Upon a petition submitted by Pieter Pisje, who on the 12th of January of the past year, being provisional second mate and earning ƒ 22:—:— per month, was loaned in Bengal with suspension of salary to private trade, and from there arrived with the small vessel de Hoop as titular master at Bombay, and subsequently arrived here, whereby the same requests to be readmitted into the Company's service; it was decided to consent thereto, and consequently 470. The 25th April to place the petitioner in his former capacity of provisional second mate on the ship Ameliswaart, and to let his formerly earned salary run again from this day forward. The comparison of the expenses of the accounting year 1757/8 against the memorandum of retrenchment presented by the Director. Regarding maintenance of ordnance and gun carriages. Subsequently, the Director having presented the comparison drawn up by his Honor with the assistance of the Merchants Sweers and Kellij of the expenses of the accounting year 1757/8 against the Memorandum of Retrenchment, after attentive review of which the members fully concurred; and as it appeared therefrom that, since one has no fortifications here, nothing is set down for that item in the said memorandum and its annexes, although the artillery on hand falls under it, surely because it is not well possible to make a fixed determination in that regard; and since this item, which in the year 1756/7 amounted to only ƒ 100: 5:—, in the most recently concluded accounting year amounts to ƒ 194: 15: 8, and thus nearly twice as much, or ƒ 94: 10: 8 more than the year before, without having had more ordnance, gun carriages, or carriage frames than then, it was deemed proper to demand a report and accounting 471. The 25th April thereon from the Captain Lieutenant and Equipage Master Falck, under whose administration this item belongs. The firewood and kitchen utensils etc. for the Hospital. The items for firewood and for the tinning of kitchen utensils for the hospital having in 1756/7 amounted to no more than ƒ 276: 8:— for the first and ƒ 34: 16:— for the second, but in the most recently expired accounting year to ƒ 389: 4:— and ƒ 78: 8:—, and thus in the latter more than before by ƒ 112: 16:— for firewood and ƒ 43: 12 stivers for the tinning of the kitchen utensils, although there have been fewer sick, it was resolved to demand a report and satisfactory reason in that regard from the Head Surgeon of this directorate, in his capacity as steward, in order to make disposals thereon according to the state of affairs. As also with the said Equipage Master regarding the items of laborers, caulkers, ballast, mats, and horij wages. Item regarding the expenses of vessels. Seeing that the items of laborers for the discharging and loading of ships at ƒ 4019: 12:—, of caulkers for the caulking of ships at ƒ 6718: 16:—, of ballast for the ships at ƒ 1496: 3: 8, of mats for the dunnaging of the holds of the ships at ƒ 2600: —:—, and of horij 472. The 25th April wages at ƒ 2460: —:— exceed what was expended for the same in the year 1756/7 by a considerable sum of ƒ 6034: 16:—, although at that time only one ship less was here, there having been reckoned for the laborers only ƒ 2446: 11: 8, thus less by ƒ 1573: —: 8; for the caulkers ƒ 4127: 13:—, consequently less by ƒ 2591: 3:—; for ballast ƒ 1191: 1:—, or less by ƒ 305: 2: 8; for mats ƒ 1400: —:—, likewise less by ƒ 1200: —:—; and for horij wages ƒ 2094: 10:—, likewise less by ƒ 365: 10:— than in the most recent accounting year; it was resolved to demand also specific report and elucidation regarding this from the aforesaid Falck. Likewise, on account of the difference to the bad of the undermentioned items of expenses of vessels, in comparison with the previous accounting year 1756/7, when the same amounted to ƒ 16494: 16:—, and in the most recent accounting year 1757/8 were increased to ƒ 17422: 6:—, or amounted to ƒ 927: 10:— more than in the first-mentioned year, as appears from the following specific presentation: 473. In the Dutch Office Surat on the day, month, and year aforesaid, was signed: Louis Taillefert Jn Drabbe, Jan Andries Sweers de Landas Daniel Kellij, Jan Willem Falck, Willem Blaaukamer Hendrik Ruperti, and Philip Wargaren. Friday The 27th of April, the year 1759. Forenoon All present It having been proposed by the Lord Director to expand the warning issued here on the 11th of March 1756 against going upon forbidden roads and places for the prevention of desertion, with a passage