267 From Souratta under date 12 December 1758 Furthermore, the proposal made by Factor de Bellon by letter of the 28th of last month—namely, that when the Company's prerogatives are renewed according to custom upon the return of the Marathas Governor Ramtsjender or confirmed by a Parwana, it may be insisted that therein, instead of the words according to old custom as being a vague expression which leaves undecided what must actually be paid, it be specified what must be delivered at each guard and post—was fully approved, provided that the same can be accomplished without the least expenditure. Lastly, it was resolved to grant the license requested by the Factors by letter of the 21st of this month for relaying the tiles and repairing the roofs. As well as to honor upon presentation with payment a bill of exchange drawn by the said servants on this Head Office to make good the daily expenses, amounting to Rs. 1500 or ƒ 250, as well as another, amounting to Rs. 450 or ƒ 675, granted by the Second Carpenter and already presented for acceptance, but regarding this latter to inform the last-named that it is beyond the comprehension of this Ministry that he could not manage with the Rs. 3000 received at Brootchia for bringing up the Qafila, and that he can therefore count in advance on a meticulous scrutiny of the account to be drawn up by him. Was read a petition of Sergeant Christiaen Godschalk Logeman, sent in the year 1753 with the Company's vessels to Ketsmandui and, according to a letter of the Commissionary Sanderus dated 25 March of the aforesaid year, detained there to be employed in pressing cotton, of which he has good knowledge, as well as in all kinds of other duties, and having recently returned from there with the servants, requesting, since he has enjoyed no rations according to custom from the first of February of the aforesaid year 269 From Souratta under date 12 December 1758 year until the 15th of February last, that this may still be made good to him; and it was agreed to grant the same, since that which is allowed to everyone in the garrison cannot reasonably be withheld from him, and he would also have enjoyed it had he not been employed elsewhere in the Company's service. The Lord Director having communicated to the assembly that the Pandit Happagie Kissou, residing here as the Third Collector of the Prince Ballagie Ballerouw, had caused His Honour to be requested for a pair of pistols, it was resolved to present him with a pair of fine, chased ones, to the value of ƒ 29:16 purchase and ƒ 52:3 sale price from the Company's gift stock. From Surat under date 12 December Anno 1758 However, since the Warehouse Master Sweers argued against this, that as the quotas in that compensation were regulated according to the share which each had had in the abolished provision moneys or percentages, and the Honorable Head Administrator had drawn half of his portion in this, in his opinion it was also fair that the same should be responsible for half of the compensation imposed upon him; it was thus approved during the meeting, and before deciding upon the matter, to have the secretary give notice thereof to the said Honorable Head Administrator, in order to allow him to present his interest against it; but the latter, according to the report made, having raised nothing against it, and having declared that he would submit to the disposition of the Council in this matter, it was resolved to have the compensation of the amount of the aforementioned Musk to the sum of ƒ 3494:2:— made by the Participants according to the above Report, but to have half of the portion of the Warehouse Master Sweers, or ƒ 119: 2: 8, paid into the Cash Treasury by the Honorable Head Administrator in addition to his own quota. Deliberation having been taken upon this, following the declaration of the Lord Director that his Honor was prepared to make the provisional deposit according to the tenor of the aforesaid report, although he could not see why his Honor should be obliged alone to pay the wages of the supernumerary peons and other native servants, who were kept in service not at his own risk but by common consent, and out of conviction of the notorious necessity that lay therein, and whereby the hiring of extraordinary peons, which would otherwise have been unavoidable given the critical circumstances in which one found oneself, could be avoided, it was resolved to allow the provisional deposit of the aforesaid sum of ƒ16289:5:8 to take place until further orders from Their High Mightinesses, in such manner as the aforesaid report dictates, but without prejudice to everyone's rights and without thereby approving the apportionment made in that document. The overseers of or commissioners over the buildings, having, pursuant to what was resolved at the session of 23 April of the past year, had the new warehouse at the Company's shipyard repaired, or rather to say almost completely renewed, by the Moedij Mannik Dada, at a cost of ƒ4097:19:— as appears from a specification thereof submitted by the said contractor and inserted below, and judging this amount, added to ƒ5996:9:— that was spent on the first erection of that building, to be somewhat excessive, as it comes pro rata considerably higher than the other outer warehouse, notwithstanding that in the comparison of the one against the other proper regard has been given to the present higher cost of building materials, as can be seen in more detail from their submitted report thereof, and its annexes, being of