610 The 28th of July Recently, we, the undersigned former Commissioners of Denda-Rajapoer, have the honor to report, upon a petition presented to your Honorable Worship by the Portuguese Mattheus Felix de Ferrare, currently residing in Bombaij, that we have never, either together or each individually, sought or intended to conduct the least trade with that Portuguese, since it seemed dangerous to trust him with anything of note, because we never saw or knew him at Denda Rajapoer other than in a very impoverished state, as he arrived there at our place several times virtually naked and destitute, having nothing with him to live on, so that we did not fail, in accordance with Christian duty and out of compassion, continually to take him in, and according to our modest means not only to maintain him with food and clothing, but also to provide him with travel money when it pleased him to go to Bombaij, Poena, or Goa, or to the Roman Catholic Fathers at Corlie, etc., in order, according to what he said, to seek or make his fortune here or there, but that his purpose in that regard always failed him, and he therefore always returned to us again, which lasted from the 25th of September A:o 1757 until the 19th of May A:o passato, or the day after the surprise attack on Denda Rajapoer, at which time he, according to what he had said a few days previously, intended to make a journey to Souratta for the aforementioned purpose, which he therefore also undertook at that time, and on that occasion voluntarily offered to inform your Honorable Worship orally of the hostilities that occurred at Denda Rajapoer, so that he by no means departed for Souratta at our request, nor upon any assurance or promise of the least compensation on account of one thing or another, but indeed out of his own desire, and offered to carry out the said message himself, since he had to be there anyway; thus his pretext in the cited petition merits no consideration; and regarding his cited plundering, when the first undersigned's dwelling was robbed by the Marhottas, we The 28th of July It was decided to reject the same. we must say with respect that this was not much, as the plundered goods of his consisted mostly of what we had provided him out of commiseration for his desolate state; it is true that when we could not come to one another, as he says, he, after the first fury had somewhat passed, brought back and forth at risk twice between our dwellings the communication note that we had the honor to write to Your Honorable Worship concerning the state of affairs, yet the thought was not formed that he would claim any reward for that and for giving the aforementioned oral notification to your Honorable Worship, but rather we flattered ourselves that he did so out of gratitude for the benefits that we had shown him for about eight months in his destitute state. 28 July white stallion, which in the year 1749, on the occasion when the Right Honorable Lord, then Director Ian Schreuder, made a formal visit to the present city governor Mia Atijent, was presented to the Honorable Company, the above-mentioned stable master and the Honorable Company's native grooms unanimously stating that the said horse yesterday carried the junior merchant van der Sleijden to the Honorable Company's shipyard, and returned to the stable untired, without anything being in the least amiss, but after standing for a short time made as if to urinate, but being unable to do so began to make a great struggle, the stable master and grooms rushing over saw that the right testicle along with the sheath were drawn up entirely into the belly, which also could not be brought out again by any help from native horse doctors applied despite all trouble and diligence, but remained hidden until the above-mentioned animal came to perish, whereupon we saw that the drawn-up testicle dropped back down into the scrotum by more than half, and with the running out of the urine the sheath came forth again. Points of rescript to Amed Abaad. Slow payment of the brokers. The assistant Frans Bernard Zimmerman, having requested by petition, in view of the ample expiration of his time, to be promoted to bookkeeper, with the salary standing therefor, it was unanimously approved to consent to the petitioner's request, and accordingly to grant him the capacity of bookkeeper, along with the salary of ƒ30:-: per month, under a new three-year contract, both taking effect today. The Ahmedabad factors having complained again, by letters of the 11th of this month, about the slow payment of the brokers, and it being considered that it now appears that those people are in fact, as has long been suspected before this administration and the officials were warned by letters of 9 July of the past year, standing on weak ground, it was approved once again to remind the said factors of the necessity not to trust them or other merchants any further than they are willing, if need be, 28 July to stand surety for them, but rather to let the goods go for somewhat less, provided they are paid upon collection; and also to order the factors, if the satisfaction remains overdue any longer, to take firm action with the brokers and to constrain them to payment by arrest or other such means. The 11th of August and provisional Cashier Jan Oudenhoorn was delivered to Your Honorable Worships, having accidentally fallen into hands it was discovered that on the debit side under the date of 29 October there was an entry of 6000 guilders on account of monies disbursed by the deceased Cashier Rutgerus van Ebbenhorst to the chief surgeon Lodewijk Kummer for the supply of medicines on a provisional warrant which did not appear to have been ticked off, which gave the undersigned occasion to inquire