The vessels sent to Denda Rajapoer, in dutiful obedience to the honored order of the High Indian Government by missive of 15 November last, to transport the Company's servants and unsold merchandise along with the entire establishment from there hither, returned on the 25th of this month without having accomplished their mission, merely bringing with them a sealed letter written by the Equipagemeester Falck along with the Commissioners Sanderus and van der Sleijden to the High Indian Government, to be handed over by the first-named upon his return journey hither to one of the departed Batavian ships upon meeting them, in order to inform their High Mightinesses of what took place at Rajapoer concerning the failed breaking up of that trading post, as well as 17 well-sealed bags with Dekkanse Rupees and a Persian missive from the Prince to the Honorable Director. Notwithstanding the maneuvers of our enemies to obstruct trade here, it nevertheless proceeds, albeit hesitantly, and the remainder of the merchandise still lying in the warehouses may also sell well; and had Your Right Honourable sent candy sugar and other merchandise with the Equipagemeester, those would also have been readily disposed of here. The aforementioned Equipagemeester Falck, in accordance with Your Right Honourable's orders, took all possible pains to induce me to consent to the departure of the factors with the entire establishment; however, I made known to His Honour all my views on this matter, which he will not fail to report to Your Right Honourable. What more shall I write for the rest, other than my wish that Your Right Honourable's efforts may ever tend toward keeping our friendship permanent, and that I may rejoice over this through your letters. From Surat under date 12 December 1758 merchandise, without more, except double board money for them and the assistants who are employed in the commission, with orders to remit the proceeds hither by bill of exchange as quickly as possible whenever they dispose of any merchandise, even if it were only 2 to 3000 rupees at a time. Furthermore, it was approved to pass all their other apportioned proceedings, such as setting the rent of one of the two warehouses at 40 rupees or 60 guilders and that of the dwellings at 50 rupees or 75 guilders per month, since they testify that it was utterly impossible for them to negotiate either for less, nor also to regulate the rent of the other warehouse and the soldiers' guardhouse which belong to the prince himself, etc.; as well as, while communicating to them the final decision made at the session of the last day of March last regarding the loss incurred on the damaged textiles received back from Rajapour, to write to them for their future guidance on the occasion of the sailor Pieter Gerritse sent hither, who, as they report, testified to have sailed out in the year 1755 for the English Company on the ship the Jonk, that a native-born subject of the Dutch State, according to the placards, may not enter into the service of foreign nations to the Indies, but that in times of war crew members are sometimes pressed against their will, and that they therefore, when such persons report to them, must investigate how matters stand in that regard, as well as in any case promise him no service, but send him hither under arrest to be at the disposal of this ministry, as also all foreigners who appear to have previously served the Company, to whom this is likewise not permitted. Furthermore, on the occasion of the aforementioned sailor Pieter Gerritse, it was understood to order the Fiscal to perform his office and duty regarding that person. Whether the Bengali private ship De Jonge Walter, on its upcoming return voyage to Houghly, having to touch at one of the Dutch trading posts on the Coast of Coromandel, it was decided to send the letter addressed by the Rajapour servants to Their High Excellencies as mentioned above, but which, having missed the Batavia ships, was brought hither, with the aforementioned ship along with an accompanying letter from this ministry to the Coast, in order to obtain further address from there at the first opportunity, so as, if possible, to give knowledge of the true state of affairs at Rajapour to the High Indian Government even before the departure of the last ships from Batavia to Surat, the more so since the contents of the formal description recently dispatched must lead Their High Excellencies to the notion that the closing down of that trading post has actually been effected. The unexpected ease with which the Surat regents have granted a toll clearance, showing that the duties have been paid here on the goods destined for the trading post of Ahmedabad, and the apprehension that at times, for one reason or another that cannot be foreseen, it might not be serviceable or advisable to execute the orders regarding the dispatch of the caravans both by water and by land to Jambusar, having caused the decision to be made on the 24th of this month upon consultation to send this paper this time to the Broach factors with orders to make use of it if they, together with the Junior Merchant Kroonenburg currently present there, after careful consideration of the considerations communicated to them in the latest missive, which are still believed to be fundamental and are therefore maintained, should deem this serviceable for the interest of the Company on account of the state of affairs