the following content: To The Right Honorable, Worshipful Lord Louis Taillefert Extraordinary Councilor of the Dutch Indies, as well as Director and Chief Commander of this Directorate, together with the Council Right Honorable, Worshipful Ruling Lord and Esteemed Councilors. Right Honorable Commanding Lord and Honored Councilors: The undersigned overseers of the buildings respectfully report 283 From Souratta under date 12 December 1758 that Your Right Honorable's wooden dwelling situated in the outer town on the Honorable Company's shipyard, which is currently used as the trade office and lodging for the clerks of the same, very necessarily needs to be propped up in the middle to prevent accidents, as it has completely sagged in the middle and threatens to collapse daily; furthermore, that the stairs of the second sekenaar's dwelling, by which one goes up to the Ges, standing on the north side of the pier of the shipyard, have due to the recent earthquakes that occurred here separated from top to bottom from the wall, which will most urgently need to be repaired by applying props against them, laying anchors, remasoning, and plastering the same; as it is also absolutely required to make a new staircase at the old wooden house of the master of the equipage, currently inhabited by the cashier, in place of the one standing there now, which cannot be used any longer without danger of accidents; item, that the wooden lining of the powder magazine in the lodge, which has mostly decayed, caused by a water channel running underneath it that is somewhat close to it; thus the same could, with Your Right Honorable's pleasure, be renewed and made a little higher. Honorable Worshipful Lord, The undersigned has the honor to inform Your Honorable Worship that, owing to the cramped space of the Company's armory here, it is impossible to store all the muskets and weaponry therein, but that he must keep a portion thereof in the so-called Parrot Guard, which, being open on almost all sides, necessarily requires a guard to prevent theft; wherefore the undersigned humbly requests Your Honorable Worship that the required oil for lamplight may be provided monthly for this purpose, as well as for the greasing and maintenance of the muskets recently received from Batavia, and likewise the necessary armorer to keep them clean and in good condition, since this cannot possibly be carried out by the single man employed for that purpose at the armory. Appeared before me, Otto Hendrik Ruperti, Secretary of Policy of the Surat Directorship, in the presence of the witnesses to be named hereafter, Mattheus Felix de Serrara, Portuguese merchant residing in Goa, who, out of love for the truth and in support of justice, and this at the requisition of the Right Honorable Lord Louis Taillefert, Extraordinary Councillor of India and Director, related and declared to be true and truthful that, while he was staying at Denda Rajapour on account of his business, on Thursday the 18.th of May last, in the afternoon between 2. and 3. o'clock, when the appearer was present at the residence of the junior merchant and first commissioner of the Dutch Company Johannes Sanderus, news was received there that a fleet of 60. sail was seen to the north, namely 30. gallivats and 30. smaller vessels; That thereupon the said first commissioner, together with him, the appearer, immediately proceeded to the house of the junior merchant and second commissioner Jacob van der Heiden Simonsz, as one could oversee the entire roadstead and harbor from there, and at the same time observe the aforesaid armada; that to that end they had made use of spyglasses, and noted that the same set its course directly to the south; That the aforesaid armada, having advanced to directly opposite the roadstead of Denda Rajapour, at a distance of about 2. miles by water, did not seem to make the slightest movement as if it intended to enter there, keeping on the contrary its course past the northernmost mouth of the bay; That this appearance caused all the less suspicion because it is not at all uncommon, even in that season, to see the Maratha armadas and other rovers roaming in those waters, and since the monsoon was already so far advanced, they imagined that it was the Gheriah armada, which was returning home from an expedition to the north and therefore had to pass Denda Rajapour; But that the aforesaid armada, having arrived beside the harbor opposite the opening of the bay on that side, suddenly turned its prow toward Rajapour and, right before the wind with a strong flood and an incredible speed, had sailed inside, the vessels having even reached the shore before the cannon of the castle could be used to fire upon them; that as no men of the Sidi, or prince of Denda Rajapour, were at hand, the landing took place without the slightest resistance, and the rumor spread that a betrayal had been forged by a relative of the prince, who some time ago, on account of his bad conduct, had been forced to leave Rajapour, and had since stayed with the Marathas; That to the above-mentioned first commissioner Sanderus, by this sudden and unexpected invasion, scarcely enough time was left to have the Company's flag hoisted, and that the same, after a brief consultation with those who were with him, as there was no time to lose, had commissioned the young assistant Johan Gottholt von Schuidt, together with the provisional assistant Thomas Schip, to go and greet the commander of that armada, and to request of him a safeguard for the