjent had testified that he well knew His Honor's heart was pure, but feared he might allow himself to be misled; that he had been in Surat since his childhood, and had now grown old, and furthermore possessed the King's sanad or commission as governor of Surat, whereas Ali Nawaaschan was still young and devoid of such a sanad; that they were both relatives, however, and that he hoped and wished that the disputes might soon be settled and peace restored, so that trade and navigation might not be hindered; that he had not introduced the Ganeems or Marathas into the city, but Ali Nawaaschan had, and that it would take much effort to get them out again; that he had undertaken the venture to regain

Upon all of which it was thought fit not to make any reply, in order to keep out of all interference, the more so because the records provide evidence enough from which it is plainly evident that very little gratitude has been gained from both parties by such interposition. The ship Amerongen having arrived yesterday in these roads, From Surat, under date 27 April Anno 1759. and the skipper Christiaan Hansz having come ashore today, the dispatches brought by him were opened and read in Council; but as nothing was found therein that required any particular haste, it was deemed proper to defer the formal deliberation both on the points contained in Their High Honours' esteemed letter and on the annexes until a further occasion. From a minute submitted by the Honourable Secunde as president of the Court of Justice of this factory, extracted from the memorial of the said Council, it appearing that the oath required by the resolution of this Board of the 24th past concerning the deficiencies found in the spices and cochineal brought by the ship Tulpenburg was properly administered before the aforesaid Council on the 2nd of this month, it was resolved to make a note thereof here. Whereas, notwithstanding the agreement made between Ali Nawaaschan and Sidi Javis Ehmit Chan with his associates, whereby the former among other things had to resign the government of the city, the city gates continually remain closed, so that one can for the present have no communication with the wharf except by notes, and it is impossible to foresee how long this will yet continue, while in the meantime the time is drawing very near when the ship Tulpenburg, with the return goods for the Homeland on board, From Surat, under date 27 April 1759. will have to depart for Ceylon, it was after deliberation resolved to put the papers in readiness as far as one is able to do so, in order to send them outside successively if possible; but if there should be no opportunity for this between now and the 18th of this month, to authorize the members of this assembly who are at the wharf to draw up an invoice of the goods loaded in Tulpenburg, or, being unable to do so for lack of the necessary papers, merely to attach to the memorial of the bales a copy of the prices for which the piece-goods were contracted, and to dispatch the ship therewith without waiting any longer. As the former city governor Ali Nawaaschan will vacate the Darbar today and move into a private residence to continue living there as a private citizen, and will take his route with more than 1008 soldiers past the residence of the Director, His Honour announced that this gentleman had sent someone to request His Honour's permission for this. To which the reply was given that the public streets, and as they are called here, the King's ways, even during the war, have always been left free and unhindered by us for everyone, and that he was now also entirely at liberty to choose such a route as he might deem fit. From Souratta under date 27 April Ao 1759 Their High Excellencies having, by revered letters of 2 August last, written off the purchase of cotton for this year, and having at the same time desired that the funds otherwise to be expended for that purpose should be sent to Batavia in good, heavy silver rupees, it was therefore resolved for the present to put aside Ro f 150000 or f 225000:-, and to send it on board the ship de Vrouwe Rebecca Jacoba as soon as it shall have returned from convoying Tulpenburg, because the restoration of peace here cannot yet be relied upon, and no bad weather is to be feared in the roads, so that the cash will be better and more securely kept there than on shore; and it was further resolved with respect to that vessel not to detain the same any longer than the circumstances absolutely require, and that necessity ceasing, to let it depart, even with ever so little cargo, and even if necessary in ballast. Subsequently, the letter to be sent with Tulpenburg to Their High Excellencies having been collated in original and duplicate and signed by all the members together, and the skipper Nicolaes Oman, having been called into the meeting, having declared there that the packages last sent were safely on shore and that he has received the rest of his cargo on board satisfactorily, it was decided to make this record of both matters according to custom. Upon a petition and the verbal presentation made therewith by the bookkeeper Fredrik Bogaardt, stating that he, having entirely pledged his accruing wages for a certain debt in Batavia by notarial contract to the benefit of Maria Geertruijda Ruijsch, widow of the former Armourer Abraham Bogaardt, in the hope of being able to find a small livelihood here besides, but that this having failed him, and he experiencing thereby that from the board money given by the Company it is impossible to obtain the necessary food for his sustenance, not to mention board and clothes, was forced to take his refuge to this meeting with the request that he may nevertheless enjoy half of his wages; it being considered that such an engagement is contrary to the regulation according to which the wages of any Company servant may never be attached for more than half, and consequently, as suffering from an essential defect or