at Broach and Jambusar, trusting that they will not proceed thereto unless they see no chance of otherwise avoiding a second payment of toll, and have reason to hold themselves assured that it will succeed through its presentation or delivery; it was thus approved to keep this record thereof. Furthermore, since the Dekkanse rupees recently received from Denda Raijapour were charged with a discount of only 3 per cent, and, according to the statement of the Company's money changer, cannot be disbursed here at less than a loss of 5 per cent, it was approved to authorize the cashier to diminish our cash against such an agio of 5 per cent and to charge back the surplus of 2 per cent to Rajapour. Thereafter was resumed a specification from the warehouse master Sweers regarding the expenses incurred for the repair of the inner Latthij, amounting to Rupees 569 1/16 or ƒ 854: 10: 8, namely ƒ 831: 9: 8 in cash and ƒ 23: 1:— from inventory, being ƒ 37: 1:— less in cash than that at which the commissioners of buildings calculated those expenses in their report submitted at the session of the 2nd March last, and inserted in the resolution of that date; and accordingly it was agreed to approve the same and to incorporate that paper herein. The Brootchia Servants having informed by letter of the ultimate of last month that in their application regarding the toll freedom of the Amed-Abad goods, and immunity from the chokey or road money, they had finally reached an agreement with the Regents to the extent that, without producing the Sourat Toll pass, they had obtained not only the former completely, but also a considerable reduction per cart on the latter, being reduced for the carts coming from Amed-Abad, which previously had to pay Ro/a 50 each, to Ro/a 31, and for those going up thither from 8½ to 6¼ Rupees; so it was approved to express to them by reply the satisfaction of this Ministry concerning this reduction, as one has all too much reason to be certain that, although this is one of the exactions that formerly was understood under the Name of Rahdari, and of which the Company, according to the Royal letters of privilege, should therefore be entirely free, the contrary practice, through the decline of the King's authority, is already so deeply rooted

251 From Souratta under date 12 December 1758. is deeply rooted, that one cannot oppose it without knowingly and willingly attempting the impossible. But in so far as they speak of the toll exemption of the Amed-abaad goods, and state in the heading of the transmitted specification amounting to f 133:10:- that these charges inevitably had to be incurred to obtain the free toll for the said goods, whereas it nevertheless appears from their letters that no toll was claimed for the same, and those expenditures were probably made to obtain the aforesaid reduction of the toll money, it was agreed, before deciding thereon, to require a report from them as to how much in total was gained through the stipulated discount. As they also send for approval, alongside their letter of the 13th of this month, a piece of long Niquanias, the Company's assortment and stripe of the English, which they had made as a sample, the same was produced in the meeting and, being inspected, was found to be good as far as the stripe and the outermost fold are concerned, but that the quality inside might be somewhat heavier or firmer From Souratta under date 12 December 1758 firmer in order to be satisfactory, and therefore it was resolved to attach a note with the Company's seal to that piece, containing the aforesaid observation, and thus to send the same back under instructions that they must have a better sample made, but that in the meantime the outermost fold of the first can serve as such, according to the note attached thereto; and that they must subsequently send both samples hither for inspection. From Souratta under date 12 December 1758. that, coming from Cadix with a Dutch merchant ship named De Drie Gesusters in the late part of the year 1754, he was taken by an English privateer in the Channel and brought into the Downs; that, because he, the detainee, possessed the English language, he served for that reason as an interpreter; and that the English Admiral pressed him along with two other sailors, one named Pieter Jansen, the name of the other being unknown to him, and placed him on the warship the Jork, with which vessel he, the detainee, arrived at Bombay in anno 1755, where he exchanged with another sailor named Iik George and was placed on a Company ship, the Pardin, since which time he had always tried to desert back to his own nation, the Dutch, which had not succeeded for him until Denda Rajapour, where he had swum from on board at 12 o'clock at night and had addressed himself directly to the Factors there. Herewith concluding his given declaration, which he testified to contain the pure and sincere truth, on which account he remained prepared at all times, if necessary and required, to confirm the same further by solemn oath. Below stood: Thus done and declared in the Dutch Factory at Souratta on the day, month, and year aforesaid in the presence of the Honorable Jan Warnar Falck and Willem Blauwkamer, Commissioners from the Honorable Council of Justice. And the oral declaration of that officer, who had scruples about prosecuting this man criminally without further orders from this Ministry on the basis of the Ordinance of the