Honorable Company's servants and effects present there, as the friendship between the Company and the Marathas had only recently been renewed; That these commissioners, having come near Manaji Angria, who commanded the expedition, his men wished to disarm the first-named, reaching for that purpose for his sidearm, but that the said assistant resisting this, one of the sepoys had drawn his cutlass to strike him over the head with it, and that Von Schuidt, wishing to parry the blow with his right hand, had his middle finger almost cut off; That the commissioners being unable to obtain a hearing, as Manaji Angria did not pay the slightest attention to what they were instructed to say, and in the meantime was already advancing toward the side of the Dutch factory, the commissioners Sanderus and Van der Heiden, together with him, the appearer, had stepped just outside the factory to receive the commander, which politeness had cost them their sidearms and canes with gold knobs, as these were taken from them by that predatory rabble, as well as the turbans and handkerchiefs from the heads of their servants and slaves. From Souratta under date 12 December 1758 That the Sepoys, without caring about whatever they might say, had meanwhile pushed further and further toward and inside the factory, disarmed everyone who had any weapon, and then, rummaging through all corners and shops, began to plunder, robbing everything that came into their sight, and among this some canassers of sugar, the number of which he could not determine, along with 2 chests of spices that by chance happened to be outside the warehouse at the time; that Managie Angria had also come inside and to the place where the Company's flag stood, and had torn it down by force, notwithstanding the representations and the request of the Commissioner Sanderus, and that as the latter protested against such an affront and laid his hand on the torn-down flag to keep it, Managie Angria had given him such a violent blow with his fist to the head that the said Commissioner almost tumbled to the ground from it; that meanwhile news had arrived that Ramagie Madeeuw, Governor of the Island of Salset, was on the march with a corps of 7000 Marathas; that by evening, guards were placed by Managie Angria in and before the residences of the Commissioners Sanderus and van der Sleijden as well as at the warehouses, so that they could not meet each other, nor devise means to send a report to Souratta regarding their dire situation, but that he, the deponent, having obtained the freedom to see both, had afforded them the opportunity to put this into effect and subsequently sent that letter hither; that the plundering of private individuals still continued on the morning of the 19th until the arrival of Ramagie Madeeuw, who immediately demanded the keys to the Company's warehouses, and at the same time declared to the Commissioners that if they wished to go with the Company's effects to Thanna, he would take care that nothing would be stolen and would use his own gallivats for that purpose, also putting this into effect at once without much ceremony; that he, the deponent, who had been an eyewitness to all of the above, had departed from Denda Rajapour on the 20th with a note from the first Commissioner for Souratta, and therefore could not say how matters had further transpired there, but that in Thanna he had spoken to the Commissioner van der Sleijden, who had arrived there with 5 laden gallivats, from which the Company's goods were being unloaded by the servants of Ramagie Madeeuw, without the said van der Sleijden being allowed to interfere therein. Herewith the deponent ended his report, which he declared to contain the pure and sincere truth, which he was prepared, if required, to confirm by solemn oath. Below stood: Thus related and declared in the Dutch Office at Souratta on the day, month, and year aforesaid, in the presence of Nicolaas Harmanus De wind and Johannes Stephanus van Niekerke, both clerks at this secretariat, as witnesses. Approved and agreed, to give notice of both matters as soon as possible to the High Government of the Indies, and to send such a letter with an accompanying note overland to Nagapatnam, in order to be delivered from there to Their High Excellencies at the very first opportunity; and for the rest, on the occasion of the departure of the aforesaid Perrara, to reply to the Commissioners, on the assumption that all the Company's servants and effects are now at Thanna, that this Ministry cannot see otherwise than that they will be just as safe there under the present circumstances as at Rajapour, and therefore approves that, if their consent was asked, they submitted to the discretion of Ramagie Madeeuw regarding their relocation, with an expression of sentiment relating to what was written by Sankraedje Sandet concerning the failure to give assistance to the Prince of Denda Rajapour, how much it were to be wished that the thoughtless dispatch of the assistant surgeon and the soldiers hither on a Siddi vessel had never entered their heads, since the said Prince thereby obtained the opportunity to use them against the Company's intention for the defense of the castle, without them having been in a position to prevent it, seeing that Ramagie Madeeuw, who on all occasions conducts himself as a friend of the English and consequently as an adversary of the Dutch, will not be too good to put the worst construction on that unfortunate incident, in order to obtain permission from the