after that provisional warrant, whereupon he learned that by order of Your Honorable Worships it had been withdrawn and cancelled, on the occasion that the said chief surgeon receipted a formal warrant dated ultimo November following, amounting to ƒ12953:4:8, from which this advance payment of six thousand guilders had been withheld by the Dispenser Anton Sigfried Godhold Guse, at the time that, still with Your Honorable Worships' foreknowledge, he administered the petty cash due to the illness of the aforesaid Ebbenhorst for his account and at his peril, which ƒ 6000:—:–, in the statement of accounts drawn up on the 3rd of March last by the junior merchants Daniel Burnat and Carel Jacob Engelcrantz in the absence of the undersigned, who could not be present due to the closing of the city gates, for the purpose of making transfer to the aforesaid Guse, should have been entered on the credit of the cash, even if only pro memoria in favor of the said van Ebbenhorst, whereupon it would have appeared that the deceased Cashier was only in arrears by a sum of ƒ2301:14:8 instead of ƒ8301:14:8, just as also the commissioners for the transfer to the provisional Cashier Jan Oudenhoorn, the junior merchants Willem Blaaukamer and Carel Jacob Engelcrantsz aforesaid, should not have entered the said 6000:—:– guilders into the debit of the cash in the statement of accounts of the 12th of that month without first checking whether the said provisional warrant had indeed been credited, since the aforesaid ƒ12953:4:8 and no more or less was paid out of the cash The 11th of August up to ƒ6000:—:– having been discovered to be credited and that this error was essentially caused by the hasty handling of the aforesaid commissioners, and the said van Ebbenhorst, as stated, truly was short only ƒ2301:14:8, of which the undersigned considered himself obliged to give Your Honorable Worships prompt notice. Herewith I have the honor to be with all high esteem, below stood, Honorable Worshipful Commanding Lord and Esteemed Councilors, lower, Your Honorable Worships' humble and faithful servant, was signed, d'o Kellij, in the margin, Souratte the 10th of August Anno 1759. Whereupon, those papers having been further examined and the matter indeed being found to be so, it was resolved to credit the estate of the deceased for the entry of ƒ 6000:—:– for which the deceased was overdebited, as well as to recommend to the junior merchant Blaaukamer, as his fellow commissioner the junior merchant Engelcrantz is deceased, in the future, especially in money matters, to exercise more oversight, attention, and exactitude than has happened in this instance, in order to harm neither the Company nor others, as was thereupon done in earnest terms by the Lord Director during the meeting. The 11th of August Report of the pay bookkeeper Wargaren pay account Thereafter was read a report from the pay bookkeeper Wargaren, regarding an error committed by his predecessor, the pay bookkeeper Jan Pieter Ohdem, who recently departed for Batavia, concerning the pay account of the junior merchant Willem Blaaukamer of the year 1754, wherein he is credited under ultimo August for only 24 months' wages since ultimo August 1752, when his latest account in the Castle of Batavia was closed, until ultimo August 1754, as appears from a copy of the account extracted from the ledger kept here and submitted herewith, whereas he ought to have been credited for 34 months, since in his said latest Batavian pay account, also produced in original, he is only credited for 2 months' wages at ƒ 40:—:– per month, from ultimo August 1751, when it was closed in the previous books, until ultimo October following, from which date his pay in Souratta was to commence again, the aforesaid report reading as follows: To

Honorable Ruling Lord, Since a pay account of Junior Merchant Willem Blaaukamer has been presented to the undersigned pay-bookkeeper, in which he was erroneously shorted 10 months by his predecessor or former pay-bookkeeper Jan Pieter Ohdem, he takes the liberty of pointing out this discrepancy and setting down the account of the said Willem Blaaukamer here as it ought to be. It takes its origin, then, from the words from the end of August of the past year to the end of October thereafter, and is marked in the margin 1752, thus crediting him on the account with 2 months until he arrived here. However, taking no notice of the cited statement of the past year, he was entered here according to the year standing in the margin; thus, the copy account of f 960:—:— ought to be set at 34 instead of 24 months' salary at f 40:—:— per month earned since the end of October 1751, when his latest account was closed in the Castle at Batavia, until today when it was entered into these books, and with the closing continues to f 1360:—:—. And whereas the said Blaaukamer daily complains about the injustice done to him, and comes to demand an adjusted account from the undersigned, he very humbly requests to be strengthened in this matter by Your Honor's orders, assuming meanwhile the honor of being, with deep respect, was below: Honorable Ruling Lord, lower: Your Honor's humble and obedient servant, was signed: Philip Wargaren in the margin: Surat, July 31, anno 1759. And upon inspection of the aforesaid documents, it appearing clearly that the aforementioned Blaaukamer, in the Surat pay accounts under the end of August 1754, when he was first entered into the books of this Directorate, was indeed mistakenly shorted 10 months' salary, or f 400:—:—, namely from the end of October 1751 to the end of August 1752, it was therefore resolved to still credit the aforementioned Junior Merchant Willem Blaaukamer in the current books, with clear citation of