concerning the Castle currently in possession of the English, since that only speaks of lodges, gardens, and burial places of the foreign nations established here, and moreover the stipulation of not being permitted to approach them within 150 475 49 The 27th of April concerning the desertion produced by the Lord Director 150 paces could not, except with the utmost rigor, be made applicable to that fortification as situated between our lodge and wharf, producing at the same time an altered copy, reading as follows: Whereas desertion both among the military and the navy seems more and more to become a game, and many do not hesitate to deliberately and in a perjurious manner abandon the service of the Honorable Company, some also having been caught upon forbidden roads and places not without suspicion, especially the crewmen of the Company's vessels lying here in the roads and the newcomers of this garrison, attempting to excuse their godless conduct by saying that the roads in Surat were not yet known to them or that they were lost, also that they did not know one was not allowed to go there; thus, in order to cut off at once these and all other pretexts of ignorance, all petty deck officers and petty officers of the navy, non-commissioned officers of the military, and common soldiers and sailors alike in the service of the Honorable Company, not only those in this Directorate but also those stationed on any Company ship lying in the roads, are hereby strictly warned not to approach within 150 paces any lodge, garden, or burial place of any of the foreign European nations established here, inside or outside the city, and even if a public road runs past the same, to avoid it, and especially also to carefully refrain from entering the Castle or the gates thereof, for whatever reason it might be, to prevent temptation or a forced stay; seeing that against all those who shall be caught and apprehended within the said distance of any of the aforesaid forbidden places, or also upon the Dutch graves, or who shall be convicted of having been inside the Castle or one of the gates of the same, 586. The 27th of April with notification of what His Honour had allowed to remain therein there will be proceeded without connivance as against actual deserters, and the bounty of 25 Rupees set thereupon shall be paid out of their most readily available means to those who have apprehended or shall convict them, or according to findings be charged to their account; the mess masters of the military shall nevertheless only be forbidden to go into the Castle or the lodge, gardens, or burial places of the foreign nations, and no one will henceforth be able to shelter himself with the pretext of ignorance, seeing that those who are unacquainted with the roads and places must go no further than where they are well known, so as not to get into trouble. But in the event that one of the present captains should wish to send someone of his ship's crew, whether an orderly or otherwise, on an errand to the so-called Gribus or any other impermissible place, or going there himself should wish to take him along, this shall not be allowed to happen except with the prior knowledge and written consent of the Fiscal, upon penalty that such a person being found there without being equipped with such a permission note, the bounty of 25 Rupees must be paid by the one who sent him or took him along. Specification of the findings regarding the returns recently brought from Brootchia and inspected today: 14 bales of black broad whole baftas, for Batavia, from No 20 to 33; of which opened 2 bales, being: No 23: on average only barely passable in linen, but the color good. No 31: as above. 5 bales of black broad whole baftas, for Cabo de Goede Hoop, from No 16 to 20; of which opened 1 bale, being: No 18: as above. 4 bales of black narrow whole baftas, for Cabo de Goede Hoop, from No 21 to 24; of which opened 1 bale, being: No 22: unsatisfactory in terms of the linen as well as the color, and therefore 5 per cent to be discounted on the aforementioned 4 bales. 2 bales of black narrow half baftas, for Cabo de Goede Hoop, marked No 25 and 26; of which opened 1 bale, being: No 25: because of the inequality of the pieces, of which only about half is satisfactory, 3 per cent to be discounted. 6 bales of black broad whole baftas, for Ternaten, marked from No 49 to 54; of which opened 1 bale, being: No 53: since it is unsatisfactory in terms of the linen and color, 5 per cent to be discounted. 480.