High and Mighty Lords States General of 14 December 1617, renewed without any change on 4 May 1632, which dictates that no subjects or residents of the United Netherlands, much less a native-born subject, may enter the service of foreign Potentates toward the Indies under penalty of perpetual banishment and confiscation of all their goods, because his pretext holds much semblance of truth; after deliberation it was approved to take satisfaction therewith to that extent, and therefore to release the aforesaid detainee from his detention, to accept him into the Company's service as an Arquebusier, and to grant him a wage of f 12:— per month from the day he retreated from the English to the Dutch Factory at Rajapour; since it is a well-known matter that in England, especially in time of War, seafarers of all nations are often pressed, and such a fate befalls many a native-born subject of the Dutch state, who subsequently being sent to the Indies, it would be as hard for him to prove that he came into English service in these lands in such a manner, as it would be difficult, in case he should assert this contrary to the truth, to convict him thereof satisfactorily in court; so it was resolved to present the case to the High Indian Government at the first opportunity and to request their High orders on how to act with such people in the future. The Director having reminded the members that now and then certain bondservants who have run away from the Dutch and gone over to the Moors, with the help of the so-called crimps who, just as in Europe, help along or sneak away everything that presents itself, have themselves accepted into the Company's service as Moorish sailors to sail across to Batavia and by that means continue to enjoy their stolen freedom even in the Company's colonies, without the master obtaining or being able to obtain knowledge of it except by a special coincidence, so as to assert his right—which is by no means diminished by their flight and embrace of or confirmation in the Mohammedan religion—where and how it ought to be, even if for greater safety they do not desert the Company as faithlessly as their master, since the ship's officers, although they discover this on board, neglect to give proper notice thereof upon their arrival at the Indies' headquarters; so it is, upon the proposal of His Honor, to close such abuse, understood to order the Officers who are supplied here with Moorish seafarers henceforth that, on putting to sea, they shall have to hold a closer muster of their crew; and, upon discovering among them on that occasion or subsequently any runaway slaves, to lock the same in irons and deliver them shackled at Batavia, as well as to make a report thereof to His Excellency the Right Honorable Governor General, in order that, with the pleasure of Their High Honors, they may work in chains at the Artisans' Quarter in Batavia until the owners shall have the opportunity to claim them. 239 From Souratta under date 12 December 1758 unfavorable season, unexpected irruption of the Marhettas, who with an armada of more than 50 galbets, under the command of Manogie, or the so-called Little Angria, and a banished subject of the Rajapour Prince named Sidij Peroor, made a landing there on the 18th of this month, and immediately proceeded to robbery and burning, without sparing the Dutch factory with regard to the former, notwithstanding that the commissioners had hoisted the Company's flag and sent the clerks to the commander-in-chief with a request for a safeguard, they also having forced the keys of the warehouses from them under threat of otherwise breaking them open, plundering, and setting them on fire, and having separated them from one another, without the one being allowed to come to the other, the servants adding thereto that an English armada by water and a Marhetta army by land under the command of the field commander Ramagie Madeeuw were expected there at any hour, as well as that according to reports they intend to make themselves masters of Castle Sinsiera by all force. The circumstances of this unpleasant news having been heard not without emotion, and good advice being dear, the more so because what has passed seems to forebode even more detrimental consequences for the Company and its servants, From Souratta under date 12 December 1758 and one sees no chance of bringing them any assistance in the present unnavigable season, it was therefore, after mature deliberation upon the measures to be taken in this matter, upon the proposal made by the Director, unanimously approved to send off two letters as soon as possible to the Prince Ballagie Ballerouw and to his said field commander with a request for a safeguard for the Company's servants and effects, as well as to notify the commissioners thereof, and to exhort them not to allow dejection over past events that cannot be redressed, nor apprehension of future misfortunes that will perhaps not happen, to cloud their judgment, but, resting upon divine providence, to do their best to preserve their tranquility and presence of mind, in order to be able to profit from the means and opportunities that time may present, so as to save the Company's effects from the imminent danger into which the same have been brought by the rapacity of the Marhettas and their allies and the intrigues of those who still hide behind their screen, and who, they report, will soon appear openly upon the stage.