Prince Ballagie Ballerauw to declare the sequestered goods confiscated. From Surat under date 12 December 1758 Saturday the 1st of July anno 1750, forenoon. All Present. Yesterday there was delivered to the Lord Director a Persian letter from the prince of the Marathas, Ballagie Ballarauw, in answer to the letter of the 30th of May last; his Honour accordingly communicated the translation thereof, containing in substance strong assurances that nothing shall be diminished of the Company's goods that fell into His Highness's hands at Rajapour upon the investing of the fort Sinsiera, but that the same have been placed in safe keeping, accompanied by protestations of friendship and a request for assistance in his undertaking, with the repeated addition that the Lord Director ought to send to court as soon as possible a man of stature who enjoys his Honour's confidence and is to His Highness's liking, carrying some rarities, by which means mutual satisfaction would be fostered and all thoughts of revenge against Ramagie Madeeuw, by granting aid to his enemy, would be set aside. Whereupon it was deliberated and likewise taken into consideration that the prince not only appears to insist with earnestness and emphasis on the sending of a capable and agreeable person, provided with the necessary gifts and instructions, but even to attach thereto a successful outcome of the matter, or the restitution of the goods and effects taken into sequestration; while he probably also harbors other political aims in this regard, for example to arouse jealousy among the English and to compel them, through a negotiation with the Dutch, to come out from behind the curtain and grant him, as the nearest and at hand, the necessary tangible assistance for the capture of the castle Sinsiera, out of fear that His Highness, otherwise coming to terms with the Dutch, might in return for the same grant them such privileges and prerogatives, whether at Rajapoer, Bassein, or elsewhere in his lands, as would tend to their utter prejudice and the total ruin of the Bombay trade; and that it would consequently be exceedingly dangerous not to indulge him in this with the greatest dispatch, since any delay would infallibly be decried by the envious whisperers devoted to the English, of whom there is no lack in Poona, as a want of regard for His Highness, and might entail the confiscation of the goods, or at least a slow and flawed restitution, without Pankraadje Sandet and other well-meaning persons being able or daring to introduce anything against it; the less so because the proposal for an embassy had already been made beforehand to the Lord Director by the aforesaid Governor of Bassein, who appears to be informed of His Highness's inclination and intentions in that respect; beside and apart from the heavy accountability that one would bring upon oneself in such a case, as the High Government of the Indies might easily attribute the loss of the goods to that neglect and consequently charge this Directorate with the compensation thereof: it was therefore approved and agreed to comply in this with the wishes of the Prince, in order to leave nothing untried that might in any way favor the prompt release of the servants and effects, all the more because no other path is left to this ministry than that of negotiation, all further undertakings and acts of force having been expressly forbidden by Their High Honours in their respected letter of the 15th of November of the past year. This point having been settled thus far, the Lord Director submitted for consideration who could best be employed for this commission, adding that, as the prince expressly desires a man of stature who enjoys his Honour's confidence and is agreeable to His Highness, someone from outside this assembly ought not readily to be chosen for the purpose, asking whether any of the present members would volunteer for it, in which case his office, if he held one, would remain reserved for him until his return and be attended to merely pro interim during his absence; but as no one showed much inclination for it, because one could not know whether he would meet the last requirement, namely whether he would be to the prince's liking, and also because none of the members currently holding session has sufficient command of the indigenous language to negotiate in it face-to-face, as is fundamentally required in commissions of that nature, the Junior Merchant Hendrik Kroonenberg was finally and unanimously selected for it upon the proposition of his Honour, notwithstanding his having requested his relief to Batavia by petition to the High Government of the Indies, as he not only possesses a complete knowledge of the indigenous language and customs, as well as in particular of the Poona court, but was also as it were pointed out by His Highness with the finger through the words of a person who is agreeable to him, seeing that during his stay anno 1755 at that court he not only became known to the prince, but [illegible]

Resolution of the said day mentioned: to grant Junior Merchant Kronenberg, who was appointed Resident at the Court of Poena, his seat in Council again, which took place beforehand according to his rank, upon the oath taken at his first introduction, and it was approved to make a record thereof here. Thereafter, the Instruction drafted by the Lord Director for the same was resumed with the requisite attention, with the contents of which the assembled Members concurred, and likewise resolved to keep the same secret.