the case, for the aforesaid omitted or skipped 10 months' salary at f 40:—:— per month, as the error appears clear and distinct, and to adjust such in the books meets with no objection to the contrary. Furthermore, there was laid on the table a specification submitted by the provision-master Guse, amounting to Rs. 274 13/8 or f 686:12:8, being that which was disbursed on the occasion of the renewal of the Company's palanquin decreed in the session of March 3rd last, by resolutory disposition of this meeting upon the report entered there by the Honorable Head Administrator concerning the unusable goods in various administrations under the end of August anno 1758. The 4th of September The Lord Director proposes against the Moorish Regents as to protest in the margin permit, without consent of the English, his Honour judged that in such a case nothing else remained than formally to protest against the unreasonable treatment by the Moorish Regents, to which end a draft protest was shared with the meeting, which was found to read as follows Louis Taillefert Extraordinary Councillor of Netherlands India and Director, together with the Council generale On behalf of the Netherlands East India Company residing in Souratta, having in the month of April last presented a petition to the Nabab Mier Main Uddienchan, Governor of this city, containing their just grievances, not only regarding the refusal of permission for the construction of the necessary outbuildings for the two stone houses belonging to the said Company standing on its territory, namely, the kitchen, a pantry, and a storage place for other household necessities, for each of the same, with tiled roofs, and this made of stone in order to prevent the danger of great damage to which the said Company is and remains exposed in the event of a fire arising from cooking in wooden or bamboo kitchens, on account of the proximity of its warehouses, to which the flames could easily spread, but also regarding the affront committed against the Company by the Naib Faroschan before the eyes of the entire city through the arrest of its broker Mandchergie Corseedje, without being able to obtain the requested licence for the former, nor the slightest satisfaction in reparation of honour for the last mentioned, notwithstanding that the said Nabab Mier Main Uddienchan can in no way deny that both are founded upon the rules of justice and equity, it being therefore The 4th of September according to all appearance through the aforesaid Naib Faroschan and those who hide behind his screen, prevented from agreeing to both, as they had expected from his Honour's friendship and goodwill, they had nevertheless flattered themselves that it would have rested there, and that no new reasons for complaints would have been given to them, but it is far from that: one seems intent on running out the well-known patience and forbearance of the Netherlanders which have already so often been put to the test, of which it would take too long to cite all the instances in this matter, wherefore one will be content to say that in the Company's Latthij, standing by the north-east gate of their yard, recently for the second time thieves broke through, who stole Japanese bar and plate copper, and other merchandise there, and there being no means to prevent such, except to enclose their yard, which is provided on that side only with a bamboo fence, there as in other places, by raising a wall which had been there previously but had fallen down through age, the Director and Council did not fail to demonstrate the necessity thereof to the said Governor, and to request his consent to that end, which, however, likewise found no acceptance, as neither did the request made since then, to then at least be permitted to fence off that side with beams and planks. With an annexed distinct statement of the incurred expenses etc. and seized effects, from which it appears that the former, together with the Company's claim, amount to ƒ22810:1:—, while the latter, in pure cash, amounts to ƒ22485:15:—, so that to the complete satisfaction of the Company there would still be lacking ƒ324:6:—, which they believe will certainly be made good from 6 pieces of small pearls and some other goods brought along; it being simultaneously shown therein that under the expenses are also included the wages and ordinary board money of all European servants employed in that expedition, likewise one month's salary of the permanently employed native mariners, as well as one month's provisions for the same, together amounting to ƒ1696:18:—; and that if this amount, alongside the difference between the selling and purchase price of the gifts, amounting to ƒ1050:10:—, is deducted from the first-mentioned sum, the Company, apart from the captured goods, on the cash alone would have left over ƒ2431:2:—. To allow the Onderkoopman Blaaukamer to be satisfied for the standing specification amounting to 337:9 19 Soccols of Mace All of which papers having been reviewed in detail, it was understood to approve the conduct held by the Commissioners in this matter, and regarding the request made by the under-merchant Blaaukamer in the above-inserted report, approved to let him receive from the Treasury, pursuant to the Resolution at the session of the 6th of October 1756, the amount of the specification sent over at that time amounting to f 260:13:-, and according to the findings here f 337:9:- in sales, on account of a gift delivered to the Prince of Cutch, which was left to his account on that day, as the clause to which the passing of that specification was attached, namely the indemnification of the Company regarding the goods robbed at Mandvi, through the taking of reprisals, has attained its conclusion.