nullity, cannot exist in law, or at least no further than the petitioner would have been condemned to by the judge in case of a lawsuit, it was therefore approved and agreed to allow the petitioner half wages henceforth for his sustenance, without prejudice to the aforesaid contract, which for the rest is left to its merits and demerits. From Souratta under date 27 April A:o 1759 has not been able to retain enough to pay for clothes and other bodily necessities. Subsequently, having spoken of the necessity of sending the ship de vrouwe Rebecca Jacoba as quickly as possible to Batavia, partly to comply with the honored intention of the High Indian Government concerning the prompt dispatch of ships in general, and secondly to report on affairs to Their High Honours, it was decided to dispatch that vessel by the ultimate of this month, unless in the meantime circumstances should arise that make its detention necessary, the more so because through the war and its consequences the progress of the collection of the return cargo has been so deranged that one cannot yet foresee how long it might still take before one could provide that vessel with even some cargo. The Ahmedabad servants having, by their letter of the 16th ultimo, satisfied the requisition concerning the conduct held by the assistant Vermeulen on the occasion of the cash audit, it was approved to let the matter rest for this time, but to authorize the factor de Bellon, in case the said assistant or anyone else should again step so far out of line, to send the same hither without awaiting orders thereto, at the disposal of this administration, which in such a case, for the maintenance of the so highly necessary subordination, will lean toward the strictest side. Said servants having, by a further missive of the 5th of this month, communicated the sale of a remainder of cloves amounting to 38 lb at the previous price, and likewise transmitted a finding of the shortweights occurred on the whole parcel upon weighing out, amounting to 265¾ lb or 5 7/8 per cent, annexed to a sworn verified report of the commissioners employed thereat, as also an account of expenses on the weighing out of the merchandise occurred from the 1st of September to the ultimate of November, amounting to ƒ 13:2:8: it was resolved to approve the aforementioned sale, as well as the found shortweight on the cloves, as not being excessive, together with the specification of the expenses incurred in weighing out, and to insert the two last-mentioned papers here. And whereas the Banyan Lalaji Kishordas, who for reasons mentioned in the resolution of the 2nd of the past month was denied access to the Company's lodge, has in a letter written to the Lord Director extensively excused himself, and tries to show that the hatred of the brokers against him has no other foundation than that he has more than once bid higher prices for Company merchandise than they were willing to give for it, and also having been accused of borrowing money in the name of the Company from a certain money changer, it was resolved to send a copy of the translation thereof to the aforementioned servants, with instructions that if his statements correspond with the truth, they shall dispose regarding him and the re-granting of access to the lodge as they shall judge useful for the service and the interest of the Company, since on the one hand it is a good thing to hold such people, though somewhat turbulent of temper, close at hand and protect them in order to oppose the brokers, who everywhere attempt to set themselves up as tyrants of trade to the considerable damage of the Company, and on the other hand because the aforementioned accusation of borrowing money in the Company's name is a matter of such a nature that a precise investigation thereof is necessary, and at the same time to order them to do the same impartially, and to communicate the result at the first opportunity, as well as to help the money changer Kubir Parbhu, who also has sent a letter filled with complaints about the brokers to the Lord Director, to his due according to equity, without prejudice to the Company.

601 From Surat, under date 27 April Anno 1759 The envoy Kroonenburg residing at Poona, reporting by letters of the 5th and 29th of November last the obstacles that have arisen anew against a speedy conclusion of his negotiation, and that he has not been able to bring the same any further to effect than to the restitution or compensation of the Company's goods robbed and taken from the warehouse for the service of the regents, together with the release of the Company's servants, whereto the necessary orders or warrants could not yet be dispatched due to the intervening death of the said Prince's mother, it was, in consideration of the high running costs of that embassy, approved to recommend once again to the said Kroonenburg all possible diligence to bring matters to an end, as well as to reproach him, regarding a bill of exchange of Ro/a 3000 or ƒ4500 drawn by him on this ministry at a 2½ percent loss, while advising him that the same has already been paid, for not having given prior notice thereof. From Surat under date 27 April Anno 1759 First, the skipper Pieter de Bakker was called into the meeting and questioned regarding the reasons for such shortages on certain items as exceeded the permitted write-off, concerning which he accounted for himself in this manner. Regarding the missing 9 lb of Japanese copper in plates, he declared that he could not understand whence that underweight could arise, as the number of pieces or plates had turned out correct. The considerable underweight of 3157½ d on the candy sugar, he said that to his best comprehension he could attribute it to nothing else than the melting into syrup of that sweet. Concerning the underweight of 6 lb of Dutch quicksilver, he alleged that the same, in all probability, must have been caused by spillage, because during the weighing-in here it had been noticed that each time little pearls of that mineral lay on the scale when the casks were taken off it. The missing 4 1/8 lb of Japanese copper wire he attributed to the verdigris with which the same had been heavily encrusted, and which had been wiped off during the weighing-in. Concerning the missing 274 jugs of arrack api, he knew nothing significant to bring forward, but declared that the stowage had been good, although because of the departure of the ship Tulpenburg, on which the commissioners for the inspection are assigned, one had not been able to obtain the necessary declaration thereof. From Souratta, dated 27 April 1759 Concerning the making of those annexes, namely that henceforth all warrants of closing must be numbered from No. 1 to as far as they run throughout the entire year, and that the number shall be cited in the books; that the warrants of receipt shall likewise be marked with Roman numerals I, II, etc.; those of assessment lettered with A, B, etc.; and those of discharge, as well as those of the withdrawal of accounts, described and numbered on the reverse, together with the receipt rolls described on the reverse with the date and place; but the specification of pay disbursed to Moorish seafarers shall be described with the date only. Finally, a distinct and specific report was read from the specially appointed commissioners regarding the damage caused by the war to the Company's tent and inner Latthij No. 1, which paper was found to read in this manner: Title as before. In fulfillment of their bounden duty, the undersigned have the honor to report in writing that they, in the presence of your Honorable Sir and the Honorable Second, and in the presence of the warehouse master, have carefully inspected and examined the Company's tent in the Latthij, and found everything to be in such state as they, upon this specific presentation, can confirm by oath if required. 1. On the tent itself they have observed: a. that in the first or rather in the main gate there is a bullet hole, which can be repaired with a small plank or by inserting a piece of wood. b. two props shot to pieces, of which one is the corner prop of the enclosure on the northeast side, and one prop on the southeast side, for supporting the roof of the cotton press. c. some rafters and bamboos of the fence shot through. d. the roof under which the cotton press stands is in such condition that more than half of it needs to be renewed, not to mention the ledger beam, which is more or less damaged. e. nine damaged tent cloths with 48 main ropes standing on 10 props, of which it must be reported that the following are damaged: First: 1. the two main cloths, namely: a. that of the north side, or toward the Castle, four holes; and b. that of the southwest side, or cityward, besides several musket balls, two large bullet holes, all of which can be repaired with patches. 2. the seven ordinary tent cloths, somewhat more or less pierced by musket balls, but damaged principally in the cloths and bands as follows: a. on the southeast side, calculated from the southwest to the northeast, or from the city or gate toward the Castle, that: the 1st cloth has a bullet hole in the 2nd band, which can be patched; the 2nd cloth [illegible] which likewise can be patched, which is of the same nature in the 1st, 2nd, and 3rd band; but on the contrary, in the 4th band there are two large bullet holes above each other, which make it necessary that an entire new band be fitted; in the 4th cloth there are four bullet holes, of which the first two, or those in the 1st and 4th band, can be repaired with patches, but the two large holes which are in the 6th band next to each other cannot be remedied otherwise than by renewing the cloth; in the 5th cloth are two bullet holes, namely one in the 3rd and one in the 5th band, all of which can be repaired with patches; in the 6th cloth a hole, as also in the 7th cloth a hole, can be repaired with patches. b. on the northeast side, calculated from the southwest to the northeast, that: the 1st cloth is undamaged; and in the 2nd are bullet holes in the first band which can be repaired with patches, but the third band must be renewed entirely, since there are too many holes together in it; in the 3rd cloth are 4 bullet holes which can be repaired with patches; in the 4th cloth are 5 holes, of which 3, namely one in the 1st band, one in the 3rd, and one in the 5th band, can be repaired with patches, but the 2 others in the 6th band, which are not far from each other, necessarily require a new cloth; in the 5th cloth are 3 holes, namely one in the 1st, one in the 2nd, and one in the 4th band, which can be patched; and in the 6th cloth are 2 such large holes through which a man can easily crawl, consequently unusable, and a whole new cloth must necessarily be fitted; the 7th cloth has some bullet holes which can be repaired with patches. f. two damaged tent props, entirely unusable. g. main ropes shot to pieces, which necessarily need to be made anew. 2. Furthermore, another extract from the resolutions mentioned in the heading hereof was produced by the honorable Lord President, reading as follows: Extract from the resolutions taken in the Council of Policy at Surat, Saturday, 23 December 1758. Further was reviewed a report from the judicial members Falk and Amesbeek, regarding the garbling performed on 91 chests of nutmeg strewn with cloves from the cargo of the ship Kievitsheuvel, reading as follows: [illegible] Whereupon, after deliberation, it was resolved to write off to the profit and loss account the net underweight of 136 7/8 lb. or 1 5/8 percent on the nutmeg, as well as that of 149 lb. or 5 5/8 percent on the cloves, provided that the commissioners duly confirm their report with an oath before the Judicial Council of this office, and also to write off to the aforementioned account the 725 lb. of mite-eaten nutmeg dust and powder, packed and sealed in 4 bales, and to send it to Batavia by the next opportunity.
